The experience of the problem solution of the first-year students’ adaptation to training conditions in higher educational establishments on the basis of interrelation of school and higher educational systems is offered in the article. Psychological, social, household adaptation is important for training of yesterday school students in their first semester at university. Not smaller significance is given to the entry of the first-year students into the system of training in certain disciplines, science in particular. The author offers information on student help organization system – to non-chemical first year students of the Belarusian State University in studying the course of general and inorganic chemistry. The contents, educational and methodical support and the stages of the organization of work of specially developed correcting course in chemistry is described. The course is instructively and methodically connected with the chemistry course of high schools of the Republic. Abstract:
Ukrainian higher education is in the process of reforming. In particular, there is a transition from a traditional discipline-based approach to competency, introducing a student-centred approach in teaching and learning, requiring a rethinking of approaches to developing educational programmes and ensuring higher education quality of at this stage. The Paris Communiqué states that quality assurance in accordance with the «Standards and Recommendations for Quality Assurance in the European Higher Education Area ESG-2015» is one of the three key commitments crucial for strengthening and maintaining quality and cooperation in the middle of the EHEA. Therefore, ensuring the quality of higher education, in particular the quality of educational programmes, is relevant both to the Ukrainian and European higher education spheres. The article analyses the existing normative, legal and methodological bases on the issue of developing educational programmes in Ukraine. The requirements of the Law of Ukraine «On Higher Education» regarding the development of new educational programmes are researched. The requirements of «Licensing conditions for conducting educational activities» regarding the composition of the project (working) group and its head (program guarantor) are investigated. «Methodological recommendations for the development of educational programmes», «Methodical recommendations for the development of higher education standards», letters from the Ministry of Education and Science of Ukraine with explanations of questions regarding the development of educational programmes are considered. The correspondences and contradictions between these documents and «Standards and Recommendations on Quality Assurance in the European Higher Education Area ESG-2015» are analysed. The normative requirements and methodical recommendations for implementation of successive stages of the process of development of new educational programmes are investigated. There is a discrepancy between terminology and aspects that the legal and methodological support is imperfect, in particular requirements regarding the composition of the working group, the rights and obligations of guarantors, and the involvement of stakeholders in the process of developing educational programmes.It is suggested to develop a normative background and methodological recommendations for covering the issue of responsibility of the head of the project group (the guarantor of the educational program), as well as to provide at the normative and methodological levels the possibility of involving not only scientific and pedagogical workers but also other stakeholders in the development of educational programmes.

Abstract:
An Information system for the analyzing the methodical work of higher educational institution department has been developed. It is established that the methodical work of the department is of great importance in ensuring the quality of educational activities of higher educational institutions, which provides in particular the availability educational and methodological support of the educational process and information systems for effective management. Given the important role assigned to the formation and development of the system of methodical work in the educational institution, the modern requirements and conditions of reforming and diversifying the system of higher professional education has been analyzed. Based on the general review of the methodical work of higher educational institutions department, has been revealed that the development of an applied software product for accounting and analysis of the methodical work of both an individual teacher and the department as a whole is relevant. The developed information system of analysis of methodical work of department allows analyzing the methodical work of both individual teachers and the department in general, to asses the quality of educational activities, documentation, and also provides diagnostics and monitoring of methodical work of department for different periods of time, comparison of teachers’ activities and preparation of recommendations for subsequent periods of work. The proposed information system allows to effectively manage the methodical work and to provide recommendations for planning, implementing and controlling the effectiveness of the strategy for improving the educational process and its methodical support. In particular, it is envisaged that the program includes such activities as: accounting for the methodical developments available in the department methodical cabinet with their reference to the name of the discipline; names and codes of the specialty; course; teachers-authors; lectures; study groups; the number of students in the group and general in the stream; the number of copies of educational and methodical literature; time of publication; taking into account the existing methodical developments within the virtual learning environment with their binding to the above parameters, as well as the time of the last editing; the number of lectures and students registered for the educational complex, student activity; accounting for existing methodical developments within the section “Electronic Library” of the department’s website with a separate link to the number of copies by users. The developed information system is being tested at the Department of Applied Mathematics of Lviv Polytechnic National University.

