Abstract:
In the context of current proposed transformation of economic development of the region are actively rely on capital from investment to promote economic growth mode to a mode relying on technological progress to promote economic growth up. Therefore, this paper selects the sample data of Chongqing from 2010 to 2017, and based on the empirical analysis of the Solow residual value model, using SPSS statistics 25 software, studies the contribution of Chongqing’s capital investment and labor input, especially technological progress, to economic growth. The research shows that the contribution rate of Chongqing’s capital input to economic growth has always been at a relatively high level, but it has shown a general downward trend. At the same time, the elasticity coefficient of capital input is small, indicating that its contribution to economic growth is small; the contribution rate of labor input fluctuates greatly but the impact is small; the contribution rate of scientific and technological progress to economic growth shows an overall upward trend, which has become an important factor for driving Chongqing’s economic growth after capital investment. Therefore, governments must accelerate the transformation of the economic development mode, vigorously promote the development of science and technology, and rely more on scientific and technological progress to promote economic growth and achieve sustainable economic development.

Abstract:
Previous studies have highlighted technological innovation as a key instrument for economic development. However, although the relationship between innovation and economic growth has been extensively explored, few studies have investigated the impacts of crucial dimensions of innovation on economic growth. This paper presents one of the first empirical attempts to analyze how the “diversity” aspect of technological progress (or innovation) influences economic performance by considering the possible bidirectional causal effects between these two factors. A series of econometric techniques, including a two-stage-least-squares instrumental variable and dynamic autoregressive distributed lag model, are applied on a dataset of 55 countries. The dataset includes patent data from the United States Patent and Trademark Office and combined macroeconomic data from the World Bank’s development indicators and International Monetary Fund’s economic outlook databases. The results show that generally, technological diversity does not directly affect economic growth. By contrast, a negative effect of diversity on GDP per capita is observed in non-high-income countries. This study contributes to the macroeconomics and innovation management literature by providing an integrated empirical application of various popular firm management theories and a well-known endogenous economic growth theory.

Abstract:
Technological progress is an important embodiment of innovation-driven, but also the main determinant of sustained economic development. Technological advances lie in the introduction of technology, learning, imitation, and independent research and development. The introduction of technology to developing countries can accelerate technological progress, reduce the technology gap, and promote sustained and rapid economic development. If the technology gap between developed and developing countries is, in fact, gradually shrinking, then the continual introduction and imitation of new technology can easily lead to “path dependence” and technical bottlenecks in developed countries. This trend may also be unfavorable for the protection of intellectual property rights. Due to the externality of knowledge and the cost of imitation, there exists an internal Nash equilibrium point between the R & D strategy and the imitation strategy. In this article, we use population dynamics and the replicon dynamics of R & D and imitation, as well as equilibrium conditions, to optimize the investment path of the enterprise. The balance between the number of R & D and the number of imitators depends on the proportion of the output elasticity of the R & D enterprise. Due to the existence of this balance, the rate of technological progress and the rate of capital growth were found to increase in proportion. Our empirical analysis confirmed this result and found that the transnational flows of the factor affect stability. Therefore, innovation-driven technological progress was found to be an important determinant of sustained economic growth.

Abstract:
The study of the processes of development and functioning of global technological chains today is a relevant and extremely important aspect in the analysis of the factors of economic growth. Expanding the range of indicators that study the dynamics of technological progress and its impact on indicators of innovative growth, highlight the study of technological cooperation and ties at various stages of their formation. The article reflects the results of the analysis of the dynamics of the share of medium and high-tech industries in the creation of added value. It is shown that in resource economies this share is on average 30-40%. Analysis of data on groups of patent families related to biotechnology showed a significant decrease in patent activity in almost all leading countries. Perhaps this explains the current situation caused by Covid19 and the inability of the whole world to actively confront the pandemic. The presented technological advantage, calculated as the country's share in patents for biotechnology in the total number of all patents, showed that Russia is the only one who has halved its share of its presence in the world patent databases.

Abstract:
This article examines the growth theory of Robert Solow1 , which has been a point of reference of economic growth since the 1950s. First, the article analyzes the path-breaking model of growth contained in Solow’s article “A Contribution to the Theory of Economic Growt” published in The Quarterly Journal of Economics (1956). Second, it looks at the contribution of Solow to growth accounting and to the new method of studying capital formation in economic growth through the vintage ap- proach. Therefore, the work analyzes the article “Technical Change and the Aggregate Production Function” published in The Review of Economics and Statistics (1957). In the latter publication, Solow, through the aggregate production function, tries to measure growth and provide an explanation of the nature of technical progress. The article also examines Solow’s 1960 essay “Investment and Technical Progress” based on the hypothesis of embodied technological progress and the vintage approach.

Abstract:
Public policy analysis of optimal patent regimes is often framed as a tradeoff between static and dynamic efficiency. In this analytical framework, weak patent protection and strict antitrust policy are taken to be directed toward static concerns, while protection of intellectual property through strong patent laws is taken as a reflection of broader social concerns for long-run growth and technological progress. This characterization has some truth, but the magnitude of the conflict between static and dynamic efficiency, can easily be exaggerated. In this article, I want to argue that weak patent protection need not be inimical to economic growth and, conversely, that strong patent protection need not be an enemy of diffusion. Appropriately structured patent law and antitrust rules can together ensure incentives for R&D and also induce cooperation among firms in diffusing R&D results through licensing and other means. At the same time, cooperation among firms at the R&D stage can counterbalance weak patent protection by internalizing spillovers from ongoing R&D programs, and such cooperation may also produce additional spillovers from the existing knowledge.

Innovation is a fundamental factor of technological progress, economic growth, development and prosperity around the world. Continuous improvement of innovation is the focal part in the development policy of the world's leading countries and presents the key element of the development strategy of the EU - Europe 2020. The economy of AP Vojvodina is still characterized by a low level of innovation. The consequences of a company's insufficient care for technological development based on its own innovative work is a very small number of protected innovations, especially patents and petty patents in our country. The subject of this paper is the research into the current state and number of innovative small and medium enterprises (SMEs) that started business on the basis of their innovation, especially patent or petty patent in AP Vojvodina. Abstract:
In the economic growth models, technological progress is either exogenous or endogenous. The endogenized theory is based on analytical modeling of the economic process in order to include the event of innovating. Theory around the subject innovation and economic growth also includes several independent parameters that have a strong impact over innovation. However, few of them established creativity as an independent parameter of innovation. The present paper aims to extend the endogenized theory in order to include creativity as an independent parameter of innovation, based on the evidence of a panel data of 28 countries, through 8 years. A theoretical model, a multiple linear regression, an ANOVA analysis and correlational matrixes were used in order to fulfill our purpose. Results show that innovation is determined by the level of knowledge twice as much as the level of creativity. A conceptual framework for an extension of endogenous growth models, in order to include creativity, is presented in the paper. The model can enhance economic growth by fostering creativity or knowledge and thus, the size of innovation, which is the main driver for economic growth in the model presented.

As we know, AI is deeply integrated with all walks of life. While upgrading traditional products and transforming traditional industries, a large number of new products, new industries and new formats have emerged in large numbers, and new industrial space has been further expanded. The potential for steady economic growth remains huge. However, the influence of merelygrowing capital asset and labor force dimension in terms of boosting economic progress has been waning globally. Considering the China’s data panel data outlying areas during 1978–2017 as the research sample, possible economic growing rate of Chinahas been calculated in detail according to the labor-intensive structural time-varying elastic model. It shows a U-shaped development track during 2018–2027, with an average growth rate between 5.00%and 6.00%. There are also great variances in the probable economy growing rates in different regions in China. It shows that relying solely on traditional factors of production to drive potential economic growth, China has been unable to maintain the prosperity of stable development over the past few decades. Based on the experience of typical representative countries, this paper also puts forward some relevant countermeasures and suggestions including focusing on a new round of technological revolutions such as big data, new generation AI, 5 G, IOT, cloud computing, robotics, and blockchain to progress economical growing rate of China in the future.

Growth rates are one of the leading performance indicators of countries in global competition. Generally, growth leads to an increase in employment rates. Technological investments have a larger share in growth in developed countries. In developing countries the share of infrastructure investments in growth is higher. Infrastructure investments, while stimulating the economy during the investment period, make a very limited contribution to the economy in the period after the investment is over. Industrial investments, on the other hand, contribute to continuous economic growth as they will sell products to the domestic and foreign markets, especially after the investment period. While growth rates follow a more stable course in economically developed countries, they follow a more volatile course in developing countries. If we examine this situation, the economic, social, political, democratic, legal, etc. of the developed countries. They have sufficient progress in these areas and appear as a safe haven in the global capital markets. With this study, the effects of R&D expenditures, number of researchers, scientific publications and obtained patents on national income between 2001 and 2016 in Turkey were investigated. As a method, ARDL and Granger Causality analysis were used by producing different econometric models. According to the results of the causality analysis, it has been determined that there is a one-way causality from economic growth to patent. When the ARDL analysis was examined, it was revealed that there was a positive and 2.5% relationship between R&D and economic growth. In long-term analyzes, however, significant results could not be obtained between R&D and growth.

Purpose: comparative analysis of the progress parameters of energy efficiency (EE) policy in the Volgograd region, taking into account the peculiarities of the region’s energy-economic development; identification of growth areas for energy efficiency management in the region. Discussion: evaluation of effectiveness and identification of priority growth areas for energy efficiency policy in the region can be carried out through the use of statistical methods and comparative analysis based on Rosstat (Russian State Statistics Service) data and State reports on energy saving and energy efficiency improvement in the Russian Federation. Results: the effectiveness of energy efficiency policy in the Volgograd region is characterized by the above-average level in such areas, as improving the management system; financial incentives and funding; measures of support. The sphere of technological regulation is at the below-average level. Priority areas for improving the EE policy in the Volgograd region are primarily administrative measures that do not require additional funding. These measures involve the inclusion of energy efficiency indicators in every sector development program in the region; the development of an action plan for energy saving sphere for 2018–2025; the introduction of regional requirements for energy efficiency in construction sector; drawing up an annual regional report on energy saving and energy efficiency in the region.

Purpose – The purpose of this paper is to analyze and summarize the development of science and technology (S & T) policies in China from a government-driven perspective in chronological order. To develop knowledge-based economy, China enacts a range of S & T policies since “Reform and Open Policy” started in 1978. Furthermore, it investigates the overall effects of these S & T policies on university-industry linkages (UILs). Design/methodology/approach – This paper conducts an analysis framework of S & T policies in historical sequence to explain how government drives UILs to stimulate technological progress and economic growth in China. Findings – More than a site for high-quality workforce education and knowledge spread, universities as an important part of national innovation are required to participate in economic activities. Considering that most Chinese universities are national, S & T policies with particular regard to university technology transfer would be more important and essential. This research finds that S & T policies enacted by government have made critical contributions to UILs in economic transition period, such as improving academic faculty, enhancing university–industry collaborations and supporting university spin-off formation. The experiences of China suggest that government should enact more effective S & T policies in the knowledge-based economy era. Practical implications – First, universities need to educate high-level human resources that are important for economic growth and social development. Second, universities need to engage in R & D activities and enhance their collaboration with industries, such as consulting services, research contracts with industry, patent licensing and other general knowledge commercial mechanisms. Third, universities also can directly transfer commercial knowledge to start up new businesses by itself or in partnership with industrial sectors. Without doubt, a series of S & T policies or programs enacted by China’s government to drive entrepreneurship continuously played critical role in the UILs over the past 26 years. Originality/value – This paper is a pioneering work on how S & T policies enacted by government drive UILs to stimulate technological progress in transitional China.

The paper analyzed the National Innovation System (NIS) and economic development in developing countries like Nigeria. The objectives of the paper were to examine the nature of innovation systems in Nigeria. It also investigates the effects of NIS on economic growth and development in Nigeria. The review of literature suggests that NIS is more than just technological innovations, it includes the interrelationships between firms, governmental institutions, NGOs, and international institutions who engage in one form of R&D activity or the other in a country. The paper employed both descriptive statistics and generalized linear models (GLM) to explain the NIS and economic development in Nigeria. The results from the descriptive analysis revealed that the nature of the Nigerian innovation system is weak and still evolving. It reveals that low performance and high variations in NIS indicators such as industrial design applications, patent right applications, trademark applications, methodology assessment of statistical capacity, high technology exports, ICT goods exports, ICT goods imports and ICT services exports, and agricultural raw materials exports and imports in Nigeria. The regression results also revealed that NIS (R&D expenditures) is a significant positive determinant of economic growth and development in Nigeria. The paper also showed that human capital, industrial production, stock market capitalization, trade openness, foreign direct investment, and exchange rate regimes are significant determinants of economic growth and development in the NIS in Nigeria. Projecting economic growth and development to higher levels and achieving the projections remains the main objective of government policies in Nigeria.

