Abstract:
This thesis is primarily an historical examination of how neo-classic economics influenced WA education policy formation from the mid 1980s until the release of the Curriculum Framework (1998). It first aims to examine and explain the context and origins of neo-classic economic influences globally, and then explores the process and impact of its introduction to WA policy-making in general, and to education policy in particular. Within the thesis some fundamental propositions put forward by other theorists are built upon. The most significant is the view that between 1983 and 1998, there has been a distinct and well documented shift in the primary ideological forces driving education policy throughout the western world. This is attributable to a strengthened link between education and national economic goals which has resulted in an economic imperative and the use of an economic discourse to describe educational aims. From these understandings this thesis explores whether neo-classic economics has played a significant influence in shaping education policy in WA, as it has done in many parts of the world. The methodological approach principally involves the textual analysis of major policy documents preceding and including the Curriculum Framework (1998). The focus is on primary and secondary sources, essentially to discover, analyze, and demonstrate how neo-classic economics had influenced education policy in WA by 1998. Taking a pragmatic approach, this professional doctorate makes a specific contribution to research through synthesizing the impact of neo-classic economics on WA schools policy via a range of principally secondary sources. In particular, it explores how neo-classic economics influenced WA education policy by seeking to answer four fundamental research questions: 1. Was the influence of neo-classic economics evident internationally, and if so did it impact on education policy? 2. How did neo-classic economics influence Australian Commonwealth Government schools policy? 3. Were there clear neo-classic economic influences evident within other Australian states, and, if so, did they influence schools policy? 4. In whose interests were neo-classic economic education policies? Neo-classic economic approaches were espoused widely as a solution to the apparent failure of in economics from the early 1970s onwards. Beare (1995) argued that in many countries policy perspectives for education and other welfare services changed in a number of 'profound' ways, the most significant was the use of an economic rationale to justify almost every significant policy initiative. Within the Anglo-democracies, specifically the US and UK, the pursuit of neo-classic economic policies involved the adoption of initiatives allowing the 'market' to dictate what should or should not occur within the economy. As a part of the neo-classic economic drive, governments endeavoured to improve efficiency within the public services. Consequently, education policy became driven by an economic imperative often to the detriment of educational aims. This study demonstrates that neo-classic economic policy came to dominate government decision making in Australia following the election of the Hawke Labor Government in 1983 (Dudley and Vidovich 1995).This was similar to neo-classic economic patterns in the US and UK. By 1985 neo-classic economic trends at the Commonwealth level were clearly evident and become overt and robust with the passage of time. Under Minister Dawkins Commonwealth education policy was fumy linked to national economic goals. An examination of the Victorian context demonstrates neo-classic economic trends within the other Australian states' education policies. Under the Kennett Liberal Government the shift to neo-classic economic education policy resulted in reductions in educational spending, staffing cuts and school closures. The prime motivation for the reforms was the reduction of costs and the aligning of education through a focus on vocational subjects and employment related skills. Concomitant with the rise of neo-classic economics was a commensurate growth in the attention of Australian business and industry to education policy. Business and industry groups increasingly promoted the notion of human capital theory by linking education and economic growth. This can be partly attributed to employers' growing interest in having schools produce individuals suitably prepared for positions in the workplace, a phenomenon which has been reflected in WA secondary schools through a shift to a vocationalised curriculum (Browning 1977). In effect business was able to defray expending capital on training workers through hiring school leavers tailored for workplace positions. From at least the early 1980s there was accelerating evidence of a more active and open involvement of business in the major education inquiries which also contributed to policy formation dominated by neo-classic economics. The exploration of the global and national context of neo-classic economics confirms that neo-classis economic influences within WA Qd not occur in isolation. From at least 1987 it is evident that neo-classic economics influenced WA education policy. The consequence was a curriculum shaped predominantly by economic interests as opposed to educational concerns.

