ObjectivesWe aimed to explore the opinion leader empowered patients’ relationship with their medical professionals, their experiences and beliefs about technologies, and how they see the future. We also attempted to determine whether technologies, the access to it or patient empowerment are the main driving forces behind these changes.DesignA qualitative interview study analysed with interpretative phenomenological analysis.SettingAll interviews were conducted and recorded individually with the same trained interviewer via a Skype call.ParticipantsThe study is based on qualitative, semistructured interviews with 11 opinion leader empowered patients from six countries including UK, USA, Australia, Sweden, South Africa and Ireland.ResultsWe identified four superordinate themes emerging from e-patients’ experiences: (1) impact of technology, (2) the meaning of empowerment, (3) the changing physician–patient relationship and (4) expectations for the future. The relationship e-patients have with their physicians is based on efficient communication, proactivity, the desire for asking questions and the use of technologies. The interviews have shown that the rapid development of technology has fundamentally changed the lives of these e-patients, and technology eventually is transforming the physician–patient relationship into a partnership. Regarding the future of the physician–patient partnership, e-patients emphasised that change will rather be cultural than technological.ConclusionsThe interviews have shown that cooperation between technology and healthcare is not enough on its own: the most decisive factor is the return of the human touch and reciprocal communication. All of these suggest that technology is an important ally in the ‘renaissance of medicine’ that starts to treat patients as it should have always had.

Abstract:
Traditional polls assume that opinions on any political or social issue can be collected simply by asking straightforward questions and recording the answers. Wrong. Many people have not carefully sifted the available information or formed a firm opinion prior to interview. Nevertheless a traditional poll counts all responses as having equal validity, however and whenever they are formed. Qualitative research, although allowing more open discussion, nevertheless exerts the same pressure on respondents to have a view. Group dynamics and the discussion guide and leader also combine to steer the group towards consensus. If only people were made to pay attention to the facts and substantive issues, as in a deliberative poll, then we would know what ‘informed’ public opinion would think. Trouble is, as the government has found, the answers obtained could be said to be critically dependent on the information the researchers choose to provide to respondents. This paper investigates the potential for large-scale e-Delphi polling methods, simply giving large representative samples of voters simple questions on broad topic areas to consider. Via an iterative process, the job of researcher is then to observe what views people hold and give those views back to respondents to rate and comment on. The method allows people to think about the broad subject area, express a view in their own time, if they have one, and/or respond to the views of others. We can observe which thoughts are popular and which have an infectious capability. Critically, the job of the researcher is not to ask – but to listen.

Abstract:
An increasingly popular tendency can be observed in numerous states in Europe and globally, where modern forms of casting votes are implemented, including, first and foremost, electronic voting via the Internet or mobile telephones. In the opinion of ICT (Information and Communication Technologies) advocates modern civilization is facing an era of electronic democracy, which constitutes this new form of exercising power, based on information and communication tools. Estonia is a European leader in applying electronic voting for election procedures. The paper presents an analysis of Estonia’s experience in the field of e-voting in the elections of 2005–2009.

Abstract:
215 Background: Venous thromboembolism (VTE) is a leading cause of morbidity/mortality in cancer pts. VTE is increasing and is the second cause of death in cancer pts, behind only cancer itself. In 2010 of the 186 unique hospitalized cancer pts at our institution with VTE, 25% were medical and 75% surgical. Gaps in clinician knowledge/practice of VTE prevention were evident. Methods: A interdisciplinary approach across clinical and administrative specialties was undertaken, with collaboration between: medical/surgical oncologists, MS leaders, pharmacists, nursing, and hospital departments of QI, information technology, and CME, to educate a target group of 120 cancer clinicians in VTE prophylaxis. In 2/2013 - 2/2014 multiplatform educational initiatives were utilized to reach physicians, advance practice/ward nurses and pharmacists: didactic lectures, Key Opinion Leader visiting professorships, online vignettes, VTE FAQ emails from MS QI leaders, small group sessions, e-learning modules. System changes such as standardized VTE prophylaxis order sets tailored for each service and strategically placed visual cues were also used. Results: Almost 3 times as many unique learners participated in these activities as were targeted. Learner satisfaction, knowledge acquisition and competency were high. Compliance with use of standardized order sets improved from 65 to 95% among the MS. Claims by clinicians of pt contraindications to prophylaxis were audited and found valid. Despite these improvements, incidence of VTE has not dropped, reflecting a national trend. Conclusions: With intensive and interdisciplinary effort, progressin clinician knowledge and performance in VTE prophylaxis can be made. This effort required considerable input from physician champions (eg., surgical oncologists with overlapping roles of clinician, QI advocate, and departmental leader, and medical oncologists with roles of clinician, CME and MS leader). This is a promising model for other QI initiatives. Supported by Unihealth educational grant.

Abstract:
The purpose of this study was to study the Analysis of the Effects Electronic Customer Relationship Management (E-CRM) and Brand Trust to Customer Satisfaction and Loyalty to Pixy Cosmetic Brand. by measuring indicators that influence the variables of E-CRM, Brand Trust, Customer Satisfaction and Loyalty. This research uses descriptive research design using survey methods. Sampling uses certain criteria where respondents have known Pixy Cosmetics products from Key Opinion Leader and have bought Pixy Cosmetic Products via E-commerce and Offline store as well, at least 1 time in as a sampling technique. This study discusses using the structural equation model (structural equation modeling) - Lisrel to discuss the significance of the overall model relationship and predetermined pathways. The findings show that the E-CRM variable is positive and significant towards Customer Satisfaction, the Brand Trust is positive and significant towards Customer Satisfaction, and Customer Satisfaction is positive and significant towards the Loyalty.

Abstract:
<p class="07KatakunciKeywords">Jack Ma is a founder and is the highest executive officer of the Alibaba Group. Alibaba Group Company is a company engaged in the field of e-Commerce. Jack Ma gave the opinion that a leader who wants to succeed not only has a high Intelligence Quotient (IQ) and Emotional Quotient (EQ), but also a Love Quotient (LQ). Meanwhile psychologists have discovered human intelligence, namely IQ, EQ and Spiritual Quotient (SQ). Islam itself says that Fitrah is the highest form of intelligence. Differences of opinion need to be studied more deeply, both in terms of business, psychology, and religion. This article uses qualitative methods. The findings of this study confirm that the term Love Quotient in a business perspective, Spiritual Quotient (SQ) in psychology and Fitrah in Islam is a concept that has the same nature even though it uses different terms. The conclusion of this study is that between religion and science support each other and sharia marketing can be applied if LQ, SQ and Islam Fitrah are attached to a marketer.</p>

