Abstract:
South Africa (SA) has been a recipient of Official Development Assistance (ODA) prior to the democratic elections in 1994. Even though there has been progress in terms of aligning the ODA to SA government priorities and the good aid management principles, it has been a challenge to trace the amount of the ODA received across government departments and its impact thereon. For various reasons, reporting on the impact of the ODA has been very challenging for most of the departments. Some departments do not use government systems such as the Reconstruction and Development Programme (RDP) account, through which it is required by the Policy Framework and Procedural Guidelines for the Management of ODA that all funds are transferred and channelled. As stipulated in the Policy Framework and Procedural Guidelines for the Management of ODA, the ODA is targeted towards innovation, piloting and value-add, as it only constitutes 1.5 percent of the overall budget of the country. As a result, most government departments utilise ODA as a gap-filler, to pay for unplanned activities that would have otherwise not been budgeted for in the government’s fiscal budget. This leads to departments not reporting as they fear that the ODA will then be withdrawn from them (Policy Guidelines2003). The Department of Science and Technology is one of the South African government departments that received high ODA for the period 2005-2011. The department not only spans across all sectors in terms of research and capacity development, but it has also established strategic international partnerships to collaborate in the research arena. In light of the above, it is interesting to explore how coordination is carried out and what impact if any; 2 the ODA has on the proposed Department of Science and Technology projects. This study explores the Department of Science and Technology, which is a recipient and implementer of ODA, and analyses how they co-ordinate, utilise and report on the ODA. The project that will be analysed is a Sector Budget Support Programme that focuses on poverty alleviation within the capacity development sector.

Abstract:
This study is about public sector performance measurement in the context of developing economies; more specifically, the study focuses on local government performance measurement systems as applied in Indonesia. Although there have been numerous research studies examining performance measurement, most empirical work has been undertaken in the context of developed economies. Performance measurement research in the milieu of developing economies is still very much underdeveloped and the progress is considerably much slower than those in developed economies. This study adopts an interpretive approach and applied case study research method in order, to develop an understanding of a) what drives the new performance measurement b) how it is designed and c) how it is used? The findings show that performance measurement in the context of developing economies tends to be driven by different reasons than compared to those developed economies. The findings also indicated developing economies encounter various challenges in designing and implementing performance measurement which eventually affected the use and usefulness of performance measurement. This study thus contributes to improve our understanding of the design, implementation and use of performance measurement in the context of developing economies. More specifically, it improves our understanding regarding (i) internal and external driving forces for performance measurement initiatives in the developing economies, (ii) the effectiveness of design, implementation and use, (iii) technical, organisational and institutional factors influencing design, implementation and use and the complex interactive effects of these three categories of factors, (iv) the interdependence between design, implementation and use, and (v) the complex conflicts of interest among different stakeholders in this context.

Abstract:
Sharks and manta rays are being heavily fished in Indonesia due to Asian demand for shark fins and manta gill rakers. The Indonesian government passed legislation in February 2014 to protect the two species of manta rays. A number of shark species have also been protected or banned from export. A major factor in this decision was the proven economic benefits from ecotourism compared to the economic benefits from the shark finning and manta gill industry.However, previous research on marine conservation underlines that there is a lack of social scientific studies on the socio-economic impacts that marine conservation have on stakeholder fishing communities. In an attempt to start filling this gap of knowledge, the purpose of this thesis was to investigate how the shark and manta ray conservation efforts affect the socio-economic situation of different stakeholder fishing communities in Indonesia. Fieldwork was done in fishing communities in the Komodo and Nusa Penida regions, together with the fishing village Tanjung Luar in Lombok, where people in fishing communities were interviewed about their livelihood situation. The study found that the impacts of marine conservation on the economic situation for stakeholder fishermen affects their attitude towards and compliance with marine conservation efforts. If no profitable economic alternatives are given to fishing, fishing communities have a lower degree of compliance with conservation efforts.

[Truncated abstract] As a developing country, Indonesia has been struggling with complex and contentious development issues since Independence in 1945. Despite remarkable economic achievement during the New Order period (1966-1998), poverty has persisted and the benefits of development have been unequally distributed. Social welfare — the system of social security to protect the well-being of the weaker members of society has received little attention in Indonesia, both from the state and from the scholarly community. The historical neglect of social welfare in Indonesia has begun to be addressed recently, with the Social Safety Net (SSN) initiative. SSN is a social welfare program that was launched by the government of Indonesia to mitigate the deleterious impacts of the economic crisis that hit the nation in 1997. This thesis aims to assess how the SSN accommodated the needs and aspirations of poor women, particularly those who live in rural areas. The rural poor deserve attention because poverty in rural areas is widespread and often intractable, and because poverty in rural areas tends to be more invisible than in urban areas. The urban poor are more visible, because they are “in the face” of the powerful every day, and they are more likely to be able to access agencies of power than the rural poor.

ENGLISH ABSTRACT: It is a fact that development aid represents the single most important source of external finance for most developing countries. This study sought to answer an important question relating to whether aid has a positive impact on economic growth or not. There is much literature on the subject and the views are quite diverse. Using the World Development Indicators (WDI) data, a cross-section regression analysis was performed over a period of 16 years and existing literature on the subject was re-examined. Of importance, this study tries to understand what the determinants or triggers of economic growth are, especially in developing economies. The results show that, although no significant relationship could be found between economic growth and development aid, there is strong evidence that there is a significant positive relationship between economic growth and the important triggers of economic growth used in the study, namely exports and investments. These are important components for the growth of any economy. The implicit conclusion is that since these two components are being impacted positively by aid, it follows then that the link between economic growth and aid can be considered to be a positive one. These findings go against the critics of development aid who maintain that aid that is being pumped into developing economies, especially the African continent, is actually just going into a big black hole and could be used more effectively somewhere else. This study proves that this is not the case and donor countries need to intensify their efforts of providing aid to poor countries because they need it and it is actually making a difference. AFRIKAANSE OPSOMMING: Dit is ‘n algemeen aanvaarde feit dat ontwikkelingsteun die enkel belangrikste bron van eksterne finansiering is vir die meeste ontwikkelende lande. Hierdie studie poog om antwoorde te vind vir die belangrike vraag of steun ‘n positiewe impak op ekonomiese groei het of nie. Daar is volop literatuur oor die onderwerp beskikbaar en die opvattings is uiters uiteenlopend. Deur die World Development Indicators data te gebruik, is ‘n deursnit regressie analise gedoen oor ‘n periode van 16 jaar en bestaande literatuur oor die onderwerp is weer ondersoek. Die belangrikste oogmerk van die studie is om te probeer verstaan wat die bepalers of snellers van ekonomiese groei is, veral in ontwikkelende ekonomië. Die uitslae toon dat, alhoewel daar geen beduidende verhouding gevind kon word tussen ekonomiese groei en ontwikkelingsteun nie, daar wel sterk bewyse is vir ‘n beduidende positiewe verhouding tussen ekonomiese groei en die belangrike snellers van ekonomiese groei soos gebruik in die studie, naamlik uitvoere en beleggings. Hierdie is belangrike komponente vir die groei van enige ekonomie. Die implisiete afleiding is dus dat, aangesien hierdie twee komponente positief beïnvloed word deur ontwikkelingsteun, dit volg dat die skakel tussen ekonomiese groei en steun ook as ‘n positiewe een beskou kan word. Hierdie bevindings is lynreg in teenstelling met die kritici van ontwikkelingsteun wat handhaaf dat steun wat aan ontwikkelende lande, veral in Afrika, gegee word, eintlik net in ‘n groot swart gat verdwyn en meer effektief elders aangewend kan word. Hierdie studie bewys dat dit nie die geval is nie en dat skenker lande eerder hulle pogings om steun aan arm lande te bied moet verskerp omdat hulle dit nodig het en omdat dit regtig ‘n verskil maak.

