Abstract:
Japanese official development assistance (ODA) totaled $9.13 billion in 1988, which put Japan neck and neck with the United States for the title of largest aid-donor country. In the few decades since joining the Development Assistance Committee in 1961, Japan has steadily increased its aid effort until the country is now one of the major sources of economic cooperation. This article first outlines the characteristics of Japanese ODA—such as its emphasis on loans to Asia—and then discusses the various factors that have shaped these characteristics. In recognition of the fact that yen credits are central to Japanese assistance, the significance and impact of those yen credits are then examined. Finally, some recent developments in Japanese assistance and some issues that remain to be resolved are reviewed.

Abstract:
Implementation of Law Number 6 of 2014 concerning Villages means that the government provides assistance with the assistance of professional assistants who are experienced in the field of community empowerment and village development. Against this background, the Pariaman City Government is recruiting village assistants called Berdikari Village Assistants. This research uses qualitative research. The data used are primary data and secondary data as well as data collection techniques in the form of interviews and observations. The results of this research conclude the main tasks and functions of independent village assistants as well as the effectiveness of the performance of independent village assistants in the Village Government and Pariaman City Government. This is related to the process of assisting villages through facilitating villages in development planning and community empowerment, assisting villages in implementing village development, assisting villages in village community empowerment activities, facilitating and increasing the capacity of community groups, facilitating the structuring and development of village economic institutions, facilitating promotion, the results of village economic and tourism businesses, including village creative economic efforts and development of marketing networks for village economic business results, facilitating the development of village entrepreneurship, assisting innovative village development programs, submitting program implementation reports to the independent village assistance coordinator, as well as other duties provided by the Pariaman City Government so that the existence of independent village assistants is more contributing and effective.

Abstract:
Development assistance achieved remarkable success in different periods. For example, Botswana and South Korea reached the great development in the 60s after very bad situation, Indonesia in the 70s, Bolivia and Ghana at the end of the 80s, Uganda and Vietnam in the 90s. In these countries development assistance played important role in economic transformation in formulation of the development of politics. The development assistance contributed educational programs and financially supported the development of public sector. The “Green Revolution” – by means of innovations in agriculture, investments and political changes – improved the live conditions of millions people thanks to the collaboration of many bilateral and multilateral donors. But there are some failures with the foreign aide. While the formed dictator of Zaire Mobutu Sese Seko became one of the richest people in the world (and invested his property in abroad), the development assistance did not stop for many years, Zaire (now the Democratic Republic of Congo) is only one example of the situation, where the permanent flows of assistance ignore or support the corruption and in suitable politics of governments. Tanzania received two milliards dollars for building the roads destiny the twenty years. But the roads were destroyed sooner, than the works could be finished because of insufficient maintenance.  The study of World Bank brings the conclusions of the new conception of the development assistance: financial assistance works only in suitable political world; the lowering of poverty is possible only with working institutions – political and economic; effective assistance complete the private investments; receiving country is obliged to have public sector in function; the function of public sector is developing on the activity of civil society; patience and good ideas, not only money, can help to reforms in very unfavorable conditions.

Regionally, Kuwait has a unique foreign policy that is characterized by neutrality. This study investigates Kuwait’s foreign policy towards regional issues in the Middle East in the period from 2003 to 2014. The study investigates the role of two tools of foreign policy: economics and mediation. The study investigates the role and implications of both economics and economic development assistance in activating foreign policy in Kuwait. It determines social, political, cultural and economic implications of economic development assistance in implementing and activating foreign policy in Kuwait. The study discusses some mechanisms of activating the economic foreign policy in Kuwait such as interdependence, soft power and national interests. It investigates mediation as one of foreign policy activation tools. The study suggests some ways for improving the efficiency of economic development assistance in implementing and activating foreign policy.

