Classification and features of the educational services market are of interest due to the commercialisation of education and the widespread increase in the level of requirements for staff qualification. Vocational education represents a special segment of this market. The market of professional education of aviation specialists is an important and dynamically developing segment of the educational industry that can offer promising opportunities for training and career development in aviation. According to many researchers, the special importance of this element of the educational services market structure should be based on the integration of joint efforts of corporate training centres, industry agencies and the government with the needs of customers and industry standards. Personnel training itself is a complex multi-disciplinary system. Based on the research in the field of professional education of aviation specialists, the authors define the market of civil aviation simulator complexes services, characterise the market products and identify other features of the market and propose the concept of "cluster market of aviation simulator complexes services".

Abstract:
The article considers the peculiarities of the marketing policy of educational institutions, which carry out the personnel training for the tourism industry. Today, the study of issues related to strategic directions of marketing policy of educational institutions, which carry out the personnel training for the tourism industry, becomes more and more important. The modern model of education makes new requirements for the level of competence of graduates of educational institutions, including for tourism. Fundamental changes in the market of educational services in the field of tourism relate to the introduction of professional standards in the future. They will be the basis for the adjustment of federal educational standards and educational programs at all levels of professional education, and the use of innovative forms and methods in vocational and internal training of personnel for the tourism industry. The article gives an analysis of the content of the concept of educational services marketing for the tourism industry. The requirements for the marketing policy of educational institutions, which carry out the personnel training for the tourism industry, are generalized. The strategic direction that consists in active implement programs of additional vocational educationg in the tourism is justified.

Abstract:
Economy of the Altay territory is a diversified complex, where key types of economic activity are manufacturing industry, agriculture, wholesale and retail trade. A specific feather of the territory is a high proportion of the rural population – 39.3% of the total number of employed people (23% in Russia) and a low number of students of primary, secondary vocational and higher education as compared with all – Russian figures. According to the strategy of social and economic development of the Altay territory up to 2025 the priority lines in the territory economy are bio-technology, pharmaceutics, certain branches of machine building and food industry, tourismrecreation and transportation complexes, high-profit services of the service sector, including finance services, as well as services in the field of high technologies. The level of training specialists and skilled workers for this diversified labour market in general is sufficient, training is conducted by more than 200 specializations in all priority lines however, the training in the vocational education system fell down by 20% during the last 5 years. The demographic situation in the territory seriously influenced these figures. Changes in the structure of the GRP of the Altay territory caused the reduction in the proportion of manufacturing industry and agriculture, which affected negatively the level of population employment in production industries. The authors studied the key trends of the system of vocational education development in the territory in 2012–2016 and showed that the misbalance of education service supply with the real need in them on the labour market was caused both by the absence of reliable methods of labour market forecasting by quantity and structure and the impact of population preferences assessing subjectively the demand for labour resources proceeding from personal ideas about the demand for this or that profession. It can lead to the excess number of specialists of ‘popular’ professions and difficulties with their employment and, on the other hand – to the shortage of needed professional staff.

Abstract:
Purpose The purpose of this paper is to substantiate the importance of an educational platform for digital modernization of modern Russia’s regions in Industry 4.0 and to determine the functions and conceptual foundations of organization of regional market of educational services for execution of functions for stimulation of digital modernization of Russia’s regional economy. Design/methodology/approach The authors use the method of regression analysis for studying the influence of the indicators of adaptation of the market of educational services to the conditions of Industry 4.0 on efficiency of digital modernization of economy of the regions of the Volga Federal District of the Russian Federation as of late 2018-early 2019. The information and empirical basis of the paper is materials of the index “Digital Russia” of the Moscow School of Management “Skolkovo.” Findings It is determined that the market of educational services plays an important role in the process of transition of regions of modern Russia to Industry 4.0, performing two functions: training of personnel who are capable of working with digital technologies and training of personnel who are capable of creating new digital technologies at a region’s companies. As a result, the educational platform of digital modernization of the regional economy is formed. The developed conceptual foundations of an organization of the regional market of educational services for execution of its functions on stimulating the digital modernization of Russia’s regional economy allow for three variants of the process of training of personnel: within execution of the order of partner companies in a regional technological park, within participation of the region’s companies in a tender for training of personnel and within an independent initiation of the process of training of personnel by universities based on the results of digital marketing. Originality/value The offered authors’ recommendations ensure the following advantages during the creation and development of the educational platform of a region’s digital modernization in Industry 4.0: high marketing activity of universities, direct sequence of training of personnel and improved treatment of the effectiveness of regional universities as the ratio of efficiency in personnel training to expenditures, which stimulates competition between universities and maximization of effectiveness of educational platform of a region’s digital modernization in Industry 4.0.