Abstract:
This thesis presents an intellectual history of the historiography of Australian Economic History between 1918 and 1965. More specifically, it is a contribution to a relatively novel area of research into 'disciplinary history’. It takes as its basic analytical material the four books widely used for significant lengths of time for undergraduate teaching during the period of the study. The thesis consists of five main chapters, plus an appendix which surveys the institutional development of Australian Economic History and provides the empirical basis for the selection of the works named above. After a brief introduction and overview, the next four chapters consist of a detailed study of one of these works, the historical context in which each was written, and an intellectual biography. The fifth chapter is largely theoretical and conceptual. It analyses the epistemological bases of History and Economics and explores the implications of different models of knowledge for the relationship between Economic History and its two antecedent disciplines, History and Economics. Current perceptions of the state of the discipline in Australia and overseas are also examined. There are three main propositions advanced and their implications explored in the fifth chapter. First, that changes which occurred in Australian Economic History during the period 1918-1965 shifted the discipline from the broad area of History to the broad area of Economics. Second, that the inherent tension and fundamental differences between the two disciplinary areas of History and Economics have profound and complex implications for Australian Economic History at a number of levels and in a number of areas. The third proposition posits that the paradigm shift of the 1950s/1960s in Australian Economic History, and the paradigm shift of the 1960s/1970s in Economic History respectively have resulted in crisis. The final part of the chapter summarises the contents of the preceding chapters, and draws some conclusions based on those detailed studies.

Abstract:
This thesis aims to improve historical knowledge of Australian refugee policy between 1976 and 1983, a unique and transitional moment in the nation’s history and in international refugee movements. The discussion will be based on original evidence drawn from archival records and oral history interviews, and informed by a broad literature which recognises that refugee policy is a product of varied political imperatives and historical context. First, Chapter Three reveals that because the Fraser government could not deport the Indochinese boatpeople who sailed to Australia, it sought to approve their refugee status in order to legitimate its announcements that only ‘genuine’ refugees were being admitted. In doing so, the Fraser government was required to defend the processing of boat arrivals to the public and within the bureaucracy. Chapter Four finds that historical and political considerations informed the Fraser government’s choice not to reject or detain boat arrivals but to instead introduce legislation against people smuggling. The chapter presents new evidence to disprove claims expressed in recent academic and media commentary that the government’s Immigration (Unauthorised Arrivals) Act 1980 (Cth) marked a particularly harsh stance and that passengers on the VT838 were deported without due process, and draws from ideas within the literature concerning the need for states to promote the integrity of the refugee concept. Chapter Five contributes to international literature on refugee status determination procedure by studying the Australian government’s assessment of non-Indochinese. Through a dataset created from UNHCR archives it is found that the quality of briefing material and political considerations could influence deliberations on individual cases. Chapter Six contributes to literature on in-country processing, revealing how Australia’s programme in Chile and El Salvador was a means of diversifying the refugee intake but caused tensions between the Department of Immigration and the Department of Foreign Affairs.

Abstract:
The thesis concerns the origins, creation and progress of the International Development Research Centre (IDRC). Most scholars believe that development assistance is largely motivated by self-interest. At first glance, the Centre appears to be an anomaly in Canadian foreign aid. The IDRC's disbursements are not formally tied, has an international board of governors, and its structure was specifically designed with autonomy in mind. This Canadian federal organisation has spent one and a half billion dollars are funded over 5,500 projects since its founding in 1970. During this time, the Centre has disbursed between 70-95% of its programme funds overseas, mostly to developing country university researchers. These researchers have designed and executed research intended to help developing countries alleviate poverty, social decay and more recently, environmental challenges.
A detailed archeology is conducted of Pearson's own internationalism regarding science and technology, foreign policy, development assistance, environment and culture. Our analysis shows how Pearson's thinking, and that of colleagues who were to have key influences on the Centre, Barbara Ward and Maurice Strong, were embedded in deeply held beliefs and values. We identify a tension between an internationalist impulses and Canadian-centered or parochial pre-occupations common in most of the federal public service, especially central agencies. Central agents, responding to pressures from academics, and the internal values and beliefs that tend to form in these secretaria, have sought to make the IDRC conform to their own expectations. The author concludes that the Centre has survived and prospered, despite these pressures, partly because of the skill of its top officers, but principally because of the IDRC's capacity to lay claim to being an expression of internationalism.
We also show how another dialectic, between more socially-oriented perspectives and more technical ones affected the development of the IDRC. The thesis suggests that the two dialectics, the internationalist and parochial, and the technical and social, are both synthesising into, respectively, interdependence and holism.