The citation of normative-legal documents on education concerning the organization of methodical support on diagnostic bases is given. The results of elaboration of psychological and pedagogical researches on diagnosing in domestic and foreign pedagogy are presented (K. Ingenkamp, A. Belkin, V. Bondar, O. Bondarchuk, V. Galuzinsky, G. Yelnikova, S. Martynenko, M. Suntsov, Yu. Malovany , S. Sysoeva, V. Urusky, G. Tsekhmistrova, etc.). The classification of methods of diagnosing teachers (according to K. Abstract:
The issue of training highly qualified personnel is a strategic task of Ukraine. Many educational programs contain natural disciplines in the list of disciplines. There is a need to develop a modern approach to their educational and methodological support. The purpose of the study is to, based on the analysis and generalization of modern approaches to the creation of educational and methodological complexes and modern regulatory requirements, offer the best option for constructing an educational and methodical complex for the study of natural disciplines, including using remote platforms and technologies. As a result of the work, an analysis of approaches to the construction of educational and methodological complexes was carried out. The components of educational and methodological support for higher education institutions on the basis of the legislative framework are determined. The main components of the educational-methodical complex of natural discipline are determined. A generalized list of materials has been compiled to ensure lectures on natural sciences. Distance platforms and technologies have been found to have a positive impact on students' level of knowledge. Their use in classes of different types increases the interest of students, helps to increase motivation and save time. Effective and easy to use is the Moodle platform, which makes it possible to refine different types of classes, to control students' knowledge and to provide them with theoretical material. An algorithm for the development of teaching materials for laboratory, practical and seminar classes in natural disciplines is proposed. An algorithm for the approach to the preparation of materials for independent work of students in the study of natural sciences has been formed. The practical significance of the results lies in the application of the developed approach to the formation of educational and methodological complexes of natural disciplines in higher education institutions of Ukraine.

The article summarizes the experience of Peter the Great St. Petersburg Polytechnic University (SPbPU) in changing the regulatory and methodological support of the educational process in the context of e-learning. The models of involvement of mass open online courses (MOOCs) in the educational process of the university are considered. The author draws on practical experience and the results of an experiment implemented in 2016–2019 at Peter the Great St. Petersburg Polytechnic University, which allowed to include online courses in 100 % of the curriculum by the beginning of the 2018/2019 academic year. The analysis of the necessary local regulations, allowing to begin the active integration of online courses in the educational process. The necessity of classification of electronic educational resources within the university is substantiated. The possibility of using e-learning for the organization of project work is substantiated. A detailed description of the components of educational resources, which allowed to implement common requirements for their implementation in the educational process is given.

Обоснована необходимость поддержки педагогов среднего профессионального образования с целью повышение нормативно-методической компетентности, которая позволит педагогу эффективно использовать в своей профессиональной деятельности законодательные и иные нормативные документы для решения профессиональных задач, в том числе в процессе подготовки образовательных программ. Единая нормативно-методическая база позволит оптимизировать процесс обновления и оценивания образовательных программ среднего профессионального образования за счет оперативного доступа к нормативным актам и получения консультационной поддержки. In this article is discussed the possibilities of students independent work of higher education institutions based on the use of electronic educational and methodological complexes as a component of the educational information environment of an educational institution, structure, advantages and disadvantages of its use in the educational process. The electronic educational and methodical complex structure as a full-fledged component of the modern educational process and criteria for its creation has been determined. The analysis was carried out and the existing educational information systems and electronic educational and methodical complexes were characterized. A list of training products that are included in the electronic educational-methodical complex structure of the discipline is given. The developed electronic educational and methodical complex, the scope of its application and use is presented. The diagrams of use cases were presented for individual users types. An introduction to the system of two types of users was provided. The functions and principles of the main service components, which allow organizing a planned, cognitive, organizational and methodological orientation of students' activities, which are targeting to achieve a result: the assimilation of a certain academic discipline, which students master independently without the information support and communication technologies. The developed database is presented, which enables you to operate educational complex.It was identified the main advantages and disadvantages of existing educational information systems. Attention was focused on the issue of assessing the quality of learning outcomes.

