Abstract:
The problem of this study was an analysis of the funding procedures in states which provide funding for local community education projects. The purpose of the study was to identify states which appropriate funds for community education and to provide an analysis of the guidelines for operation and use of state funds for community education at the local level. Twenty-five states were initially identified as having some type of state funding for community education, Eleven of the twenty-one states responding do provide funding for use at the local level. The guidelines and applications for obtaining these funds were compared in the areas of purpose of state legislation, minimum elements required of community education projects, eligibility requirements, use of state funds, grant periods, and annual reporting requirements.

Abstract:
There is a national call for teacher leadership, which has occurred after many education reforms have struggled due to a perceived lack of teacher involvement. The purpose of this study was to examine whether teachers felt that their involvement in education policy had impact and whether there is ample teacher expertise in education policy. The overarching research question was to appraise educator perceptions of teacher impact on state education policy. The study revealed a perceived lack of teacher impact and education expertise. The conceptual framework was based on theories of adult learning and the development of expertise and supported the necessity of teacher expertise in policy discussions' because teachers are the ones who have developed classroom expertise and the potential impact of policy on classrooms. A case study methodology was applied with 5 state teachers of the year participants. The participants were from 4 states, recognized from 2012-2015, and had local, state, and national policy experience. Interviews were conducted to collect data, with direct interpretation and categorical aggregation through coding applied to analyze data during collection. After identifying a perceived lack of teacher impact, themes were identified that could create more effective impact. Themes were grouped into skills, knowledge, and dispositions that could be taught in a series of learning experiences, serving as curriculum for teachers to build expertise in policy. This project has the potential to assist educators in developing the skills, knowledge, and dispositions needed to become more effectively involved in policy. It also has the potential to create social change in the United States by assisting teachers in getting meaningfully involved in policy, thereby positively impacting public education for their students in their classrooms, schools, districts, and beyond.

Abstract:

State and national policy makers for 150 years have promoted public access to higher education, supported through state tax funds and more recently through federal direct appropriations and tax expenditures. In the past 3 decades, state tax funding of higher education has declined, resulting in increased reliance on tuition and reduced college affordability, thereby raising barriers to access. There are also vast differences in how well states fund higher education, with some providing more generous tax funds and others steadily providing less.

Higher education researchers have conducted ongoing inquiry regarding factors that may influence the level of state legislative support for higher education. These include institutional, political, economic, cultural, demographical, and fiscal factors. Several have pointed to what appears to be an inverse relationship between state funding of higher education and state funding of Medicaid.

This study employs regression analyses of a 20-year, 50-state panel of data (1992-2011), considering the changes in budget share devoted to higher education, Medicaid, K-12 Public Education, and Corrections. During that 20-year period, higher education's share declined in 33 states, Medicaid's increased in 44 states, and 28 states experienced both a decrease in higher education's share and an increase in Medicaid's. Also considered were political party control of states, and changes in Gross State Product. The analysis tries to determine if increases in Medicaid's share is contributing to a decline in the share for higher education, and whether the share for each budget category explains state funding variations.

A fixed effects regression model, taking into account both the differences within (across time) and between (across states), determined that 85% of the variation in the error term is due to the wide cross-sectional state differences. This calls into question much of the prior research that relied on ordinary least squares regression models, and did not account for what Zhu called "cross-unit heterogeneity". These findings indicate that additional research is needed, both quantitative (considering groupings of states rather than all 50 states), and interpretive case studies to elicit more insights and research questions that will yield more definitive answers about budgetary tradeoffs between higher education funding and other budgetary categories.