The purpose of the research discussed here is to explore relationships between a university and its local tourism industry. Although there has been much research on the interface between education and industry few empirical studies exist that test the extent and nature of these relationships. The paper reviews the industry-education interface both in broad terms and specifically in relation to tourism education. Key areas of interaction are identified, and, using an empirical case study, various types of industry-education links are investigated, including: recruitment, employers' preferences in graduate skills, work experience and placements, industry involvement in course design, training for the tourism industry, the use by industry of university products and services, and industry's views on forging links with education. A number of recommendations are made for the improvement of industry-education links.

Abstract:
The article discusses the main directions of the export of educational services using modern distance technologies and digital services. The purpose of this study is to determine the potential of the modern educational industry for the export of tourism education using MOOC platforms and EdTech companies. As the main research methods, a meaningful express analysis and content analysis of open information resources were used, the generalization of the obtained factual materials was carried out using the method of analytical grouping. The article presents the following theoretical and practical results: it is shown that an ecosystem and a new educational reality - the educational industry - have formed in the education system. The main four modes of trade in services form the most common export practices in the field of education, among which cross-border trade in educational services using distance technologies is now coming to the fore. The growth of student mobility around the world, both real and virtual, stimulates educational institutions to expand new formats, including hybrid ones: offline and online education; online formats and EdTech-industries technically ensure the expansion of the export of Russian educational services; MOOC platforms provide infrastructure conditions for universities to implement the concept of “Open Education” and increase export potential. The article shows that Russian EdTech companies do not have any industry specificity of training courses offered on the market; training is also carried out outside the industry tourism context; Among the courses presented on the MOOC platforms, several courses in the field of tourism from foreign universities and only one from a Russian university were identified. Thus, the development of online projects in the “tourist” segment of the Russian education market can become a promising direction for expanding the export of educational services using modern digital technologies and MOOC platforms.

Abstract:
The article raises the problem of the level of satisfaction with educational services among the students of agricultural training areas of secondary vocational education institutions of the Samara region. The study goal is addressed through several objectives including identifying the level of students’ satisfaction with the quality of education, their attitude towards industry internship, the level of satisfaction with the quality of material and technical support, and the presence or absence of the desire for employment in the chosen direction of training. The research method deployed in the study is surveying (N = 123). The study reveals that most respondents (73.7%) are completely or rather satisfied with the quality of education. The calculations indicate that most respondents have a positive or rather positive attitude towards industry internship (70.8%). 89.4% of respondents are completely or rather satisfied with the quality of material and technical support. 84.5% of the respondents are completely or rather satisfied with the quality of educational services while 9.6% found it difficult to answer and 5.7% express dissatisfaction with the quality of educational services to varying degrees. Considering individual educational institutions, the results by the indicator are as follows: the Bezenchuk Agrarian Technical College – 80.8%, the Kinel State Technical College – 91.1%. Due to the lack of data on secondary educational institutions, the obtained results are compared to similar studies conducted in Russian higher education institutions. As a result, the authors report a paradoxical situation consisting in the fact that the students are satisfied with educational services but not all of them plan to continue working in the chosen direction of professional training. Appropriate recommendations are provided for the management of educational institutions in accordance with the obtained results.

The current pace of changes in socio-economic systems leads to a rethinking of the principles of personnel training for various industries. Of particular importance in the conditions of increasing geopolitical tension is the training of personnel of various qualifications for strategically important industries for Russia. Among such industries, there is no doubt that light industry should be attributed. The article touches upon the importance of additional education programs in the implementation of multi-level training of light industry specialists. The possibilities of additional training go beyond the formation of narrowly focused knowledge and specific competencies among students, the main function of additional education programs is to expand the basic educational program and improve the quality of training offuture specialists. The implementation of additional education programs meets the interests of both potential employers, students - consumers of educational services, and educational organizations that cooperate with representatives of the regional labor market. The content of the article defines the features of light industry enterprises, as well as the requirements of the labor market for future industry specialists. The author defines and specifies the updated functions of additional vocational education programs in the system of multilevel training of qualified and competitive personnel for light industry.