Gostaria de apresentar a reflexão sobre o tema proposto à luz de duas perspectivas reflexivas: psicológica e teológica. A primeira descreve os ensinamentos da psicologia sobre alguns traços de personalidade que, a meu ver, podem impedir a pessoa de realizar-se na vida religiosa e presbiteral. Fala-se, portanto, da importância de lidar com as inconsistências em vista do crescimento humano. Já a segunda detém-se à reflexão teológica, especificamente sobre o significado da fé como fundamento na ótica da realização. Por uma exigência didática, deixei para tratar especificamente da temática da liderança por último. Antes, abordarei o sentido da realização na vida religiosa e presbiteral e, posteriormente, o que cabe aos responsáveis diretamente no sentido de zelar pelo bem viver da comunidade. O artigo encontra-se dividido em quatro partes: o processo de aceitação; a importância da escuta do Outro na dimensão da aceitação; a experiência da fé como exigência à realização na vida religiosa e presbiteral e, por último, o líder como alguém que cuida de si e do Outro.Abstract: I would like to present my thinking on this theme from its reflexive perspectives: psychological and theological. The first one describes the knowledge of psychology about some traits of personality that, in my opinion, can stop the person of fulfilling a religious and priestly life. Therefore, the article discusses the importance of dealing with the inconsistences concerning the human growth. The second perspective remains on the theological reflection, specially the meaning of faith as a foundation to the fulfillment. Because of a didactic requirement, I decided to discuss specifically about leadership at last. Before, I will approach the sense of fulfillment in a religious and priestly life and, later, the tasks of those responsible of taking care of the well living in the community. The article is divided in four parts: the process of acceptance; the importance of listening to others in the perspective of acceptance; the experience of faith as a requirement to the fulfillment in the religious and priestly life and, lastly, the leader as someone who takes care of themselves and the others.Keywords: Acceptance. Abstract:
Aníbal Ponce, the highest figure of Argentine Marxism in the 1930s, was in Paris participating in the Antifascist Intellectuals Vigilance Committee, and was sent to Spain as a member of an international evaluation commission of the repressive events in the Asturias Insurrection. When he returns to Argentina after presenting a report and making an initiatory visit to Moscow, he speaks on the Spanish situation, on the political limits of the Second Republic and on the recent triumph of the Popular Front and its challenges. There he posits the idea of the events in Asturias as victorious defeat, as a prelude to the coming revolution. Since his Parisian exile, Carlo Rosselli, the leader of the Italian anti-fascist movement Giustizia e Libertà, reflected critically on the Spanish experience, eventually leading an Italian legion on the Aragon war front. Ideologically closer to the anarchists than to the communists, Rosselli warns of the limits of revolutionary action in Spain, but anticipates a similar opinion to Ponce on the momentary defeat of the working class. In both cases, the Spanish experience leads them to consider the transition from speculation to action as the greatest possible destination for the intellectual class.

Selain itu, pertumbuhan influencer juga menjadi salah satu strategi yang menjadi mulai dikenal dan diadopsi oleh beberapa perusahaan. Penggunaan influencer sebagai strategi pemasaran sering dikenal juga sebagai sebagai influencer marketing, yaitu penggunaan beberapa orang yang memiliki kemampuan untuk meningkatkan pengetahuan konsumen terhadap suatu brand. Sekelompok orang ini yang dikenal sebagai Key Opinion Leaders ini menjadi banyak juga digunakan, salah satunya di industri e-commerce. Melalui penelitian ini, peneliti melakukan penelitian kualitatif dengan cara observasi terhadap salah satu perusahaan e-commerce selama 3.5 bulan secara langsung, melakukan wawancara mendalam terhadap 3 Key Opinion Leaders (KOL) dan 3 karyawan yang bekerja erat dengan para KOL, sehingga dapat memahami isu bisnis yang terjadi, lalu juga dapat menyusun strategi pemasaran dalam bentuk pedoman sebagai solusi isu yang terjadi dan mencegah adanya persoalan-persoalan etika di kemudian hari.

Abstract:
Opinion leaders and eWOM are becoming two of the most effective ways to launch a brand on social media by creating viral marketing. However, how much influence does an opinion leader’s eWOM (OL eWOM) have on consumer purchasing decisions? This research looks at the role of OL eWOM as well as the effect of its valence and product type on the decision to buy or not buy from a realistic experimental online store design. In total, 300 undergraduate students were randomly assigned to one of five scenarios in a 22 experimental arrangement. Results show that OL eWOM influences consumer online decisions when purchasing experience-type goods and the valence of eWOM is positive. However, if we compare the OL eWOM with a control group, then OL eWOM does not have a significant influence. This research provides novel empirical evidence for the limited influence of OL in modeling shopping behaviors in e-commerce contexts.

Abstract. Politically, School Based Management (SBM) becomes the mouthpiece of all issues in the field of education that will be portrayed in schools, because the school is the last network of educational bureaucracy. SBM is also a form of operationalization of the decentralization or education autonomy policy in relation to regional autonomy. Theoretically, SBM is also a concept that offers autonomy to schools in order to improve quality, efficiency and equity of education in order to accommodate the interests of local communities as well as establishing close cooperation between schools, communities and governments. Operationally SBM is an idea that places the authority of school management in a system entity. Based on the above view, this article outlines the basic framework of SBM as a strategy for improving the quality of education. With SBM, principals, teachers and learners get the opportunity to innovate and improvise in schools related to curriculum, learning, managerial and others. So the principal serves as an educator, manager, administrator, supervisor, leader, innovator, motivator, figure, and mediator. SBM also calls for the creation of new institutional arrangements and institutions, including: the establishment of school boards, development of school strategy planning, develop of annual school planning, internal monitoring and self-assessment, annual reporting, school opinion surveys of school stakeholders. MBS juga sebagai bentuk operasionalisasi dari kebijakan desentralisasi atau otonomi pendidikan dalam hubungannya dengan otonomi daerah. Secara teoretis, MBS merupakan suatu konsep yang menawarkan suatu otonomi kepada sekolah dalam rangka meningkatkan mutu, efisiensi dan pemerataan pendidikan agar dapat mengakomodir kepentingan masyarakat setempat serta menjalin kerja sama yang erat antar sekolah, masyarakat dan pemerintah. Secara operasional MBS merupakan gagasan yang menempatkan kewenangan pengelolaan sekolah dalam suatu keutuhan entitas sistem. Berdasarkan pandangan di atas, artikel ini menguraikan kerangka dasar MBS sebagai strategi dalam peningkatan mutu pendidikan. Dengan MBS, kepala sekolah, guru dan peserta didik mendapatkan peluang untuk melakukan inovasi dan improvisasi di sekolah berkaitan dengan masalah kurikulum, pembelajaran, manajerial dan lain-lain. Maka kepala sekolah berfungsi sebagai educator, manajer, administrator, supervisor, leader, inovator, motivator, figure, dan mediator. The rise of the social media has affected consumer behavior in a significant way and e-wom is one of the most captious elements (Ng. et. al. 2015). Increasing competition, globalization, and digitalization have made e-wom a subject that both academic literature and practitioners should take into account. As a member of a society, an individual has a tendency to tell good or bad experiences, feelings and information to other individuals and this tendency is often a natural necessity. Since individuals shape their purchase decisions according to the information and experience they gained, word of mouth concept has become one of the most influential factor in forming attitudes and behavior (Türker, 2014). Fashion has become an industry which is influenced by opinion leaders more than magazines or designers and therefore it is accepted that those people have strenght to effect the perception of a brand. Fashion brands take the advantage of visual influencers' network effects and therefore online visual platforms have become another marketing channel for them. However the important point is to balance the increased empowerment of customers to speak about the brand while at the same controlling the strategic brand management purposes. (Wolny - Mueller,2013) As a consequence of having specific features such as having short lifecycles and being dynamic, the fashion industry has become one of the influential communication strategies that fashion brands place emphasis on. In this study, e-wom behavior of customers in the fashion industry is explored from the perspective of personality traits. This study examines the impacts of personality traits on customers’ e-wom and purchase behavior. Furthermore, the relationship between e-wom and purchase behavior behavior in fashion industry was also examined. A survey was conducted to collect the data. Results showed that there is a significant relationship between conscientiousness, neuroticism, agreeableness and advice seeking, and there is a significant relationship between conscientiousness, neuroticism, agreeableness, openness to experience and opinion giving and passing. Another result showed that all personality traits included in the study except conscientiousness have a significant relationship with purchase behavior. Also, opinion passing, opinion giving and passing have a significant relationship with purchase behavior. It is aimed that e-wom behavior is studied from a large perspective and thus, the study will have both academic and practical suggestions.

