Abstract:
The 1990's in Victoria saw a political and economical shift away from the social justice themes of previous years to an economic rationalist approach to public sector services. Like other countries, educational reform initiatives focused on the introduction of market-oriented commercial practices. These were characterised by increased accountability for expenditure, pressure to supplement publicly funded income with commercial ventures, rationalisation of staff, privatisation of some services and a business-oriented approach to service provision. As part of this shift TAFE Institutes in Victoria were actively encouraged to embark on a business-based, entrepreneurial approach to training delivery in a competitive, user-choice market. This changing external environment is the context for this 'practitioner research' investigative project - the development of a motorsports program as a case study of innovation and entrepreneurship at Wodonga Institute of TAFE. A participant-observer research approach was applied to examine the perceptions of the stakeholders about the development of the program. Data was collected through semi-formal interviews with stakeholders, maintaining a reflective research journal and reviewing related literature. Analysis of the data identified emergent themes (enabling factors and barriers), reflecting at a micro level, similar themes and issues from current research and debate at national level. The themes are similarly reflected in literature on innovation, organisational change and entrepreneurship. The products generated from the investigative research project are:  Capturing Innovation: Entrepreneurial Activity Within a Publicly Funded Educational Organisation, an exegesis examining innovation and entrepreneurship at Wodonga Institute of TAFE through a case study (the motorsports program)  What a Great Idea! Where to From Here?, a set of guidelines for Wodonga Institute of TAFE practitioners about what is required in presenting their ideas to Senior Management (Appendix 1 and Appendix 2), and  a Professional development workshop agenda to support promotion of the guidelines (Appendix 2)  recommendations to Wodonga Institute of TAFE Directorate (Director/CEO and two Deputy Directors) for supporting the development of innovative ideas (Chapter 6). These outcomes aim to increase the success rate of innovative ideas being captured and developed into training programs and products at Wodonga Institute of TAFE.

Abstract:
This case study explored the process of incorporating human rights into the operation of an international commercial organisation. Constructing a dialogue to bridge the gap between human rights discourse and commercial realities, this case study identified the unique roles required to develop dialogue and created a model as a diagnostic and educational tool. The roles specific to human rights consulting, of interpreter, Champoin and Enabler afforded effective penetration into the participating industry partner's operational levels. These roles emerged from the process of constructing a human rights discourse and tensions therein where the existing theory of organisational change and consulting was found to be inadequate for human rights intervention. Based on the data of industry partner's existing practices and human rights concerns and on the process of collecting and analysing this data, the model for education and implementation was constructed. It is a flexible tool for examining human rights practices from bottom up as well as top down of an organisation. This research showed that having a comprehensive picture of the complexities involved sas an effective method of exploration and making sense of human rights education and implementation in a multinational industrial setting. The construction of the roles and of the model relied on the central premise of willingness of a multinational corporation to examine its practices and take an autonomous position of corporate citizenship and responsibility. This was consistent with the participatory research design of the study. Theretically this research challenges the appropriateness of traditional organisational change concepts when dealing with human rights; provides a diagnostic and educational tool for human rights consulting; and points to further research in this area.

Abstract:

The purpose of this thesis is to clarify the concept of “managing diversity” and to describe how it appears in the Swedish school, in the classroom as well as in the organisation. To support the study, interviews have been carried out with principals and teachers in three different Swedish schools.

The thesis is divided into two sections; a literature study and an interview section where we describe the thoughts and knowledge of principals and teachers. From a diversity point of view, we discuss the relationship between documents, organisation and teaching.

The study described in this thesis shows that managing diversity has not yet had its break-through in a Swedish school context. The official curriculum of the Swedish school system values diversity, although the directives are unclear as to how the managing of diversity is to be carried out in reality. The teachers and principals we have interviewed lack the necessary knowledge of how the management should be designed to produce the best results. Therefore, the diversity is not successfully managed in the Swedish school, which re-establishes discriminative norms and values.

Abstract:

Denna studie av den specialpedagogiska organisationen i Strömstad kommun bygger på litteratur, dokument och intervjuer av föräldrar, politiker och personal på Resurscentrum. Resurscentrum startades 1990 med ett projekt mellan socialförvaltning och skola och har under tiden utvecklats till att bli kommunens centrum för alla barn i behov av stöd och deras familjer. Under det senaste året har även Mödravård, Barnavårdscentral och Öppna förskolan flyttat in i samma lokaler som Resurscentrum och socialförvaltning. Alla är samlade under samma tak i Familjehuset. Inom Resurscentrum samverkar förvaltningarna och har en gemensam budget. Familjerna har kontaktpersoner, spindlar, som håller samman och följer upp insatser för barnen. På Resurscentrum samlas de för barnets utveckling viktiga personerna, både yrkesprofessioner och andra, till Resurscentrum möten. Studien syftar till att studera det karaktäristiska för modellen av den specialpedagogiska organisationen i en kommun. Studien är en fallstudie av kommunens samverkansmodell (Stensmo, 2002). Under fem dagar i oktober var vi på plats, i Strömstad, för att studera modellen. Vi har använt oss av en kvalitativ metod för att på det sättet få djupare kunskaper om vårt undersökningsområde (Patel & Davidsson, 2003). Vi har genomfört strukturerade intervjuer med politiker, ledningspersonal, specialpedagoger och andra berörda yrkeskategorier samt med föräldrar. Vi intervjuade totalt tretton personer vid tio intervjutillfällen. Av resultatet framgår att Resurscentrum arbetar utifrån de gällande styrdokumenten, att ge barn/elever stöd i sin skolmiljö. Genom tidiga insatser för barn skapas goda förutsättningar för utveckling och lärande. För kommunen bör detta ses som en vinst menade både politiker, personal och föräldrar. Resurscentrum startades av några ”eldsjälar”. För att modellen ska bestå krävs att det karismatiska ledarskapet befästes. Resurscentrums enkät till föräldrar visade att de som varit i kontakt med Resurscentrum var nöjda. De tre föräldrar vi intervjuade hade alla barn med olika grader av funktionshinder inom autismspektrum. Två av dem uttryckte stor vanmakt över att inte ha fått det stöd och den hjälp de tyckte sig behöva. Kommunen ansåg att samverkan var både mänskligt och ekonomiskt lönsamt. Svårighet med den gemensamma budgeten kunde vara att, om det kom till ytterligare ett barn som behövde vård dygnet runt kunde de ekonomiska ramarna för Resurscentrum skakas. Hur kommunen organiserar och riktar sitt stöd till barn och elever med behov av särskilt stöd är av betydelse för hur demokratin i en kommun fungerar och hur man ser på maktförhållanden mellan invånaren och besluten.