Workers in the temporary staffing industry face hazardous working conditions and have a high risk of occupational injury. This project brought together local workers’ centers and university investigators to build a corps of Occupational Health Promoters (OHPs) and to test a survey tool and recruitment methods to identify hazards and raise awareness among workers employed by temporary staffing companies. OHPs interviewed ninety-eight workers employed by thirty-three temporary agencies and forty-nine client companies, working mainly in shipping and packing, manufacturing, and warehousing sectors. Surveys identified workplace hazards. OHPs reported two companies to OSHA, resulting in several citations. Partners reported greater understanding of occupational safety and health challenges for temporary workers and continue to engage in training, peer education, and coalition building.

Abstract:
Purpose The purpose of the paper is to determine the perspectives of diversification of educational services in the conditions of industry 4.0 on the basis of artificial intelligence (AI) training, determine the consequences of this process for academic and teaching staff and to develop recommendations for its practical implementation. Design/methodology/approach The methods of horizontal, trends and regression analysis are used for studying social consequences of digital modernization of the markets of higher education (for academic and teaching staff). The research is performed by the example of modern Russia on the basis of the statistical data of Federal State Statistics Service and the International Telecommunication Union. The timeframe of the research covers academic years 2000/2001-2018/2019. Findings It is determined that digital modernization of the sphere of higher education stimulates the reduction of the universities’ need for academic and teaching staff and growth of their unemployment. However, further digital modernization of economy on the basis of breakthrough technologies of industry 4.0 will lead to creation of a new type of educational services that are provided within entrepreneurship of universities – AI training of business. This will ensure development of university entrepreneurship (and reduction of dependence of universities on state financing), as well as growth of the employment opportunities for experts (academic and teaching staff) in the sphere of AI, which will not depend on the number of students, but will be connected to demand for AI training from digital business. Originality/value The role of AI training in the structure of production business processes of a university in the conditions of industry 4.0 is determined. The necessity for state stimulation of development of digital business in the modern economic systems is substantiated. It is shown that government has to pay close attention to the issues of support in the sphere of AI and mass distribution of their results. Because of this, it will be possible to control social risks in the sphere of higher education.

As of September 2019, after the implementation of the IMO system of voluntary verification of member states, only 41 percent of member states have passed the verification. Based on these audits, the IMO made the following conclusions. The root reasons why organizations failed to pass the test were the following: insufficient procedure, insufficient resources, insufficient coordination of participants, lack of national regulations, absence of training programs. The organization shall determine the required level of competence of personnel responsible for maintaining the quality of services and products. If the level does not match, the organization must increase it. It is also the responsibility of the organization to evaluate the effectiveness of the measures taken, to ensure that personnel are aware of the significance and relevance of ir activities, to keep records of education, training and experience of personnel. The purpose of the study is to determine the most promising and effective method for improving the training of transport industry workers. To achieve this goal, the following tasks were set: analysis of the methodology for improving the training of personnel in the transport industry, development of recommendations for improving the training of the ship's crew and employees of coastal services. The object of the study is social relations in training workers of the transport industry. The industry of language services in the “Belt and Road” areas is developing rapidly, marked by a great increase in “export-oriented” services mainly in non-common languages and supported by new technology. Meanwhile, the industry of language services in these areas is still confronted with some problems, such as the imbalance of regional development, the lack of variety in service types and languages, and the shortage of high-level language service personnel. Under such circumstances, the objectives of training Masters of Translation and Interpreting (MTI) in China should be adjusted to more comprehensive training programs. In addition, the education of MTI in non-common languages should be developed, and universities and enterprises should cooperate to provide platforms for students to master new technology of language services.

