ENGLISH ABSTRACT: A premise of this thesis is that too much emphasis is still placed on dealing with the crisis of housing provision, rather than planning for housing development in South Africa. Little consideration is given to the economic improvement of the housing beneficiaries. The following research question was posed: What can and should be done in order for housing beneficiaries to become economically empowered? Government has the obligation to enhance and maintain the personal social welfare of its inhabitants. Housing is part of a package of social welfare services that includes physical health as well as the incorporeal element within a human being. Housing is also a process of how people came to be housed, starting at the moment when they first apply for a house. Economic empowerment should be linked to the four dimensions of development, i.e. equity, capacity-building, participation, self-reliance. Equity leads to economic empowerment by providing equal access to economic opportunities. capacity-building has aspects of developing skills, providing access to, and establishing supportive structures for economic empowerment. Participation is concerned with achieving power to influence decisions. Finally, self-reliance is linked to economic empowerment because it refers to the ability of people to produce most of its basic needs as well as producing surpluses with which to trade for those commodities and services which it does not produce efficiently itself (Burkey, 1993:51). Economic empowerment of housing beneficiaries implies a micro, individual level focus of economic development. According to Gildenhuys (1993:26) economic welfare refers to the development of the economic and material welfare and prosperity of the individual. Apart from a micro focus, a multi-objective focus is required for sustainability. According to Dalal-Clayton and Bass (2000:12), sustainable development entails balancing economic, social and environmental objectives. Finally, there are two dimensions to economic empowerment, namely, empowerment of the housing beneficiaries, as well as empowerment of development facilitators. Evidence of shortcomings of development projects relating to economic empowerment was provided in this thesis by means of applying the findings of an empirical research project in Wesbank to economic empowerment. The research explored the management processes that were implemented that eventually resulted in outcomes not being desirable. It was explained that the initial "scattering" of opportunities to emerging contractors was not part of a concerted approach for the primary beneficiaries to become economically empowered. This housing development project did not only fail to ensure economic empowerment, but also denied the housing beneficiaries what little economic activity they were involved in prior to the move. The Wesbank evidence was also linked to the views and findings of various authoritative sources that confirmed that government development projects in general, have an unfortunate track record when it comes to economic empowerment of so-called beneficiaries. Two case studies from the United States were used to illustrate that integrated development provides the context for the economic empowerment of housing beneficiaries. Four economic development foci then provided the framework within which solutions were formulated: residential dispersal and mobility, enhancing the capacity of housing beneficiaries, investing in economic empowerment of women, and changing the mindset of the developers. This framework embodies the how of economic empowerment of housing beneficiaries.
AFRIKAANSE OPSOMMING: 'n Aanname van hierdie tesis is dat te veel klem steeds geplaas word op die hantering van krisisse t.o.v behuisingsvoorsiening, eerder as beplanning vir behuisingsontwikkeling, met min inagneming vir ekonomiese bemagtiging van behuisingsbegunstigdes. Die volgende navorsingsvraag word gestel: Wat kan en moet gedoen word ten einde ekonomiese bemagtiging vir behuisingsbegunstigdes te bewerkstellig? Regerings het 'n plig om die persoonlike sosiale welsyn van landsinwoners te bevorder en te handhaaf. Behuising is deel van 'n pakket van sosiale welsynsdienste wat fisiese gesondheid sowel as die psigiese element van mens wees insluit. Behuising is ook 'n proses wat begin die oomblik wanneer 'n persoon die eerste keer aansoek doen vir 'n huis. Ekonomiese bemagtiging moet gekoppel word aan die vier dimensies van ontwikkeling, naamlik gelykheid, kapasiteitsbou, deelname, en onafhanklikheid. In this project we study the influence of socio-economic characteristics on the percentage of beneficiaries of “Rendimento Social de Inserção” (RSI) and on the percentage of exits from the RSI program that occur due to a change in income. The results indicate that the % of beneficiaries tend to increase with unemployment, younger people and reduced families, whereas it tends to reduce with high education levels and GDP. As for the % of exists from the RSI, the results we obtained show evidence that, on the one hand, they tend to increase with higher education, and on the other hand, they tend to reduce with unemployment, reduced income of the beneficiaries before entering the program, nuclear families and Local Purchasing Power.

Abstract:
This research project is about the “Factors Affecting the impact of Black Economic Empowerment strategies in enhancing previously disadvantaged beneficiaries in Mnquma Local Municipality.” The purpose is to examine the challenges faced by previously disadvantaged beneficiaries so as to emerge with new innovative BEE mechanisms that can be implemented to improve the situation faced by beneficiaries for the better. To achieve this objective, it was necessary to study the iterature of “Black Economic Empowerment” which is part of the Local Economic Development initiatives. In order to attain the main objective of the study and also to address the research problem face to face interviews were conducted with previously disadvantaged beneficiaries, Local Economic Development officials and councillors from five different wards of Mnquma Local Municipality. The literature review and the interviews helped one to come up with the recommendations to be adopted in order to remedy the situation of the beneficiaries. These recommendations will, hopefully, be of assistance to Mnquma Local Municipality. Findings of this study indicate that challenges faced by previously disadvantaged beneficiaries include: fronting, lack of finance, skills shortage like technical, management, budgeting and saving skills, absence of training workshops, and lack of support on SMMEs development as well as poor implementation of BEE policy by Local Economic Development Unit. The aforesaid challenges have negative effects on the implementation of BEE strategies which adversely affect the beneficiaries. Here are some of the recommendations made in this regard: support and assistance for previously disadvantaged beneficiaries like financial assistance, Khula financial schemes, bank loans, training and workshops, establishment of agricultural projects as well as assistance on coordination of co-operatives initiatives. Other recommendations provide possible solutions to these problems: corruption, nepotism and cadreship deployment. In order to act against these transgressions the following suggestions have been made in the study: containment of fronting, development of heritage and historical sites for tourists’ purposes, recommendation on BEE management strategies and also recommendation on business registration and licensing. The study concludes that if the Mnquma Local Municipality can execute all the proposed recommendations, all the factors raised as the stumbling block towards the success and beneficiary of the previously disadvantaged beneficiaries would be resolved.