Abstract:

Educational institutions are becoming increasingly important for regional and national economies. Recent developments in Europe have drawn attention to the need for elite institutions. After a long domestic debate, Germany appointed three of its universities to Eliteunis in the fall of 2006. Similar discussions and initiatives have taken place in Finland and Denmark. In 2007, the Swedish university chancellor, Anders Flodström, initiated a public debate about improving the Swedish system of higher education by concentrating it to fewer institutions of higher quality. As a contribution to these discussions, it is of general interest to understand why and how educational institutions become successful. The purpose of this study is therefore to investigate what strategy and external factors that has made one particular institution – Massachusetts Institute of Technology – successful. The findings of the study show that MIT’s success depends on the possession of several important strategic resources: faculty and student quality, endowment, reputation and campus location. Thanks to these resources, in combination with some external factors, primarily the influx of large amounts of federal research funding and the (entrepreneurial) success of MIT alumni, the Institute has been able to attract: federal and private research funding, donations and more high quality faculty and students. Faculty are motivated to excel through a well-devised promotion and incentive system. There is a strong virtuous cycle dynamic between the resources. For example, an institution with strong reputation will attract good students and faculty. This will lead to increasing faculty and student quality which will improve the reputation further. To enter the virtuous cycle, significant financial resources are required. MIT, received much of these resources through the immense research efforts that were funded by the U.S. government during World War II, the Space Race and the Cold War. This enabled MIT to attract excellent faculty and build its reputation.

Abstract:
This thesis explores individual gendered experiences of organisational elements impacting on knowledge creation processes of management consultants in an international management consultancy. There have been calls to gain further insights into knowledge creation by exploring the impact of social aspects such as work practices, participation and organisational conflict on knowing and learning processes. These calls have been addressed mainly by considering single aspects of the organisational context and their impact on knowledge creation processes or by considering a range of different aspects of the organisational context but neglecting their interrelationship. This current research explores management consultants’ experiences of various social aspects, which are understood as organisational elements, impacting on knowledge creation processes and the interrelationships between these aspects. According to the social-constructionist perspective on knowledge and learning, social interaction is integral to knowing and learning. Since gender is understood to impact on social interaction, in this thesis it is acknowledged that knowledge creation, which is inherent to knowing and learning processes, is influenced by gender. Previous research tended to neglect the impact of gender on individual experiences of knowledge creation processes. More recently, women’s inclusion and exclusion from knowledge creation processes in organisations has been explored through a theoretical analysis of a single organisational aspect, knowledge creation through networking. Drawing upon a social-constructionist perspective on knowing and learning and gender in organisations, this thesis contributes to theory in the area of knowledge creation and gender in organisations by placing special emphasis on the role of gender whilst exploring various key aspects of the organisational context impacting on individual experiences of knowledge creation processes. The theoretical potential of this research is developed through an exploratory case study of 15 men and women consultants working for the case study organisation. Through semi-structured interviews, accounts of individual gendered experiences of organisational elements impacting on knowledge creation processes were explored. Here, women, who have been neglected in previous research, received the same attention as men. New insights are offered by not only exploring women’s experiences and the potential differences between women’s and men’s experiences but also considering the differences within the women’s and men’s accounts. Following an autoethnographic approach this research also offers a view from the ‘inside’ by including the researcher’s own experiences as an insider management consultant, thus offering a further contribution. This thesis argues that career opportunities, individual acknowledgement within the organisational context, motivation and trustful relationships are key aspects impacting on knowledge creation experiences of women and men management consultants. These aspects are interlinked and impact on each other. The research offers career opportunities and individual acknowledgement as key influences to the field of knowledge creation. Further, it illustrates how individuals’ experiences of organisational elements that impact on knowledge creation processes in a knowledge-intensive organisation are gendered.

Att granska två koncept med två tillhörande program för att påvisa viktiga likheter och skillnader, genom utbildningsplaner, intervjuer och enkäter. 3. Att ta reda på vad meningen med de två koncepten är, med hänsyn till vad respondenterna säger och med mina egna tankar och åsikter. Metod: En kvalitativ undersökning bestående av intervjuer och enkätundersökningar kombinerad med vissa kvantitativa delar i enkätundersökningen. Teoretiska perspektiv: Kommunikation, lärande, teoretiskt lärande, praktiskt lärande. Empiri och analys: Meningen med utbildningskoncepten har diskuterats fram med hjälp av egna åsikter och med hjälp av svar från enkäter, personliga intervjuer och ifrån övriga respondenter. Slutsatser: Det finns flera meningar med båda utbildningskoncepten och deras respektive utvalda utbildningar. För en KY-student kan det vara att få en skräddarsydd utbildning, och för en co-op student kan det vara möjligheten till betalda arbetsperioder.