Abstract:
Without doubt Great Britain led the world into the Industrial Revolution, and for a considerable period up till the second half of the nineteenth century it could rightly consider itself as ‘the workshop of the world’. The author traces up till recent times why it was that Great Britain lost that position, mainly because of its reliance on engineers learning on the job by picking things up for themselves and learning by rule-of-thumb and ignoring the need for a soundly based education and well planned training. Since the end of World War II various attempts have been made to rectify this position, but without much success, until the Finniston Committee Report. The organization of the Engineering Council, set up in 1982 on the recommendation of the Finniston Committee, is considered, and in particular its responsibility for the engineering profession and for changing the public's perception of industry and the engineering profession. The author expresses his opinion on the initial education and training of engineers. He comments on the need to reconsider whether mechanical engineering as presently taught is a viable subject, or if a course spanning mechanical and electronic engineering is needed. He sees the objective of engineering education as being a design for total life cost, and he explores how this may be achieved within a total technology concept. Finally, he considers how to achieve better university/industry collaboration which is at the heart of effective education and training of engineers. He describes the Technology Centre concept recently set up in the Queen's University of Belfast, which integrates the services and resources provided for local industry and those required by the engineering departments of the University as well as providing for continuing education and training. He sees this as the way ahead in achieving close collaboration with industry.

There is a gap between available cyber professionals with necessary skills and experience to meet industry requirements. Institutions of higher education (IHE)—as well as other programs—have begun increasing course and degree offerings to help educate, train, and even retrain working professionals to close this gap. Of growing importance are tools and techniques to supplement theoretical development with accelerated experiential cyber training. Fortunately, there has been an increase in providers offering these services, although they vary substantially in features, costs, and opportunities. The purpose of this research is to identify a current spectrum of vendors and opportunities providing hands-on cyber training. The authors of this paper include cyber faculty at a university offering undergraduate and master's cybersecurity degrees. Both degrees are offered to resident as well as online students.

The article considers the development of the market for postgraduate education in the context of requirements of Industry 4.0. The composition of the main providers of the educational services market has been determined. Among them are groups of universities, consulting and educational centres and business schools. The most significant for retraining of personnel are traditional universities and corporate training centres. They allow to effectively achieving students the required level of competence through a highly specialized training program. Universities also build a curriculum based on a competence-oriented approach. However, in fact, the actual needs of business in qualifying personnel are insufficiently taken into consideration in state education standards, which leads to the labour market imbalance. For adapting the existing training system to the new conditions a flexible LMS model has been proposed. It is based on the interaction of business, training centers and the labor market (student). Filling the LMS in such an ‘ecosystem’ occurs in accordance with the needs of enterprises in the field of qualification of the necessary personnel. As a result, the university or training center provides the necessary tools in the modular LMS, taking into account the prospects for the development of markets in the Industry 4.0. The student sets up the LMS for his individual needs and obtains precisely those skills and competencies that will enable him to become a competitive employee. Therefore, the company receives qualified personnel with a set of necessary competencies. Such an ‘ecosystem’ allows a flexible adaptation of the content of the educational process to the needs of all participants in the training. Using the proposed approach will ensure sustainable competitiveness of companies by providing the necessary personnel, students - to get the most popular skills and high qualifications, and training centers - to ensure high quality and demand for their educational services.

The article deals with the main issues recently faced by the hospitality industry, as well as suggestions for their elimination and minimization. The study has shown that the main issues include the large gap between the practical and theoretical aspects of the training process, in addition to the insufficient amount of practice during the whole course of studying in the field of “Hotel industry”, which makes it impossible to adequately prepare graduates for competition on the labor market in the area of hotel service. Other issues include the lack of language teaching in higher education institutions that specialize in training hospitality business professionals, which undermines the entire education system aimed at communication with foreign guests. In the article, the authors analyze the problems of Russian higher education related to training professionals for the hospitality industry. These problems lead to the loss of competitiveness on the European and global market of educational services. The authors identify the key elements in the training of specialists that require improvements to engage in competition. After the study in this field was conducted, the ways of solving the identified problems were proposed. The solutions involved the principles of creating a competitive school of hotel management in Russia as a factor in the development of the resource potential of hotels. As a result, the prestige of studying in such higher education institutions rises.

Preparation of tourism personnel in Kazakhstan is still not satisfactory; there is no scientifically sound relationship of many of its components, theoretical and practical training and special courses. The specialists are trained without sufficient targeted training, so many of the students are not able to perform its functions. The global experience of the travel industry suggests that vocational education employees are requirement for the successful operation of the enterprise. So today we should take into account emerging trends in preparation for future staff. To achieve this goal, the following research methods have been used: the study of scientific literature, analysis, generalization, description.The results of the research are the following: it has been revealed that the main problem in the transition from one generation of specialized educational standards to another generation is the change in the competence of the student training model. In the process of transition to new educational standards within the framework of UGSN 42 «Hospitality, service and provision of services», a change in the areas of training, as well as the implemented competency model, has been noted.Key conclusions: The Russian system of higher education and the tourism industry are on the verge of global changes due to the launch of a pilot project to change the levels of vocational education, the transition from the Federal State Educational Standards of Higher Education of the 3++ generation to the 4th generation standards. The main problem in the transition from one generation of specialized educational standards to another generation, which directly affects the entire structure of training for the tourism and hospitality industry, is a change in the competence of the student training model.