Abstract:
This article studies how traditional media functions have changed due the new media growth in terms of consumption and influence and how this has affected the public relations (PR) campaigns in terms of storytelling and managing content. The starting point of this article is the media coverage of the Paris attacks on the 13th November, as well as the institutional ceremonies that the French government organized as a tribute to 120 victims. The methodology of this article is based in a sample of the mainstream media in French and English language published in Europe. The analysis indicators are the following: (a) the “message,” as the story based on organizational essentials, values and identity; (b) the publics in a media relations campaign: opinion leaders and opinion makers; (c) the social dimension and the agenda setting; (d) effectiveness versus excellence and vice versa; (e) role of the media: traditional media (or mainstream media) and new media; (f) trends and challenges for professionals. As we will see, new trends of communication are redirecting the media strategy in PR campaigns in terms of influencing other key publics that generates major engagement in institutional reputation. Hence, traditional media functions (setting agenda, transmitting values, and creating opinion) operate in a new digital context of mashup journalism where cross-cultural PR seeks to better align media agenda’s with public and political agenda’s in order to set frames of sociability and community engagement.

Between 1989 and 1992 about 1 200 dog remains were excavated at Ashkelon as part of the Leon Levy expedition. This find generated much interest and debate at the time. The leader of the excavations, Prof. Lawrence E. Stager of Harvard University, attributed the dog cemetery to the presence of a cultic healing centre to which the dogs were supposed to have belonged. As no such centre has been found up to the present, this article reassesses the available facts from the excavations, the subsequent research and analysis of the remains by Dr Paula Wapnish and Prof. Brian Hesse, as well as other opinions. Abstract:
Purpose – The purpose of this paper is to describe an international survey of hospital executives and administrators’ perspectives on the contributions of their affiliation with a Ronald McDonald House (RMH) as an example of accommodation in family-centered care to the hospital’s mission, operations and patient experience. Design/methodology/approach – RMHs worldwide provided the names and e-mail addresses of the people holding key leadership positions in their main hospital partner, who in turn were invited to complete an internet-based survey (530 participants; response rate of 54.5 percent). Findings – Hospital leaders reported very positive opinions about the contributions of their RMHs affiliation to their ability to serve seriously ill children and their families. This included such important outcomes as increasing family integrity and family participation in care decisions; and decreasing psychosocial stress and hospital social work resource burdens associated with lodging, food, transportation and sibling support. Hospital chief executive offices (CEOs) and medical directors reported very strong and positive opinions regarding the value-added of their RMHs affiliation in many areas, including enhanced marketing of hospital specialty services and reduced length of stay. Research limitations/implications – Survey response bias is a limitation, although the results are still useful in terms of identifying multiple ways in which RMHs are perceived as contributing to hospitals’ operations and provision of family-centered care. Practical implications – Overall, the results suggest that, internationally, hospital leaders believe that RMHs play a key and valued role in their provision of family-centered care to seriously ill children and their families. Social implications – Family accommodation is more than the simple provision of lodging and plays an integral role how hospitals approach family-centered care. Originality/value – This international study contributes to the general literature on the role of family accommodation in hospitals’ provision of family-centered care and the specific and very sparse literature on RMHs in particular.

Evgeniy Pavlovich Fedorov (1909–1986) was President of Commission 19 of the IAU in 1955–1961. In this period the future of the ILS was discussed very actively and the plan for future study of the polar motion was elaborated. E. Fedorov was the organizer and the leader of these preparatory works.He was editor of the collection of papers “On the present state and the future of latitude investigations” (1960, Moscow). In this collection well-known scientists discussed their opinions on the state latitude observations and their improvement. Among them where: H. Spencer Jones, P. Melchior, T. Hattori, I. Fleckenstein, N. Sekiguchi, W. Munk, R. Vicente, A. Young, E. Fedorov, M. Torao, N. Stoyko. In that time Fedorov wrote on the problem of the ILS. The inception of the ILS was preceded by a period of thorough discussion of various aspects of latitude work. By the end of the 19th century polar motion had become a problem of vital importance in astronomy and geophysics. Many efforts were made at that time to find the best means for obtaining the most accurate polar coordinates. As a result a plan of international cooperation for the study of polar motion was worked out.

Abstract:
The aim of this study is to explore how the impact of recommendations in social media on intention to purchase varies between generations Y and Z. The research focuses on two types of online recommendations, namely online reviews and opinion leaders’ recommendations, and e-WOM, which refers to recommendations made by followers. It also aims to examine which of the two types predominates among generations. Based on various studies, a theoretical research model was developed as well as quantitative and qualitative research was employed. The research findings supported the idea that social media recommendations have an influence on purchasing intentions of consumers, however, the main managerial applications of this study are connected with the differences among consumers. Online reviews had been an influential source of information for Generation Y; however, it is losing its influential power towards shaping purchasing intentions. E-WOM is still important, thus brands and retailers are advised to develop and maintain branded communities in social media, encourage their consumers to share feedback not only in social media, but also in rating websites, apps and services. Retailers are advised to segment their target audience very carefully, as differences in generations’ social media habits and information adoption exist.

IntroduzioneLa debole presenza delle donne nelle assemblee legislative nazionali costituisce un aspetto sorprendente quanto permanente della vita politica delle democrazie occidentali. La presenza femminile in tali istituzioni non si avvicina nemmeno lontanamente alla proporzione delle donne nella popolazione e, inoltre, la percentuale di donne elette é inferiore nettamente a quella delle candidate all'elezione (Rule 1981; Norris 1985; Bagdanor 1984). Nella maggior parte delle assemblee legislative dei paesi occidentali meno del 10% dei membri della prima camera sono donne. Del sorprendente isomorfismo della sotto-rappresentazione delle donne (Darcy, Welch e Clark 1987, cap. 1) nei parlamenti nazionali sono state avanzate diverse spiegazioni: 1) che le donne sono socializzate in modo poco funzionale al tipo di competizione politica richiesto per accedere alle posizioni elettive a livello nazionale; 2) che gli elettori preferiscono le candidature maschili a quelle femminili per tali posizioni; 3) che i leaders partitici sono restii a candidare delle donne in quei seggi o circoscrizioni in cui il partito si aspetta di vincere; 4) che le donne non hanno sufficiente ambizione politica e non si fanno avanti per la candidatura; 5) che le donne non hanno adeguata esperienza politica per questo tipo di cariche; 6) che le donne sono prive di una rilevante esperienza occupazionale per accedere alle cariche pubbliche. Queste spiegazioni fanno riferimento principalmente a comportamenti ed attributi delle donne in quanto candidati potenziali ed a quelli della leadership partitica e degli elettori come elementi potenzialmente discriminatori verso la candidatura delle donne. Un altro gruppo di potenziali elementi esplicativi si concentra invece sul contesto elettorale e la sua capacitá di modellare i comportamenti politici e di creare o meno opportunitá politiche per l'accesso delle donne alle cariche pubbliche elettive. Questi comprendono: 1) la cultura politica rilevante per le opportunitá politiche delle donne, come, per esempio, quanto é recente il suffragio femminile; 2) il tipo di partiti nel sistema partitico; 3) il tipo di sistema partitico; 4) gli equilibri elettorali, reali o presunti tra i partiti politici; 5) il contributo, reale o presunto, dell'elettorato femminile al mantenimento o alla destabilizzazione degli equilibri elettorali; e 6) il tipo di sistema elettorale. Abstract:
This research was conducted to find out how a space formed by the government (state sphere) has the potential to turn into a public sphere which is deliberative because of the involvement of information technology. This research was carried out on the use of information technology in the implementation of electronic development planning meetings (E-musrenbang) in the City of Surabaya, East Java, Indonesia. This research was conducted qualitatively using a critical approach. The data processed and analyzed were obtained from community leaders in four villages in Surabaya. As a result, this study shows that the internet has provided opportunities for people to make the state sphere as a public sphere where people can act further and more freely as citizens to voice their aspirations, opinions, and ideas. As such, indirectly the participation of the community to be involved in regional development can be pushed to a higher level.

