Full textIl lavoro di ricerca ha riguardato le Aree Produttive Ecologicamente Attrezzate (Apea) e più precisamente i modelli di valutazione da impiegare nei processi decisionali a supporto della loro pianificazione, progettazione ed attuazione. La prima parte dello studio rappresenta un’introduzione al tema delle Aree Produttive Ecologicamente Attrezzate. In esso vengono definiti il contesto di riferimento, ovvero cosa si intende con il termine Apea, quali sono i capisaldi normativi nazionali e regionali, quali sono i principali fattori di competitività insiti nel nuovo modello industriale e quali possibili fonti di finanziamento è possibile attivare per incentivare queste iniziative. La seconda parte dello studio contiene una raccolta di esperienze Apea appartenenti a diversi livelli: le reti nazionali ed internazionali per la condivisione di know how in materia di Apea, le Linee guida regionali e provinciali, i modelli di gestione e monitoraggio di livello sovracomunale, le esperienze a livello comunale e le best practices internazionali. La terza parte dello studio ha assunto come principale riferimento il principio dello “sviluppo sostenibile”, di cui in via preliminare di cui sono stati esplorati i molteplici aspetti. Partendo da tale base, sono state dapprima precisate le problematiche applicative del principio della “sostenibilità” nello specifico caso delle Apea, e quindi individuate le azioni specifiche da porre in essere per realizzarlo. Lo specifico apporto delle discipline valutative, nel contesto tematico così delineato, è consistito nel definire un modello di valutazione in grado di assistere il decisore attraverso l’ordinamento alle azioni da attuare per realizzare il principio di “sostenibilità” in aree produttive industriali ed artigianali di nuova concezione. Il modello di valutazione si è avvalso del Macbeth approach (Measuring. Attractiveness by a Categorical Based Evaluation TecHnique) con l’obiettivo di individuare lo standard di riferimento che un’Apea dovrebbe possedere in relazione al proprio contesto territoriale, e di orientare e gestire il processo decisionale pubblico per l’allocazione di risorse. La sperimentazione svolta permette di evidenziare il contributo delle discipline valutative ai fini della pianificazione, progettazione e gestione delle Apea che intendono perseguire la coerenza con il principio di sostenibilità.

Full textDuring the last two decades, the interest in environmentally-conscious production and consumption has been considerably increasing. In response to these environmental concerns, a growing number of third-party certified eco-labels has been developed. Through eco-labels companies can demonstrate their commitment in lowering the environmental impact of their products and processes. The aim of this thesis is to provide a better understanding of: 1) the communication mechanisms among issuer, firm and customer; 2) the nature of the main information gaps within this triangulation; 3) the areas of intervention as to reduce the information asymmetries and increase the effectiveness of eco-labels, in terms of competitive advantage for firms and increased beneficial effects on the environment for the issuers. The multi-method explorative research conducted confirms a wide interest towards sustainable consumption issues among consumers and their willingness to actively contribute; although it highlights numerous communication failures involving both firms and issuers. Interesting suggestions emerge about the consumers’ preferred ways to be informed on eco-labels and about their information needs. It also clearly emerges the need for marketing investment from the issuers, and the need of integrating the eco-label in the strategic vision for the firms in order to value its competitive advantage potential.
