Abstract:
Structural transformation in Central Sulawesi has led to a decline in the contribution of agricultural sector in the province’s economy. In addition, the phenomenon of increasing aging farmers was one of the problems in improving the agricultural sector performance. This study aimed to examine factors that influence youth labor participation in the agricultural sector in Central Sulawesi. The data used in this research was Sakernas 2018 published by Statistics Indonesia (BPS). The analysis was carried out in three levels, namely individual, household, and contextual levels, using a multilevel binary logistic analysis. Results of this analysis showed that youth labor participation in the agricultural sector was significantly influenced by the several factors: for individual factors were level of education and gender; household socioeconomic factors were education level of household heads, occupations of household heads, and number of household members; and the region contextual factors were population density and Gross Regional Domestic Products (GRDP) per capita. To increase youth labor participation in this province, it is recommended that the local government to implement programs to change youth perceptions of work opportunity in the agricultural sector, create agricultural diversification, improve welfare of agricultural households, strengthen agricultural market strategies. and enhance the skills and capacity of agricultural youth.

Abstract:
The purpose of this paper is to assess spending efficiency of regional governments in Indonesia on health and education during the fiscal decentralization period year of 2010-2017. Relying on a sample of 33 provinces as regional government, this paper compute efficiency scores adopting nonparametric frontier that estimated by Data Envelopment Analysis (DEA) to study spending inefficiency. Results of the paper show that in west regions, Bali, Bangka Belitung, DI Yogyakarta, Jawa Tengah, and Kep. Riau relatively most efficient in public spending both on health and education in period of study. DKI Jakarta and Jawa Barat have efficient score on health, and Bengkulu has efficient score on education. On the other hand, in east regions, Gorontalo, Kalimantan Tengah, Kalimantan Timur and Sulawesi Utara were also most efficient in public spending on health and education services. Maluku and Sulawesi Tenggara have efficient score on health, and Kalimantan Selatan, Maluku Utara, Nusa Tenggara Barat, and Sulawesi Barat have efficient score on education. The results show that provinces in east regions of Indonesia were relatively more efficient in public spending both on health and education for promoting equal distribution of income

From the history of Islamic conquest to various parts of the world, Indonesia was one of the countries that was visited on the journey and the struggle to spread the monotheistic religion. With the entry of Islam into Indonesia, there was an encounter with all forms of Middle Eastern / Arabic culture, especially Islam with the archipelago, and naturally the encounter experienced acculturation with the culture in Indonesia. Indonesia as a country also has its own indigenous culture. Portraits of indigenous Indonesian culture can now be found in inland-inland areas such as the Tengger people found on Sukapura on the slopes of Mount Bromo near Tasar Malang, Samin communities in Blora, Central Java, Baduwi communities in southern Banten, Kubu communities in southern Sumatra and Jambi, Baliage communities in Tenganan Pegringsing Karang Asem in Bali, and the Toraja community in Central Sulawesi, the Dayak tribe consisting of Oloot, Olonaju, and Manyansiyung in the interior of Borneo, and the Asmat tribe in Irian Jaya. All of them still hold the original culture with several forms such as animism, dynamism, veteism, and shammanism. The arrival of Islam to Indonesia in the First Century H / VII-VIII M resulted in this nation experiencing cultural acculturation between Middle Eastern culture and Indonesian culture. The evidence of acculturation can be felt in several aspects, including language, literature, arts and education.

Berdasarkan wawancara dengan warga desa yang bermigrasi dari suku Wana yang tinggal di Sulawesi Tengah di Indonesia, penelitian ini membahas tentang faktor yang mendorong migrasi ke kota untuk tujuan pendidikan. Kami menemukan bahwa orang tua mengarahkan anaknya pindah ke kota untuk mendapatkan pendidikan. Oleh karena itu, informasi, pengetahuan, dan pengalaman dari orang tua maupun generasi angkatan mereka secara langsung memengaruhi proses pengambilan keputusan untuk migrasi. Temuan dari penelitian ini menunjukkan bahwa migrasi generasi muda di daerah asal ditentukan oleh tiga faktor pendorong terkait dengan pengalaman migrasi orang tua di kota. Keputusan untuk migrasi suku Wana ke kota besar di wilayah Sulawesi Tengah tidak hanya untuk meningkatkan status sosial mereka, tetapi dalam rangka mengupayakan perubahan status ekonomi, peningkatan pendidikan, dan fasilitas di daerah asal. Secara umum, artikel ini menggambarkan alasan psikologis dan tantangan generasi orang tua suku Wana ketika berjuang mendorong anak-anak mereka untuk pergi ke kota besar dengan tujuan memperoleh pendidikan.Kata Kunci: Migrasi pendidikan; Pengambilan keputusan; Proses migrasi; Pengembangan masyarakat; Suku Wana.