Abstract:
This research is in response to the current debate on aid in Australia. The debate focuses on the volume of money allocated to aid rather than the impact. While Australian aid is still far from the UN commitment of 0.7 per cent of gross national income, this focus has kept public debate superficial and has deflected attention away from the more important discussion: is aid achieving outcomes and impacting positively in areas identified by developing countries as essential for their sustainable development.
The release of the first Annual Review of Development Effectiveness provided the impetus to investigate whether the newly formed Office of Development Effectiveness (ODE) will introduce changes that will improve Australia’s approach to aid. Framed within national interest, development and aid literature, this research analyses what limitations, if any, there are to reform of aid policies and practices in Australia.
The thesis concludes that the potential for the ODE to significantly improve the effectiveness of Australia aid is limited. It is one of many voices – including the powerful national interest agenda furthered by foreign policymakers – shaping Australian aid policy and practice. However, the furthering of Australian national interest – narrowly defined as security and economic considerations – through the aid program is at the expense of poverty alleviation objectives. This negatively affects how the development ‘problem’ is framed and thus the focus of aid policy. Furthermore, efforts to prioritise national interest considerations undermine the adoption of ‘good’ practice essential for sustainable development.
This is a political reality that is unlikely to change. Thus, the role of the ODE is to provide recommendations within this restricted framework. However, it is only through scrutiny, discussion and debate that the discrepancy between ‘good development’ in theory and in practice can be narrowed. This should also be the role of the ODE.

Between 1925 and 1950, Australian economists embarked on a series of campaigns to influence international policy-making. The three distinct episodes of these campaigns were unified by the conviction that 'expansionary' economic policies by all countries could solve the world's economic problems. As well as being driven by self-interest (given Australia's dependence on commodity exports), the campaigns were motivated by the desire to promote economic and social reform on the world stage. They also demonstrated the theoretical skills of Australian economists during a period in which the conceptual instruments of economic analysis came under increasing pressure. -- The purpose of this study is to document these campaigns, to analyse their theoretical and policy implications, and to relate them to current issues. Beginning with the efforts of Australian economists to persuade creditor nations to enact 'cheap money' policies in the early 1930s, the study then explores the advocacy of F.L. McDougall to reconstruct agricultural trade on the basis of nutrition. Finally, it examines the efforts of Australian economists to promote an international agreement binding the major economic powers to the pursuit of full employment. -- The main theses advanced in the dissertation are as follows: Firstly, it is argued that these campaigns are important, neglected indicators of the theoretical positions of Australian economists in the period. Hitherto, the evolution of Australian economic thought has been interpreted almost entirely on the basis of domestic policy advocacy, which gave rise to the view that Australian economists before 1939 were predominantly orthodox in theoretical outlook and policy prescriptions. However, when their international policy advocacy is included, a quite different picture emerges. Their efforts to achieve an expansion in global demand were aimed at alleviating Australia's position as a small open economy with perennial external sector problems, but until such international policies were in place, they were forced by existing circumstances to confine their domestic policy advice to orthodox, deflationary measures. -- Secondly, the campaigns make much more explicable the arrival and dissemination of the Keynesian revolution in Australian economic thought. A predilection for expansionary and proto-Keynesian policies, present within the profession for some time, provided fertile ground for the Keynesian revolution when it finally arrived. Thirdly, by supplying evidence of expansionary international policies, the study provides a corrective to the view that Australia's economic interaction with the rest of the world has largely been one of excessive defensiveness. -- Originality is claimed for the study in several areas. It provides the first comprehensive study of all three campaigns and their unifying themes. It demonstrates the importance to an adequate account of the period of the large amount of unpublished material available in Australian archives. It advances ideas and policy initiatives that have hitherto been ignored, or only partially examined, in the existing literature. And it provides a new perspective on Australian economic thought and policy in the inter-war years.

Abstract:

Opinions on what is best way to provide more people in low income countries with adequate water and sanitation services have changed over time. A recent policy paradigm suggests that private companies should be involved in WSS service provision to improve the situation for those in need.

This study looks at how issues of water supply and sanitation (WSS) have been confronted by the international donor community and how strategies to improve performance in this sector have changed from the early 1970’s up until today. The evolution of ideas and strategies are linked to overall development policies in order to better understand the forces that have shaped policy redirections in the sector. In addition, the case study of Ghana gives a preliminary picture of how donor policies have been played out in a national context. The concept of problem frames is used as an analytical tool in order to highlight how ideas change and replace each other but also to illustrate how problem frames are becoming more inclusive as new knowledge and experiences are gained.