Abstract:
This dissertation aims to examine some aspects of special education in Swedish upper secondary schools. The availability of special education resources, the occurrence of ability grouping and the organisational modalities of special education support are investigated. The further aim of the thesis is to discuss how these phenomena can be understood on the basis of democratic educational theories and theories of social educational justice. The study describes how special education support was organised in 764 upper secondary schools in Sweden in the academic school year 2010/2011, with a response rate of 80.4% (n=764). The design of the study is a cross-sectional total population survey, where data have been collected by way of questionnaires and supplemented with public statistics. The results of the study show that about 37.5% of upper secondary schools lack special education resources in terms of special educators or special education teachers. Special education support is not provided in 68% of the independent schools compared with 10% of the public schools. This uneven balance between public and independent schools can be interpreted to be a threat to an equivalent and democratic school, since students in need of special support do not have the same opportunities to receive such support in all schools. Furthermore, schools with a higher average parental educational background have shown higher availability of special education resources. It seems that students with parents who have higher educational backgrounds have to a greater extent access to special education resources. Ability grouping is used in about 43% of the schools. It is most commonly used within foundation subjects, particularly in Mathematics. The schools that use ability grouping to a very large extent have lower and more varied merit rating values and greater availability of special education resources. Special education support is primarily provided outside the students’ regular teaching groups. This is also the case with support provided by other school staff: indeed, 87% of the schools report that the majority of special education support is provided outside the students’ regular teaching groups. This can be understood as a way to organise special support in which heterogeneity and pluralism are not considered important. Based on democratic theories, the support provided outside the regular teaching group might be a risk to the creation of a democratic school where all students are given opportunities to meet and interact.    Overall, the results from this thesis show that special education resources are unevenly distributed among independent and public schools; that 43% of the schools use ability grouping; and that special support is primarily provided outside the students’ regular teaching groups.

Abstract:
The impact of student populations, the technical revolution and social change have influenced innovations of future campus planning. Along with the evolution of pedagogical theory, the impact reflects the spatial configuration of the learning environment and the consequent student experiences therein. More specifically, the higher education informal learning spaces are increasingly being considered as essential to spatial expansion, meant to enrich the student experiences. How to design successful higher education’s informal learning space raises a broad spectrum of perspectives on different realms. This thesis reviews the considerations for designing informal learning spaces from four perspectives: The Architectural Perspective; the Pedagogical Perspective; the Building Management Perspective and the Spatial Configurational Perspective. The literature review reflects a dearth of empirical research on the impact of the design quality of the spatial organisation of the informal learning space on student experiences. Hence, the aim of this study is to critically assess the design quality of the spatial organisation of informal learning spaces that shape higher education students` spatial perceptions and activities within them. The study provides evidence relating to where, when, what, why and how students behave in informal learning spaces, while identifying the impact of student satisfaction with the design quality of the spatial organisation of informal learning spaces, with regard to the frequencies of student activities. It also explores the spatial design strategy for these contexts to better support the development of higher education’s ideal informal learning space. The case study method is employed to achieve the research aim. A mixed methods design, including the questionnaire, observation, interviews and focus groups, has been employed, at the Diamond at the University of Sheffield and the Newton at Nottingham Trent University. These were meant to study student activities, to obtain student preferences toward the design quality of the informal learning spaces, and to discuss the impact of the design quality upon student experiences. Consequently, the proposed framework of evaluating the informal learning spaces, including seven design quality aspects, the Physical Comfort, the Flexibility, the Socialising, the Openness, the Functionality, the Spatial Hierarchy and the Other Support, are discussed from a student perspective to identify and design better strategies for higher education informal learning spaces. The summaries could become a guideline for the architects and campus planners with the aim of creating better higher education informal learning spaces.

Abstract:

Syftet med detta arbete är att undersöka hur fyra gymnasieskolor i en kommun organiserar specialundervisning. Frågeställningarna är följande:

Hur ser de fyra gymnasieskolorna på specialundervisning?

Hur når skolorna elever i behov av särskilt stöd?

Vilka elever har i praktiken rätt till specialundervisning?

För att få svar på dessa frågor genomfördes intervjuer med de personer som ensamt eller tillsammans med andra ansvarade för specialundervisningen på de gymnasieskolor som valdes ut.

Trots att tidigare forskning påstår att inkluderande specialundervisning är det bästa så bedrivs idag i stort sett enbart segregerande specialundervisning på håltimmar och andra lediga tider.

Gymnasieskolorna har i stort sett samma syn på specialundervisning, emellertid är skillnaderna i deras sätt att upptäcka elever i behov av stöd stora. Vissa skolor genomför tester under första terminen av gymnasiet för att upptäcka elever i behov av stöd, medan andra skolor låter tiden utvisa var eleven ligger i sin utveckling.

I teorin har enligt skolorna alla elever rätt till specialundervisning, dock fokuseras det främst i praktiken på de elever med någon slags svårighet. För elever som är särbegåvade inom ett eller flera ämnen finns inga uppdrag inom specialundervisningen på de undersökta skolorna.

However, the proposal is mainly based on theoretical and normative discussions rather than on empirical research. Therefore, this study has explored and reviewed in what way a university organisation has organised its inner life and illuminate in what way its local organisation matches the characteristics of a constructed theoretical model of a learning organisation. The study has furthermore explored in what way the organisational characteristics interact with one another in order to find out whether they support or hinder organisational learning.

Detta är en kvalitativ studie som fokuserar på en facklig organisations betydelse för intern rörlighet. Syftet är att bidra med kunskap om och studera vilken roll en facklig organisation har för intern rörlighet av personal inom en kommun.

Frågeställningarna rör fackliga företrädares och medlemmar i den fackliga organisationens uppfattningar om hantering av intern rörlighet, samt den fackliga organisationens främjande eller försvårande av denna.

För att besvara frågeställningarna utifrån den kvalitativa ansats som tillämpas har empiri insamlats genom intervjuer med fyra personer från varje aktörsgrupp vilket resulterade i att åtta intervjuer genomfördes.

Resultatet presenteras i två delar, en för varje aktörsgrupp. Av resultatet framkommer att den fackliga organisationen på många sätt uppfattas främja intern rörlighet för medlemmarna inom kommunen genom sitt arbete med att underlätta förutsättningarna för intern rörlighet. Resultatet visar också att det finns möjligheter för den fackliga organisationen att inom vissa områden förbättra sitt främjande arbete för medlemmarnas interna rörlighet inom kommunen.