Abstract:
The objective of this paper is to investigate the effects of institutions on national rates of inventive activity. Invention, part of the innovation process, is acknowledged as one of the driving forces behind economic growth, and patent statistics are frequently used as a measurable indicator of inventive output. Thus this paper explores the relationship between national patent statistics and measures of institutional quality. As a result of our research, the effect of the “threshold of inventive activity” was observed. This effect demonstrates that when countries reach a certain level of institutional development and attain a general institutional climate conducive to inventive activity, the number of patent applications begins to sharply increase. The paper contributes to the body of evidence that confirms that a combination of fundamental institutions like the rule of law or freedom of expression, which are not necessarily aimed at boosting innovation, create an overall environment conducive to patenting. We demonstrate that “mid-range emerging economies”, including those in Central and Eastern Europe (CEE), where the quality of institutions is lagging behind more developed counterparts and/or their influence is weak or sporadic, have not yet reached the threshold of inventive activity yet. However, those CEE countries that have acceded to the European Union first have made visible progress with respect to institutional quality and invention.

New Product Development (NPD) is the output of technological innovation, and the best way that must be developed as a strong foundation for decision makers to achieve sustainable competitiveness progress is the new product development and institutional integration. If productivity and economic growth are the main keys to success in achieving sustainable competitiveness, the NPD and institutional integration is the main determinant of the progress of sustainable competitiveness. The conclusion of this study is that productivity and economic growth is not enough to be the main key of the strength of competitiveness, but it also requires collaboration from various fundamental factors and the NPD and institutional integration as a driving force, the best way, and the main determinant of the achievement of the performance progress of sustainable development competitiveness.

Abstract:
Objective: An understanding of when one or more external factors may influence the evolution of innovation tracking indices (such as US patent and trademark applications (PTA)) is an important aspect of examining economic progress/regress. Using exploratory statistics, the analysis uses a novel tool to leverage the long-range dependency (LRD) intrinsic to PTA to resolve when such factor(s) may have caused significant disruptions in the evolution of the indices, and thus give insight into substantive economic growth dynamics. Approach: This paper explores the use of the Chronological Hurst Exponent (CHE) to explore the LRD using overlapping time windows to quantify long-memory dynamics in the monthly PTA time-series spanning 1977 to 2016. Results/Discussion: The CHE is found to increase in a clear S-curve pattern, achieving persistence (H~1) from non-persistence (H~0.5). For patents, the inflection occurred over a span of 10 years (1980-1990), while it was much sharper (3 years) for trademarks (1977-1980). Conclusions/Originality/Value: This analysis suggests (in part) that the rapid augmentation in R&D expenditure and the introduction of the various patent directed policy acts (e.g., Bayh-Dole, Stevenson-Wydler) are the key impetuses behind persistency, latent in PTA. The post-1990’s exogenic factors seem to be simply maintaining the high degree and consistency of the persistency metric. After the recent economic crises, a necessity for industrial policy developing became obvious both for developed and developing countries. In 2014 Russia adopted a Fundamental federal law on industrial policy, but there are however a number of problems to be solved, such as an assessment of the impact of the implementation of industrial policy alternatives. In the author's opinion, the solution of these problems can be based on the concept of techno-economic paradigm shift. Using the correlation and regression analysis, the dependence of GDP on the development of high-tech industries was studied on the example of technologically advanced countries (USA, China, and Japan) and also Russia. The study was conducted in the absence of developed tools and limited statistics which could provide an indirect basis for assessing the impact of techno-economic paradigm on economic growth and well-being of the population. The author concludes that of the three examined indicators, the high-tech export is the most representative. It can thus be recommended as one of the criteria for assessing impact evaluations of the implementation of industrial policy, which can meet the challenges of scientific and technological progress at the shift of techno-economic paradigms.

The article deals with economic convergence, which has long been one of the most important issues in the field of economics. The aim of the study is to identify the factors which determine the economic convergence of voivodships, i.e. provinces (and more specifically, factors responsible for the regional differentiation of GDP per working person) and to assess the strength of their impact. The study was conducted for the years 2014–2019 on the basis of data provided by the Local Data Bank of Statistics Poland. The aggregate production function of the Cobb-Douglas type was used. It allows the influence of the accumulation of production factors to be separated from the influence of the changes occurring in the applied technology on economic growth in voivodships and, consequently, on the process of economic convergence. The achievement of the aim of the research necessitated the decomposition of the aggregated production function. The results of the study did not confirm the occurrence of economic convergence in voivodships. A tendency was observed for the regional differentiation of the GDP per working person to deepen during the examined period, which resulted from the differences in the spatial accumulation of physical capital and technological progress.

PurposeIn fast urbanizing economies such as Sri Lanka, the construction industry tends to fragment into almost separate spheres of production with little or no reciprocal connection in training, know‐how and career development paths, and consequent limitations in internal knowledge dissemination and technology transfer. This type of industrial compartmentalization is detrimental to the social acquisition of skills, and restricts the operational frameworks of given technologies, especially in low‐cost sectors. Against this backdrop, this paper sets out to speculate on how design can act as an engine of social and economic growth for those involved in its production.Design/methodology/approachBased on government statistics and building output analysis, the paper argues that architects can build labour policy‐making into the design of their buildings, provided that such an agenda is developed strategically, by examining the industrial base of the region, and by defining a design and technological vocabulary that feeds off the analysis of place‐specific conditions, limitations, and ambitions.FindingsThe integration of technological development and broad socio‐economic growth can be facilitated by “open” (or “incremental”) industrial design strategies aimed at connecting construction markets rather than keeping them separate. Climate change is one of the most serious concerns confronting humanity today and is threatening the sustainability of life on Earth. Human activities over the years are responsible for rapidly degrading environmental sustainability, which has created unprecedented challenges. China's economic growth and carbon emissions have risen sharply during the past four decades. As part of the Paris Agreement, China has pledged to reduce emissions to combat global warming. In recent years, China's economic growth is trending in the direction of digitalization as a result of the rapid expansion of the internet and the rising prevalence of digital technologies. This paper examines whether digitalization can affect CO2 emissions and offers solutions for China's green economy. The cross-sectional autoregressive distributed lag (CS-ARDL) method is used to determine the impact of digitalization on CO2 emissions. The data on variables for 30 Chinese provinces were collected from the China Statistical Yearbook and China’s provincial statistics. Using the provincial data on China, we found that digitalization affects CO2 emissions in stages. In the beginning, digital technologies increase energy needs, which can impair ecological sustainability. In subsequent phases, digital finance may lower the threshold for financial services, making it easier for enterprises to secure financing, which affects production, technological progress, CO2 emissions, and the environment. Most of China's provinces are digitally modifying their economic structures and changing their company dynamics, which, in turn, affect the environment.

The article proposes a patent protected proprietary technique for managing lean mining and use of mineral resources of Ukraine on the example of non-metallic minerals for construction. Proposed solution of the problem on the basis of the technological relationship between the production processes and the lean use of production products with forecasting the development of the extractive industry is new. Ukraine has significant reserves of rocks suitable for mining of building stone, construction sands and expanded clay. Analysis of official statistics on the volume of mining of construction stone, construction sand and expanded clay showed that over the analyzed period, which was 12 years, there were fluctuations in both the volume of production and the rate of their growth. Approximation and smoothing of rates of growth of volumes of extraction of the investigated nonmetallic minerals for construction of a polynomial function with use of a trend line is carried out. The analysis of the obtained results showed that the fluctuations of the investigated indicators of extraction of nonmetallic minerals for construction have a periodic, cyclical nature, correlate with each other and are related to the general economic state of the construction industry and the country. It is proved that it is possible to solve the problem of lean use of minerals by more balanced extraction of minerals, namely, establishing a correlation between extraction and use volumes. To predict the development of the industry, the author suggests using multifactorial economic and mathematical model for forecasting the development of complex systems. It is proved that such a model will allow controlling the volumes of mining of technologically related minerals in interdependence on the volumes of their use.

As an important force of technological progress, which is the key to transforming a country’s economy, it is human capital, and its foundation is high-quality education. Moreover, one of the main priorities of the Chinese Government is to build the “national scientific force” in the hope that China will make breakthroughs in advanced economic fields. Therefore, the development of the system of postgraduate professional education, including the training of undergraduates and doctoral students, is a top priority.This article gives a brief introduction to the history of the development of postgraduate professional education in China, shows the features of its formation, significant events and achievements obtained at each stage of the scientific training system formation. There is a detailed analysis of the processes taking place at the present stage, which began in 2010. The Chinese Government plays a primary role in establishing a competitive national system of postgraduate education.Based on data from the Ministry of Education of China, official statistics, publications that are publicly available on the Chinese Internet, and scientific articles published in leading world publications, the article shows how the number of universities training undergraduates and doctoral students, the number and structure of students in various specialties have changed over the past decade. The article presents the modern project of national scientific training system reform.

The article presents evidence that historically the emergence of intellectual property rights dates back to the pre-industrial stage of society’s development. The issuing of letters patent in England led to further development of intangible assets worldwide. The study considers chronologically social and economic development concepts which have been researched in academic papers of prominent scholars, namely, A. Smith, F. List, Knight, F. Machlup, W. Rostow, J. Galbraith, D. Bell, P. Drucker, and then highlights the key aspects that have affected the evolution of intangible assets. Thus, on the basis of reviewing the concepts developed by outstanding scholars, it is pointed out that the growth of intangible assets has been driven by knowledge and that a post-industrial society is based on unprecedented technological breakthroughs. Special reference is made to information viewed as the key production resource of a post-industrial society, whereas knowledge is seen as its internal source of progress. In a post-industrial society, people are regarded as capital. The essential importance and role of intellectual capital in company operations are embodied in professional and managerial skills of personnel. As shown in the article, there are not only research development concepts, but also normative documents, such as the Bulletin entitled «Amortization of intangible assets», in which intangible assets are identified as accounting items. Furthermore, the international system of intellectual property protection has been enhanced by the introduction of Paris and Berne Conventions. The paper also describes how the concept of intangible assets, which appeared in Ukraine’s legislation in 1993, is seen in the national legal system, specifically as intellectual property objects including industrial property and other items of property and use. With the introduction of Ukrainian Accounting Standards (UAS) 8 into the national legislation, it was firstly emphasized that intangible assets are non-monetary assets that, on the one hand, are non-material and, on the other hand, can be identified. The article also stresses that today’s society is passing a new stage of post-industrial development, which is accompanied not only by a rapid growth of service industries, science and education, but also by a significant increase of specialized knowledge in various fields. Finally, the need for further research of intangible assets is identified, since intangibles have a great impact on enterprise value and the competitiveness of the national economy as a whole.

The Russian manufacturing sector is concentrated in regions considered as potential centres of technological development, productivity growth and long-term export opportunities. Realization of this potential requires the timely implementation of effective support measures. Using relevant statistics, the study aims to analyse how budget subsidies affect the dynamic and structural aspects of the development of Russian industrial regions. The research methodology is based on assessing the total budgetary cost of government support and correlating it with regional industrial indicators. To this end, data from the Treasury of Russia, statistical indicators, industry databases and target indicators were examined. The study revealed that government subsidies not always positively affect the industry target parameters, even distorting market mechanisms. In general, the implementation of state programmes in Russia has led to an increase in export volumes, costs for innovative activities and labour productivity with stable employment in industry. However, in industrial regions, an increase in the share of the manufacturing sector does not cause an increase in economic growth. In addition, fixed capital investment in the manufacturing sector is lower in these regions. A sharp increase in the number of high performance employees due to the implementation of support measures was observed in Russia and individual industrial regions. In terms of innovative activity, the number of patent applications in industrial regions is significantly lower than the national average. The efficiency of industry support measures in the Russian Federation can be re-evaluated based on the obtained results. Future research will focus on further detailing the budgetary cost of government support and assessing its long-term results.

Technological progress is crucial for economic growth and enhancement of standard of living in any economy. But firms often have insufficient incentive for R&D, because in spite of patent protection, the benefits of R&D are not always limited to the firms that initially conduct the R&D activities. Consequently, governments around the world often undertake industrial policies to promote collaborative R&D efforts between firms in order to increase R&D. This paper examines the implications of cooperative R&D agreements for the societal well being. The R&D and price decisions are analyzed using a Bertrand Duopoly Model in presence of product differentiation in a two-stage game. It is shown that under cooperative R&D agreements R&D and output levels are larger and prices are lower than under non-cooperation. For complementary and independent goods, these results are valid for any degree of R&D spillover and for substitute goods they may hold even for sufficiently small R&D spillover. These results are more general than D'Aspremont and Jacquemin (1988) who have shown that cooperative R&D levels exceed those under non-cooperation only for large R&D spillover. As for the level of social welfare, this paper finds the cooperative as well as the non-cooperative R&D output and price levels to be socially inefficient. However, cooperative R&D agreements tend to dominate non-cooperative R&D ventures in terms of social welfare. This result also holds for any degree of R&D spillover for complementary and independent goods and even for sufficiently small spillover in the case of substitute goods.

AbstractMany years after the fall of communism, the Romanian wine industry has been still struggling to overcome lot of challenges such as erratic weather, unfair competition, lack of investments or the need for a clear vision of the future path of growth. The industry has reached eventually a level of maturity although there is still much to be done in terms of, among others, network-oriented management skills and the acknowledgement of the importance of the role of location for upgrading competitive advantages. Cluster development initiatives have become lately an important direction of economic policy, building on earlier macroeconomic stabilization efforts, opening up markets and reducing business costs. Companies that operate within a cluster, as opposed to those that are not integrated in such agglomerations, benefit from externalities thanks to their location, have better access to specialized suppliers, technological improvements and skilled labor, as well as direct connections to specialized knowledge flows. Is cluster formation and development a driver for the revival of the Romanian wine industry? What are the impediments that delay further progress? To answer these questions, a qualitative research was conducted with support of statistical data collected mainly from the Global Competitiveness Report, the Romanian Ministry of Agriculture and Rural Development, the National Institute of Statistics, and the International Organization of Vine and Wine. The paper focuses on the case of the vine and wine region of the Târnave Valley to understand the impediments for cluster development.