The study finds that while hardware knowledge such as engineering skills were put at the forefront to begin with, software matters such as capacity building and appropriate management of the sector gained increased attention with time. As the water challenge becomes increasingly framed as a matter of managing scarcity, the economic value of water is emphasized and private sector participation is promoted on a larger scale. With time the cross sectoral nature of the WSS issue gains increased attention as its overall impact on poverty reduction and environmental sustainability is emphasized. This holistic approach also contributes to an increased emphasis on sanitation as important to sustainable WSS systems and services.

The case study of Ghana shows that all in all, institutional change within the Ghanaian WSS sector during the post independence era, mirror international policy trends. Power is moving out from the state in different directions and responsibilities are gradually hived off from the central organization to local authorities or other agencies working on specific issues. Subsidies on water tariffs are abolished and at the end of the period the private sector is also invited to act in the sector. However, recent trends indicate that as democracy deepens and civil society is growing stronger this also effects policy development in the Ghanaian WSS sector.

The United Kingdom's postwar economic recovery and the usefulness of Marshall Plan aid depended heavily on a rapid increase in exports by the country's manufacturing industries. American aid administrators, however, shocked to discover the British industry's inability to respond to the country's urgent need, insisted on aggressive action to improve productivity. In partial response, a joint venture, called the Anglo-American Council on Productivity (AACP), arranged for sixty-six teams involving nearly one thousand people to visit U.S. factories and bring back productivity improvement ideas. Analyses of team recommendations, and a brief review of the country's industrial history, offer compelling insights into the problems of relative industrial decline. This dissertation attempts to assess the reasons for British industry's inability to respond to the country's economic emergency or to maintain its competitive position faced with the challenge of newer industrializing countries.

Abstract:

The aim of this thesis is to use a power perspective to describe the workers’ struggle for co-determination in the Swedish labour market during the period 1890–1939. The study explores how trade unions in general attempted to limit article 23, which asserted employers’ control over hiring and dismissal. At the same time the study clarifies differences in union power between various groups of workers. The prevalent historical view regarding the distribution of power in the labour market is thus questioned.

The study shows that workers were not powerless before the Saltsjöbaden agreement in 1938. In certain areas workers, through their unions, already at the beginning of the 20th century had fairly good possibilities of influencing both hiring and dismissal. Collective agreements that were entered into before the defeat of the workers in the great conflict in the Swedish labour market in 1909, as well as collective agreements signed during the 1920s and 1930s, can make both the Saltsjöbaden agreement and present-day regulations look “hostile to workers”. In collective agreements workers achieved considerable limitations of employers’ arbitrary freedom to hire and dismiss workers. Certain unions could control their labour market efficiently by means of a labour exchange of their own. The development, however, varied over time and between different trade unions. Business cycles generally influenced how much power unions could exert. Access to power resources and other conditions varied between different workers’ groups. While some attained considerable power over hiring and dismissal, others had no possibilities of taking part in decision-making.

Abstract:
It is widely acknowledged that the Pacific Island Countries (PICs) are particularly vulnerable to the effects of climate change and that they have limited resources and capacity to deal with the problems of adaptation without assistance from the international community. While PICs might logically take a regional approach in requesting international assistance to implement adaptation measures, climate change affects a wide range of activities. This study examined Pacific Island responses to donors' assistance, with particular focus on Australian and Japanese assistance and explored cross-sectoral issues associated with planning and implementation of adaptation measures by PICs. Australia asserts that a scientific knowledge base and capacity to use timely locally tailored scientific data is a fundamental requirement for guide policy makers and planners to provide cost-effective resource management and the implementation of locally appropriate adaptation measures. Australia has provided assistance on that basis through its overseas aid program from the early 1990s. However, given the diversity of local concerns, the different stakeholders have different perceptions of the threat and risks of climate change and preferred response measures. Under these conditions, robust scientific knowledge alone does not necessarily translate into sensible decision-making processes, in the absence of further assistance to assist PIC in enhancing their institutional capacity and to implement climate change projects. Japanese assistance, which specifically targets climate change in PICs, was found to be limited to the promotion of climate change research and human resource development. More broadly, Japanese ODA has prioritized PICs' environmental problems and the improvement of their livelihood over time, because the primary objective of Japanese assistance is to support PICs' taking ownership of their own development through capacity development with its grant aid and technical cooperation. Interviewees' opinions, particularly those of government officials, regarding Japan's assistance indicated that PICs adaptation needs were generally consistent with their needs for livelihood improvement and economic growth. Responses also revealed that it was of fundamental importance to PICs that donors' recognize and understand the diverse condition in each country and develop individually tailored responses through comprehensive program-based assistance. The delivery of Japanese ODA on a bilateral basis was thus welcomed by many PICs. It is clear that PICs are unable to implement the necessary adaptation responses without significant financial and technical assistance from donors. Interviewees responses tended to highlight their personal or agencies' preferred process for obtaining and delivering aid. Both Australian and Japanese assistance to date have provided little impetus for institutional change to promote a long-term commitment to the implementation of adaptation measures by PICs. In addition, the different funding mechanisms have caused institutional fragmentation between agencies in PICs, resulting in limited information sharing and lack of policy coordination across agencies. Donor expectations and PICs' adaptation needs are unlikely to be met until PICs' institutional challenges, including the ability to effectively utilize existing funds, are addressed.