Este artigo analisa o debate sobre as distintas expressões da sexualidade humana no interior de igrejas cristãs situadas na Região Metropolitana do Rio de Janeiro. Mais especificamente, examina as opiniões de treze lideranças católicas, pentecostais e de igrejas evangélicas históricas sobre as homossexualidades e as reivindicações dos movimentos LGBT. A análise desses discursos indica a articulação da perspectiva naturalista da sexualidade com a visão essencialista e dual de gênero em todas as configurações confessionais. Entretanto, sugere reações diferenciadas dos atores religiosos às transformações em curso na sociedade, com alguns grupos dialogando com os movimentos sociais e os novos discursos sobre as subjetividades dos sujeitos sociais. Outros segmentos, contudo, são refratários às proposições das Ciências Sociais que enfatizam a importância da dimensão cultural nas relações de gênero e na sexualidade, e essa reação acaba refletindo no campo de discussões das identidades sexuais alternativas à heterossexual. Observa-se, assim, avanços limitados na negociação cognitiva em torno das homossexualidades e uma forte tendência de alinhamento dos religiosos na defesa da monogamia e no combate à promiscuidade, mesmo nos discursos mais liberais e afinados com as demandas dos movimentos LGBT. Palavras chave: Homossexualidade, lideranças religiosas, Cristianismo Abstract This article analyses the debate on the different expressions of human sexuality inside Christian churches located in the Metropolitan region of Rio de Janeiro. More specifically, consideration is given to the opinions of thirteen catholic, Pentecostal and historical evangelic church leaders on homosexualities and the claims of LGBT movements. The analysis of these perspectives indicates how the naturalist approach of sexuality is linked to the essentialist and dual gender vision in all confessional configurations. However, it also shows some different reactions on the part of religious actors regarding the transformations underway in society. Some groups are open to discussions with the social movements and the new discourses approaches on the subjectivities of social subjects. Other segments, nevertheless, do reject the social sciences proposals emphasizing the cultural dimension in gender relations and in sexuality. This rejection will reflect in the discussions of sexual identities which are alternative to heterosexual identity. The result therefrom is some limited progress in cognitive negotiation about homosexualities as well as a strong alignment tendency for the religious sectors to stand up for monogamy and to fight promiscuity; even in the most liberal positions supporting the demands of the LGBT movements. Abstract:
Purpose: The purpose of the article is to assess the level of use of information technologies by households in selected European countries and the resulting transformations in socio-economic relations. Design/methodology/approach: The article uses one of the taxonomic methods – the Hellwig’s development pattern method. 20 diagnostic features were adopted to develop Hellwig’s synthetic measure. They reflect the access and use of the Internet by households in five areas: networking and formal activities in the fields of e-government, e-banking, e-education, e-health; carrying out political and civic activities online (consulting, voting, expressing opinions); making informal contacts and participating in social networks (e.g. Facebook, Twitter, etc.); e-commerce; using instant messaging and e-mail. Findings: In the light of the characteristics adopted for the survey, the highest level of use of information technology by households is characteristic of Iceland, Norway, Denmark, Sweden, the Netherlands, Great Britain and Finland. The countries with the lowest rates are Romania and Bulgaria. Research limitations/implications: The studies presented may contribute to further in-depth analyses of the links between the use of information technologies in individual countries and their level of economic development in the long term. Originality/value: The results are addressed to public authorities in 30 European countries. On their basis, leaders in the use of information technologies by households in various areas of economic and social life were identified. The distance between the other countries was also diagnosed. The results of the research can guide public authorities in developing strategies for the development and dissemination of information technologies in their countries.

Busca-se discutir se esta seria, na opinião dos trabalhadores, o modelo mais adequado. Para tanto foram realizadas de entrevistas aos trabalhadores liderados. Percebeu-se que estes se identificam com as características proposta na liderança facilitadora, sendo estas mais bem aceitas. Tais entrevistados acreditam que esse tipo de liderança pode gerar um ambiente organizacional mais produtivo e harmonioso. The present article sought to identify the perception of the factory operational workers in the area of port security from a large steel company in the unit of Tubarão as to the style of leadership currently adopted in the company in order to discuss if this would be, in the opinion of the workers, the most appropriate model. The methodology adopted was interviews with the workers, which were analyzed in the light of the contributions of Schwarz apud Vendramini, 2000. It was sought to understand if the leaders identified with the characteristics proposed in the facilitating leadership. Such characteristics are better seen by the interviewers to generate a more productive and more harmonious organizational environment.

Abstract:
The article substantiates the idea of transformation of public policy in modern Russia, which is associated with the processes of digitalization of both power structures and the population as a whole. Practices of self-representation of governors in the virtual network space are considered. Based on an original approach based on the methodological principles of P. Lazarsfeld, J. Habermas, P. Bourdieu, and E. Goffman examines the popularity of the accounts, the frequency of their updates, the level of social approval records, feedback, etc., and also visual settings — formal or informal nature of the shooting the main photo in the profile, the social distance on it, head position and gaze, emotional background. We use our own data collected in December 2019. Based on the information received, it is concluded that representatives of the Governor’s corps and users of virtual social networks understand the importance of digital transformations of public policy, although this is not directly expressed in expert assessments of their activities. In some cases, governors are effective leaders of public opinion, whose number of subscribers exceeds the audience of many regional traditional media. Also, many of them create conditions for an equal dialogue with the population, independently or with the help of assistants responding to incoming requests.

Abstract:
Fahri Hamzah (FH) is one of the leaders in parliament who often criticizes the Corruption Eradication Commision (KPK) through his Twitter account. One of them is the submission of the right of inquiry of KPK. This study will reveal the perception of FH through his tweet on July, 2—26, 2017. The perception disclosure is analyzed using the Fairclough model. Research content based on the textual analysis (micro analysis) shows that the text structure is short and directly convey the content of the speech. Substantially, the text reveals various perceptions of FH, such as the people treated to drama about KPK, KPK is always considered true and the media is not objective. The transitive aspect indicates that FH reinforces negative things and negates positive things. There is an emphasis on the wrack of KPK. The modalities function is in the form of a speech that strengthens the need for special committee’s of the right of inquiry of KPK. The use of vocabulary overall illustrates the negative opinion and pessimism related to the performance of the KPK. The use of cynicism, sarcasm and satire styles colors the entire FH’s tweets. The analysis based on the dimension of discourse practice (meso-level) indicates that FH’s views are contrary to the public opinion. The Special Committee of KPK is considered as an effort to protect the members of parliament who are involved in e-KTP case. The analysis based on the social cultural practice dimension (macro-level) indicates that FH is one of the politician who often criticizes the performance of KPK, including the handling of e-KTP case. Abstrak Fahri Hamzah (FH) merupakan salah satu pimpinan di DPR yang sering mengkritisi Komisi Pemberantasan Korupsi (KPK) melalui akun Twitter-nya. Salah satunya adalah masalah pengajuan hak angket KPK. Penelitian ini akan mengungkapkan persepsi FH melalui cuitan di Twitter pada tanggal 2—26 Juli 2017. Pengungkapan persepsi tersebut dianalisis menggunakan model Fairclough. Hasil penelitian berdasarkan analisis tekstual (analisis mikro) menunjukkan bahwa struktur teks pendek dan langsung menyampaikan isi tuturan. Adapun secara substansi teks mengungkapkan beragam persepsi FH, seperti masyarakat disuguhi drama tentang KPK, KPK selalu dianggap benar, dan media berlaku tidak objektif. Aspek ketransitifan menunjukkan FH menguatkan hal-hal negatif dan meniadakan hal positif. Terdapat penekanan tentang kebobrokan KPK. Fungsi modalitas berupa tuturan yang menguatkan perlunya Pansus Angket KPK. Penggunaan kosakata secara keseluruhan menggambarkan pandangan negatif dan pesimisme terkait kinerja KPK. Abstract:
The objective of this panel is to highlight past efforts that have successfully enhanced leadership of women in HFE, as well as brainstorm ideas for continuing this process in the future. In particular, this panel builds off the United Nations’ “HeForShe” movement, which addresses gender equality as a human rights issue in which everyone can take part. As part of this panel, we aim to provide cross-sectional strategies for fostering gender equality, as well as brainstorm future initiatives that take into account the continuing social shifts in gender perceptions. The panel will be co-chaired by Drs. Kimberly Stowers and Gabriella Hancock with assistance from Dr. Alexis Neigel, who will introduce the panel and its role in the HF/E Women’s Organization for Mentoring and Networking’s larger campaign to foster fair and inclusive professional development for future leaders. A variety of panelists from different genders, professional stages, and backgrounds will offer their unique perspective(s) on leadership and professional development. Members of the audience are encouraged to come prepared with questions to better learn the panelists’ thoughts, opinions, and strategies concerning what could and should be done to encourage women’s leadership in the future. Abstract:
The article is devoted to the analysis of the experience of organization of distance learning for police leadership in a higher education institution in the emergency situation. The authors examine the advantages and disadvantages of creating a digital educational environment for police managers from the point of view of the students as well as the teaching staff of the Academy of Management of the Ministry of Internal Affairs of Russia. The conclusions arising from these opinions along with various aspects of the emergency arrangement of teaching higher educational programs in a remote access mode are examined. The authors focus attention on the evaluation of the organization and content of the distance learning course, including the analysis of the level of readiness of the teachers of the educational organization to conduct training sessions in a distance mode; the assessment of the students’ abilities for self-organization and e-learning; the quality of the pedagogical control of the current and final academic performance of the students in a remote mode and the objectivity of the assessments made during the intermediate testing and final examination etc. The authors identify positive and negative aspects of the experience of emergency organization of distance learning for police leaders.