Abstract:
Poverty, inequality and unemployment have always been challenging first in South Africa with special reference to rural South Africa. These persistent challenges with severe impacts on black population are believed to be the results of the previous governance in South Africa. Policies have been formulated, reformulated and others implemented in a form of development projects which have achieved little success in pursuit of combating these challenges. However, in the process of achieving rural development through developmental projects, a fundamental stage in the life cycle of these projects is often omitted or given little attention. This stage is the monitoring and evaluation stage which is critical to ascertain potential impacts (both positive and negative) especially if the project is to be replicated and achieve its objectives as postulated in the millennium development goals. This thesis attempted to carry out a Socio-Economic Impact Assessment (SEIA) of the Agripark project implemented at Dutywa on the livelihoods of communities directly affected by this project. The Agripark project is a project that comprises three linked components, a seedling nursery, an agro-processing facility and a sizeable feeder plot and has been implemented to benefit four villages. This project has been implemented as the second Agripark project by the University of Fort Hare in partnership with the province’s Department of Agriculture. To track change after the implementation of the project, data were collected from the same respondents that were interviewed for the baseline study, therefore, the same sample size that was used in the baseline study was also used for this study. As a tool for data collection, a questionnaire was developed to elicit the required information and was interviewer administered during data collection. The results of the study revealed that Agripark project has impact on both social and economic wellbeing of the households. The processing unit of the project was not yet functioning therefore the project was not fully effective thus the impact was not as intended by the project when the study was carried out. Skills transferred were only on production but only a small number of people could receive them. These households largely relied on external sources of income mainly on social grants and their contribution to total household income had increased to 88% in 2011 compared to 80% in 2008. As much as the increase in incomes cannot be entirely be because of the project but Agripark had a positive impact on household incomes through wages of those employed there and through increased profitability of hawking vegetables. The proportion of household earning incomes less than the Poverty line fell from 85% in 2008 to approximately 79% in 2011. The household complemented their staples with a variety of vegetables and the main source of these vegetables was Agripark even though own production was declining. Even though food was still the main item of these households expenditure, the proportion of income spent on food fell from 64% in 2008 to 48% in 2011. There were no environmental impacts found. From the descriptive analysis, the project had impact on the livelihoods of these households because it brought change on the household expenditure as a result of the income earned by those who are working in the Agripark. There was an improvement on risk of food insecurity through cheaper vegetable that both physically and financially attainable. However, as much as the project had positive impact, there were also concerns raised by the respondents that the employment was only biased to certain individuals which cased stress to some households. Furthermore, the empirical analysis of the selected variables showed that participation in Agripark had an impact on economic wellbeing of the beneficiaries. Thus, funding must be made available to the project so that it can upgrade their electricity and have the processing plant running as it may be the major source of employment, skills development and achievement of its objectives.

Abstract:
This study is situated in the field of land and agrarian reform. It explores the possible socioeconomic consequences of the large-scale commercial farming (LSCF) model on the land reform beneficiaries in Greater Tzaneen Municipality (GTM), South Africa. While the land reform programme seeks to reduce poverty, unemployment, and income inequality, among other things, the South African government has enforced the LSCF model in the land reform projects. The features of the model that the government is imposing on land reform beneficiaries are those of the agribusiness model. The agribusiness model is the current and dominant model of agrarian capitalism which increasingly organises agricultural production in the form of monoculture on an ever-increasing scale with the intense use of agricultural machinery and toxic chemicals along the growing use of genetically modified seeds (Stedile and Leon, 2014). Farm production, alongside upstream and downstream agricultural industries, is dominated by a decreasing number of large agribusinesses (Movement of Landless Rural Workers (MST), 2013:9-10). The concept, the agribusiness model, is used in the study to refer to the LSCF model. The study challenges the perspectives associating success or even the viability of land reform projects with the agribusiness model. It demonstrates a) the difficulties of the beneficiaries to follow the business model autonomously; b) the limitation of the state apparatus to support a costly agribusiness model; and c) the social distance of certain market-driven policies from the context and everyday lives of the beneficiaries and their families. The works of Ben Cousins, the MST and Archie Mafeje on the efficacy of the agribusiness model and the merits of the alternative small-scale model for the beneficiaries of agrarian reform influenced this study. Of the three, Archie Mafeje was more influential, and it is of academic interest that those writing on the LSCF model in the context of land reform in South Africa do not seem to take Mafeje's work more seriously especially that he is also against the LSCF model.

Abstract:
The aim of this study was to explore the perceptions of RDP beneficiaries on the extent to which the RDP housing project meets their housing needs in South Africa through a case study of Golf Course Estate in Alice Town with the following specific objectives; to assess the extent to which the Alice Golf Course housing project has achieved the RDP programme objectives; to establish beneficiaries‟ perceptions on the extent the RDP Alice Golf Course houses meet their needs; and to explore the level of satisfaction on the RDP houses by beneficiaries. This study utilized triangulation of both quantitative and qualitative methodologies with qualitative as the dominant approach while quantitative was less dominant. The qualitative design took the form of a case study while the quantitative took the form of mini survey. The study sampled 72 participants from the study population. The study utilized an interview guide and a questionnaire as instruments of data collection. The findings indicated that the gender representation of the beneficiaries was skewed. This is because there were more females heading the houses than males; unemployment was also high; most participants were unmarried and most were adults. This study also discovered that most people residing in these houses are not the real owners who were allocated the houses. There were qualitative problems associated with the components of these houses such as poor roofing, doors, windows, floors and walls. Service delivery complaints were based on inadequate access to clean water, small size and spacing of the RDP house. Security was also a challenge because all the houses did not have street lights and the roads were very bad. Though it is commendable that drainage and sewer facilities are available, but they are not serving their purpose since there is no water in these houses. The findings also indicated that there were discrepancies in allocation of the houses; pervasiveness of social ills; inadequate consultative meetings between the RDP Administrator or social worker and the beneficiaries; as well as the pervasiveness of HIV/AIDS among other issues. This researcher recommended that the government needs to promote economic empowerment to deal with unemployment; to improve the quality of the material building the houses; improvement on service delivery gaps; to beef up infrastructure; renovation and revamping of current houses; to establish commissions of inquiry to deal with corruption; to honour and monitor waiting lists. Partnership with other stakeholders was also critical, in addressing access to social services and helps deal with social ills and run behaviour modification campaigns. This researcher also recommended that there is a need to carry out further research on the role played by the municipalities in the RDP housing project as well as conducting a purely qualitative research to further explore the perceptions of other stakeholders, NGOs, traditional leaders, church leaders, and police on the implementation of the housing project. This researcher advises that such a research could be carried out through focus group discussions and also since this study was bound by a case study it is also necessary for similar research to be carried out in different places in South Africa.

