Abstract:
The research objectives were to identify the processes, benefits, and efforts of implementing economic empowerment programs and formulating an economic empowerment model for the poor society in Sigi Regency. The data were obtained through a survey, structured interview, list of pair-wise comparison questions. A survey was conducted by providing a closed questionnaire based on a Likert scale with five answer choices, given to 113 samples: community administrators and members of micro-small scale business groups selected using a snowball sampling technique. Structured interview technique was with interview guidelines applied to regional apparatus organization, Regional People's Representative Assembly, Head of Sub-District (Camat), and Village Heads. A list of pair-wise comparison questions was to program facilitators. The analytical method used was a qualitative descriptive analysis method for implementing community empowerment and the Analytical Hierarchy Process (AHP) method for the Economic Empowerment Model for the poor in Sigi Regency. Implementation of community empowerment in Sigi Regency included the benefits of assistance received, procedures for requesting assistance, procedures for aid realization, the accuracy of aid targeting, quality and capacity of program assistants, benefits of local economic development, implementation of assistance, implementation of monitoring and evaluation. Those implementations had been running well based on the respondent's assessment. The process of raising awareness and shaping people's behavior, transforming knowledge, and increasing the capacity of the community, also received good responses. Likewise, group opportunities, group potential and protection, community, participation, and entrepreneurship received good responses. The Empowerment Model for the poor in disaster-prone areas was Economic Empowerment with the dominant role of assistants as empowerment actors, prioritizing protection and community support in their business activities.

Abstract:
The evaluation of the poverty alleviation program in Sorong City has not been carried out optimally. This can be seen from the percentage of poor people since 2015 which has only decreased by 0,07% -1,93% per year even in 2016 it has increased by 0,29%. The implementation of the program has not been effective due to the lack of optimal management of funds as a special autonomous region and the limitations of social assistance funds in the Local Government Budget (APBD). Therefore, other sources of assistance are needed that can be used as a driver of poverty alleviation. One of them is through zakat, infaq, shodaqoh, and waqf (ZISWAF) which was adopted from the Islamic economic system. This study examines the application of Islamic economics in improving the welfare of the population in Sorong City, especially the poor. The research was conducted based on statistical data related to poverty and the Gini ratio from the Statistics Indonesia (BPS), APBD, and ZISWAF funds from the National Amil Zakat Agency (BAZNAS) in Sorong City. With the acceptance of ZISWAF, the high income of the community will be distributed to the low society so that it can improve welfare.

Abstract:
This article examines the relationship between local leaders and rural communities in Indonesia, which enhances good interactions between them and supports the sustainability of microhydro projects as well as develops the social and economic outcomes of those communities. By using qualitative and quantitative methods, we analyse the case study of two villages in Lumajang District, East Jawa Province, Indonesia. Results showed that the prominent roles played by the local leaders help make decisions on various complex issues affecting the community, acting as a liaison between governmental and non-governmental agencies and the community for financial and technical assistance, as well as help in the monitoring and evaluation of projects for proper implementation. Conclusions confirmed that local leadership is very important at the community level, especially in developing important networking and relationships.

Abstract:
Street children choose life on the road caused by lack of economic factors, family factors that are not harmonious always fight, children feel stressed so that they have a way to live, and their activities on the streets such as busking, begging, and many other activities. The main objective is to describe advocacy role model non-government organization handling street children dealing with law in Indonesia. The research method used is normative juridical with a descriptive-analytic approach and literature study equipped with primary and secondary data sources. Data collection used observation and analysis of documents. Data analysis uses qualitative analysis methods. This study's results indicate that street children in Indonesia have a variety of character problems, primarily economic, family, social, and legal issues. Therefore, the role of community and government institutions is needed to provide complete protection to realize human rights. The role of NGOs in advocating for street children in dealing with the law maximized. The productivity of legal aid institutions has resulted in various forms of legal assistance to street children involved in criminal acts; besides, aid is also in developing interests and talents of street children. The condition is that government assistance is needed to provide a particular budget for NGOs so that the process of advocating for street children carried out correctly. An evaluation of the role of NGOs in advocating for street children requires an in-depth study of other aspects.

Abstract:
Indonesia has an agricultural sector that contributes significantly to the Indonesian economy. However, when the COVID-19 pandemic affected the agricultural industry, it impacted much on the Maju Mulyo Farmer Group in Tambakrigadung, Lamongan. The majority of members of the Maju Mulyo Farmer Group were classified as dhuafa, which means that they had limitations in developing their businesses, planning family finances, and in using technology optimally to support business continuity. The solution provided was through community economic empowerment activities related to Maqashid Sharia-based financial management and digital marketing. The method began by identifying the existing conditions of the Maju Mulyo Farmer Group. Subsequently, it was proceeded with the training stages which included product development training, business management, recording simple accounting reports, e-commerce, digital marketing, and family financial management. The last stage consisted of mentoring, empowering, monitoring, and evaluation. The results of community service activities and providing training with regular assistance could open new insights for rural communities regarding financial and business management amid the COVID-19 Pandemic. Financial management and digital business could facilitate the daily activities of residents and improve the ability of villagers to survive during the COVID-19 pandemic.

The strategic issue faced by the Sumbersekar Village government located in the Dau sub-district, Malang Regency in 2020 is the lack of community welfare development, despite the availability of superior human resources so which caused the stunting among rural communities. One of those lacks was community economic infrastructure development. The purpose of the MSME (Micro, Small and Medium Enterprises) Entrepreneurial Assistance activity in Sumbersekar Village is to provide IT infrastructure and its briefing to support MSME entrepreneurial economic activities amid the COVID-19 pandemic. The application in this activity expects to be solution (infrastructure). The activity was carried out through 6 stages: Expert judgment; Evaluation and revision of infrastructure; Developing curriculum and modules; Socialization and recruiting participants; Training and mentoring; and Evaluation of activities. The results of the overall evaluation are: The training is limited to participants and with a strict process because it is still in the PPKM (Indonesian abbreviation version of Implementation of Restrictions on Social Activities) period, the training facilities in the village are less than optimal so they are not comfortable for participants, the material deliverances is less than optimal due to meeting restrictions and limited absorption capacity of participants. The conclusion of the activity is: There is an increase in the expertise of the MSME entrepreneurship in Sumbersekar Village, MSMEs have a new way of doing entrepreneurship digitally using e-commerce and social media. The implementation of IT briefing for MSME entrepreneurs so that they can maintain their business amid this pandemic by migrating to e-commerce and marketplaces.

