Abstract:
This study aims to examine the presence of politically induced and electorally motivated economic policy in local government budget. Further, the study examine the presence of pre-electoral manipulation through the behavior of budget balance, total expenditures, investment expenditures, and other administrative expenditures including donations, social assistance, and financial assistance expenditure during election year. Samples of the study consists of 451 district municipalities in Indonesia which held direct local elections over the period 2010-2014. The result of the study shows an opportunistic PBC pattern in the budget balance, total expenditures, donation expenditures, and financial assistance expenditures. The result suggest that there is an increase in local budget deficit in election years.Total expenditures also seem to increase duringthe election year, along with donation and financial assistance expenditures. This result supports the notion that elections have a positive effect on the government expenditures through the increase of municipal expenditures, especially expenditures thatare highly visible to electorate.

Abstract:
The evaluation of the poverty alleviation program in Sorong City has not been carried out optimally. This can be seen from the percentage of poor people since 2015 which has only decreased by 0,07% -1,93% per year even in 2016 it has increased by 0,29%. The implementation of the program has not been effective due to the lack of optimal management of funds as a special autonomous region and the limitations of social assistance funds in the Local Government Budget (APBD). Therefore, other sources of assistance are needed that can be used as a driver of poverty alleviation. One of them is through zakat, infaq, shodaqoh, and waqf (ZISWAF) which was adopted from the Islamic economic system. This study examines the application of Islamic economics in improving the welfare of the population in Sorong City, especially the poor. The research was conducted based on statistical data related to poverty and the Gini ratio from the Statistics Indonesia (BPS), APBD, and ZISWAF funds from the National Amil Zakat Agency (BAZNAS) in Sorong City. With the acceptance of ZISWAF, the high income of the community will be distributed to the low society so that it can improve welfare.

Abstract:
AbstractRecently, Indonesia has experienced six major provincial, civil, armed conflicts. Underlying causes include the transmigration policy, sectarian disputes, the Asian economic crisis, fall of authoritarian rule, and a backlash against civil and military abuses. The public health impact involves the displacement nationwide of >1.2 million persons. Violence in the Malukus, Timor, and Kalimantan has sparked the greatest population movements such that five provinces in Indonesia each now harbor > 100,000 internally displaced persons. With a background of government instability, hyperinflation, macroeconomic collapse, and elusive political solutions, these civil armed conflicts are ripe for persistence as complex emergencies.Indonesia has made substantial progress in domestic disaster management with the establishment of central administrative authority, strategic planning, and training programs. Nevertheless, the Indonesian experience reveals recurrent issues in international humanitarian health assistance. Clinical care remains complicated by absences of treatment protocols, inappropriate drug use, high procedural complication rates, and variable referral practices. Epidemiological surveillance remains complicated by unsettled clinical case definitions, non-standardized case management of diseases with epidemic potential, variable outbreak management protocols, and inadequate epidemiological analytic capacity. International donor support has been semi-selective, insufficient, and late. The militia murders of three UN staff in West Timor prompted the withdrawal of UN international staff from West Timor for nearly a year to date. Re-establishing rules of engagement for humanitarian health workers must address security, public health, and clinical threats.

Abstract:
Indonesian geographical, geological and hydrological regions are disaster-prone areas. Disaster-prone is the geological, biological, hydrological, climatological, geographical, social, cultural, political, economic and technological conditions or characteristics of a region for a certain period of time that reduce the ability in preventing, reducing, achieving readiness, and reduce the ability to respond to adverse impacts of certain hazards. People's behavior that damages the environment also tends to increase the number of disasters. Seeing such conditions, the government has compiled a policy to allocate budgets for pre-disaster, during emergency response, and post-disaster development. This government policy is also supported by the contributions of community in providing disaster relief. A bad disaster management system can be a gap to commit criminal acts against funds and disaster relief. In this study, two issues will be discussed, namely legal politics in funding and managing disaster relief and the legal consequences of criminal acts in funding and management of disaster relief. The legal politics in disaster relief funding and management are outlined in The Act Number 24 of 2007 concerning Disaster Management and Republic of Indonesia Government Regulation Number 22 of 2008 concerning Funding and Management of Disaster Assistance. The legal consequences of criminal acts of funding and management of disaster assistance are criminal penalties ranging from imprisonment, fines, or capital punishment

Abstract:
Corruption not only happens in the implementation of legislation or policy (administrative corruption) but also in the process of legislative drafting (state capture). Since the establishment of the Corruption Eradication Commission (KPK), many members of the House of Representatives (DPR), the Regional Legislative Council (DPRD), or government officials have been arrested and convicted of criminal acts due to legislative corruption. In legislative corruption, the actors involved consist of the interest parties and lawmakers. The interest parties attempt to obtain political, economic, and social benefits (supernormal profits) from the formulated legislation. To the same extent, the lawmakers expect the money or other personal benefits from the interest parties in return for the assistance given. Legislative corruption will lead to disorganized policy implementation, loss on the national economy, public distrust of the law-maker institutions, and long-term effect of distrust of law and democracy. Several prevention strategies of legislative corruption can be employed by improving four principles of legislative drafting: management, professionalism, justification, and public participation.

