The article is devoted to the systematization of existing approaches to the concept of «municipal formation» and the disclosure of its essence from an economic point of view. The authors analyzed the interpretations of the concept of «municipal formation» put forward by domestic researchers-economists. The result of the research is a theoretical generalization of five approaches: systemic, reproductive, object-subject, socio-economic and complex in determining the essence of the concept of municipal formation. The purpose of the study is to systematize and highlight economic theoretical and methodological approaches in determining the essence of the concept of «municipal formation». The study used general scientific methods: analysis and synthesis, as well as the method of analogy and comparison.

Abstract:
The relationship between Islam and Javanese culture can be said to be two sides of an inseparable currency. On the one hand, Islam that came and developed in Java is influenced by Javanese culture or culture, while on the other hand, Javanese culture is increasingly enriched by Islamic customs. It makes the fusion between Javanese and Islamic culture stronger to form interrelation, especially in education and economics, a fundamental aspect of human life. Research based on this reference study needs to be done because there has not been any other research that discusses the interrelation of Javanese and Islamic values in the aspects of education and economics in detail. This study uses a qualitative approach to library studies to find, sort, and search for reference sources from ISBN books, national journal articles, and other reference sources to strengthen the analysis. Data analysis includes data reduction, data presentation, conclusion drawing, and verification. The results showed that Islam and Javanese culture have an inseparable relationship. Islamic acculturation with Javanese culture is to implement Islamic sharia with Javanese cultural packaging. The interrelation of Javanese and Islamic values in Education, namely the emergence of pesantren education and da'wah, was conducted by Walisongo to spread religion in the archipelago by combining Javanese and Islamic cultures Shariah. Interrelation Javanese and Islamic values in the economic aspect that is people identify themselves as people who uphold the noble and cultural qualities that they have both geographically and anthropologically, with the economic principles of Javanese people are noble.

Abstract:
The aim of this article is to provide a theoretical and methodological substantiation of the conceptions of economic growth and economic development in the context of their interconnection and differences. This is achieved through the prism of the dialectical approach, synergistic approach, normative approach, cyclical theory of economic development, economics of happiness, and theory of sustainable development. The main reasons why economic growth should not be considered as a process identical to economic development are highlighted. It is substantiated that economic development is a more expansive concept than economic growth, which is a component of economic development. Economic growth is perceived as a desirable outcome of economic activity, while economic development, due to its dialectical nature, is progressive and regressive, involving alternating stages of growth and decline. In cyclical theories, economic growth typically coincides with the upswing phase of constantly repeating cycles of economic development. The analysis indicates that there is no singular methodological approach to determining the level of economic development. In contrast, economic growth is typically assessed based on GNP and other metrics. Development economics employs a range of indicators, including life expectancy, poverty, unemployment, income inequality, education, healthcare, happiness, freedom, and others. From the perspective of sustainable development economics, an excessive focus on quantitative indicators of economic growth without considering the cumulative effects of economic activity can be described as "growth without development." This approach may jeopardize the long-term progress of humanity. It is substantiated that economic growth can be predicted within a certain time period, provided that the economic system maintains relative stability at the same level of development. Conversely, economic development is a challenging to predict process, dependent on random fluctuations that cannot be predicted. Consequently, the modeling of economic development necessitates the convergence of the exact and social sciences, interdisciplinary synthesis, which represents an important area for further research.

This paper contemplates on relevant socio-economic factors which have influence on variability of the scope and directions of commuting flows, with special emphasis on situation in Serbia. Due to the need for balance between work and family life, this specific form of population?s mobility often represents alternative for migration. It also has numerous implications on both commuters and their households, places of residence and work and society in general. Effects of sex, marital status, education, occupation, size and structure of a household, as well as local community onto participation in commuting and time/distance of traveling to work have been discussed. The results revealed that, apart from economic factors, non-economic ones also have important role in commuting.

Aim. The presented study aims to assess the socio-economic aspects of higher education transformation based on the widespread use of digital technologies.Tasks. The author describes the essence of digital inequality (digital divide), determines the place and role of teachers and students in the transformation of education driven by digital technologies, and highlights the specific features of virtual reality.Methods. This study uses the methods of the systems approach, comparative and structural analysis, analytical and theoretical generalization.Results. The author outlines the concept of a new paradigm of education based on the widespread use of digital technologies and transformed roles of teachers and students.Conclusions. Digitalization of education has made it possible to form an individual educational trajectory based on different forms of presentation of educational content and its communication from the teacher to the student, including using such technologies as virtual reality and artificial intelligence.