The interaction among the fuel ethanol industry, the technology system, and the market system has a substantial effect on the growth of the fuel ethanol industry which plays a key role in the formation of a sustainable energy system in China. However, we know little about the relationships among them and it is difficult to explore the nexus using econometric method due to the lack of statistics on China’s fuel ethanol industry. This paper develops a history-friendly coevolutionary model to describe the relationships among the fuel ethanol industry, the technology system, and the market system in China. Based on the coevolutionary model, we further assess the impacts of entry regulations, production subsidies, R&D subsidies, and ethanol mandates on the growth of the fuel ethanol industry in China using a simulation method. The results of historical replication runs show that the model can appropriately reflect the multidirectional causalities between the fuel ethanol industry, the technology system, and the market system. We also found that entry regulation is conducive to weakening the negative economic impacts induced by the growth of the grain-based fuel ethanol industry without affecting the long-term total output of the industry; production subsidies to traditional technology firms are helpful for the expansion of the fuel ethanol industry, but they also impede technology transfer in the industry; only when firms inside the industry are not in the red can R&D subsidies promote technological progress and then further accelerate the growth of the fuel ethanol industry; the ethanol mandate has a significant impact on industrial expansion only when a production subsidy policy is implemented simultaneously. Our findings suggest that more attention could be paid to consider the cumulative effects caused by coevolutionary mechanisms when policymakers assess the effects of exogenous policies on the growth of the fuel ethanol industry. More attention also could be paid to the conditions under which these policies can work effectively.

Unemployment is an important socio-economic problem for Ukraine, which defends its independence and integrity in the war with the Russian Federation. This is a complex macroeconomic phenomenon of economic life. The war in Ukraine has a detrimental effect on employment in the country. Currently, unemployment is becoming an essential element of life in Ukraine, which affects not only the social but also the economic situation in the country. It remains the focus of the population, the scientific community and the entire European community, and is one of the pressing issues in our home country. Unemployment is a macroeconomic problem caused by factors such as active hostilities, structural changes in the economy, declining economic development, scientific and technological progress, price ratios, seasonal fluctuations in production, insufficient aggregate demand, inflation, imperfect labor legislation, low level of professional training and retraining, inadequate level of employment programs and demographic processes. Considering the current situation in the country, unemployment is an acute problem facing the population of Ukraine in today's conditions. The reason for this is definitely the war for the independence and integrity of our country and at the same time the inefficient use of labor in the past and the lack of economic conditions that would allow people to apply their skills in productive work for a decent fee. That is why this phenomenon is both an economic and a social problem. Unemployment in our country, unfortunately, has become widespread and poses a real threat to state and public welfare. The article analyzes the current state of unemployment in Ukraine during the war and reveals the key reasons that cause it. Classical approaches to the interpretation of unemployment as a socio-economic phenomenon are studied and author’s interpretation of unemployment is outlined. The impact of the war with the Russian Federation on the defense of independence and integrity on the growth of unemployment in Ukraine is considered. Based on official statistics and data from the State Employment Service, an analysis of the level of unemployment and employment in Ukraine was conducted. In particular, the structure of demand for workers in Ukraine before and during the war is outlined, the number of vacancies and unemployed by regions of the country is analyzed, the volume of planned mass layoffs in the short term is revealed. Also, the peculiarities of the labor market in the wartime are studied, the main causes of unemployment in Ukraine are highlighted. Theoretical aspects of regulation of state policy in the field of employment are considered. Ways to overcome unemployment in Ukraine during the war are suggested.

This article aims to present changes in the use of electricity by service companies, resulting from regulations within the framework of increasing energy efficiency from the perspective of the implementation of the European Green Deal strategy. To achieve the above goal, the following research question was formulated: to what extent did the COVID-19 pandemic affect the implementation of energy transformation and electricity consumption among the surveyed group of recipients? It should be noted that, so far in the global environment, more and more electricity has been used every year, and this tendency is still continuous and growing. Therefore, in European Union countries, measures have been taken to balance demand and its rational use, resulting from the implementation of the European Green Deal strategy. According to the strategic goal of the indicated policy, EU countries are obliged to implement a sequence of actions enabling their transformation into a modern, resource-efficient, and competitive economy. In particular, the strategy aims to achieve three main goals: 1. Achieving climate neutrality by reducing net greenhouse gas emissions to zero in 2050; 2. Decoupling economic growth from the consumption of natural resources; and 3. Striving for an equal standard of living in all countries. Therefore, the behavior of individual countries should focus on providing the required amount of energy to ensure socioeconomic growth while reducing pollution and environmental devastation caused by traditional methods of energy production and use. There are numerous talks and debates about the defined tasks and mechanisms leading to the achievement of the indicated goals, in which hardly any mention is made of the methods of monitoring the progress and evaluation of individual projects at the stage of building a new green deal. This study aims to fill the research gap observed in the current state of knowledge on energy management in EU countries from the perspective of the European Green Deal strategy and changes in its management resulting from the conditions of the COVID-19 pandemic. Therefore, in line with the aim of the article: 1. Factors influencing electricity consumption in service enterprises operating in EU countries were indicated; 2. Energy consumption variability in these entities was determined; and 3. The correlation between electricity consumption and GDP growth in the service sector located in EU countries was indicated. Therefore, a hybrid research method was used to analyze the data obtained from the databases of Eurostat and Statistics Poland, which consisted of the following analyses: diagnostic-descriptive, main components, and wavelet transform. Based on the conducted research, it should be concluded that energy consumption among service companies operating in the EU market is conditioned by three sources of causes along with the relevant consumption factors. The first group includes energy and technical premises, along with technological determinants. The second is shaped by financial and economic motives, which include socioeconomic factors. The third group is related to environmental sources represented by the natural environment and geographic and meteorological factors. The increase in electricity consumption in service enterprises is related to the average GDP growth of EU countries following a two-way cause-and-effect relationship implemented until 2019. Nevertheless, since 2020, there has been a noticeable decrease in energy consumption by 14.01% by service entities, which results from the limitations caused by the COVID-19 pandemic and the implementation of the European Green Deal strategy. Meanwhile, the structure of electricity consumption growth was dominated by industrial enterprises (increased by 37.7%) and individual consumers (increased by 7.8%). The results of the research may motivate the managers of EU countries and enterprises to analyze the factors of energy consumption, its variability, and dependence on economic growth, which contribute to determining the forecast of future energy demand, in connection with the ongoing energy transformation resulting from the implementation of the European Green Deal strategy, and economic slowdown caused by the COVID-19 pandemic. The issues presented in this article are an attempt to fill the gap indicating practical experience related to the process of electricity management and management in the political, economic, and technological dimensions from the perspective of implementing the European Green Deal strategy and the conditions resulting from the COVID-19 pandemic.

This article analyses the Global and Ukrainian hotel industry development statistics and in particular, camping in 2020. In order to find ways to improve the competitiveness of Ukrainian campsites we look at statistics about travel and tourism impact of COVID-19. The hotel services sector remains today one of the most dynamically developed sectors of the Ukrainian economy. In recent years, the hotel market in Ukraine is gradually recovering after a sharp drop in 2014. Against this background, more and more investors are planning to buy a ready-made hotel business such as campsites. It is established that the development of the hotel industry is facilitated by the opening of low-cost airlines, which leads to an increase of foreign tourists number. However, according to the forecasts of the World travel and tourism council, the share of tourism in Ukraini-an GDP by 2028 will increase to only 1.7%, and the number of foreigners visiting Ukraine in a year will increase to 21 million from the current 15 in 2028 (the share of tourists among them less, since statistics take into account transit travelers), which indicates the low attractiveness of Ukraine as a tourist destination. The low pace of de-velopment of the industry is due to COVID-19 in the beginning of 2020 and the absence in Ukraine of legislation favorable for the development of the tourist industry and the necessary infrastructure, and the lack of quality ho-tels and campsites. Therefore, despite the increase in inbound tourist flow, Ukrainians themselves have been and remain the main guests of Ukrainian hotels and campsites, and the volume of domestic tourism continues to grow rapidly, especially in the south of the country. It is proved that hotel services markets of various levels including campsites represent an excellent opportunity for hotel operators to confidently enter the Ukrainian market and pursue a policy of expanding their influence in the industry. The dynamics of their development depends on how effectively the hospitality industry representatives will carry out the analysis of the market situation, which will also depend on the composition of participants in the Ukrainian hospitality industry market. The article analyzes Global and Ukrainian markets key camping statistics for 2020, identifies and explores key trends in the camping industry by demographics, best destinations, equipment, types of camping, customer behavior and reasoning, the latest technologies and other indicators. Introducing professionals and experts with the results of the article will contribute to positive changes in the Ukrainian camping market, which will increase the number of investors interested in doing camping business in Ukraine. Ukraine has a huge potential for the development of camping tourism, and the article should be the first step to increase interest in the development of this type of hotel business and prosperity in this niche. Above all, the accelerated economic progress seen in the East Asian countries is noteworthy. It is however regrettable that these countries have functioned up to date as recipients of technological information, but as unimportant suppliers of information. It is noted in particular that total number of researchers and engineers in Japan is equal to that of all the EC countries, and is next to the United States in respect of the huge scale of funds allotted to research and development. Recently in Europe and America, the research results in such a situation are not only highly appreciated but also taken many times as a warning of Japan's challenge in the field of high-technology. Meanwhile, Korea, Taiwan and China, with their efforts in accordance with their national policy formulated with a view to attaining a high-degree of industrial structure and promoting education related to science and technology, will become possibly formidable industrial countries in the near future not only for Japan but also for the Occidental countries. The emergence of East Asian countries in the fields of science and technology cannot be neglected. In spite of that, their results in the fields is unfortunately not thoroughly known to the world. The main cause being the linguistic difficulty, coupled with unfamiliarity or unskillfulness, we Japanese are hesitant in making research results public in English. However, the economic upswing in the East Asian countries is an important aspect in world history, leading to expectations in the West of a greater share of responsibility for these nations. In view of this situation, we, engaged in research and development of robotics and mechatronics, are now determined to be senders or dispatchers of information related to this field. It is not permissible to confine this information within specific countries or areas. Accordingly, we intend to make a worldwide contribution by publishing a journal, although based on the situation in Japan, containing excellent results and information sources related to robotics and mechatronics. Encouraged by the strong support and encouragement for our project by a number of prominent researchers and engineers in several countries including those in Europe and America, we decided to launch this journal on the following basic lines. (1) This is an English journal on robotics and mechatronics, and from Japan, covers the whole world. Introduction. Early industrial modernization, which entered the active phase at the end of the 19th and beginning of the 20th centuries, gave rise to a new reality, which significantly changed the position of man. The facets of this new reality were very different. In the article we will focus on one of them – the influence of the growing industrial environment on one of the main actors of industrialization, the industrial worker. The main objective of this work is to track the dynamics of accidents in the industry of the provinces of the Middle Volga region (Kazan, Samara, Saratov, Simbirsk and Penza) at the beginning of the 20th century, and also to identify how it correlated with changes in the most important indicators of industrial development – the number of workers and the number of factories and plants. Consideration of these parameters will allow to obtain new arguments in considering the effectiveness and efficiency of measures taken by the factory inspection and authorities aimed at strengthening the activities of the owners and administration of industrial enterprises to ensure safety and sanitary standards, as well as neutralizing the harmful effects of the industrial environment on the health of workers. Methods. To solve the set tasks, we used elements of the methods of socio-economic analysis, which allowed us to consider the object of study in the context of the influence of endogenous and exogenous factors on it. In the work, methods of information-statistical analysis were used, the results of which were visualized using a graphical representation of the obtained statistical data. The use of modernization theory made it possible to integrate the processes under consideration into the trend of industrial modernization, considering it at the level of subprocesses of a socio-economic type. Results. Based on the analysis of official statistics, the dynamics of changes in the intensity of industrial injuries in the factories and plants of the Middle Volga, supervised by the factory inspection was revealed. The tendency of a rather substantial increase in the total number of accidents with a simultaneous decrease in mortality among workers was revealed. It is shown that the growth of industrial injuries was disproportionately high compared with the change in two important indicators of industrial development: the number of industrial enterprises and the number of workers. The largest scale of industrial injuries was observed in the Saratov and Samara provinces, which generally corresponds to their relatively higher level of industrial development. Discussion and Conclusion. The analysis of occupational injuries statistics in the factories of the Middle Volga region, subordinated to the supervision of the factory inspection, clearly showed that the acceleration of the processes of early industrial modernization observed at the beginning of the 20th century posed new threats to the life and health of workers. Basically, they were technogenic in nature and were directly related to a new round of scientific and technological progress, the result of which was an increase in the scale of production and labor intensity, which increased the danger of work-related injuries and the growth of occupational diseases. Among other factors that aggravated the situation, one can note the low level of qualification of workers, their non-observance of labor discipline, as well as the lack of efforts on the part of the owners and administration of industrial enterprises in the field of labor protection.