Abstract:
Coffee is an important agricultural commodity that is branded according to its environmental criteria in the global market. Therefore, Indonesia’s coffee production system needs to be investigated to meet the demand for eco-labeling, which has become a consumer preference. This study aims to assess the comprehensive sustainability evaluation of coffee production nurtured by an organic fertilizing system (OFS), chemical-organic fertilizing system (COFS), and chemical fertilizing system (CFS) that focuses on the energy–environment–economic nexus. A life cycle assessment (LCA), life cycle cost analysis (LCC), and energy analysis were performed as methods to evaluate the environmental impact, economic performance, and energy requirement analysis. The results indicated that the OFS had superior performance in two sustainability aspects: resulting in the lowest environmental damage and generating the highest economic benefit. Simultaneously, COFS shows the highest sustainability performance as it consumes the least energy. In contrast, CFS indicated the lowest sustainability performance in all aspects: highest environmental impact, lowest economic benefit, and highest energy consumption. Therefore, OFS is strongly recommended to be applied broadly, considering its environmental and economic superiority. Consequently, massive OFS application was followed by higher energy consumption. Alternatively, COFS can be considered for application due to its higher energy performance, even though it can potentially result in higher environmental damage and lower economic benefit. However, the government should explicitly provide some effort for the broad application of OFS in financial and assistance support since the shifting process needs more time to adapt.

Abstract:
The productive economic empowerment program of the Badan Amal Zakat at Yogyakarta City (BAZKY) in 2017 is Maz Zakki which is different from its implementation in the previous year. Through qualitative research by collecting data through in-depth interviews, observation and documentation, it can be seen that BAZKY has provided zakat funds to poor citizens in the form of money for business with business coaching, mentoring, and monitoring. The results of the evaluation show that the implementation process, starting from preparation, implementation and supervision, still follows the national zakat management rules and regulations. Even BAZKY, through Mas Zakki, has provided ongoing assistance in the form of merchant schools after selecting them with direct visits to the homes of prospective recipients of business fund assistance. This is also a form of monitoring and supervision of business sustainability. Such implementation has met the provisions of the current Zakat Management Law in Indonesia. This is stated in Law 23 of 2011 concerning Management of Zakat. This is where the legal rules regarding zakat management organizations at the level of BAZNAS and LAZ are elaborated.

The issue in this journal is 1) What are the arrangements and criteria forregulating abandoned land in Indonesia? 2) What are the inhibiting factors in controlling neglectedland in Indonesia and how to resolve them? The government has issued policies and programs to anticipate the handling of this pandemic, one of which is the Social Assistance Program provided through the leading sector of the Ministry of Social Affairs of the Republic of Indonesia in the form of social assistance programs provided to the poor and communities that have a socio-economic impact from the corona pandemic. One of the programs launched by the government through the Ministry of Social Affairs is the Cash Social Assistance Program or Cash Social Assistance. The research objective was to develop a decision support system application for cash social assistance recipients (BST) with the Tsukamoto fuzzy method which can be used as a tool to quickly determine BST recipients. The several stages of work consist of; data collection, analysis, design and application design, implementation, and testing and evaluation. Based on the results of research and testing of the decision support system to determine BST recipients using the Fuzzy Tsukamoto method that has been carried out by researchers, several conclusions can be drawn, namely: 1) Expert system application for finding BST recipients is an application based on rules for solving problems to determine BST recipients with a high degree of accuracy and is used as a reference for BST recipients for the government to determine the right target recipients to be selected, and 2) The results of the analysis generated from this system are the same as the results of calculations manually using the theory of the Fuzzy Tsukamoto method so that the accuracy of the results is appropriate with calculations obtained from the trial.

Abstract:
Indonesia categorised as a middle economy country according to the global economic standard. The government launched the World Maritime Fulcrum as a grand strategy or doctrine that alters the development paradigm from land-based to maritime-based. This paper will discuss the policies on which the Joko Widodo (Jokowi) Sea Toll Road as connectivity with the T3P (frontier, outermost, and remote) area can support the price disparity as a form of social justice. It was reviewed using connectivity, the political economy, and economic growth theory. The author used a qualitative method to analyse the problem in addition to paper-based research. In the beginning, the background of the Sea Toll policy will be discussed, alongside the presentation of the research questions and thesis responses. At the same time, the study will include how previous studies have looked at this issue. Only then will it move on to the next chapter, which discusses conceptual connectivity, political economy and economic growth. Furthermore, the policy development from the Archipelago Belt and Nusantara Pendulum through to the Sea Toll Road will be discussed. Massive budgetary costs and empty returning freight costs will be discussed as well. After that, we will discuss the sea highway route and then the evaluation. From this arrangement, it was finally resulted and concluded that the Sea Toll has been on the right path to reach its goal, which removed price disparities involving many records being continually updated by the government and all stakeholders including those in the business world. The importance of our research is how to discuss the Sea Toll over the past four years and how to request assistance and efficiency within this concept realise social justice. Thus, it can be put out as a reference for reviewers in the field of maritime and logistics.