Relevance. The research relevance is determined by the need for effective adaptation of educational systems to modern challenges and requirements to create a stimulating educational environment for gifted children. Purpose. In this regard, the study aims to develop recommendations for effective management in educational institutions, considering individual characteristics of students and economic aspects. Methodology. Such methods as system approach, analysis, comparison, synthesis, deduction, and classification were used. Results. As a result of the study, the fundamental aspects of education management for gifted children were identified, among which the most significant are economic aspects, individualised educational programmes, leadership, and interaction. Economic factors like financial provision and stakeholder participation are essential for a sustainable education system. Personalised education brings economic and reputational benefits. The study highlights the role of leaders in a school's success and adaptability to modern challenges. Effective communication and partnership between educational institutions and parents of students are significant factors in ensuring the success of the learning and development of gifted children. Conclusions. The comparison of management in education for gifted children and students of general educational practice allowed us to reveal the challenges and perspectives in this area, as well as to confirm the need to implement individualised educational programmes for gifted children. The materials of the study can be used to improve approaches to individualised educational programmes, as well as serve as a basis for optimising financial resources in the education system. Introduction. The issue of education policy is very topical throughout the entire spectrum of society and undoubtedly throughout the European space. At the same time, this policy must be taken into account in any period of a civilized human history. By investing in education, we invest in the human population and participate in the formation of future generations. This article aims to study and analyse the current state of implementation of innovative approaches to the development of education and EU education policy, to identify the key aspects of the EU Education Policy at the present time. We focus mainly on the analysis of the range of the process of implementation of the Strategy Europe 2020 in this field with the particular impact on incorporation of new approaches into the current education policy system as such in the modern 21st century education system based on determining the tools necessary to implement the key strateg ies. Materials and Methods. The authors address individual approaches of the EU Member States in the field of the education and education policy, which can be beneficial for later incorporation of improving innovations into national education systems using the traditional methods of empirical analysis as description and classification, induction and deduction, content analysis, comparison and syntheses. The empirical basis of this study includes the results of a secondary analysis of the research da ta covering the problems of education policies. Results. There is a pragmatic focus on the issue of education in society, which also results, in terms of the macroeconomic indicators, in raising the standard of living of the population. Based on our conclusions, where we identified the real need of in-depth analysis of the situation in the education sector and a strategy to achieve effective change in mainstream educational thinking, policy and practice. We should not only determine where the sector is at present, but also engage as many institutions as possible in the review process, making sure that it is driven by their needs and to set key determinants of the education policies of the individual Member States in order to achieve the EU ’s objectives in terms of education, competitiveness and social cohesion. The results of the study have practical significance: the mechanisms can be reproduced in the field of defining the instruments of the harmonization in the EU education policy with the competences of the Member States. Discussion and Conclusions. The attention is drawn to the socio-economic context that affects the education policy, and despite the pursuit for a kind of harmonization in the EU , the education policy remains substantially within the competence of the Member States. Our results suggest that the use of integrative mechanisms allows to improve the efficiency of EU education policy and at the same time the Member States education policies. The main directions for further research in this field and questions for discussion and another positive move remain: what are the challenges facing education policies EU and Member States in the context of globalisation, the expansion of the European Union and the imperative of sustainable development.

Satisfaction with academic services is something that needs to be considered in order to achieve quality services that ensure student satisfaction as the main stakeholder in educational service organizationsThis study aims to see the level of student satisfaction with the service quality focusing on academic aspect. This research was conducted in the Department of Economics, Faculty of Economics, Universitas Negeri Medan. There are five indicators of academic service satisfaction in this study, they are Tangible Aspects, Assurance Aspects, Empathy Aspects, Responsive Aspects, and Reliability Aspects. This research method is quantitative with questionnaire data collection techniques to 689 respondents, they are students of the Economic Study Program, Business Education Study Program, Office Administration Education Study Program, and Economics Education Study Program. The results showed that student satisfaction at the Faculty of Economics both in terms of Tangible, Assurance, Empathy, Responsiveness, and Reliability, overall dominant were in the Good and Excellent categories, but with some suggestions for improving service quality within in the Department of Economics in the future