Studien har två slutsatser. Den ena är att den fackliga organisationen måste prioritera intern rörlighet som arbetsområde inom hela organisationen. Den andra är att den fackliga organisationen endast har egentligt inflytande på negativ intern rörlighet.

Syftet med den här studien är att ta reda på om det förekommer konflikträdsla mellan individer i en organisation, och i så fall vad det skulle kunna bero på. Efter sökning av artiklar och genomgång av litteratur i ämnet gjordes en enkät- och intervjuundersökning bland ett urval av undersköterskor på Universitetssjukhuset i Örebro. Bland cirka 630 anställda undersköterskor lämnades 100 stycken enkäter ut, varav 60 stycken besvarades. Parallellt med enkätundersökningen har fem av de anställda undersköterskorna på USÖ intervjuats. Två av dem valdes ut på grund av att de redan vid utlämnandet av enkäterna muntligen uttryckte egen erfarenhet av konflikträdsla. Detta kan ha påverkat resultatet då det var givet redan från början att de upplevt konflikträdsla. Resterande tre informanter valdes från en lista, över samtliga anställda undersköterskor, från personalavdelningen på USÖ. Vilka personer som blev valda avgjordes utifrån vilket nummer de hade på listan. De valdes slumpmässig, utifrån tal mellan 1 och 630, tills tre personer från listan tackat ja. Sammanlagt tillfrågades sju personer, men två avböjde intervju. Enkätundersökningen visar att drygt hälften av de svarande upplever i ganska låg grad egen rädsla för konflikter. Drygt hälften av de svarande upplever även andras rädsla för konflikter i ganska låg grad. Detta stämmer inte överens med intervjuundersökningen i denna uppsats, där samtliga fem informanter uppger att de i ganska hög grad upplever andras rädsla för konflikter. Resultatet av enkätundersökningen redovisas i tabell- och figurform med efterföljande kommenterar. Intervjuerna redovisas genom en sammanfattning av varje intervju med efterföljande kommentarer. I diskussionen besvaras frågeställningarna och slutligen lämnas förslag till fortsatt forskning.

This thesis describes and discusses an investigation into the education provision of The Wildlife Trusts as a UK environmental non-governmental organisation (NGO), comprising 47 local Trusts. Prior to this study, The Wildlife Trusts organisation had not been examined as a whole partnership, as an NGO or as a provider of environmental education. Research questions focus upon what The Wildlife Trusts does as an organisation in terms of providing environmental education and the associated limits and potentials. Specific areas of investigation are The Wildlife Trusts' educational activities, its strengths and weaknesses and its educational culture. Such enquiry is valuable for The Wildlife Trusts itself, other NGOs, environmental educators and indeed all concerned with environmental education provision. The empirical work was conducted as a research-based case study and derives and builds upon research done for a commissioned review of The Wildlife Trusts' education provision. The thesis is influenced by Grounded Theory and draws predominantly on qualitative, but also quantitative techniques for data analysis and presentation. Interviews with Wildlife Trust personnel provided the primary source of data, supported by questionnaires, documentation obtained from Trusts and the author’s personal field notes. It is concluded that The Wildlife Trusts deliver numerous and diverse educational activities, yet neither as a unified NGO nor in sufficient partnership with other NGOs. The Wildlife Trusts is well placed to tailor activities effectively to local community audiences. It is recommended that The Wildlife Trusts overcome internally held negative attitudes towards 'education' through strengthening internal communications and developing a broader concept of 'people work'. It is argued that The Wildlife Trusts NGO has the potential to provide environmental education for all ages in both formal and informal education settings, in particular by providing outdoor and affective experiences on Trusts' reserves.

Denna uppsats är en studie av inledningsskedet av en gymnasieförvaltnings satsning på att arbeta i riktning mot lärande organisation enligt PBS. PBS är en förkortning av Pro-blemBaserad Skolutveckling och arbetssättet utgår från medarbetarnas lärdomar om hur man bidrar till att ungdomar lär och utvecklas på bästa sätt. Alla gymnasieskolor i kommunen deltog i arbetet och alla nivåer inom skolformen – från lärare till politiker engagerades i arbetet och ett femårigt samarbete med PBS-gruppen (Karlstads universi-tet) inleddes. När undersökningen gjordes hade arbetet i gymnasieskolorna i lärande organisationsanda pågått i ca ett läsår.

Undersökningen är kvalitativ och genomfördes med hjälp av intervjuer. Representanter från samtliga ledningsnivåer intervjuades dvs politiker, förvaltningschef, gymnasieche-fer och rektorer. Syftet med undersökningen var att kartlägga upplevelser hos politiker och skolledare av inledningsskedet av ett medvetet arbete i riktning mot en lärande or-ganisation.

Resultatet ger en fingervisning om hur det kan upplevas att leva i två system, ett ”lärande” och ett mer centralistiskt sätt att styra skolan. Undersökningen visar också hur dialogen mellan olika ledningsnivåer upplevs på ett annorlunda och mycket positivt sätt.


This essay is a study of the initial phase of an upper Secondary School Municipality administrations effort on becoming a learning organization according to PBS. PBS is the abbreviation of Problem Bases School development, where the working methods starts with the learning experiences of the personnel, on how to contribute to the learn-ing and development of youth in the best way. All upper secondary schools in the mu-nicipality participated and all levels within the school system – from teachers to politi-cians were involved, and a five year co-operation with the PBS group from the Univer-sity of Karlstad was initiated. At the time of this study the work in the upper secondary schools towards a learning organization perspective had been going on for about one school year.

The study which is qualitative was done by interviews. Representatives from all leader-ship levels were interviewed, i.e. politicians, department director, school directors and principals. The aim of the study was to map out politicians and school leaders percep-tions of the initial phase of the efforts of purposely gearing towards a learning organiza-tion.