Hal ini diperparah dengan tingginya kebutuhan bahan bakar minyak yang diiringi oleh penurunan kapasitas produksi. Menurut blue print pengelolaan energi nasional yang dikeluarkan Departemen Energi dan Sumber Daya Mineral (DESDM), cadangan minyak bumi di Indonesia akan habis dalam kurun waktu 18 tahun lagi, sedangkan gas diperkirakan akan habis 60 tahun lagi dan batubara 147 tahun terhitung dari tahun 2006. Dengan perkembangan teknologi terkini dan menyongsong pembelajaran Abad 21, maka penting sekali mengembangkan model sekolah hemat energi. Khususnya melalui aplikasi teknologi hybrid yang bisa diimplementasikan di sekolah tersebut. Kegiatan yang dilaksanakan adalah memperkenalkan penggunaan teknologi hybrid tenaga surya dan tenaga angin. Energy needs in Indonesia in particular and in the world, in general, continue to increase due to population growth, economic growth, and the pattern of energy consumption itself. This situation is compounded by the high demand for fuel oil that is accompanied by a decrease in production capacity. According to the national energy management blueprint issued by the Department of Energy and Mineral Resources (DESDM), petroleum reserves in Indonesia will be exhausted within another 18 years, while gas is expected to run out in 60 years and coal 147 years from 2006. With the latest technological developments and welcoming 21st Century learning, it is very important to develop energy-efficient school models. Especially through the application of hybrid technology that can be implemented at the school. The activity carried out was to introduce the use of solar technology and wind power together. :Maluku as an archipelago province with the highest potential for fishery in Indonesia, where people occupy more than 75 percent of coastal areas and small islands (DKP Maluku Province, 2017) which still live below the poverty line. The government has made various efforts to alleviate poverty of coastal communities by providing aid package through policy to provide capture fishery assistance package but the results obtained have not been maximized. In addition, there has not been an in-depth evaluation of the impact of providing aid package to fisherman in Ambon City.This study aims to analyze the characteristics of recipients of aid packages and analyze the impact of policies on fishery assistance packages. This study was conducted in May - June 2019. The data of this study are consisted of primary and secondary data. Sampling was done by total sampling, which amounted to 44 respondents and method used is Descriptive Statistic and Editing, Scoring, Tabulating, Processing and Cleaning. Based on the results of the study there were 12 characteristics of respondents which are divided into 4 social characteristics and 8 economics that receive of assistance package in Ambon City and then the mechanism of giving and managing fishery assistance package in the form of tonda fishing rod (1.5 GT) was not good.

Abstract:
Indonesia has a large fishery resource, since most of the area covered by oceans. Therefore, the availability of national fish is enough to support the needs of the fish processing industry. The fishery potential can be a challenge for the people of the coastal area to convert it into a product that has economic value added. The potential of fishery resources in the coastal south, Village Sitiarjo, District Sumbermanjing Wetan, Malang district has not received empowerment program well. The majority of people in the region still lags behind economically. The Community Service Program was aimed to make economic empowerment of the target society of SME-based on fish meatballs production and drinking water depots. The implementation methods were carried out in several stages: data collection, planning, implementation, monitoring, feedback, and final evaluation. The model implemented was intensive training and assistance to obtain the maximum output corresponding to the objectives of the community service program. The Corona Virus Disease (COVID-19) pandemic has had a major impact not only on health issues but changes in people's habits also had a national and global economic problem. Indonesia has a big focus on handling the impact of the pandemic, the decline in the number of micro-businesses is due to sales competition experienced by the community. The government's policy in dealing with the pandemic by working from home is also one of the obstacles felt by business actors. This problem is felt by all Indonesian people, including a resident who has a frozen pempek business in Gunung Anyar, Surabaya city, East Java. Through the KKN BTV UNEJ program, it is hoped that it can help develop the potential of UMKM and increase sales by utilizing digital marketing technology. It is overcome by education, training, and mentoring. Education is carried out with basic knowledge of social media, online sales techniques amid during a pandemic, creating creative content, education about effective sales by utilizing social media. Not only education is carried out but also implemented in training and assistance in product manufacture, good packaging, effective sales by utilizing social media and it is hoped that business actors can optimize sales to survive during the pandemic. Evaluation is carried out to find out the results of the work program carried out according to plan through direct discussions and interviews.

The purpose of this research is to provide information to the Government of Indonesia in particular and observers of education in general regarding the challenges of online learning in schools in remote areas in Indonesia so that there is mutual attention from educational stakeholders to pay attention to students in remote areas to retain their rights in education. This research methodology is qualitative, using the result of previous relevant researchs that support in writing of this research. The research findings include: 1) the importance of the role of school principals as implementers of government policies; 2) teachers' strategies in implementing online learning that are easily understood by students; 3) the importance of the role of parental assistance during online learning; and 4) Regional Government policy strategies for the success of online learning, especially in remote areas. The recommendations of this research are: 1) adjusting online learning based on local conditions; 2) the existence of task forces in the regions to help the online learning process run smoothly; 3) monitoring and evaluation; 4) broad autonomy for school principals to innovate; 5) teacher training program to support the online learning process; 6) the existence of cooperation between the government and the private sector in the telecommunications sector; 7) face-to-face learning for students who do not have telecommunication equipment.

Abstract:
The increase in economic needs has resulted in increased community pressure on forest area. This encourage the government to open up access to utilize forest, in order to improve the community's economy. Since March 2018, access to utilize forest has been implemented in Masigit Kareumbi Game Reserve (TBMK). However, research related to the evaluation of activities has not been widely found. This study aims to evaluate and determine the optimal pine tapping management strategy in TBMK. The research was conducted in Sukajaya and Citengah Villages, South Sumedang District, using Ostrom Institutional Analysis and Development Framework, Stakeholder Analysis, and the Analysis Hierarchy Process. The result showed that, the potential of pine resin in the research location was 308,377.3 kg/year, which had a positive economic, social, and institutional impact on the community but tended to have a negative impact on the ecological aspects. Stakeholder analysis showed that the parties involved were among others KLHK, BBKSDA West Java, Sukajaya and Citengah Heads Village, Forest Farmer Group (KTH) Sawargi and Medal Kencana, Pinus Merkusii Cooperation, and the Indonesian Conservation Cadre Communication Forum (FK3I). Each stakeholder has a good relationship, however, there is still a need for a more optimal communication and coordination system between one another. The suggested strategy is to increase community assistance by FK3I and Pinus Merkusii Cooperation involvement in limiting the tapping pine resin.