Objective. The aim of this study was to create an inventory of fitness facilities in South Africa, their location, equipment and services offered, and the demographics, education and training of the staff working in these facilities. Design. A total of 750 facilities were identified, and descriptive data were gathered from 442 facilities (59%) with the use of a questionnaire administered telephonically and via the website of the Sports Science Institute of South Africa. Setting. The study was initiated by the Sports Science Institute, and the results were presented at the 4th Annual Discovery Vitality Fitness Convention on 4 May 2006. Results. Results show that the industry comprises mainly independent facilities (68%). All types of facilities were found to be located mostly within urban areas, and reported providing services to just less than 2% of the South African population. Facilities offer a wide range of equipment and services to their members. Of the fitness-related staff at facilities, the majority were reported to be young (18 - 25 years, 55% of male, and 49% of female staff), and in terms of racial proportions most staff were white (males 40% of total staff and females 33% of total staff).Less than a quarter of fitness-related staff hold university qualifications, and just over 80% of instructors hold qualifications aligned with the National Qualifications Framework. The importance of education and training of staff was emphasised by respondents. Conclusions. This report highlights the widespread value of assessing the fitness industry, particularly within the context of the rise of chronic diseases in South Africa and government initiatives to promote healthy lifestyles. Training specialists for the food industry is essential from the viewpoint of public administration, as it requires interaction between various stakeholders, including government organizations, educational institutions, professional associations, and the private sector. Understanding this aspect is crucial for establishing and improving the training system to meet the current needs of the sector and labor market requirements. The article aims to study higher education in the food industry in Ukraine, focusing on the quality of training of specialists. The article analyzes the quality of education provided by Ukrainian higher educational institutions in the field of the food industry. The focus is on the competencies of bachelor's and master's degree graduates in food technology, which helps identify these educational institutions' unique characteristics. The article addresses the diversification of educational services, which include preparatory courses, postgraduate education, doctoral studies, and certificate programs. The study results indicate the need to improve the rating positions of these specialized institutions and ensure a more balanced representation in different regions of Ukraine. The article provides an analysis of the institutional environment in the field of higher education, which shows that training in the field of food technology is carried out in various educational institutions. These include specialized institutions in food technology and institutions focusing on related disciplines, such as trade, hotel and restaurant business, agriculture, biotechnology, medicine, and recreation, as well as general universities where food technology is one of the specialties. This diversity poses challenges in training qualified specialists, requiring universities to focus on transforming quantitative learning outcomes into qualitative results. The oil and gas industry is prone to skills shortages resulting from financial cycles, as is the case with many other industry sectors. Bridging the gap in indigenous employment is in part a solution to this problem and in the Northern Territory this has become easier due to innovative developments and smart partnerships. When smart partnerships are formed that involve like-minded organisations, successful employment outcomes are inevitable. Partnerships, involving APPEA, Industries Services Training Pty Ltd (IST), the Australian Government through the National Shills Shortage Strategy (NSSS), plus the Structured Training and Employment Program—Employment Related Services (STEP ERS), which are funded through the Department of Employment Education and Workplace Relations (DEEWR) and the Department of Education and Training (DET) in the Northern Territory, have provided funding for Indigenous pre—employment training programs that are leading to positive employment outcomes in the oil and gas Industry. The model developed and implemented in the Northern Territory by IST ensures Indigenous employment outcomes follow the delivery of the Indigenous pre-employment training programs. Key factors include: Indigenous mentors; culturally appropriate trainers; Monitoring employment activities; and, Specialist project management from APPEA and IST. Methodologies and strategies employed by various partners ensure employment outcomes through the cooperation of principal subcontractors who require staff and who can service contracts let by major APPEA members. Of the 18 Indigenous and Torres Strait Islander participants who commenced the eight-week program in 2008, 16 graduates received their nationally recognised Statements of Attainment at the graduation ceremony held at the Darwin Convention Centre in October 2008. There were six female graduates of the program. Competencies included first aid, dogging, safe working at heights and OHS including risk and hazard analysis training. You may ask yourself why these courses were so successful when many others have failed. The presentation will outline difficulties; successful methodologies and strategies used by IST to ensure employment outcomes are achieved. These strategies include full-time Indigenous mentors throughout the course plus culturally appropriate trainers, smart recruitment strategies, dedicated employment service brokers soliciting employment opportunities, industry site visits, industry guest speakers and the commitment of Governments and APPEA. As a result of the successes to date, the relevant government departments have committed to further courses throughout 2009.