Abstract:
The object of this research is the world politics, while the subjects is the psychoeconomic stimuli that incite the Libertarian Party of Russia to manifestation of altruism in world politics, reflected in participation in peacekeeping operations or rendering humanitarian assistance. At the same time, the classical concept of “regional choice” or the school of realism cannot explain propensity of the states for displaying altruism. In majority of cases, it was beneficial for the states to choose the strategy of “fare evader”; but the practice demonstrates that many countries spent considerably on altruism that are disadvantageous from the perspective of classical paradigm. The research methodology is bases on the historical and anthropological methods; the latter can be interpreted extensively, since the article uses the concepts of evolutionary psychology and economics. The scientific novelty consists in application of the concept of “conspicuous consumption” and “costly signaling” to the analysis of foreign policy of the states. The article underlines that certain foreign policy acts of the countries may be aimed at gaining additional prestige, rather than acquisition of actual strategic profits on the international arena.

Abstract:
This study aims to analyze the economic feasibility of hiring new technicians in order to meet the existing demand for technical assistance. For this, a sensitivity analysis was performed and the data was collected in a qualitative and quantitative way. After that interviews were carried out and quality tools were applied, such as: brainstorms, cause and effect diagram and also financial and cost data was collected during the process. Thus, it was possible to identify that the main causes of the problem is the unavailability of technicians. Thus, an initial solution was developed to create financial configurations to assess which decision would be most plausible. Finally, the best performance scenario was to hire only one new technician, as it maximizes the company's net profit and the representative percentage of that profit from the generated revenue; it was also considered to what extent the solution could be applied. This research is important not only for the studied company, but also for others that have similar problems and need instructions to create a direction for a solution.

The study evaluated the socioeconomic condition of fishermen in the coastal municipalities in Bangsamoro. The respondents of the study were the beneficiaries of the Integrated Livelihood Assistance Program for the fishing communities. The variables included in this study were the demographic profile of the respondents, the technical assistance and livelihood assistance programs of the Bureau of Fisheries and Aquatic Resources. Frequency count, percent, and mean had been used for the description of the variables of the study, likewise, correlation and regression analysis was used to determine the relationship of the variables of the study. Results revealed that the mean age of the respondents is 42.64 years old; having a family size of 6.39; having 21.79 years for the mean years in fishing; and having an average monthly income of P5, 414.70. As to technical assistance, the fisherfolks were seldom given with technical assistance program. Meanwhile, livelihood assistance was given with moderate support in alleviating their socio-economic condition and the development of the fisherfolks. It was also found out that the fisherfolks have somewhat positive knowledge learned, skills acquired, and attitudes towards the assistance programs in alleviating their socio-economic condition and development. Meanwhile, it was also posted that there is a significant correlation between the knowledge, skills acquired, and attitudes of the fisherfolk and the extent of technical and livelihood assistance programs. Moreover, the knowledge learned, skills acquired and attitudes of the fisherfolks significantly influence their fishing activities.

Purpose: This study aims to enhance homestay management involving the local community. The goal is to improve service quality and management to support the local economic sustainability of the Rinding Allo Village community in Rongkong District. Research Design and Methodology: This research utilizes a methodological approach that combines observation, interviews, and focus group discussions to identify potentials and challenges in homestay management. Findings and Discussion: The results indicate a significant improvement in homestay management and service skills due to the training and mentoring provided. This has led to the establishment of new standards in the services and facilities offered by homestays. The research highlights the importance of continuous training and structured management practices to achieve these improvements. Implications: This study's implications are highly relevant for the development of other tourist villages in Indonesia, where similar approaches can be applied to support sustainable economic growth through local tourism. Emphasizing the enhancement of local human resource capacity and tourism service quality, this study provides a model that can be replicated in various rural settings. The findings suggest a pathway to achieving long-term sustainability and economic benefits through rural tourism initiatives by fostering local community involvement and improving management practices.

