The unpredictability of Australia’s climate poses real challenges for practices that were developed based on the relative predictability of a European climate. More recently, policy has been moving towards accepting drought as a reality, rejecting the notion that it is a natural disaster in favour of an approach based on risk management. However, the level of public debate during a drought event suggests that this policy approach has not been widely understood or accepted. Media reporting of drought rapidly adopts disaster-related language and the organisation of relief appeals reinforces the impression that drought is an aberration rather than a normal part of Australia’s climate patterns. Beyond Drought provides a multi-disciplinary discussion aimed at increasing the level of understanding of drought’s many facets and its impact on the environment, communities and the economy. It introduces a range of perspectives in order to emphasise the complexity of drought policy. Multiple palaeoclimatic reconstructions point to a succession of major droughts in the Maya Lowlands between AD 750 and 1100 superimposed on a regional drying trend that itself was marked by considerable spatial and temporal variability. The longest and most severe regional droughts occurred between AD 800 and 900 and again between AD 1000 and 1100. Well-dated historical records carved on stone monuments from forty Classic Period civic-ceremonial centers reflect a dynamic sociopolitical landscape between AD 250 and 800 marked by a complex of antagonistic, diplomatic, lineage-based, and subordinate networks. Warfare between Maya polities increased between AD 600 and 800 within the context of population expansion and long-term environmental degradation exacerbated by increasing drought. Nevertheless, in spite of the clear effects of drought on network collapse during the Classic Period, one lingering question is why polities in the northern lowlands persisted and even flourished between AD 800 and 1000 (Puuc Maya and Chichén Itzá) before they too fragmented during an extended and severe regional drought between AD 1000 and 1100. Here we review available regional climate records during this critical transition and consider the different sociopolitical trajectories in the South/Central versus Northern Maya lowlands.

Abstract:
Recent discoveries of megadroughts, severe periods of drought lasting decades or centuries, during the course of the Holocene have revolutionized our understanding of modern climate history. Through advances in paleoclimatology, researchers have identified these periods of climate change by analyzing high-resolution proxy data derived from lake sediment cores, marine cores, glacial cores, speleothem cores, and tree rings. Evidence that megadroughts occurred with frequency and abruptly over the last 12,000 years, a timespan long assumed to be stable compared to earlier glacial periods, has also altered our understanding of societies’ trajectories. The fact that severe, multi-decadal or century-scale droughts coincided with societal collapses well known to archaeologists has challenged established multi-causal analyses of these events. Megadroughts, impossible to predict and impossible to withstand, may have caused political collapse, regional abandonment, and habitat tracking to still-productive regions. The nine megadrought and societal collapse events presented in this volume extend from the foraging-to-agriculture transition at the dawn of the Holocene in West Asia to the fifteenth-century AD collapse of the Khmer Empire in Angkor (Cambodia). Inevitably, this collection of essays also raises challenges to causal analyses of societal collapse and for future paleoclimatic and archaeological research.

Environmental consequences of climate change include increases in temperature as well as frequency, severity, and/or duration of heat waves; heavy precipitation events; intensity and/or duration of drought; intense tropical cyclone activity, and sea level. Adverse health consequences of climate change include heat-related disorders, respiratory disorders, allergic disorders, vector-borne diseases, waterborne and foodborne disease, and injuries related to extreme weather events. Adverse health consequences also include indirect effects of climate change on health related to decreased agriculture yields and food shortages, distress migration, and collective violence. In addition, all of the consequences of climate change can adversely affect the mental health of individuals, communities, and entire nations. The primary ways of addressing climate change are mitigation (policies and actions to stabilize or reduce the emission of greenhouse gases) and adaptation (policies and actions to reduce the impact of climate change). Building popular and political will to address climate change is essential.