Research on small firm internationalization has been conducted intensively over the last few decades. However, knowledge of small firm internationalization varied. This research addresses the question of this variety in small firm internationalization applying the stage models theory, network theory, resource-based theory and international new venture. As the more recent studies showed that researchers have inclined towards one conclusive finding of the central role of the manager in internationalization, the key explanation of the inconclusive knowledge about small firm internationalization possibly resides in the decision made by the manager. Thus, this research explored the process of making an internationalization decision using rational decision-making process theory. To give a different perspective from the existing internationalization theories that have been developed around manufacturing firms in developed countries, this research was conducted on manufacturing firms in a developing country, Indonesia. A mixed-method approach was used to generate a model of internationalization decision-making process. The results showed that internationalization decision was a manager-centred activity and the manager’s capability and learning processes were essential in determining the decision. Accordingly, variety in managers’ capability was likely the cause of variety in small firm internationalization. Future research should be directed to the individual level of the manager instead of the firm or industry level if understanding internationalization of small firms is the aim. To be effectiveness, policy and programs addressing internationalization of small firms should consequently also be directed to increasing managerial capabilities and to providing real-life experience for learning.

Abstract:
This study is a contribution to the ongoing debate concerning the role and involvement of foreign donor entities in the processes of transforming and creating viable and sustainable municipal entities in South Africa. The discussion particularly focuses on the relationship between the donor community and the Department of Provincial and Local Government (DPLG) and how this relationship has been nurtured, coordinated and managed. The study acknowledges the challenges pertaining to local government transformation and the role and mandate assigned to the DPLG by the South African Constitution and the Presidential Coordinating Council (PCC) for it to facilitate the creation of developmental local government. In discussing this, consideration is given to capacity and resource constraints within the Department, which necessitate that it collaborates closely with other stakeholders, particularly donors, in seeking to augment its resource base and capacity. The Department's lack of capacity is further complicated by the various pieces of legislation, which have a serious bearing on how municipalities have to work - irrespective of their capacity and resources limitations. The research also focuses on how this relationship, between the DPLG and foreign aid donors working in the local government sector, is coordinated and managed. From evidence gathered and interviews conducted, the conclusion is drawn that there is much room for the DPLG to improve and strategically focus its interaction with donors as informed by its mandate and strategic priorities. Proposals, which entail development of donor management guidelines, setting up of a donor coordination unit within DPLG, the improvement of the understanding of donor work politics and modalities among DPLG officials, etc., are made.