The possibilities of network forms of specialist training are considered. The main advantages and disadvantages of the ongoing modernization projects are described. A vision of improving the professional level of teaching staff is presented. The role of additional professional education in the training of specialists is considered. A list of additional professional programs of the Moscow Aviation Institute most in demand by enterprises is given, examples of interaction between the university and real sector enterprises on additional professional education programs are considered. Service industries in general and the tourist industry in particular make a significant contribution to the economy of Great Britain. Over 1.1 million people are currently employed either directly or indirectly in the tourist industry and it directly accounts for 4.7 percent of all UK employment. However, the subject of education and training for careers in tourism has been poorly quantified to date and little research has been done in this field of study. Yet any policies to promote the growth of the tourist industry must depend upon adequate numbers of trained people being available at all levels within the industry. If the tourist industry is to be encouraged as a major growth area in the UK economy it is essential that there are sufficient numbers of qualified people to prepare and implement tourism development plans, manage regional and national tourist organizations and staff the many firms which make up the tourist industry. This paper is based on a study carried out for the English Tourist Board, although any views and opinions expressed here are solely those of the author. It has been supplemented by more recent information on courses and course developments since 1985. “Education and training” is taken to mean educational and vocational training courses covering the whole field of further and higher education, from technical colleges through to universities, which are aimed at raising the level of skills and knowledge needed to work in the tourist industry. The study focused on the non-hotel sectors of the tourist industry because it was felt that the hotel and catering sector was well developed. However, it was felt that training in the tourist services sector is in a much earlier stage of development and has quite different manpower and training requirements. The aims of the study was to examine the existing provision of education and training courses in relation to the manpower needs of the industry, to identify shortfalls in provision and to suggest ways of meeting these short falls.

The primary aim of this study was to investigate the effect of in-service training practices on the performance of trainers in Technical and Vocational Education and Training (TVET) schools in Kicukiro District, Rwanda.The participants included personnel from the Rwanda Technical and Vocational Training Institute (RTTI), trainers, and school managers, totalling 398 respondents. This number comprises 12 school managers, 26 RTTI staff members, and 360 trainers from TVET schools in the Kicukiro district.The data analysis process utilized SPSS 22.0 software. The results indicated a strong relationship between in-service training practices and trainers performance in TVET schools in Kicukiro, Rwanda. This relationship was supported by a Pearson correlation coefficient (r) of 0.958, with a statistically significant p-value of 0.000 for a two-tailed test. This suggests that there was a statistically significant relationship between in-service training practices and trainers Performance in TVET Schools in Kicukiro District, Rwanda and confirmed by the R Square=.918which means that in-services trainings are highly appreciated to enhance trainers performance in TVET Schools in Rwanda. The study reveals the positive impact of industry partnerships on trainers performance. Industrial exposure allows trainers to gain firsthand experience of current industry practices and technological innovations. This study recommended that the government should allocate more financial resources to support in-service training programs in TVET schools.

The article examines the state of the market of additional vocational education, analyzes the influence of macroeconomic factors on the supply and demand side, and assesses the prospects for the development of educational activities. Based on the analysis of the totality of educational and non-educational organizations that have received a license, the characteristics of the forms most represented in the industry are given. In general, the market is assessed as promising with favorable macro-environment factors. The concept of continuing education is shared by all market participants. This approach is especially relevant for adults of working age, whose coverage of additional vocational education programs in the country and in the republic is below the target values. The number of enterprises providing educational services continues to grow in the industry, including due to the absence of entrance barriers (only the presence of a license). The competition for educational organizations is made up of corporate universities and enterprises of various fields of activity and forms of ownership. Training under the programs of additional professional education is carried out both for own personnel, and as a source of additional or basic income. Most of the large industrial enterprises of the republic have a license for educational activities, and some open training centers within the holding. Independent training centers, which account for a large share of educational services for additional vocational education programs, are increasingly organized in the form of commercial enterprises.