Techno-economics involves the systematic evaluation of economic aspects to provide solutions to technical problems encountered. The study of techno-economic analysis can provide a basis for decision-making related to economic factors. This study was to analyze the scope of research on techno-economic education using bibliometric evaluation and data mapping approach (i.e., VOSviewer software). Material research data was gathered from application reference manager databases. The study material titles, keywords, and abstracts are used to guide the search process. In the period 2017-2022, the analysis was conducted using the number of publications collected, which totaled 288 related papers. Based on the number of publications related to techno-economic educations, the total publications from 2017-2022 are unstable. However, in 2021 publications related to techno-economic education have increased. This study highlights the value of bibliometric analysis in providing information on how phenomena occur. This study is meant to assist and serve as a reference for researchers undertaking and deciding on research topics.

The article examines modern theories of economic development in the context of social aspects. The aim of the study is to generalize the social aspects of modern economic theories of development to determine the trajectory and possible directions of social policy. The essence and evolution of models of economic development according to the concepts of welfare are determined. Many well-known foreign researchers are interested in the causes of the wealth of some nations and the poverty and decline of others. Thus, D. Acemoglu and J. Robinson proved that the main condition for achieving the well-being of nations are economic institutions – rules that determine the social efficiency of the economy, incentives and motivations of people, rather than natural and geographical factors. Norwegian A. Reinert believes that rich countries have become rich through a combination of government intervention, strategic investment and protectionism, rather than free trade. American economist M. Olson pointed to the role of private property, taxation, public goods, collective action and contractual rights in economic development. N. Rosenberg and L. Birzdel, A. Sen, E. Duflo and A. Banerjee emphasize that the only issue they focus on is how to increase the material well-being of people, which is measured by the presence of most opportunities to choose and shape the quality of their own lives, to fight not with the consequences of poverty, but with its causes, that is, starting with public education, basic medicine and hygiene. New theoretical approaches to the interpretation of social factors of economic development and social transformations in Ukraine have also been formed in the works of Ukrainian researchers. It is established that a prerequisite for the successful development of the national economic system is to ensure the priority of man, education, health care, environmental protection, which, in turn, stimulate significant economic potential and long-term prosperity of society.

Despite the global interest in entrepreneurship education and training, many country's efforts have not been carefully evaluated, and the world's knowledge of these programs is not adequate. Educational institutions play a significant role in building entrepreneurial capacity by offering quality entrepreneurship education to individuals. This study discusses how educational aspects contribute to entrepreneurship development. Empirical literature reviews reveal that the educational aspect is critical in entrepreneurship development and is vital in contributing to economic development through innovation, prosperity, and employment. Brazilian economy was appointed, at the middle 2000s, as a bright promising economy in a global scale. Following the prognostic, Brazil was confirmed as an emergent nation along the years, and even on the harsh period of the international financial crisis of 2008, Brazil still follows his own positive growth path. Among others, some statistics were considerably important to demonstrate Brazil success, such as: GDP, trade balance, consumption, investments and further, launching Brazilian economy on the top 10 largest economies in the world. Despite these positive aspects, the Brazilian education did not follow the same path. While there were improvements in economic-social aspects, such as: reduction of poverty, income equality, social inclusion, housing, sanitation and others, the quality of primarily education did remained in a lower level than world average, according to PISA tests and specialized educational works. These two distinct features contribute to the existence of a paradox between: education and economic growth. The aims of this article is to present the positive and negative aspects of Brazilian economic growth path, pointing out achievements and fails. For then presents a critical view on education system using PISA and others reports. Paradoxically the level of Brazilian education has not become a barrier preventing economic growth, however the gap between education and economic progress would indicate an obstacle ahead. Indeed this will be a necessary challenge to the future of Brazilian government and society.