ENGLISH ABSTRACT: This assignment seeks to critically analyse the impact of international funding on the present state of development in developing countries. The aim of the analysis is to provide recommendations to improve the methods and motives behind giving funding in order to increase the impact of such funding. International funding provided to developing countries is often based on rigid guidelines, requirements, restrictions and conditions. It is these conditions that need revising to be more appropriate for conditions in developing countries. Only through viewing case studies and learning from them is it possible for international funding to facilitate more innovative and effective development to those in need. The research findings are derived from analysis of the literature review of international funding and through viewing the Danish International Development Assistance (DANIDA) and the South African Police Service (SAPS), the two organisations of this case study. The SAPS is one of many organisations receiving international assistance and have benefited from assistance from DANIDA since 1994. Funding for the project in the study was granted after the project proposal was formulated to fit the requirements of the DANIDA Guideline for Project Preparation, a set of guidelines prescribed to any organisation wanting to receive funding from DANIDA. All funding organisations have similar guidelines although it is evident that some are more rigid and prescriptive than others. From this study a list of recommendations were developed pertaining to the sets of guidelines used by international development organisations. It appeared rational that the list of recommendations should be divided into suggestions on the required structures of development organisations and on the required aspects to be included in the project proposal and implementation. The recommendations to the structures were to determine the level of involvement of the funding organisation in the project; to determine the literacy level necessary to comply with the funding requirements; to decide on the level of involvement of external consultants; to ensure frequent reviews; and finally to ensure conflict resolution. The aspects to be included in the project proposal and implementation were based on ensuring equal opportunity in terms of diversity and gender awareness; to commit to the sustainability of the project; for all parties to be involved in the compilation of project objectives and to ensure that the project represents the overall development goals of the beneficial country. Although a number of these recommendations are applied by some organisations it is necessary for the successful outcome of a project that all are considered. Each recommendation represents a building block of development and these are all interdependent. The general conclusion of this study is therefore that some level of conditionality is necessary. No one can expect economic aid to be given without conditions but the conditions must be fair, benefiting the recipient country and ensuring that development of those living in poverty is indeed the outcome of all funding.
AFRIKAANSE OPSOMMING: Hierdie werkstuk het ten doelom die impak van internasionale befondsing op die huidige stand van ontwikkeling in ontwikkelende lande krities te analiseer. Die analise het die formulering van aanbevelings ter verbetering van die metodes en motiewe agter die toestaan van befondsing ten doel ten einde die impak van sulke fondse te verhoog. Internasionale befondsing vir ontwikkelende lande is dikwels gebaseer op rigiede riglyne, vereistes, beperkings en voorwaardes. Dit is hierdie voorwaardes wat hersien moet word ten einde meer toepaslik vir toestande in ontwikkelende lande te wees. Slegs deur die ontleding van gevallestudies en lesse daaruit geleer is dit moontlik vir internasionale befondsers om meer innoverende en effektiewe ontwikkeling aan behoeftiges te fasiliteer. Die navorsingsbevindings is afgelei uit die analise van die literatuurstudie insake internasionale befondsing, asook die analise van die twee organisasies in die gevallestudie, naamlik die "Danish International Development Assistance (DANIDA)" en die Suid-Afrikaanse Polisie Diens (SAPD). Die SAPD is een van vele organisasies wat internasionale bystand ontvang en word reeds sedert 1994 deur DANIDA ondersteun. Befondsing vir die projek waarop die gevallestudie gebaseer is, was toegestaan nadat die projekvoorstel geformuleer is volgens die vereistes van die "DANIDA Guideline for Project Preparation". Laasgenoemde is 'n stel riglyne wat voorgeskryf word aan alle organisasies wat vir befondsing wil kwalifiseer. Alle befondsingsorganisasies het soortgelyke riglyne, alhoewel dit duidelik is dat sommiges veel meer rigied en voorskrywend is as ander. Uit die studie is 'n stel aanbevelings ontwikkel rakende die riglyne soos gebruik deur internasionale ontwikkelingsorganisasies. Dit blyk rasioneel om die lys van aanbevelings te verdeel volgens voorstelle rondom die vereiste struktuur van ontwikkelingsorganisasies, asook voorstelle aangaande die vereiste aspekte wat ingesluit moet word in die projekvoorstel en implementering. Aanbevelings insake die struktuur het ten doelom vas te stel watter vlak van betrokkenheid van die befondser benodig word; om die nodige geletterdheidsvlak vir die nakoming van die befondsingsvereistes te bepaal; om die vlak van betrokkenheid van eksterne konsultante te bepaal; om gereelde hersiening te verseker; en om konflik oplossing te verseker. Aspekte om in te sluit in die projekvoorstel en implementering is gebaseer op die versekering van gelyke geleenthede in terme van diversiteit en geslagsbewustheid; om volhoubaarheid van die projek na te streef; vir alle partye om betrokke te wees in die samestelling van die projekdoelwitte en om te verseker dat die projek die oorkoepelende ontwikkelingsdoelwitte van die begunstige land verteenwoordig. Alhoewel party van hierdie aanbevelings reeds toegepas word deur sekere organisasies, is dit noodsaaklik om alle aanbevelings in ag te neem ten einde 'n suksesvolle uitkoms van die projek te verseker. Elke aanbeveling verteenwoordig 'n boublok van ontwikkeling en almal is interafhanklik tot mekaar. Die algemene bevinding van hierdie studie is dat 'n bepaalde vlak van voorwaardelikheid noodsaaklik is. Daar kan nie verwag word dat ekonomiese hulp verskaf word sonder voorwaardes nie, maar laasgenoemde moet regverdig wees, voordelig vir die begunstigde land wees, en verseker dat ontwikkeling van diegene wat in armoede leef wel die uitkoms van alle befondsing is.

ENGLISH ABSTRACT: Botswana is one of the signatories of the Copenhagen Declaration, which was promulgated in Denmark in 1995. The Declaration, among others, called for signatories to eradicate poverty through decisive national actions and international cooperation as an ethical, social, political and economic imperative of humankind. This study, which takes the form of a policy systems analysis, seeks to establish the implementation path followed by the Government of Botswana in its endeavour to bring into effect its commitment to poverty alleviation, using the Copenhagen Declaration as a benchmark. The main methodology that informs this study is a comparative literature review of existing documentary sources, which include research reports and policy documents. This data is supplemented by interviews with some top officials involved in the planning, formulation and monitoring of poverty alleviation programmes. In addition, the author's experience of working as an Assistant District Officer in the Central District greatly supplements collected data. After presenting the background to the study and the research methodology that was followed, the study discusses the Copenhagen Declaration. It then explains the poverty situation at a global level. The picture is then narrowed to sub- Saharan Africa after which a more specific picture of the poverty situation in Botswana is explored. The findings of this study indicate that poverty alleviation policies and programmes implemented by the Government of Botswana are in line with the requirements of the Copenhagen Declaration. The most notable limiting factor affecting proper implementation of the commitments is lack of monitoring and evaluation, hence the study recommends that the Government put in place proper monitoring and evaluation mechanisms among others.
AFRIKAANSE OPSOMMING: Botswana is een van die ondertekenaars van die Kopenhaagse Verklaring wat in 1995 in Denemarke uitgevaardig is. Die Verklaring het, onder andere, 'n beroep aan ondertekenaars gerig om die uitwissing van armoede deur middel van indringende nasionale aksies en internasionale samewerking as eties, sosiaal, polities en ekonomies gebiedend vir die mensdom aan te spreek. Hierdie studie, wat in die vorm van 'n analise van beleidsstelsels aangepak is, poog om vas te stel watter implementeringsweg deur die Regering van Botswana gevolg is om uiting te gee aan die verbintenis tot die verligting van armoede, met die Kopenhaagse Verklaring as maatstaf. Die vernaamste metode wat gevolg is om aan die studie gestalte te gee, is 'n vergelykende letterkundige oorsig van bestaande dokumentêre bronne, wat navorsingverslae en beleidsdokumente ingesluit het. Hierdie inligting is aangevul met behulp van onderhoude met sommige hoogstaande amptenare wat betrokke is by die beplanning, formulering en monitering van programme om armoede te verlig. Hierbenewens is die versamelde inligting tot 'n groot mate aangevul uit die ondervinding wat die skywer deur haar werk as 'n Assistent Distriks Offisier in die Sentraal distrikte opgedoen het. Die agtergrond tot die studie en die navorsingsmetodologie wat gevolg is, word eers aangebied en gevolg deur 'n bespreking van die Kopenhaagse Verklaring. Daarna word die stand van armoede op globale vlak verduidelik. Vervolgens word die blik vernou tot die gebied in Afrika suid van die Sahara en uiteindelik is daar 'n meer spesifieke ondersoek om 'n spesifieke indruk van die stand van armoede in Botswana te verkry. Die bevindinge van die studie toon dat beleidsbesluite en programme vir die verligting van armoede wat deur die Regering in Botswana geïmplementeer is, by die vereistes van die Kopenhaagse Verklaring aansluit. Die mees opvallende beperkende faktor wat die behoorlike implementering van die verbintenis tot die verklaring affekteer, is 'n gebrek aan monitering en evaluering en die studie stel dus voor dat die Regering behoorlike meganismes vir monitering en evaluering opstel.