Training participants as the object of service recipients basically have an important role, especially in terms of providing criticism and suggestions for evaluating Surabaya Education Training Center services primarily by evaluating expectations and satisfaction with services.This study combines the service quality model and importance-performance analysis to evaluate the services provided by the Surabaya Education Training Center. The questionnaire was distributed to 130 training participants to measure the level of expectation (expection) and performance (perceived) of the services provided by the Surabaya Education Training Center. The results of the study show that all services provided by the Surabaya Industrial Training Center have not met the expectations of the students with the tangible aspect which ranks highest with an average mean value of -0.542. Importance-Performance analysis shows there are 13 aspects in quadrant I as organizational competitive advantage and 3 aspects in quadrant IV as the main weaknesses of the organization. The article analyzes the impact of information technology on the development of education. It is noted that the issues of informatization and digitalization of education are one of the key in the state policy of Ukraine. The main aspects of the transformation of educational services are emphasized, it is noted that education based on SMART-technologies is a global trend in the organization of the educational process. The existence of existing problems in the formation of a modern information and educational environment, the creation of electronic learning tools, the development of SMART-complexes. It is noted that these issues are especially relevant for Vocational Education. The experience of development and use of SMART-complexes in the training of future specialists in the tourism industry is described. The compliance of the developed SMART-complex with the Standard of Vocational Eeducation 4221.N.79.00-2017 in the profession "Agent for the organization of tourism" was traced. The structure of the SMART-complex is described in detail, the characteristic features of separate modules are allocated and described: "Information data processing in the tourist branch", "Organization of tourist activity", "Organization of transport transportations". It is indicated that these modules, in addition to the block of theoretical material, contain blocks of laboratory (practical) work, blocks of test tasks, glossaries, presentations. The expediency of using the developed SMART-complex during the organization of the educational process by distance learning and in blended learning is proved. The effectiveness of the use of this complex in the educational process of Vinnytsia High Vocational School of Public Service is determined, namely: data on the growth of high and sufficient level of knowledge of students in vocational and theoretical and vocational training, emphasis on high percentage of information, emphasis is placed on the dynamics of motivating students to learn, the development of cognitive interest.

The problem and the purpose. The modernization of the educational system involves the use of technologies based on artificial intelligence, AR, VR, and mobile platforms. The inclusion of mobile tools in the training of workers in the hospitality industry meets the requirements for training programs for highly qualified professionals in this area and the challenges of world economic integration. The purpose of the study is to substantiate the effectiveness the use of mobile applications in the training of hospitality industry specialists to improve the quality of their training. Research methods. Theoretical and methodological analysis and generalization are used in determining the content and problems of mobile learning and identifying the prospects for the development of travel applications. For designing mobile applications, the authors chose the iBuildApp tool. A test was developed, including the blocks "Fundamentals of tourism activities" (20 points), and "Mobile applications in the hospitality industry" (20 points). The study involved 50 students of Vyatka State University from the Faculty of Management and Service and 50 students of Russian State Agrarian University named after K. A. Timiryazev, Institute of Economics and Management (Russian Federation). The direction of training: "Tourism", profile: "Technology and organization of excursion services". Pearson's χ2 (chi-square) test was used as a statistical processing method. Statistical data processing was performed by means of Pearson's χ2 (chi-square) test. Results. The development and use of mobile applications in the experimental group were carried out in the following stages: analysis of mobile travel applications, requests, and opportunities of the hospitality industry; working in a software environment to create a mobile application; project presentation and application in practice. Statistically significant differences in the qualitative changes that occurred in the training system were determined (χ2 = 6.017; p < 0.05). In conclusion presents decisions about the features of using mobile applications in training specialists in the hospitality industry, contributing to improving the quality of their training: new opportunities for collaboration and project activities, cost optimization, innovative work experience, etc. However, there are also negative aspects: a decrease in the overall level of oral communication, the risks of losing the phone and personal data leaks, distraction, and addiction.