Scholars and practitioners are torn between diverging viewpoints on the contribution of foreign assistance and foreign direct investment to the economic development, economic growth, and prosperity of Africa. This paper aims to examine the long-term and causal relationship between foreign direct investment, official development assistance, and economic growth for 20 selected African countries from 2000–2018. Autoregressive distributed lags and the error correction model were used as the primary estimation techniques. The results indicated a notable positive long-term cointegrating relationship between official development assistance and economic growth, and between economic growth and foreign direct investment, as well as a cointegrating link between foreign direct investment and official development assistance. Economic growth was found to promote official development assistance, while foreign direct investment was found to encourage economic growth and official development assistance was found to promote economic growth in the long run. Since foreign direct investment and official development assistance are important to economic growth in a spiral effect, African countries are encouraged to put in place policies that attract foreign direct investment and official development assistance. Thus, African countries should align their foreign and domestic investment and official development aid policies with their national developmental goals to attract foreign donations and investments.

Abstract Sustainable management of private forests is a key issue to ensure sound rural economics and a flow of ecosystem benefits. Logistic regression models for the adoption of woodland management practices by Virginia private forest owners were developed, and they correctly classified between 66 and 89% of the cases. Separate models were developed for specific practices that improve forest health and productivity or protection and general practices associated with any type of rural landownership, such as surveying property boundary lines. For specific practices, adoption was most influenced by the use of technical assistance, followed by use of a written management plan, economic motivations, and attendance at educational programs. Probabilities of adoption ranged from 3% for forest owners who did not have any technical assistance nor used a management plan and had low economic motivations to 70% for owners who had technical assistance, used a management plan, and had high economic motivation. The general management practices were adopted at a higher rate (from 51 to 99%) and were predicted by landowners’ use of financial assistance, recreational motivations, and economic motivations.

The contemporary family is subject to significant transformations, which forces its members to adapt in new conditions of social functioning. Changing socio-economic conditions, difficult financial situation, helplessness, occurrence of addictions and social pathologies often make families unable to properly fulfill their tasks and functions. Social support can refer to taking action in any difficult situation in which a person is - a family who can not cope independently under the circumstances. The family is one of the most important values in human life, therefore the possibilities of its support should be broad, varied and generally available.The aim of the study is to present selected aspects and forms of social support for the family, which experiences many problems in everyday functioning. Supportive activities concern, among other things: the form of social assistance that the family will receive in the light of legal acts, the types of benefits a family can get in a difficult life situation and diversified forms of assistance and support from specialists for working with family - social workers and family assistants. The study uses the method of analysis of existing data (desk research), the research has been given a diagnostic and descriptive character. In the presented article, the analysis covered the subject literature on the subject matter covered, applicable legal acts, statistics, government reports and reports on social assistance benefits. The collected material was supplemented by an expert interview conducted with social workers and family assistant. Undertaken assistance activities should support families not only in the traditional social role, but also be open to the dynamics of socio-economic and cultural changes and new areas requiring assistance. Therefore, when undertaking supporting activities, one should focus both on preventing negative phenomena that may threaten the proper functioning of the family and effectively eliminate the effects of their occurrence.

The Soviet-Chinese relations in the 1950s are considered in the article through the prism of the Soviet Union's economic help to China. The review of sources and historical literature devoted to the studied problem is provided, positions of both Russian and Chinese historians are estimated, concrete contracts and agreements between two countries are analysed. The authors come to a conclusion that what was the cornerstone of the Soviet economic help to China in the 1950s, in many respects meant the ideological reasons: what was the base of ideology of the leading parties of both countries, was Marxism-Leninism. What was a basis of the help to People's Republic of China from the Soviet Union became the aspiration to create the industry which would be modern at that time and would promote formation of the Chinese working class as the main ally of working class of the Soviet Union.