ENGLISH ABSTRACT: We critically assess the successes and failures of the economic phenomenon that is Black Economic Empowerment as represented by the Ownership Element of the Scorecard. We briefly evaluate the successes and failures of the first wave of BEE deals on the JSE and through the use of contemporary observations of this phenomenon as reported on by the media, we make the key assumption that these media reports are an unbiased account of the phenomenon. We critically assess the current status of BEE and find that progress has been made in terms of black ownership on the JSE, as well as on the legislative front, through the introduction of a comprehensive standardised measurement framework. The progress has in the main been extremely slow and limited. We also find that whilst funding models have improved, the success of BEE deals is still to a large extent dependent on stellar performance of the Stock Exchange and generous dividend policies. Disappointingly we also find that the debate about what constitutes broad-base BEE continues unabated as most deals continue to fail to meet public expectations of broad-base empowerment and equitable equity participation by all BEE deal beneficiaries.
AFRIKAANSE OPSOMMING: Hierdie studie bied 'n kritiese evaluering van die suksesse en mislukkings van die ekonomiese verskynsel genaamd swart ekonomiese bemagtiging (SEB) aan die hand van die eienaarskapelement van die telkaart. Die eerste vlaag SEB-transaksies op die Johannesburgse Effektebeurs (JEB) word kortliks beoordeel, waarna die media se eietydse waarnemings oor hierdie verskynsel tot die sleutelaanname lei dat sodanige mediaberigte 'n onbevooroordeelde weergawe van die stand van swart ekonomiese bemagtiging is. Die studie bied 'n kritiese beskouing van die huidige status van SEB, en dat daar wél vordering gemaak is met betrekking tot swart eienaarskap op die JEB, sowel as op wetgewende gebied deur die instelling van 'n omvattende, gestandaardiseerde metingsraamwerk. Vordering was egter tot op hede merendeels uiters stadig en beperk. Die studie bevind ook dat hoewel finansieringsmodelle verbeter het, die sukses van SEB-transaksies steeds in 'n groot mate van 'n goeie vertoning op die effektebeurs en ruimhartige dividendbeleid afhang. Abstract:
The land reform that has unfolded in Zimbabwe since 1980 used different models and had diverse consequences. Since the implementation of the fast tract land reform programme in 2000, Zimbabwe experienced heavy reduction in yield and output at farm level that led to a 70% shortfall in production to meet annual food requirements (Richardson, 2005). The economic crisis in Zimbabwe has been characterized by worsening food insecurity especially in the rural areas where harvests continue to be poor. In the beef sector, Zimbabwe has failed to meet its export quota to the EU. The shortfall in production to meet annual food requirements shows a very grim situation but do not tell us about the performance of resettled farmers who now occupy much of the productive land. The broad objective of the study was to determine and compare the production efficiency of resettled farmers in Zimbabwe across land reform models. In addition, the study determined land use intensity. The study was conducted in the Mashonaland Central Province of Zimbabwe mainly because a wide variety of field crops were grown by resettled farmers. The respondents were stratified into three groups. These were: beneficiaries of land reform before 2000 (resettle scheme), fast track A1 model and fast track A2 model. The three models differ on how they were implemented and supported and this might result in different efficiencies of the models. A total of 245 copies structured questionnaire were administered on the resettled farmers from June to September 2010. Descriptive statistics was applied to the basic characteristics of the sampled households. The effect of model of land reform, gender of the household head, marital status, age of the household head, education, household size, religion, dependence ratio, whether the farmer was fulltime or part-time in farming, experience of the farmers in farming at that environment, total land size owned by the farmers and soil type on revenue per hectare and land use rate were determined using the GLM procedure of SAS (2003). Significance differences between least-square group means were compared using the PDIFF test of SAS (2003). The relationship between Revenue and land utilization was examined using the Pearson‟s correlations analysis. Dependance between response variables that had an effect on either revenue per hectare or land utilization with all the other response variables was tested using the Chi-square test for dependance. To find the effect of arable land used and herd size on revenue per hectare and land use the RSREG Procedure of SAS (2003) was used. Input oriented DEA model under the assumption of constant return to scale was used to estimate efficiency in this study. To identify factors that influence efficiency, a Tobit model censored at zero was selected. The mean land use rate varied significantly (p<0.05) with the land reform model with A2 having highest land use rate of 67%. The A1 and old resettlement households had land use rates of 53% and 46%, respectively. Sex, marital status, age of the household head, education and household size significantly affected land use (P<0.05). Revenue per hectare was not affected by any the factors that were inputted in the model. Results from the DEA approach showed that A2 farmers (large land owners) had an average technical efficiency score of 0.839, while the lowest ranking model (A1) had an average score of 0.618. Small land holders (A1 and the old resettled farmers) are on average less cost-efficient than large land owners, with a score of 0.29 for the former compared with 0.45 for the latter. From the factors that were entered in the Tobit model, age of household head, excellent production knowledge and farmer status affected technical efficiency whereas allocative efficiency was only affected by good production knowledge, farm size, arable land owned and area under cultivation. Factors which affected economic efficiency of the resettled farmers are secondary education, household size, farm size, cultivated area and arable land owned. None of the included socio-economic variables has significant effects on the allocative and economic efficiency of the resettled farmers. Thus, the allocative and economic inefficiencies of the farmers might be accounted for by other natural and environmental factors which were not captured in the model.