Hakikat dasar bangsa Indonesia adalah bangsa yang plural dan multikultural. Hal ini tercermin dari semboyan bangsa Indonesia: Bhinneka Tunggal Ika. Kenyataan dewasa ini menunjukkan banyaknya kasus intoleransi terus terjadi. Di tengah banyaknya kasus Intoleransi di berbagai daerah di Indonesia, kenyataan membuktikan bahwa masyarakat kota Tomohon-Sulawesi Utara tetap hidup dalam suasana penuh toleransi di tengah perbedaan agama, suku, ras, bahasa dan budaya. Tujuan penelitian ini adalah mendeskripsikan tentang bagaimana nilai-nilai kearifan lokal masyarakat Sulawesi Utara menjadi model toleransi. Penelitian ini dilakukan di kota Tomohon Sulawesi Utara. Sumber data dalam penelitian ini adalah masyarakat lokal, berbeda agama, suku, bahasa, pemuka agama dan pemerintah. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan pengumpulan data melalui observasi, wawancara dan studi dokumentasi. Adapun penelitian ini menemukan bahwa nilai budaya/kearifan lokal masyarakat Sulawesi Utara: Si Tou Timou Tumou Tou (Manusia Hidup untuk Memanusiakan Orang Lain), Mapalus (Gotong-royong) dan Torang Samua Basudara (Kita Semua Bersaudara) mampu membuat masyarakat Sulawesi Utara hidup dalam suasana penuh toleransi, sehingga bisa diadopsi dan dikembangkan menjadi model pendidikan toleransi. Ketiga nilai budaya ini terimplementasi secara konkrit dalam kehidupan konkrit masyarakat yang tidak membeda-bedakan asal-usul suku, agama, etnis dari masyarakat. Adapun penelitian ini merekomendasikan penelitian lanjut tentang pengembangan model pembelajan berbasis nilai budaya lokal. Abstract: The basic nature of the Indonesian people is a plural and multicultural nation. This is reflected in the Indonesian motto: Unity in Diversity. Today's reality shows that many cases of intolerance continue to occur. In the midst of the many cases of intolerance in various regions in Indonesia, the reality proves that the people of the city of Tomohon-North Sulawesi continue to live in an atmosphere of tolerance in the midst of differences in religion, ethnicity, race, language and culture. The purpose of this study is to describe how the values of the local wisdom of the people of North Sulawesi become a model of tolerance. This research was conducted in the city of Tomohon, North Sulawesi. The data sources in this study are local people, different religions, ethnicities, languages, religious leaders and government. This research uses a qualitative descriptive approach by collecting data through observation, interviews and documentation studies. The research found that the cultural values / local wisdom of the North Sulawesi people: Si Tou Timou Tumou Tou (Humans Live to Humanize Others), Mapalus (Mutual Cooperation) and Torang Samua Basudara (We Are All Brothers) are able to make North Sulawesi people live in an atmosphere of tolerance, so that it can be adopted and developed into a model of tolerance education. These three cultural values are implemented concretely in the concrete life of the community which does not differentiate between ethnic, religious, and ethnic origins from the community. The study recommends further research on the development of a learning model based on local cultural values.

Abstract:
Using data from a teacher from Sukma Bangsa School Sigi, Central Sulawesi, Indonesia, this paper wants to provide a preliminary finding for research on supporting teachers to learn peace. This research uses a framework that states the practice of school culture contributes to teachers’ professional development for peace education. The framework provides four categories of school culture practice that can support teachers in learning peace: institutional management, school environment, facilitation for learning, and relations among teachers. The data shows that those four categories of school culture practice are found in Sukma Bangsa School Sigi. However, each category has a different level of supporting the teacher in learning peace.

