Almost any state strives for development and to occupy the first positions in the world market and, as a result, sets itself various goals, the achievement of which will help to bring the state to a leading position. One of the goals is to increase the literacy and education of the population, because the fate of any state depends on the state of the education system.

Abstract:
In January 1984 and again in January 1985, then Secretary of Education Bell released the table “State Education Statistics.” These tables contained a variety of education indicators, among them average SAT or ACT scores for each state. In this paper we examine these scores to see if they can be used for state-by-state comparisons to aid in the evaluation of those educational policies that vary across states. We conclude that statistical adjustment to remove the bias introduced by inappropriate aggregation and self-selection of examinees is not sufficient to insure the validity of the kinds of inferences that are desired.

Abstract:
The increasing of State Islamic High Education Institutions (PTKIN) in Aceh is contradictory with the minimum interest of Acehnese to study PTKIN. This phenomenon shows an anomaly in Acehnese religiosity level. This paper aimed to seek higher education (HE) marketing strategies in Aceh and to describe the reason for Acehnese low interest in PTKIN. A mixed method was used in this research; meanwhile, an explanatory sequential design was chosen to be the research design. This research was done in 3 PTKIN and 3 State Higher Education (PTU) in Aceh, where 60 Acehnese students were chosen as respondents. Besides quantitative data, qualitative research was done by interviewing, observing, and studying documentation to get more information. The result showed that the products (departments and accreditation) significantly affected students' interest in HE. This article suggested that PTKIN add more departments to present many choices for society as a place to study at a high education level.

Анализируется современное состояние профессионального образования, которое рассматривается как социальный феномен. Представлены характеристики профессионального образования как составляющей образовательной системы. Отмечается, что современное состояние профессионального образования находится на уровне модернизации в пользу использования инновационных образовательных технологий. Акцентируется внимание на главной тенденции современного профессионального образования – его цифровизации. Ситуация, вызванная COVID-19, привела к тому, что образовательные учреждения были вынуждены перейти на новые форматы обучения (дистанционное и онлайн-обучение). Основными факторами, повлиявшими на данную ситуацию, названы пандемия COVID-19, накопленный международный опыт, современные потребности общества и рыночной экономики. Несмотря на технологические и организационные трудности, выработаны общие подходы к профессиональному обучению дистанционно и онлайн, создана база образовательного контента. The article analyzes the current state of vocational education. Vocational education is considered as a social phenomenon. The characteristics of vocational education as a component of the educational system at the present stage of development are presented. It is noted that the current state of vocational education is at the level of modernization in favor of the use of innovative educational technologies. Attention is focused on the main trend of modern professional education – its digitalization. Integration of the Russian vocational education system into the world educational system is one of the priorities of the state educational policy. It is noted that the basis of modern vocational education is at the level of modernization in favor of the use of innovative educational technologies. The principles underlying modern education are highlighted: continuity, practice-orientedness, integration, continuous professional development, learning “online + offline. The situation caused by the coronavirus COVID-19 led to the fact that educational institutions were forced to switch to new formats of education (distance and online learning). The main factors that influenced this situation are the COVID-19 pandemic, the accumulated international experience, the modern needs of society and the market economy. It is noted that, despite the technological and organizational difficulties, common approaches to professional training remotely and online were developed, a database of educational content was created.

Abstract:
The tail of the tail-end of the 2nd millennium has taught the humankind two valuable lessons: democracy and the market, although imperfect, have succeeded where other systems have failed. What is clear is that the most successful systems are aligned to humankind’s predispositions rather than being inimical to them. Insofar as it aligns itself with the predisposition to greed, consistently regulated capitalism terms out to be the most efficient economic system hitherto observed in human society. Likewise, democracy works by aligning many people’s desire for power with a governance system which on balance is helpful to the general population, unlike various forms of totalitarianism. But recent movements for both capitalism and democracy in many developing countries largely do not subscribe to humankind’s predispositions, rather they appear to be a part of the headlong global trend towards these paradigms. The reason being that the most important ingredient, common to both recipes, is lacking in many developing countries: that is the popular pressure and mobilisation which is sufficiently informed of its duties and rights. This ingredient is most important as it forces out the authoritarian rule whether, totalitarian or ‘democratic’, and makes democratic governance drive the market to the maximum benefit of society. The central thesis of this work is that this most important ingredient is the result of an effective and efficient system of public institutions for free and compulsory universal primary schooling which, if the resource constraint could be overcome, ought to be supplemented by free and compulsory secondary schooling.

AbstractIn this paper I show how modern democratic states are likely to be inimical to traditional liberal education. Drawing on theoretical considerations and recent history I show how any attempt to promote traditional educational values through state interventions, such as national curricula or state regulation, is bound to be illusory. The preservation of liberal education will best be served by the wholesale removal of education from the progressive state and its bureaucracies.