Abstract:
The effects of foreign aid in the process of economic growth in developing countries is a subject of intense debate. While its favorable effects in the struggle with poverty are undeniable, its determining factor for economic development has positions in favor and against. This article presents a review of the literature on foreign aid, focusing on the fundamental aspects to facilitate its analysis. Other aspects that are addressed are the main arguments used to support the granting and receiving of foreign aid towards a developing country, as well as those arguments that criticize its suitability. The final part includes some conclusions about the presented arguments.
Los efectos de la cooperación internacional en el proceso de crecimiento económico de los países en desarrollo es un tema de intenso debate. Si bien sus efectos favorables en la lucha contra la pobreza resultan innegables, su condición de factor determinante para el desarrollo económico tiene posiciones a favor y en contra. En este artículo se hace una revisión de la literatura sobre la cooperación internacional, concentrándose en los factores fundamentales para facilitar su análisis. Otro aspecto tratado son los principales argumentos utilizados para respaldar el otorgamiento y recepción de cooperación internacional hacia un país en desarrollo, así como aquellos argumentos que critican su conveniencia. La parte final incluye algunas conclusiones sobre los argumentos expuestos.

The aim of this study is to show that the creation of the Law no. 12,858 / 2013 has an irrelevant effect in the short term, regarding issues related to health and education problems. By adopting some assumptions capable of modeling the obtained database and estimating oil production using the SARIMA, Holt-Winters and Kalman Filter models, combined with the price forecast, the portrayed results can consistently reflect the impacts brought by this law. The problem becomes even bigger in a long-term horizon, in which the migration of revenue from royalties will overwhelmingly affect the entities who benefit from it.
Este trabalho tem como objetivo mostrar que a criação da Lei n° 12.858/2013 possui um efeito irrelevante no curto prazo, no que tange as questões ligadas aos problemas da saúde e educação. Adotando algumas premissas capazes de modelar o banco de dados obtido e estimando a produção do petróleo utilizando os modelos SARIMA, Holt-Winters e Filtro de Kalman, combinadas com a previsão dos preços, os resultados apresentados conseguem refletir de forma consistente os impactos trazidos por esta lei. O problema ainda se torna maior em um horizonte de longo prazo, onde a migração da receita provida dos royalties afetará de forma devastadora os entes que se beneficiam dela.

Diese Arbeit bietet eine solide theoretische Grundlage zu Philanthropie und religiös motivierten Spendenaktivitäten und deren Einfluss auf Wohltätigkeitstrends, Entwicklungszusammenarbeit und einer auf dem Gedanken der sozialen Gerechtigkeit beruhenden Philanthropie. Untersucht werden dafür die Strukturen religiös motivierte Spenden, für die in der islamischen Tradition die Begriffe „zakat“, „Waqf“ oder im Plural auch „awqaf-“ oder „Sadaqa“ verwendet werden, der christliche Begriff dafür lautet „tithes“ oder „ushour“. Aufbauend auf diesem theoretischen Rahmenwerk analysiert die qualitative und quantitative Feldstudie auf nationaler Ebene, wie die ägyptische Öffentlichkeit Philanthropie, soziale Gerechtigkeit, Menschenrechte, Spenden, Freiwilligenarbeit und andere Konzepte des zivilgesellschaftlichen Engagements wahrnimmt. Um eine umfassende und repräsentative Datengrundlage zu erhalten, wurden 2000 Haushalte, 200 zivilgesellschaftliche Organisationen erfasst, sowie Spender, Empfänger, religiöse Wohltäter und andere Akteure interviewt. Die so gewonnen Erkenntnisse lassen aussagekräftige Aufschlüsse über philanthropische Trends zu. Erstmals wird so auch eine finanzielle Einschätzung und Bewertung der Aktivitäten im lokalen Wohltätigkeitsbereich möglich, die sich auf mehr als eine Billion US-Dollar beziffern lassen. Die Erhebung weist nach, dass gemessen an den Pro-Kopf-Aufwendungen die privaten Spendenaktivitäten weitaus wichtiger sind als auswärtige wirtschaftliche Hilfe für Ägypten. Das wiederum lässt Rückschlüsse zu, welche Bedeutung lokale Wohltätigkeit erlangen kann, wenn sie richtig gesteuert wird und nicht wie bislang oft im Teufelskreis von ad-hoc-Spenden oder Hilfen von Privatperson an Privatperson gefangen ist. Die Studie stellt außerdem eine Verbindung her zwischen lokalen Wohltätigkeits-Mechanismen, die meist auf religiösen und kulturellen Werten beruhen, und modernen Strukturen, wie etwa Gemeinde-Stiftungen oder Gemeinde-„waqf“, innerhalb derer die Spenden eine nachhaltige Veränderung bewirken können. Daher bietet diese Arbeit also eine umfassende wissenschaftliche Grundlage, die nicht nur ein besseres Verständnis, sondern auch den nachhaltiger Aus- und Aufbau lokaler Wohltätigkeitsstrukturen in Ägypten ermöglicht. Zentral ist dabei vor allem die Rolle lokaler, individueller Spenden, die beispielsweise für Stiftungen auf der Gemeindeebene eingesetzt, wesentlich zu einer nachhaltigen Entwicklung beitragen könnten – und das nicht nur in Ägypten, sondern in der gesamten arabischen Region. Als konkretes Ergebnis dieser Arbeit, wurde ein innovatives Modell entwickelt, dass neben den wissenschaftlichen Daten das Konzept der „waqf“ berücksichtigt. Der Wissenschaftlerin und einem engagierten Vorstand ist es auf dieser Grundlage gelungen, die Waqfeyat al Maadi Community Foundation (WMCF) zu gründen, die nicht nur ein Modell für eine Bürgerstiftung ist, sondern auch das tradierte Konzept der „waqf“ als praktikable und verbürgte Wohlstätigkeitsstruktur sinnvoll weiterentwickelt.
This work provides a solid theoretical base on philanthropy, religious giving (Islamic zakat, ‘ushour, Waqf -plural: awqaf-, Sadaqa and Christian tithes or ‘ushour), and their implications on giving trends, development work, social justice philanthropy. The field study (quantitative and qualitative) that supports the theoretical framework reflects at a national level the Egyptian public’s perceptions on philanthropy, social justice, human rights, giving and volunteering and other concepts that determine the peoples’ civic engagement. The statistics cover 2000 households, 200 Civil Society Organizations distributed all over Egypt and interviews donors, recipients, religious people and other stakeholders. The numbers reflect philanthropic trends and for the first time provide a monetary estimate of local philanthropy of over USD 1 Billion annually. The survey proves that the per capita share of philanthropy outweighs the per capita share of foreign economic assistance to Egypt, which implies the significance of local giving if properly channeled, and not as it is actually consumed in the vicious circle of ad-hoc, person to person charity. In addition, the study relates local giving mechanisms derived from religion and culture to modern actual structures, like community foundations or community waqf that could bring about sustainable change in the communities. In sum, the work provides a comprehensive scientific base to help understand- and build on local philanthropy in Egypt. It explores the role that local individual giving could play in achieving sustainable development and building a new wave of community foundations not only in Egypt but in the Arab region at large. As a tangible result of this thesis, an innovative model that revives the concept of waqf and builds on the study’s results was created by the researcher and a dedicated board of trustees who succeeded in establishing Waqfeyat al Maadi Community Foundation (WMCF) that not only introduces the community foundation model to Egypt, but revives and modernizes the waqf as a practical authentic philanthropic structure.