The importance of researching the information component of innovative capital support is due to the formation of the knowledge economy and the need to increase the competitiveness of domestic agrarian enterprises. Innovative renewal of the capital of agrarian enterprises is a key to improving the efficiency of their work: increasing production and sales, reducing production costs, and increasing productivity. At the same time, the problem of the influence of the information component of innovation on capital remains open, which is a reserve for increasing the efficiency of its use and allows us to develop approaches to ensure the profitability growth of agrarian enterprises. Separate aspects of the use of innovations in the agrarian sector of the economy were considered by J. Sayer, K. G. Cassman, H. van Es, J. Woodard, G. Ye. Pavlova, and others. The aim of this article is to research interconnections that arise between the information component of innovation and types of the capital of an enterprise, taking into account agrarian specificity. Methodology. During the research and writing of the article, methods were used: monographic, abstract-logical, mathematical statistics, observation. Results. Any innovation is dual in nature, including the material foundation and the information component. Innovation on the impact on economic processes of enterprises appropriately divided into production (technical, technological, chemical, biological, and managerial) and sales (product and marketing). According to the results of the research, the scheme of the influence of types of innovation on the types of the capital of agrarian enterprises was developed. Empirical studies have shown that the information component of production innovation is methodical and instructional documentation, warranty contract obligations, production licenses, patents, plant and animal breed rights, databases and electronic services of an innovator with their offers, automated information management systems of the enterprise, staff training programs. The information component of sales innovation are the certificates of products quality, brands and trademarks, the standards of the quality of products of the importing countries, characteristics of target market segments, automated customer databases, licensing agreements for the sale of product, data on monitoring of the sectoral markets, pre-contracted deliveries of products, tools e-commerce, etc. Conclusions. The information component of various types of innovation that are inherent in agrarian production is considered. Relationships between types of capital and innovation are explored. The specificity of the use of the information component of innovation in the sectoral section is analysed on the example of grain production and pig farming. The scheme of complex innovative support of enterprise capital is offered. The information component of innovation is detailed. It is recommended to use the information component in full, taking into account the sector specificity of agrarian enterprises.

A mere two years ago International Sports Studies was celebrating its fortieth anniversary. At that time, at the beginning of 2018, your editor was able to reflect on the journey of our professional association – the International Society for Comparative Physical Education and Sport (ISCPES). It started with a small, cohesive, and optimistic group of physical education scholars from Europe and North America interested in working across boundaries and exploring new international horizons. The group that met in Borovets in 2017 on the eve of the society’s fortieth anniversary, represented a wider range of origins. They were also more circumspect, tempered by their experience in what had become, four decades later, a very much more complex competitive and fragmented professional environment. Such a comparison seems almost to have reflected a common journey, from the hope and optimism of youth to entry into the challenges and responsibilities of mid adulthood. Yet from the perspective of contemporary history, these last four decades seem generally to be viewed as having been a time of unbroken human progress. Certainly, this is a defensible view when we use technological and economic progress as the criterion. The nation of Indonesia provides an excellent example of progress by these measures. The world’s 10th largest economy in terms of purchasing power parity, and a member of the G-20. Furthermore, Indonesia has made enormous gains in poverty reduction, cutting the poverty rate by more than half since 1999, to 9.78% in 2020. Prior to the COVID-19 crisis, Indonesia was able to maintain a consistent economic growth, recently qualifying the country to reach upper middle-income status. The World Bank (www.worldbank.org/en/country/indonesia/overview) Indeed, when we look at the economic growth charts of the world over the last century, without exception they resemble a J curve with growth over the last half century being particularly rapid. But, from time to time, we need to be reminded that human existence is rather like a coin. Looking at the top side provides one picture but then, when we turn the coin over, a totally different view presents itself. From time to time, pictures find their way to our television screens that remind us that real challenges of poverty are still faced by many today. Similarly, though we have talked about seventyfive years of peace, the other side of the coin reveals that around the globe armed conflict has continued remorselessly since the official ending of World War II in September 2nd 1945. A visit to Wikipedia and its list of ongoing conflicts in the world will inform the casual reader, that in the current or past calendar year there have been over 10,000 deaths related to four major wars – in Afghanistan, the Yemen, Syria and Mexico. In addition, eleven wars, eighteen ‘minor conflicts’ and fifteen ‘skirmishes’ have added to death and misery for many around the world. I make these points in case those of us who are fortunate enough to live in relatively stable, safe and prosperous environments, might be tempted to become complacent and forget how much always needs to be done to increase the welfare of our brothers and sisters throughout the world. Humankind’s end of decade report needs to remind us that, if our progress has generally been steady, there remains area where we still need to improve. Further we need to remember that wealth and material prosperity are not the sole criteria for human well-being and happiness. Quality of life needs to be measured by much more than Gross Domestic Product alone. Such thoughts now seem to be suddenly highlighted, as we move into another new decade. For virtually worldwide, it seems to as if the coin has suddenly been flipped. In 2018 we were looking forward with different expectations to those that we now have since the start of 2020. At a time when the world has never been more interconnected, we have been forcibly reminded that with that connectedness comes a level of risk. There is a belief by some, that interconnectedness provides some sort of protection against war and conflict and that trade relationships provide a rationale for peaceful cooperation between the peoples of the world. However, it is that very interconnectedness that today leaves us at greater risk to the ravages of the latest pandemic to strike the world. Countries that have managed the CoVid19 virus most successfully, have been those like New Zealand that have isolated themselves from others and restricted movements and interactions both across and within borders. Consequently, people in many different settings find themselves in lockdown and working from home. This sudden restriction on interactions and movement, has provided a unique opportunity for reflection by many. Stepping back from the frantic pace of twenty first century lifestyle, though it has inevitably caused much concern economically for many, has given others a chance to rediscover simpler pleasures of previous ages. Pleasures such as the unhurried company of family and friends and the chance to replace crowded commuting with leisurely walks around the local neighbourhood. So, it has been that a number of voices have been pointing to this as a unique opportunity to re-set our careers and our lifestyles. With this comes a chance to re-examine core values and in particular question some of the drivers behind the endlessly busy and often frentic approach to life that characterises our modern fast changing world, with its ceaseless demand for us all to ‘keep up’ and ‘get ahead’. It is then in a spirit of reset that I am pleased to introduce International Sports Studies’ first special supplement. We take very seriously our mission of connecting physical education and sport professionals around the world. It has made us very conscious of the dangers of adopting a view on the world that is centred in the familiar and our own back yards. Yet we all tend to slip into a view of life that seems to be driven and reinforced by the big media and the loudest voices in an interconnected world. Individuals chasing the dream of celebrity are easily recognisable from New Delhi to Anchorage or from Nairobi to Sapporo. We seem forced to listen to them and their ideas even when we wish to disassociate from them. In sport too it seems that in all corners of the world, the superstars of football Messi, Ronaldo, Pogba, Bale are known wherever the game is played. News and influence too often seem to flow from the places where these same celebrities of screen and sporting fields are based. It is the streets and recreation areas of Hollywood, Madrid and Turin, all comparatively restricted areas of the globe, which are continuously brought to us all by the ubiquitous screens. Some of the latest figures from the ITU, the Telecommunication Development Sector a specialised United Nations agency, have estimated that at the end of 2019, 53.6 per cent of the global population, or 4.1 billion people, were using the Internet (ITU, 2020). It is a figure that continues to increase steadily as does the stretch of its influence. The motivation behind this supplement focusing on studies in physical education and sport within Indonesia, can be found in the origins of comparative physical education and sport study. We can all learn by comparison with others and their approaches to both similar and unique problems and challenges. It does not however always make sense to limit ourselves to matching our situations with others for the sole purpose of making scholarly comparisons. Often it makes more sense simply to visit colleagues in another setting and examine in some depth their concerns and practices. Such studies are called area studies and they involve illuminating what is occurring in different settings in order to increase our own understanding and awareness. Indonesia provides a special and important starting point for just such a study. Located off the coast of mainland Southeast Asia in the Indian and Pacific oceans, it is an archipelago that lies across the Equator and spans a distance equivalent to one-eighth of the Earth’s circumference. It is the world’s fourth largest country in terms of population (Legge, 2020). It is a nation that appears modest in its demeanour and that of its people yet has much to offer the rest of us, especially in terms of our common professional interest. The purpose of volume 42e is to offer an opportunity for our colleagues in Indonesia to speak to the global community and for the global community to learn a little more about the work of their colleagues in Indonesia. It is the first of what is intended to be a series within the tradition of comparative studies. It has been a great pleasure and privilege to work with a special editorial team from Indonesia in this project. Their details are briefly provided below. I commend to you the work of this representative group of physical education and sports scholars. In contrast to the vast literature on verifying the importance of formal R&D activities measured as patent registrations, this paper explores the possibility of not patent but trademark-driven path of latecomer firms’ technological development. The study is motivated by the evidence from the Korean data showing the existence of two groups of sectors where firms in the one group tended to file more trademarks than patents. We find that in the first group of sectors, like food, apparel, and pharmaceuticals, trademarks have been the most applied form of the IPRs with a much large number of their registrations than patents from the initial stage of development until recently, whereas in the second group of sectors, like electronics and automobiles, the main IPR form has been patents. Regressions on the determinants about this bifurcation find that the trademark groups are those sectors involving more tacit knowledge and/or domestic market orientation associated with slow progress in technological capabilities. The results are important because it implies the existence of alternative path of economic development by the latecomer firms in different sectors, beside the patent-driven path which is already verified in Kim et al. PurposeThis research outlines the technological structure of the entire Japanese manufacturing and service industry using the patent information from research and development (R&D) activities to set R&D goals.Design/methodology/approachBy analyzing the technological development capability of individual companies, the direction of the companies' R&D activities and current state of technological fusion between them can be understood. A group of companies participating in a particular product/service market must have the same technological development capabilities. As a result, the ratio of patent applications by a company to the total number of applications in a technical field will be similar across companies. This study uses the inter-company correlation coefficient of the ratio of patent applications by technical field as an index of technological development capability. A total of 167 major companies covering the major industries of Japan were analyzed. The analysis period was 15 years from 2004 to 2018, and the technical fields were rearranged to 42 fields with reference to the International Patent Classification (IPC)-Technology Concordance used by the World Intellectual Property Organization (WIPO). Considering the fluctuation in patent application opportunities, the number of patent applications was collected for at least three years for the analysis of patent applications by technical field, company and industry.FindingsExamining the entire Japanese industry, the research found that chemicals, ceramics, non-ferrous metals and electrical/electronic equipment act as intermediaries between the respective groups and are linked to the transportation equipment, electrical/electronic equipment and information and communication services industries that are currently driving the Japanese economy. However, the technical connections between these groups are relatively loose. Over the last 15 years, the propagation structure of technical knowledge information has not changed. The progress of technological fusion remains within the scope of commerce and is conditioned by commerce.Originality/valueStudies focusing on the technological development capability between companies and the technological structure of the Japanese manufacturing and service industries are almost non-existent since 2000 when Japan's economic growth slowed. The analytical methods presented in this research can be applied to individual companies to gain an understanding of technical positions of companies and can be useful for planning a technical environment, business or R&D strategy.

Economist Angus Maddison is famous for his exploring the revision of economic statistical data, including China’s GDP data since the 1990s. This is a useful work. Maddison has revised China's GDP data from multiple angles, including the revision of China's non-material service sector GDP data. Maddison assumed that the non-material service sector in China has had a zero scientific and technological progress rate since the 1990s, while based on the data from the National Bureau of Statistics of China, the rate of scientific and technological progress in the non-material service sector should be big. Maddison's assumptions have led to a significant reduction in China's GDP data, and thus China's economic growth rate has dropped significantly. This paper argues that the high-tech progress rate of the non-material service sector-led and promoted by information technology is not only possible but also very likely, so China’s GDP data is credible in general, and of course, some small deviations and inaccuracies existed in China statistical GDP is understandable and acceptable.

Abstract:
Innovation has always been the driving force of progress. Innovations allow the enterprise to apply the strategy of removing the cream, leaving behind competitors, improving its activities and, sometimes, the well- being of countries and the world as a whole. However, innovations have two disadvantages: a) high cost; b) a tiny part of them achieves commercial success. If you pay attention to the statistics, a small number of industrial enterprises are innovatively active: from 16 to 19% in recent years. At the same time, it should be noted that Ukrainian enterprises have so far failed to attract foreign investments to finance innovative activities. Every year, the results of innovative activity - the introduction into production of innovative types of products, names and specific weight of implemented innovative products - decrease. At the same time, the particular weight of enterprises that introduced innovations is unchanged: approximately 10-15% in the corridor. In recent years, the meaning has even come out of the hallway. This means that for 17 years, enterprises have continued to engage in innovations at almost the same level. Still, their vector has changed - towards introducing new technological processes, namely low-waste, resource-saving ones. The reality of Ukrainian industrial enterprises is that most of them are at the stage of maturity or decline, that is, at the stages when innovations require significant funds for their introduction. The smartization of the enterprise is an alternative to innovation. The process of smartization carried out at the enterprise is not isolated, and it acts as an integral part of the complex system of transformation of the enterprise. Ignoring the changes leads to missed benefits or direct losses in implementing smartization works. Smartization, in its essence, is close to reengineering: they are identical in terms of goals but differ in methods. Reengineering is a radical change of business processes to obtain rapid growth of the leading indicators of the enterprise's economic activity. Work on smartization does not start from the bottom (at the level of document flow and execution of single operations of the business process) but from above - at the macro level, when the enterprise is considered an operation in the supply chain of additional values. This allows us to identify and realize the principal reserves of the enterprise since, as a rule, more than 50% of the reserves for cost reduction and quality improvement lie outside the enterprise.

