Successful knowledge transfer or diffusion of e-learning practice goes beyond precursor incentives and anticipated rewards for the individual lecturer. It also involves wider enabling of learning attributes and cultural capabilities in an organization. This paper examines how some of these attributes and capabilities play out in an educational institution in the context of web-enabled technology. An organizational-learning model is used to examine diffusion of practices after initial design and development. This paper is based on a case study of eight course-level e-learning projects in a university based in Hong Kong. The study illustrates a number of issues and challenges for the wider uptake of the initial idea from the individual course to the programme and wider institution.

The increasing proliferation of IT services in all sectors has reinforced the adoption and diffusion across all levels of education and training institutions. However, lack of awareness, knowledge about the key challenges, and opportunities of e-learning seem to allude policymakers, resulting in low adoption or increased failure rate of many e-learning projects. Our study tries to address this problem through a review of relevant literature in e-learning. Our goal was to draw from the existing literature, insights into the opportunities and challenges of e-learning diffusion, and the current state-of-research in the field. To do this, we employed a systematic review of literature on some of the salient opportunities and challenges of e-learning innovation for educational institutions. These results aimed to inform policymakers and suggest some interesting issues to advance the research and adoption and diffusion of e-learning. Moreover, the bibliometric analysis shows that the field is experiencing high research attraction among scholars. However, several research areas in the field witnessed relatively low research paucity. Based on these findings, we discussed topics for possible future research.

The main challenge of the study is to provide such an understanding of how ICT and e-learning would be accepted through applying the Diffusion of Innovation (DOI) theory. Factors influencing user acceptance and adoption of ICT in Jordan on student motivations for the acceptance of technologies necessary for the delivery of e-learning activities are handled in this paper. The findings show the significant relationship between student's perception of technology characteristics and their attitude towards using the technology in the educational system.

The study focuses on ‘horizontal’ and ‘vertical’ adoption of e-learning strategies at The Chinese University of Hong Kong as revealed through computer log records in the centrally supported learning management systems. Horizontal diffusion refers to whether e-learning has spread to influence the practice of more teachers and students. In vertical diffusion, the authors examined whether or not teachers tend to adopt more varied online learning activities in successive years. The overall findings are that, while adoption of simple strategies is increasing, there is little evidence of horizontal and vertical diffusion of more complex strategies. Indeed, the use of some of the more complex strategies, which may relate to greater potential learning benefits, decreased. Results have led to discussions about new focuses and strategies for our institutional eLearning Service.

It is evident that information and communication technologies (ICTs) have improved performance and efficiency for different types of organizations. One of the important applications of ICT in public and private businesses is related to education, where electronic learning (e-learning) is a domain that became a paradigm more than a specific application. To utilize the full benefits of e-learning in public education and to exploit the diverse options of e-learning and specifically the synchronization of learning, digital divide is becoming an important obstacle that prevents teachers, students, and society members from benefiting from this phenomenon. Governments are striving to bridge the digital divide so that equal opportunities for education are guaranteed for their citizens in urban and rural areas. It is vital to explore the influence of digital divide on rural areas and how it affects the learning process. This study will explore the digital divide phenomenon, its relationship to e-learning concepts, how governments bridge this divide through e-government options, and finally, conduct an empirical test that explores the perceptions of students living in rural areas around the digital divide and its relationship to e-learning and education.

In the digital era and the era of the industrial revolution 4.0, the quality of human resources needs to be improved in order to have competencies that are in accordance with the needs of the organization. Therefore, an effective and efficient method is needed to improve employee competence by using e-learning technology. This study analyzes the Diffusion of Innovation Theory through the Unified Theory of Acceptance and Use of Technology (UTAUT) model. The study uses quantitative data obtained by surveying 400 SME employees in Indonesia using an e-learning system. Dissemination of data is by using online questionnaires through social media. Data analysis uses structural equation modeling (SEM) modeling. The results of data analysis show that the theory of diffusion of innovations mediated by intrinsic and extrinsic motivation in the UTAUT model had a significant effect. The aspects that make up the theory of diffusion of innovation significantly and directly affect the intention of SMEs employees to use the e-learning system. The findings show that the diffusion of innovation theory has various indicators for the application of learning systems and further e-learning development so that they can have a real and significant impact on improving organizational performance and competitiveness.