The paper deals with problems of industry experts professional development. The author reveals problems of additional educational programs of engineering personnel training. The author reveals conditions that help to create a system of intra-corporate training in the system of additional professional education on the basis of engineering pedagogy achievements. The following methodological approaches are chosen: competence-based, akmeological and andragogical. These approaches provide orientation to progressive professional development and self-development, creative self-realization in the professional sphere and consider individual experience of each listener. Professional standards define competences which have to be developed. The author shows that in the course of additional professional education developed competences have integrative character, i.e. they have to unite all training results. Competence content includes traditional results of education - knowledge, abilities and skills as well as personal components: ability of an individual to solve professional problems, mobilizing at the same time all internal and external resources. The author shows possibilities of the Pedagogical skills of intra-corporate training teacher program. It is defined that the teacher needs to develop methodical competence. Indicators of teachers methodical competence assessment are developed.

Abstract:
The relevance of the research topic is due to the contradiction between the high educational potential of project activities for the intellectual, creative, social, personal development of pre-schoolers and the poor organization of methodical support for project activities in preschool institutions, as a result, project activity acquires a formal character, its essence as a developing means of education and upbringing, productive interaction between teachers, preschoolers and parents is distorted. Purpose: to substantiate the need to organize methodical support of project activities in preschool institutions and develop a structural and functional model of methodological support for project activities of older preschoolers in kindergarten. Research methods: as research methods, an analytical review of scientific sources on the problem of organizing project activities of preschoolers and a modelling method were chosen. Results: methodical support is reviewed from the position of system-organized interaction of the subjects of the educational process – participants in project activities (teachers, children, parents), aimed at achieving the planned project activities, the intellectual and creative development of preschoolers, the development of psychological and pedagogical competencies of parents, mastering their pedagogical experience of interaction with children, improving the professional competence of teachers. A structural-functional model of methodological support for the project activities of older preschoolers is proposed, including three interrelated modules that reflect the logic and functions of the process of methodological support (information-analytical, content-organizational, evaluative-reflexive). It is concluded that a necessary condition for ensuring the effectiveness of the project activities of older preschoolers in kindergarten is building relationships of social and pedagogical partnership between parents (families) of pupils and kindergarten teachers in order to integrate partners’ resources and coordinate joint actions to successfully solve pedagogical problems and achieving predicted results.

Changes in the domestic educational legislation regarding art education and the introduction of a special form of training of highly qualified performers, which is analogous to the degree of Doctor of Philosophy in the field of art, have determined the relevance of the topic and its practical significance. The article identifies the tasks facing the candidate for the degree of "Doctor of Arts", analyzes the ways to implement these tasks on the examples of training programs for doctors of art in universities in the United States and Europe. New methodological bases for training of scientific and pedagogical workers for creative specialties of art sphere are considered, the construction of a program for the doctoral studies of art in the specialty "Performing arts" in the Ukrainian higher education art establishments is offered, as an option. It is emphasized that the introduction of this form of training of highly qualified teachers will allow higher education arts institutions to preserve and develop creative potential, stimulate talented artists to grow as teachers, pass their experience to future generations. Analysis of data on swimming training and determination of system components allow to assert the need to do appropriate methodical support. Purpose: to generalize the content of the basic methodical provisions of swimming training for integration into the education system of students higher education institutions. Research methods: theoretical analysis and generalization, study of documentary materials, system analysis. Results. It is recommended to division of classes into the following types: training, training-game, game, individual training, control, mass bathing. This step is done for providing methodically correct swimming training. Significant experience in the implementation of swimming training tasks for different groups of population is defined by the availability of thorough information of educational and methodical nature. The issue of swimming training as an integral part of personal development has received considerable attention since the middle of the twentieth century. In the sequence of training, in addition of stages, it is necessary to provide the degree of assimilation educational material. In general, we can offer a scheme in the form of "new element - development - consolidation - control - a new element." In the educational process, it is recommended to form at students a sufficient arsenal of specific swimming actions. There was identified need to combine technical exercises into complexes defined by target installations. Changing the speed of movement, tempo-rhythmic execution of movements (in full coordination or different biolanks) are regulators for observance of methodical tasks. Conclusions. The generalization of scientific and methodical literature gives us reason to assert the existence of an extremely large number of information sources on swimming training for different groups of the population. In order to avoid duplication of fundamental approaches to swimming training and adhering to the paradigm of this process in the methodical component should focus on the content of successive tasks of different individual and motivational levels of the swimming training system for students. To swimming training of student youth and maintain content priorities, it is necessary to focus on achieving a certain level of skill in accordance with the goals of a certain individual and motivational level of classes. The basic prerequisites are the laying the broad technical base, which provides mastering and improvement different ways of swimming techniques and gradual increase of physical fitness and improvement of the physical qualities development.