Abstract:
Purpose – The purpose of this paper was to identify essential resources that entrepreneurs need; to determine which resources and services are available at public libraries in two Florida counties; and to suggest additional ways for public libraries to increase their value and visibility among the business community. Design/methodology/approach – Information was gathered using structured and open-ended questions, using the Qualtrics survey technology provider, to obtain both quantitative and qualitative responses. Library administrators were contacted to identify relevant library staff to participate in the survey. Pasco County Library System administrators agreed to distribute the survey to their staff. Hillsborough County Public Library Cooperative administrators provided email addresses of staff selected to participate. Web sites of the libraries, their counties, and their partners were also examined for additional information. Findings – The results suggest that the libraries are able to satisfy most of the requests of entrepreneurs. One exception was consulting, which was not consistently available, according to respondents, but could be offered at the library by business service organizations. Suggestions for promoting library business resources were proposed, based on survey responses and the websites of the libraries, their counties, and their business service organization partners. Research limitations/implications – This research studied key public librarians and staff employed at Pasco and Hillsborough counties in Florida. Some of the resources identified as useful for entrepreneurs in these counties may not be generalizable to communities outside the state of Florida, or outside the USA. Additionally, the survey did not explore what is not being done or what could be done if the libraries had more resources. Practical implications – This study provides information on the resources and services that public libraries provide entrepreneurs. It also offers suggestions for libraries to become more valuable and visible to their local business community. Social implications – As entrepreneurs and small businesses contribute substantially to economic development, public libraries that provide assistance to them help their communities prosper. Originality/value – This study is a collaboration between an academic reference librarian with a recent MBA degree, and an Entrepreneur Services Manager and Florida SBDC Center Director, who together provide a unique perspective and interpretive value toward promoting economic development.

Abstract:
The purpose of this research was to explain the role of karang taruna in improving social care youth urban village Weru Kidul, District of Weru, Cirebon. This research using of descriptive quantitative, the subject of study was karang taruna member that is in urban village Weru Kidul, District of Weru, Cirebon which consisted of thirty people.. Technique of data collection was using questionsnoire with analisis data using chi square. The result of this research showed that the role of karang taruna in improving social care youth is less good. It means that the youth which attitude responce, care, is to environment around and was consumed by the word his own so tahat they forget with duty of him as youth and members of karang taruna. There fore they are expected to more concerned with their surroundings.

Abstract:
<p><em>The foreign aid provided by the United States in the Darfur’s conflict, Sudan has received attentions from the global community. This assistance reflected on the policy of economic persuasion as a number of the United States’ political and economic interests in Sudan. The US was assumed to be inconsistent. The US still committed to provide aids to Sudan whereas it imposed economic sanctions on Sudan. A wide variety of aids included humanitarian assistance, food, sanitation, technical assistance, conditional loans, grants, and so forth. This paper has used a descriptive qualitative approach, because this study only described the US interests behind a number of foreign aid’s distributions, when the US carried out economic sanctions against Sudan. The result of this study is that the US empowered foreign aid as a form of realization of economic persuasion, especially a structural economic linkage. Although the US enforced economic sanctions on Sudan, the US still distributed foreign aid to that country. The US had ambitions to obtain an access to energies such as oil and gas, as well as to maintain a political stability in the African region. The US played a role in minimizing the Darfur’s conflict by providing a range of foreign assistances not only to normalize diplomatic relations with Sudan, but also to maintain sustainable partnerships with among countries in an African region.</em></p>

Background. The COVID-19 pandemic has had an impact on the economy, including small businesses engaged in the culinary sector as a result of the social restriction policy. Many small businesses experienced a decline in production and were even forced to go out of business..Purpose. This study aims to analyze how assistance from the government and family affects the economic recovery of culinary traders in Padang City, West Sumatra Province during the COVID-19 pandemic.Method. This study uses a quantitative approach.The analysis of the research data uses the survival analysis method, which is a form of research that seeks to obtain information on the development of a particular object within a certain time..Results. The results of the study prove that government assistance and family assistance have a positive and significant impact on the economic recovery of culinary traders in Padang City, West Sumatra Province during the COVID-19 pandemic. Thus, the higher government assistance and family assistance, the faster the economic recovery of culinary traders in Padang City during the COVID-19 pandemic. On the other hand, if government assistance and family assistance are not available, the economic recovery of culinary traders in Padang City during the COVID-19 pandemic will take longer.Conclusion. Based on survival analysis, it shows that the higher the government assistance, the faster the economic recovery for culinary traders in Padang City, West Sumatra Province. Vice versa. If government assistance is low, the economic recovery of traders will take longer. Based on survival analysis, the greater the family assistance, the faster the economic recovery for culinary traders in Padang City, West Sumatra Province. Vice versa, if family assistance is low, the economic recovery of traders will take longer.

