Abstract:
Young people leaving state care have been found to experience deficits in all aspects of their life cycle. These include homelessness, poor educational and employment outcomes, involvement in juvenile crime and prostitution, mental and physical health problems, early parenthood and inadequate social support systems. These poor outcomes experienced by care leavers result from a range of factors relating to their pre-care abuse and neglect, poor quality and unstable care history and inadequate support for their successful transition to independence. Young people leaving state care in Victoria are currently lacking the ongoing and guaranteed support that would be expected of a good parent. Using relevant local and international literature and findings from a qualitative study involving 10 care leavers, this paper examines the factors that contribute to negative as well as positive outcomes for young people leaving state care. Some conclusions are drawn regarding policy and practice reforms that could lead to improved outcomes for care leavers.

Abstract:
In 1852, the Museum of Ornamental Art, today the Victoria and Albert Museum, opened its doors to the public. Taking part in a general reform of the British art and design education system, the museum sought to instill what were considered good design principles. To do so, a museographic strategy that proved to be as popular as it was controversial was chosen: the exhibition gallery entitled “Decorations on False Principles,” which immediately became known as the “Chamber of Horrors.” This gallery, a dogmatic expression of the functionalist conception of ornament advocated by the museum, referred through its nickname to another then famous Chamber of Horrors, the one in Mme Tussaud’s wax museum. In this paper, I will first argue that the Museum of Ornamental Art’s Chamber of Horrors is an early example of the association of ornament with crime that reappears in later design theories. Second, by examining the means taken to transmit the idea of the criminalization of ornaments designed after “bad principles,” I demonstrate why the concept of the Chamber of Horrors is in itself doomed to failure. I thus analyze this uncommon exhibition as a manifestation of the museum’s aesthetic philosophy and mechanisms at a time when the institution’s modalities were still in the process of elaboration.

The overall improvement in the health of Australians over the last decade has concealed a widening gap between the health of the rich and the poor. Orthodox responses to health inequality based on improving access to health services and changing the behaviour of high-risk groups have not led to a more equal distribution of health outcomes. This paper assesses the policy and practice implications of the causal nexus between health inequality, socioeconomic status, social exclusion and locational disadvantage. In addition to more traditional redistributive macroeconomic and social policies, the paper identifies the need for targeted responses to spatial concentrations of inequality. The Victorian Neighbourhood Renewal initiative is introduced as a place-based social model of health that ?joins-up? government and builds inter-sectoral and community partnerships to tackle local sources of health inequality. Neighbourhood Renewal intervenes in key material, psychosocial and behavioural pathways to morbidity and mortality by transforming poor housing, creating employment, improving education, rejuvenating local economies, reducing crime and building community resilience.

Abstract:
This article presents select findings from ‘farm crime’ victimisation surveys undertaken in the two most populous Australian states of New South Wales and Victoria. We examine the findings in relation to farmer crime victimisation, their willingness to report crime, and their worry about crime, as well as farmer perspectives on policing generally and the policing of farm crime specifically. In both states, there are high levels of victimisation, high levels of worry, low- to mid-levels of confidence in the police, and there remains a gap between experiences of farm crime and reporting. Both states have police tasked specifically with addressing farm crime. The Victoria Police have Farm Crime Liaison Officers that specialise in assisting with farm related crimes, however this is a voluntary role which forms part of an officer’s larger workload. By contrast, the New South Wales Police Force Rural Crime Prevention Team is a dedicated team consisting of specialised rural crime investigators and intelligence practitioners focused on proactive and preventative interventions in farm crime. Farmers in both states were surveyed regarding their awareness and engagement with these rural policing teams, and we examined how this may shape victimisation, reporting, worry and the relationships between police and farmers. In New South Wales, awareness and direct contact with rural crime police led to both increased satisfaction with police and crime reporting. Respondents with awareness of this team also express significantly less worry of crime, whilst those with direct contact did not. We conclude the article by discussing and contextualising these findings within rural criminology and considering ways forward for the policing of farm crime.

Abstract:
The topic of training specifically designed for investigators of sexual offences has received little attention from academic researchers to date. Previous studies have not described training provided to police investigators of sexual offences in Australia. This thesis developed Turnley’s Framework for the Examination of Police Training in Sexual Assault Investigation, to examine and describe a Sexual Offences and Child Abuse Investigative Teams (SOCIT) Course, provided to Victorian Police from 2009 to 2011. This entailed triangulation of findings from non-participant observations of one SOCIT Course, with quantitative and qualitative data sourced though an in-depth interview with course trainers; feedback sheets voluntarily completed by trainees who undertook the course and responses from an online survey of 44 police who completed a course between 2009 and 2011. A description of the course design, resourcing, content, delivery, individual and organisational outcomes are presented as findings. Trainees reported the SOCIT course to be highly relevant for the work of specialist sexual assault investigators, with 80% of survey respondents self-reporting a change in their attitudes towards victims of sexual offences as a result of the SOCIT training. Despite these self-reports, findings from the survey indicate the maintenance of negative attitudes by some police in relation victims. The findings of this thesis concur and support findings of the Policing Just Outcomes Project with regard to the need for police to focus on, and refine the process of selection and recruitment, for this specialised area of police work.