The efforts of government in creating jobs and eradicating poverty in developing countries have received major attention among policy makers and operators of microfinance in the last one decade. One of such efforts is the establishment of a microfinance program known as South Africa Microfinance Apex fund (samaf) by South African government. Samaf was established in 2006 with the aims and objective to provide micro loan and credit to poor people living in peri-uban and rural areas of South Africa. This was brought about as a result of a gap created by major financial institutions that are neither available nor operating in such rural and remote areas. This research attempts to explore the effectiveness of samaf on job creation and poverty reduction as mandated by its aims and objective. The study was a case study, and data analysis mainly used descriptive statistics and inferential statistics to analyze the quantitative data that was collected in the research field. Findings from the study reveal that samaf was effective in terms of number of jobs creation. Also, it was found that there was an improvement in the life styles of beneficiaries than before they took samaf loan. However, samaf itself do have its shortcoming in term of quick delivery of funds to the MFIs. The study further discovered that, majority of samaf MFIs are not willing to expand their operations into informal settlement areas because of two reasons. First, majority of people living in such areas are considered vulnerable because due to the possibility non repayment of loans as they live in abject poverty. Secondly, majority do not have a fixed or permanent address which makes it difficult for MFIs to trace them. Based on the observation above, samaf will need a guiding and better strategy in terms of its delivery as there is none currently. This is necessary if it plans to achieve its aims and objectives and delivers on its mandate.

ENGLISH ABSTRACT: This study was embarked upon to evaluate the contribution which World Vision as agent and catalyst of development has made towards addressing social issues in Lesotho. Specifically, the study evaluates Taung Area Development Programme which is one of the World Vision community development programmes established to improve social conditions in the rural communities particularly, in Tsoloane, Ha-Mopoane and Qhalasi. The study seeks to investigate three important areas; 1. Participation: to assess whether the communities have been involved in the planning of the projects, identified their own priorities for the projects or used their lands and other resources to exercise control over their economic, social and cultural development. 2. Empowerment: to assess how the projects have strengthened the capacity of local communities. This includes the transfer of skills through training for the purpose of equipping people to engage in their own development. 3. Sustainability: to assess the long-term viability of the projects. Data was gathered through the use of qualitative and quantitative data collection techniques. To conduct both methods a snowball technique was applied. The data gathered was tabulated in graphs and pie charts. The results were then discussed and analysed in terms of the aims of this research. Regarding participation, the findings of the study revealed that to a large extent people were able to participate in the planning of the projects. People were able to identify their objectives and make a decision to embark on Income Generating Activities (IGA) such as raising poultry and pigs, sewing, and making baskets, candles and soap. The IGA enabled project members to feed and earn income for their families. The study further revealed that while certain people were able to participate in the planning of their projects, in development activities such as the building of feeder roads, people’s participation was minimal. This blueprint and top down planning approach allowed for little public participation. The study also found that World Vision’s religious involvement was appreciated for the moral support it provided. Another important issue the study brought to light was that people had an opportunity to use their indigenous knowledge in their projects. Regarding empowerment, almost all the respondents believed that World Vision played an important role by training people to handle various activities within projects. Apart from the training given, people also acquired different skills and knowledge. Most of the respondents acquired technical and economic knowledge, while others became skilful in farming and health matters as well as in handcraft. Empowerment in the Taung Area Development Programme has also manifested itself through the improved living conditions of the local people. The study found that infrastructure such as schools and roads have been established. As regards primary health care, respondents indicated that they had access to clean water due to the presence of a community tap. HIV/AIDS awareness, disease prevention campaigns and the building of toilets have contributed to improved living conditions in the Taung Area Development Programme. Though HIV/AIDS awareness and disease prevention campaigns were essential for primary health care, few people were knowledgeable about deadly diseases such as HIV/AIDS. As a result there was still a need for World Vision to underpin the spread of HIV/AIDS awareness within the communities. Sustainability has been attributed to the long-term survival of the development projects and their future operation. The findings of this study confirmed that people in the Taung Area Development Programme were optimistic that the skills and knowledge they have acquired, and the projects themselves will generate resources and continue to operate after World Vision’s departure, especially with regard to IGA projects. The study results confirmed that people who mainly engaged in development activities such as at Qhalasi showed that they could only utilise their skills and knowledge to a small degree. The main conclusion reached by the study is that the Taung Area Development Programme as one of World Vision’s programmes has to a large extent transformed the lives of the local people. As a result of World Vision involvement in the Taung Area Development Programme, people-centred development is manifestly seen to promote the participation and empowerment of the people as well as the sustainability of the development projects.
AFRIKAANSE OPSOMMING: Die doel van hierdie studie was om die bydrae wat World Vision as agent en katalisator van ontwikkeling gemaak het om sosiale kwessies in Lesotho aan te spreek te bepaal. Die studie, meer spesifiek evalueer die Taung Area Develoment Programme, wat een van World Vision se gemeenskapontwikkelingprogramme is wat gevestig is om maatskaplike toestande in landelike gebiede te bevorder veral in Tsoloane, Ha-Mopoane en Qhalasi. Die studie poog om drie belangrike areas te ondersoek; 1. Deelname: om te bepaal of gemeenskappe betrek was by die beplanning van die projekte, deur die identifikasie van hulle eie prioriteite vir die projekte, of die gebruik van hul grond en ander hulpmiddels om beheer oor hul eie ekonomiese, sosiale en kulturele ontwikkeling uit te oefen. 2. Bemagtiging: om vas te stel in watter mate die programme die kapasiteit van plaaslike gemeenskappe versterk het. Dit sluit in die oordrag van vaardighede deur opleiding, om mense toe te rus om in hulle eie ontwikkeling betrokke te raak. 3. Om albei tegnieke uit te voer was die sneeubal steekproeftegniek toegepas. Die data wat versamel was, is in grafieke aangebied. Die resultate was daarna geanaliseer en bespreek in terme van hierdie studie se doelstellings. Met betrekking tot deelname, het die bevindings van die studie bewys dat die betrokke mense in ’n groot mate bevoeg was om deel te neem aan die beplanning van die projekte. Mense was bevoeg om doelwitte te identifiseer en besluite te neem om inkomste-genererende aktiwiteite (IGA) aan te pak. Die aktiwiteite het pluimvee en varkboerdery, naaldwerk, en die maak van mandjies, kerse en seep ingesluit. Die IGA het dit vir projeklede moontlik gemaak om kos en ’n inkomste vir hulle families te verdien. Die studie het verder vasgestel dat, afgesien van die feit dat sommige mense bevoeg was om aan die beplanning van hul projekte deel te neem, die deelname in ontwikkelingsprojekte soos die bou van toeganspaaie, minimaal was. Die tipiese “van bo na onder’’ voorskriftelike benadering tot beplanning het min geleentheid vir publieke deelname toegelaat. Die studie het ook bevesting dat die godsdienstige betrokkenheid van World Vision, weens die morele ondersteuning wat dit bied, hoog gewaardeer was. Nog ’n belangrike aspek wat die studie aan die lig gebring het, was dat die mense die kans gebied was om hul inheemse kennis in hul projeke aan te wend. Met betrekking tot bemagtiging, het feitlik al die respondente geglo dat World Vision ’n belangrike rol gespeel het om mense op te lei om veskeie aktiwiteite binne hul projekte uit te voer. Benewens die opleiding wat ontvang was, het die mense ook verskeie vaardighede en kennis opgedoen. Die meerderheid van die respondente het tegniese en ekonomiese kennis opgedoen, terwyl andere in landbou en gesondheidsaangeleenthede en ook handwerk vaardig geword het. Bemagtiging in die Taung Area Development Programme is ook deur die verbetering in die lewensomstandinghede van die plaaslike bevolking geopenbaar. Die studie het ook gevind dat die infrastruktuur met die bou van skole en paaie verbeter was. Met betrekking tot primêre gesondheid, het die respondente bevesting dat hulle toegang tot skoon water gekry het deur middel van ’n gemeenskaplike kraan. Veldtogte soos MIV/VIGS bewusmaking, voorkoming van siektes en die bou van toilette het tot verbeterde lewensomstandinghede in die Taung Area Development Programme bygedra. Afgesien van veldtogte soos MIV/VIGS en siektevoorkoming wat vir primêre gesondheidsorg belangrik is, beskik min mense kennis van dodelike siektes soos MIV/VIGS. Dit blyk dus dat World Vision meer klem sal moet lê op die verspreiding van kennis van MIV/VIGS binne die gemeenskappe. Die langtermyn oorlewing van die ontwikkelingsprojekte sal aan volhoubaarheid gekoppel moet word. Die bevindings van hierdie studie bevestig dat mense in die Taung Area Development Programme optimisties was dat die vaardighede en kennis wat hulle verkry het, en die projekte, selfhulpmiddels sal genereer wat nog in werking sal wees lank na die vertrek van World Vision, veral met betrekking tot die IGA projekte. Hierdie studie bevestig dat persone wat hoofsaaklik betrokke was by ontwikkelingsprojekte soos by Qhalasi, net tot ’n geringe mate hulle vaardighede en kennis kon gebruik. Die belangriskte slotsom wat hierdie studie bereik het was dat die Taung Area Development Programme, as een van die World Vision programme, in ’n groot mate die lewens van die plaaslike mense getransformeer het. As gevolg van World Vision se betrokkenheid in die Taung Area Development Programme, word mensgesentreerde ontwikkeling nou gesien as bevordelik vir die betrokkenheid en bemagtiging van die bevolking sowel as die volhoubaarheid van die ontwikkelingsprojekte.