The result gives hints on how it may be to live in two systems, one “learning” and an-other more centralistic way of running the schools. The study also shows how the dia-logue between different leadership levels is perceived in a different and very positive way.

“We often spend too much time coping with problems along our path that we forget why we are on that path” Peter Senge This study describes and analyses the implementation of Organisation Development (OD) to a previously disadvantaged school. OD is a relatively new method of planned change in South Africa. Unlike more traditional change initiatives, OD promotes collaboration; it tries to involve all members of an organisation in problem solving and decision-making. It is an applied behavioural science discipline dedicated to improving organisations and the people in them. Previously disadvantaged schools in South Africa continue to be disadvantaged. Ten years after the introduction of democracy there have been few changes in some of these schools and some seem to be getting worse. This study was an attempt to introduce a process of planned change to one such school. Since 1994 many changes have been imposed on our schools with new curricula, increased class sizes, changes in systems of assessment and teaching methods and the abolishment of past procedures such as corporal punishment. Teachers have had little say in any of these changes and this has resulted in resistance, resignation, frustration and in many cases a lack of ability to cope. OD was introduced to Acacia High School in the form of a Survey Data Feedback (SDF). An action research process followed and a diagnosis was made followed by action planning and then the execution of a plan. My study follows this process and the implementation of the plan describing its successes. Sadly change was not sustained and I highlight some of the challenges that face the school in order to bring about real long-term improvement in the culture of learning and teaching.

The contribution of consultation among the policy-makers and with their clients to the development of educational policy for the City of Hull is assessed between 1977 and 1985. In the period under review Humberside moved from a gradualist approach to dealing with falling enrolments, which entailed the retention of transfer to secondary education at 13, to a radical re-appraisal of the school system as a whole and a decision to return to transfer at 11 and the establishment of sixth form colleges. The series of consultations which accompanied the development of that policy, within the context of central government advice, is examined, together with the parallel consultations with the Church of England and among the Roman Catholic community. The principal objectives of the study are to determine the influence of client consultation on the development of policy aims and on the determination of particular policy decisions, in addition to an appraisal of the participants' perceptions of the objectives and the outcomes of the consultations studied. The methodology employed involved a document and literature search, non-participant observation, interviews with a sample of participants, and a questionnaire survey. The series of consultative episodes is subjected to examination against models of local authority decision-making derived from the literature with the purpose of generating hypotheses about the consultative process and decision-making at local education authority level. From the cases reviewed it is concluded that the role of client consultation can be both strategic and tactical, but that it is principally constrained by the political leadership's assessment of its potential role and the focus they provide for it. In the case of Humberside client consultation contributed to a change in the direction of policy in so far as the politicians used its outcomes to assess the extent of change necessary, but, when strategy had been politically determined, its potential for effecting change became tactical and was limited to modifying the application of that strategy. Consultation also made some contribution to greater public understanding of the Authority's policy and to making that policy more acceptable to those affected by it.

This doctoral research explores the implications for the employment relationship of the intersection between employment relations and customer relations. The context for the research is Australian higher education - specifically those university workplaces which are strongly market focused and where resourcing is inadequate to meet customer expectations. Traditionally, serving one's customer has meant providing goods or services (as requested by the customer) and doing so with courtesy (as defined by social custom). The customer was clearly outside the traditional employment relationship between employer and employee, although a focus of its output. However, in the context of post-Fordist production systems and post-modern values including the rise of consumption, there has occurred an intersection of product and labour markets which has led to changes to the employment relationship and the labour process. The thesis answers the questions: In higher education, does the student-as-customer have significant influence on the organisation of work? If so, does this constitute a reconfigured model of the employment relationship? The rationale for re-examining the employment relationship in the context of changing consumption patterns lies in the search for more extensive explanations of factors which influence the labour process with the suggestion that consumption is of increasing relevance for industrial relations theory and practice (see for example Heery 1993; Frenkel, Korczynski, Shire and Tam 1999a). The growth of a culture of consumption and changing consumption patterns are symptomatic of change which is central to the Australian economy as a whole and to higher education in particular (Usher, Bryant and Johnson 1997; Scott 1995a). In this context the doctoral research explores the social relations involved in the process of Australian higher education as a service encounter. It examines the implications for the organisation of work in particular, and the traditional bipartite employment relationship in general (between employer and employee although it is noted that the state has a peripheral role), of the student's newly constructed status of customer. The research focus is on flexible delivery which is seen as a key strategic response by higher education institutions to meet their perceptions of their customers' needs and wants. Flexible delivery is a pedagogy, a marketing tool and a form of work organisation and is a fertile domain within which to seek the intersection of employment relations and customer relations. In keeping with the labour process ethnographic tradition, this research employs Burawoy's (1991) methodology of Extended Case Method. This doctoral research raises critical issues related to the incongruence between current Australian national research ethics regimes and long established ethnographic methods employing participant observation. The practical consequences of the national research ethics regime for empirical research are explored in the concluding chapter. The data identifies that university managements' preoccupation with customer relations has undermined the traditional employment relationship between employing institution and academic. While the academic employee in the service encounter is engaged in the primary relationship of the bipartite employment relationship, management's incorporation of the student-customer into formal organisational processes which may lead to control over the organisation of work, potentially brings into being a tripartite employment relationship between employee/employer/customer. In such a model, customer relations is no longer merely the output of the employment relationship but a process within it, with customers acting as management's agents of control. This thesis introduces the concept of the customer as partial-employer. The thesis findings challenge the current management paradigm of customer focus as a 'win-win' situation. In Australian higher education customer focused strategies have emerged from managerial assumptions about student-customer needs and wants, specifically those of flexibility and value-for-money. The unintended consequence of these assumptions on the academic labour process has been a significant shift in the balance of power between academic educator and student at the level of the service encounter, with the subjugation of traditional academic authority to the power of the consumer in what has become a market relationship.