The aim of the article is to critically review the effectiveness of the processes of reforming Ukraine’s higher education system in the light of integration into the European educational space. Also, the goal is to define the boundaries of the legislative control of the education system at the state level. The defining theoretical concept for the development of higher education in Ukraine is its leading role in ensuring the sustainable socio-economic development of the country through the implementation and legal protection of the inalienable right of citizens to education, obtaining quality educational services, comprehensive intellectual and spiritual development. The main research methods are the frequency analysis method and the mathematical statistics methods, which were used to process the data of the questionnaire of public officials. It has been determined that in the conditions of socio-economic, socio-political, legislative, administrative and managerial crisis, increasing competitive requirements for the higher education system of Ukraine, the leading purpose of its modernisation is the formation of new content and quality standards of educational services, which will ensure the maximum integration of Ukraine in the world and European educational space. In the context of a sociological survey of civil servants, the circle of threats, the structure of their relationships and sources of origin are outlined, which are the first priorities of the state administration, aimed at ensuring the sustainable development of the higher education system of Ukraine. The novelty of the study is due to a sociological survey of public officials in order to determine the expert opinion on key issues. It is important to find out what legal responsibility people will bear for opposing the laws of Ukraine on education. The authors also collected an expert opinion on key issues that will improve Ukrainian legislation in the field of higher education. The primary objective of the article is to provide a substantive basis for recommendations concerning the advancement of university education in Western Ukraine in connection with specific factors of regional socioeconomic development. A retrospective analysis of the socioeconomic landscape in Western Ukraine has been conducted as a foundational step toward the subsequent evolution of university education. Furthermore, through a combination of theoretical exploration and the analysis of pertinent statistical data, a comprehensive retrospective evaluation of the state of university education in the region has been undertaken, with the aim of elucidating its alignment or divergence in relation to the prevailing circumstances precipitated by the Russian war of aggression.Recommendations for the enhancement of university education have been formulated, guided by the imperative to address the unique exigencies of the region comprehensively. The proposed recommendations, if implemented, are anticipated to satisfy the educational requirements of the region.An analysis of socioeconomic factors and contemporary trends in the development of Western Ukraine, which serves as a prerequisite for the exploration of the trajectory of university education in the region, is presented in the article. The article also delves into an examination of the research and educational potential, the current developmental status, and the competitive standing of university education within the region. It was stated that the ongoing evolution of university education in Western Ukraine must be attributed to a number of socio-economic factors stemming from the Russian war of aggression. These factors encompass the escalating significance of the region as a transit zone for internally displaced persons and migrants, the relocation of enterprises and companies, the fortification of cross-border cooperation, alterations in the employment landscape, and augmented demand for professions in construction, renewable energy, and the IT sector.

Innovation-driven development of the Russian economy requires a consistent national policy aimed at boosting scientific and innovative activity in the regions, which would facilitate the development of entrepreneurship and technology. It also plays an important role in ensuring the socio-economic progress of the regions and efficiency of income distribution.Aim. The presented study aims to examine the potential directions for optimizing scientific and innovative activity in regional socio-economic development and to identify factors that facilitate the intensification of innovative activity in the regions.Tasks. The authors conduct a correlation analysis between scientific and economic development of the regions with allowance for such factors as the level of education of the population and the number of researchers engaged in research and development (R&D). They also assess the current state of scientific and innovative activity and the national policy on the formation of the scientific and innovative potential of the regions.Methods. The methodological basis of the study of the scientific and innovative aspects of regional economic development includes correlation-regression analysis and abstract logical methods.Results. This study substantiates the role of scientific and innovative activity in regional economic development; determines a positive correlation between regional economic growth and the number of researchers; establishes an inverse correlation between scientific and economic development based on the dependence of innovative activity in the regions on the accumulated scientific potential; empirically assesses the impact of innovative factors on regional economic growth and proposes directions for improving the efficiency of the regional system of science and innovation.Conclusions. Concentrations of knowledge are analyzed as agglomerations of expenses on research and development, science and technology. This leads to an increase in the number of scientists, engineers, scientific and technological personnel of innovative enterprises in various Russian regions. A correlation analysis between scientific and economic regional development shows that per-capita GRP growth rate by the number of researchers is statistically significant, which means there are several factors affecting this dependence: geographical accessibility of higher education, university expenses on infrastructure and services, job creation, additional revenue from students from other countries and regions. It is established that efficient regional higher education systems and innovative development have a positive effect on regional economic development. The conducted analysis shows that a policy on the innovative development of resource regions should be based on government support that would facilitate the creation of innovations and strengthening of scientific potential.