Abstract:
The Colombo Plan for Cooperative Economic Development of South and Southeast Asia developed out of a meeting of Commonwealth Foreign Ministers in Ceylon, January 1950. To date, few scholars have examined the Colombo Plan in any significant detail and most assessments focus on the development of educational links between Australia and Asia, largely because of the significant numbers of scholars who came to Australia under the scheme. This thesis explores the Colombo Plan from a variety of perspectives, focusing on the economic, political, social and strategic context surrounding the emergence and implementation of the program between 1950 and 1965. This thesis argues that the Colombo Plan had a much broader political and cultural agenda, and cannot be understood from a humanitarian perspective alone. The Colombo Plan was an attempt to counter communist expansion in the newly independent nations of Southeast Asia by raising living standards and thus removing the conditions considered likely to create popular sympathy for communist forces. More significantly, the Colombo Plan, with its modernist assumptions about the importance of development, technology and social progress, was to be a vehicle for the transmission of Western values. By exploring the cultural, ideological and political underpinnings of the Colombo Plan, this thesis illustrates that the plan was an important part of Australian foreign policy, and was motivated by international security priorities and the need to allay domestic cultural concerns. One of the important ways Australia expressed and promoted its political and economic interests in the Asian region was through the Colombo Plan. This scheme functioned as a humanitarian program intended to improve the living conditions in Asian countries, however, it also operated as ‘unspoken propaganda’ designed to improve trade relations, establish diplomatic and cultural contacts, and help deflect criticism of the White Australia Policy. This examination of the Colombo Plan reveals the changing nature of Australia’s regional identity and the nature of its engagement with Asia during the 1950s and early 1960s.

This thesis investigates aspects of the formation and evolution of capitalism in colonial New South Wales. Four principal themes are addressed throughout the discussion: first, the role of British imperialism in establishing and shaping colonial capitalism; second, the role of the British and colonial states in expanding commodity relations; third, the dominant areas and agents involved in capital accumulation, and last, the nature of the class relations and property connections that underpinned these processes. The structure and dynamics of class relations, especially the relations of production, are both the premise and conclusion of this study. The approach adopted to realise these objects is both theoretical and empirical. The study proceeds through three major parts. The first part is a critical investigation of the historiography pertinent to my principal themes and the specification of the problems discussed in the subsequent parts. Here, the rudiments of marxist historiography are introduced and a sustained critical discussion of Australian economic historiography is presented. By the close of Part One, the approach to be pursued, the themes to be investigated, the departures from non-marxist historiography and the sequence of empirical analyses are made explicit. Part Two of the thesis is concerned with the formation of colonial capitalism. Capitalism depends on the commodification of economic relations: thus this process of commodification is examined in the context of the land, labour and capital markets. Because the initial process of securing capitalist relations of production is as much political as economic, and consequently as much imperial as colonial, the forms of political or state power are discussed. The dominant relations of production before 1860 are defined as ascendant, though contradictory, Anglo-colonial merchant capital. Part Three investigates three dimensions of colonial capitalist development. These investigations pre-suppose the dominance of commodity relations and pursue their intensification and expansion into colonial landed property, the transformation of colonial pastoralism and the forms and directions of public economic activity. In all these cases the focus remains on the four major themes identified above. Part Three closes with an analysis of dominant class relations, a demonstration of the fundamental argument advanced throughout the thesis concerning the prominence that should be given to Anglo-colonial finance capital. Between 1860 and 1890 the major economic relations and class structure were shaped by Anglo-colonial finance capital. The thesis concludes with an assessment of the implications of this study for Australian historiography, including marxist historiography, and indicates possible directions for future investigations.