The results showed that joint placement (X1) and work climate (X2) had a significant effect on work productivity (Y), but had a more dominant effect on the work climate, namely Ŷ = 5.309 + 0.683X1 + 0.292X2 + e with a coefficient of 0.911 at 95% confidence level, found that placement and climate can simultaneously predict employee productivity. For the East OKU Regency National Education Office, in building employee work organizations, organizations that play an important role, employees who need a conducive and comfortable climate. Organizational climate can be measured by the sense of responsibility that everyone has, as well as how work standards and job expectations are generated. Employees need rewards for recognition of their work. Efforts to increase employee productivity, leaders must place employees according to their educational background with their field of work, increase employee productivity, listen to employee suggestions and opinions, provide motivation, are reliable and involve the role of employees so that employees can show better performance.

Abstract:
This article discusses the relationship between autonomy of schools and quality of education. The results of the Lithuanian students who participated in the international PISA 2012 study were officially announced by the end of 2013. According to the presented report, they were rather mediocre. Lithuanian 15 year-old students were 30th in science, 37th in mathematics and 39th in reading among the 65 countries and territories which participated in the study. Countries and territories of South East Asia – Shanghai, Taiwan, Hong Kong and Singapore – were on the top of the ratings. On the other hand, among the European nations the two Nordic countries – Finland and Estonia – seemed to show the best results. Some authors tend to explain the success of these countries by indicating the rational character of the Nordic people or the successful implementation of the welfare state model. However, other Nordic countries – Sweden, Norway, Denmark and Iceland – showed results similar to those of Lithuania. A number of other authors, e. g., Pasi Sahlberg, claim that the outstanding results of Finland were achieved due to the high professionalism of teachers and wide autonomy of the Finnish schools. In many aspects Estonia follows the Finnish example, in particular, by ensuring the wider autonomy of schools. However,in Lithuania, according to our judgment, situation is rather different. The opinion surveys of school principals conducted in 1996, 2001 and 2009 show that majority of secondary heads consider Lithuanian education system as being too much centralized and think that school leaders should gain more decision-making powers. Analysis of key national educational documents, e. g. Education Acts and long-term educational strategies, show that there are no observable tendencies of striving towards greater autonomy of schools. If the assumption that greater school autonomy leads to a better quality of education is true, Lithuania has no reason to expect any major improvement in student achievements in the nearest future.

Método: estudo qualitativo, exploratório, descritivo, com 28 lideranças das unidades de internação de um hospital público. As informações foram coletadas por meio de entrevista semiestruturada e analisadas segundo a Análise de Conteúdo, na modalidade Análise Temática. Resultados: as análises apontaram as categorias “visão do trabalho da equipe de Enfermagem”, “prestação de um cuidado humanizado” e a “percepção do usuário acerca do serviço ofertado”. Evidencia-se que o resultado da pesquisa de satisfação fornece subsídios importantes para serem trabalhados com a equipe e em conjunto com a instituição. Conclusão: conclui-se que a pesquisa de satisfação traz grandes contribuições tanto para o usuário que responde, quanto para a equipe que utiliza os resultados para melhorar a qualidade da assistência em saúde. Abstract:
The role of social media in aiding terrorist attacks worldwide has been widely discussed among counterterrorism officials and academics. Since 2014, the idea of ‘crowdsourced terrorism’, whereby the Islamic State (IS) outsourced the conduct of attacks to their followers and attempted to attract them to Syria, has been popularly used by Western policymakers. This article critically examines the phenomenon of crowdsourcing and the IS’s online appeal in the case of Indonesia. The participant–curator crowdsourcing model outlined by Laurie Philips and Daren Brabham explains the online appeal of the IS, with social media facilitating the IS’s establishment of the relationship with Internet users in faraway countries such as Indonesia and allowing them to participate in the making of the IS brand. Participatory culture therefore encourages an e-supporter’s faith in the importance of their individual contribution and social connection that transcend offline realities in areas such as citizenship. IS opinion leaders work alongside online supporters to craft the meaning of martyrdom and imagination of citizenship through social media posts about life in the Caliphate. The land of Syria is imagined simultaneously as paradise for those who take their faith seriously as well as the venue for the Islamic equivalent of Armageddon. Hijrah (jihad by emigration) to Syria and martyrdom are represented as obligatory in the quest for equalization of power and freedom from slavery of those who are against the establishment of the Caliphate. Crowdsourced imaginations of the IS have had implications in several areas of policymaking. The article will discuss the implications of online imaginaries on IS’s approaches to militancy in its operations, Indonesian decision makers’ debate to revoke the citizenship of those who had travelled to IS and for the Indonesian military in its quest for expansion of their role in counterterror operations.

Abstract:
18594 Background: Application of quality of life assessment has become an important topic in oncology. Current approaches, however, have focused on technical issues within single center settings overlooking the requirements of routine care. We report on implementing of structural elements of a quality of life diagnostics and therapy system (QoL system). It was designed as integral part of the health care program for breast cancer patients in a regional tumor center. Methods: The QoL system was implemented by a systematic approach (Med. Care, 39, Suppl.2, 2(2001). Its elements comprised (a) coordinating practitioners (CPs) who functioned as gate keepers for QoL related therapies, (b) experts in the QoL unit who provided QoL reports and specific therapeutic recommendations based on patients’ responses to the EORTC questionnaire, (c) professional health care providers in psychotherapy, pain therapy, social support, physiotherapy/lymph drainage, and fitness (nutrition, sports), (d) clinicians (gynecologists) for patient recruitment and (e) opinion leaders for educational influence on the CPs to keep the QoL system in daily practice. Success of implementation (as indicated by CPs’ QoL-related changes in knowledge, attitude and behavior) was evaluated in a prospective study with breast cancer patients. Results: The QoL system was applicable in all of 170 patients recruited between Dec. 2002-June 2004 (age 34–86yrs, UICC 0–4, breast conserving surgery 67%). From 75 CPs (mostly gynecologists) in the area only 39 fulfilled criteria for the QoL system, 1 refused to participate. 38 CPs showed knowledge about QoL following educational outreach visits. Concerning attitudes and behavior, 64% of CPs found the experts’ reports comprehensible, 56% followed their recommendations, 20% made additional actions. Follow-up 4 months after first QoL measurement revealed improvements in pain, body image and social life (p < .05). Conclusion: The study—in combining doctor’s approach and patient’s demands—showed success using methods of guideline implementation by improving QoL deficits within a routine oncological care. Effectiveness will be analyzed in an ongoing randomized trial. No significant financial relationships to disclose.