Development aid in most of the developing countries can sometimes compromise the principles of public service broadcasting (PSB). This may be true when reflected against the tension between donor financed programmes in Malawi and the mandate of Television Malawi (TVM). Although the donor intentions are noble, the strings attached to the funding are sometimes retrogressive to the role of PSBs. A case in point is how donors dictate terms on the HIV/Aids communication strategies at TVM. Producers receive money from donors with strings attached on how the money should be used and accounted for. If producers deviate they are sanctioned through withholding funding, shifting schedules and reducing the funding frequency. The donors also dictate who to interview on what subject, how to conduct capacity building. Some scholars have researched much on the impact of commercialisation of the media. This study is a departure from these traditional interferences; it interrogates the interest of philanthropy tendencies by international donors in the three chosen HIV/Aids programmes broadcast by TVM. The study investigates the extent of pressure exerted by donors on the producers of HIV/Aids programmes in Malawi. Thus, the study seeks to illicit specifics in the power relationship between the donor and the producer hence the study employs the political economy of development aid as applied to the public service broadcasting and communication for development. The study employed qualitative research methods and techniques (in-depth interviews, case study and document analysis). The study reveals how donor ideologies dominate the Aids messages-content output of the texts constructed. The study argues that cultural alienation of the Malawian audiences retards efforts of donors in combating HIV infection rate.

Die meer effektiewe gebruik van elektriese energie het die sosiale en politieke potensiaal om by te dra tot die sukses van GEAR ten opsigte van die geteikende lae inkomste gemeenskappe waar daar nie tans voldoende elektriese energie beskikbaar is nie. Hierdie studie dek ook die inisiatiewe ten opsigte van effektiewe elektriese energie waaroor die Suid-Afrikaanse regering in vennootskap met Eskom tans navorsing doen om te bepaal of daar enige ekonomiese waarde is, en/of die lae inkomste gemeenskappe deur die sogenoemde inisiatiewe bevoordeel kan word. Die studie sluit ook navorsing in om die bewustheid van die lae inkomste gemeenskappe ten opsigte van effektiewe elektriese energie te bepaal. Die studie kyk verder na verskeie ander voltooide studies ten opsigte van effektiewe energie in lae inkomste gemeenskappe. Alhoewel verskeie ander effektiewe energie programme wel hoë ekonomiese en omgewings voordele uit 'n sosiale oogpunt inhou, is dieselfde programme glad nie aantreklik vir die verbruikers nie. Vir hierdie feit is die regering se bemiddeling wel belangrik. Die uitslag van die studie ondersoek ook die verskillende beleidsopsies (nie in diepte nie) om die struikelblokke van effektiewe energie te oorkom, asook moontlike oplossings vir die regering om die verskille tussen wat goed is vir die gemeenskap, en wat goed is vir die elektriese industrie te oorbrug. ENGLISH ABSTRACT: South Africa’s Reconstruction and Development Programme (RDP) as well as Growth Employment and Redistribution (GEAR) set ambitious goals for providing basic services to all, including housing and electrification. More efficient use of electrical energy has the potential to socially and politically support the goals of GEAR, particularly when it is targeted at low-income communities lacking adequate energy services. This study looks at electrical energy efficiency initiatives that the South African government has under taken on its own as well as in partnership with Eskom and to check if there is any economic value that the poor communities may benefit from these initiatives. The study will also check the awareness of poor communities of electrical energy efficiency. Various studies in the subject of energy efficiency in relation to the poor communities that have been done in the past will also be looked at in this study. While many energy efficiency programmes may have significant economic and environmental benefits from a social perspective, they may not be as attractive to utilities and consumers. That is why government intervention is important. As a result this study also examine (not in great depth) the policy options for overcoming the significant barriers to energy efficiency, and ways government can bridge the gap between what is good for society and what is good for the electricity industry. This study extends further on checking the awareness of energy efficiency by the poor communities and their current participation in the energy efficiency programmes.

