Abstract:
Japanese official development assistance (ODA) totaled $9.13 billion in 1988, which put Japan neck and neck with the United States for the title of largest aid-donor country. In the few decades since joining the Development Assistance Committee in 1961, Japan has steadily increased its aid effort until the country is now one of the major sources of economic cooperation. This article first outlines the characteristics of Japanese ODA—such as its emphasis on loans to Asia—and then discusses the various factors that have shaped these characteristics. In recognition of the fact that yen credits are central to Japanese assistance, the significance and impact of those yen credits are then examined. Finally, some recent developments in Japanese assistance and some issues that remain to be resolved are reviewed.

Strong, effective, economic assistance programs are a crucial part of U.S. foreign policy. They are a primary instrument for advancing U.S. national interests, enhancing global stability, expanding economic opportunities, and promoting American democratic values. From 2004 through 2010, the United States donated more than $16 billion in economic assistance to countries in the Western Hemisphere. Some ask why the United States spends so much money abroad on humanitarian programs and infrastructure investments in developing states. To address this question, this thesis looks at Colombia and Mexico, both of which are of crucial strategic importance to the United States. Under Plan Colombia (20002006), U.S. economic assistance and staunch political will enabled Colombia to improve from 14th (2005) to 57th (2013) on the Failed State Index scale. As a result, Colombia has also emerged as a stronger U.S. partner in the Western Hemisphere. The Colombian experience was historically specific, but lessons can be extracted for Mexico, even though its history and relationship with Washington is very different. In particular, the recent Merida Initiative (Plan Mexico; 2008present) can benefit immensely from being carefully evaluated in light of the earlier success of Plan Colombia.

The social assistance system is an element of the national social protection system, in which social services and benefits are highlighted, the granting of which is intended to support the possibilities at the individual or group level in the direction of ensuring social needs, ensuring wellbeing, social inclusion, growth quality of life. The analysis of the social assistance system involves defining it, specifying the principles and objectives, organization and operation, identifying funding sources and highlighting some problems that need to be solved. The purpose of the research is to specify the particularities of the social assistance system in our country. The methods applied in the research process are: monographic method, analysis, comparison, deduction. The research results reflect the argumentation of the theoretical concept of social assistance, the content according to regulations and practical application, the identification and analysis of funding sources.

Abstract:
The problem of assessing the effectiveness of financial assistance by international financial institutions (the International Monetary Fund and the World Bank) to the Republic of Moldova is considered. It is shown that the effectiveness of financial assistance should be determined on the basis of assessing the degree of its impact on the economic stability and economic development of the Republic of Moldova. The author's definition of the economic stability of the economic system is given, as well as the concept of its optimal structure. It is proposed to assess the sustainable economic development of the country using an indicator obtained on the basis of the rank parametric distribution of the economic cenosis. This indicator characterizes the stability and change in the structure of its economy. The parameters and structural changes in the rank parametric distribution of the economic cenosis make it possible to assess economic stability and economic development, as well as to identify problem areas in the country's economy.

Abstract:
The aim of this article is to analyse the government assistance provided to entrepreneurs in Latvia and its efficiency and appropriateness to the economic conditions encountered by entrepreneurs during the COVID-19 crisis. An insight into international experience creates the framework of this study. The empirical analysis is based on secondary data analysis and entrepreneur’s survey data on business response to COVID-19 related pandemics restrictions and government assistance in Latvia. The observed business areas are financial and risk management, international trade, communication, employment, innovations, strategic change and legal issues. The paper finds that the crisis affected the most such industries as accommodation and food services; arts, entertainment and recreation. The result provides support to justification for a national long-term crisis management strategy for business sustainability.

The existing food security system was supposed to help avoid a recurrence of massive famine of 1931–1933.

Abstract:
This paper explains the origin, characteristics, and operation of the United States federal government’s block grant currently received by Puerto Rico to operate a nutrition assistance program. We compare its limitations with the Supplemental Nutrition Assistance Program (SNAP) benefit system. We analyze the possible change from the block grant to SNAP, and the potential of this program to enable more people to work and provide for themselves and their families. The effect on the economic activity of the federal funds allocated for the reconstruction and construction of infrastructure on the Island is considered. Finally, we discuss how SNAP incentives could create favorable conditions for the labor force participation rate to rise and what this means for the economic liberty of the people of Puerto Rico.

Abstract:
CDFI impacts are overwhelmingly viewed through an economic lens. Little consideration is given to other types of metrics. Yet we believe a positive economic impact is a necessary but not sufficient condition to being an effective development institution. We assess the relationship between a CDFI's lending activities and aggregate social capital levels. Social capital – the entrepreneurial networks which occur when small businesses flourish – are a key non-economic outcome of CDIF financing and technical assistance interventions.