If the prime minister is ‘first among equals’, then arguably the treasurer is now ‘second among equals’. And the treasurer is increasingly the minister most likely to later become prime minister. Yet there is no collective biography of the 39 Australian federal treasurers, such as the volume edited by Michelle Grattan on Australian prime ministers or that by Roy Jenkins on British chancellors. Nor is there a book analysing the office itself. This thesis fills that gap. Inspired by Plutarch’s Parallel Lives, chapters Four to Seven compare and contrast four pairs of contemporary treasurers with similar backgrounds but divergent careers. As the academic literature on political leadership boils down to distinguishing two essential types -- managers and reformers -- the pairs contain one of each. Bookending these core chapters are introductory chapters, providing context, and analytical chapters, drawing lessons from the eight lives studied in depth and the other treasurers. In this way, the thesis is a comparative biography but also a work of political history with implications for political science. The treasurer’s job has changed greatly over time, although some initial responsibilities persist. The thesis traces the development, identifying six eras. Initially the treasurer presided over a book-keeping department, reflecting the Gladstonian tradition of fiscal conservatism. This ended with the Great Depression and the Premiers’ Plan saw a second era where the federal government attempted to regain macroeconomic stability. The White Paper on Full Employment ushered in a third, Keynesian, era which lasted until the mid-1970s oil shocks and subsequent stagflation. A short-lived fourth era of monetarism was followed by the fifth era of economic rationalism. The global financial crisis may have seen a shift to a sixth ‘new Keynesian’ era. This analysis of eras is brought together with the distinction between managers and reformers by adapting Skowronek’s model of ‘political time’ whereby major reformers overthrow the old paradigm, fortunate managers then operate it and unfortunate managers preside over its collapse. The main argument of this thesis is that good treasurers need to be effective and influential and many factors produce these qualities. The job is onerous and complex and what counts as success may be unclear at the time. Treasurers (like prime ministers) need a measure of luck. But three key features stand out as crucial. First, an effective treasurer needs immense political skills and the support of his/her prime minister. The combinations of Curtin/Chifley and Hawke/Keating, and to a lesser extent Bruce/Page, were particularly productive of economic reform. The second crucial relationship is with their department, where treasurers need to harness the technical expertise of its senior officials who may lack political acumen. Successful treasurers build an effective relationship to both develop and accomplish the treasurer’s agenda. The third key element is a matter of timing. Some treasurers such as Theodore and Swan are faced with downturns in the global economy making their job much more difficult. Some treasurers, however, have turned adversity into opportunity and enhanced their reputations in crises – Chifley, and perhaps Keating.

Abstract:
In 1974, the Housing and Community Development Act replaced traditional antipoverty programs with block grants, decentralizing decisions about federal funding, ostensibly to give more control to local administrators. Despite the pretense of providing greater flexibility, the focus of block grants on developing the city's physical environment circumscribed the options of local planners hoping to pursue comprehensive community development. Community Underdevelopment traces the struggle of government officials in New Orleans to fulfill the dual aims of alleviating poverty and spurring economic growth in a time of fiscal crisis. Armed with new social science techniques, planners believed that with accurate data collection and systematic planning, they could achieve these ends simultaneously. However, coping with an increasingly regressive tax regime and an anemic economy, they soon discarded this vision. Instead, block grants were used as stopgap measures in low-income communities while the city pursued economic development strategies that administrators acknowledged would do little to improve conditions in those neighborhoods. By the end of the decade, the hope that the private sector could achieve what the public sector could not led the city to shift federal funds away from antipoverty measures and toward boosting private-sector involvement. Low-income communities in New Orleans struggled to resist this movement, but their efforts to do so went unsupported by local officials who feared that supporting resource redistribution would jeopardize relationships with private developers. Consequently, by the end of the 1970s, local urban development strategies had largely abandoned antipoverty aims. Rather than read this period solely as the precursor to President Ronald Reagan's unprecedented cuts to urban aid, Community Underdevelopment explores a steady shift in policy and ideology that created a political climate conducive to such dramatic reductions. Moreover, my focus on this period reveals that the movement to undercut antipoverty programs did not originate with the rise of the Reagan Revolution. Instead, it was from its inception a bipartisan assault.