To establish a culture of collegial exchange about teaching and learning among its academic staff, a German higher education institution is running a seemingly quite successful organisation development (OD) programme, comprising professional learning communities, conferences and other interventions. But how fit for purpose is the programme? A formative realist evaluation is conducted to establish whether and why the programme works for whom and in what circumstances. On the basis of Coleman’s (1987; 1990) social macro-micro-macro scheme, a programme theory is developed and generalised as a framework for theorising, planning, visualising and evaluating OD. Pawson & Tilley’s (1997) Realistic Evaluation is chosen as research methodology, modified to match the programme theory’s structure and applied to a large data pool covering the OD programme’s first four years. Using an explanatory sequential mixed methods research design involving path analysis, content analysis and realist interviews, the programme theory is tested and gradually refined. The detailed realist evaluation reveals a number of problems at the level of the social mechanisms on which the OD programme’s effectiveness and sustainability depend. Unintended self-selection mechanisms limit the programme’s prospective fitness for purpose. Also the programme’s own history and organisational ramifications interfere with its regular functioning. Various possibilities for improvements are considered and thoughts on the programme’s transferability to other contexts are offered. The thesis concludes with critical reflections on Realistic Evaluation.

Sur l’oeuvre politique et pédagogique de Danilo Dolci il y a un grand silence aujourd’hui. Bien que ses initiatives politiques, sa passion pour les problèmes de l’éducation, ses ouvrages et articles l’aient fait connaître partout et lui aient procuré de nombreuses reconnaissances et prix nationaux et internationaux, bien que sa pensée et son engagement aient contribué à structurer des processus collectifs particulièrement innovants lors de la première République italienne - celle-ci correspondant à la période entre 1948 et 1994 -, son œuvre reste assez peu reconnue.Pourtant, dès sa jeunesse, Dolci s’est consacré à l’éducation de base dans le but de mobiliser et émanciper les couches les plus pauvres dans un des territoires les plus sinistrées de l’Italie : la Sicile. Mais il s’est confronté aussi avec de nombreuses situations en dehors de la Sicile, en Italie et à l’étranger, intervenant dans nombreux domaines, ce qui ne rend pas toujours facile la reconstruction de la cohérence de sa trajectoire et ses apports.Pour nous, l’oeuvre de Danilo Dolci est structurée par un certain nombre de convictions : le progrès d’une société dépend d’un ensemble de facteurs matériels et immatériels spécifiques qui, dans certains territoires, ne se développent pas, car d’autres facteurs opèrent en direction inverse. Dans ces territoires, il faut donc chercher à développer les facteurs nécessaires au progrès avec des méthodes différentes de celles qui sont utilisées dans les territoires où le progrès s’est imposé historiquement. Lorsque nous parlons de « progrès », nous entendons essentiellement un développement matériel et immatériel dans le sens d’une démocratie authentique, un processus où les principes, les valeurs, les règles et les procédures de la démocratie soient saisissables par le plus grand nombre possible de personnes, respectés et mis en actes par les citoyens tout autant que par les administrateurs. Or, Dolci paraît précisément proposer une pratique spécifique pour fortifier les pratiques démocratiques déjà existantes et, en même temps, pour mobiliser les populations les moins politisées afin qu’elles se les approprient, pour se mettre au niveau de ceux qui les utilisent d’habitude et pour lutter contre ceux qui agissent sans les respecter. Cette pratique est nommée par Dolci ‘maïeutique réciproque ou de groupe’. Nous avons cherché à savoir comment en est arrivé à concevoir cette méthode – qui fait de lui un authentique « pédagogue » - et comment peut favoriser l’émergence, la structuration et le développement des pratiques démocratiques.Pour cela, nous avons dessiné une « carte conceptuelle » de sa pensée, d’abord sur un plan diachronique et, ensuite, sur un plan synchronique, ce qui nous a amené à esquisser une présentation générale des rapports entre éducation et politique chez Dolci
Nowadays Danilo Dolci’s political and pedagogical work seems consigned to oblivion. Although his political initiatives, his passion for the problems of education, his books and articles have spread his fame around the world, leading him to obtain national and international rewards, although his ideas and engagement have contributed to build especially innovative collective processes during the First Italian Republic – that is, the period between 1948 and 1991 – his work remains not well known yet.However, since his youth, Dolci devoted himself to basic education, aiming at mobilising and emancipating the poorest classes in one of the most underdeveloped Italian regions: Sicily. But he also dealt with many issues outside Sicily, in Italy and abroad, operating in various contexts, which makes sometimes difficult to reconstruct the coherence of his trajectory and contributions.In our opinion, Dolci’s work is structured according to a number of convictions: the progress of the society depends on some specific material and immaterial factors that, in certain areas, don’t develop because other factors take place in the opposite direction. Therefore in these areas it is necessary to develop the essential factors for progress with methods that differ from those applied in the areas where the progress prevailed historically. When I talk of “progress” I basically mean a material and immaterial development toward a genuine democracy, a process whose principles, values, rules and procedures could be chosen by the biggest number of persons, and could be enacted and respected by both the citizens and the administrators. So Dolci seems exactly proposing a specific practice to enhance the already existing democratic practices and, at the same time, to mobilise the less politicised population groups and let them repossess those practices, joining the level of those who use them regularly and fighting those who don’t respect them. Dolci calls this practise “reciprocal or group maieutics”. I have tried to understand how he came to conceive of such a method – which makes him a real “pedagogue” – and how it can foster the emergence, the building and the development of democratic practices.This is the reason why I drew a “conceptual map” of his thought, first on a diachronic level and secondly on a synchronic level, which led me to outline a general presentation of the relationship between education and politics in Dolci

I uppsatsen undersöks hur ett arbetslag i skolan kommunicerar med sin direkta omgivning. Vidare ges genom en fallstudie exempel på var denna kommunikation kan brista och vad bristerna kan tänkas bero på. Slutligen väcks tankar kring hur denna kommunikation kan organiseras för att fungera väl.