Oleh karena itu stimulus ekonomi kreatif menjadi salah satu alternatif yang sangat tepat dalam mengatasi masalah perekonomian masyarakat, dengan pemanfaatan komoditi lokal melalui inovasi kaldu bubuk tempe sebagai ketahanan pangan keluarga di Desa Purwodadi Kabupaten Nagan Raya. Tujuan kegiatan ini untuk memberikan pentingnya edukasi ekonomi kreatif pada masyarakat pesisir terutama pada keluarga miskin menuju ketahanan pangan keluarga dimasa pandemi COVID 19. Metode kegiatan yang digunakan melalui pendekatan yaitu edukasi, diskusi, pelaksanaan (pelatihan atau praktek) dan evaluasi. Hasil pengabdian ini menumbuhkan jiwa kemandirian untuk membentuk Usaha Mikro Kecil Menengah (UMKM) pada masyarakat pesisir, khususnya pada keluarga miskin, sehingga dapat menjadi salah satu upaya dalam menuju ketahanan pangan keluarga di masa pandemi COVID 19. Therefore, the creative economic stimulus is one of the most appropriate alternatives in overcoming the economic problems of the community, by utilizing local commodities through the innovation of tempeh powder broth as family food security in Purwodadi Village, Nagan Raya Regency. The purpose of this activity is to provide creative economy education to coastal communities, especially poor families towards family food security during the COVID 19 pandemic. The method of activities used is through 5 approaches, namely coaching, formation, implementation, monitoring, assistance and evaluation. One form of this MBKM is to provide assistance to rural communities to realize the digital economy. In building a digital village, the important thing is a commitment between the government and village officials, SMEs and SMEs in the village and the village community to make the village a village that has a digital economy. Based on the results of the study of the potential development of Druju Village, Sumbermanjing Wetan District, it is still necessary to increase knowledge of human resources, so the role of academics is needed to provide economic digital literacy in rural communities. This service explains about community service programs through the development of fostered villages based on digital entrepreneurs in Druju Village, Sumbermanjing Wetan District in the form of e-commerce training. The method used is the initial survey, training, mentoring, monitoring and evaluation. The initial survey conducted focused on the potential of villages engaged in the SMEs and MSMEs, understanding the digital economy in the community, as well as problems that exist in the community related to the marketing of SME and MSME products. The initial survey was reviewed to provide training and assistance according to the needs of the community in managing the e-commerce web. Stunting that has occurred if not addressed will cause public health problems. Investments in human resources are important to improve competitiveness, and tackling stunting be a concrete step that greatly contribute to improving the quality of life of the people. The achievement of reducing stunting rates is still far from the target, so a systematic evaluation of government programs is needed. The study applies quantitative and qualitative methods to describe the conditions of stunting and poverty in Palembang City, the factors that cause poverty, analyzes opportunities, threats, strengths and weaknesses in empowering activities for the poor and formulates strategies to alleviate stunting and poverty. Strategies to accelerate stunting reduction are family food security and parenting that determine nutritional adequacy and are strengthened by coordination of poverty alleviation programs, namely the New Entrepreneurial Growth Program and empowerment of micro and small businesses. Areas near the river have water plants “enceng gondok” that can be processed into products of economic value and also as a solution for river hygiene. The government policy must also support this activity by requiring the use of water hyacinth handicraft products as a solution to reducing plastic use. In addition, there are mussels or shellfish typical of the city of Palembang and fish which can be used as innovative products for the development of typical Palembang food besides pempek and crackers. The programs designed can be implemented effectively and achieve the desired goals by socializing and maximizing the number and quality of assistants in accordance with the number of poor people who must be assisted on an ongoing basis.

The study aims to analyze empowerment communication in a cooperative of an Islamic boarding school as a medium of harmonization. The study used a qualitative research method for Participatory Learning and Action (PLA). Data were collected through interviews, documentation, observation, and Focus Group Discussion (FGD). Informants were selected purposively and snowball sampling, namely the organization committee and students at the Islamic Boarding School, the management of cooperatives, business groups in the community, and village government, as well as practitioners, and activists of community empowerment. The study location was determined in community and Al Muaddib Islamic boarding school at Cilacap district, Central Java Province of Indonesia. The study used data analysis of community development, namely identifying, categorizing problems, specific objectives, analyzing problems and preparing action plans, evaluating the entire process, and action plans. The results of research i.e. (1) The empowerment communication should be developed to perform a comprehensive economic empowerment program ranging from the identification of the problem, the potential of human resources, natural resources and the economy of rural communities up to the analytical solution of cooperative programs, assistance and partnerships to realize harmonization. (2) Empowerment communication should be carried out sustainably and comprehensively with a humanistic, dialogical, egalitarian and participatory approach starting from counselling to provide motivation, inspiration, knowledge, and then improving skills with training, monitoring, evaluation and partnership. (3) The study implication is that empowerment communication programs could be a medium for harmonization, eliminating traumatic and negative stigma against society and Islamic boarding school which are considered radical. Abstract The Development of Horticultural Agribusiness Areas (PKAH) is one of the implementations of the Ministry of Agriculture’s policy, where the development of superior commodities is directed at developing areas which are integrated vertically and/or horizontally with the consolidation of productive businesses based on community economic institutions that are highly competitive in local and international markets. This development study was carried out in one major citrus agribusiness area in Indonesia, namely Nunukan District, North Kalimantan Province since January 2017 to December 2018. The aim of the study was to develop citrus agribusiness in Nunukan, North Kalimantan. The method used participatory development conducted by the Ministry of Agriculture, local government and farmer groups to formulate policy recommendations based on the results of applied research on farmers’ land in the border areas of Indonesia and Malaysia. The approach included the establishment of demonstration plots for technology implementation of Integrated Management of Healthy Citrus Orchard (IMHCO), field assistance, and program evaluation. This involved four farmer groups and 17 farmers. Primary data were collected by survey and analyzed descriptively. The results showed that (1) the establishment and maintenance of the demonstration plots which were managed properly and consistently had been carried out on new crops and productive crops of 10 hectares each; (2) farmers assisted intensively had applied 95% of the IMHCO technology, while farmer groups nearby the location of IMHCO treatment had applied 80-90% of the IMHCO technology, and less active farmers only applied 55% of the IMHCO technology; (3) farmers had comprehended all the technology components in IMHCO, indicated by the understanding and application scores ranged from 2.38‒3.00.

Boyolali Regency is among districts in Indonesia, which still has poverty issues and receives direct cash assistance from the government. Yet, villages of the regency including Sruni at Musuk sub-district has been known as one of the main producers of fresh cow milk for the Central Java region.There has been no attempt to process fresh milk into food products of higher economic value at Sruni Village. Meanwhile, results of the strengths, weaknesses, opportunities, and threats (SWOT) analysis at Musuk showed that the region has the potential to be developed for dairy industry. Therefore, through socialization program, community empowerment should be initiated by socializing benefits of fermenting cattle milk into yogurt as a probiotic food product. The socialization had been carried out for 12 housewives in the village of Sruni through two small-class seminars in April 2019. Evaluation was conducted by comparing the number of correct answers from participants’ answers recorded on questionnaire given prior and after each of both seminars. Percentage of improved answers were presented in histograms and then analyzed. As results, the first seminar produced in average 47.4% improved answers, while the second seminar could generate in average 27.3% improved answers. The results showed that in general, the conducted socialization program was quite successful in improving understanding of Sruni villagers on the benefits of fermenting cattle milk into yogurt as a probiotic food product.