Abstract:
Species and cladystic of butterflies is closely related to the preservation and utilization of biological resources in Indonesia. This study aims to determine species and cladystic of butterflies (Lepidoptera) in Grand Forest Park Central Sulawesi. Sampling of butterflies using a sweeping net with a purposive sampling method at three different watershed (DAS) locations, namely Vatutela, Kawatuna, and Poboya. Butterfly samples obtained at the research location were then identified at the Biology Laboratory, Faculty of Teacher Training and Education, Tadulako University. The results showed that there were 97 species from 5 butterfly families, namely Papilionidae (14 species), Pieridae (16 species), Nymphalidae (46 species), Lycanidae (15 species), and Hesperiidae (6 species). The research sample used for the analysis of kinship is 23 species from five butterfly families that dominate the research location. The observed characters included 32 characters. Analysis of kinship was calculated using the Sorensen similarity index, then processed using the Multivariate Statistical Package (MVSP) software. The closest kinship relationship is between the species Appias ithome and A. zarinda which is supported by a similarity index above 0.90 and the farthest relationship occurs between the species Bibasis sp. with other species from the Hesperiidae family which were supported by a similarity index below 0.7.

ABSTRACT Schistosomiasis is a neglected tropical disease caused by blood trematodes of the genus Schistosoma, which remains a major public health problem worldwide. Schistosomiasis japonica, in Asia endemic to China, the Philippines and parts of Indonesia. Schistosomiasis in Indonesia is only found in Central Sulawesi Province, namely Napu Highlands and Bada Highlands, Poso Regency and Lindu Highlands, Sigi Regency. Schistosomiasis can cause anemia and trigger stunting and reduced learning abilities in children. It also causes organ damages, such as severe hepatosplenism, periportal fibrosis, even some cases died. With Indonesia's commitment to realizing Sustainable Development Goals (SDGs) as stated in the 2030 Agenda, schistosomiasis is one of the diseases that will be eliminated in Indonesia. This study used descriptive analysis method with a qualitative approach through in-depth interviews and discussions in the form of meetings. The results of the preparation of the schistosomiasis control master plan 2021-2024. The Masterplan is prepared cross-sectorally between the Health Service, Public Works and Spatial Planning, Livestock and Animal Health Service, Community and Village Empowerment Service, Food Security and Fisheries Service, Food Crops and Horticulture Service, Education and Culture Office and Planning and Research Agency. Area. The structured activities are treatment for humans and animals, environmental modification, control of snail habitat, implementation of surveillance on humans and animals and snails that transmit schistosomiasis, technical capacity building, provision of drinking water and proper and sustainable sanitation. Schistosomiasis control master plan which can be the basis and guideline for schistosomiasis control in Sigi District in 2022-2024. ABSTRAK Schistosomiasis adalah penyakit tropis terbaikan yang disebabkan oleh trematoda darah dari genus Schistosoma, yang tetap menjadi masalah kesehatan masyarakat utama di seluruh dunia. Schistosomiasis japonica, di Asia endemik di Cina, Filipina dan sebagian Indonesia. Schistosomiasis di Indonesia hanya ditemukan di Propinsi Sulawesi Tengah, yaitu Dataran Tinggi Napu dan Dataran Tinggi Bada, Kabupaten Poso serta Dataran Tinggi Lindu, Kabupaten Sigi. Schistosomiasis ini dapat menyebabkan anemia dan memicu kekerdilan (stunting) dan berkurangnya kemampuan belajar pada anak-anak. Penyakit tersebut juga menimbulkan kerusakan organ spesifik organ seperti hepatosplenisme parah, fibrosis periportal, bahkan beberapa kasus meninggal dunia. Dengan komitmen Indonesia untuk mewujudkan Pembangunan yang Berkelanjutan (Sustainable Development Goals/SDGs) sebagaimana tertuang dalam Agenda 2030, maka schistosomiasis menjadi salah satu penyakit yang akan dieliminasi di Indonesia. Penelitian menggunakan metode analisis deskriptif dengan pendekatan kualitatif melalui wawancara mendalam dan diskusi dalam bentuk pertemuan. Hasil penelitian adalah tersusunnya masterplan pengendalian schistosomiasis 2021-2024. Penyusunan masterplan dilakukan dengan lintas sektor antara Dinas Kesehatan, Dinas Pekerjaan Umum dan Penataan Ruang, Dinas Peternakan dan Kesehatan Hewan, Dinas Pemberdayaan Masyarakat dan Desa, Dinas Ketahanan Pangan dan Perikanan, Dinas Tanaman Pangan dan Holtikultura, Dinas Pendidikan dan Kebudayaan serta Badan Perencanaan dan Penelitian Daerah. Kegiatan yang termasuk dalam master plan pengendalian schistosomiasis meliputi pengobatan pada manusia dan hewan, modifikasi lingkungan, pengendalian pada habitat keong, pelaksanaan surveilans pada manusia dan hewan serta pada keong perantara schistosomiasis, peningkatan kapasitas teknis, penyediaan air minum dan sanitasi yang layak dan berkesinambungan. One way to educate the nation's life is through education. This is in line with the 1945 Constitution Article 31 paragraph (1) which states that "every citizen has the right to education". One of the educational institutions that has an important role in the development of this religious character is pesantren. Islamic boarding school education can be organized by the Government and/or community groups of religious adherents whose function is to prepare students to become members of the community who understand and practice the values ​​of their religious teachings and/or become experts in religious knowledge. Pesantren education can be held in formal, non-formal, and informal education channels. As an educational institution, Islamic boarding schools have made a major contribution to the formation of religious Indonesian people. Therefore, it is necessary to strengthen this pesantren-based learning in Indonesian Islamic society. Several constitutional facts which state that the 20% allocation for education is important to note. In empirical facts, the expectations of Article 31 paragraph (4) of the Constitution are not immediately realized properly, because the existence of Islamic boarding schools and religious education is not included in the allocation. the budget allocation. The presence of regulations cannot be denied is something very important, as a follow-up to the existence of Law Number 20 of 2003 concerning the National Education System by the regional government of Central Sulawesi Province, an academic document and regional regulation Number 2 of 2014 concerning the implementation of Regional Education and Culture were issued. , specifically described in the weighing sheet of regional regulations, it is explained that the people of Central Sulawesi Province have a diversity of cultures, ethnicities, races, religions and regional origins, which have the potential to create social problems so that regional policies in the field of education and culture are needed that can strengthen a sense of unity and a sense of nationality. However, in 2019 there was Law Number 18 of 2019 concerning Islamic Boarding Schools which became a breath of fresh air for Islamic Boarding School educational institutions in all regions in the unitary territory of the Republic of Indonesia.