Abstract:
This thesis studies the interactions between education, work and crime as a response to highly relevant and debated educational policy reforms: changes in compulsory school laws. In Chapter 1 a study of the recent trends of crime in the United States (US) is presented, along with a general theoretical model of crime as a rational individual decision shaped by different incentives. In the empirical section of the chapter, the use of individual-level data and exogenous variation in compulsory schooling laws helps to establish causality between educational attainment and incarceration in the US between 1960 to 2010 using an instrumental variable design. Chapter 2 looks more closely at the relationship between the policy reforms, education and crime in the recent period since 1980. Using arrest, incarceration and education data for males it establishes a fading response of educational attainment to changes in the laws, through a prevalent reduction effect stemming from the stricter law requirements adopted. In Chapter 3, the negative effect unveiled in Chapter 2 is carefully analysed through a multiple discontinuity design so as to better understand the channels through which compulsory schooling laws operate to reduce crime. Using detailed arrest data since 1974, evidence is found in favour of strong incapacitation effects in the short-run, complemented with dynamic incapacitation effects in the medium-run among young males. Finally, Chapter 4 looks at the response of females to these educational reforms in terms of crime and teenage pregnancy outcomes. Using a multiple discontinuity design, it is found that females respond similarly to their male counterparts with respect to crime and furthermore show a reduction in teenage pregnancy rates as a response to the same changes in compulsory schooling laws. Nevertheless in this chapter it is shown that the crime reducing effects of the laws are heterogeneous according to demographic, labour market and school quality regional conditions.

Abstract:
This dissertation consists of three essays on schools, crime, and punishment. The first essay — stemming from collaborative work with Christopher Jencks, Anthony Braga, and David Deming — uses longitudinal school and arrest records to examine the long-term effects of winning the lottery to attend one's first-choice high school on students' arrest outcomes in the Boston Public Schools. The second essay uses quasi-experimental regression and matching techniques to examine the effect of out-of-school suspension on serious delinquency using the 1997 National Longitudinal Survey of Youth (NLSY97). The third essay examines the increasing use of exclusionary school discipline and incarceration since the 1970s from a life course perspective. It advances the notion of a "disciplinary career," which captures disciplinary experiences across three domains: home, school, and the juvenile and criminal justice systems. In this essay, I use the NLSY97 to estimate the prevalence of various disciplinary experiences across the early life course and draw on qualitative data from the Boston Reentry Study to explore how individuals who experience high levels of harsh discipline perceive the interplay between offending and punishment over time. I close the dissertation by discussing these essays' implications for theory and policy.

This paper looks at the development of Electronic Commerce specialisations in an MBA program, and particularly at a recent specialisation developed at Victoria University, Australia for its local and overseas MBA students. These MBA specialisations are very popular in Australia, and half of the MBA programs with specialisations have one in an e-Commerce related field. An examination of some of these specialisations highlighted in the literature, or in Australian universities, shows that the two most popular topics in them are e-Marketing, the management of e-Commerce in business and e-Commerce business models. Victoria University has recently introduced an e-Commerce specialisation that targets these areas, as well as other popular uses of Internet technologies in business and the development of e-Commerce web sites. This specialisation is explained in the paper, along with the different modes ol the specialisation delivered at Victoria University campuses in Melbourne, Singapore and Beijing.

The SAP technical infrastructure facilitates the development of courses using Internet technology and has particular suitability to the teaching of programming. Export education forms a major part of the Australian economy. Australian universities are now not only accepting overseas students into Australian campuses; they are setting up overseas-based campuses. This is often through an arrangement with a local educational institution or organisation. Subjects in these institutions are delivered by a combination of Victoria University Australian-based staff and local faculty. One of the primary programs being delivered overseas by many Australian institutions is the Master of Business Administration (MBA). This paper examines the delivery of the core information technology units, Management Information Systems (MIS), by Victoria University in Australia and overseas (in Bangladesh). The structure of the MBA at Victoria University in Australia and overseas is examined and the MIS subject explained. Results of a survey of MBA students’ views of the content of MIS, conducted in Australia (1997-2000) and Bangladesh (2001) are reported. There is little difference in the attitudes of students of both countries in relation to the topics covered in the subject, nor on the breakdown of the subject between ‘hands-on’ applications and more formal instruction. There are some differences in relation to the level of Internet and e-mail usage, with Australian students tending to use these technologies on a greater basis as a proportion of their overall computer usage.

Abstract:
This paper presents the results of a development gap analysis for Haiti using a geospatial approach. Gaps are calculated and characterized by means of qualitative and quantitative techniques, including macroeconomic, microeconomic, and geospatial data analyses. The analysis identifies, presents, and discusses 16 sectoral gaps. It is then expanded by overlapping the sectoral gaps to identify possible relations and spillover effects between them. The results suggest that transportation, early childhood education, and crime and insecurity gaps are the most significant in terms of the area and population affected. Results also show that 24 percent of the area of the country and 9.9 percent of Haitians are affected by nine or more overlapping gaps, particularly in the Nord-Ouest, Artibonite, and Centre departments. In terms of the links between sectors, crime and insecurity gaps tend to overlap with gaps in early childhood education and employment opportunities.

This paper summarizes recent evidence on the effects of migration on a variety of outcomes including labor markets, education, health, crime and prejudice, international trade, assimilation, family separation, diaspora networks, and return migration. Given the lack of studies looking at migration flows between developing countries, this paper contributes to fill a gap in the literature by providing evidence of the impact of South - South migration in general and for the Latin American countries in particular. The evidence highlighted in this summary provides useful insights for designing policies to leverage the developmental outcomes of migration while limiting its potential negative effects.