This study aimed to analyze the evaluation of the handling of Covid drugs at the Pharmacy Installation of the Royal Prima Hospital in Medan during the COVID-19 Pandemic. This study used qualitative research located at the Pharmacy Installation of RSU Royal Prima Medan during the COVID-19 Pandemic. While The population in this study were 5 informants consisting of the Director of Medical Services, Head of Pharmacy Installation at Royal Prima Hospital Medan, Head of Pharmacy Warehouse, Pharmacist, and Assistant Pharmacist. In this study, the techniques used in data collection methods were Direct Observation, In-Depth Interviews, and Document Literature. The data analysis method was carried out by compiling, discussing, and evaluating the data and the results of interviews/observations using the Triangulation Test. Women's savings and loan (SPP) activity is Indonesian government effort to develop rural savings and loan’s potency, access facility to micro scale enterprise funding, needs fulfill for funding basic social, institutional strengthening of woman activity, support poor households alleviation and create the employment. The objectives of this study were, to identify existing problems, to analyze strengths, weakness, opportunities and threats (SWOT) in the savings and borrowing activities from SPP groups and to improve strategies in the Project Management Unit (UPK) of Semparuk sub-district Sambas regency. The primary data were collected to fund user by observation and interviewed techniques, and secondary data obtained from literature studied. Interviews were conducted to 50 respondents whose used credit for three consecutive years and four program actors. The data explained descriptively and assessment strategies analyzed using internal factor evaluation matrix, external factor evaluation matrix, internal-external (IE) matrix, SWOT matrix and quantitative strategic planning matrix. The results show that identified problems were: poor households’ economic empowerment had not done yet, group members’ savings fail to grow, credit disbursement process was relatively slow, program actors’ role fail to facilitate the groups particularly in members’ businesses development. Several alternative strategies that can be implemented by District Management Unit (UPK) are: improve the services, expanse the credit markets and marketing networking, maximize the program actors’ role, maintain the commitment to developing the SPP, increase the programs promotion, increase the assistance to SPP groups and diversification of deposit and loan products.

Pengabdian ini bertujuan untuk, memberikan, pelatihan, literasi, keuangan.tentang pembukuan sederhana yang sangat bermanfaat dalam strategi pengelolaan usaha maupun masyarakat umum pada masa Pandemi COVID-19. Mitra pengabdian adalah UMKM dan masyarakat umum yang ada di Desa Betoyoguci, Gresik. Metode yang digunakan adalah Participatory Rural Appraisal (PRA), yakni pendekatan dan teknik-teknik pelibatan masyarakat dalam proses-proses pemikiran yang berlangsung selama kegiatan perencanaan, pelaksanaan serta pemantauan dan evaluasi program pembangunan masyarakat. Pada saat pengabdian, kegiatan berhasil diikuti oleh 56 peserta yang ada di Desa Betoyoguci, yang mayoritas masih belum mengerti tentang cara pengelolaan keuangan, sehingga materi literasi keuangan sangat bermanfaat bagi masyarakat. Selain itu, untuk mempermudah UMKM, tim pengabdian juga memperkenalkan aplikasi tidak berbayar yang bisa diakses lewat Hp bernama aplikasi “BukuKas” yang dibuat dan dikembangkan oleh PT BeeGroup Financial Indonesia, melalui aplikasi ini, masyarakat dapat terbantu terkait pengelolaan keuangan dari kegiatan harian operasional usaha. Untuk bisa mendapatkan aplikasi “BukuKas”; peserta bisa mendownload melalui link https://bukukas.co.id/download/. Hasil pelaksanaan pengabdian, dapat diketahui bahwa dibandingkan dengan sebelum pelatihan, maka tingkat pemahaman masyarakat Desa Betoyoguci yang tinggi mengalami peningkatan sebanyak 27 orang. Dengan adanya pendampingan dari tim pengabdian, mitra pengabdian mampu mengambil keputusan berkaitan dengan usahanya ditengah pandemi COVID-19 yang masih berlangsung hingga saat ini.Abstract: The COVID-19 pandemic has attacked various countries, in the world, including Indonesia. Community service partners are MSMEs and the general public in Betoyoguci Village, Gresik. The method used is Participatory Rural Appraisal (PRA), namely approaches and techniques for community involvement in thought processes that take place during planning, implementation and monitoring, and evaluation of community development programs. At the time of the service, 56 participants in Betoyoguci Village successfully participated in the activity, most of whom still did not understand how to manage finances, so financial literacy material was very beneficial for the community. In addition, to make it easier for MSMEs, the community service team also introduced an unpaid application that can be accessed via a cellphone called the "BukuKas". This application was created and developed by PT BeeGroup Financial Indonesia. Through this application, the community can be helped with financial management from daily business operations. To get the "BukuKas" application, participants can download it via the link https://bukukas.co.id/download/. The results of the service implementation show that compared to before the training, the high level of understanding of the Betoyoguci Village community has increased by 27 people. With assistance from the service team, the service partners can make decisions related to their business amid the COVID-19 pandemic, which is still ongoing today.