La adopción masiva de las redes sociales virtuales por la sociedad y su uso frecuente han convertido a estos servicios en un universo paralelo de socialización. Esto ha permitido que se compartan cantidades masivas de información, también de carácter profesional, conformando el llamado Big Social Data.El objetivo de este artículo es analizar si los profesionales que desarrollan políticas sociales activas están usando las redes sociales virtuales para compartir información.Considerando como innovación el uso de las redes sociales virtuales para compartir información y conocimiento de carácter profesional, se indaga si los profesionales del trabajo social están adoptando esta innovación. A partir de un modelo experimental desarrollado en Málaga (España) se analiza, mediante etnografía virtual, la presencia, conectividad e interacción de los profesionales en las redes sociales virtuales. Por otra parte, mediante la metodología de análisis de redes sociales se profundiza en el análisis de la conectividad en la estructura social online observada para determinar quiénes son, en virtud de su posición, los líderes de opinión. Se indaga en cómo se adopta y difunde esta innovación prestando atención a la posible correlación entre la capacidad de liderazgo y el momento de adopción.Los resultados muestran que la difusión de la innovación analizada es muy rápida. Se detecta cierta correlación entre liderazgo y momento de adopción (Rogers, 1958), poniéndose en evidencia que los precursores en la adopción son aquellos que tienen menos poder en la estructura (Becker, 1970). Se discute sobre cómo afecta el poder en la adopción de innovación. Finalmente se reflexiona sobre el potencial de las redes sociales virtuales para el Trabajo Social.Society’s overwhelming adoption and frequent use of online social networks have transformed these services into the parallel universe of conventional socialization. They have allowed for the spread of massive amounts of information of all stripes, including professional information, and have thus brought to bear what we now know as Big Social Data.The aim of this paper is to analyze whether professionals involved in active social policies in the Province of Malaga (Spain) use social network services to share information and knowledge related to the field of social intervention.Starting from the premise that the applied use of social network services constitutes an innovation to share professional information and knowledge, we sought to analyze whether professional social workers are indeed adopting this innovation. Employing an experimental model developed in Malaga, their presence and activity on Facebook® have been observed and analyzed through the lens of virtual ethnography. Moreover, by way of social network analysis, we examined the connectedness within the structure of the observed online social network so as to determine, by virtue of one’s position, who the opinion leaders are. We also analyze how this innovation is spread and whether there is a possible correlation between leadership ability and moment of adoption.The obtained results demonstrate how social network services applied to social intervention are massively and frequently used by professionals, and the diffusion of this innovation is extremely swift. Moreover, a correlation between leadership and the time of adoption is evident. Nonetheless, the precursors still stand as those professionals who have less opportunities and less power within the structure (Becker, 1970). How power and influence affect the adoption of the innovation is discussed in detail. Finally, we ponder the great potential online social networks offer to the field of Social Work apropos to education on improving cooperation and the diffusion of information and knowledge amongst professionals as well as users.

Abstract:
Social educators, by providing social and educational assistance to students and by organizing social education in schools, achieves the best results by working in teams of specialists with appropriate communication and collaboration skills and able to respond flexibly to the changing needs of learners and the specific situation. Social educators in schools usually play role of the initiator of team building. Purpose of this article is to reveal the attitudes of the social educator’s to team activity in school. The method of scientific literature analysis was used. This paper describes research data, which were collected through written survey method. In order to reveal the attitudes to team activity in school of social educator’s a structured questionnaire was developed. The questionnaire consisted of 22 items, demonstrating social educators’ attitudes to teamwork in schools, 11 statements that reveal the school principals’ behavior and attitude towards teamwork in school, 11 statements that reveal the social capacity of educators to work in a team and a block of statements to gather contextual information. Likert scale was used in assessment of statements. The study involved 248 Lithuanian general education school social educators. With each respondent were contacted via email and asked to participate in the study. The questionnaires were sent to the respondents and receive from them by e-mail. The study was conducted in school year 2011/2012. All 248 completed questionnaires have been used by the data analysis.The survey results revealed that:Socio-educational assistance to students in schools or the social process of social educational in schools usually involves teams. Social educator usually plays the team builder’s initiator’s role in schools.Social educators are satisfied with their daily activities. Thy and their opinion are appreciated in school. On the view of social educators, school community is open to teamwork: community discusses and speaks about the problems; the school staff is ready to help and assist their colleagues. School leaders supports team activities in schools; promote the creativity of school community, gives freedom to act.Social educators consider the importance of their personal planning, the proper functioning in unexpected situations and problem-solving skills that are necessary regardless of whether the work is individuall or teamwork. Social educators consider also the importance of ability to help others, to discuss argumentatively, to engage others to common activities, to coordinate the group (a few people) activities. These abilities are very important and necessary for teamwork in school. School educators would like to improve conflict situations solutions skills, engaging others to common activities skills, and proper functioning in unexpected situations skills, that are very important for teamwork.

Abstract:
Purpose. The reputation of the satirical weekly Iskra is traditionally determined by the political context of the Russian Empire in 1860s. Despite the fact that in the first years of its existence, the publication attracted writers of various fractions, views, and convictions, Iskra was perceived as a radical magazine, “…another department of Sovremennik”. Moreover, Iskra’s defamations and attacks against provincial and capital officials, and writers have become an inte gral part of the everyday life of the 1860s. Individual articles and whole issues have been banned and censored, though this policy only promoted and strengthened the reputation of weekly. Later, reflecting the importance of the magazine, the Soviet literary criticism established a typological relationship between Iskra by Kurochkines brothers and the left-wing newspaper of the same name published by V. I. Lenin at the beginning of the 20th century. This article attempts to reinterpret Iskra, implying a “weakening” of the sociological and political aspects of interpretation in favor of the aesthetic ones.Results. The article put forward a hypothesis that publications such as Charivari, Punch, and Iskra can be considered from perspective of modern discursive practices: post-folklore (the phenomenon of variable text and multiple authorship), post-modernity (discrediting the classical heritage or its carnival rethinking) and post-irony (deconstruction of modern leaders of opinion, self-exposure). Based on the study of prosaic and poetic parodies and satire, graphic texts - cartoons and serials (comics), the author analyzes the specificity of the construction and presentation of Russian reality as an anti-world. The article contains fragments of prose and poetic feuilletons by D. D. Minaev, V. P. Burenin, and M. Stopanovsky, many of which are published for the first time.Conclusion. Iskra as a product of the polemical journalism of the Russian Empire in 1860s displayedan experience of a new aesthetics (a kind of anti-aesthetics), synthesizing schoolchildren (cartoons) and decadent subcultures (Baudelaire translations). Apparently, the 8000 subscribers included not only a radical and democratic reader but also a general audience, equally tired of the official tone of government periodicals and the moralizing of the progressive camp. Demonstrating Russian life as the so-called ‘antiworld’, Iskra proposed a version of “carnival liberation”, which was probably reflected in the poetics of many contemporaries: M. E. Saltykov-Shchedrin, N. S. Leskov, F. M. Dostoevsky. In this regard, the issue of post-folklore, post-modernism, post-truth, and post-irony on the pages of Iskra rather remained unresolved. However, the change in perspective, it seems to us, enables reinterpretation of the previously collected data, allowing us to give a new interpretation.