When George Orwell encountered ideas of a technological utopia sixty-five years ago, he acted the grumpy middle-aged man Reading recently a batch of rather shallowly optimistic “progressive” books, I was struck by the automatic way in which people go on repeating certain phrases which were fashionable before 1914. Two great favourites are “the abolition of distance” and “the disappearance of frontiers”. I do not know how often I have met with the statements that “the aeroplane and the radio have abolished distance” and “all parts of the world are now interdependent” (1944). It is worth revisiting the old boy’s grumpiness, because the rhetoric he so niftily skewers continues in our own time. Facebook features “Peace on Facebook” and even claims that it can “decrease world conflict” through inter-cultural communication. Twitter has announced itself as “a triumph of humanity” (“A Cyber-House” 61). Queue George. In between Orwell and latter-day hoody cybertarians, a whole host of excitable public intellectuals announced the impending end of materiality through emergent media forms. Marshall McLuhan, Neil Postman, Daniel Bell, Ithiel de Sola Pool, George Gilder, Alvin Toffler—the list of 1960s futurists goes on and on. And this wasn’t just a matter of punditry: the OECD decreed the coming of the “information society” in 1975 and the European Union (EU) followed suit in 1979, while IBM merrily declared an “information age” in 1977. Bell theorized this technological utopia as post-ideological, because class would cease to matter (Mattelart). Polluting industries seemingly no longer represented the dynamic core of industrial capitalism; instead, market dynamism radiated from a networked, intellectual core of creative and informational activities. The new information and knowledge-based economies would rescue First World hegemony from an “insurgent world” that lurked within as well as beyond itself (Schiller). Orwell’s others and the Cold-War futurists propagated one of the most destructive myths shaping both public debate and scholarly studies of the media, culture, and communication. They convinced generations of analysts, activists, and arrivistes that the promises and problems of the media could be understood via metaphors of the environment, and that the media were weightless and virtual. The famous medium they wished us to see as the message —a substance as vital to our wellbeing as air, water, and soil—turned out to be no such thing. Today’s cybertarians inherit their anti-Marxist, anti-materialist positions, as a casual glance at any new media journal, culture-industry magazine, or bourgeois press outlet discloses. The media are undoubtedly important instruments of social cohesion and fragmentation, political power and dissent, democracy and demagoguery, and other fraught extensions of human consciousness. But talk of media systems as equivalent to physical ecosystems—fashionable among marketers and media scholars alike—is predicated on the notion that they are environmentally benign technologies. This has never been true, from the beginnings of print to today’s cloud-covered computing. Our new book Greening the Media focuses on the environmental impact of the media—the myriad ways that media technology consumes, despoils, and wastes natural resources. We introduce ideas, stories, and facts that have been marginal or absent from popular, academic, and professional histories of media technology. Throughout, ecological issues have been at the core of our work and we immodestly think the same should apply to media communications, and cultural studies more generally. We recognize that those fields have contributed valuable research and teaching that address environmental questions. For instance, there is an abundant literature on representations of the environment in cinema, how to communicate environmental messages successfully, and press coverage of climate change. That’s not enough. You may already know that media technologies contain toxic substances. You may have signed an on-line petition protesting the hazardous and oppressive conditions under which workers assemble cell phones and computers. But you may be startled, as we were, by the scale and pervasiveness of these environmental risks. They are present in and around every site where electronic and electric devices are manufactured, used, and thrown away, poisoning humans, animals, vegetation, soil, air and water. We are using the term “media” as a portmanteau word to cover a multitude of cultural and communications machines and processes—print, film, radio, television, information and communications technologies (ICT), and consumer electronics (CE). This is not only for analytical convenience, but because there is increasing overlap between the sectors. CE connect to ICT and vice versa; televisions resemble computers; books are read on telephones; newspapers are written through clouds; and so on. Cultural forms and gadgets that were once separate are now linked. The currently fashionable notion of convergence doesn’t quite capture the vastness of this integration, which includes any object with a circuit board, scores of accessories that plug into it, and a global nexus of labor and environmental inputs and effects that produce and flow from it. In 2007, a combination of ICT/CE and media production accounted for between 2 and 3 percent of all greenhouse gases emitted around the world (“Gartner Estimates,”; International Telecommunication Union; Malmodin et al.). Between twenty and fifty million tonnes of electronic waste (e-waste) are generated annually, much of it via discarded cell phones and computers, which affluent populations throw out regularly in order to buy replacements. (Presumably this fits the narcissism of small differences that distinguishes them from their own past.) E-waste is historically produced in the Global North—Australasia, Western Europe, Japan, and the US—and dumped in the Global South—Latin America, Africa, Eastern Europe, Southern and Southeast Asia, and China. It takes the form of a thousand different, often deadly, materials for each electrical and electronic gadget. This trend is changing as India and China generate their own media detritus (Robinson; Herat). Enclosed hard drives, backlit screens, cathode ray tubes, wiring, capacitors, and heavy metals pose few risks while these materials remain encased. But once discarded and dismantled, ICT/CE have the potential to expose workers and ecosystems to a morass of toxic components. Theoretically, “outmoded” parts could be reused or swapped for newer parts to refurbish devices. But items that are defined as waste undergo further destruction in order to collect remaining parts and valuable metals, such as gold, silver, copper, and rare-earth elements. This process causes serious health risks to bones, brains, stomachs, lungs, and other vital organs, in addition to birth defects and disrupted biological development in children. Medical catastrophes can result from lead, cadmium, mercury, other heavy metals, poisonous fumes emitted in search of precious metals, and such carcinogenic compounds as polychlorinated biphenyls, dioxin, polyvinyl chloride, and flame retardants (Maxwell and Miller 13). The United States’ Environmental Protection Agency estimates that by 2007 US residents owned approximately three billion electronic devices, with an annual turnover rate of 400 million units, and well over half such purchases made by women. Overall CE ownership varied with age—adults under 45 typically boasted four gadgets; those over 65 made do with one. The Consumer Electronics Association (CEA) says US$145 billion was expended in the sector in 2006 in the US alone, up 13% on the previous year. The CEA refers joyously to a “consumer love affair with technology continuing at a healthy clip.” In the midst of a recession, 2009 saw $165 billion in sales, and households owned between fifteen and twenty-four gadgets on average. By 2010, US$233 billion was spent on electronic products, three-quarters of the population owned a computer, nearly half of all US adults owned an MP3 player, and 85% had a cell phone. By all measures, the amount of ICT/CE on the planet is staggering. As investigative science journalist, Elizabeth Grossman put it: “no industry pushes products into the global market on the scale that high-tech electronics does” (Maxwell and Miller 2). In 2007, “of the 2.25 million tons of TVs, cell phones and computer products ready for end-of-life management, 18% (414,000 tons) was collected for recycling and 82% (1.84 million tons) was disposed of, primarily in landfill” (Environmental Protection Agency 1). Twenty million computers fell obsolete across the US in 1998, and the rate was 130,000 a day by 2005. It has been estimated that the five hundred million personal computers discarded in the US between 1997 and 2007 contained 6.32 billion pounds of plastics, 1.58 billion pounds of lead, three million pounds of cadmium, 1.9 million pounds of chromium, and 632000 pounds of mercury (Environmental Protection Agency; Basel Action Network and Silicon Valley Toxics Coalition 6). The European Union is expected to generate upwards of twelve million tons annually by 2020 (Commission of the European Communities 17). While refrigerators and dangerous refrigerants account for the bulk of EU e-waste, about 44% of the most toxic e-waste measured in 2005 came from medium-to-small ICT/CE: computer monitors, TVs, printers, ink cartridges, telecommunications equipment, toys, tools, and anything with a circuit board (Commission of the European Communities 31-34). Understanding the enormity of the environmental problems caused by making, using, and disposing of media technologies should arrest our enthusiasm for them. But intellectual correctives to the “love affair” with technology, or technophilia, have come and gone without establishing much of a foothold against the breathtaking flood of gadgets and the propaganda that proclaims their awe-inspiring capabilities.[i] There is a peculiar enchantment with the seeming magic of wireless communication, touch-screen phones and tablets, flat-screen high-definition televisions, 3-D IMAX cinema, mobile computing, and so on—a totemic, quasi-sacred power that the historian of technology David Nye has named the technological sublime (Nye Technological Sublime 297).[ii] We demonstrate in our book why there is no place for the technological sublime in projects to green the media. But first we should explain why such symbolic power does not accrue to more mundane technologies; after all, for the time-strapped cook, a pressure cooker does truly magical things. Three important qualities endow ICT/CE with unique symbolic potency—virtuality, volume, and novelty. The technological sublime of media technology is reinforced by the “virtual nature of much of the industry’s content,” which “tends to obscure their responsibility for a vast proliferation of hardware, all with high levels of built-in obsolescence and decreasing levels of efficiency” (Boyce and Lewis 5). Planned obsolescence entered the lexicon as a new “ethics” for electrical engineering in the 1920s and ’30s, when marketers, eager to “habituate people to buying new products,” called for designs to become quickly obsolete “in efficiency, economy, style, or taste” (Grossman 7-8).[iii] This defines the short lifespan deliberately constructed for computer systems (drives, interfaces, operating systems, batteries, etc.) by making tiny improvements incompatible with existing hardware (Science and Technology Council of the American Academy of Motion Picture Arts and Sciences 33-50; Boyce and Lewis). With planned obsolescence leading to “dizzying new heights” of product replacement (Rogers 202), there is an overstated sense of the novelty and preeminence of “new” media—a “cult of the present” is particularly dazzled by the spread of electronic gadgets through globalization (Mattelart and Constantinou 22). References to the symbolic power of media technology can be found in hymnals across the internet and the halls of academe: technologies change us, the media will solve social problems or create new ones, ICTs transform work, monopoly ownership no longer matters, journalism is dead, social networking enables social revolution, and the media deliver a cleaner, post-industrial, capitalism. Here is a typical example from the twilight zone of the technological sublime (actually, the OECD): A major feature of the knowledge-based economy is the impact that ICTs have had on industrial structure, with a rapid growth of services and a relative decline of manufacturing. Services are typically less energy intensive and less polluting, so among those countries with a high and increasing share of services, we often see a declining energy intensity of production … with the emergence of the Knowledge Economy ending the old linear relationship between output and energy use (i.e. partially de-coupling growth and energy use) (Houghton 1) This statement mixes half-truths and nonsense. In reality, old-time, toxic manufacturing has moved to the Global South, where it is ascendant; pollution levels are rising worldwide; and energy consumption is accelerating in residential and institutional sectors, due almost entirely to ICT/CE usage, despite advances in energy conservation technology (a neat instance of the age-old Jevons Paradox). In our book we show how these are all outcomes of growth in ICT/CE, the foundation of the so-called knowledge-based economy. ICT/CE are misleadingly presented as having little or no material ecological impact. In the realm of everyday life, the sublime experience of electronic machinery conceals the physical work and material resources that go into them, while the technological sublime makes the idea that more-is-better palatable, axiomatic; even sexy. In this sense, the technological sublime relates to what Marx called “the Fetishism which attaches itself to the products of labour” once they are in the hands of the consumer, who lusts after them as if they were “independent beings” (77). There is a direct but unseen relationship between technology’s symbolic power and the scale of its environmental impact, which the economist Juliet Schor refers to as a “materiality paradox” —the greater the frenzy to buy goods for their transcendent or nonmaterial cultural meaning, the greater the use of material resources (40-41). We wrote Greening the Media knowing that a study of the media’s effect on the environment must work especially hard to break the enchantment that inflames popular and elite passions for media technologies. We understand that the mere mention of the political-economic arrangements that make shiny gadgets possible, or the environmental consequences of their appearance and disappearance, is bad medicine. It’s an unwelcome buzz kill—not a cool way to converse about cool stuff. But we didn’t write the book expecting to win many allies among high-tech enthusiasts and ICT/CE industry leaders. We do not dispute the importance of information and communication media in our lives and modern social systems. We are media people by profession and personal choice, and deeply immersed in the study and use of emerging media technologies. But we think it’s time for a balanced assessment with less hype and more practical understanding of the relationship of media technologies to the biosphere they inhabit. Media consumers, designers, producers, activists, researchers, and policy makers must find new and effective ways to move ICT/CE production and consumption toward ecologically sound practices. In the course of this project, we found in casual conversation, lecture halls, classroom discussions, and correspondence, consistent and increasing concern with the environmental impact of media technology, especially the deleterious effects of e-waste toxins on workers, air, water, and soil. We have learned that the grip of the technological sublime is not ironclad. Its instability provides a point of departure for investigating and criticizing the relationship between the media and the environment. The media are, and have been for a long time, intimate environmental participants. Media technologies are yesterday’s, today’s, and tomorrow’s news, but rarely in the way they should be. The prevailing myth is that the printing press, telegraph, phonograph, photograph, cinema, telephone, wireless radio, television, and internet changed the world without changing the Earth. In reality, each technology has emerged by despoiling ecosystems and exposing workers to harmful environments, a truth obscured by symbolic power and the power of moguls to set the terms by which such technologies are designed and deployed. Those who benefit from ideas of growth, progress, and convergence, who profit from high-tech innovation, monopoly, and state collusion—the military-industrial-entertainment-academic complex and multinational commandants of labor—have for too long ripped off the Earth and workers. As the current celebration of media technology inevitably winds down, perhaps it will become easier to comprehend that digital wonders come at the expense of employees and ecosystems. This will return us to Max Weber’s insistence that we understand technology in a mundane way as a “mode of processing material goods” (27). Further to understanding that ordinariness, we can turn to the pioneering conversation analyst Harvey Sacks, who noted three decades ago “the failures of technocratic dreams [:] that if only we introduced some fantastic new communication machine the world will be transformed.” Such fantasies derived from the very banality of these introductions—that every time they took place, one more “technical apparatus” was simply “being made at home with the rest of our world’ (548). Media studies can join in this repetitive banality. Or it can withdraw the welcome mat for media technologies that despoil the Earth and wreck the lives of those who make them. Abstract:
This essay sheds lights on the framing process during the research on the crossing between natural and artificial systems. To approach this, we must outline the machine-natural system relation. From this notion, technology is not seen as an external thing, nor even in contrast to an imaginary of nature, but as an effect that emerges from our thinking and revealing being that, in many cases, may be reduced to an issue of knowledge and action. Here, we want to consider the concept of transduction from Gilbert Simondon as one possible framework for considering the socio-technological actions at stake. His thought offers a detailed conceptual vocabulary for the question of individuation as a “revelation process”, a concern with how things come into existence and proceed temporally as projective entities.Moreover, our approach to the work of philosopher Simondon marked the starting point of our interest and approach to the issue of technique and its politics. From this perspective, the reflection given by Simondon in his thesis on the Individuation and the Mode of Existence of Technical Objects, is to trace certain reasons that are necessary for the development of this project and helping to explain it. In first place, Simondon does not state a specific regime of “human individuation”. The possibility of a psychic and collective individuation is produced, as is manifested when addressing the structure of his main thesis, at the heart of biological individuation; Simondon strongly attacks the anthropocentric tendencies that attempt to establish a defining boundary between biological and psychic reality. We may presume, then, that the issue of language as a defining and differencing element of the human does not interest him; it is at this point that our project begins to focus on employing the transduction of the téchnē as a metaphor of life (Espinoza Lolas et al.); regarding the limits that language may imply for the conformation and expression of the psychic reality. In second place, this critique to the economy of attention present across our research and in Simondon’s thinking seeks to introduce a hypothesis raised in another direction: towards the issue of the technique. During the introduction of his Mode of Existence of Technical Objects, Simondon shows some urgency in the need to approach the reality of technical objects as an autonomous reality and as a configuring reality of the psychic and collective individualisation. Facing the general importance granted to language as a key element of the historical and hermeneutical, even ontological, aspects of the human being, Simondon considers that the technique is the reality that plays the fundamental role of mediating between the human being and the world.Following these observations, a possible question that will guide our research arises: How do the technologisation and informatisation of the cultural techniques alter the nature itself of the knowing of the affection of being with others (people, things, animals)? In the hypothesis of this investigation we claim that—insofar as we deliver an approach and perspective on the technologisation of the world as a process of individuation (considering Simondon’s concept in this becoming, in which an artificial agent and its medium may get out of phase to solve its tensions and give rise to physical or living individuals that constitute their system and go through a series of metastable equilibria)—it’s possible to prove this capacity of invention as a clear example of a form of transindividual individuation (referring to the human being), that thanks to the information that the artificial agent acquires and recovers by means of its “imagination”, which integrates in its perception and affectivity, enables the creation of new norms or artifacts installing in its becoming, as is the case of bioeconomy and cognitive capitalism (Fumagalli 219). It is imperious to observe and analyse the fact that the concept of nature must be integrated along with the concept of Cosmotecnia (Hui 3) to avoid the opposition between nature and technique in conceptual terms, and that is the reason why in the following section we will mention a third memory that is inscribed in this concept. There is no linear time development in human history from nature to technique, from nature to politics.The Extended MindThe idea of memory as something transmissible is important when thinking of the present, there is no humanity outside the technical, neither prior to the technical, and it is important to safeguard this idea to highlight the phýsis/téchnē dichotomy presented by Simondon and Stigler. It is erroneous to think that some entity may exceed the human, that it has any exteriority when it is the materialization of the human forms, or even more, that the human is crossed by it and is not separable. For French philosopher Bernard Stiegler there is no human nature without technique, and vice versa (Stigler 223). Here appears the issue of knowing which are the limits where “the body of the human me might stop” (Hutinel 44), a first glimpse of externalized memory was the flint axe, which is made by using other tools, even when its use is unknown. Its mere existence preserves a knowledge that goes beyond who made it, or its genetic or epigenetic transmission is preserved beyond the organic.We raise the question about a phýsis coming from the téchnē, it is a central topic that dominates the discussion nowadays, about technology and its ability to have a transforming effect over every area of contemporary life and human beings themselves. It is being “revealed” that the true qualitative novelty of the technological improves that happen in front of our eyes resides not only in the appearance of new practices that are related to any particular scientific research. We must point out the evident tension between bíos and zôê during the process of this adaptation, which is an ontological one, but we also witness how the recursivity becomes a modus operandi during this process, which is both social and technological. Just as the philosophy of nature, the philosophy of biology confronts its own limit under the light shed by the recursive algorithms implemented as a dominant way of adaptation, which is what Deleuze called societies of control (Deleuze 165). At the same time, there is an artificial selection (instead of a natural selection) imposed by the politics of transhumanism (for example, human improvement, genetic engineering).In this direction, a first aspect to consider resides in that life, held as an object of power and politics, does not constitute a “natural life”, but the result of a technical production from which its “nature” develops, as well as the possibilities of its deployment. Now then, it is precisely due to this gesture that Stiegler longs to distinguish between what is originary in mankind and its artefactual or artificial becoming: “the prosthesis is not a simple extension of the human body, it is the constitution of said body insofar as ‘human’ (the quotes belong to the constitution). It is not a ‘medium’ for mankind, but its end, and it is known the essential mistakenness of the expression, ‘the end of mankind’” (Stiegler 9). Before such phenomena, it is appropriate to lay out a reflexive methodology centered in observing and analysing the aforementioned idea by Stiegler that there is no mankind without techniques; and there is no technique without mankind (Stigler 223). This implies that this idea of téchnē comprises both the techniques needed to create things, as the technical products resulting from these techniques. The word “techniques” also becomes ambiguous among the modern technology of machines and the primitive “tools” and their techniques, whether they have become art of craft, things that we would not necessarily think as “technology”. What Stiegler is suggesting here is to describe the scope of the term téchnē within an ontogenetic and phylogenetic process of the human being; providing us a reflection about what do we “possess as a fundamental thing” for our being as humans is also fundamental to how “we experience time” since the externalization of our memory into our tools, which Stiegler understands as a “third kind” of memory which is separated from the internal memory that is individually acquired from our brain (epigenetic), and the biological evolutive memory that is inherited from our ancestors (phylogenetic); Stiegler calls this kind of evolutive process epiphylogenetic or epiphylogenesis. Therefore, we could argue that we are defined by this process of epiphylogenesis, and that we are constituted by a past that we ourselves, as individuals, have not lived; this past is delivered to us through culture, which is the fusion of the “technical objects that embody the knowledge of our ancestors, tools that we adopt to transform our surroundings” (Stiegler 177). These supports of external memory (this is, exteriorisations of the consciousness) provide a new collectivisation of the consciousness that exists beyond the individual.The current trend of investigation of ontogeny and phylogeny is driven by the growing consensus both in sciences and humanities in that the living world in every one of its aspects – biologic, semiotic, economic, affective, social, etc. – escapes the finite scheme of description and representation. It is for this reason that authors such as Matteo Pasquinelli refer, in a more modest way, to the idea of “augmented intelligence” (9), reminding us that there is a posthuman legacy between human and machine that still is problematic, “though the machines manifest different degrees of autonomous agency” (Pasquinelli 11).For Simondon, and this is his revolutionary contribution to philosophy, one should think individuation not from the perspective of the individual, but from the point of view of the process that originated it. In other words, individuation must be thought in terms of a process that not only takes for granted the individual but understands it as a result.In Simondon’s words:If, on the contrary, one supposes that individuation does not only produce the individual, one would not attempt to pass quickly through the stage of individuation in order arrive at the final reality that is the individual--one would attempt to grasp the ontogenesis in the entire progression of its reality, and to know the individual through the individuation, rather than the individuation through the individual. (5)Therefore, the epistemological problem does not fall in how the téchnē flees the human domain in its course to become technologies, but in how these “exteriorization” processes (Stiegler 213) alter the concepts themselves of number, image, comparison, space, time, or city, to give a few examples. However, the anthropological category of “exteriorization” does not bring entirely justice to these processes, as they work in a retroactive and recursive manner in the original techniques. Along with the concept of text and book, the practice of reading has also changed during the course of digitalisation and algorithmisation of the processing of knowledge; alongside with the concept of comparison, the practice of comparison has changed since the comparison (i.e. of images) has become an operation that is based in the extraction of data and automatic learning. On the other side, in reverse, we must consider, in an archeological and mediatic fashion, the technological state of life as a starting point from which we must ask what cultural techniques were employed in first place. Asking: How does the informatisation of the cultural techniques produce new forms of subjectivity? How does the concept of cultural techniques already imply the idea of “chains of operations” and, therefore, a permanent (retro)coupling between the living and the non-living agency?This reveals that classical cultural techniques such as indexation or labelling, for example, have acquired ontological powers in the Google era: only what is labelled exists; only what can be searched is absolute. At the same time, in the fantasies of the mediatic corporations, the variety of objects that can be labelled (including people) tends to be coextensive with the world of the phenomena itself (if not the real world), which will then always be only an augmented version of itself.Technology became important for contemporary knowledge only through mediation; therefore, the use of tools could not be the consequence of an extremely well-developed brain. On the contrary, the development of increasingly sophisticated tools took place at the same pace as the development of the brain, as Leroi-Gourhan attempts to probe when studying the history of tools together with the history of the human skeleton and brain. And what he managed to demonstrate is that the history of technique and the history of the human being run in parallel lines; they are, if not equal, at least inextricable. Even today, the progress of knowledge is still not completely subordinated to the technological inversion (Lyotard 37). In short, human evolution is inseparable from the evolution of the téchne, the evolution of technology. One may simply think the human being as a natural animal, isolated from the external material world. What he becomes and what he is, is essentially bonded to the techniques, from the very beginning. Leroi-Gourhan puts it this way in his text Gesture and Speech: “the apparition of tools as a species ... feature that marks the boundary between animals and humans” (90).To understand the behavior of the technological systems is essential for our ability to control their actions, to harvest their benefits and to minimize their damage. Here it is argued that this requires a wide agenda of scientific investigation to study the behavior of the machine that incorporates and broadens the biotechnological discipline, and includes knowledges coming from all sciences. In some way, Simondon sensed this encounter of knowledges, and proposed the concept of the Allagmatic, or theory of operations, “constituted by a systematized set of particular knowledges” (Simondon 469). We could attempt to begin by describing a set of questions that are fundamental for this emerging field, and then exploring the technical, legal, and institutional limitations in the study of technological agency.Information, Communication and SignificationTo establish the relation between information and communication, we will speak from the following two perspectives: first with Norbert Wiener, then with Simondon. We will see how the concept of information is essential to start understanding communication in an artificial agent.On one side, we have the notion from Wiener about information that is demarcated in his project about cybernetics. Cybernetics is the study of communication and control through the inquiry of messages in animals, human beings, and machines. This idea of information arises from the interrelation with the surrounding. Wiener defines it as the “content of what is an interchange object with the external world, while we adjust to it and make it adjust to us” (Wiener 17-18). In other words, we receive and use information since we interact with the world in which we live. It is in this sense that information is connected to the idea of feedback that is defined as the exchange and interaction of information in our systems or other systems. In Wiener’s own words, feedback is “the property of adjusting the future behavior to facts of the past” (31).Information, for Wiener, is influenced, at the same time, by the mathematic and probabilistic idea from the theory of information. Wiener refers to the amount of information that finds its starting point at the mechanics of statistics, along with the concept of entropy, inasmuch that the information is opposed to it. Therefore, information, by supplying a set of messages, indicates a measure of organisation. Argentinian philosopher Pablo Rodríguez adds that “information [for Wiener] is a new physical category of the universe. [It is] the measure of organization of any entity, an organization without which the material and energetic systems wouldn’t be able to survive” (2-3). This way, we have that information responds to the measure of organization and self-regulation of a given system.Moreover, and almost in complete contrast, we have the concept given by Simondon, where information is applicable to the whole possible range: animals, machines, human beings, molecules, crystals, etc. In this sense, it is more versatile, as it exceeds the domains of the technique. To understand well the scope of this concept we will approach it from two definitions. In first place, Simondon, in his conference Amplification in the Process of Information, in the book Communication and Information, claims that information “is not a thing, but the operation of a thing that arrives to a system and produces a transformation in there. The information can’t be defined beyond this act of transformative incidence, and the operation of receiving” (Simondon 139). From this definition it follows the idea