East Java is a Province that has the potentials to grow and develop its Micro, Small, Medium Enterprises (Hence: MSMEs) in each of itscity/regency both located in the coastal and inland regions. The number of MSMEs in Indonesia is currently around 59.2 million (CNN Indonesia / Safir Makki). Three point seventy-nine (3.79) million of which have utilized the online platform in marketing their products, composing about about 8% of the total MSME entrepreneurs in Indonesia. In the digital era 4.0, of course, MSMEs entrepreneurs must also follow the current digital developments. The number of MSMEs in Lamongan City is 252,734 units. Some of these are based on the coastal areas, and they have enormous economic potentials,yet they have not yet grown optimally due to the constraints of management quality, access to funding, managerial models, business opportunities, and accessto information. For this reason, the researchers feel the urge to design an empowering model for the MSMEs in the coastal area communities to develop them more effectively as to foster the growth of MSMEs centers which are expected to contribute a lot to the local government, especially in Lamongan, East Java. The objectives of the research are: (a) identifying the characteristics of the community empowerment models (b) formulating a model of community empowerment to set up effective MSME centers (c) testing the effectiveness of community empowerment models in developing MSME centers (d) evaluating and refining the community empowerment models in developing MSME centers, and eventually formulating an effective management model for MSME centers in the coastal areas in East Java. The research makes use of a descriptive approach combined with quantitative methods. The object of the research is Brondong Village in Brondong District, Lamongan Regency. The results of this research reveal that the model of the community empowerment pattern in the MSME centers in Brondong Village in Brondong Lamongan District, in the coastal area of East Java is not yet effective, and that improvements in the aspects of community empowerment, household asset management, social interaction, institutions, and strategies for the community empowerment are imperative. And joint guidance and assistance from the local government, as well as its related agencies, and higher education institutions are necessary

The government is attempting to obtain the access of Early Childhood Education pro- grams providing educational assistance. Unfortunately, the government has spent funds to calculate the unit costs that should not occur in the real world of education. In consequence, the aims of this study are to (1) calculate the amount of operational unit costs for Early Childhood Education pro- grams, and (2) enumerate variations and projections of the amount of the operational unit costs in Early Childhood Education programs by region category. This study uses quantitative data with pop- ulation of all Early Childhood Education institutions in Indonesia. The unit of analysis of this re- search is Early Childhood Education institutions consisting of kindergarten, Playgroup, Daycare, and ECCD units. The findings are that the highest operating unit cost is in TPA because there is a full day of service. Next is a Kindergarten institution because at this institution already has a special curriculum to prepare the child proceed to the level of basic education. Then the unit cost is the highest area in the eastern region. The trend consumption foods of ready to cook and ready to eat is an alternative choice for the community and increasing public awareness about nutrition and health encourages people to live healthier lives by consuming nutritious foods and have a healthy effect. Processing nuggets production of the Tanjung Jati Women's Farmers Group is quite well received by consumers but the processing of this product is still done with simple technology. Improvements or technological touches need to be done so that the resulting nugget products have added value. The current problem causes the economic benefits that should have been obtained from this production activity can not be felt optimally. Community service is carried out in Tanjung Jati Pekon, Kota Agung Timur District, Tanggamus Regency. Activities in the form of counseling, socialization and practice of nugget product processing and packaging techniques are located at the Balai Rakyat Pekon Tanjung Jati, Kota Agung Timur District, Tanggamus District and the time to carry out activities in January 2020. The nugget training procedures include: a preliminary survey, counseling for the development of nugget product processing for Wanita Tani Pekom Tanjung Jati, socialization of the regulations of the head of the Indonesian drug and food regulatory body regarding packaging and labeling, technical guidance on processing and packaging of nuggets, and technical guidance on business plans and marketing of nuggets. The results of the activities showed the average value of the initial and final evaluation scores of the trainees was 34.77 and 82.50. If viewed from the increase in the score, it appears that an increase in score of 47.8 points. This shows that the training activities went quite well. The training activities were able to motivate the Tanjung Jati Pekon Women Farmers Group in Tanggamus Regency to develop the region's businesses. Advice from the training activities of making and packaging nuggets require further assistance to develop various local resource-based businesses

Abstract Gempol Village is a village on Mount Ungaran that has made efforts to preserve orchid species. Through mentoring and training from the UNNES Research Team which began in 2011, as well as greenhouse facilitation from PT Indonesia Power, the Gempol village community who are members of the Omah Sawah Community began to make efforts to conserve orchid species. The results of the identification of the problems experienced by community groups as foster partners can be grouped into three aspects, namely knowledge and skills of acclimatization of orchids from plant tissue culture, post-acclimatization management/care, and supporting infrastructure for acclimatization of tissue cultured orchids, where these three aspects are interrelated. The methods used include lecture and question and answer activities, practice, and mentoring. The result achieved is that the orchid species acclimatization activity in Gempol Hamlet, Ngesrepbalong Village has been carried out with satisfactory results. Activities are carried out through training and assistance to community groups who are members of Omah Sawah. The results of the evaluation of the participants showed that the participants' understanding and skills improved after this activity was carried out, even providing ideas for participants to apply to cultivated orchids. The result is enough to generate economic income for the participants, because some of their cultivated orchids are sold. Abstrak Dusun Gempol adalah satu dusun di Gunung Ungaran yang telah melakukan upaya pelestarian anggrek species hutan . Melalui pendampingan dan pelatihan dari Tim Peneliti UNNES yang dimulai pada tahun 201, serta fasilitasi greenhouse dari PT Indonesia Power, masyarakat Dusun Gempol yang tergabung dalam Komunitas Omah Sawah mulai melakukan upaya pelestarian anggrek species. Hasil identifikasi terhadap permasalahan yang dialami kelompok masyarakat sebagai mitra binaan dapat dikelompokkan menjadi tiga aspek, yaitu pengetahuan dan keterampilan aklimatisasi anggrek hasil kultur jaringan tanaman, pengelolaan/ perawatan pasca aklimatisasi, dan sarana prasarana penunjang aklimatisasi anggrek hasil kutur jaringan, dimana ke tiga aspek ini salingterkait. Metode yang dilakukan, meliputi kegiatan ceramah dan tanya jawab, praktik, dan pendampingan. Hasil yang dicapai adalah kegiatan aklimatisasi anggrek species di Dusun Gempol Desa Ngesrepbalong telah dilaksanakan dengan hasil yang memuaskan. Kegiatan dilaksanakan melalui pelatihan dan pendampingan terhadap kelompok masyarakat yang tergabung di Omah Sawah. Hasil evaluasi terhadap peserta menunjukkan bahwa pemahaman dan ketrampilan peserta meningkat setelah dilakukan kegiatan ini, bahkan memberikan ide bagi peserta untuk menerapkan pada anggrek budidaya. Hasilnya cukup membuahkan pemasukan ekonomi bagi peserta, karena beberapa anggrek budidaya mereka laku dijual.