This paper explores development of the discipline of e-learning. It develops the evolutionist model of e-learning development and compares it with the diffusionist model of e-learning development. Using transdisciplinary research methodology, it develops the diffusionist-evolutionist model of e-learning development. The diffusionist aspect of the model concentrates to practical issues such as introducing e-learning into educational institutions. The evolutionist aspect of the model concentrates to theoretical issues such as comparative studies of historical developments. On such basis, the diffusionist-evolutionist model provides a single practical framework for describing small-scale and large-scale e-learning development. Following methodological restrictions, the diffusionist-evolutionist model does not reflect any natural principle. As a research principle, it only aims at improving our current descriptions of e-learning development. PurposeThe study has identified the factors among students that can enable or inhibit students from using online learning platforms. Students enrolled at different levels, diversified streams and separate courses were surveyed for the investigation. The study also highlights the significant hitches faced in using or adopting e-learning.Design/methodology/approachResponses were collected from Indian students on a seven-point Likert-type scale using a structured questionnaire around the updated Technology Readiness Index's four dimensions. Adapted dimensions were evolved to identify the people's propensity to accept and reject the new technology.FindingsThe result of the survey highlights the students' positive attitude towards the e-learning approach. The diffusion of e-learning platforms occupies them with a feeling of optimism and innovativeness. However, discomfort in using the newly penetrated e-learning platforms was also found. Furthermore, no significant variances concerning the different demographics were detected.Research limitations/implicationsThe cross-sectional research approach was used for the investigation. However, it is evident that with the use and experience of technology, an increase in its acceptance follows. Thus, a longitudinal research approach should explore the differences between students' earlier and later involvement after experiencing the platform. A cross-country investigation is also needed to measure the technological biases among students.Practical implicationsWith advancements in technology, the chances of diffusion of e-learning in traditional classrooms have risen. However, to encourage the student's engagement towards e-learning, the platform needs to be student and teacher-friendly. This study serves the purpose of exploring the determinants that will guide educational institutes and developers of online platforms in achieving excellence in enhancement and engagement among students.Originality/valueThe investigation adds to recognize the acceptance of e-learning among students by exploring its determinants using the Technology Readiness Index 2.0. The study has also explored the differences in readiness to use e-learning on differences in enrolment level, institute type and courses.

Abstract Early observations show that the introduction of e-learning to the rural areas of the EU has brought fewer advantages than had initially been expected. The results of the international research – interpreted by the means of the sociological theory of diffusion – indicate that the economic profitability does not have much influence on the pace of disseminating of that innovation; since, the rural inhabitants – both those following the e-learning courses as well as those who have not yet done so – largely feel that that type of education has the variety of advantages including the lowering of its costs. It seems that its social profitability has the crucial influence on the poor dissemination of this new form of teaching and learning. E-learning has not yet found its niche in the value systems or educational experiences of the Europe’s rural populations, since – rather like the other forms of education – it does not automatically improve the capability of coping with the current day-today problems. The better adaptation to the needs of the rural inhabitants through the perception of various types of the deficits hindering the usage of this type of education is intended by the so-called innovative e-learning, implementing new and generally innovative solutions to the pedagogical, technological and organisational fields, which overcome existing limitations through the greater flexibility of the ways of the potential participants’ accessing e-learning proposals as well as the greater adaptation to the individual needs.

In recent years, e-assessment has become increasingly popular in mathematics education. However, there are several different systems, and hence, the contents need to be developed independently in each system. Sharing contents between different systems is important for the diffusion of math e-learning/assessment systems. This study focuses on sharing computational questions, which are the main contents in most systems. The structure of such questions seems essentially compatible between many systems. Based on this observation, a specification, namely mathematics e-learning question specification (MeLQS) is proposed and described as a common base for developing contents in computer-algebra-system-based mathematics e-learning/assessment systems. Furthermore, the development of authoring tools for MeLQS is reported.