Undersökningen grundas till att börja med på en referensram av teoristudier inom tre huvudområden, där de viktigaste begreppen definieras och utreds. I referensramens första del definieras ett arbetslag som ett personallag med ca 5-8 lärare som leder en arbetsenhet bestående av ca 75-100 elever. Vidare behandlas i referensramens andra del ett arbetslags direkta omgivning, vilken tecknas bestå av elever, föräldrar, andra arbetslag, skolledning samt övrig skolpersonal. I referensramens tredje del berörs sedan teorier kring kommunikation inom en organisation samt vanliga kommunikationsproblem. Slutligen sammanfattas de tre huvudområdena i en modell som sedan ligger till grund för en fallstudie.

Fallstudien behandlar ett specifikt arbetslag på en högstadieskola och det arbetslagets direkta omgivning. Totalt genomfördes tio intervjuer av lärare i arbetslaget, elever, föräldrar, lärare i andra arbetslag, skolledning samt övrig personal på skolan.

Resultatet av fallstudien är att den sammanfattande modellen från referensramen kan styrkas. Vidare redovisas hur kommunikationen mellan det studerade arbetslaget och dess direkta omgivning sker, var brister finns, vad dessa brister kan bero på samt hur man kan tänkas lösa de problem som finns. Ett av de tydligaste problemen på skolan, som troligen är ett problem på många andra skolor, är isolationen mellan olika arbetslag på en skola. Arbetslagen blir självständiga enheter som alltför sällan samarbetar över arbetslagsgränserna. En lösning på detta problem kan vara att inte dra arbetslagstänkandet för hårt utan istället luckra upp organisationen och försöka samarbeta över arbetslagsgränserna. Ett annat problem som undersökningen visar på är bristerna i kommunikationen mellan arbetslaget och föräldrar. Ett större engagemang från föräldrarna efterlyses, men för att åstadkomma detta måste skolan ta första steget och, för elevernas bästa, välkomna samverkan mellan arbetslag och föräldrar.

The main purpose of this research study is to investigate and analyse the role of the Principal towards effective educational leadership in selected Secondary schools in Waterberg Education District. The effectiveness of the educational leadership depends on the educational managers’ personal backgrounds, con-duciveness of the school climates, positive learning school cultures, availability of resources in the classrooms, utilisation of learner-teacher support material (LTSM), effective organisation of educational excursions, and other related issues. Principals, by virtue of their positions need to be empowered so as to coordinate activities and provide resources that can be used to enhance effect-tive educational leadership. The most important aspect pertaining to effective educational leadership in schools, is that it must be managed properly. This actually implies that correct and relevant resources should be provided to reinforce the quality of effective educational leadership. The primary study revealed that effective educational leadership cannot be achieved by school Principals in isolation, but through the School Management Team as a whole. Due to the nature of the study, the researcher has employed phenomenology, stratified random sampling and qualitative research design to achieve the in-tended goal of the research project. The researcher has also used case studies and interview research instruments to collect relevant data from twenty (20) SMT members in area of the study. The data collected through case studies and interviews was analysed by coding derived from audio tape recorder. Descriptive analysis was used to analyse the data whose findings were based on to make conclusions and recommendations. The results indicated that the role of the Principal contributes significantly to the quality of effective educational leadership. The results also showed that there is a need for continued support from the members of the School Management Teams. The need for support from the parents, SGBs and government in terms of resources, is vital. The abovementioned support, can also assist the Principals to make a positive impact on effective educational leadership. The researcher believes that, if the findings and the recommendations from the study can be applied properly, they can add value to the educational practice in Waterberg District in particular and Limpopo Province as a whole.

This thesis explores how I have taken steps to improve my practice of leadership as a Chief Executive within a Third Sector Drug and Alcohol Support Service and to build professional identities for volunteers in the service. I studied how volunteers’ identities changed from that of ‘Volunteer’ to ‘Advisor’ and what I learned about myself as a leader. I noted the value of studying my own reflections as a leader and how change became embedded throughout the organisation as a consequence. As a result of this process, I developed a mnemonic that I consider to encapsulate key aspects of leadership. This is entitled ‘CAVEAT’ and identifies competency, visibility, empowerment and a therapeutic orientation as important qualities of a leader in positions like my own. The study is informed by in-depth focus group discussions, semi-structured interviews, personal reflections, questionnaires and surveys. It provides recommendations for Chief Executives of Third Sector organisations involved in leadership and the professional identity-building of a volunteer workforce in an era of outcome-based commissioning.