The benefit of the study is that the ways of improving the educational and methodological support of labour protection disciplines and its structure are defined: the target block (contains the purpose and tasks of a discipline study), the normative block (contains information about the number of credits in the context of classroom and independent work, content modules, structural and logical place of a discipline in the educational training of specialists, etc.), the information block (contains training material in a modular structure), the methodical block (contains the characteristics of forms, methods and tools that provide future mechanical engineering specialists by the labour protection competencies’ forming), the control unit (contains materials for determining the level of labour protection competence) and the resource unit. The role of the head of practice from production and educational institution is revealed, methodical recommendations for heads of practice from the enterprise are offered.It is proved that the use of methodological support helps to increase the efficiency of organization and production practice of future food professionals. The scheme of methodical tools of the organization and carrying out industrial practice where the connection of all elements of methodical support is specified is made.In the course of the research such theoretical methods were used: analysis, synthesis, systematization and modeling for the purpose of generalization of theoretical materials, modeling of teaching aids and their possible application in the process of students-intern practice.Introduction and application in the process of industrial practice of methodical support promotes the formation of studentsʼ personal goal-setting, which involves the ability of the individual to determine the goals of their activities, the situational nature of learning, which is based on real production conditions; learning productivity, which consists in the creation of new previously unknown learning products, based on theoretical knowledge of food disciplines and the latest advances in science and technology. Modern trends in social development transform environmental pollution risk into a fundamental category without which economic activity is impossible. In essence, the environmental risk indicator is on a par with such important economic categories as profit, cost, profitability, gross domestic or regional product, etc. At the same time, let us pay attention to a variety of approaches existing in the world practice for assessing environmental risks and their components (contamination likelihood and environmental harm) together with multifaceted specifics of economic entities activities. All these require a systemic consideration of methodological principles and methodological support, identifying the problems and areas in improving the applied calculation tools. The purpose of the study is to review the world experience in terms of methodology and methodological support of environmental risk assessment. The research methods incorporate environmental and economic analysis, content analysis, information modeling. The key findings of the study highlight the shortcomings and contradictions in understanding and assessing environmental risk, develop a broad systemological classification of the types and characteristics of environmental risks methodology, streamline and methodological support of these risks and show the directions to improve the assessment approaches. In article the problem of the organization of independent work of students is considered. From the basic pedagogical point of view, independent study is such type of educational activity at which a certain level of independence of a student in all its structural components is supposed - from statement of the purpose to the control, the self-control and correction which carries out gradual transition from performance of the elementary types of work to more difficult ones, having exploratory nature. From the point of view of the author, independent study of students is a development tool of their cognitive interests and abilities, formations of special abilities for continuous self-education. In the article such conditions of the organization of independent study of students are described: mastery of the methods of organization and reflection of own educational cognitive activity; existence of necessary educational and methodical and special literature; scientific-methodical and information-methodical support of this type of educational activity, etc. The organization of independent work of students is possible on the basis of design training. Design training assumes creation of a process of assimilation of knowledge in the logic of an integrated approach to educational cognitive activity of students which has to make for them personal sense. The author considers the network educational project as one of the ways of the organization of independent work of students. In this connection, functions of the network educational project, conditions of its organization and the didactic requirements imposed to its organization are described. The option of the organization of independent work of students within the network educational project is offered on the example of the educational discipline “Pedagogical psychology”.

