Abstract:
The book introduces the reader to the changing nature of integration processes in Asia under the influence of globalization. The analysis of factors that promote and hinder interaction between the ASEAN countries and non-regional partners of this Association is carried out. Prison education should be a top priority issue in most societies. Prison conditions must not infringe human rights and dignity and must offer meaningful treatment programmes in order to support inmates in their rehabilitation and reintegration in society. The use of ICTs within a penitentiary context plays a crucial role in that. The present Volume looks at the learning potential in prisons and reports on innovative (e-)learning pathways for basic skills education as designed and tested in Cyprus, Greece, Italy and Romania. Research investigated on what counts as ‘educational’ in such a complex context and how to combine relevant pieces in a ‘learning mosaic’ (the broad range of any learning opportunity across it). This Volume argues that such an approach may be adopted in a wider European perspective within the frame of dynamic security.

This book illustrates the results of ethnographical research designed to shed light on the notion of civil society in a context characterized by the transformation of power relations. Such transformation is given by shifting resources, renewed local and international opportunities, and a general reframing of goals and objectives. The academic literature has usually relied on a substantialist understanding of the notion of civil society – referring to the latter as something that exists a priori or does something. This volume relies, instead, on a relational approach – where civil society becomes the name we give to a host of complex interactions in which local associations are involved in a time of reconfiguration of power relations. Building on this approach, this volume analyses the relational dynamics affecting Tunisian associations after the fall of the authoritarian regime in 2011 and their implications for the changing political order. Findings show two main interrelated trends: the nationwide professionalization of local associations and the localized networking strategies of various socio-political categories crossing the associational sector. The book shows how their members understand the standardization of local associations as a strategy to have guaranteed access to the public sphere and, therefore, to influence the changing political order.

Abstract:
A computational model of interaction in anarchy is presented and used to predict the outcome of anarchy. Hobbes’ and Locke’s classic a priori analyses of the State of Nature are compared, including the reasons for their divergent conclusions. Several game-theoretic models of anarchy are examined that employ Hobbes’ realistic assumption that typically in anarchy some moderates most desire mutual cooperation, while other dominators most desire to exploit others’ cooperation. A priori type-based game-theoretic models yield inconsistent conclusions and rest upon unrealistic assumptions. A dynamical Variable Anticipation Threshold type-based model is explored, where individuals in anarchy modify their behavior as they learn from repeated interactions. Under quite general conditions, a population converges to Hobbes’ war of all against all even if only a small percentage of its members are dominators. This analysis gives a dynamical vindication of Hobbes’ conclusion that for a sizable population in anarchy, war is indeed inevitable.

In statistical mechanics causation appears at the micro-level as the postulation that the full state of a system at one time can be specified by the dynamical state of all its micro-constituents (the positions and momenta of the molecules in a gas or, alternatively the wave function of these at one time), and that this state at one time generates, following the laws of dynamics (classical or quantum) the future dynamical state of the system characterized in these micro-constituent terms. So what is ‘non-causal’ in nature in explanations in statistical mechanics? This article explores two issues: The peculiar ‘transcendental’ nature of explanation in equilibrium theory in statistical mechanics; The need for introducing some a priori probability posit over initial conditions of systems in non-equilibrium theory.

In recent years, Charles Sanders Peirce has emerged as one of America's major philosophical thinkers. His work has invited philosophical reflection about those basic issues that inevitably confront us as human beings, especially in an age of science. Peirce's concern for experience, for what is actually encountered, means that his philosophy forms a reflective commentary on actual life and on the world in which it is lived. This book argues that Peirce's doctrine of the normative sciences is essential to his pragmatism. No part of Peirce's philosophy is bolder than his attempt to establish esthetics, ethics, and logic as the three normative sciences and to argue for the priority of esthetics among the trio. The book shows that Pierce took seriously the trinity of normative sciences and demonstrates that these categories apply both to the conduct of man and to the workings of the cosmos. It combines sympathetic and informed exposition with straightforward criticism and deals with the gaps and inconsistencies in Peirce's thought. It shows that Peirce was above all a cosmological and ontological thinker, one who combined science both as a method and as result with a conception of reasonable actions to form a comprehensive theory of reality. Peirce's pragmatism, is not a glorification of action but rather a theory of the dynamic nature of things in which the “ideal” dimension of reality has genuine power for directing the cosmic order, including man, toward reasonable goals.

De Paul was elevated to the new royal Council of Ecclesiastical Affairs in 1643, while the Richelieu family handed him direct rights over appointments to the benefices of two major abbeys and a priory during the 1640s and 1650s. Chapter 11 proves that both opened up new avenues to answer his desire to populate the church with devout clergy; it also confirms that the horse-trade of ecclesiastical appointments at court in particular forced major tests on him. De Paul’s admirers have usually assumed that his supreme humility enabled him to achieve all his wishes in this domain, but the chapter reveals that a detailed reading of the evidence unearths a more complex dynamic between virtue and practicality in de Paul’s use of networks and intelligence to achieve his goals.