Abstract:
The research objectives were to identify the processes, benefits, and efforts of implementing economic empowerment programs and formulating an economic empowerment model for the poor society in Sigi Regency. The data were obtained through a survey, structured interview, list of pair-wise comparison questions. A survey was conducted by providing a closed questionnaire based on a Likert scale with five answer choices, given to 113 samples: community administrators and members of micro-small scale business groups selected using a snowball sampling technique. Structured interview technique was with interview guidelines applied to regional apparatus organization, Regional People's Representative Assembly, Head of Sub-District (Camat), and Village Heads. A list of pair-wise comparison questions was to program facilitators. The analytical method used was a qualitative descriptive analysis method for implementing community empowerment and the Analytical Hierarchy Process (AHP) method for the Economic Empowerment Model for the poor in Sigi Regency. Implementation of community empowerment in Sigi Regency included the benefits of assistance received, procedures for requesting assistance, procedures for aid realization, the accuracy of aid targeting, quality and capacity of program assistants, benefits of local economic development, implementation of assistance, implementation of monitoring and evaluation. Those implementations had been running well based on the respondent's assessment. The process of raising awareness and shaping people's behavior, transforming knowledge, and increasing the capacity of the community, also received good responses. Likewise, group opportunities, group potential and protection, community, participation, and entrepreneurship received good responses. The Empowerment Model for the poor in disaster-prone areas was Economic Empowerment with the dominant role of assistants as empowerment actors, prioritizing protection and community support in their business activities.

Abstract:
Tuberculosis (TB) patients suffer physically and bear the economic burden as many patients cannot work or generate income when ill. Concerning this issue, health communication plays a role in addressing the economic impact through advocacy strategies. This study aims to analyze how the economic impact and health communication advocacy conducted by Aisyiyah and Terjang NGOs contribute to TB patients' economic recovery in Bandung. This research adopts a cross-sectional approach involving data collection at a specific point in time. The findings indicate that the average percentage of patients who are the primary breadwinners of the family is 44.33%, patients who have lost their jobs is 82.33%, patients with loans is 38.67%, patients selling property is 55.67%, patients receiving government assistance is 68.33%, patients receiving assistance from private institutions is 21%, patients receiving assistance from family is 78%, and the median value of aid in the last three months is 21.83 USD. Aisyiyah and Terjang provide information on treatment costs, skills training, access to social support programs, and awareness of stigma and discrimination among TB patients. Terjang also provides legal assistance to patients who experience discrimination. This health communication advocacy can enhance social and economic support for TB patients and their families.

This must certainly be addressed to students as an agent of change who is able to bring change by becoming a legal assistant or legal companion in providing legal services to the community. If justice in society is realized, it will allow each layer of society to get the opportunity to develop its entire potential. Based on this, this article aims to review (1) How the role of students as Legal Assistants in community assistance activities; (2) What is expected from litigation assistance activities in the community from the perspective of students and the community. Where in relation, law students can participate in serving the community and have the opportunity to develop the potential they have in the field of law, as well as applying the knowledge they get during the classroom learning process.

The purpose of this study was to determine the Effectiveness of the Cash Social Assistance Program on Overcoming the Economic Problems of Communities affected by Covid-19 in Tigaraksa District. The problem in providing BST in Tigaraksa District is to discuss the effectiveness of cash social assistance in helping people affected by COVID-19, especially on community economic problems. The method used by the researcher is a quantitative method with descriptive research type, with a sample of 386 taken using random sampling of the community in Tigaraksa District. The results showed that the effectiveness of the cash social assistance program scored 69.4%. This shows that the effectiveness of the cash social assistance program in Tigaraksa District is in the good category. overcoming economic problems got a score of 78.8%. This shows that overcoming economic problems in Tigaraksa District is included in the good category and there is a significant effect of the effectiveness of cash social assistance programs on overcoming economic problems, with the magnitude of the effect given by the effectiveness of cash social assistance programs on variables of overcoming economic problems in Tigaraksa District of 90, 4%.