<abstract> <p>Recent developments in low-cost information technology, fast internet, intelligent terminals, apps that can manage the most varied activities in a professional but simple way, have allowed their diffusion in sectors traditionally reluctant to rapid change. The pandemic crisis caused by Covid-19 and the consequent provisions of social distancing to curb its spread, have also forced the world of education to deal with this modality. Terms such as Distance Learning and Smart Working have forcefully entered the vocabulary and daily life of millions of people. The persistence of the pandemic due to the variants of the virus is convincing even the most reluctant to change that the new "normal" will have to rely on information technology to a greater extent than in the past. In much of the Western world, where culture has long been a thriving economic sector, much has been invested for decades to strengthen and disseminate distance learning activities recognized as economically and socially beneficial. The European institutions have moved in this direction more recently. The author's experience in the last two years in emergency remote education in geography at university level has not always been positive. He therefore felt the urgency to consider adopting existing standards and best practices in order to improve outcomes and achieve effective online geography learning. The evident advantages of adopting good quality e-learning for an extended community would facilitate understanding and acceptance even in the Italian school and academic environment, usually conservative and conformist. In this environment, up to now, many have in fact feared that it could lead to the endorsement of distance learning, viewed with contempt if not really with aversion as it is considered to be of poor quality.</p> </abstract>

Through e-learning students are encouraged to learn from their homes individually and not in groups as in traditional learning where there are classes and study groups. This gives students the opportunity to organize their time according to their preferences as they attend individual online courses in their homes. They also have the freedom to choose the online courses that they find useful for them and their needs. This study aims to explore and examine the factors that influence the behavioral intention of students to use e-learning. The relationship between TAM variables and Innovation Diffusion Theory is integrated and explored to answer this goal. This research was conducted on 238 students of Muhammadiyah Metro University as active e-learning users. The findings show that of the 13 hypotheses developed, there are 4 that were rejected. It was found that there was no effect between Relative Advantage and Perceived Usefulness, Perceived Compatibility on Perceived Usefulness, Relative Advantage on Perceived Easy of Use, and between Perceived Easy of Use and Perceived Usefulness.

The objectives of this study are two folds. Firstly is to identify the advantages and disadvantages factors of electronic learning’s adoption. Secondly is to measure the influence of innovation adoption components toward users’ attitude in using electronic learning. A mixed method of study was carried out in response to the research’s objectives. The qualitative approach was conducted by means of interviewing 25 participants of users to identify e-learning advantages and disadvantages. The quantitative approach was used to test the hypotheses. A questionnaire was distributed to 313 e-learning system users. The results show that the three advantages and disadvantages of e-learning adoption factors were formed. SEM-Smart PLS was used to test the hypothetical relationships. The results indicate that three dimensions of innovation diffusion significantly influenced the attitude toward e-learning, while two dimensions were not significant. The findings suggest that education-based business services should use the advantages factors and influential dimensions to promote their teaching-learning services delivery and eliminate weaknesses and insignificant dimensions.

A good learning is supported by not only good planning and learning processes, but it is also supported by an assessment of students’ competencies achievement. This study aims to develop a learning outcome assessment system based on educational units (students’ reports) in elementary schools. This is development research using Development and Diffusion (R-D-D) model. The data in this study were collected through interviews, observations, questionnaires, documentation studies, FGDs, and product trials. The data were analyzed using a qualitative approach. The results showed that the percentage level of achievement of the unit-based learning outcomes assessment system was 97.3% so which fell into Very Good qualification with the achievement level scale of 5 in the conversion table. Based on this, it can be concluded that the Student Report (SR) system is appropriate to be used as an education unit-based learning outcome assessment system in elementary school. This research implies that teachers can use the developed E-report as a learning outcomes assessment system based on education units in elementary schools.

Purpose The purpose of this paper is to present the results of national level Delphi study carried out in Spain aimed at providing inputs for higher education administrators and decision makers about key e-learning trends for supporting postgraduate courses. Design/methodology/approach The ranking of the e-learning trends is based on a three-dimensional analysis that combines the cost of implementation, the impact of each trend on learning outcomes and the diffusion forecast among postgraduate courses in the time horizon. The authors use the Delphi method for managing an expert panel. Findings Mobile learning, gamification, social media and open education are found as some of the key e-learning trends that might have greater educational impacts in postgraduate programs in the next years. These results are expected to help educational institutions to plan future positioning strategies depending on their starting positions, resources and intentions to innovate. Originality/value Educational managers and planners need to identify priority issues and principal trends in higher education in order to raise their innovative offer and to maintain competitiveness. The results might help them. Moreover the indicator and the methodological approach is a novelty in the field.