An analysis of three poor people's movements in twentieth century Canada serves to wrest the ideas and activist tradition of Canada's poor people from historical obscurity. Between 1932 and 1935, the Communist-inspired Vancouver unemployed councils engaged in direct actions to challenge Depression-era social policy, capital and the police. The arrival of the modern post-war welfare state did not end poverty; however. Vancouver antipoverty activists were circumscribed by society's relative affluence and organizational and sectarian debates within labour councils and the antipoverty movement. Finally, since 1989 the Toronto-based Ontario Coalition Against Poverty (OCAP) has extended antipoverty activism to include the issues of immigrants, First Nations, women and children. Drawing on theorist Antonio Gramsci and the socialist-anarchist tradition, this thesis posits that direct action and a subsidiarity relationship between activists and their community are essential to the success and longevity of poor people's movements.

This thesis addresses the puzzle of how a development policy model of partnership works by examining the case of the Papua New Guinea Church Partnership Program (CPP), involving seven Papua New Guinea churches, their partner Australian faithbased NGOs, the Australian Agency for International Development (AusAID) and the National Government. By focusing on the effects on churches of engaging in a donor-funded program, the research adds to a particular strand in the anthropology of development literature concerned with how development interventions work, and to another in development studies concerned with the relationship between religion and development. This thesis uses a Foucauldian governmentality perspective to understand development and foreign aid as regimes of practice, shaped by a secular tradition that uses a language in which the policy model of partnership has become both normative and instrumental. It also understands Christianity as a regime of practice, shaped by a religious tradition that uses a particular language for talking about development. Employing the extended metaphor of the kundu or hour-glass drum, the thesis analyses processes of translation of the Christian and secular 'rhythms', or languages of development, being played by the partners. Key interlocutors carry out the work of translation in order to make their languages mutually intelligible. In so doing, they find themselves enacting a kundu relationship, which affirms their personal agency as partnership trustees. As partners with diverse interests are brought together to achieve CPP outcomes and their own organisational goals, being in a kundu relationship creates local translation spaces where the dynamic interaction of Christian and secular regimes of practice occur. These spaces present opportunities for manoeuvre on the part of the churches, and for the exercise of a productive form of power that simultaneously disciplines and empowers them in unanticipated ways. In this way, the thesis discerns continuities in the dialectical encounters between the global and the local in Papua New Guinea's missionary and colonial histories and the present-day development landscape. The conclusion is that Papua New Guinea churches are assuming organisational identities as agents of a form of development that is underpinned theologically and translated into the vernacular. The churches are framing their engagement with development as a means of fulfilling what John's Gospel calls 'life in all its fullness'.

Due to the strategic economic role that Da Nang City plays in the development of Central Vietnam, and the advancement of the whole country of Vietnam and the Mekong Region, this city has become the main receiver and focal point of Japan's Official Development Assistance (ODA). This research analyzes the impacts of Japan's ODA projects over Vietnam's development by closely studying the ODA's experiences of Da Nang City. Two representative projects that were funded using Japan's ODA in Da Nang City were chosen as case studies to analyze the crucial role of Japan's ODA projects in the economic and social development of Da Nang City, Vietnam. Because of the importance of Japan's ODA projects in the overall development of Vietnam and in various localities, Vietnam's locality, Japan's ODA has greatly influenced the diplomatic relationships that exist between Vietnam and Japan. This research illustrates how Japan's ODA has been used in furthering the foreign policies of Vietnam and Japan and studies its impacts on the two countries' diplomatic relationships. The findings of this research have helped the author in making some recommendations on the effective handling of Japan's ODA at the local and national scales. The findings and recommendations in this study are expected to provide useful information which could help in the efficient management of ODA in Vietnam, and consequently lead to the improvement of the diplomatic relationships between Vietnam and Japan.

Over the 1960-1995 period, patterns of Australian global trade, investment and immigration shifted considerably, especially in relation to Asia and most notably in relation to China, Hong Kong and Taiwan. Changes within the North East Asian Region propelled Australia to respond in order to maintain its economic standards and its international obligations. Greater emphasis was placed by successive Australian governments on establishing closer ties with Asia, most notably China. However, Australia's attention (and the world) on Hong Kong emerged with the commencement of the Sino-British talks in 1983. This thesis is intended to contribute to an understanding of the past and future impacts of the reversion of Hong Kong on trade, investment and migration flows involving Australia, by a detailed study of those flows between Australia and Hong Kong, China and Taiwan over the period 1960-1995.