The social problems that exist within South Africa cannot be ignored. The magnitude of poverty, unemployment and crime that exist are ever increasing while HIV/Aids has left 10 percent of the children within this country orphaned. Discrepancies in the access to proper healthcare and education between the private sector and the public sector is evident, mainly due to the failure of the public sector (government) to effectively implement and manage the healthcare and education systems in South Africa. In the last decade, there has been a significant increase in the number of registered non-profit organisations which can be attributed to a greater awareness of the social problems that exist, as well as the inability of the government and the public sector to address the social problems on their own. Social entrepreneurs are attempting to find innovative solutions to these problems by starting non-profit organisations and then implementing projects and programmes that will help alleviate these social problems. Social entrepreneurship is a fairly new concept, particularly within the realm of academic research. Previous studies on social entrepreneurship have highlighted the need for social entrepreneurs and have also emphasised the many challenges these social entrepreneurs face, one of which is the lack of education and business skills training. Research indicates that a non-profit organisation should be run like a small business in order to be successful, which highlights the importance for social entrepreneurs to be equipped with the appropriate business skills. The impact that a social entrepreneur’s education and business skills training has on the success of a non-profit organisation is however still largely unknown. The purpose of this study was three-fold: firstly, to study the relationship between the education and business skills training of a social entrepreneur and the successful functioning of their non-profit organisations; secondly, to develop recommendations for social entrepreneurs on how to more effectively manage their non-profit organisations and guide them in what business training will benefit them as a social entrepreneur; and lastly, to add to the already existing knowledge on social entrepreneurs, particularly within a South African context. The main research methodology used to conduct the empirical investigation in this study was qualitative in nature. Elements of quantitative data collection were adopted in the instruments in order to ensure standardisation when measuring a social entrepreneur’s education and business skills training, as well as the success of their respective non-profit organisation. In-depth interviews were conducted with fourteen social entrepreneurs who work in a variety of social developmental sectors within South Africa. An interview guide was developed to record the formal levels of education and business skills training received by the respondents and to discuss the impact of other types of education and business skills training on their capabilities as managers of non-profit organisations. A tool was developed to measure the success of the respective non-profit organisations and the results were compared to the social entrepreneur’s levels of education and business skills training. Global analysis was the data analysis technique adopted in this study and was used to identify common themes among the transcripts as well as possible relationships between different variables. There were two main findings with regard to the impact a social entrepreneur’s education and business skills training has on the successful functioning of his/her respective non-profit organisation. Firstly, the formal types of education and business skills training of a social entrepreneur have a direct impact on the success of a nonprofit organisation. Secondly, once a social entrepreneur has completed school level education, informal types of education and business skills training play a bigger role than formal types in the effective management and success of his/her respective non-profit organisation. The findings of the empirical investigation showed that the most valuable three types of informal education and business skills training include workshops and conferences, business experience and networks. The most important recommendation for social entrepreneurs is that their school level education should be completed, in order to access further education and business skills training opportunities. The social entrepreneurs must equip themselves with certain skills and knowledge, namely: financial management, legal knowledge, human resource management, strategic management, monitoring and evaluation skills, technical skills and research skills, in order to ensure the successful functioning of their respective non-profit organization.

Abstract:
The combination of literature and technology provides a powerful scenario for learning and it is made a reality through the use of electronic storybook software. This study concentrates on the everyday decisions made by teachers concerning why, how and in what way learning occurs in their classroom. Three case studies show how primary teachers engaged in action research to introduce electronic storybooks into their classrooms, monitoring changes in pedagogy, organisation and management. It is confirmed that teachers can integrate electronic storybooks into their classroom practices to create enjoyable and productive learning experiences. A range of pedagogical approaches was used and the introduction of electronic storybooks had a positive effect on student motivation, enthusiasm and achievement of learning goals, and resulted in changes in the physical composition of the classroom and the way learning was structured. The teachers received confirmation of their own ability to integrate technology into teaching and learning. The results of this study have direct implications for teaching practices and reinforce the need for teachers to develop confidence and competence as technology users

Research into leadership in the higher education environment has traditionally mirrored business related constructs. Many of the models and instruments that have been developed for the business environment such as the transactional transformational leadership dyad have been transposed to the higher education environment with relatively minor adaptation. On the other hand, there has been relatively little exploration of leadership models for the Virtual Organisation. This research brings together the literatures of virtuality and the virtual organisation, leadership and higher education management to interrogate the effect of virtuality on leadership styles within the volatile global higher education environment caused by the liberalisation of the sector. Through a case study of a higher education institution (HEI) that is developing a virtual campus, the research explores the perceptions of leadership skills, competencies and behaviours within the virtual higher education environment to determine whether a new model or framework can be developed for a virtual and widely distributed environment. The data from interviews, surveys and focus groups carried out in the case study show that virtuality does impact leadership skills in nuanced ways, thus proposing a configuration of behaviours, skills and competencies more relevant to the virtual higher education environment. The proposed framework adds to the literature on leadership in higher education as well as leadership in the virtual environment and contributes to practice in the areas of recruitment and training of leaders and managers in the virtual higher education sector.

The purpose of this study has been to explore the expectations of the primary school on the activities of the pre-school. In order to limit the study I have chosen to compare the expectations found in two different schools. In the first case, the pre-school is integrated with the after-school centre and grade one to three (primary school), into the same building. In the other case, the pre-school share localities with the after-school centre in a separate building, with its own yard, within the primary school area. Since the purpose is rather comprehensive, it has been divided into sub-themes with separate set of questions. The sub-themes chosen are in themselves factors, which I believe to be of importance for the main purpose. I have used a qualitative method, why the answer may not be generalised, but give us a deeper understanding of the main question in my research, I have interviewed teachers and pre-school teachers as well as used curriculums and existing research, in order to shed light on the main question from different scientific perspectives. The result of this study shows, that the integration of the pre-school within the primary school, may be of great importance for cooperation and communication. The primary school’s expectations, however, seems to be more the result of the teacher’s and preschool teacher’s interpretations of the curriculums.

Grounded in philosophy, organisations theories and ideas of learning, three themes are developed in this thesis. First, seeing schools as systems (more specifically as communities), implying a need for the research to discover evidence of this systematic nature and how it might change. Second, investigating the nature of hierarchy in schools (and how this relates to schools as developing systems), again, implying a need for the research to discover evidence for and explore the nature of hierarchies. Third, trying to understand learning in schools (learning by individuals and groups in schools, including student teachers, and how this learning is related to school development), implying a need for the research to explore the use of the views of school participants in a dynamic, changing, system. These three themes came together in the work on schools as distinctive types of communities, as learning communities. From a concern with therapeutic models, developed a number of methodological approaches including the use of 'real' and 'ideal' understandings, and the use of 'sincerity' in research. In this context, three sets of primarily qualitative school based and university based studies were completed, in order to: * * develop and pilot techniques for discovering the views of members of the school community (including student teachers), as ways of exploring the nature of school organisation and exploring school and individual development; investigate the use of the views of members of a school community, to contribute to the development of schools and individuals. The research found evidence supporting the significance of the idea of school as a community (as described by John Macmurray), hierarchically structured in some ways like the state (in Aristotle's sense). In these ways, schools are seen as having a special role in making people more real.