Abstract:
Besides producing milk and other products, dairy farms also generate manure polluting the environment. This study aims to identify smallholder dairy farmers' utilization of dairy cattle manure in West Java and the reasons that hinder it. This study uses IndoDairy end-line survey data, covering 410 dairy farmers in four districts in West Java (Bandung, Garut, Cianjur, and Bogor) in December 2021. A qualitative descriptive analysis was employed. The results show that only 42.8% of smallholder dairy farmers in West Java utilized cattle manure for fertilizer, a source of energy (biogas), and/or media for raising earthworms. At the same time, the rest, 57.2%, discharged it into their surroundings. Among the reasons the smallholder dairy farmers did not appropriately manage the manure were as follows: too difficult to adopt the technology (27.5%), high adoption cost (21.0%), farmers are already satisfied with the current practices (10.1%), limited input availability (9.5%), limited land (9.0%), lack of information of technology (8.1%), and many labors are needed (7.8%). Given the environmental problem that can be caused and the economic potential of dairy waste, the government should provide efficient and practical dairy waste management technology accompanied by intensive training and assistance.

Abstract:
Coffee is an important agricultural commodity that is branded according to its environmental criteria in the global market. Therefore, Indonesia’s coffee production system needs to be investigated to meet the demand for eco-labeling, which has become a consumer preference. This study aims to assess the comprehensive sustainability evaluation of coffee production nurtured by an organic fertilizing system (OFS), chemical-organic fertilizing system (COFS), and chemical fertilizing system (CFS) that focuses on the energy–environment–economic nexus. A life cycle assessment (LCA), life cycle cost analysis (LCC), and energy analysis were performed as methods to evaluate the environmental impact, economic performance, and energy requirement analysis. The results indicated that the OFS had superior performance in two sustainability aspects: resulting in the lowest environmental damage and generating the highest economic benefit. Simultaneously, COFS shows the highest sustainability performance as it consumes the least energy. In contrast, CFS indicated the lowest sustainability performance in all aspects: highest environmental impact, lowest economic benefit, and highest energy consumption. Therefore, OFS is strongly recommended to be applied broadly, considering its environmental and economic superiority. Consequently, massive OFS application was followed by higher energy consumption. Alternatively, COFS can be considered for application due to its higher energy performance, even though it can potentially result in higher environmental damage and lower economic benefit. However, the government should explicitly provide some effort for the broad application of OFS in financial and assistance support since the shifting process needs more time to adapt.

Abstract:
Purpose This study aims to understand the factors and problems that relate to Indonesian port competitiveness and the problems that need to be addressed by major actors such as the government and port corporations. Design/methodology/approach It combines quantitative analysis from 59 survey respondents and qualitative analysis from focus-group discussions and in-depth interviews with port experts, financial bodies, port corporations and government officials on the condition of Indonesian port planning, development and financing. Findings An Indonesian port competitiveness model was developed, comprising government support, business support and operational performance. The authors found a gap between policy expectation and realization of port facilitation, caused by inefficient government bureaucracy, customs clearance and strategic decision-making. The government's consistency and commitment need work to encourage investor interest. Road connectivity, intermodal transportation, and energy infrastructure should be enhanced to increase operational performance. These problems are caused by a lack of feasibility analysis, consideration of local economic developments, and late adoption of standard technology. The maritime-sector workforce should be trained to be more professional with foreign players, more innovative and more open towards foreign assistance. Practical implications Port competitiveness includes government-related variables. The government’s initiatives are welcomed but are not enough. Adequate attention to both micro and macro port is necessary to increase port competitiveness. Future research should develop more comprehensive solutions to increase port competitiveness in Indonesia using problems and factors outlined here. Originality/value The study investigated the unique factors and problems that relate to Indonesian port competitiveness. It uses a national scope and rich expert data involved in Indonesia's port industry.