This article aims to discuss how foreign aid power to South Pacific countries on West Papua independence uses the Charm Offensive approach. Charm Offensive is a country's diplomacy method by providing foreign aid or investment to a recipient country to become an ally or support the country's political-economic motives. Charm Offensive requires high costs because it has to provide assistance and investment to other countries. However, the consideration is that this diplomacy method is very effective for countries that are indeed requesting assistance. Through this article, Charm Offensive will maintain its implementation through Indonesia's motives in providing foreign assistance to South Pacific countries. The motive was then relegated to take a deeper look at whether foreign assistance effectively quelled the rhetoric of South Pacific countries in supporting West Papua independence.

International migration is usually motivated by economic reasons. However, many people also migrate overseas to continue studies in higher-level education. This paper analyses the role of Indonesian students abroad, especially those who are members of the Indonesian Student Association (PPI) in protecting Indonesian workers (TKI). The research is focused on PPI in the country with the highest number of Indonesian migrant workers, namely Malaysia. This study applied a qualitative approach to collect primary and secondary data. Primary data was collected through interviews, and secondary data was gained through literature review. The research shows that PPI, as an agent of change, has a role in protecting migrant workers. The PPI has various kinds of contributions such as expressing ideas and discourses to protect international migrant workers, becoming a mediator (in solving conflicts involving the workers), facilitating shelter, providing repatriation assistance, legal assistance and advocacy, as well as economic empowerment and education activities for migrant workers and their families.

Social assistance is one of government’s strategies in alleviating poverty and reducing inequality. BIA is a method conducted on social assistance distribution, such as food assistance program (Prosperous Rice/Beras Sejahtera/Rastra and Non Cash Food Assistance/Bantuan Pangan Non Tunai/BPNT), Smart Indonesia Program (Program Indonesia Pintar/PIP), and Family Hope Program (Program Keluarga Harapan/PKH) to find out its impact on poverty and inequality. This study uses Indonesia’s National Economic and Social Survey at household level (Susenas) released by the Central Agency on Statistics (BPS) on March 2018 and calculated using the BIA method. The results of this study indicate that social assistance in Indonesia had impacts on alleviating poverty and reducing inequality. In addition, social assistance in Indonesia is absolute progressive in characteristic. Therefore, social assistance programs need to be continued. However, further improvements are needed to improve accuracy of social assistance recipients.

Abstract:
This study aims to analyze the relationship and influence of social assistance on the number of poor people in Indonesia. There are control variables as a comparison, namely; unemployment, central government debt and economic growth. The research method used a quantitative approach with non-parametric statistics, annual data (2013-2020) and elasticity were used to measure the magnitude of changes in the number of poor people due to additional social assistance. Rank Spearman test to test the relationship of each variable (total unemployment, central government debt and economic growth) to the amount of poverty in Indonesia. The results showed that there was a very strong relationship between social assistance for Contribution Assistance Recipients (PBI) and the Family Hope Program (PKH) on the number of poor people. The negative sign indicates that social assistance can reduce poverty significantly, with the strongest impact being the PBI program. There is a strong relationship between debt and the number of poor people. The slowdown in economic growth is proven to be unrelated to the number of poor people, meaning that in the midst of an economic slowdown, the amount of poverty in Indonesia can be suppressed through social assistance programs, job creation as laborers and government debt is allocated for productive activities and economic activities that have a direct impact on the poor and vulnerable to poverty. Poverty alleviation efforts can be carried out by the government by synergizing social assistance programs and creating job opportunities according to the ability of the poor on average.

This study aims to analyze the economic feasibility of hiring new technicians in order to meet the existing demand for technical assistance. For this, a sensitivity analysis was performed and the data was collected in a qualitative and quantitative way. After that interviews were carried out and quality tools were applied, such as: brainstorms, cause and effect diagram and also financial and cost data was collected during the process. Thus, it was possible to identify that the main causes of the problem is the unavailability of technicians. Thus, an initial solution was developed to create financial configurations to assess which decision would be most plausible. Finally, the best performance scenario was to hire only one new technician, as it maximizes the company's net profit and the representative percentage of that profit from the generated revenue; it was also considered to what extent the solution could be applied. This research is important not only for the studied company, but also for others that have similar problems and need instructions to create a direction for a solution.

The COVID-19 pandemic and policy response caused widespread disruptions to Indonesia's economy. Besides prioritizing saving people's lives during the COVID-19 pandemic, the government's focus is also to minimize the negative economic impact of the pandemic, including allocating social assistance programs to support household well-being. This study examines the role of COVID-19 social assistance programs in protecting households from falling into poverty during the COVID-19 pandemic. Using a longitudinal dataset from SUSENAS March and September 2020, this study employs difference-in-difference estimation with a conditional logit model to estimate the impact of COVID-19 social assistance programs on household poverty status. The result shows that the COVID-19 social assistance programs positively prevent households from becoming poor during the COVID-19 pandemic.

Abstract:
This study aims to examine the presence of politically induced and electorally motivated economic policy in local government budget. Further, the study examine the presence of pre-electoral manipulation through the behavior of budget balance, total expenditures, investment expenditures, and other administrative expenditures including donations, social assistance, and financial assistance expenditure during election year. Samples of the study consists of 451 district municipalities in Indonesia which held direct local elections over the period 2010-2014. The result of the study shows an opportunistic PBC pattern in the budget balance, total expenditures, donation expenditures, and financial assistance expenditures. The result suggest that there is an increase in local budget deficit in election years.Total expenditures also seem to increase duringthe election year, along with donation and financial assistance expenditures. This result supports the notion that elections have a positive effect on the government expenditures through the increase of municipal expenditures, especially expenditures thatare highly visible to electorate.

Abstract:
Agriculture sustainability plays an essential role in country development. This paper aims to examine whether sustainable agriculture is beneficial to economic development in Indonesia. The empirical analysis employs the autoregressive distributed lag model over the data from 1961-2016. The results show that sustainable agriculture significantly contributes to economic development in the long run for both models. The gross fixed capital and rural population as endogenous variables show the positive relationship in the long run, but technical assistance shows negative results. In the short run, all variables show mixed results in different lags. These findings conclude that agricultural policies are broadly on the right track. However, the government needs to focus more on the agricultural bureaucracy and strengthen its infrastructure.