In many developing countries, culture and tradition have contributed to the disempowerment of women. In these countries, a women's time is divided between the reproductive role of creating a family, the productive role of feeding the family, and balancing all the demands. This has resulted in 1) higher unemployment rate for women than men in virtually every developing country as reported by the World Bank gender statistics database, and 2) women having low self-confidence and self-esteem. Furthermore, when living outside their country with little or almost nothing, refugee women live in camps, temporary shelters, collective centres or rent a house in a host country where they compete with the local populations for property as well as natural and social resources, while being excluded from some of the basic rights through restrictive regulations imposed by the host country. Building upon the widely known facts that women more likely reinvest their earnings in a business and their families and spend more of their extra income on things that help develop human capital, better sanitation, better nutrition and also better health care and education, this study addresses the application of microfinance with the objective of empowering Congolese refugee women in the Western Cape in South Africa. The theoretical contributions of this study are twofold. Firstly, an analysis of the situation of the Congolese refugee women is presented in terms of their predicaments and opportunities in SA, using a survey. Secondly, building upon the conclusions of this survey, a support and empowerment microfinance approach adapted to the Congolese refugee women community is derived. As practical contribution, this study proposes the development of a business model that will cater for Congolese women refugees and its implementation through the creation of a non-governmental organisation in the Western Cape.

ENGLISH ABSTRACT: This study examined the origins and development of theory-based evaluation (TBE) and the logic models associated with this approach. This was done in order to better understand the roots and evolution of these models which are currently used by donor agencies both nationally and internationally. It was found that logic models, which are used for both project management and evaluation, had their origins in a range of domains including management, education and curriculum design from as early as 1909. Early evaluators from the education, training and health sectors as well as contextual factors such as the professionalization of evaluation and an ever- increasing demand for accountability contributed significantly to the development of both TBE and its associated models. A systematic review of a large sample of logic models and logical frameworks was conducted in order to bring some order and clarity to the plethora of models facing stakeholders in the field of evaluation. It was discovered that four key types of logic models and two key types of logframes face developers and users of models but that the "branding" of donors of their particular demand for accountability, obscures this fact. In order to understand the experience of South African Non-Governmental Organisations when engaging with donors and their demands for accountability a survey was carried out of those organisations which were utilising a specialised form of planning tool. The findings of this study show that South African donors, like their international counterparts, mainly use the models associated with TBE to obtain standardised and focused evidence of results from projects albeit with a distinct scepticism about the actual necessity of some of the donor requirements. Most Non-Governmental Organisations view the donor requirements, such as the logic model and logical framework, as necessary in the funding relationship despite indicating that they find the models inflexible. The study not only makes a contribution to an under-researched area in programme evaluation, it also provides insights into an under-researched area of the South African Non-Governmental sector.
AFRIKAANSE OPSOMMING: Die doel van die studie was om 'n in-diepte begrip van die ontwikkeling van logika modelle ("logic models") en logika raamwerke ("logical framework") te ontwikkel ten einde die ervarings van Suid-Afrikaans nie-regeringsorganisasies met donateurs beter te begryp. In besonder was die doel om vas te stel hoe sodanige organisasies die vereistes rondom projekbeplanning, monitering, evaluasie en rapportering ervaar. Die studie het gevind dat die oorspronge van hierdie modelle, wat beide vir projekbestuur en evaluasie gebruik word, te vinde is in verskeie areas insluit bestuur, opvoedkunde and kurrikulumontwerp. Die eerste generasie evalueerders in opvoedkunde, opleiding en gesondheid sowel as kontekstuele faktore soos die professionalisering van evaluasie en die immer-toenemende vereistes van rekenpligtigheid het alles beduidend bygedra tot die ontwikkeling van logika modelle. 'n Sistematiese oorsig en ontleding van 'n beduidende steekproef van logika modelle en raamwerke is uitgevoer ten einde meer helderheid en sistematiek te kry in 'n domein waar daar uiteenlopende benaderings en modelle is. Daar is gevind dat vier sleuteltipes logika modelle en twee sleuteltipes logika raamwerke deur die meeste organisasies gebruik word maar dat verskillende befondsingsagentskappe en organisasies hul eie betekenis en inhoud aan hul logika modelle gee. Ten einde die ervarings van Suid-Afrikaanse nie-regerings organisasies te begryp is 'n opname uitgestuur aan alle organisasies wat hierdie raamwerke gebruik. Die resultate van die opname wys dat Suid-Afrikaanse befondsagentskappe, soos hulle internasionele vennote, veral modelle gebruik wat geasosieer is met teorie-gebaseerde evaluasie ten einde gestandaardiseerde en gefokusde getuienis van projektesultate te genereer. Die meerderheid Suid-Afrikaanse nie-regeringsorganisasies aanvaar die vereistes van donateurs alhoewel hierdie "aanvaarding" gepaardgaan met 'n duidelike skeptisisme oor die absolute noodsaaklikheid van somige van hierdie vereistes. Die meerderheid organisasies beskou donateur vereistes, veral wat betref die logika model en die logika raamwerk, as noodsaaklik binne die konteks van die befondsingsverhouding ten spyte van persepsies dat sodanige modelle some uiters rigied kan wees. One of the central pillars of the new developmental agenda of the 1990s is a vibrant and plural civil society. It has been argued that civil society is not only crucial to safeguarding democracy but to extending democratic space. The absence of democratic accountability has often been cited in explaining poor levels of development in Africa. Given the resource weakness within civil society organisations in many parts of Sub-Saharan Africa many multilateral and bilateral donors have intervened to support and manufacture civil society. While these interventions have been going on little work has gone into theorising the forms of civil society that would broaden democratic space. Donors have largely intervened to implement civil society building programmes that are to their liking. This research paper reviews recent literature. It evaluates the claims and the practice of donor agencies. The paper also identifies key areas of donor interest, the deployment of funding in pursuance of those interests and how these interests are shaping civil society engagement. The paper argues that the structure of funding is acting to exclude certain organisations that may hold the key to ensuring democratic accountability. It also reviews the emerging literature on the ideological changes that have attended the new developmental agenda of the late 1990s and their links with the civil society building process.