of modulation, just when he refers to the “transformation” and “act of transformative incidence” modulation corresponds to the energy that flows amplified during that transformation that occurs within a system.There is a second definition of information that Simondon provides in his thesis Individuation in Light of Notions of Form and Information, in which he claims that: “the information signal is not just what is to be transmitted … it is also that what must be received, this is, what must adopt a signification” (Simondon 281). In this definition Simondon clearly distances himself from Wiener’s cybernetics, insofar as it deals with information as that which must be received, and not that that is to be transmitted. Although Simondon refers to a link between information and signification, this last aspect is not measured in linguistic terms. It rather expresses the decodification of a given code. This is, signification, and information as well, are the result of a disparity of energies, namely, between the overlaying of two possible states (0 and 1, or on and off).This is a central point of divergence with Wiener, as he refers to information in terms of transference of messages, while Simondon does it in terms of transformation of energies. This way, Simondon adds an energy element to the traditional definition of information, which now works as an operation, based in the transformation of energies as a result of a disparity or the overlaying of two possible elements within a system (recipient). It is according to this innovative element that modulation operates in a metastable system. And this is precisely the last concept we need to clarify: the idea of metastability and its relationship with the recipient-system.Metastability is an expression that finds its origins in thermodynamics. Philosophy traditionally operates around the idea of the stability of the being, while Simondon’s proposal states that the being is its becoming. This way, metastability is the condition of possibility of the individuation insofar as the metastable medium leaves behind a remainder of energy for future individuation processes. Thus, metastability refers to the temporal equilibrium of a system that remains in time, as it maintains within itself potential energy, useful for other future individuations.Returning to the conference Amplification in the Process of Information, Simondon points out that “the recipient metastability is the condition of efficiency of the incident information” (139). In such sense, we may claim that there is no information if the signal is not received. Therefore, the recipient is a necessary condition for said information to be given. Simondon understands the recipient as a mixed system (a quasi-system): on one hand, it must be isolated in terms of energy, and it must count with a membrane that allows it to not spend all the energy at the same time; on the other hand, it must be heteronomous, as it depends on an external input of information to activate the system (recipient).The metastable medium is the one indicated to understand the artificial agent, as it leaves the possibility open for the potential energy to manifest and not be spent all at once, but to leave a remainder useful for future modulations, and so, new transformations may occur. At the same time, Simondon’s concept of information is the most convenient when referring to communication and the relationship with the medium, primarily for its property of modulating potential energy. Nevertheless, it is also necessary to retrieve the idea of feedback from Wiener, as it is in the relationship of the artificial agent with its surrounding (and the world) that information is given, and it may flow amplified through its system. By this, significations manage to decode the internal code of the artificial agent, which represents the first gesture towards the opening of the communication.ConclusionThe hypotheses on extended cognition are subject to a huge amount of debate in the artistic, philosophical, and science of cognition circles nowadays, but their implications extend further beyond metaphysics and sciences of the mind. It is apparent that we have just began to scratch the surface of the social sphere in a broader way; realising that these start from cultural branches of the sight; as our minds are; if our minds are partially poured into our smartphones and even in our homes, then it is not a transformation in the human nature, but the latest manifestation of an ancient human ontology of the organic cognitive and informative systems dynamically assembled.It is to this condition that the critical digital humanities and every form of critique should answer. This is due to an attempt to dig out the delays and ruptures within the systems of mass media, by adding the relentless belief in real time as the future, to remind that systems always involve an encounter with a radical “strangeness” or “alienity”, an incommensurability between the future and the desire that turns into the radical potential of many of our contemporary social movements and politics. Our challenge in our critical job is to dismantle the practice of the representation and to reincorporate it to different forms of space and experience that are not reactionary but imaginary. What we attempt to bring into the light here is the need to get every spectator to notice the limits of the machinic vision and to acknowledge the role of image in the recruitment of liminal energies for the capital. The final objective of this essay will be to see that nature possesses the technique of an artist who renders contingency into necessity and inscribes the infinite within the finite, in arts it is not the figure of nature that corresponds to individuation but rather the artist whose task is not only to render contingency necessary as its operation, but also aim for an elevation of the audience as a form of revelation. Abstract:
IntroductionThe rekindling popularity of the vinyl record and record collecting provide a counternarrative to the ideals of technological progress and supersession, signalling the paradoxical return of a physical music format in the digital realm where “the fetish of newness is at its most aggressive” (Tischleder and Wasserman 7). In this way, the vinyl record provides a disruptive lens through which to question media history as “a history of obsolescence, where new media displace and redefine older media” and explore how “obsolescence resists becoming obsolete” (Tischleder and Wasserman 2). Magaudda (29) argues that the dematerialisation of music media has reconfigured the role of materiality in media practices and has seen physical formats such as the vinyl record “bite back” as mediators of distinct listening practices and unique material relationships to music. Against the background of on-demand streaming services and retro nostalgia in the digital age (Hogarty), record collecting may be dismissed as a resistant and obsolete collecting practice. However, as this article will explore, record collecting can be characterised as a highly social practice, providing a means to communicate identity and taste, maintain a sense of the past, and orient the social life and personal history of the collector. This article reports on the results of ethnographic research investigating the record collections of some young millennial music fans to locate the position and significance of vinyl records in their social lives as a legacy media format. To do this, I examine three key capacities of vinyl record collections in evoking autobiographical memories, maintaining personal histories and anchoring a sense of the past. The significance of personal record collections and collecting practices was investigated in a series of semi-structured in-depth interviews with a group of self-identified record collectors. The sentiments of the collector in describing their collecting can be found to reveal their acquisitions as transactions within the spheres of commodity culture and the gift economy, articulating the renewed appeal of vinyl records in the digital age. This perspective of the social meanings and media practices surrounding vinyl records in the digital age highlight the formats significance in understanding the complex trajectories of media history. Vinyl RecordsSucceeding the shellac gramophone record in the 1948, the vinyl record was the dominant format for commercial music distribution until it was largely replaced by the Compact Disc and the audio cassette in the 1980s and 1990s (Osbourne 81). Vinyl sales remained low until 2007 (Richter), when the withering sales of cassette singles and the rising popularity of alternative guitar music saw renewed interest in the seven-inch vinyl record (Osbourne 140). The popularity of both seven-inch and twelve-inch vinyl records have continued to rise into the 2010s, spurred on by industry and artist endorsements on Record Store Day (Harvey) and the return of in-house vinyl production by major labels (Ellis-Petersen). In Australia, vinyl sales generated $15.1 million dollars in 2016, showing 75% growth over the previous year (Australian Recording Industry Association). It is in this way that the resurgent trajectory of vinyl records has come to be understood as an allegorical case for broader debates around media materiality in the digital age. Vinyl records can be regarded as unique and highly collectable based on their material affordances. The aesthetic appeal of large album cover art has been described as a crucial component to the enduring popularity and resurgence of the format (Bartmanski and Woodward 123) and this is often reflected in the display of a collection within domestic spaces, enabling the musical taste of the collector to be observed and admired by others (Giles, Pietrykowski, and Clark 436). Further, the materiality of vinyl records necessitates a distinctive set of actions for music playback, engaging the listener physically in a different way to digital interfaces (Bartmanski and Woodward 37). In their analysis of the resurgent cultural and social value of vinyl records, Bartmanski and Woodward expand on the importance of materiality and ownership of vinyl records for collectors in serving socially communicative and identity affirming processes, affording “opportunities to revisit and remember one’s past …, such opportunities are also useful for understanding and defining self as having a biography of cultural consumption or tastes” (107). The unique material affordances differentiate vinyl records from other music media formats and have cemented their position as “the collectable format” (Shuker 57, emphasis in original). Marshall expands on this notion, writing that “the greater materiality – and fragility – of the vinyl album allows its history to be inscribed onto the material object – more so than with a CD, and much more so than with a digital file” (67). It is through such material affordances that vinyl records communicate their own histories and those of the collector.The unique material biographies of vinyl records are crucial in understanding how record collections potentially afford the collector a sense of the past. Material traces such as the wear and tear of the album cover, the marks of a previous owner or artist’s signatures obtained on its surface chronicle the journey of a record as it passes through stages of commodification and circulation before finally entering the collector’s possession. It is the physical biography of a vinyl album that differentiates it from other identical copies in the eyes of the collector, reflecting the distinctive “aura” (Benjamin, The Work of Art 220) of the individual object. Physically imbued with history and “social life” (Appadurai 3), vinyl records can materialise and reflect the personal history of the collector within the collection. These descriptions reveal the renewed position of the vinyl record as a uniquely collectable media format in the digital age, providing a framework to explore the significance of the format in the social lives of young millennial record collectors. Record CollectingIn the seminal essay on book collecting Unpacking My Library, Walter Benjamin describes the relationship that forms between the items of a collection and the owner. He explains the process in which objects enter the collection as the infusion of object with the biography of the collector, allowing the collector to “live in them” (Benjamin 67). There are few domains in which the significance of this relationship is more pronounced than in characterising the music collector and their relationship with their collection. Popular music represents a complex cultural form closely connected to concepts of identity, belonging, affect, personal, and cultural memory (Bennet and Rogers 37). Characterised as a “critical bedrock in everyday life”, music and its many mediatised modalities can be seen to shape everyday “sociocultural sensibilities …, influencing in fundamental ways how individuals understand themselves as cultural beings over time” (Bennet and Rogers 38). The personal record collection remains one of the most popular and well-established forms of musical collection. Moreover, the vinyl record maintains an enduring popularity in the digital age at the centre of specific musical cultures and as a repository of personal and cultural history.Roy Shuker’s discussion of the contemporary record collector provides a valuable insight into the identity founding capabilities of record collecting as a social practice (331). Shuker orients his findings against popularised notions of the record collector represented in Nick Hornby’s High Fidelity; male; obsessive and socially incompetent, before challenging this stereotype in exploring the connection between the social practice of record collecting and a retrospective sense of self and the past (311). In this way, a record collection may be appraised as an “attempt to preserve both the past and memories of the past” (Montano 2). Significantly, Shuker found that some collectors emphasised the social nature of their collecting practice, citing collecting as the foundation of close social relationships with friends and family (326). It is through these social dimensions of record collecting practice that the reconfigured position of vinyl records can be understood as an ongoing project of identity, taste and personal history. Gift Economy and Commodity CultureEntry into the collection is a pivotal transition in the biography of an object and a “privileged moment” in the life of a collector (Marshall 67). For the record collector, new and re-pressed records lining the shelves of record stores, curated collections for sale or trade at record fairs, vast online marketplaces, and divested selections of tip-shops and garage sales represent troves of opportunity and potential for collectors to explore musical genres, uncover rare or unique records and to increase their own musical scholarship. Conversely, receiving a record as a gift or inheriting a collection of records from a family member represents a mode of acquisition which is less discussed and concerns a very different set of motivations and associations for the collector. These different circumstances of acquisition can be broadly categorised as transactions within the circuits of commodity culture and social actions within the gift economy and play a pivotal role in the imbuing of collection objects with the personal history of the collector. Lewis Hyde demarcates the boundaries between these the two systems of merit, finding “A commodity has value … A gift has worth” (78). In furthering this distinction, Hyde describes transactions within commodity culture as expressions of individuality and identity, enabling upwards mobility and changes to identity, while the gift economy concerns the strengthening of social ties, reaffirming cultural traditions and may reflect sentiments of nostalgia (68). In an age of digital music, the physicality of records enables them to be move through the gift economy in ways in which digital files cannot. While digital files may be gifted in a token sense via gift cards or transferred electronically, they struggle to communicate “worth” to the receiver in the same way as a tangible gift (Harvey et al.). It is in this sense that the “bonding power” of records which enter the collection as a gift can be understood from the more detached transactions within commodity culture (Hyde 86).As a transaction within the channels of commodity culture, a vinyl record may be utilised as a symbolic object to communicate musical taste, fandom and the cultural expertise of the collector which may not be “adequately signified socially merely by storage of digital files and players” (Bartmanski and Woodward 107). This signifying ability is afforded by the considerable material presence of the vinyl record cover and the collection within domestic spaces. In addition to social display, one interviewee explained how their collection invites a historical perspective of their own evolving musical tastes:I’ll keep buying more records that I like, and even if I don’t like the band later I’ll keep the vinyl anyway because at some point I did like them. It’s like a chronological order of stuff that I listen to. I’ll always go back to it as a personal history. I’ve always loved music so having that there gives me a perspective what I’ve been into. (Eddie, 21)Culture and taste are revealed as dimensions of the self through the collection, revealing a trajectory