Adaptation to climatic conditions is a major ecological and evolutionary driver. Long-term study of European badger population dynamics in Oxfordshire reveals that rainfall and temperature patterns affect food (principally earthworm) availability, energy expended in thermoregulation, and activity patterns, with badgers able to seek refuge in their setts. Cubs prove especially vulnerable to harsh weather conditions, where drought and food shortages exacerbate the severity of pandemic juvenile coccidial parasite infections. Crucially, weather variability, rather than just warming trends, stresses badgers, by destabilising their bioclimatic niche. Summer droughts cause mortality, even driving genetic selection; and while milder winters generally benefit badgers, less time spent in torpor leads to more road casualties. Similar effects also operate over a wide spatial scale in Ireland, impacting regional badger densities and bodyweights. That even an adaptable, generalist musteloid is so variously susceptible to weather conditions highlights how climate change places many species and ecosystems at risk.

Oxford Weather and Climate since 1767 provides a detailed description and analysis of the weather records made at the Radcliffe Observatory in Oxford, the longest continuous series of single-site weather records in Britain and one of the longest in the world. The earliest records date from 1767, and daily records are unbroken since November 1813. The records allow the reconstruction of 200-year temperature and rainfall series and places the Oxford records in the context of long-term climate change. In this, the first full publication of the entire dataset, the long Oxford record is both celebrated and described. Detailed commentaries on weather by month and by season are provided, including numerous contemporary documentary and photographic evidence of past weather events. Drought and flood feature prominently, but so too do fog, frost, ice and snow. Some long-term changes are obvious, such as the increase in air temperature over the period of the instrumental record, but the impact on the growing season and the ability to grow grapes commercially near Oxford are less well known.

Emancipation proved to be a far-reaching ecological event. Whereas the ecological regime of slavery had reinforced extensive land-use practices, the end of slavery weakened them. Freedpeople dedicated less time to erosion control and ditching and used contract negotiations and sharecropping arrangements to avoid working in a centrally directed gang. Understandably, freedpeople preferred to direct their own labor on an individual plot of land. The eventual proliferation of share-based or tenant contracts encouraged the physical reorganization of plantations. The combination of these two progressive alterations to labor relations tragically undermined African Americans’ efforts to achieve economic independence by tightening natural limits on cotton production and reducing blacks’ access to the South’s internal provisioning economy. The cessation, or even reduced frequency, of land maintenance on farms exacerbated erosion, flooding, and crops’ susceptibility to drought.

Humans have understood the importance of climate to human health since ancient times. In some cases, the connections appear to be obvious: a flood can cause drownings, a drought can lead to crop failure and hunger, and temperature extremes pose a risk of exposure. In other cases, the connections are veiled by complex or unobserved processes, such that the influence of climate on a disease epidemic or a conflict can be difficult to diagnose. In reality, however, all climate impacts on health are mediated by some combination of natural and human dynamics that cause individuals or populations to be vulnerable to the effects of a variable or changing climate.Understanding and managing negative health impacts of climate is a global challenge. The challenge is greater in regions with high poverty and weak institutions, however, and Africa is a continent where the health burden of climate is particularly acute. Observed climate variability in the modern era has been associated with widespread food insecurity, significant epidemics of infectious disease, and loss of life and livelihoods to climate extremes. Anthropogenic climate change is a further stress that has the potential to increase malnutrition, alter the distribution of diseases, and bring more frequent hydrological and temperature extremes to many regions across the continent.Skillful early warning systems and informed climate change adaptation strategies have the potential to enhance resilience to short-term climate variability and to buffer against negative impacts of climate change. But effective warnings and projections require both scientific and institutional capacity to address complex processes that are mediated by physical, ecological, and societal systems. Here the state of understanding climate impacts on health in Africa is summarized through a selective review that focuses on food security, infectious disease, and extreme events. The potential to apply scientific understanding to early warning and climate change projection is also considered.

