Abstract:
The territorial changes that accompanied the process of the collapse of the USSR raised the question of the self-identification of Russians, since it was necessary to determine, both in the geopolitical coordinates of the new sovereign identity of the internationally recognized status of the Russian Federation, and in the regional coordinates of national and historical and cultural spaces. According to sociological studies, a trend has emerged in the self-identification of Russians as a civil nation, where ethnic and confessional identities are gradually fading into the background, giving way to the concept of statehood as a symbol of the unity of a multinational people. In this regard, it is logical to consider the processes of the formation of modern self-identification of Russians in the context of global regionalization, where Russia chooses the vector of development: West-East, North-South. The political and economic foundations for the European regional identification of Russians are clearly being lost, which is associated with the increased tension and obvious hostility in relations with the countries of Europe and with the West in general; well-founded fears of territorial and economic expansion of Asian neighbors (China, Japan) and multi-vector foreign policy of the Central Asian countries weaken the Eurasian regional identification tendencies. In this regard, there is a promising tendency for the northern / arctic self-identification of Russians, which, firstly, is historically associated with the emergence of Russian statehood in the northern regions, and secondly, reflects the important economic and political direction of the development of Russia in the 21st century.

Abstract:
Home to 60 percent of the world's population, Asia accounts for 85 percent of those killed and affected globally by disaster events in 2011. Using an integrated sociological framework comprised of the pressure and release (PAR) model and the double-risk society hypothesis, and drawing on data obtained from the Emergency Events Database (EM-DAT), PreventionWeb, and the IPCC special report on extreme events, this article offers a sociological understanding of disaster development and recovery in Asia. The particular focus is on seven Asian countries, namely, China, India, Indonesia, Japan, Thailand, Taiwan, and Vietnam. Rather than treating disasters entirely as “natural” events caused by “violent forces of nature”, we emphasize various ways in which social systems create disaster vulnerability. We argue that existing disaster mitigation and adaptation strategies in Asia that focus almost entirely on the natural and technological aspects of hazards have serious limitations, as they ignore the root causes of disaster vulnerabilities, such as limited access to power and resources. This article therefore recommends a holistic approach to disaster management and mitigation that takes into consideration the various larger social, political, and economic conditions and contexts.

Abstract:
The state youth policy requires deep study and justification by representatives of social sciences, including sociology and socio-economic geography, which allows us to synthesize various methods of studying society and its well-being. Social geography, having a spatial approach, allows us to determine the territorial features of the course of social phenomena, to identify cause-and-effect relationships between them, to study the general and specific features of the development of territorial communities and population strata. Using the example of Great Britain, China and Russia, the current social problems of young people in countries with different types of socio-economic development are revealed through a comparative analysis of socio-demographic processes. In the context of concepts of well-being, the article considers various aspects of social dependency as a new and little-studied phenomenon. It is revealed that the UK, which implements the liberal principle of public welfare policy, has extensive experience in social work with young people, and the pioneering research of NEET-youth is of international significance. In China social dependency has acquired specific forms, which is largely determined by the principle of egalitarianism, the consequences of demographic policy and traditional mentality. The analysis of modern problems of Russian youth has shown that the rejection of the paternalistic model of social protection of the population had a negative impact on the situation of young people. The article analyzes the results of statistical, sociological research, expert evaluation, included interviews, etc., which revealed the social problems of Russian, British and Chinese youth, including the phenomenon of dependency. It was revealed that the study of dependency in the framework of youth policy and social work will help to activate the younger generation, accelerate its inclusion in society, and improve technologies for solving social problems.

Abstract:
In the article the results of sociological research, directed to the study of pensioners’ employment structure in China under the situation of pension system’s reformation and gradual increase of retirement age, are presented. It is demonstrated that the level of pensioners’ employment in China remains relatively low. The major incentives to continue labor activities are of economic origin and deal with the low pension and desire to have savings for the future. Low wages and unfavorable terms of work are becoming the main barriers to employment of working pensioners. As the reason for their unemployment the non-working pensioners name the absence of vacancies, corresponding to their qualifications. It is established that the further labor activities for almost half of the pensioners is accompanied by a change of place of work and / or profession. There is an outflow of pensioners from such spheres of employment as power structures (army, security agencies), government bodies, finance and insurance, and industry. Agriculture is becoming the “accepting” industry for pensioners. After retirement, the number of employees in state-owned enterprises is reduced. Simultaneously, there is an increase in the share of pensioners in private enterprises; they become entrepreneurs or the self-employed. At the same time, pensioners are often employed in low-skilled labor. In this regard, the reform of China's pension system, including raising the retirement age, should be accompanied by the development of measures to promote the employment of the elderly, taking into account both quantitative and qualitative aspects. Among them are: the subsidizing employment for pensioners, promoting the education of the elderly, developing measures for additional social support for working pensioners.