Abstract:
Energy needs in Indonesia in particular and in the world, in general, continue to increase due to population growth, economic growth, and the pattern of energy consumption itself. This situation is compounded by the high demand for fuel oil that is accompanied by a decrease in production capacity. According to the national energy management blueprint issued by the Department of Energy and Mineral Resources (DESDM), petroleum reserves in Indonesia will be exhausted within another 18 years, while gas is expected to run out in 60 years and coal 147 years from 2006. With the latest technological developments and welcoming 21st Century learning, it is very important to develop energy-efficient school models. Abstract:
This study was designed to probe into the sustainability of the silk weaving business as a cultural heritage in Wajo Regency, South Sulawesi, Indonesia, which is seen from the aspects of opportunities and challenges. To enact such a purpose, a case study was used in this research. Participants involved were silk entrepreneurs in Wajo Regency, South Sulawesi, Indonesia. Data were garnered through three stages: 1) observation, 2) documentation, and 3) semi-structured in-depth interviews. Findings suggest that the silk weaving business as a cultural heritage continues to grow and gives an identity to Wajo Regency as a city of silk and a centre for selling silk fabrics in Indonesia. This is evidenced by a large number of silk weaving business units and the large number of workers absorbed, especially women, who can contribute to regional income and economic growth. This finding is influenced by several factors that provide opportunities, such as family economic education which continues to be passed down from generation to generation, capital assistance from banks, gender equality for weavers, and the adaptability of silk entrepreneurs. However, there are challenges in the sustainability of the silk weaving business in terms of limited local raw materials and the use of the Gedogan traditional loom which is rarely used even though it is a typical loom in silk weaving and is a cultural heritage in weaving. Based on the findings, the study suggests adaptive skills training for silk entrepreneurs and making silk weaving as an educational tourbe.

"Policy Implementation of Fisheries Economic Empowerment and Economic Resilience in the Long-Term of Sustainable Development in Kupang City, Indonesia." Abstract:
A substantial problem for the economic development of fishermen in Kupang City, Indonesia is that there are 5,955 fishermen who still have a smaller income than the expenditure and limited access to the rights to control fisheries resources. The purpose of this study is to analyze and describe the implementation of fisheries economic empowerment and economic resilience policies in Kupang City using descriptive qualitative methods focusing on the Sala Model theory proposition from Riggs (1964) within the framework of fishermen economic empowerment development paradigm and the framework of economic resilience and political resilience (capital) which matters to economic geography and its economic sustainable development policy for the fishermen, from (da Costa, 2018). The results have shown that the implementation of fishermen’s economic empowerment policy through the provision of capital assistance, training and infrastructure facilities by the local government in Kupang City was not responsive to fishermen; The political support of the Indonesian government is inconsistent, it appears in the lack of internal control and its systems in the process of using ships by fishing groups; In response to this, the local government of Kupang City through related agencies should make progressive policies based on the Sala Model theory from Riggs (1964) and fishermen’s economic resilience and political resilience (capital) for sustainable development theory from (da Costa, 2018). Its model’s theories have an aim to achieve a productive economy at a high level (sufficient level). In order to achieve a sufficient level of economy, the work specialization is needed and positive political development through policies should not be formalistic. Concretely, an affirmative action is needed, that is, the assistantship is not given to individuals; The fishing unit is given to fishermen according to their wants and needs without going through a project approach, this fact shows that there is a limitation or minimization of the fishermen’s economic resources or resilience in the region. Furthermore, from fishermen’s economic resilience for sustainable development, a policy management and its implementation of the local government in the region is assessed as the top final solution where the fishermen would achieve their long-term of economic resilience (productive or sufficient level) which was supposed to be successful if there was not having a lack of policy from the local government in the region regarding the physical resource i.e., technology policy (ship). The fishermen have been facing this economic problem which means that the analysis of economic resilience is important and promptly. The importance of the economic resilience’s analysis and political resilience (capital) according to da Costa’s (2018, p. 160) Theories align or conform with the Sala Model Theory (Riggs, 1964). Importantly, the ship technology has a function as a medium from the fishermen in accessing the fisheries. However, the result has shown that from the point of views of da Costa (2018) matters about the sufficient or productive level of economic resources (resilience) of fishermen which was not still achieved due to their limited access (man power or capitals) and income, discrimination in granting loans to fishermen as long as insufficiency support of the local government to the fishermen’s economic livelihoods. It implies to economic geography’s perspective which puts forward fishermen’s knowledge and skills (ability or endeavor: human or individual resilience) to reach a longer term of economic resilience in the region. Finally, this study emphasizes on the future fishermen’s policy actions which should be viewed as a mandatory action to be implemented by the local Government in Indonesia. Thus, the economic empowerment and resilience of fishermen in the region i.e., Kupang City, Indonesia can be effectively and productively or sufficiently implicated in increasing the ability of the regional economy as it supports a sustainable development in the region.
