Teknologi e-Government berkembang secara pesat, namun pada kenyataannya penggunaan e-Government masih rendah, salah satu faktor yang mempengaruhi rendahnya penggunaan e-Goverment adalah kurangnya kepercayaan, telah ditunjukkan bahwa kepercayaan adalah salah satu faktor yang mempengaruhi kesuksesan dari adopsi e-Government . Penelitian ini bertujuan mengetahui dimensi kepercayaan pada e-Goverment dan hubungannya dengan niat menggunakan e-Government, pada penelitian ini juga memvalidasi 8 dimensi kepercayaan pada e-Government berdasarkan data empiris dan menyajikan hubungan 8 dimensi kepercayaan pada e-Government itu dengan niat menggunakan e-Government. Hasil penelitian ini memberikan kontribusi berupa model berdasarkan pada 8 dimensi trust in e-Goverment dan hubungannya dengan keinginan untuk menggunakan e-Goverment malalui mediasi trust in e-Goverment. Kata kunci— kepercayaan, dimensi kepercayaan, 8 dimensi kepercayan pada e-government, keinginan menggunaakan e-government.

Metode pengembangan sistem yang dipakau dengan menggunakan system development life cycle dan model pendekatan berbasis objek dengan unified modeling language yang terdiri dari activity diagram, sequence diagram dan spesifikasi file serta rancanng bangun sistem aplikasi yang dihasilkan untuk kebutuhan pengguna. With infrastructure facilities in the field of ICT already available in the village and administrative issues that need to get serious attention, thereby encouraging Researchers to utilize existing ICT infrastructure by analyzing and designing e-government applications that suit the needs of the village and in accordance with the Village Law article 4 letter f which reads to improve public services for the villagers to accelerate the realization of general welfare, and article 7 paragraph 3 letter c which reads accelerate the improvement of public service quality.Based on the above study, the public service and e-Government support provided by the Village Government through the application of information and communication technology is the focus of the researcher in this research, with the aim of improving the service to the village community and improving the performance of village government apparatus, for the analysis and design of e- government Researchers are based on policies and National Strategy e-Government development is done in several stages namely, Level 1 - Preparation, which is making the website as a medium of information and communication at each institution. Level 2 - Maturation, which is the creation of an interactive public information web portal. Level 3 - Stabilization, which is the creation of a web portal that is a public service electronic transaction. Level 4 - Utilization, ie application creation for Government to Government (G2G), Government to Business (G2B), Government to Consumers / community (G2C) services.The method of this study using the usual research methods used in the development of system life cycle system development (SDLC). The main stages may consist of system planning stages, system analysis, system design, system selection, system implementation and system maintenance.As for the method of data collection using the method of observation, interview, and literature study. The final step in this application development process is system testing. The system tested using 2 ways, namely: Blackbox test and Alpha test. Blackbox test, performed by system programmers while Alpha test performed simultaneously with user training.

The dynamics of the development of information technology that occurred in the global era as it is now has changed many of the procedures of various organizations in its management, both profit-oriented and non-profit-oriented organizations, especially government organizations. Providing good service to the wider community is one of the triggers. to improve performance in the government operating system concerned. This performance improvement leads to services that are more quality, faster, and easier. The development in the field of information technology is a facility to implement management of government organizations electronically or electronic government (e-government). In general, e-government practices in Indonesia have not been strategically positioned or only limited to supporting programs. On the other hand, building a government site has already begun to be carried out, as a form of the application of the concept of e-government, although in Indonesia it has generally only entered the level of interaction. One thing that needs to be considered in the presentation of the site is the consistency of information, so that it can anticipate the emergence of public doubts about the credibility of the government as a site presenter. Many problems are still being faced to better empower e-government as it should. The hardest problem is resistance to change, where certain parties in the government still maintain an old culture that tends to be bureaucratic. This problem must be overcome so that the concept of e-government can be applied and empowered to provide the best service to the wider community.