Abstract:
High population growth could be a serious barrier to regional economic development. In general, if productivity in each sector of the economy is very low, there will be a high unemployment level in that society. The purpose of this study is to analyze the partial and simultaneous influences of population, labor, unemployment, and poverty on economic growth. The type of data used is panel statistic data from 11 regencies and municipality in Sulawesi Tengah province of Indonesia during the 2011-2019 period with 99 observations. The regression model with fixed effect approach was used to analyze the data panel. The results reveal that labor and unemployment do not significantly affect economic growth, whereas population and poverty significantly affect economic growth in positive and negative ways, respectively. The partial results of the test imply that the increase in population must be coherently supported by the specialization of the workforce through an increase in the length of school each individual. These implications can be realized through the construction of educational infrastructure. Poverty reduction can be implemented through the improvement of the education level of the people. It is expected that good education will generate more new experts to increase industrial productivity, which in turn will increase the output

This study examined the effect of an educational intervention utilizing principles of cognitive apprenticeship on students’ ability to apply clinical reasoning skills within the context of a purpose-built clinical vignette. A quasi-experimental, non-equivalent control-group design was used to evaluate the effect of the educational intervention on students’ accuracy, inaccuracy and self-confidence in clinical reasoning. This study makes an important contribution to nursing education by providing evidence to understand how best to facilitate nursing students’ development of clinical reasoning.