Growing use of information technology and communication (ICT) tools in language courses with communication at their core has brought opportunities as well as challenges in the predominantly conventional face-to-face context of the classroom. When the French programme in the Department of Linguistics and Modern Languages at The Chinese University of Hong Kong started to integrate an e-learning platform into all language courses, students as well as teachers showed reservations and even disbelief. However, it was unexpected to observe such an interdependent relationship between new technologies and the conventional teaching approach. In this paper, the broad implications of the e-adoption applied to learning French as a foreign language are investigated to highlight students’ learning habits and learning process. The strategies used to make technology act as a facilitator across cultures, and various ways to savoir-faire diffusion are also discussed. The study shows how new technologies modify in-class teaching, while the traditional face-to-face teaching and learning approach can influence choices in the use of different web tools that lead to blended models of education.

The overall interest of the study was the analysis of scientific e-learning discourses. What comes next in the field of academic e-learning? Which e-learning trends dominate the discourse at universities? Answering such questions is the basis for the adaptation of service strategies and IT-infrastructures within institutions of higher education. Design/methodology/approach – Which e-learning formats dominate the current scientific discourse? To answer this question, a trend study based on a content analysis was performed. The abstracts of 427 scientific articles of leading German-speaking e-learning conferences Gesellschaft für Medien in der Wissenschaft and E-Learning-Fachtagungen der Gesellschaft für Informatik e. V. (GMW and DeLFI) – published from 2007 to 2013 – were examined. A category scheme was derived from the Horizon Report. The category scheme then was gradually expanded and adapted to the data material during the investigation. Findings – This paper found that the detailed analysis of the frequency distribution over the seven years reflects the intensity of scientific discussion towards e-learning trends within the investigation period, and conclusions about the didactical or technical potentials of innovations can be drawn because both conferences are different in terms of their objective. The authors also classified the life stages of selected innovations based on the Gartner hype cycles, and the striking findings of the study will be formulated in the form of assumptions, which reflect the development potential of learning management, mobile learning, virtual worlds, e-portfolio, social media and Massive Open Online Courses in German Higher Education. Research limitations/implications – Only abstracts of the selected contributions were investigated. Errors in the category allocation due to unclear terminology cannot be excluded. Organisers of the investigated conferences often define the (main) topics. This influenced the spectrum of represented topics overall, as well as the focus of individual contributions. The above-presented study was conducted at German-speaking conferences and, therefore, reflects the situation in Germany, Switzerland and Austria. No conclusions about actors or institutional relationships can be made, in contrast to the original assumptions of discourse analysis. The categorial classification of contributions does not allow any conclusions about the quality of the discourse. Originality/value – The study shows how proceedings of scientific conferences can be used for trend studies. It became clear that discourse analytical studies can be used complementary to other methods of future studies. The advantage of this methodology lies mainly in the easy access to the text material, as conference proceedings are mostly available online. In addition, the analysis of large amounts of data (or texts) can be greatly facilitated by use of digital technologies (e.g. by automatic analysis of keyword). This paper makes an important contribution to the diffusion of digital media in higher education.

Several global forces drive the adoption of e-commerce such as global competition, trade liberalization, and increasingly, ICT advances and Internet diffusion. National factors, such as governance, education, and infrastructure, then shape and differentiate the speed of adoption across enterprises within a country, the breadth and depth of use within an enterprise, and ultimately the impact on the firm and the nation. In doing so, the case study tracks NITLP's development of continuous and progressive phases of infrastructure, infostructure and knowledge-structure integration to leverage Information and Communication Technologies (ICTs) more efficiently and effectively for the delivery of a holistic learning experience for Singapore's late IT adopters. The practical application of the implementation program is the provision of an evaluative tool for e-learning practitioners to enable an upward spiral of continuous feedback and improvements to the e-learning architecture and contribute more strategically to the development of a total learning experience. For the learner, the model generates strategic value from knowledge creating and sharing activities. There’s been a significant surge in the popularity of generative networks over the last year. With public releases of such advanced models as DALL-E, Stable Diffusions, or GPT-3, anyone with modest, run-of-the-mill hardware can dabble in machine learning [3]. Diffusion models are inspired by non-equilibrium thermodynamics. Diffusion models are a subcategory of likelihood-based models. They are known to offer reliably scalable, high-fidelity images while retaining a stationary training objective. These models generate samples by graduallyremoving noise from a signal, and their training objective can be expressed as a reweighted variationallower bound [2]. This class of models already holds the state-of-the-art [6] on CIFAR-10 [3], butstill lags behind GANs on difficult generation datasets like LSUN and ImageNet. Nichol and Dhariwal [4] found that these models improve reliably with increased compute, and can produce high-qualitysamples even on the difficult ImageNet 256×256 dataset using an upsampling stack. However, theFID of this model is still not competitive with BigGAN-deep [5], the current state-of-the-art on thisdataset. Even more, these models are capable of producing an infinite amount of unique, high-quality images, human-like speech, and realistic music, indistinguishable from human-made ones at the first glance. The popularity of generative models has grown rapidly. Likelihood-based models might provide better performance in comparison to GANs. Diffusion models are a promising new category of likelihood models. Disco Diffusion is a combination of CLIP and ImageNet models. It can generate digital art based on text prompts. Numerous applications are possible for this model, such as the creation of video, animation and image content. Several distinctions have to be considered when choosing Disco Diffusion over GAN.