Abstract:
During the last 40 years, China has undergone rapid urbanization which has resulted in land degradation and a decrease in land. Cultivated land protection has thus become one of the most active and important aspects of land science. This study presents a pressure-response-impact (PRI) framework which may reveal the inter-correlations among households’ land-use behavior and cultivated land quality change in the process of rapid urbanization in China. The structural equation model (SEM) has been applied using a household survey dataset collected in 2015 in Sujiatun district, Shenyang city, Liaoning province. The results show that: (1) there is a complex causal relationship between the latent variables urbanization, household land-use behavior and cultivated land quality (i.e., urbanization → land-use behavior → land quality), which supports our PRI conceptual framework; (2) the changes of external social-economic context stemming from urbanization are the major cause of land-use behavior variance; (3) land quality is mostly affected by farmers’ land-use behavior including land-use pattern, land-use degree and land-input intensity, in particular the growing of cash crops (GCC, associated with land use pattern) and capital input per unit of farmland (LII, associated with land input intensity). These findings are of some theoretical and practical significance. Theoretically, they add to the current literature by identifying the roles of sociological factors and farmers’ land-use behavior in the process of land quality protection using a PRI framework. Practically, measures should be taken to reasonably set the prices of agricultural products, promote the development of the land rental market and increase the comparative revenue of agricultural production, so as to stimulate incentives to farming and land quality protection.

Abstract:
Small and mediumsized businesses in China in general, and in Jilin Province in particular, are developing intensively. Moreover, this applies to such business areas, according to statistical data, such as catering, hotel, taxi and educational services. In the Sakha Republic (Yakutia), these types of businesses are also developed, but they are lagging behind their Chinese counterparts. This article presents a sociological analysis of the markets for small and mediumsize businesses in China and the Sakha Republic (Yakutia). The methodological basis of the research was the works of Russian and Chinese sociologists and economists, in which aspects of business developing in China and Yakutia are discussed, the research methods the primary and secondary data analysis, interpretation of respondents statements, the method of participant or ethnographic observation, economic analysis. We interviewed 273 respondents in China and 245 respondents in the Sakha Republic (Yakutia). A comparative analysis of business development in two regions Jilin Province and the Sakha Republic (Yakutia) demonstrated that the Sakha Republic (Yakutia) lags significantly behind China in terms of developing entrepreneurial initiatives. The key trend in the Chinese market is the active assistance of the state to entrepreneurs, in the Sakha Republic (Yakutia) such assistance is very limited. For Chinese business, such features as export orientation, exclusive services, high wealth of businessmen are characteristic. Yakutian entrepreneurs are not satisfied with their income and working conditions. Besides Yakutian taxidrivers (the program InDriver), nobody representing these types of businesses has reached the international level. At the same time, Yakutian businessmen show professional solidarity with each other, they care about corporative values in their firms, they tend to advance.

Abstract:
Purpose This paper aims to introduce a sociological view to analyze the Economic and Technological Development Zones (ETDZs) in China. The ETDZs are established to foster concentrated regional economic development. Currently, there are 219 national level ETDZs throughout the country, and they account for more than 10% of China’s total GDP. Given the scale of the Chinese economy, the economic significance of the ETDZs indicates an important phenomenon for better understanding. Design/methodology/approach This paper conceptualizes the Chinese ETDZs with sociology concepts of place, institutional logics and habitus. Findings The sociological view centers on how the ETDZs can naturally evolve with the participation of firms. The authors show that firms operating in the ETDZs can unintentionally alter the dynamics of the policy environment. A process model of place, logics and practice is developed to encapsulate these ideas. Originality/value Conventional research on the connections between Chinese Government policies and business operations has been largely conducted under a political economy view which outlines a top-down logic (policymaking, followed by firms’ strategic response). The authors move away from this dogma by introducing a sociological view of the ETDZs. This new view highlights that a government-initiated policy environment in China can also evolve when firms are seeking to blend into the regulatory system, instead of trying to shape the coercive arrangements to suit their best interests.