Abstract:
The Bugis of South Sulawesi have long been renowned for their exploits in trading and settling throughout the Indonesian archipelago. This thesis examines the movement of Bugis settlers to the upland plain surrounding Lake Lindu in Central Sulawesi and the nature of the community they have established in this region. In trying to explain the conceptions and behaviour of Bugis encountered both within and outside their homeland, Western observers have constructed a number of images of this group that contain contradictory elements. These contradictions arise largely from the conflict of notions of ascribed and achieved status and the divergent modes of behaviour of those with different places in the status system. Migration outside the homeland is in part a response to these contradictions impelling people into the periphery, but it is also conditioned by changing historical circumstances — internal wars, Dutch colonial impositions, climatic changes, varying demands and patterns of regional and world trade -- that regulate the volume of migration and its destinations, as well as the economic pursuits and social organization of the emigrant communities. In addition to overseas locations throughout the archipelago, areas of Sulawesi outside the Bugis homeland have provided a frontier for Bugis expansion. Bugis have been colonizing the coasts of the Kaili region of western Central Sulawesi for centuries, and in the period of Dutch rule acted as the primary intermediaries (i.e. cultural brokers) through whom the colonial overlords exercised their authority. Bugis penetration into Lindu in the Kaili hinterland began with the movement of refugees during the civil war (1950-1965) that racked the homeland after independence. However, this migration has been neither homogeneous nor continuous. Four contingents of migrants, each distinguished by its own network of kin ties, recognition of common origins within the homeland, and by allegiance to different pioneers, have settled as fishermen and farmers on the shores of Lake Lindu. Contemporary residential patterns preserve the disparate origins of these migrants at the subethnic level, as do the marketing networks established by competing fish entrepreneurs. Status in this nascent community depends largely on local economic achievement, but members of the different contingents recognize a variety of divergent status criteria. Economic enterprises retain aspects of traditional patronclient relations, but also are increasingly reliant on debt as a mechanism to maintain subordinates loyal to particular entrepreneurs. The Bugis have attained a position of economic control at Lindu by setting up enterprises to exploit the previously untapped resources of the lake. In addition, through assuming leadership in rituals orientated to the local spirit world and conceptually recasting this spiritual landscape, the Bugis have been able to exercise cultural hegemony as well as economic dominance. The purpose of this study is to investigate the approaches and methods that are employed to evaluate teacher performance and the impact of these methods on the quality of teaching in higher educational institutions in North Sulawesi, Indonesia. The research design incorporated empirical surveys with the leaders of institutions (6), deans or heads of department (24), teachers (288) and students (192), available policy and evaluation documents and 40 interviews with the leaders, teachers and students. The study found that several methods of evaluating teaching are used by higher education institutions in North Sulawesi, Indonesia: the evaluation completed by classroom participants, the evaluation done by the leaders, and the evaluation carried out by peers. In general, this study indicated that these methods of evaluation have been carried out effectively. Therefore, the implementation of these methods has positive impacts on the teaching performance of the teachers. Further, the study found that two evaluation frameworks should be used in order to contribute to an improvement in the quality of teaching and personal development of teachers in these institutions, student evaluations and institutional evaluations. While both are important for evaluating teaching, this study showed that student evaluations are considered more important dimension in terms of improvement in the quality of teaching. Student evaluations are also important for the personal development of teachers. This research strongly suggested that institutions enhance student evaluations for the purpose of improving the quality of teaching.