Disruptive technology is a fundamental requirement for greater accountability and visibility. We explored the key factors affecting the intentions of educational institutions to use blockchain technology for e-learning. This study proposed an expanded model of Technology Acceptance Model by integrating the diffusion of innovation theory. Based on an online survey, the conceptual model was tested and validated using structural equation modeling. The results showed that compatibility had a significant impact on blockchain use in smart learning environments. Other significant effects were also found on adoption of blockchain technology. This study offers an expanded Technology Acceptance Model for implementing blockchain that could assist decision makers in building a smart learning environment for the educational institutes for the emerging economies.

The onset of COVID-19 has triggered the mass diffusion of information technology-backed services globally. In Ghana, Universities adopted various e-learning platforms in order to sustain teaching and learning. While this is positive, not much is known about the continuous usage intention of lecturers in these Universities. Therefore, we explored this phenomenon using survey data from teaching staff at the University for Development Studies. Our results using the partial least square structural equation model suggest that facilitating factors, attitude, perceived trust, and perceived usefulness positively influence the continuous usage intention of lecturers. This can shed light on the contribution of COVID-19 as an external facilitating factor to the mass uptake of e-learning systems. Furthermore, this study confirms existing theories on the continuous usage of ICT-powered systems. Consequently, universities should have well-formulated strategic plans in order to ensure the continual usage of these systems post-COVID-19.

Selain itu, penelitian ini menggunakan observasi dan wawancara secara mendalam terhadap narasumber terpilih serta menggunakan teori difusi inovasi sebagai alat dalam menganalisa hasil temuan. Berdasakan analisis, ditemukan bahwa RA Salafiyah telah mengahdapi beberapa masalah terkait implementasi E-Learning. Di antaranya adalah keterbatasan internet dan gadget, keterbatasan pengetahuan tentang teknologi, serta masalah lain yang bersifat teknis maupuns substantive. Untuk itu, RA Salafiyah menawarkan beberapa solusi untuk masalah tersebut. A qualitative research was carried out with two expert groups: one for the diffusion of e-learning as an innovation in a higher education institution and the other for the diffusion of the Building Information Modelling (BIM) in a Construction Industry. The research disclosed 20 common factors. The internal environment group covers management support, the attitude towards innovation, strategic planning and communication, motivation and expertize of employers, available resources and IT maturity level of an organization. The group of business environment factors consists of competitors, clients and partners, supply and demand balance on the specific market for goods and services. In the social environment group, three factors are recognized on the national level and two on the global levels. The holistic model combines the theory of DOI and the concept of absorption capacity.