The focus of the study is the application of the Si Cantik Cloud application. The purpose of this study is to obtain a general description of the effectiveness of Si Cantik in e-government-based licensing public services in Purwakarta Regency. The research method is descriptive qualitative. The research findings indicate that there are supporting factors, namely the commitment of organizational leaders in this case as illustrated in the publication of SOPs supporting the implementation of the Si Cantik Cloud application which can have implications for clarity of information for the business community. In conclusion, on the 5 dimensions used by the author in measuring effectiveness, information is obtained that the Si Cantik Cloud application implemented by the Purwakarta Regency Investment and One Stop Integrated Service (DPMPTSP) shows that the application is quite effective in being used and utilized in the provision of licensing and non-licensing services in Indonesia. Purwakarta Regency. The author recommends that the Purwakarta Regency Government can improve socialization and assistance to the community, and develop infrastructure designs in order to strengthen the effectiveness of implementing the Si Cantik Cloud application. This diploma thesis describes information system of data boxes (ISDS). This system is characterized in terms of law about electronic operations and authorized conversion of documents no. 300/2008 commissioning the entire system. Based on statistical data provided by Ministry of the Interior, the system traffic and financial expenses are analyzed. Examined period is the start of the system in June 2009 and the end of period is October 2015. After analysis there is comparison with the period prior to launch of ISDS. Then I applied Multiple-criteria decision method on those two periods. Outcome of Multiple-criteria decision indicates that the ISDS is beneficial for users, rapidly enhances and accelerates electronic communication

Abstract:
This thesis studies government driven e-participation in the context of Colombia using the case of “Urna de Cristal” (Crystal Ballot box). Making use of three theoretical models it intends to answer the main research question that is: How does the government driven tool of “Urna de Cristal” relate to the concepts of participatory democracy, e-empowerment and sustainable e-participation? This research collects mainly qualitative data, collected from government representatives, civil society organizations and citizens. The findings show that “Urna de Cristal” only reaches to the level of e-engaging in Macintosh model of levels of e-participation. It is not fully sustainable according to the seven-phase model proposed by Islam (2008) since there is a special need to work on the last three phases of sustainable e-participation, which refer to promotion, participation and post-implementation analysis. The fact the “Urna de Cristal” is not e-empowering leads the analyses towards the limitations that block the e-empowerment process. From this analysis it is seen that the Government of Colombia is doing a lot to overcome the existing limitations but it is a challenging task that requires a lot of time and resources since there are entrenched limitations, coming from different stakeholders and that comprise a specific context, structures and mentalities.  Findings also show that “Urna de Cristal” is not likely to survive long after the next election (2018) because it is it is an initiative that was proposed in the electorate campaign of Juan Manuel Santos, hence an alternative design is suggested.

Abstract:
The main purpose of this thesis is to determine the influence of culture on e-government (electronic government) acceptance in a developing nation namely the Kingdom of Saudi Arabia (KSA). Citizens’ transactional interactions (electronic transactions or etransactions) with the government via the Internet are examined. To this end, the following research question is addressed: ‘How does culture influence the acceptance of e-transactions?’ Defining and understanding cultural factors influencing e-transactions provides an insight into the actual requirements of citizens. The findings of this study include design and implementation strategies that can serve as guidance for the Saudi government, as well as for the developers and implementers of e-transactions in the KSA. Numerous models and theories were referred to in identifying the research context requirements that enabled the analysis of e-transaction acceptance. A research model that fits the research context was developed to predict and elucidate acceptance. A sample of 671 Saudi citizens was recruited using an online survey. Structural equation modelling was used to assess the relationship between intention to use e-transactions and perceptions of e-transactions, trust, preferences for using e-transactions as a communication method with the government, social influence and cultural values. Preference for using e-transactions as a communication method, perceptions of the compatibility of e-transactions with values and citizens’ needs, communicability of the results of using e-transactions, trust in the Internet as a medium of communication with the government, and conservation values are positive significant determinants of etransaction acceptance. Conversely, trust in government agencies, as well as motivation towards gaining prestige and possessing dominance over people and resources (i.e. power value) exhibit a negative significant effect on acceptance.

A review of normative literature, in the field of e-government, indicates that the transactional stage of e-government is one of the most important to the implementation of an e-government system as it represents the highest level of interaction within organisations and between customers and government organisations. Due to the importance of the transactional stage of the e-government system and its positive impact, not only in making the delivery of external services quicker, but also in increasing the efficiency of internal government processes, government organisations might seek to reach this stage. In fact, in the literature, there appears to be an absence of theoretical models for the technical and organisational challenges facing transactional e-government systems. Furthermore, there is a lack of studies focusing on identification of the importance, categorisation and presentation of strategies for overcoming technical and organisational challenges. Consequently, this dissertation attempts to fill the information gap based on empirical data derived from two case studies. This work proposes a novel model for the technical and organisational challenges facing transactional e-government systems. In moving from the conceptual to the empirical, the work is based on a qualitative case study approach to examine the proposed model for the technical and organisational challenges facing transactional e-government systems. In doing so, two case studies were conducted, presented and analysed. During the empirical research, additional technical and organisational challenge(s) facing transactional e-government systems emerged, which resulted in modifications being made to the previously presented conceptual model. However, this dissertation proposes the conceptual model, identifies the importance, categorisation, and presentation of the strategies for overcoming, technical and organisational challenges facing a transactional e-government system. This results in the development of a frame of reference that will lead to a model that can be used to enhance decision-making.