A review of the scientific and pedagogical literature and analyzed the experience of the graphic training of students at the technical University. The structure of educational and methodical complex of discipline and justified a resource for the individual units of the complex. In modern conditions the quality of education is determined through the structure of relationships among elements of achievable learning outcomes as a set of knowledge, skills, abilities, possessions. An important task of the teacher is to create learning environments, partially simulating actual professional activity of a graduate to obtain the planned curriculum learning outcomes. Need to reorganize all forms of learning, including lectures, practical classes, laboratory work, independent activities of the trainees and how the integration of individual learning outcomes, – research work of students. When designing tasks for independent work of students used the principle of individualization of learning. When performing tasks, it is possible to choose a student´s trajectory of project development, including the choice of level of complexity, technological implementation and presentation of the finished project. Control and diagnostic unit includes the materials developed for the assessment activities at different stages of the educational process. The description of the applied controls, and provides specific examples of assessment of learning outcomes. For effective organization level graphic training of students of the University have developed a "road map" methodological support of educational activity of students. It allows teachers to efficiently use the available educational resources of the educational-methodical complex. The experience methodological support to effectively implement the educational process in the graphic disciplines, to improve graphic skills and to build the students planned the substantive competence.

The directions of scientific and methodical support of the upbringing process in school required to study the mass experience of schools were identified, as were the best practices in upbringing. There were analyzed, summarized and systematized. Each aspect of this support was identified on the basis of the analysis and theoretical generalization of the data obtained. The scientific and methodical support of the upbringing process can be developed in several directions and at different levels. At the state level, it is connected, inter alia, with software (an example is the ‘Approximate upbringing program’); at the level of higher education, initially it can be associated with the definition of the theoretical foundations for the preparation of future teachers for upbringing activities in the general education system, with the development of updated content of textbooks and manuals on the theory and methods of upbringing; while at the level of the advanced training system it is associated with the development of its principles, new programs and the search for interactive forms of teachers’ training. The novelty of the research is in the determination of the main directions and content of the scientific and methodical support of the upbringing process in school. The results make it possible to form the scientific and methodical support of the upbringing process in school at different levels. The article presents the results of international research on the use of mobile technologies as a support in the process of educating students with special educational needs. A team of researchers from five European countries conducted a survey among teachers using tablets while working with students with disabilities. Answers from the respondents reveal the image of educators who seek on their own, without any systemic support, opportunities to strengthen the educational opportunities of their pupils. The research results indicate that systemic organizational, methodical and financial solutions should be developed to facilitate the introduction of mobile devices for special and inclusive education.

Media literacy is recognized as a basic, vital skill for European citizens. It must be formed during life, at all stages of personality development. That is why we have chosen the leading European countries such as Finland, Sweden, France, Germany, the United Kingdom and Spain to analyze the current state of media education. Europe should be at the forefront of media literacy, as historically this region of the world has become the cradle of media civilization, a center for coordinating discussions of philosophical, cultural and technical development of the media. The article deals with the analysis of educational and methodical support of the European system of educators’ media education. The importance of media education of educators as the greatest agents of direct educational influence on the younger generation, whose media education is a requirement of the time, is revealed. The need for the development of non-formal and informal media education of educators is identified, as the media component can take place in any lesson and in extracurricular activities. Common components of the organization system of this process (participants, content, forms, methods, tools) are identified and educational and methodological resources are described, which are publicly available and can be useful to educators regardless of country of residence, citizenship or language.As a result of the research, we made the following conclusions: specialized centers offer a wide range of short-term training courses for teachers of various topics; forms of professional development in media education of teachers are different (distance courses, trainings, seminars, workshops, conferences, educational films, etc.); modern scientific, educational, methodical literature for teachers is available (monographs, professional journals, lesson plans, information packages); non-formal and informal preparation of teachers for media education activities is diverse in content, forms, means and methods, but remains fragmentary, not systematic, which does not allow to solve our issue comprehensively, and therefore it needs further development and critical analysis.