Abstract:
The economic growth pattern in China is changing from high-speed development to high-quality development. In order to promote high-quality economic development, it is necessary to promote the transformation and upgrading of all aspects of social reproduction. Artificial intelligence has promoted high-quality economic development in China from the aspects of innovation effect, technology spillover effect, factor improvement effect, and technology optimization effect. However, there are still several problems in China’s AI development, such as the lack of core technologies, privacy and security, as well as the lack of high-tech talents. To this end, China should advance basic theoretical research and key generic technology development to improve the self-reliance of science and technology, as well as optimize the development environment of the industry and improve the relevant laws and regulations as well as the ethical norms system. A system to train high-quality personnel and a mechanism that allows personnel flow should be established to promote high-quality economic development.

Abstract:
The aim of the article is to critically review the effectiveness of the processes of reforming Ukraine’s higher education system in the light of integration into the European educational space. Also, the goal is to define the boundaries of the legislative control of the education system at the state level. The defining theoretical concept for the development of higher education in Ukraine is its leading role in ensuring the sustainable socio-economic development of the country through the implementation and legal protection of the inalienable right of citizens to education, obtaining quality educational services, comprehensive intellectual and spiritual development. The main research methods are the frequency analysis method and the mathematical statistics methods, which were used to process the data of the questionnaire of public officials. It has been determined that in the conditions of socio-economic, socio-political, legislative, administrative and managerial crisis, increasing competitive requirements for the higher education system of Ukraine, the leading purpose of its modernisation is the formation of new content and quality standards of educational services, which will ensure the maximum integration of Ukraine in the world and European educational space. In the context of a sociological survey of civil servants, the circle of threats, the structure of their relationships and sources of origin are outlined, which are the first priorities of the state administration, aimed at ensuring the sustainable development of the higher education system of Ukraine. The novelty of the study is due to a sociological survey of public officials in order to determine the expert opinion on key issues. It is important to find out what legal responsibility people will bear for opposing the laws of Ukraine on education. The authors also collected an expert opinion on key issues that will improve Ukrainian legislation in the field of higher education. The practical importance is determined by the necessity to outline priority areas to counter the existing and more potentially dangerous threats to the sustainable development of higher education in Ukraine

Abstract:
The paper deals with a topic relating to the economic growth, development and general welfare of a national economy, a wider region, or even the entire world, through indicators that differentiate growth from development. It is a complex subject that contains numerous aspects of the life of a community in a certain space, which, because of its complexity, cannot be limited exclusively to economic aspects, so because of that cannot be limited exclusively to economic or monetary indicators. Life in a community besides the economic includes also legal, sociological, philosophical, psychological and other aspects, from which it logically results that measuring the development and welfare is a complex process that can hardly be limited to one indicator. In that sense, the paper addresses issues relating to production, distribution, fairness and equality, employment, unemployment, poverty, productivity, economic stability, sustainable development, human development, a sense of well-being and happiness, etc., in the direction of the thesis for the use of complementary development indicators. The complexity of the process of harmonizing the numerous indicators is further complicated by the need to calculate the degree of their mutual correlation, especially if it concerns divergent indicators or indicators that are mutually exclusive or have a negative correlation. The issue of welfare has been the subject of economic science interest since its very beginnings, even from the time of the first ancient thinkers when it was not singled out as an independent science, through the utopians, to contemporary economic thought. The economic operation and the rational use of limited resources in order to meet unlimited human needs is the heart of the economy. The basic indicator used to measure economic growth is undoubtedly the GDP and GDP per capita. But one has to take into account the distinction between quantitative growth and qualitative development, whereby GDP is an indicator of growth. Development is a broader concept that covers growth, but also technological and any other kind of advancement of the social community. Development as a qualitative feature means the advancement of the qualitative characteristics of society and the well-being of individuals, and the well-being is not only the increase of GDP, but the subjective sense of the people in the community that they live better, a sense of improving the quality of life. Growth and development together make the progress of the community. In this sense the paper elaborates just a few indicators of growth and development that are used parallel, such as GDP, Human Development Index, and the World Happiness index, that do not exclude each other and whose interwoven use gives a fuller picture of growth and development although the ranking of countries around the world according to one of these indicators may be quite different with respect to the ranking according to the other indicator. This only confirms the thesis of the need for a more comprehensive analysis of the analyzed issues and suggestions for a more comprehensive indicator that would be a complementary set of several alternative and complementary ones that would eliminate the shortcomings of its constituent parts, thereby obtaining a relevant indicator of economic development and welfare, without any intention to propose a concrete solution.