Abstract:
Indonesia Pintar (PIP) program is a government program that aims to provide educational cash assistance aimed at vulnerable elementary, junior high, and high school students after 6-21 years of economic inequality. PIP recipients will receive a Smart Indonesia Card (KIP) which is given as an identity marker as the beneficiary of the PIP program. This research aims to find out the implementation of PIP in various regions in Indonesia, know the obstacles during the program and identify this PIP as a social policy. The results showed that PIP as a social policy has fulfilled equity value as one of the important instruments of social policy, but the implementation of PIP program that receives PIP assistance has not been fully optimal when in the field. Not all children who are eligible to receive assistance in Indonesia can enjoy the educational assistance.

Abstract:
This study aims to analyze the relationship and influence of social assistance on the number of poor people in the Province of the Bangka Belitung Islands. There are control variables as comparison, namely; unemployment, central government debt, economic growth and poverty. The research method uses a quantitative approach with non-parametric statistics, annual data (2015-2020) and elasticity are used to measure the magnitude of change in the number of poor people due to additional social assistance. Spearman Rank test to examine the relationship of each variable (the number of unemployed, central government debt and economic growth) to the amount of poverty in Indonesia. The results of the study show that there is a very strong relationship between social assistance for Contribution Assistance Recipients and the Family Hope Program on the number of poor people. A negative sign indicates that social assistance can significantly reduce poverty, with the strongest impact being the program. There is a strong relationship between debt and the number of poor people. The slowdown in economic growth has been proven to be unrelated to the number of poor people. This means that, in the midst of an economic slowdown, the number of poverty in Indonesia can be reduced through social assistance programs, job creation as laborers and government debt is allocated for productive activities and economic activities that have a direct impact on the poor and the poor. vulnerable to poverty.

This paper aims to provide a perspective on assistance to MSMEs in East Java in the face of the Covid-19 pandemic. So far, MSMEs have been proven to be one of the economic drivers that accommodate the majority of workers in Indonesia. The existence of the Covid-19 Pandemic has depressed MSMEs throughout Indonesia and often have to go out of business. It seems that the government assistance that has been provided in the context of Covid-19 is still focused on individual or family assistance. Therefore, the authors consider MSMEs to be an essential factor in efforts to overcome the impact of Covid-19, especially in East Java. This paper uses the review literature as a method of data collection and research. The research results are expected to be an input for the Government, especially East Java Province, to consider the existence of capital assistance for MSME’s.

This event was attended by 250 participants consisting of stakeholders involved in the integrated management of MSMEs and economic empowerment, including Regional Governments, Business Assistance/Incubation Institutions, and Development Partners. Background: Direct cash assistance in Indonesia is organized by a mechanism in the form of compensation for cash, food, health insurance, and education with a target of three levels. Almost poor, poor, very poor. BLT was first held in Indonesia in 2005. Aims: This study aims to analyze the impact of the direct cash assistance program policy in the era of the COVID-19 pandemic with a review of the Islamic economic perspective. Method: This type of research uses a qualitative approach that produces descriptive data in the form of words from interviews conducted by the author to village officials and recipients of direct cash assistance. Findings: The results of this study indicate that, during the covid-19 pandemic, the government provided assistance in cash which was shown to the groups most affected by COVID-19, including the poor, formal workers, and online transportation business actors. And economically, the provision of BLT can only meet the needs of the community within a period of 2 weeks and cannot help the community to meet the needs within a period of 1 month as determined, and after that BLT cannot increase people's income, and this assistance also cannot be used for working capital.

Tulisan ini akan mencoba menjelaskan kerja sama ekonomi dan keuangan antara Indonesia dan Jepang. Berfokus pada sudut pandang Indonesia, analisis dalam tulisan ini menjelaskan mengenai bantuan pembangunan luar negeri, dukungan keuangan, investasi, dan hubungan perdagangan. Studi ini menemukan bahwa meskipun secara umum kerja sama ekonomi dan keuangan antara Indonesia dan Jepang telah relatif kuat, terdapat beberapa masalah terkait dengan investasi dan perdagangan, yang perlu ditangani.Kata-kata kunci: Hubungan Indonesia-Jepang, bantuan luar negeri untuk pembangunan, kerja sama keuangan, perdagangan bilateral, investasi Economic and financial ties between Indonesia and Japan have flourished in the recent decade covering many areas of cooperation. From Indonesia point of view, this study attempts to shed light on recent economic-financial cooperation between Indonesia and Japan, particularly on overseas development assistance, financial supports, investment, and trade relations. It is found that while, in general, economic and financial cooperation between Indonesia and Japan has been relatively robust, there are some issues related to investment and trade that need to be addressed. Japan provided bilateral assistance for the construction of SKPT Morotai in North Maluku Province with an aid value of Rp 1.8 billion in 2018. Foreign assistance or Official Development Assistance is used for physical development and capacity building in the fisheries sector. Thus, the fisheries sector could enter export markets including to Japan. In the study of political economy, the economic policy of the country is not only related to purely economic affairs but is influenced by political interests. The state will use its power to maximize the national interest. Based on the results of the study, it was found that Japan as a donor country uses ODA as a foreign policy instrument based on economic interests and political interests in Indonesia. Economically, Japan benefits from the presence of fish products from Morotai, but on the other hand Japan does not want the dominance of fish products from Indonesia by imposing import duties. Politically, ODA becomes a means of concession of trade protection policies in the fisheries sector even though Indonesia and Japan have signed free trade agreements. This study aims to analyze the factors that influence the innovation capacity of the rural economic institution and its impact on institutional performance.Research was conducted by interviewing 111 managers of rural economic institutions in Semarang regency, Indonesia. Factors of policy and regulation, development of innovation infrastructure, assistance and integration of knowledge were used to analyze the role of the Government and Higher Education in the village innovation system. The institutional management and innovation culture capacity factors were used to analyze the role of rural economic institutions. Policy and regulatory factors, innovation infrastructure, management capacity, assistance capacity, innovation culture and knowledge integration were measured based on the preference of the rural economic institution manager. The qualitative model was examined through an empirical analysis to fulfill the proposed aim of the research.The results of the study showed that: the influential factors on the innovation capacity in rural areas were policy and regulation support, innovation infrastructure, management capacity, innovation culture and knowledge management. Innovation Capacity had a positive impact on institutional performance.The implication of this study highlighted the importance of strengthening institutional and knowledge-based rural economic organizations which was integrated among stakeholders as actors in the rural innovation system.