Abstract The policy of financing with extraordinary biding subsidies as implemented by the Secretariat of Public Education (SEP) for Public State Universities (UPES) between 2001 and 2013 is analyzed. The results indicate that, with some regional differences, this form of distributing of Public resources has been effective by rewarding the Institutional Progress of those UPES in matters of quality, impacting their institutional processes of consolidation in a positive way, contributing to social equity through more and better educational spaces and diminishing the performance gaps between them during the period. Abstract:
In 2021 a new Law on Administrative Territories and Populated Areas came into force in the Republic of Latvia. To reduce fragmentation, the number of municipalities and State cities was reduced from 119 to 43. There were no changes in 11 local governments, however, other new structures were formed by merging two to eight local governments. On the one hand, these changes are creating new challenges in the education process and institution management, but on the other hand – larger local governments with larger numbers of schools and students opens up new opportunities. One of the opportunity is to make a more accurate assessment of student achievement, which characterizes the performance of a local government’s educational institutions. The aim of this article is to show that despite the great differences between local governments (e. g. population differences from 3 to 614 thousand) it is possible to assess the quality of education in local governments by using data from state examinations and international comparative education studies. Over the last few years Latvia has taken part in IEA (International Association for the Evaluation of Educational Achievement), ICCS (International Civic and Citizenship Education Study), PIRLS (Progress in International Reading Literacy Study), and TIMSS (Trends in International Mathematics and Science Study), as well as in OECD PISA (Programme for International Student Assessment). To obtain the results the data were used from all mentioned studies. This article was supported by European Social Fund project No. 8.3.6.2/17/I/001

Abstract:
This paper studies the impacts of state appropriations on staffing and salaries at public higher education institutions in the United States using employment and revenue data from the Integrated Postsecondary Education Data System, along with an instrumental variables strategy borrowed from Deming and Walters (2018) and Chakrabarti, Gorton, and Lovenheim (2020). The instrument sidesteps the potential endogeneity of state appropriations for a given institution in a given year by interacting an institution’s historical reliance on state appropriations with total state appropriations for all higher education institutions in a given year. The results suggest that higher state appropriations are associated with an increase in tenure-track assistant professors at four-year institutions. They are also associated with an increase in part-time instructional staff at both four-year and two-year institutions. However, they are not associated with a change in the number of tenured faculty. Appropriations are also positively related to salaries for a variety of employee groups, although notably not for instructional staff who are instructors, lecturers, or without an academic rank. Overall, the results show that public higher education institutions use state appropriations in a variety of ways, but I do not find evidence that they replace contingent faculty with tenured or tenure-track faculty when appropriations rise.

Abstract:
The use of digital technology in various fields of education today is one of the most important trends in the educational process in the world. The article presents the results of the analysis of the current state of implementation of ICT in the educational process of institutions of general secondary education in Ukraine. For this purpose, a survey was conducted among students of the first year of the Zhytomyr Polytechnic State University, within which 17 questions were asked to students related to the use of information and communication technologies in the educational process. As a result of the research, the introduction of the discipline “Educational technologies and digital education” into the training of future information technology specialists was substantiated, as well as the certification educational program “Information systems and cloud technologies in the educational process”, designed for general education teachers, educators for higher education institutions, experts in the field of additional educational services, and other professionals.

Abstract:
The purpose of this study was to understand the infrastructure that states have built for leadership-relevant professional learning by identifying the long-term leadership development initiatives supported by states and analyzing their purposes, target audiences, and scope. We conducted a scan between March and May of 2023 using search engines, state department of education websites, and other web-based documents. We found that at least 26 states support ongoing statewide leadership development initiatives to build the knowledge and skills of in-service leaders. This report provides examples of different states’ initiatives related to each of these functions. It also briefly addresses the federal, state, and local funding sources that states draw on to develop and sustain these initiatives.

Abstract:
This study uses Data Envelopment Analysis (DEA) to evaluate the efficiency of state public education systems in Brazil. State government spending on education and state gross domestic product are interpreted as input variables, with the latter being non-discretionary. Output variables are based on the number of state public school students taking the ENEM (Exame Nacional do Ensino Médio, a national exam taken at the end of high school studies) and the Prova Brasil (a national exam taken at the end of the 5th and 9th grades) and their scores on these exams. Variables were not scaled per capita in order to allow us to draw conclusions about economies of scale. The main result was a negative correlation between per capita state spending on education and the relative efficiency of the state educational system, indicating that there is a limit to per capita educational spending beyond which technical efficiency in educational programs falls significantly.