This need increases the relevance of compliance with the principles of marketing in the process of organizing ZSSO this type of activity to meet the needs of consumers, increase their loyalty and, consequently, increase the level of income from the organization of food. The need to determine the range of possibilities for the application of marketing approaches and the potential of the marketing mechanism, which can be done using the methods of economic and mathematical modeling, in particular cognitive and scenario modeling, is gaining relevance. Research of the potential of the marketing mechanism of children’s nutrition organization in general secondary education institutions. To achieve this goal, the following tasks were performed: formed cognitive maps and cognitive model of the system of potential development of the marketing mechanism of children’s nutrition in ZSSO, based on the implementation of scenario modeling of system behavior identified factors influencing the development of marketing mechanism. The method (methodology). Methodological and theoretical foundations of the study are economic theory, scientific developments of scientists in the organization of children’s nutrition in the system of general secondary education. The research used general scientific methods (abstract-logical, empirical, comparative analysis, averages, generalizations, etc.) and methods of cognitive and scenario modeling. The article presents the results of the analysis of the system of potential development of the marketing mechanism on the basis of cognitive and scenario modeling, which allowed to determine the levers and performance factors of the system. According to the results of the study, it is concluded that a good basis for building the potential of the marketing mechanism to improve the nutrition of school children is to focus on maximizing customer satisfaction and increasing their loyalty while creating the necessary conditions to increase production efficiency and sales in school canteens. supported by activities to promote the principles of nutrition among students ZSSO and society as a whole. To this end, it is advisable to increase the level of automation of production and service processes in canteens ZSSO, information and communication support, stimulate the welfare of key actors of the marketing mechanism by coordinating the interaction of stakeholders in ensuring proper nutrition of children in educational institutions.

Subject. The concepts of unit economics are increasingly becoming part of economic practice. This is primarily due to the development of technological entrepreneurship, which is encouraged at the State level. However, in domestic economic science, there is still no consensus on what exactly is unit economics, its boundaries, methods, and specifics of application. Objectives. The article aims to consider unit economics from the standpoint of theoretical and methodological approach in relation to its use in project activities, rather than in terms of the general economic analysis. Methods. The study employs methods of analysis, synthesis, logical-epistemological and logical analysis, induction and deduction. Results. The paper offers definitions of unit economics in broad and narrow senses, takes steps to reveal the methodological essence of this approach, considers the most popular concepts of unit economics, defines reasons for its extension in Russia, barriers and prospects. The findings can be useful for the unit economics concept development, its formalization. The proposed classification features can help develop express analysis tools. The main areas of application include economic analysis, project activity, evaluation of investment project efficiency. Conclusions. Unit economics as a direction within the framework of economic analysis has not been fully formed. The unit-calculation toolkit is practice-oriented, which is an additional institutional barrier to its adoption by the economic scientific community. The development of unit-tools, application in project activities, and introduction into the system of higher education in the training of economists are inevitable.

Abstract The accumulation of knowledge and its use have become important factors that promote economic development as they contribute to a countryís competitiveness in the global economy. The basic significance of research is obtained by defining new approaches in the organisation, function and efficiency of the higher education system (HES) by emphasising its qualitative aspects. The aim of the article is to describe the influence of education reform on economic competitiveness, paying a special attention to analysing and evaluating international experiences from an interdisciplinary perspective, including economics, pedagogy, etc. Quantitative indicators are used to characterise specific features of the HES and the interaction of this system in the overall context of state development. Some aspects of the Latvian HES are also analysed. The economic activity of inhabitants often directly depends on their level of education. In order to reorganise the Latvian HES and increase its competitiveness and efficiency, thus ensuring quality and availability, the Latvian education system must define a middle-term (4ñ5 years) and long-term (10ñ15 years) development plan that is coordinated with national economic development.