Abstract:
A quantitative study was conducted to determine the socio-economic outcomes for the beneficiaries of the Expanded Child Survival Initiative in Uganda. The population comprised of all orphans and vulnerable children who were trained under the Expanded Child Survival Initiative of which a sample of 102 respondents were included in the structured data collection process. The outcomes that were explored were employment, income, assets and family support to siblings and other dependants by the primary beneficiaries. The findings show that the outcomes of the Expanded Child Survival Initiative were positive and benefited socio economic lives of the respondents and their family members. The majority of the respondents were using the skills obtained from the training and were employed. The employment provided a source of income and the income earned facilitates the respondents in providing the basic needs of the family members. They were able to provide adequately for most of their basic needs. The findings also show that the respondents had accumulated some assets. A number of factors influenced the utilisation of the newly acquired skills including having tool kits, start-up capital and business management skills. It is recommended that training providers should provide start-up support to the apprentices in order to facilitate them to utilise the skills obtained from apprenticeship trainings.

Poverty is perceived by various authors to bea challenge in African countries, including South Africa. O’Brien and Mazibuko (1998, p. 140) state that poverty “is characterised by a host of factors, including under-nutrition, unemployment, illiteracy, and unequal and poor access to health, housing, education and decision-making resources”. The above-mentioned authors state that these factors both result from and perpetuate poverty. According to Rogerson (1996), the effects of poverty are seen more among the black communities, and there is more poverty in the informal settlements compared to other residential areas. After 1994, one of the South African government’s key priorities was to eradicate poverty and the focus was on the improvement of the standard of living and quality of life for all South Africans. Various strategies and policies were then introduced in order to alleviate poverty, one of them beingthe introduction of social assistance (Ellis, 2011, pp. 63-72). According to Triegaardt and Patel (2005), social security in the developing countries, including South Africa, is very important for poverty reduction and ensuring a basic minimum standard of living for the people. The above-mentioned authors also emphasise that there is a need for ongoing monitoring and evaluation of social assistance as this will help to ascertainif the programme is making any contribution to the lives of the people and to help keep up with the changing environment. This study focused on the contribution of social grants to alleviating poverty in an informal settlement. The research study aimed to assess the beneficiaries’ perspectives on the contribution of social grants to alleviating poverty in an informal settlement. Some of the objectives of the study were to explore the perspectives of social grant beneficiaries in Angelo informal settlement on the role of social grants in their lives and to describe how social grant beneficiaries in Angelo informal settlement understand the impact of social grants on their poverty-stricken conditions. This qualitative study was exploratory and descriptive in nature. Ten individual semistructured interviews were conducted in the Angelo informal settlement using an interview schedule. Abstract:
The fundamental objective of this study was to determine the impact of PLAS Land Reform Projects on the livelihood (financial, human, physical, natural and social capitals) of beneficiaries. The population of the study included all beneficiaries (97) of PLAS projects within Dr. Kenneth Kaunda District Municipality. Fifty four beneficiaries were randomly selected from all 36 projects and interviewed using a structured questionnaire. Data collected was sorted, coded and analysed using version 21 of the Statistical Package for Social Sciences (SPSS). Frequency count and percentage were used to summarize the data. The identified major constraints affecting PLAS projects were found to be: lack of resources (77.9%), lack of finance (77.8%), lack of water (77.8%), lack of incentives (66.7%), lack/poor infrastructure (64.8%) and high inputs cost (59.3%). The respondents indicated that lack of finance was caused by both lack of government support and inability to access credit from financial institutions, Jack of assets and land ownership which could be used as security to secure loans. Binary Logit Regression Model was used to determine factors influencing the impact of PLAS projects on the livelihood of beneficiaries. Five explanatory variables found to be statistically significant were: size of projects (Z=1-.905: P<0.05), purchase price of projects (Z=-2.258: P>0.01), sufficient funding (Z=1.657: P<0.01), established market (Z=2.552: P<0.01) and age of farmers' (Z=-2.697: P>0.05). Wilcoxon Sign-rank Sum Test was used to determine the "before" and "after" impact of PLAS Land Redistribution projects on the livelihood (financial, human, physical, natural and social capitals) of beneficiaries. The findings showed that significant difference existed on the livelihood (social, financial, physical, natural and human capital) before and after participating in PLAS projects. The result indicated an inverse relationship in terms of the impact of PLAS projects on the livelihood of beneficiaries implying that discontinuation or no participation in PLAS projects could reduce livelihood capitals or negatively affect beneficiaries' livelihood.