In this work we examine the teacher-paced, student-paced lesson delivery framework augmenting web-based progressive and natural methodology into an open source LMS, widely known as Moodle. The thesis explores student’s adaptation as a cooperative learning tool to the e-learning environment. Our qualitative approach analyze forum contents available online and profiling 150 multi-ethnic undergraduates at different Dubai universities. Response is collected over two-folds, either interactive or social groups presenting students with immersion and perceived reinforcement developed in subjects. Purpose The purpose of this paper is to examine the impact of manager influence strategies and innovation attributes on employee attitudes and behaviors in innovation implementation. Design/methodology/approach Employees (n=237) in a manufacturing company in Taiwan which implemented an e-learning system participated in an online survey. System logs were used as behavioral outcome variables. Findings Persuasive strategy and relative advantage had a significant positive association with attitudes while relationship-based strategy and complexity had a significant negative association with attitudes. Assertive strategy and relative advantage had a significant positive association with use of the e-learning system, while persuasive strategy, relationship-based strategy, and complexity had a significant negative association with use of the e-learning system. Both relative advantage and complexity mediated the relationship between persuasive strategy and employee attitudes and behaviors. Complexity mediated the relationship between relationship-based strategy and employee attitudes and behaviors. Practical implications Managers should use persuasive strategy to inform employees regarding the benefits of the innovation and provide any assistance needed. Managers should be advised to not use relationship-based strategy as it can have an adverse employee impact. Originality/value The mediation model uses the diffusion of innovations model and the influence tactics literature to help explain the benefits of certain managerial practices.

The current study has been inspired by two significant issues: (1) The proliferation of e-technologies such as e-learning have dramatically motivated global research intended to advance our knowledge of the dynamics of these technologies in varying environmental contexts and settings, and (2) the importance of cultural values at individual-level analysis in technology adoption merits greater level of attention and interests from researchers and practitioners, particularly in relation to developing country contexts. This study intends to investigate the significance of highly influential adoption factors acknowledged as relevant in prior literature in predicting user’s behavioral intention to adopt new technologies. These potentially important factors were drawn from highly popular technology adoption and social theories including perceived usefulness (Technology Acceptance Model), social influence (Theory of Planned Behavior), Internet self-efficacy (Social Cognitive Theory) and perceived compatibility (Innovation Diffusion Theory). Further, the present study examines the moderating impact of both individualism-collectivism and uncertainty avoidance cultural dimensions at individual-level on the hypothesized relationships linking these highly influential adoption factors with behavioral intention to adopt e-learning environment in order to facilitate and enhance learning processes and in an effort to achieve value maximization and waste minimization requirements in the context of e-learning technology. The empirical data which consists of 262 valid datasets was collected from undergraduate university students in Jordan via self-administered paper-based questionnaire. The questionnaire was developed from previously accepted and validated a set of measurements items. The empirical data was numerically assessed and analyzed with the help of WarpPLS 5.0. The findings of this study demonstrate that perceived usefulness, social influence, Internet self-efficacy and perceived compatibility are important predictors of individuals’ behavioral intention to adopt e-learning technology. Further, the current findings provide adequate empirical evidence to support all hypotheses involving moderating effects with one exception whereby both individualism-collectivism and uncertainty avoidance cultural values have little statistical significance on the relationship linking perceived usefulness with behavioral intention to adopt e-learning technologies. Interestingly, the proposed model explains a substantial amount of variance (63%) which signifies that the model fits the data well. Furthermore, religiosity shapes consumers’ mind-set, learning and life style and is also considered as one of the significant factors with regards to hi-tech innovations adoption. This paper puts light on the relevant and valuable perspectives: technology readiness, religiosity and diffusion of electronic commerce, in the perspective of Muslim majority developing countries. While contributing to the field of knowledge, the study highlights the importance of technology readiness and trust in the diffusion process of electronic commerce. To better understand the overall concept of FOSS, this article provides a brief history of FOSS as well as a summary of its definition, philosophy, and major areas of research, including strengths and limitations, diffusion in education and educational uses as well as a look at the opportunities, issues, and challenges associated with FOSS. In conclusion, the authors speculate how FOSS, along with advances in E-Learning and other emerging technologies, will positively shape our educational future.