O trabalho foi dividido em nove capítulos, sendo: 2º mostrando de forma suscita a evolução da economia, a partir da problemática do café na década 20, nos aspectos políticos e econômico; 3º evidenciamos as questões urbanas de forma como surgiram e evoluíram os problemas habitacionais; 4º relatamos a atitude do governo como resposta à crise político-econômica que movimentava o país, no aspecto político mostrando as decisões relativas à questão conjuntural e estrutural da economia, bem como a política habitacional que estaria nascendo como solução aos problemas do setor; 5º enfatizamos a história do desenvolvimento econômico do Estado do Maranhão, bem como nos aspectos políticos e sociais, desde o período Colono-Imperial até 1975; 6º mostra-se a estruturação da máquina administrativa do Estado para planejar, executar e gerir o aspecto desenvolvimentista por vir, além de mostrar os investimentos dos organismos de desenvolvimento, nos diversos setores da economia; 6º mostramos a evolução da arrecadação do Estado, com todo crescimento existente; 8º relatamos a evolução social, no tocante ao emprego e educação e por fim; 9º fazemos as conclusões finais. ABSTRACT This article presents the contribution of the PAEG – Programa de Ação Econômica do Governo (Economic Action Plan of the Government), on the economic development of Maranhão’s State. The program was established in 1964, by the Military Government, to fight against inflation at the same time that would allow the economic development. This work has been divided in 9 chapters, being: 2nd presenting in a very abstract way the evolution of the Brazilian economy, starting by the coffee problem in the 20`s, on the politics and economics aspects. 3rd shows the urban aspects and how do they developed to a habitational issue; 4th presents the government attitude as answer to the politic-economics crisis in the country, showing all the decisions on the politics about the economy as well as the new habitational politics that has just born as a solution to all their problems; 5th emphasizes the history of the economic development of Maranhão`s state, as well it`s politics and social aspects, since the colonial period until 1975; and, the 6th shows the structure of the administrative machine of the State to plan, execute and to manage the development aspect to come, and also to present all the investments from the government and other organizations on the most different economy aspects; 7th is presented with the evolution of the State collection of taxes; 8th explains the social evolution about employment and education; 9th is a conclusive balance. The current state policy in the field of large and small businesses is designed to ensure the stability of economic growth and cultural development of the country. It should be noted that the most accurate and correctly developed strategy of enterprises for the production of goods and services, timely response to current problems, building the work of enterprises taking into account new economic trends are possible only with effective economic activity and competent business analytics on the part of entrepreneurs themselves engaged in this type of activity. For successful participation in various economically profitable projects, an entrepreneur needs an appropriate set of specific knowledge, skills and abilities. A potential entrepreneur acquires similar knowledge necessary for successful business in any field when mastering an educational course in the direction of "Economics". In addition, a future entrepreneur, in addition to education in the financial and analytical field, must have knowledge of settlement and economic technologies, skills in the organizational and managerial sphere, knowledge of current legislation and understanding of the trends in the development of modern Russian society and the state. The article examines certain aspects of personnel training in the field of economics and entrepreneurship, analyzes the personal qualities necessary for the successful implementation of this activity. Based on the analysis of modern scientific literature and generalization of students' opinions, a conclusion is formulated and substantiated about the role and importance of leadership and entrepreneurial qualities, as well as the importance of education for the effective implementation of entrepreneurial activity. Entrepreneurial qualities, presuppose the ability to achieve the intended goal, allow you to persevere in overcoming difficulties. Based on the conducted research, the authors came to the conclusion that leadership and entrepreneurial qualities, being innate to a certain extent, are formed and honed in the process of obtaining specialized education

Abstract:
The article is devoted to the study and coverage of the institutional environment formation in the scientific achievements of the famous scientist-economist of the XIX century Ivan Vernadsky. The purpose of the study is the historical and economic generalization of I. Vernadsky's views on the institutional aspects of economic activity and development. The scientist had a deep understanding of the important role that social institutions play in economic reality and the importance of their study for the completeness of economic analysis. He highly valued the work of other economists who used institutional approaches, and paid considerable attention in his work to the influence of the institutional environment and its individual components on the results of economic activity. The main attention of the article is devoted to the historical-theoretical analysis of I. Vernadsky's views on the concept of property and possession as key categories of economy and law, their economic significance and relationship with other categories of political economy, such as wealth, value, income. The author analyzes I. Vernadsky's views on the most important institutional factors of economic development, in particular economic freedom, free private property, development of knowledge, education and science, education of such moral qualities as conscience, honesty, thrift, etc., as well as the influence of national mentality on economic policy. The conclusion is that the original concept of property and possession developed by I. Vernadsky can be assessed as a significant achievement of contemporary economics, as it contains not only the postulates of classical political economy, but also elements of the subsequent institutional theory of property rights, in particular the institutional nature of ownership and property as factors that determine the borders of economic activity.

This study aims to explore how changes in community preferences, shari’ah economic development through the tridharma of higher education and its contribution to the development of shari’ah economics. This study was conducted at the UIN Alauddin Makassar, South Sulawesi, Indonesia. This study applied library research. Data collection techniques in this study using discourse from books, articles, magazines, journals, and web (internet). Furthermore, the data were analyzed using the Miles and Huberman model, among others, data reduction, data display and conclusion. The results show that there is a change in community preferences caused by external factors (changes in the social and economic environment) and internal factors in higher education in responding to community dynamics. Higher education can be used as a vehicle in the development of shari’ah Economy through the application of higher education tridharma. Furthermore, higher education also takes a significant role in developing scientific aspects and human resources in the field of Sharia Economics in Indonesia.