This study investigated the strategic planning and performance measurement within public higher education institutions in Sulawesi Island, Indonesia. More specifically, the objectives of this study were to: examine the process of strategic planning; examine whether the objectives and goals of public universities are congruent with the Higher Education Long Term Strategy (HELTS) of Indonesia; evaluate the relationship between strategic planning, implementation and organisational performance; examine the relationships between strategic planning and performance measurement; determine the performance measurement indicators employed by public higher education in Sulawesi; and propose a more appropriate performance measurement model for use in the Indonesian Higher Education context. This study consists of empirical surveys based on comprehensive questionnaires, followed by individual and focus group semi-structured interviews, as well as the analyses of relevant documents. The data were collected from administrative and academic staff located at five selected public universities on Sulawesi Island, one from each province. The interview participants were selected from the academic staff and educational leaders who are actively engaged in strategic planning and performance measurement activities. Triangulation was pursued through the multiple sources of evidence. To answer the research questions, data was gathered from questionnaires, interviews and document analysis. The study concluded that the process of strategic planning in public universities was considered to be effective and consistent with the HELTS guidelines from the Directorate General of Higher Education. However, it was found that public universities in Sulawesi faced challenges to their achievement of all the targets. The relationships between strategic planning and performance measurement were positively related, however the opinion of the respondents was that organisational performance could be improved if programs in strategic planning could be more fully implemented. This study also highlighted that performance measurement indicators in public universities can be categorised into four perspectives (financial, customer/stakeholder, internal process, learning and growth) by using the balanced scorecard approach originally developed by Kaplan and Norton (1992). This directly influenced the refinement of the balanced scorecard approach into a performance measurement model for Sulawesi. The findings of the study are beneficial in terms of the lessons learned for managerial practices. They provide useful knowledge and understanding of the strategic planning process and performance measurement in public higher education, particularly in Sulawesi, Indonesia. The study culminated in the development of a performance measurement model. The modified performance measurement model is intended to make it easier for universities to engage in the performance measurement process, particularly in measuring performance indicators by using the balanced scorecard. The proposed performance measurement model may assist public universities to carry out their performance measurement reporting and eventually could provide a positive impact on their accreditation status. This study also presents a knowledge base for further research in similar studies, and expands the findings in the context of Indonesian Higher Education.

Collaboration among stakeholders on poverty reduction programs in developing countries is part of strategic approach to combating and significantly reducing poverty numbers. The main purpose of collaboration among stakeholders or actors is to transform the power of togetherness into energising local communities to reduce poverty numbers effectively. However, the history of implementation of various poverty reduction programs shows that there has been a long succession of such programs implemented by the Indonesian government in attempts to overcome poverty problems and to achieve social justice. This history means that the Indonesian government has had many experiences attempting a pragmatic philosophy to achieve social equity, eternal peace and common welfare. This study investigates the implementation of collaboration among stakeholders as poverty reduction strategies during the decentralisation era in the Takalar and Barru districts, South Sulawesi Province, Indonesia. A case study approach was taken, utilising the Evolutionary Governance Theory (EGT) of Van Assche, Beunen and Duineveld (2014). This research assessed the argument that inadequate collaboration and collective decision making between stakeholders involved in the development process is a major reason why poverty reduction policy and implementation has failed at the provincial and local district levels. Data collection methods including semi-structured interviews, review of documents and field observation. The 70 (seventy) informants were selected based on their knowledge, involvement and responsibility in the various collaborative poverty reduction programs in both districts. This sample included government officials, members of donor organisations, NGOs activists, local leaders and the local communities. The elements of EGT (Assche, Beunen, & Duineveld, 2014) as a social system framework were adjusted and extended based on the findings of the study within the context of the local public policies. This adaptation is based on the consideration that “the roles of local leaders lead on collaboration between stakeholders on poverty reduction programs”. findings from the two Indonesian districts can be generalised to a broader population with some boundaries. However, this in-depth study of the cases contributes valuable theoretical and practical knowledge to the community. The study findings show that the local leader as a key position on the collaboration among stakeholders evolved from existing system of Social Governance throughout a process of evolutionary governance. These collaborative anti-poverty programs are demonstrated by two case studies, which involved elements of civil society such as local leaders, local community leaders, local communities, donors, and NGOs activists, whose involvement is a major factor in the sustainability of the programs. Future research requires exploration of the roles of these actors to provide a broader perspective on their roles in evolutionary governance implementation and sustainable use.

Abstract:
Information about climate change is useful for children to anticipate the potential impacts of climate change. However, until 2016 in Lembata and North Timor Tengah Districts, Indonesia, which is the vulnerable area exposed to the effects of climate change, it was found that children's understanding is still low, even though 98% claim that they can feel some changes in their environment. The result of this research were obtained by collecting data from student from both regions and were proceeded to find climate change awareness index (CAI). It showed that most students (89%) have more knowledge about climate change, and the rest (11%) do not understand. This condition is influenced by facilities and infrastructure factors, access to books and internet, teacher quality, and gender. It is also known that information about climate change in Indonesian textbooks have not reached 50% according to UNICEF recommendations to provide students with good understanding of climate change.