Este artigo apresenta uma pesquisa realizada durante a realização do Estágio Doutoral Sanduíche na Universidade de Coimbra/Portugal, sobres as contribuições das metodologias utilizadas nos MOOCs para o processo de difusão do conhecimento no Ensino Superior EAD. Tem como objetivo geral investigar as contribuições dos MOOCs operacionalizados em três Universidades de Portugal para a construção de uma metodologia de difusão de conhecimento em ambientes virtuais de aprendizagens. A metodologia de abordagem qualitativa ocorreu por meta-análise das produções postadas no repositório aberto de Portugal; estudo bibliográfico; e entrevistas semiestruturadas com pesquisadores das Universidades investigadas. Os resultados do estudo mostraram que o MOOC traz contribuições significativas ao Ensino Superior EAD, como: acesso e partilha do conhecimento produzido na universidade; aproximação entre o ensino informal e formal e valorização do ensino à distância. The phenomenon of the emergence of corona viruses disease ( covid19 ) in today's world affects change in social life especially from face-to-face models to online learning models. This has led to the emergence of disparities in access to the ability for teachers e-learning Blitar district .The digital gap by Van Dijk suggested that access is high in the communication and information technology categories held by individual persons and a high position. Those with higher education more have access to the internet than those with low. The second is the adoption diffusion theory By Everret M .Rogers were explained the adoption process of technology, information, and communication and discuss how innovation is adopted by the community. This study adopted qualitative approaches through in-depth interviews with five teachers chosen by purposive sampling methods. The results are the differences in resources experienced by teachers have an impact on the duration of access (often using built-in applications but never used for learning), mental, and social (teachers become passive). The most dominant differences in access are differences in motivation (teachers do not have a strong motivation to access), materials (teachers do not have sufficient income to access digital technology every day), skills and usage (teachers are not intense in using digital technology, they do not use current learning applications).

One of the technology benefits in learning process is in a way of e-learning system development. The portrait of education in Indonesia in utilizing Internet, the fact showed the educational facilities and infrastructures are not well distributed to all societies, the quality of education is still low, and also the level of utilizing ICT is quite low too. The Ministry of Education and Culture which has responsibility in education developed a Learning Management System (LMS) by releasing a distance learning portal called Rumah Belajar. Rumah Belajar is an innovation that aims to improve the quality of education that allows students to study anytime and anywhere. However, Rumah Belajar is still not fully understood and accepted. This research aims to analyze the factors that influence the adoption of Rumah Belajar in Karawang. This research used five perceptions of the factors that influence the innovation adoption by using Rogers’ Diffusion of Innovation Theory such as: relative advantage, compatibility, complexity, trialability, and observability. The data were collected by distributing questionnaires to 400 respondents from high school students in Karawang. The data were analyzed by using multiple linear regression analysis. The result showed the factors that significantly influence the adoption of Rumah Belajar are compatibility, trialability, and observability. From this research, the writer hopes that all parties involved in learning process such as schools, teachers, and students have to support the utilization of Rumah Belajar.

Abstract:
The purpose of this study is to design and develop a multimedia web-based constructivist learning application known as WebOPAC Self Training Tool with Guided Exploration (WSTTG) which is expected to train and access individual’s information literacy skills. This tool has been designed and developed according to the constructivist instructional design theories and constructivist instructional development model. The process design consists of four level processes which were component design, single path prototype, alpha version and beta version. The development process ended with four activities which were summative evaluation, final packaging, diffusion and adoption. Throughout the design and development process, there were two instructional designers and two subject matter experts were participated to review and evaluate the design components of the WSTTG. Three potential learners were also participated to evaluate the beta version prototype whether it is appropriately apply to their learning context. The repetition of reviewing the alpha and beta version prototypes lasted when there were no comments found during the final evaluation. Overall, all experts and learners were satisfied with the interface, surface characteristics, scenario, and instructional strategies used in the prototype after consideration on comments and suggestions have been made accordingly. This tool was recommended to be commercialized as an instructional strategy for library orientation program and to be used by both the librarians and library users for WebOPAC teaching and learning purposes. The design and development of this tool could be a guideline to future instructional designers, web developers and e-learning content specialist in developing a multimedia web-based constructivist application in various fields.

Malaysian Sign Language (MySL) uses visual-manual modalities for delivering information and communicating involving movements of the finger, hand, arm gestures, and facial expressions. A newly-developed instrument tool: Learning-MySL-Questionnaire (L-MySL-Q) from validated questionnaires [Rogers 1995; ELQ, University of Nottingham, UK] consisting of the diffusion model to gauge willingness and readiness for students to adopt MySL as a third language undergone face validation upon completion of Introduction to MySL Pro Forma leson. Findings showed positive feedback from respondents in comparison to pre-intervention among typical children and adolescents. This comprehensive pro forma inculcates a fun learning process while inculcating patriotism among learners.