Russia’s war against Ukraine has led to a significant increase in attention to the economic efficiency of all types of human and material resources being used currently and in future to ensure victory and especially for the post-war recovery of the country. In this regard, the need for scientific substantiation of measuring the economic efficiency of production and provision of services in the field of higher education, being financed by significant amounts of funds from the state and regional budgets, various institutional units of the economy and households, is beyond doubt. The main problem, the solution of which was set as the goal of the article, has been recognized as a lack of scientifically based legal acts approved at the appropriate institutional level in Ukraine, containing provisions on measuring the economic efficiency of obtaining higher education in the conditions of the post-war recovery of the sphere of higher education in Ukraine. The article analyzes the main international and national institutes, in particular, a number of foreign and Ukrainian publications revealing the issue of measuring the economic efficiency of obtaining higher education. The article also presents the results of the analysis of the main indicators of the network and educational activity of higher education institutions of Ukraine, the volumes of state funding of the sphere of higher education of Ukraine in 2005-2020, offers theoretical and methodological proposals and recommendations regarding the institutional regulation of measuring the economic efficiency of obtaining higher education in Ukraine. It is recommended that the measurement of the economic efficiency of obtaining higher education in Ukraine should be carried out separately for: applicants of higher education; higher education institutions; in Ukraine as a whole in accordance with the provisions of the SNR 2008; Methodological provisions for calculating the gross domestic product approved by the Order of the State Statistics Service of Ukraine dated September 17, 2018 No. 187; Methodology of National Education Accounts, UNESCO, 2016 .

The article attempts to theoretically investigate the theoretical aspects of school education reform in the Republic of Finland. According to the results of research, the stages of reforming school education in Finland are analyzed. The relationship between the needs of society to solve economic and social problems and the improvement of the education sector and the features of legal regulation of educational changes in the political and administrative environment of Finland are revealed. The relevance of the study is due to the fact that the education sector of the Republic of Finland has a high rating among the indicators of international education quality assessment systems such as PISA, PIRLS and TIMSS, which is closely related to the modernization of school education for six decades. Finnish education is characterized by quality, accessibility and innovation. Particular attention is paid to the correlation of education reform with the economic development of Finland. The stages of economic development of the country in the postwar period are presented, in particular: increasing the level of opportunities in education simultaneously with the transition from agrarian to industrial society; reforming public secondary education along with the growth of the services sector and raising the level of technology in Scandinavian society; improving the quality of basic education and improving higher education at the same time as globalizing the country. The transformation of the concept of “equality” of school education from the quantitative basis to the quality of education is revealed. Attention is paid to the main drivers in the modernization of education in the context of flexible economic change. Emphasis was placed on the fact that the leading role in economic recovery was: strong social cohesion, strong security system and educational system. Organizational and content changes, features of structural innovations in the field of education are characterized The stages of reforming Finnish school education, which are reflected in many works, in particular in the works of Pasi Sahlberg, are analyzed. Emphasis is placed on the need for consistent and flexible actions to modernize the theoretical and methodological foundations of the education sector, improve the effectiveness of structures and management in education.

This is experienced on the cultural level as a moral crisis or an ethical deficit. Somehow, the means we have always assumed as being adequate to the task of achieving human welfare, health and peace, are failing us. Have we lost sight of the primacy of human ends? Governments still push for economic growth and technological advances, but many are now asking: economic growth for what, technology for what? Health care and nursing are caught up in the same inversion of human priorities. Professionals, such as nurses and midwives, need to take on social responsibilities and a collective civic voice, and play their part in a moral regeneration of society. This involves carrying civic rights and duties into the workplace.

Higher education is of the foremost impact on the personality as the carrier of the knowledge-based capital. That is why the creation of knowledge-based capital is possible through the investment in higher education, the results of which are scientific investigations and innovations, which in total are in the heart of knowledge economy and the promoter of long term growth of the country. This thesis is confirmed by the expenditures for higher education, the most developed countries of the world spend a lot of financial resources for higher education and their expenditure for education can be treated as the strategic investments in nation economy of their country. It shows the relationship between the cost of education and the size of their GDP. Also the actual problems of financial support of higher education in Ukraine are examined, which hinder the development of education and the economy at all. There are recommendations for solving financial problems of higher education in Ukraine.