The chapters in this book show a reflection on some challenges faced by the psychosociological research with a view to the accompaniment, support and even orientation of the processes and psychosocial dynamics of peace building. It is inspired by the set of works included here, but not based on them exclusively or as a priority; rather, it seeks to offer a set of criteria for critical reflection in a unique historical moment by the advocacy opportunities that open up for the improvement of psychosociological research. In turn, it is expected to encourage new reflective practices that contribute to increase the relevance and pertinence of this type of research, to choose fruitful paths both for the definition of research programs and crucial curricular decisions for the advanced training of new generations of professionals who contribute to the coming years to this fundamental challenge of building real and durable peace in Colombia. The book is a contribution to epistemological, methodological, and ethical reflections at a historical and political crucial time for the country, in which unfortunately the desire for peace in rural Colombia is not materialized yet. But, even during vicissitudes and promises for having a stable and lasting peace, psychosociological knowledge becomes meaningful and more relevant.

This article describes quantum methods used to study proteins and nucleic acids: Hartree–Fock all-electron approaches, density-functional theory approaches, and hybrid quantum-mechanics/molecular-mechanics approaches. In addition to an analysis of the electronic structure, quantum-mechanical approaches for simulating proteins and nucleic acids can elucidate the cleavage and formation of chemical bonds in biochemical reactions. This presents a computational challenge, and a number of methods have been proposed to overcome this difficulty, including enhanced temperature methods such as high-temperature molecular dynamics, parallel tempering and replica exchange. Alternative methods not relying on the knowledge a priori of the final products make use of biasing potentials to push the initial system away from its local minimum and to enhance the sampling of the free-energy landscape. This article considers two of these biasing techniques, namely Blue Moon and metadynamics.

The study of East Asian foreign policies has progressed in sync with mainstream international relations (IR) theories: (1) from perhaps an inadvertent or unconscious coincidence with realism during the Cold War to consciously using different theoretical tools to study the various aspects of East Asian foreign policies; and (2) from the dominance of realism to a diversity of theories in studying East Asian foreign policies. Nonetheless, the old issues from the Cold War have not been resolved; the Korean Peninsula and the Taiwan Strait remain two flashpoints in the region, with new twists that can derail regional stability and prosperity. New issues also have emerged and made East Asia most volatile. One issue is concerned with restructuring the balance of power in East Asia, particularly the dynamics among the major players, i.e. Japan, China, and the United States. Regionalism is another new topic in the study of East Asian foreign policies. A review of the current state of the field suggests that two complementary issues be given priority in the future. First, the foreign policy interests and strategies of individual small states vis-à-vis great powers in the region, particularly those in Southeast Asia and the Korean peninsula. Second, what could really elevate the study of East Asian foreign policies in the general field of IR and foreign policy analysis is to continue exploring innovative analytical frameworks that can expand the boundaries of existing metatheories and paradigms.

Plant Evolution in the Mediterranean: Insights for conservation brings together a diverse literature on the Mediterranean flora in a detailed but synthetic account of plant evolutionary ecology. The central themes of ecological dynamics and evolutionary differentiation are developed at two spatial scales: habitat variation across the landscape and biogeographic processes across the Mediterranean. The history of the Mediterranean region is at the heart of this account and is described within a triptych that links geological and climatic history to the advent and history of human activities. The Mediterranean region is a hotspot of plant biodiversity, a key ingredient of which is its richness in endemic species. A primary question motivating this book concerns the role of historical factors and spatial environmental variation in the evolution of endemism. The Mediterranean landscape is a mosaic of ecological conditions, often with variation over short distances. A second focus is on the ecological and historical factors that mediate dispersal, reproduction, and adaptive trait variation in this mosaic landscape. With an ever-growing human footprint on the Mediterranean region, this book addresses a third major theme concerning the vulnerability and conservation of the flora. Alongside a traditional approach to rare species and protected area management, the book argues for the integration of the loss of evolutionary potential as a priority in conservation policy and practice. This book is about the role of negotiation in resolving terrorist barricade hostage crises. What lessons can be learned from past deadly incidents so that crisis negotiators and decision makers can act with greater effectiveness in the future? What are the lessons the terrorists are learning and how will they affect the dynamics of future incidents? What can we learn about the terrorist threat, and about preventing the escalation of future terrorist hostage-taking situations? While there are many trained crisis negotiators around the world, almost none of them has ever had contact with a terrorist hostage-taking incident. Further, the entire training program of most hostage negotiators focuses on resolving crises that do not take into consideration issues such as ideology, religion, or the differing sets of strategic objectives and mindsets of ideological hostage takers. This is especially true with regard to the terrorists of the new breed, who have become less discriminate, more lethal, and more willing to execute hostages and die during the incident. Further, many of the paradigms and presumptions upon which the contemporary practice of crisis negotiation is based do not reflect the reality of the new terrorists. The main focus of this book is on the detailed reconstruction and analysis of the two most high-profile cases in recent years, the Moscow theater and the Beslan school hostage crises, with a clear purpose of drawing lessons for hostage negotiation strategies in the future. This is an issue of top priority. Terrorist manuals from countries such as Saudi Arabia and Iraq reveal that terrorist organizations are very closely observing and analyzing the lessons learned from these two incidents, suggesting that we are likely to see this type of new terrorist hostage taking involving large numbers of suicide fighters and executions of hostages at some point in the future. This raises a wide array of questions about appropriate responses and negotiation strategies. From the first glance, it is clear that we are not prepared.