Abstract:
When the Government of National Unity (GNU) came to power in South Africa in 1994, it inherited a housing sector with severe abnormalities as a result of the policies and political turbulence of the apartheid era (Department of Housing/DOH, 2000a). One of the main problems was and is still the enormous housing backlog facing large sections of the country's population both in rural and urban areas. The housing crisis in South Africa has received extensive attention by the South African government, non-profit organizations and international actors such as research and aid organisations since the demise of apartheid. This shows the historical and present interest on the SUbject. The most significant development in housing policy in 1990 was the creation of the Independent Development Trust (lOT). The lOT, was a parastatal, a government created institution in 1991, which was to address the housing needs of the country's poor. As one form of housing subsidisation, housing consolidation subsidies have been used in housing projects for households to build new houses or improve existing structures on the serviced sites that were previously subsidized through the Independent Development Trust (lOT) in the 1990's. The realisation that between 20%-30% of beneficiaries do not take occupancy at the end of a specific project, has brought a serious concern to the Housing Department, local community structures and Project Managers. This study, focuses on the Durban Metropolitan Area; it intend to increase one's understanding of why consolidation housing projects only reach 70%-80% of intended beneficiaries on closure of the projects. The housing consolidation projects in Luganda and Savannah Park, Southern Pinetown, Durban, which are the sUbject of the present stUdy, were initiated in 1996 and 2000 respectively with the intent to deliver over 2000 houses in both study areas. These are being investigated. The study takes a form of a wholes tick approach and tries to make a link between the absent beneficiaries and those who informally transfer their property to new owners. The reason is simply that the 20-30% originally intended beneficiaries are not benefiting from the Consolidation Housing Subsidy. The study aims to look at alternative, cheaper and affordable ways of obtaining title deeds for people who have bought sites informally from the authentic officially recognised beneficiaries. Lastly, the study will contribute by data gathering and analysis, to the understanding of the phenomenon of low-occupancy and informal or de facto transfer of property.

Wildlife farming has become an important land use alternative, especially in most developing countries where there is an abundance of wildlife resources. In South Africa, integrated wildlife/livestock was mostly practiced by commercial farmers on a privately owned land but in recent years, potential for income generation in the industry has grown. Smallholder farmers are increasingly being assisted to explore practicing integrated wildlife/livestock on communal land after receiving land through restitution programme. The aim of the study was to examine costs and benefits associated with integrating livestock with wildlife in a smallholder agricultural context. Structured questionnaires were used to collect data from 71 respondents situated in Ba-Phalaborwa Municipality selected using multistage random sampling technique. Cost-benefit approach and weighted decision matrix were used for economic analysis and also to identify potential trade-offs. Furthermore, the study used descriptive statistical analysis to identify opportunities and challenges faced by farmers. Some of the livestock costs identified include feeds, vaccines and labour costs. Benefits of wildlife include income from trophy hunting and selling meat from wild animals. Cost-Benefit Ratio (CBR) as a tool of cost benefit analysis techniques, was used in order get 0.67 in livestock farming, this shows that the project may not be sustainable whereas that of wildlife farming was 1.13 which indicate that the project will yield positive outcome for community involved. There are trade-offs that farmers will have to consider when shifting towards integrated wildlife/livestock such as reduced livestock benefits and increased wildlife benefits. Livestock diseases, stock theft and others are the identified challenges associated with integrated wildlife/livestock. Descriptive results indicated that 40% of livestock farmers mentioned that they are strongly affected by stock theft and disease transmission. The identified opportunities of integrated wildlife/livestock were business and job creation for rural households. Given the findings, the study therefore, recommends that government and private sector should assist farmers with training in wildlife farming so that they can be competitive in commercial wildlife farming. Funds should be made available for setting up infrastructure suited for wildlife land uses.

Political transformations in most developing nations have been accompanied by vast land claims by indigenous communities who were forcibly detached from their traditional land during colonisation and apartheid-like dispensations. In the context of sub-Saharan African countries (including South Africa), the need for land reform has been aggravated by the great scarcity of farmland. However, most of the reclaimed land is in areas pursuing conservation activities. Now, caught between owning the land and pursuing conservation as a land use option to improve livelihood; local communities have tended to form partnerships and collaborations with external stakeholders in managing communally owned natural resources. Collaborative management is perceived as a sustainable route in governing common pool natural resources in re-claimed areas. It is in this regard, that this research aims at establishing the role to which social capital can be instrumental in promoting sustainable governance in co-managed community game reserves in Kwa-Zulu Natal. This study follows a case study approach, with Zondi and Gumbi communities in Umvoti and uPhongolo Districts of KwaZulu Natal, South Africa respectively being used to obtain empirical evidence. Two basic criteria were taken into consideration in selecting appropriate case study areas to attain the aim of the study. Firstly, whether the area had successfully claimed the land and secondly, if there were collaborative efforts from different stakeholders in managing available common resources. To ensure equal representation, research participants were drawn from households, community leaders, conservation organisations and policy makers from the government. This study’s methodological positionality is interpretive in nature, and its operational framework base is qualitative research. It therefore uses a number of qualitative techniques in an attempt to establish the role of social capital in governing Somkhanda (in Gumbi) and Ngome (in Zondi) Community Game Reserves. For instance, systemic-resilience thinking and socio-ecological learning approaches were used to analyse the participatory relationship and effects in managing community natural resources in Gumbi and Zondi communities. It has been revealed in this study that the key to successful collaborative environmental management projects revolves around issues of participation, transparency, reciprocity and effective communication. These elements are important ingredients in building strong social capital. Community social cohesion builds trust between internal and external actors, especially in communities that were once subjected to various forms of segregation and corrupt systems of governance. The presence of trust in managing common pool resources ensures effective stakeholder participation as well as involvement in decision making processes. Furthermore, the evidence from this study suggests that the frequent exclusion of rural populations from participation in processes with a direct influence on their lives, undermines efforts to pursue Community-Based Ecotourism. More profoundly, the study found that, as an analytical tool, social capital seems to provide a dynamic and holistic explanatory approach to the pursuance of Community-Based Ecotourism in land-claimed communities, compared with the dominant evaluative techniques in the tourism field. Another important practical implication is that social capital can be used to promote the analysis of communities as heterogeneous and evolving, as opposed to the assumptions of their homogeneity and static state. There is a strong possibility that social capital can also address power-relations, social exclusion and inequality, through consideration of both structural and cognitive indicators. The findings from this study make several contributions to the body of knowledge. Firstly, they provide a better understanding of social capital variables influencing community participation in conservation activities. This is of use when designing or developing future Collaborative Community-Based Natural Resources Management (CCBNRM) projects. Secondly, from a broader perspective, the study advises policy makers not to ignore related community policies which might impact community participation in CCBNRMs. This is essential in considering the direction of future conservation and rural development policy. Thirdly, they provide a framework for empowering local people and their communities to enhance participation in CCBNRM. In view of this, a binding conclusion can be made that social capital can be a vehicle through which the accumulation of different forms of capital can be achieved and contribute towards sustainable environmental management.