Abstract:
Increasingly, employers are suggesting that 'soft' skills, such as communication and teamwork, are equally important as 'hard' skills, such as discipline specific knowledge. This makes it imperative for university programs to build in opportunities for students to practise and demonstrate such soft skills. For some years, small groups of students in my second-year numerical methods course have acted as peer-leaders, with each student taking a turn to help run the computer workshops. In 2018, I introduced a PebblePad reflection to give the students the opportunity to identify the skills that they had developed, as well as to reflect on the process. In analysing the students' responses, I found that the students were very positive about the experience and that they were able to articulate a range of soft skills that they had practised and developed during the activity. <p>It is said that the learning/acquisition of German language as L2 is difficult. The possible reason for this opinion is German grammatical gender system, because it has a very unorderly and complex nature system. By each grammatical rules of this language has got a series of exception rules. We are witnessed that, both linguists and educators, who are expert in languages, as well as the people, who are not experts in the language, are often commented the multitude of exceptions in grammatical rules and the difficulty of grammatical gender system of this language. Some modern linguists say that, this language has no rules to determine the grammatical gender system and goes further and say, each substantive should be memorized with its definite article.</p><p>However, it is not correct to say that the language occurred from irregular structures, above all there is no language in the world, particularly the natural language occurs from a number of irregular structures. The modern linguistics says the building of words and sentence is not arbitrary, they occur in a certain harmony. However, many of the studies of descriptive linguistics analysis showed that, the leaner of German language acquired the grammatical gender system; during they handled the words in a process of morphological, semantic and phonological according some inductive rules. But in which extent the acquirers use the rules of this language as L2 and how they use exactly the rules is unknown.</p><p>In this study, we have showed the concept of grammatical gender, the use of its in German language, its specifications, functions and we have made a detailed examination of the various studies conducted on this issue. Furthermore, we have got soughed the answer of acquisition process of grammatical gender system and the formulated grammatical gender determination process by L2 learner.</p><p> </p><p><strong>Özet</strong></p><p>Almancanın yabancı dil (L2) olarak öğrenilmesi/edinilmesi zor bir dil olduğu söylenilir. Bu düşüncenin başlıca nedenlerinden biri tanesi bu dilde olup Türkçede olmayan çok kurallı ve karmaşık bir yapısı olan dilbilgisel cinsiyet sistemi ile her bir dilbilgisel kuralın yanında neredeyse bir dizi yan kuralın (istisna) daha bulunmasındandır. Bu dildeki dilbilgisel cinsiyet sisteminin çok kurallı ve karmaşıklığına ve dilbilgisindeki istisnaların çokluğuna ilişkin benzer açıklamalar, hem bu dilin uzmanı olan dilbilimci ve eğitmenler, hem de bu dilin uzmanı olmayan sıradan kişiler tarafından sık sık yapıldığına şahit oluyoruz.</p><p>Hatta bazı çağdaş dilbilimciler, bu dilin dilbilgisel cinsiyet sistemini belirlemenin hiçbir kuralı olmadığını ve her tekil ismin artikeli ile birlikte ezberlenmesi gerektiğini söyleyecek kadar ileri giderler. Hâlbuki dünyadaki hiçbir dilin, özellikle doğal dillerin bir takım kuralsız yapılardan meydana geldiğini ve bu yapıların öğreniminin/ediniminin semaî olduğunu söylemek doğru değildir. Çünkü modern dilbilim, doğal dillerde bazı kuralsız yapıların olmasına rağmen her dilin bir kurallar bütünü olduğunu, cümlelerin yapıtaşı olan kelimelerin dizilişinin rastgele olmadığını, sözdizimi ve kelime üretiminin belli bir ahenk içinde meydana geldiğini ortaya koymuştur. Betimleyici dilbilim çözümlemesi ile yapılan çalışmalarının birçoğu, dilbilgisel cinsiyet sistemini edinmeye çalışan öğrenicilerin öğrenme/edinme sürecinde biçimbilimsel, anlamsal ve ses bilimsel ilkelere bağlı bazı tümevarımlı kurallara göre hareket ettiklerini gösteriyor. Abstract:
<p><strong>Abstract.</strong> Maps and visual representations in general are powerful tools of propaganda and construction of the “other” that perpetrators of genocide employ in different ways and in different contexts and depending on audience, purpose, and stage of genocide. Maps and visual representations are also powerful tools to denounce genocide and are used by the victims to relate, remember, and communicate their experience. These topics will be discussed in the context of the Holocaust and focusing specifically on cartographic design. The role of propaganda, semiotics, the concept of “myth,” and iconography will be briefly discussed to frame the theoretical context of the presentation.</p><p> These topics are part of a broader research agenda on the geographies and cartographies of genocide that I have been engaged in for several years. In particular, I am interested in how cartography, geography and GIScience may contribute to defining, studying, and understanding past genocides, and, hopefully, help preventing future ones. As the majority of my past and current research has been on the Holocaust, the examples discussed in my presentation are relative to that specific genocide. To start with, it is useful to review and define what genocide is and who its perpetrators are.</p><p> Genocide has been defined in various ways. According to the United Nations (1951), genocide means any of the following acts committed with intent to destroy, in whole or in part, a national, ethnical, racial or religious group, as such: (a) killing members of the group; (b) causing serious bodily or mental harm to members of the group; (c) deliberately inflicting on the group conditions of life calculated to bring about its physical destruction in whole or in part; (d) imposing measures intended to prevent births within the group; (e) forcibly transferring children of the group to another group. This definition stresses the physical destruction of the group targeted by direct or indirect methods, such as the prevention of births by members of the group or the forcible transfer of children from the targeted group to another group. Harff and Gurr (1988) highlight the role of the State and the policy dimensions of genocide: "by our definition, genocide… is the promotion and execution of policies by a state or its agents which result in the deaths of a substantial portion of a group.” Katz (1994) remarks the fact that it is the perpetrator that defines who the targeted victims and groups: “...the actualization of the intent, however successfully carried out, to murder in its totality any national, ethnic, racial, religious, political, social, gender or economic group, as these groups are defined by the perpetrator, by whatever means.”</p><p> However defined, genocide is carried out in stages that may vary temporally and geographically, as well as in the methods used to commit it, and this is especially the case when acts of genocide are committed over a long period of time and over a large area, as the Holocaust as well as the Armenian genocide, on which I have also worked, show well. Hampton (1986) has proposed a model of the stages of genocide &amp;ndash; later modified and redefined, by Stanton (2013) and others &amp;ndash; that identifies eight steps, more or less in succession, that include <i>classification</i> (“us vs them”), <i>symbolization</i> (“Jews”, “Germans”, “Tutsi”, swastikas, yellow stars), <i>dehumanization</i> (one group denies the humanity of members of another group and calls them “vermin,” rats,” or “cockroaches”), <i>organization</i> (as a group crime, as opposed to an individual act, genocide needs to be organized, usually by the State), <i>polarization</i> (this is when rhetoric is ramped up, legislation is introduced, extremists emerge, and political moderates are silenced), <i>preparation</i> (victims are forced to wear identifying symbols, lists are made, victims separated from rest of population, for example in ghettos), <i>extermination</i> (words such as “extermination” or “cleansing” are typically used since the victims are explicitly defined as not fully humans by the perpetrators), and <i>denial</i> (this is always present and starts as soon as during and immediately after the extermination stage, and can outlive the perpetrators themselves; denial includes the destruction of evidence, the destruction of the reputation and credibility of the survivors or witnesses, the claim that deaths were due to famine, migration, disease or, as in the Armenian genocide, all of the above plus the effects of WW1, and &amp;ndash; as an ultimate insult &amp;ndash; the blaming of the victims themselves).</p><p> Once genocide is defined and its stages are identified, a third element is crucial to its understanding: why people commit genocide. Doing so is needed to determine what role maps play in genocide from the perspective of both perpetrators and victims. Several models have been proposed to try and explain why seemingly normal individuals engage in genocide, and models have even been proposed to estimate the likelihood of genocide happening in a given society at a certain time. Waller’s model (2005) is perhaps the most influential and, in my opinion, the most convincing. I will discuss Waller’s work in more detail during my presentation; here, let just say that the model identifies “ultimate influences” (human nature) as well as “proximate influences” as the reasons why people commit genocide. Most interesting in the context of my research are the “proximate influences,” which include the cultural construction of worldviews, the psychological construction of the “other,” and the social construction of cruelty. In turn, these “proximate influences” are historicized, i.e., they take different forms in different places at different times depending on the specific context. Thus, the indoctrination of SS members during the Holocaust included collectivistic values, authority orientation, and social dominance (<i>cultural influences</i>); “us vs. them” mentality, moral disengagement, and the blaming of the victims (<i>psychological influences</i>); professional socialization, group identification, and the identification of binding factors for the group (<i>social influences</i>). Maps, and images in general (including posters, paintings, movies and other forms of mass communications), can and do play a role in all of the “proximate stages” in Waller’s model. In my presentation, as an illustration and for brevity, I will show examples of psychological proximate influences, including the construction of the “other,” and in particular I will discuss strategies for the definition, communication, and mass diffusion of an “us vs. them” mentality, the gradual construction and spreading of “moral disengagement” among the perpetrators, and, also among the perpetrators (but also among the bystanders of genocide), the gradual development of a “blaming the victim” mentality to justify active participation, or at least acquiescence, to genocide. In general, to understand the role maps play in this context it is useful to refer to the literature on propaganda and on semiotics, and cartographers have traditionally written about these topics. Perhaps less studied, although not less useful general and specifically in the context of genocide and the definition of the “other,” is an iconographical (or iconological) approach; borrowed from art history, this is an especially complex and difficult technique to apply to the interpretation and study of maps, but a promising one. In my presentation I will touch on semiotics, propaganda, and iconography as well as reference and discuss Roland Barthes and his definition of the concept of “myth,” which I believe play a central role, one that overlaps all “proximate influences” as defined above, to explain how maps and images relate to genocide.</p><p> In the final part of my presentation, I will show examples of the use of maps by perpetrators and victims of genocide. From the perpetrators’ perspective, myth and propaganda work together in the service of the State; crucial to the effectiveness of genocide, propaganda and the creation of myths have to be monopolies of the State or they will not work effectively. Nazi Germany was especially effective and efficient from this point of view, with a body of work that I will introduce that include both images and writings from Nazi leaders and propagandists. Referring back to the stages of genocide discussed above, I will make the case that different cartographic design principles are applied for the first six stages (<i>classification, symbolization, dehumanization, organization, polarization, and preparation</i>) of genocide &amp;ndash; as well as the psychological construction of the “other” &amp;ndash; as opposed to the seventh (<i>extermination</i>) stage. Interestingly, from the point of view of cartographic design, there is a distinct similarity between the maps and images produced by the victims and those produced by the perpetrators, at least as far as the first six stages of genocide are concerned. As I will show in the presentation, this argument is better made via examples, tables, and direct comparisons of design elements, but to briefly summarize my point, depending on their purpose and audience, genocide maps are intended to be alternatively unambiguous or euphemistic, for the masses or for the military and/or political elites, impressionistic or emotional rather than rational and scientific, for public consumption or for private and secret use. In terms of specific elements of design, it is possible to identify the intended audience, purpose, and genocide stage in terms of the use of muted vs. saturated colors, the presence or absence of a legend, the use or not use of graduated symbols and arrows, the scale of the map, how visual contrast is employed to highlight certain elements, the use of black and white, etc.</p><p> As concerns more specifically the seventh stage of genocide &amp;ndash; <i>extermination</i> &amp;ndash; this is when the application of the methods and tools of scientific cartography become the urgent preoccupation of the perpetrators, as many examples from the Nazi archives prove; hence, the search for accuracy and precision in the representation of places, times, and themes, including the insistence on the exactness of measurements, the standardization of design elements, and in general the teaching and application of clear, unambiguous, and replicable designs and methods to make maps. Briefly put, maps produced for the extermination of the victims are characterized as the triumph of denotation and technology, while in the previous six stages connotation and the creation of “myth” are guiding principles by which maps are designed and produced, and their effectiveness is measured.</p><p> In my conclusions, I will remark on the fact that as much as maps (and, by extension and in the present time, GIS) have been used and will continue to be used to commit genocide, they can also be effectively used to counteract and denounce genocide. To do so, one should learn how to exploit propaganda techniques and how to use the theories of semiotics and iconography and the idea of myth to counter-map and resist genocide.</p>