Abstract:
The article presents the key directions of China’s socio-economic policy since the XVIII Congress of the CPC (2012), which introduced the fifth generation of Chinese leaders led by Xi Jinping. The emphasis is placed on the consideration of the main components of China’s transition to a new model of economic development. Assessing institutional changes with regard to this task, the author argues that alongside with strengthening market principles in the economy, they provide for enhancing the supervisory and regulatory functions of the government based on a number of newly adopted laws and regulations. The authorities’ efforts to improve people’s wellbeing and expand domestic demand extended to the creation of a comprehensive social security system, state support for the poor, tax relief, ensuring good conditions for small businesses, developing education and medical services. As a result in early 2020s the PRC declared overcoming absolute poverty and building a moderately prosperous society. Favorable framework was provided for the science and technology development, e.g. growing R&D spending, tax benefits, the creation of numerous innovation centers, as well as expanding international cooperation in science and technology. This allowed the PRC to become one of the world leaders in a number of aspects of innovative development. China’s green and carbon transition policy meets the terms of the Paris Agreement on climate and provides for establishing stringent eco-environmental protection systems as well as changing energy mix through closure of carbon-intensive industries, stimulating eco-friendly technologies, creation of a national carbon market, etc. All this gives hope for a gradual improvement of the country’s eco-environment. Currently, China’s economy bears visible traces of its transition to a new development model. Despite all its problems and global challenges, the macro- and microeconomic results of the policy, pursued by the Chinese leadership, cause reasonable optimism about the country’s further development.

Since the reform and opening-up in 1978, the shortcomings of the planned economic system have been gradually improved, and China's economy has been developing rapidly and has made many brilliant achievements. At the same time, with the deepening of economic globalization, China's all-round, multi-level and wide-ranging opening-up pattern has gradually taken shape, and the economic ties between the new China and the world have become increasingly close. Therefore, the continuous development of China's economy is of great significance to many aspects of the world economy and politics. This paper will analyze and discuss the importance of China's economic development to the world from three perspectives: the promotion of China's economic development to the world economy, the significance of China's increased economic strength to the stability of the world pattern, and China's economic assistance to other countries in the context of the epidemic.

Abstract:
Abstract The aim of this article is to measure economic development and the impact of economic globalisation under the prism of global political economy. Global political economy is a field of study that has its roots in international relations. The growth of world economic transactions after the collapse of the Bretton Woods system in the 1970s created the need for a new field of study, in order to explain the interdependence between politics and economics on the international level. Global political economy is the field of study that also examines the implications of economic globalisation for national economies and for the global economy. The concept of economic development is broader than economic growth, which is related to GDP growth. The concept of economic globalisation has changed the prospects of economic development for certain developed and developing economies. The main changes of economic globalisation are closely related to the following aspects of national economies: trade, finance, and production. The analysis of this article will reveal the effects of economic globalisation on different aspects of economic development. These aspects are studied under the prism of indexes such as Financial Development Index, openness to trade, Human Development Index, the GINI Index and other inequality indexes. The aftermath of the global economic crisis of 2007-2008 placed at the epicentre the interdependence of national economies and the issue of economic inequalities. The study of the aforementioned indexes will highlight the alterations that have occurred from the manifestation of the global economic crisis until today. The article is focusing on the following countries: China, Germany, Greece, and the United States for the last decade (2009-2019), on the basis of the available data.

Abstract:
The article deals with the financial and economic problems of access to health care for the citizens of Russia. It analyzes basic methodological approaches as well as the corresponding official statistics and sociological research on the state of the country’s health system, which, according to author’s opinion, can describe the situation with the accessibility of health care. It is shown that underfunding of health care from public sources and the associated expansion of private finances, can signal problems with access for Russian citizens. Especially if the overall socio-economic situation in the country is taken into account, namely the federal state policy of shifting health expenditures to regional level under the conditions of high regional social and economic differentiation and high income inequality. Thus, the development of fiscal policy within the budget federalism in Russia should take into account its implications for people’s access to health.

The article is devoted to the analysis of sociological studies of the value orientations of Russian and Kazakh youth in the context of national security. The modern youth of Russia and Kazakhstan is a generation born and raised during a period of significant political, social and economic transformations. As a result, the acceleration of the pace of development of society leads to an increase in the role of youth in socio-political, public life. Almost all post-Soviet states are characterized by a crisis of spiritual values, so there are points of contact in the value orientations of Kazakh and Russian youth. The analysis of the results of sociological studies conducted at the inter-country level showed that family and traditional values are characteristic of the life of young people in Russia and Kazakhstan. The study of the value orientations of the youth of the two neighboring countries helps to identify their interests and needs in the modern world, which, in turn, affects the proper development of public policy based on morality, patriotism, and national identity.