of continuity and change over time (Bartmanski and Woodward 107). As a materialisation of “personal history”, the record collection may be described as a “technology of the self” in which music may be experienced in association with “the past” and is therefore part of “producing oneself as a coherent being over time” and a “cuing in how to proceed” into the future. (DeNora 66). In addition to this retrospective view of personal musical development, Eddie also revealed how interpersonal connections come to become associated with records in his collections through the gift economy:I have a couple of records that friends have bought for me, and that in itself I find is really nice – its someone that cares that you are into music and knows some bands that I respect and that I am into. Often, we will chuck it on and listen together. (Eddie 21)Bundled up in the relationship between musical taste and the collection, records received as gifts from friends demonstrate the nurturing or affirmation of social bonds which may be then further solidified through shared listening experience (Brown and Sellen 37). Here, the sentimental value of the gift is privileged over its monetary value, revealing its “worth” within the gift economy (Hyde 78). These social connections embedded within record collections and can be understood further through the inheritance of a collection as it is passed down by familial generations.Material Memory: Inheritance and LossIf ownership can be characterised as “the most intimate relationship one can have to objects”, then the process of inheriting a collection marks an important moment of divestment and transfer of ownership and responsibility from the collector to another (Benjamin, Unpacking 67). One interviewee who inherited his late father’s record collection highlighted the powerful bond between object and collector, describing the collection as a “part” of his father that remains:A lot of it my dad really cherished it y’know? I feel like he’s gone, if this goes, it’s like another part of him that’s gone forever. And no one likes to think of death and what happens after you’re gone and forgotten – but the vinyl lives on, what you don’t take with you when you die is everything, and that is what stays. (Simon 22)Records inherited from a deceased family member occupy an eminent position within the collection as items infused with the social life, bearing the material traces of past ownership. Moreover, collectors may forge a sense of permanence as the collection exists beyond their own lifetime (Marshall 65). Importantly, the collection maintains a connection between the interviewee, their late father, and a sense of the past as a form of memorial. In this way, the economic value of the collection gives way to its priceless sentimental and memorial worth for the interviewee, situating the inheritance of the collection clearly within the realm of the gift economy.The worth and value of record collections as projects of identity and signifiers of the past can be further understood when interviewees were asked to consider the loss of their collections. One interviewee remarked on the loss of a collection in terms of invested time, effort and embedded sentimental worth:I’d be devastated, it’s a killer – I don’t know how to say it. The music itself isn’t gone because you can get that elsewhere, but you just lose something that you’ve put so much time into. You’ve lost the physicality. And if there is something with heritage or sentimental value around a particular record then they are gone as well. It’s like any other sentimental item. (Dominic, 23)The investment of time in curating and pursuing additions to the collection is a key part of the satisfaction associated with collecting. It is one of the features which has come to differentiate record collecting as a marker of music fandom and expertise in a digital age of instantaneous gratification and access, facilitated by streaming. Interestingly, the interviewee’s comment about the insignificant loss of “the music itself” resembles one of Benjamin’s original claims around collecting as a relationship between collector and object based not in functional value, but on a love for them as “the scene, the stage, of their fate” (Unpacking 62). Here, the value of the record collection in signifying musical fandom and identity is differentiated from sentimental worth, clearly highlighting the unique and diverse appeal of vinyl records as a collectable object in the digital age.Wax SouvenirsBeyond socially significant and identity affirming capacities of vinyl records, records may also serve as a memorial cue, conjuring specific episodic memories from the life narrative of the collector. One interviewee recited an encounter with a favourite band, prompted by a record cover adorned by signatures:Interviewee: Yeah, the signed one is my favourite to look at. Aesthetically pleasing. It holds more value in my subjective categorisation. More sentimental value. I met the people that produced it and I got them to sign it for me.Interviewer: Does it remind you of that time?Interviewee: Yeah definitely, I’m hell bummed I didn’t get Kevin Parker to sign it! He’s the only one missing from the Frond album which he played drums on and he wasn’t at the rehearsal where the others were. (Elliot, 23)The record sleeve and signatures serve as indexical verification of the experience for the collector and contribute both to the objects unique “aura” (Benjamin, The Work of Art 220), and the collector’s subjective evaluation of its sentimental ‘worth’. This use of records as memorial cues was common for a many of the collectors interviewed, with one interviewee purchasing a specific record as a memento or souvenir with the intention of later recollection: Interviewee: I didn’t buy this to listen to. I know I said that I buy vinyl to listen to, but this one was more to support them and to have a cool memento, because they are cool guys and I got to open their launch show.Interviewer: Does it remind you of anything more specifically about that time?Interviewee: It takes me back to the weeks leading up to the release, listening to the awful Spotify master, playing the release gig itself. I feel like my collection is something that I'm going to keep for a long time - I can see myself looking back in 5-10 years and having a chuckle. (Simon, 22)These accounts resonate with the retrospective and evocative qualities of the collection as described by Benjamin, observing the way in which collectors “look into the object” and see connections to “moments and experiences in their life” (Unpacking 62). In this sense, vinyl records may serve an evidentiary function for the collector in a similar fashion to a souvenir, inviting reflection on past experiences from the owner and providing material proof of the experience when recounting to others.Conclusion This artcile has explored not only the resurgent position of vinyl records as a legacy music format, but the ways in which record collections can serve as sites of identity, memory and personal history. The role of materiality in media practices has been significantly transformed in the wake of cloud-based streaming services and has seen the vinyl record regarded as a highly collectable and unique physical media format in the digital age, capable of orienting the identities and social lives of music collectors. The descriptions gathered from interviews with millennial collectors reveal the intimate relationship between collector and collection, characterised by Benjamin (Unpacking 59), enabling the collection to materialise and reflect the personal history of the collector. As transactions within the gift economy, interviewees articulated the sentimental worth of their collections in affirming social bonds and familial connections. Moreover, interviewees explained how the patina of records within their collections reflect unique ‘social life’ (Appadurai 3) and serve as memorial cues for specific episodic memories. In this way, the enduring vinyl record is illustrative of the ways in which media history cannot be characterised as a simple trajectory of technological supersession and obsolescence, but as a complex system of evolution and redefinition of media practices, materiality and social meanings.ReferencesAppadurai, Arjun. However, literary sources analysis only reveals data on the biology of species of this genus. The present research,conducted in the spring of 2017-2019, focuses on anatomical and morphological features of two Altai species: Gagealutea and Gagea minima; these features were studied, clarified and confirmed by drawings and photographs. The anatomical structure of the stem and leaf blade was studied in detail. The obtained research results will prove useful for studies of medicinal raw materials and honey plants. Kolomytseva, DOI: https://doi.org/10.26782/jmcms.spl.10/2020.06.00042 Abstract: This study was aimed at examining the influence of succession cropping on the economic efficiency of no-till field crop rotations on the black earth in the zone of unstable moistening of the Stavropol krai. A long-term stationary experiment was conducted to examine for the purpose nine field crop rotation patterns different in the number of fields (four to six), set of crops, and their succession in crop rotation. The respective shares of legumes, oilseeds, and cereals in the cropping pattern were 17 to 33, 17 to 40, and 50 to 67 %. It has been established that in case of no-till field crop cultivation the economic efficiency of plant production depends on the set of crops and their succession in rotation. The most economically efficient type of crop rotation is the soya-winter wheat-peas-winter wheat-sunflower-corn six-field rotation with two fields of legumes: in this rotation 1 ha of crop rotation area yields 3 850 grain units per ha at a grain unit prime cost of 5.46 roubles; the plant production output return and profitability were 20,888 roubles per ha and 113 %, respectively. The high production profitabilities provided by the soya-winter wheat-sunflower four-field and the soya-winter-wheat-sunflower-corn-winter wheat five-field crop rotation are 108.7 and 106.2 %, respectively. The inclusion of winter wheat in crop rotation for two years in a row reduces the second winter wheat crop yield by 80 to 100 %, which means a certain reduction in the grain unit harvesting rate to 3.48-3.57 thousands per ha of rotation area and cuts the production profitability down to 84.4-92.3 %. Sirotinskiy, DOI: https://doi.org/10.26782/jmcms.spl.10/2020.06.00043 Abstract: This paper is concerned with solving one of the issues of the general problem of designing geophysical equipment for the natural climatic environment of the Arctic. The relevance of the topic has to do with an increased global interest in this region. The paper is aimed at considering the basic principles of developing and the procedure of testing seismic instruments for use at ultralow climatic temperatures. In this paper the indicated issue is considered through the example of a seismic module designed for petroleum and gas exploration by passive seismoacoustic methods. The seismic module is a direct-burial portable unit of around 5 kg in weight, designed to continuously measure and record microseismic triaxial orthogonal (ZNE) noise in a range from 0.1 to 45 Hz during several days in autonomous mode. The functional chart of designing the seismic module was considered, and concrete conclusions were made for choosing the necessary components to meet the ultralow-temperature operational requirements. The conclusions made served for developing appropriate seismic module. In this case, the components and tools used included a SAFT MP 176065 xc low-temperature lithium cell, industrial-spec electronic component parts, a Zhaofeng Geophysical ZF-4.5 Chinese primary electrodynamic seismic sensor, housing seal parts made of frost-resistant silicone materials, and finely dispersed silica gel used as water-retaining sorbent to avoid condensation in the housing. The paper also describes a procedure of low-temperature collation tests at the lab using a New Brunswick Scientific freezing plant. The test results proved the operability of the developed equipment at ultralow temperatures down to -55°C. In addition, tests were conducted at low microseismic noises in the actual Arctic environment. The possibility to detect signals in a range from 1 to 10 Hz at the level close to the NLNM limit (the Peterson model) has been confirmed, which allows monitoring and exploring petroleum and gas deposits by passive methods. As revealed by this study, the suggested approaches are efficient in developing high-precision mobile seismic instruments for use at ultralow climatic temperatures. The solution of the considered instrumentation and methodical issues is of great practical significance as a constituent of the generic problem of Arctic exploration. The article analyzes the results of treatment of patients with excess length of the second metatarsal bones that underwent osteotomy with and without osteosynthesis. The results of treatment of patients who underwent metatarsal shortening due to classical Weil-osteotomy with and without osteosynthesis were analyzed. The first group consisted of 34 patients. They underwent classical Weil osteotomy. The second group included 44 patients in whomosteotomy of the second metatarsal bone were not by the screw. When studying the results of the treatment in the immediate postoperative period, weeks 6, 12, slightly better results were observed in patients of the first group, while one year after surgical treatment the results in both groups were comparable. One year after surgical treatment, there were 2.9% (1 patient) of unsatisfactory results in the first group and 4.5% (2 patients) in the second group. Considering the comparability of the results of treatment in remote postoperative period, the choice of concrete method remains with the operating surgeon. Methods. A prospective 3-year study of 86 healthy dogs (aged 1-7 yrs) of different breeds and of both sexes. Echo homogeneity and echogenicity of the stomach and intestines wall were determined by the method of Silina, T.L., et al. (2010) in absolute values ​​of average brightness levels of ultrasound image pixels using the 8-bit scale with 256 shades of gray. Results. Quantitative echogenicity indicators of the stomach and the small intestine wall in dogs were determined. Based on the numerical values ​​characterizing echogenicity distribution in each layer of a separate structure of the digestive system, the coefficient of gastric echogenicity is determined as 1:2.4:1.1 (mucosa/submucosa/muscle layers, respectively), the coefficient of duodenum and jejunum echogenicity is determined as 1:3.5:2 and that of ileum is 1:1.8:1. Clinical significance. Datieva, DOI: https://doi.org/10.26782/jmcms.spl.10/2020.06.00046 Abstract: The aim of this work was to assess the functional reserves of the body to quantify individual health; adaptation, psychophysiological characteristics of the health quality of medical students in different seasons of the year. When studying the temporal organization of physiological functions, the rhythm parameters of physiological functions were determined, followed by processing the results using the Cosinor Analysis program, which reveals rhythms with an unknown period for unequal observations, evaluates 5 parameters of sinusoidal rhythms (mesor, amplitude, acrophase, period, reliability). The essence of desynchronization is the mismatch of circadian rhythms among themselves or destruction of the rhythms architectonics (instability of acrophases or their disappearance). Desynchronization with respect to the rhythmic structure of the body is of a disregulatory nature, most pronounced in pathological desynchronization. High neurotism, increased anxiety reinforces the tendency to internal desynchronization, which increases with stress. During examination stress, students experience a decrease in the stability of the temporary organization of the biosystem and the tension of adaptive mechanisms develops, which affects attention, mental performance and the quality of adaptation to the educational process. Time is shortened and the amplitude of the “initial minute” decreases, personal and situational anxiety develops, and the level of psychophysiological adaptation decreases. The results of the work are priority because they can be used in assessing quality and level of health. Tsvetkov, DOI: https://doi.org/10.26782/jmcms.spl.10/2020.06.00047 Abstract: The present study of comparison methods based on the triadic model introduces the following concepts: the relation of comparability and the relation of comparison, and object comparison and attributive comparison. The difference between active and passive qualitative comparison is shown, two triadic models of passive and active comparison and models for comparing two and three objects are described. Triadic comparison models are proposed as an alternative to dyadic comparison models. Comparison allows finding the common and the different; this approach is proposed for the analysis of the nomothetic and ideographic method of obtaining knowledge. The nomothetic method identifies and evaluates the general, while the ideographic method searches for unique in parameters and in combinations of parameters. Triadic comparison is used in systems and methods of argumentation, as well as in the analysis of consistency/inconsistency.