The considered directions of modernization of the system of lifelong pedagogical education are presented at the normative and conceptual level. Personalized and integrative approaches to the system of lifelong pedagogical education are important approaches to the implementation of the basic tasks of improving teacher training. The essence of a personalized approach to modern teacher training is not only in the formation of an individual and personal component of the future professional, but also in teaching universal strategies for professional and pedagogical activities in an information and educational environment. The integrative approach presupposes consistency and synchronicity of theory and practice, the traditional and innovative component of the teacher training system. A feature of the methodological component of the teacher training system is the information tools for supporting individual pedagogical activities, which, as integrated resources, have a certain educational potential, since they are aimed at achieving an efect when using relevant information by the subjects of the educational process. The variety of information tools allows us to distinguish their classifcation groups, including: information technology, information and communication and professional development. Informational tools used in the educational process can also be procedural, multifunctional image/svg+xml and private. Methodological, informational- methodical and personal- professional strategies for supporting the professional development of a teacher are used as conditions for supporting individual pedagogical activities. The prospect of the research is the development of methodological and technological mechanisms for the implementation of conditions for optimal support of teachers who are willing to be professionally mobile and competent, capable of successfully solving professional problems in the information and educational environment.

Due to the modernization of education system, one of the most important task of educational organizations is to assist in the process of human selfactualization and self-development. According to the Federal state brand-new educational standard , to the �Law on Education in Russia�, and to the national educational initiative �Our new school�, the emphasis in educational practice is gradually shifts towards support for the formation of the personality of the individual, of his capacity for self-realization. As one of the conditions that can provide self-development of students in modern-term educational practice supports extracurricular activities, which today has a special role in the development and education of the younger generation. According to information on launch of FSES of primary education, extracurricular activities should be understood as educational activities carried out in the forms of non-class-lesson, and aimed at achieving the expected results of development of the basic educational program of primary education. The article presents the author´s vision of constructing models, that is to support self-development of students in extracurricular activities in the development of the FSES of primary general education in rural schools. The model is based on the principles of flexibility, variability, individualization, creative interaction of all participants of the educational process, and is to pay attention on individual characteristics of students and accept the regional features of educational environment of rural schools. Particular attention is paid to the analysis of the structural components of the model, the conditions of its realization in educational practice. The structural model consists of three units: methodical, informational and psycho-pedagogical, their implementation relies are based on the adequate mechanisms for psychological and pedagogical support of students (active basis of claims for recognition of motifs in the hierarchical subordination ,domination of moral norms , the motive of self-acceptance and the desire for self-development, prevention and correction of negative psychological formations. An important aspect of the model is to provide the author´s technology-monitoring measurements of the results of its operations on each structural unit (methodical, psychological and pedagogical, informational). The proposed model of self-support of students in extracurricular activities in the development of the FSES of primary general education in rural schools, can be widely used in the regional educational practice in the context of the organization of extracurricular activities of younger students. Currently testing model is performed on the basis of rural schools of Yukhnovskiy area of the Kaluga region. The study is conducted with the financial support of the Government of RHF and the Kaluga region, the project �14-16-40007 a (r).

System cognition and transformation of the methodical system of application of health technologies in the process of physical education involved the consideration of existent object of activity in theoretical and practical aspects as a system. Methods and organization of research. The research was conducted in three stages in National University of Water and Environmental Engineering during 2010–2016 years. The results of Sports and athletics meeting of the campus were analyzed after the types of sports and quantitative composition of participants in the last few years (in 2011, 2013, 2014, 2015 and 2016 years). It is set that the number of the competitors in the last six years has increased (10, 28 % in 2015/2016 academic year in relation to 7, 90 % in 2010 / 2011 academic year). In the research work theoretical analysis and generalization of scientific and methodical literature is conducted, pedagogical experience of domestic and foreign higher educational establishments is studied. This made it possible to determine the composition, structure and organization of the elements and parts of the methodical system, to identify the main directions of cooperation between them. In the article the experience of application of health technologies, which is based on the use of facilities and forms of physical education classes, is exposed. Classifying the forms of physical training of students in the special educational separation, pointed out that each of them played the important value in the update of the methodical system of application of health technologies in the process of physical education. It is proved that the greatest effect in achieving the goal of the methodical system can be attained on condition of their close intercommunication. Process of application of health technologies domiciliary of students is a difficult multicomponent system, which includes subsystems of blocks, objects and subjects of activity, logistics, personnel, informative support and other components. Each block of the system consists of elements with ties, functional and informative characteristics for each of them. At relative independence they are closely linked within the overall system. For basis of introduction of pedagogical technologies in educational space of modern higher educational establishment should be fixed rule which declares not strict dependence on their scheduled physical education classes, but their systematic organization both in the process of educational and extracurricular activities.