Various innovative means are used to improve the quality of foreign language training of a future tourism specialist in higher education institutions. However, their use in practice requires taking into account the specifics of tourism activities and directions of development tourism in the world. The purpose of the study is to study the features of formation of foreign language competences of future specialists in the tourism industry based on mobile technologies. Research methods. The analysis of the potential of mobile technologies, the problems of their implementation in the foreign language training of specialists who specialize in organization of tourist services is applied. When developing a system of tasks, the provisions of the professional standard of a specialist in the tourism industry, the strategy for the development of tourism in Russia are taken into account. Mobile applications are developed on the iBuildApp platform. Empirical methods (testing, analysis of the results of working with mobile applications) are used. The study involved 60 students of the Vyatka State University (Russian Federation). Training program specialization: Technology and organization of tour operator and travel agency services (level – bachelor's degree). Φ-Fisher's criterion is used to process the results of the experiment. Results. The students of the experimental group are involved in the design of multilingual mobile applications as part of the systematic work when studying the disciplines "Modern information technologies", "Digital technologies in tourism", "Foreign language". Students plan a route for a tour, work in groups on a project, use mobile solutions in educational, industrial, design-technological practice. Statistically significant differences between the experimental and control groups in terms of the level of foreign language competence were revealed (φcrit=1.64<φemp=2.912). In conclusion findings about the positive (opportunities for collaboration and project activities, cost optimization, innovative experience) and negative (dependence on foreign software solutions, high cost, technical failures of equipment and the Internet in remote areas, etc.) aspects of the impact of m-learning on the quality of foreign language training of tourism specialists are described

Threats to data and information assets of Global Financial Services Industry (GFSI) are ever-present; such problems, if not well understood, could lead to huge negative impact. To some extent, the environment where a business operates does matter for its success. This study presents information about the relationships between selected socio-economic factors and information security threats and controls in the financial services industry. Essentially, it seeks to enrich the information provided in the 2012 Deloitte Touche Tohmatsu Limited (DTTL) survey that dealt with about security threats in the industry. This study's findings indicated that contextual factors, such as national wealth, transparency levels, staff training, tertiary education enrolment, and buyer sophistication, do have positive associations with some information security threats and controls. Practitioners and academicians can benefit from this study's insights.

The article reveals the trends and prospects for the development of the sport industry, which has a global character. The authors defined the sport industry. It was stated that the presence of accessible and qualitative sport infrastructure is the most important condition for the development of the valuable market for sport services, advance of the industry of sport. The conducted studies have shown that in the modern world, there is a constant search for new effective forms and types of commercial activities in the system of physical culture and sports. The relevance of the study lies in the fact that basis of analysis of the development trends of the global and emerging national sport industry. Study has drawn the main conclusions and recommendations for its further development. The article points out the imperfection of statistics and the lack of monitoring of these indicators. The taxation schemes for manufacturers of sport goods and services and the principles of financing sport education need to be revised. Training entrepreneurial personnel taking into account of specific character and development of the market relations of the branch of sport properly still is not conducted, and this complicates the solution of the problem. It is necessary to streamline the regulatory framework, to ensure the preparation of educational standards and requirements for training personnel for the entrepreneurial structures of the industry, by taking into account the peculiarities of the development of the modern sphere of sports and all levels of its management.

The defining role of analytical research of personnel training processes for the transport industry is indicated. In particular, the possibility of using the vicious Knall’s circles to identify problems in the development of transport education is investigated. The traditional functionality of the Knall’s circles has been expanded to the study of the mechanisms of positive development of the research object. Two types of models for describing these processes are proposed and analyzed, taking into account both additive and multiplicative effects of development. Using concrete examples, the methodology for constructing various types of process models, selecting the optimal type of model and predicting development is shown. A systematic approach to the study of transport education is also proposed to be implemented using the tools of cenological analysis, which takes into account all participants in the personnel training system in the industry. The scientific and educational values of transport education allow us to determine the completeness and stability of the educational system, the direction of development (degradation, positive development of the system), the role and place of an individual educational institution in the personnel training system. The cytological study is illustrated by the example of the analysis of the results of the activities of branch railway universities. Scientific and educational self-regulating organizations for training specialists for the regional transport system are considered as one of the mechanisms for managing transport education. It is proposed to create self-regulating organizations of personnel training that regulate the activities of educational institutions, both among themselves and with consumers of educational services.