Darbas suskirstytas į keturias dalis: Bendra vietos savivaldos teisės charakteristika Lietuvoje ir Lenkijoje; Savivaldos modelių analizė; Savivaldos institucijų veiklos administracinė priežiūra; Du modeliai: pasiūlymai dėl Lietuvos modelio plėtros. Pirmoje dalyje nagrinėjama dviejų šalių vietos savivaldos institucijų teisinės bazės raida, ypatingas dėmesys skiriamas konstituciniam reguliavimui. The aim of this work is to analyze the development of the model of the local public administration in Lithuania and Poland as well as to provide the examples of good practice that could be inculcated into the improvement of the model of the public administration in Lithuania, and into the development of its law basis. The work includes four parts: general characteristics of law of the local public administration in Lithuania and Poland; analysis of models of the public administration; administrative supervision of the proceeding of the public administration institutions; two models: suggestions concerning the development of the Lithuanian model. In the first part the evolution of law basis of the two sides of the local public administration institutions is analyzed. Special attention is paid to the constitutional regulation. The directions to develop those acts are analyzed and basic stages of the reforms of the public administration in Lithuania and Poland are presented. The second part presents the models of the public administration of Lithuania and Poland, the system of institutions of the local public administration and different possibilities of application of the institutional structure to the local public administration. Τα πρώτα χρόνια της διάδοσης της πληροφορικής αποτελούσε κοινή πεποίθηση ότι οι ηλεκτρονικές υπηρεσίες (e-υπηρεσίες) των δημόσιων οργανισμών αφορούσαν μόνο την απλή δημοσίευση πληροφοριών στο Ιnternet σχετικά με τον οργανισμό, τη λειτουργία του και το σκοπό του. Τίποτα άλλο, παρά μόνο κείμενο. Σε σύντομο όμως χρονικό διάστημα οι δυσκολίες και τα εμπόδια που υπήρξαν στον καθορισμό και την εφαρμογή των ηλεκτρονικών υπηρεσιών, αποκάλυψαν παραλείψεις σε πολλές ουσιαστικές πτυχές για τον επιτυχή εκσυγχρονισμό των δημόσιων οργανισμών. Στο πλαίσιο λοιπόν αυτής της διπλωματικής μελετήθηκε η έννοια της ηλεκτρονικής διακυβέρνησης, η εφαρμογή της στην Ελλάδα και η αποτελεσματικότητά της μέσα από συγκεκριμένα παραδείγματα. Μελετήθηκε ακόμη το πόσο σημαντική είναι η έννοια της επιστήμης ανθρώπου υπολογιστή σε σχέση με τέτοιες υπηρεσίες και πόσο σημαντική είναι η διεπιφάνεια τέτοιων συστημάτων να είναι εύχρηστη και φιλική προς το χρήστη. Στην πρώτη ενότητα αναλύθηκε πλήρως η έννοια της ηλεκτρονικής διακυβέρνησης, διάφορα τεχνολογικά ζητήματα που την αφορούν αλλά και το πόσο σημαντικό ρολό παίζει και θα παίζει από εδώ και πέρα. Η δεύτερη πτυχή αφορά την διαλειτουργικότητα των συστημάτων της ηλεκτρονικής διακυβέρνησης. Από το 1991 η διαλειτουργικότητα παραμένει ένας σημαντικός στόχος της ευρωπαϊκής ένωσης ειδικά στο πλαίσιο της ηλεκτρονικής διακυβέρνησης. Σ’ αυτή την ενότητα λοιπόν μελετήθηκαν και αξιολογήθηκαν οι μηχανισμοί που προτάθηκαν για επίτευξη αυτής της διαλειτουργικότητας μεταξύ των διάφορων συστημάτων της ηλεκτρονικής διακυβέρνησης. Τέλος,στην τελευταία ενότητα,παρουσιάζονται διάφορες ευρωπαικές πρωτοβουλίες που αφορούν το E-government αλλά και η μέχρι τώρα εφαρμογή κάποιων έργων E-government στην Ελλάδα.