This study is an evaluation of the Rwandan unity and reconciliation process and was undertaken to assess whether it possesses the potential for building sustainable peace in the country. The study used an analytical method to measure the key activities of the National Unity and Reconciliation Commission, the national body that oversees the efforts aimed at promoting unity and reconciliation among Rwandans. Before properly analysing the process, the study outlined a number of conditions that are necessary for true reconciliation and sustainable peace to be achieved. The analysis allowed a comparison of these conditions to the context in which the unity and reconciliation process is being conducted in Rwanda. This required the exploration of the entire situation at political, economic and social levels. Particular attention has been paid to the situation after the 1994 genocide to examine developments from then until to the present. It became evident during the study that decisive structural changes have been undertaken to prepare a supportive environment for unity, reconciliation and peace. Appropriate structures' reform occurs in the domains of good governance, economic planning and justice. It also became evident, however, that some important obstacles to unity and peace persist, specifically poverty, reluctance to cooperate with 'Gacaca' traditional courts, corruption and opportunistic political leaders. Appropriate measures have to be taken in addressing these issues for sustainable peace to be a new way of life for all Rwandans. Generally, the study showed that the process of unity and reconciliation in Rwanda has the potential to succeed since high governing leaders are engaged to restore unity and reconciliation in the country. Political will, the study revea led, is an essential ingredient for sustainable peace. The study also listed a number of encouraging results of the process and proposed some measures to strengthen unity, reconciliation and peace.

Existing zakat research reports little information about the living conditions of Indonesian zakat recipients. This study examined the perceptions of zakat recipients at Rumah Zakat, a charitable institution, in Yogyakarta. Semi-structured interviews solicited seven economic empowerment and seven socio-health program respondents’ narratives. This data collection method incorporating multiple approaches to data analysis, including phenomenology, revealed that economic empowerment respondents with more education and spousal support could better subsist after utilizing Rumah Zakat’s interest-free loans. And, compared to individual efforts or group support, spousal support helped significantly with business growth. These respondents typically earned incomes above the national standard of poverty. As their businesses grew, four respondents planned to employ the jobless. In the socio-health program, respondents had minimal education and incomes that fell below the national standard of poverty. A Rumah Zakat clinic gave these respondents four to five years of free health care services; it also facilitated collaborative learning. Although the services lowered their expenses, three respondents requested food distribution in addition to health care. Respondents benefiting from both programs reported a significant positive impact on their home economies, health, and social lives. Thus, an integrative program offering assistance with micro-credits, health care, food security, and education would better serve the poor.

The collapse of communism and the fall of the Soviet Union offered an unprecedented opportunity for the international community to support transitions to democracy in a region that had long known only totalitarian rule. Among the key players engaged in supporting efforts were U.S. grantmaking institutions, including both non-state and quasi-state aid providers. This thesis explores the motivations and evolving strategies of three different types of grantmaking institutions in a single country, Russia, with a particular focus on democracy aid provision from 1988-2002. The three types of grantmaking organizations examined through case studies include: the Ford Foundation, a private foundation with a history of international grantmaking spanning several decades; the Charles Stewart Mott Foundation, a private foundation known primarily for its domestic focus with a much shorter history of international grantmaking; and, finally, the National Endowment for Democracy, a U.S. government-created and heavily taxpayer-funded organization established as a private nonprofit organization to make grants specifically for democracy promotion. Motivating factors for initiating or expanding grantmaking in Russia in the late 1980s included a previous history of grantmaking in the region, a previously established institutional commitment to democracy promotion, international peace and security concerns, and interest from a top institutional leader. Over the course of the fourteen year period studied, five grantmaking features are identified as influencing the development of grantmaking strategies: professional grantmaking staff; organizational habit; global political, social, and economic environments; market and other funding source influences; and physical presence. Though subject to constraints, the non-state and quasi-state grantmaking institutions included in this study were able to avoid weaknesses identified with private philanthropy in other research and demonstrated a willingness to experiment and take risks, an ability to operate at the non-governmental level, and a commitment to long-term grantmaking, informed by expertise.