Dissertação de Mestrado em Direito apresentada à Faculdade de Direito
Com a presente dissertação pretendemos fazer uma análise aprofundada da Lei do Acesso ao Direito e aos Tribunais, com especial incidência nos Beneficiários do Apoio Judiciário. Para tal, partimos do âmbito pessoal de aplicação daquela lei, distinguindo as pessoas singulares das pessoas coletivas, afastando-nos, depois, deste ponto de partida em busca de outras situações de concessão daquele apoio. Sendo o Acesso ao Direito e aos Tribunais um princípio fundamental garantido pelo artigo 20.º da Constituição da República Portuguesa, preocupamo-nos com a questão de saber se o legislador cumpriu a sua tarefa de garantir este direito a todos, designadamente àqueles que se encontrem numa situação de insuficiência de meios económicos. With this dissertation we intend to make an in-depth analysis of the Law of Access to Law and to Courts, with special focus on Beneficiaries of Legal Aid. To do so, we start from the personal scope of application of that law, distinguishing natural persons from legal persons, then moving away from this starting point in search of other situations for granting that support. With Access to Law and to Courts being a fundamental principle guaranteed by article 20 of the Constitution of the Portuguese Republic, we are concerned with the question of whether the legislator has fulfilled his task of guaranteeing this right to everyone, namely to those who are in a situation of insufficiency of economic means. With this dissertation we intend to make an in-depth analysis of the Law of Access to Law and to Courts, with special focus on Beneficiaries of Legal Aid. Abstract:
The purpose of this thesis is to contribute towards an improved healthcare priority system. It is imperative that the outcomes of health prioritization tools are accurate and up--‐to--‐date. Project Antares aims to outline future informed healthcare policies and has the potential to have a great impact in a near future over the decision makers of this field. In the last decade, many companies have successfully used crowdsourcing, act of outsourcing a task to an undefined large network to solve some of their most challenging issues. A survey conducted on Amazon Mechanical Turk, an online crowdsourcing platform, helped us infer a set of health priorities for India. Priority scores were computed from the data collected and the results are discussed in the context of the extant literature.

Social security is an important instrument of government to reduce the risks of economic insecurity to indivi~uals and the community. Social security usually consists of social insurance (for example pensions, unemployment insurance and workmen's compensation) and social assistance (for example social pensions, disability grants and maintenance grants). In view of South Africa's low economic growth, high and rising unemployment, widespread poverty, skew distribution of income and the disintegration of the family, social security requires urgent attention. This issue is even more pressing during the political transition since most policy measures and institutions are reconsidered, while pressure on government expenditure increases. This study commences with a discussion of basic aspects of social security, such as its definition, the rationale for social security in a market economy, the possible influence on economic behaviour, targeting, the financing of social security through a payroll tax and general taxation and the financing of a national pension fund. One of the sources of information of social security is the experience of other countries in this regard. The second part, which constitutes the core of the study, involves a comparative study of social security. After a general discussion on comparative studies, the origin and development of social security in welfare states (the USA, Britain and the Netherlands) and developing countries (Chile, Mexico, Guatemala, Cuba and Sri Lanka) are studied. African countries and the "miracle" countries of the East also receive brief attention. The main emphasis is on equity and efficiency, and aspects such as affordability, financing, targeting, the extension of coverage, a negative income tax, traditional social security and specific programmes that could be of importance to South Africa. In the last section the origin and development of and the fiscal scope for social security are discussed. Besides social insurance and assistance, programmes such as in-kind transfers, public works programmes and tax expenditure receive attention. Aspects of social security such as poverty alleviation, means testing, take-up rates, administration and corruption are discussed, while recommendations are made on topics such as a "voluntarily" national pension scheme, employment creation programmes and food stamps.
Bestaansbeveiliging is 'n belangrike instrument in die hande van die owerheid om die risiko' s van ekonomiese onsekerheid vir individue en die gemeenskap te verminder. Bestaansbeveiliging bestaan gewoonlik uit maatskaplike versekering (waaronder pensioene, werkloosheidsversekering en ongevalleversekering) en maatskaplike bystand (byvoorbeeld maatskaplike pensioene, ongeskiktheidstoelaes en onderhoudstoelaes). In die lig van Suid-Afrika se lae ekonomiese groei, hoe en stygende werkloosheid, wydverspreide armoede, skewe verdeling van inkome en gesinsverbrokkeling, verg bestaansbeveiliging dringende aandag. Die aangeleentheid is des te dringender gedurende die politieke oorgangsperiode waartydens die meeste beleidsmaatreels en instellings in heroorweging geneem word en daar voortdurend druk op die owerheid is om meer van die land se skaars bronne te gebruik. Ter inleiding word enkele kemaspekte van bestaansbeveiliging bespreek, waaronder die definisie daarvan, die rasionaal vir bestaansbeveiliging in 'n markekonomie, die moontlike invloed van bestaansbeveiliging op ekonomiese gedrag, die rol van teikenstelling, die finansiering van bestaansbeveiliging deur middel van 'n loonstaatbelasting en algemene belastings en die finansiering van 'n nasionale pensioenfonds. Een bron van inligting oar bestaansbeveiliging is die ervaring van ander lande op hierdie terrein. Die tweede gedeelte, wat die kern van die studie is, behels 'n vergelykende studie van bestaansbeveiliging. Na 'n inleidende bespreking oar vergelykende studies in die algemeen, word die ontstaan en ontwikkeling van bestaansbeveiliging in welvaartstate (die VSA, Brittanje en Nederland) en in ontwikkelende lande (Chili, Mexiko, Guatemala, Kuba en Sri Lanka) bestudeer. Afrikalande en die "mirakel-lande" van die Coste kry oorsigtelik aandag. Die nadruk in die gedeelte val veral op billikheid en doeltreffendheid en aspekte soos bekostigbaarheid, finansiering, teikenstelling, uitbreiding van dekking, negatiewe inkomstebelasting, tradisionele bestaansbeveiliging en programme wat vir Suid-Afrika van betekenis kan wees. In die laaste gedeelte word die ontstaan en ontwikkeling van en die fiskale ruimte vir bestaansbeveiliging in Suid-Afrika bespreek. Benewens maatskaplike versekering en bystand, kry programme soos in natura oordragte, openbare werke-programme (werkskeppingsprogramme) en belastinguitgawes aandag. Aspekte van bestaansbeveiliging soos armoedeverligting, die middeletoets, opneemkoerse, administrasie en korrupsie word bespreek en aanbevelings word onder me er gemaak ten opsigte van 'n "vrywillige" nasionale pensioenskema, werkskeppingsprogramme en voedselkoepons.