Abstract Background After the US Surgeon General declared youth electronic cigarette (e-cigarette) use an epidemic in 2018, the number of youth e-cigarette users continued to surge, growing from 3.8 million in 2018 to over 5 million 2019. Youth who use e-cigarettes are at a substantially higher risk of transitioning to traditional cigarettes, becoming regular cigarette smokers, and increasing their risk of developing tobacco-related cancer. A majority of youth are misinformed about e-cigarettes, often believing they are not harmful or contain no nicotine. Middle school students using e-cigarettes have been affected by its normalization leading to influence by their peers. However, social and group dynamics can be leveraged for a school-based peer-led intervention to identify and recruit student leaders to be anti-e-cigarette champions to prevent e-cigarette initiation. This study outlines a project to use social network analysis to identify student opinion-leaders in schools and train them to conduct anti-e-cigarette programming to their peers. Methods In the 2019–2020 academic school year, 6th grade students from nine schools in the Pittsburgh area were recruited. A randomized controlled trial (RCT) was conducted with three arms—expert, elected peer-leader, and random peer-leader—for e-cigarette programming. Sixth grade students in each school completed a network survey that assessed the friendship networks in each class. Students also completed pre-intervention and post-intervention surveys about their intention-to-use, knowledge, and attitudes towards e-cigarettes. Within each peer-led arm, social network analysis was conducted to identify peer-nominated opinion leaders. An e-cigarette prevention program was administered by (1) an adult content-expert, (2) a peer-nominated opinion leader to assigned students, or (3) a peer-nominated opinion leader to random students. Discussion This study is the first to evaluate the feasibility of leveraging social network analysis to identify 6th grade opinion leaders to lead a school-based e-cigarette intervention. Abstract:
Utilization of Information and Communication Technology (ICT) is one solution to deliver information of governance and public services optimally to the village level. This research aimed to analyze website visitor characteristics, dimensions of website quality, role of internet opinion leader, and effectivenes of village website, also to analyze the correlation between three variables with effectiveness of village website. This study used correlational approach of quantitative. Data analysis used descriptive and inferential statistical analysis, also t-test analysis. Collecting data used a survey method by spreading e-questionnaire to 40 website visitors of two sample groups, active members of Facebook accounts Pewarta Desa Malasari and commenters on website. Based on the characteristics of website visitors, only indicator of monthly income and frequency of accessing website correlated significantly with effectiveness of village website. Information quality has strongest correlation with the effectiveness of village website, especially on the cognitive effects. The role of internet opinion leaders has no significant correlation with effectiveness of village website. Other findings showed that Facebook account of Pewarta Desa Malasari and Aji Panjalu acted as active internet opinion leaders. Village website can be effective as development information dissemination media by fullfil dimensions of website quality, and maximize the role of internet opinion leaders via social media. The use of social media has become important in supporting the existence of the village website, so it can do further research to see the relationship with the effectiveness of communication.Key words: effectivenness, village website, Facebook, internet opinion leader