Overpopulation, poverty and land degradation are widespread phenomena in many upland areas in South and South East Asia. However, the literature dealing with these problems is characterized by unwarranted assumptions and a high level of generalization with respect to the nature and extent of degradation, the behaviour of farmers and the wider social, political and economic context in which farmers operate. This thesis inquires into the development of land use in a particular upland area, the Gunung Sewu, a in Java, in order to test how these notions and assumptions will stand in the face of empirical evidence. The Gunung Sewu is a limestone area which is widely believed to be poor and degraded. Immigration from the densely populated lowland areas resulted in rapid population growth which caused the expansion and intensification of agriculture in the area during the 19th century and the first four decades of this century. From the 1940s, throughout the 1950s and 1960s, the population was plunged into a long crisis concurrently with the adverse, political and social conditions in Java as a whole. The general economic situation greatly affected the area, already disadvantaged by its marginal environment, lack of infrastructure, social and economic backwardness, and deprived the population of the means required to cope with their large and growing numbers. During this period, the area suffered greatly from droughts and rat pests, to which it had become extremely susceptible as a result of the expansion of agriculture onto marginal land and land degradation. Poverty and and malnutrition became rampant. From 1967 onwards, after the installation of the new order government, various opportunities presented themselves in the form of off-farm inputs, larger and more accessible markets for agricultural produce and more employment opportunities outside farming. These enabled the farmers to increase the productivity of their land and to strengthen their household economies. These new developments introduced new forms of land use, such as tree growing, and stimulated the farmers to maintain and improve land management practices, such as terracing, which had gradually developed under an increasing population pressure. As a result, crop cultivation has now become more sustainable than it was twenty years before. Increased diversification in farming and non-farming pursuits alike has equipped the population with means to cope with the disturbances affecting crop cultivation in the area, while constant out-migration has reduced population growth to a very low level. As a result, the general welfare situation improved. Lessons which can be drawn from this case study concern the relativity of land productivity and land degradation, the role of stability, the land manager's capacity for adaptation, and the strong connection that exists between the problems in upland areas, their regional position, and, general conditions in the wider economy and society.

Existing zakat research reports little information about the living conditions of Indonesian zakat recipients. This study examined the perceptions of zakat recipients at Rumah Zakat, a charitable institution, in Yogyakarta. Semi-structured interviews solicited seven economic empowerment and seven socio-health program respondents’ narratives. This data collection method incorporating multiple approaches to data analysis, including phenomenology, revealed that economic empowerment respondents with more education and spousal support could better subsist after utilizing Rumah Zakat’s interest-free loans. And, compared to individual efforts or group support, spousal support helped significantly with business growth. These respondents typically earned incomes above the national standard of poverty. As their businesses grew, four respondents planned to employ the jobless. In the socio-health program, respondents had minimal education and incomes that fell below the national standard of poverty. A Rumah Zakat clinic gave these respondents four to five years of free health care services; it also facilitated collaborative learning. Although the services lowered their expenses, three respondents requested food distribution in addition to health care. Respondents benefiting from both programs reported a significant positive impact on their home economies, health, and social lives. Thus, an integrative program offering assistance with micro-credits, health care, food security, and education would better serve the poor.

Security in supply chain requires participation from all supply chain members (Jüttner et al., 2003, Martens et al., 2011, Thun and Hoenig, 2011). The focal firms have vested interests in security along their supply chains and must, therefore, extend their security interests to their chain partners. As firms engaged in importing and exporting commonly outsource their logistics functions to external logistics service providers, supply chains are increasingly complex and the risks to the supply chain security (SCS) are amplified. Thus, SCS extension, or compliance of relevant security standards at every function of the supply chain from the focal firms to their chain partners, is paramount. The relationship between the focal firms and chain partners involve mechanisms of supply chain integration (SCI) characterized by ownership, contracts, operational interdependence and information sharing (Robinson, 2009). Achieving SCI in export supply chains requires the careful coordination of activities and collaboration among the partners. Many firms are, however, failing in their attempts at SCI (Jayaram and Tan, 2010, Robinson, 2015) and thus risks are posed to SCS. Therefore, this research examines the relationship between SCI and SCS, and how integration mechanisms facilitate security extension from the focal firms to their chain partners. This research was focused on the Authorized Economic Operator (AEO) program, which is promoted by the World Customs Organization (WCO) with the overarching principle of integration to ensure security in an end-to-end supply chain (WCO, 2012). The implementation of the AEO program in Indonesian export supply chain provided the research context on the export leg from the manufacturers to the ports of export. Using a multiple case study approach of four newly awarded AEO exporters and their chain partners operating in an Indonesian port environment, the relationship between SCI and SCS was examined. Agency theory underpinned this research to examine efforts of security extension from the AEOs to their chain partners. Data were collected via semi-structured interviews and in situ observations at the Indonesian ports. The data were thematically analyzed to map supply chain structures, and identify integration mechanism practices, security risks, and measures related to security extension. Subsequently, a cross-case analysis was conducted to produce topography of integration mechanisms and security extensions across the case studies. The results demonstrate that contractual agreements facilitate direct relationships between the AEOs and the chain actors, including extended tier partners. Such agreements allow for a wider span of control and opportunities to implement security standards in the whole chain. The benefits of having wider security extension throughout the chain outweigh the agency costs of control and coordination in the principal-agent relationships between the AEOs and their chain partners. This research makes significant theoretical and practical contributions. The theoretical model developed to analyze the SCI-SCS relationship reveals that SCI is critical to achieving the required security levels within every segment of the supply chain. Improving the understanding of this relationship at the intersection of SCI-SCS has made a significant contribution to the integration literature, specifically in the context of export supply chains in the Indonesian port environment. The use of agency theory in resolving the conflicts and uncertain outcomes in principal-agent relationships also offers a new perspective on the complexity of multiple-tier relationships. Practically, the research findings will help AEOs, logistics service providers and customs administrations realize the significance of integration mechanisms for extending security standards effectively in export supply chains.