Abstract:
This paper analyzes the negotiations within the Council for Mutual Economic Assistance during the final years of its existence, focusing on the Soviet reform proposals and M. S. Gorbachev’s vision of the “Common European Home” as well as on Eastern European reaction to them. In the second half of the 1980s, Gorbachev tried to found a “unified market” for the Council for Mutual Economic Assistance by introducing a market-oriented reform of the organization. However, this attempt did not materialize because of the East German and Romanian objections. After the collapse of Eastern European socialist regimes in 1989, the Soviet leadership urged the member-states to accelerate the reform of this international organization, hoping to achieve the pan-European economic integration through close cooperation between the totally reformed Council for Mutual Economic Assistance and the European Community. Although the Central European countries, namely Czechoslovakia, Hungary, and Poland, aspired to join the EC individually, they agreed to participate in a successor organization of the Council for Mutual Economic Assistance because the EC was not ready to accept them. Accordingly, by the beginning of 1991, all the member-states agreed to establish a consultative organization, which would be named the Organization for International Economic Cooperation). However, as the Soviet Union failed to sustain trade with the Central European countries, the three countries lost interest in the project. As a result, the Council for Mutual Economic Assistance was disbanded without any successor organization. In other words, it did not collapse automatically after 1989 but came to an end as a result of various factors, such as rapidly declining trade between the member-states, Western disinterest in the cooperation with it, and the Central European policy changes.

This paper divides the Silk Road Economic Belt into four regions. Based on the economic characteristics of these regions, the authors construct a regional equilibrium gravity model with a multilateral resistance variable. The results of the theoretical analysis show that China’s three measures (trade liberalization, financial assistance, and technological assistance) will lead to different trade effects and welfare effects. This paper conducts numerical simulations to analyze these effects among regions under different circumstances, and the authors confirm that the simulation results are consistent with real trade changes. The main results are: (1) Trade liberalization can greatly increase China’s exports to the four major regions, and the welfare of all regions will also increase (Simulation 1). (2) Technological cooperation and assistance can continuously improve local production technology, which in turn leads to a slight decline in China’s exports to the four major regions, but in the long run, the welfare of all regions has improved (Simulation 2). (3) The financial assistance from international institutions will increase the regional trade and welfare linearly (Simulation 3). Finally, this paper draws some conclusions based on the numerical simulation results.

The government provides social assistance funds in dealing with the economy in Indonesia with the intention of providing assistance to help people affected by the pandemic. Many companies are laying off workers on a large scale which has led to increased unemployment. The state of global conflict in all aspects, especially the economic aspect, which causes economic contraction, but with social assistance, a beggar mentality is even triggered. The assistance funds provided are not to open a business as a substitute for a profession because they are unemployed due to being affected by the pandemic by becoming entrepreneurs. hope that every month they will receive aid funds from the government. There is also a mistargeting of the distribution of social assistance funds and many receive it even though it is not their right to receive social assistance funds.

This research aims to develop an efficient model of economic empowerment through a micro business development program for mustahiq. The model development involves (1) providing capital through financing, 2) providing management skill training, (3) innovation development, 4) intensive assistance from BAZNAS, and 5) marketing strategy training. Those models are to improve the performance of micro-businesses so that mustahiq can be empowered. The effectiveness of the five variables was tested through multiple regression analysis using SPSS. The data is processed based on data tabulation of 78 selected respondents. The results show that providing capital from zakat productive, procuring management skill training, innovation development training, intensive assistance from amil zakat, as well as marketing strategy training, can improve the performance of mustahiq micro businesses. The business assistance and various training that accompanies the distribution of business capital, is a unified business incubation model to empower the mustahiq economy and is a characteristic of amil institutions compared to profit-oriented capital-providing institutions such as banks.