Abstract:
The contemporary relevance of ensuring sustainable rural development stems from the growing economic and social backwardness of rural territories on the one hand, and their ultimate importance for the state in the context of food security, preservation of soil and environmental resources, and the use of agricultural, production and labour potentials on the other hand. One of the key conditions for sustainable rural development is population strength- ening in rural areas and its sufficient employment. The article analyzes the current demographic problems of rural development, based on the example of Stavropol region. The authors describe threats to sustainable rural development such as unemployment and depopulation, as well as substantiate the practicality of diversification of traditional rural sources of income by means of tourism and other alternative activities. The research is performed on the base of actual materials and the results of studies related to the rural tourism development, and also using the authors´ observations. The authors have used monographic, sociological, economicstatistical methods of research, the systematic approach and comprehensive analysis. Rural tourism today should be seen as an important development direction of entrepreneurship and diversification in rural areas, as one of the important areas of sustainable development, and as a form and the chance of economic, social and cultural revitalization of rural areas as a whole. This makes the study of essence and prospects of this business direction development of high priority.

Abstract:
During the recent two decades, the spectacular economic growth of China has been under increasing scrutiny in the literature. However, prevailing discourses have either evaluated the causes/effects of the RMB exchange rate misalignment or theorized the investment/speculation channels. The implication of this persistent currency intervention (CI) regime on economic development, in comparison, remains one of the most contentious subjects in international economics. To shed light on this issue, this research develops a new macroeconomic model to address the two core attributes of China's persistent CI: the stagnant adjustment of the capital markets and the fast liberalization of the commodity markets. It investigates the impacts of macroeconomic controls on output growth and price levels from multiple aspects. It also makes several interesting discoveries in opposition to key postulations of existing macroeconomic models.

Abstract:
Modern society faces large-scale challenges associated with the digitalization of economic and social processes, especially at its new stage – the development and implementation of artificial intelligence (AI) technologies. The point is that the use of AI entails great ethical risks, since creates an opportunity for non-observance of human rights to privacy. In Finland, a country that has been pursuing an innovation policy closely linked to socio-economic policies that responds to social challenges for several decades, this problem is widely discussed and strives to minimize and even eliminate the above risks in decisions on research and development (R&D) policy. Therefore, R&D in the field of AI technologies is carried out in Finland at the intersection of computer, mathematical and humanitarian sciences, since one of the most important issues of its application is the question of how moral and ethical its results will be. In this regard, the analysis and understanding of Finland’s experience in this area is important and necessary. Finland has traditionally in recent decades prioritized the humanitarian component in the formation of innovation policy. The technological component was viewed through the prism of social problems that should be resolved in the course of economic development, the main driver of which is innovation processes. This approach is determined by the country’s social development model. The openness of public administration, the high role of the country’s citizens in making the most important strategic decisions, the social responsibility of business, taking into account the opinion of the expert community leads to a balanced promotion of technologies in the economy. Of course, opportunities for innovative development “with a human face” from time to time run into economic constraints – which was clearly manifested, for example, during a pandemic. Nevertheless, when it comes to digitalization and the use of AI, the Finnish state and society continue to strive to ensure the presumption of morality and ethics in the implementation of these technologies. The country is conducting humanitarian and sociological research in this area, as well as developing mechanisms for managing the ethics and morality of AI. The country strives to become a leader not only in AI technologies, but also in developing the principles of preserving the humanitarian and moral values that Finland shares with Europe.

Abstract:
China is one of the most influential non-regional actors in the Mediterranean. As of 2021, it is ranked among the top three trading partners of almost all Mediterranean states. Chinese foreign policy in the Mediterranean reflects the growing importance of geoeconomics and, in particular, economic instruments of foreign policy in Chinas foreign policy strategy. The intersection of the routes of the Maritime Silk Road of the 21st Century and the Silk Road Economic Belt in the Mediterranean basin indicates the regions high potential for the development of new logistics routes, economic corridors and supply chains. Despite significant impact of the coronavirus restrictions on the global economy and the deepest economic crisis seen in recent years, China has not reduced its global activity. Actually, it is the pandemic that can become an incentive for the development of new formats of cooperation within the Belt and Road in the Mediterranean. Chinas traditional foreign policy paradigm presupposes emphasis exclusively on economic interaction and non-involvement in political issues. De facto Chinas economic relations with the countries of the region are increasingly complicated by military and political issues. The article categorizes the main political and security issues that arise between China and partner countries in the Mediterranean region. While the discourse of human rights and sustainable development prevails in relations with Europe, the issues of ensuring security and managing regional instability come to the fore when dealing with the states of North Africa and the Middle East. Given Chinas growing economic needs, it is likely that in the medium term there will be a doctrinal formalization of Chinas role in the political process in the Mediterranean region.