Obstacles can occur on a project causing nonconformance in terms of time and cost. A Power Plant in Indonesia is being constructed and the project was still underway, when a delay was anticipated. In this case, the construction progress was only 13.1% on day-92, while it should have been completed around 26.4% to finish within 184 days. This thesis purpose is to identify and analyze the delay causes, by applying Critical Path Method (CPM) and Project Evaluation Review Technique (PERT) methods. Data concerning project activities and three estimation times were collected from internal reports and semistructured interviews, as follows: optimistic, most likely, and pessimistic durations. A project schedule and the critical path were computed by using Microsoft-Excel and Microsoft-Project software to operationalize PERT/CPM methods. These results were analyzed using of s-curve, network diagram and probability calculation, to anticipate the due date achievement level. The delay causes were collected by subsequent interview and treated by the Fishbone Analysis, which enabled the following categorization of failures: labor, machine, material, environment and method. These provided support for managers to take action. Finally, a discussion concerning the traditional methods of Project Management, i.e., Design-Bid-Build, suggests that Building Information Modelling (BIM) could generate better synchronization among stakeholders, by eliminating the major source of delays. Also, the Life Cycle Assessment was found necessary to decrease carbon dioxide emissions, so the building could achieve more sustainable performances. Moreover, integrating BIM, Building Energy Modelling and LC Energy Analysis was suggested to improve project sustainability.
Num projecto, há obstáculos que podem causar não-conformidades, no tempo e custo. No caso em apreço, antecipou-se um atraso numa Central Hidroelétrica em construção. No dia 92, o avanço da construção era de apenas 13,1%, enquanto deveria ter sido concluído 26.4%, para ser possível terminar o projecto em 184 dias. O objetivo desta dissertação é identificar e analisar as causas de atraso, aplicando o Critical Path Method (CPM) e a Progam Evaluation and Review Technique (PERT). Os dados relativos às atividades do projeto e às estimativas de tempos otimista, mais-provável e pessimista foram recolhidos em relatórios e entrevistas semi-estruturadas. O cronograma e caminho crítico foram calculados através do Microsoft-Excel e Microsoft-Project que operacionalizam os métodos PERT/CPM. Para antecipar o cumprimento da data de entrega prevista, esses resultados foram analisados através da s-curva, diagrama de rede e cálculo de probabilidades. As causas de atraso foram recolhidas por consequentes entrevistas e tratadas pela Análise-de-Espinha-de-Peixe, o que permitiu a categorização das falhas em mão de obra, máquina, material, ambiente e método. Finalmente, uma discussão sobre os métodos tradicionais de gestão de projetos, ou seja, DesignBid-Build sugere que o Building Information Modelling (BIM) poderia gerar melhor sincronização entre as partes interessadas, para eliminar a principal fonte de atrasos. Além disso, a Avaliação do Ciclo de Vida foi considerada necessária para diminuir as emissões de CO2, para que o edifício pudesse atingir um desempenho sustentável. This study is an evaluation of the Rwandan unity and reconciliation process and was undertaken to assess whether it possesses the potential for building sustainable peace in the country. The study used an analytical method to measure the key activities of the National Unity and Reconciliation Commission, the national body that oversees the efforts aimed at promoting unity and reconciliation among Rwandans. Before properly analysing the process, the study outlined a number of conditions that are necessary for true reconciliation and sustainable peace to be achieved. The analysis allowed a comparison of these conditions to the context in which the unity and reconciliation process is being conducted in Rwanda. This required the exploration of the entire situation at political, economic and social levels. Particular attention has been paid to the situation after the 1994 genocide to examine developments from then until to the present. It became evident during the study that decisive structural changes have been undertaken to prepare a supportive environment for unity, reconciliation and peace. Appropriate structures' reform occurs in the domains of good governance, economic planning and justice. It also became evident, however, that some important obstacles to unity and peace persist, specifically poverty, reluctance to cooperate with 'Gacaca' traditional courts, corruption and opportunistic political leaders. Appropriate measures have to be taken in addressing these issues for sustainable peace to be a new way of life for all Rwandans. Generally, the study showed that the process of unity and reconciliation in Rwanda has the potential to succeed since high governing leaders are engaged to restore unity and reconciliation in the country. Political will, the study revea led, is an essential ingredient for sustainable peace. The study also listed a number of encouraging results of the process and proposed some measures to strengthen unity, reconciliation and peace.

In 2008, grassroots NGOs formed 13 alliances in response to the need for emergency relief and post-disaster recovery after the Sichuan Earthquake that occurred in West China and killed approximately 87,000 people. These alliances served to raise and deliver relief materials, train and supervise volunteers, promote information sharing, and assist victims with mental health and livelihood recovery. However, all alliances were terminated within less than four years. Although plenty of scholarship discusses how corporate alliances evolve or fail, few studies focus on interorganizational collaboration among nonprofits. To explore how NGOs developed collective actions in China’s adverse sociopolitical environment, the author performed three years of observation in four coalitions and interviewed 60 alliance leaders, employees, and volunteers. This paper identifies four types of termination these NGO alliances experienced: three of them failed at their very births, five self-disbanded shortly after the end of emergency aid, three dissolved due to failed institutionalization, and the remaining two evolved into independent organizations. Tracking their life cycles, this study finds four main factors accountable for their terminations: political pressure, funding shortage, short-term orientation, and leadership failure. In particular, the repressive NGO regulation regime and limited funding sources fundamentally restricted all alliances’ capacity and sustainability. Further, the transient nature of disaster relief efforts and the conflict between disaster management and planned work areas contributed to the short-term orientation among alliance members and, thus, led to the closure of some alliances shortly after they provided emergency relief. In addition, though generally exempt from internal rivalry that often undermines inter-firm partnerships, NGO alliances of all types were confronted with leadership challenges—partner misfits concerning resources, strategy, and mission; flawed governing structures, and undesired individual leadership. The four factors interplayed and led to alliance dissolution through different combinations. The paper points out that, in addition to environmental uncertainty, leadership failure has become a major challenge for nonprofit collaborations.

A sizeable body of research has attempted to examine the interaction between government spending and private giving known as the crowd-out effect. Most researchers reported that increases of government spending cause decreases of philanthropic giving to different types of nonprofits. However, few studies have attempted to indicate the interaction between government welfare expenditures and private giving to human service organizations even though human service organizations are the most sensitive to the changes of government spending. Additionally, the estimated crowd-out effects with a simple crowd-out model have been criticized for potential endogeneity bias. This paper investigates the total effect of federal government welfare spending on state government expenditures and philanthropic giving to human service organizations (known as joint crowd-out). I used the 2005 wave of the Center on Philanthropy Panel Study (COPPS) to estimate the effect of federal human service grants on state government spending on, and donations to human services. From these reduced-form estimates I infer the levels of simple and joint crowd-out. I found that indicate federal spending on public welfare crowds out private giving to human service organizations while holding control variables constant in the donations equation. However, federal government spending on public welfare crowds in state government spending on public welfare.