The article is dedicated to generalisation of information about development of professional reflection in teachers in the system of methodical work of a pedagogical college in the form of a model for its approbation. The purpose of the article is to analyse the contemporary literature on the research problem, experience of the real-world teachers, on the basis of which (the main goal) an effective relatively open model of professional reflection development in teachers of college or other higher education institutions should be built. Research methods: analysis of scientific and methodical literature; analysis of curricula and scientific-methodical support, method of system schematic structural-hierarchical modelling of professional reflection development in teachers in the system of methodical work. The article proves a hypothesis that on the basis of generally accepted principles in contemporary education theory and taking into account all didactic and psychological components of the educational process, it is possible to create a diagnostic and formative model of professional reflection development in teachers. A methodical centre of such a model is the author’s course on reflection development: “Development of professional reflection in the system of methodical work at a pedagogical college”. The model is of a framework type and it is relatively open, which allows to adjust it for the needs of a particular institution. The international significance of the article lies in the possibility of a framework application of the developed model of professional reflection in countries with transitional state of education system (developing countries).

The study presents criteria and indicators was carried out using the methods of analysis of the internal environment, expert assessments, comparative analysis and monitoring method.

Civil and patriotic education is a priority of education at the present stage of society development. Traditional forms of work (lectures, lesson, class hours) does not allow to generate inner attitude in students, so the new methods and techniques, providing an active position of schoolchildren and experience of socially approved independent work, are in necessity. Excursions in the school museum conducted by trainees can be regarded as a form of such work. But the organization of excursions or preparation of the exhibition requires forming of appropriate competences in schoolchildren. Teachers working in this area have experienced a number of scientific and methodological, methodical and organizational difficulties. The temporary creative team has analyzed existing practices in this field, has taken into account the shortcomings, and has used the best practices of educational institutions. The methodology and technology training of tour guides for museums in educational organizations are summarized in the program "Young Tour Guide School". The article presents additional educational program for school museums tour guides, developed by experts of Center for children and youth tourism and excursions in Yaroslavl region, staff of Agency for Tourism in Yaroslavl region, and scientists from leading universities of Yaroslavl. The program includes curriculum, methodical and didactic support. The authors have developed assessment criteria of the effectiveness of this educational program, which allows monitoring the educational activity. The article describes two possible models of implementation of the program and outlines the prospects for its development and improvement. Additional educational program "Young Tour Guide School", submitted in the article, has been tested and has proven its effectiveness for the formation of experience of independent public action of students.

The article deals with the problem of future primary school teachers’ research skills development. The relevance of the studied problem is justified by the need to form the research skills of future primary school teachers, which is one of the requirements of their professional training in higher education formulated in the Federal state educational standard (FSES) and the Professional standard of the teacher-teacher of primary school education. The aim of the article was to develop a methodical system of future primary school teachers’ research skills development in higher education, as well as process description of its experimental implementation in the educational process of the University. The research methodology includes such methods as pedagogical experiment, diagnostics, approbation, analysis, generalization. In the course of the research the following theoretical results were achieved: the purpose, objectives, components of the methodological system of development, the qualitative result of its implementation, indicated technological support of the process of future educators’ research skills development. The results of the study allowed justifying the effectiveness of the developed system of future primary school teachers’ research skills development, its theoretical and practical value. The developed methodical system, due to the validity of its effectiveness, can be used in the practice of pedagogical universities in the process of future teachers’ readiness to carry out research activities.