Abstract:
The study aims to evaluate the Entrepreneurial Seed Fund Programme (ESFP) of the Cape Winelands District Municipality (CWDM). This Programme aims to provide seed funding to emerging and established businesses in order to start and/or grow their businesses. The Programme provides funding through a grant-in-kind by procuring the goods and equipment that the business needs. The businesses qualifying for the funding are not solely focusing on profit-making; they are addressing social issues through business activities in their communities. The population of the study includes five successful and unsuccessful beneficiaries and a questionnaire was designed in order to determine the contributing factors to the success or failure of the business and if the objectives of the Programme was realised. In conclusion, the ESFP can be regarded as a sustainable programme which contributed to job creation and social upliftment. The ESFP should be strengthened with a small business incubation programme in order to enhance its sustainability.

Abstract:
Continuous reforms of pension systems of countries of the world remain significant considering the fact that many countries, including South Africa, face challenges of how to adequately provide for their ageing populations. South Africa’s retirement system takes a formal three-pillar approach; comprising the state old-age pension, occupational funds, and private savings. Pension provision (occupational) takes the form of retirement funds which are mostly established by employers, administered by insurance companies, and regulated by the state through legislation. South Africa does not have a public fund and relies solely on the private retirement system. Many workers in South Africa retire with no income or with insufficient benefits and end up relying on the state for support. The reasons for this include a general lack of a culture of saving, the absence of a public fund, the voluntary nature of the system, leakages that exist within the system, a lack of mandatory preservation of benefits, risks with lump-sum cash payments, and the fact that the system focuses more on those in formal employment. This raises the question whether the system is in line with what is guaranteed by section 27 of the Constitution of the Republic of South Africa, 1996 that everyone has a right to have access to social security. The right guarantees “everyone” access to some form of income (protection) during retirement, which makes retirement provision an important social security component. Thus, pensions play an important social security role as they protect the elderly from falling into poverty. Benefits received from retirement savings serve as income replacement in retirement and should therefore receive adequate protection, and they must be able to provide adequate protection to the beneficiaries – beyond mere survival. Over the years South Africa has embarked on many reform processes to find ways to improve its retirement system. This study determines the adequacy of South Africa’s occupational retirement system along social security objectives. It describes the nature of the system, considers proposals made for reform purposes, examines international law, (including systems in Belgium, the Netherlands, and the United Kingdom for a comparative study), identifies weaknesses in the system, and makes some proposals to improve coverage and protection of benefits.

Abstract:
The objectives of this thesis were firstly, to review existing literature in order to identify broadly accepted and measurable indicators of the possible causes of poverty and the resulting symptoms. Secondly, to gather baseline information from a group of land reform beneficiaries in order to identify the different dimensions of poverty affecting the current and future well-being of these households. Thirdly, to undertake empirical analysis to assign these households to a small number of groups exhibiting different symptoms of poverty and then explain these differences in terms of their possible causes. A census survey of 38 land reform beneficiary households - members of a Communal Property Association (CPA) established to purchase Clipstone, a 630 hectare subdivision of the farm Sherwood in the midlands of KwaZulu-Natal - was conducted in May 2002 to gather data on poverty indicators. Principal Component Analysis was used to construct an index of the standard of housing, which was then combined with variables measuring other symptoms of poverty (income, wealth and health) in a Cluster Analysis of the households. This revealed five clusters representing four distinct groups of poverty; households relatively income and asset rich, income rich but asset poor, asset rich but income poor and households with the lowest incomes and assets. Linear Discriminant Analysis was then used to distinguish the households that were relatively income and asset "rich" from those that were relatively income and asset poor, and those that were relatively income poor but "asset rich" from those relatively asset poor but "income rich". The main distinguishing indicators were found to be gender of the household head, family size, dependency ratio, education and access to markets. These findings show that there is a need to increase child welfare grants as pension earnings become less effective (due to decreasing life expectancy and high levels of dependence on pensions as a source of income) in the short run. In the long run, there is a need for increased education and vocational training - especially for women along with better access to transport, jobs and banking facilities (to mobilise savings).