The El Niño Modoki/La Niña Modoki (ENSO Modoki) is a newly acknowledged face of ocean-atmosphere coupled variability in the tropical Pacific Ocean. The oceanic and atmospheric conditions associated with the El Niño Modoki are different from that of canonical El Niño, which is extensively studied for its dynamics and worldwide impacts. A typical El Niño event is marked by a warm anomaly of sea surface temperature (SST) in the equatorial eastern Pacific. Because of the associated changes in the surface winds and the weakening of coastal upwelling, the coasts of South America suffer from widespread fish mortality during the event. Quite opposite of this characteristic change in the ocean condition, cold SST anomalies prevail in the eastern equatorial Pacific during the El Niño Modoki events, but with the warm anomalies intensified in the central Pacific. The boreal winter condition of 2004 is a typical example of such an event, when a tripole pattern is noticed in the SST anomalies; warm central Pacific flanked by cold eastern and western regions. The SST anomalies are coupled to a double cell in anomalous Walker circulation with rising motion in the central parts and sinking motion on both sides of the basin. This is again a different feature compared to the well-known single-cell anomalous Walker circulation during El Niños. La Niña Modoki is the opposite phase of the El Niño Modoki, when a cold central Pacific is flanked by warm anomalies on both sides.The Modoki events are seen to peak in both boreal summer and winter and hence are not seasonally phase-locked to a single seasonal cycle like El Niño/La Niña events. Because of this distinction in the seasonality, the teleconnection arising from these events will vary between the seasons as teleconnection path will vary depending on the prevailing seasonal mean conditions in the atmosphere. Moreover, the Modoki El Niño/La Niña impacts over regions such as the western coast of the United States, the Far East including Japan, Australia, and southern Africa, etc., are opposite to those of the canonical El Niño/La Niña. For example, the western coasts of the United States suffer from severe droughts during El Niño Modoki, whereas those regions are quite wet during El Niño. The influences of Modoki events are also seen in tropical cyclogenesis, stratosphere warming of the Southern Hemisphere, ocean primary productivity, river discharges, sea level variations, etc. A remarkable feature associated with Modoki events is the decadal flattening of the equatorial thermocline and weakening of zonal thermal gradient. The associated ocean-atmosphere conditions have caused frequent and persistent developments of Modoki events in recent decades.

It reviews the prospects for increases in disaster risk due to climate change and considers arguments that governments have a duty under international law to respond to these increased risks. Climate change greatly accentuates disasters, putting even more stress on disaster response systems. The list of potential disasters is long, and includes heat waves, droughts, crop failures, wildfires, and outbreaks of illness. Besides the direct threats to human life and property, impacts on food supplies could be severe due to pests, water scarcity, diseases, and weather extremes. The chapter also addresses all phases of the disaster cycle: mitigation, emergency response, compensation, and rebuilding, with rebuilding completing the circle by including (or failing to include) mitigation measures to deal with the risk of another disaster event, and discusses how climate change intensifies problems at each stage.

Abstract:
We analyze a 2400-year rainfall reconstruction from an ultra-high-resolution absolutely-dated stalagmite (JX-6) from southwestern Mexico (Lachniet et al., 2012). Oxygen isotope variations correlate strongly to rainfall amount in the Mexico City area since 1870 CE, and for the wider southwestern Mexico region since 1948, allowing us to quantitatively reconstruct rainfall variability for the Basin of Mexico and Sierra Madre del Sur for the past 2400 years. Because oxygen isotopes integrate rainfall variations over broad geographic regions, our data suggest substantial variations in Mesoamerican monsoon strength over the past two millennia. As a result of low age uncertainties (≤ 11 yr), our stalagmite paleoclimate reconstruction allows us to place robust ages on past rainfall variations with a resolution an order of magnitude more precise than archeological dates associated with societal change. We relate our new rainfall reconstruction to the sequence of events at Teotihuacan (Millon, 1967; Cowgill, 2015a) and to other pre-Colombian civilizations in Mesoamerica. We observe a centuries long drying trend that culminated in peak drought conditions in ca. 750 CE related to a weakening monsoon, which may have been a stressor on Mesoamerican societies. Teotihuacan is an ideal location to test for links between climate change and society, because it was located in a semi-arid highland valley with limited permanent water sources, which relied upon spring fed irrigation to ensure a reliable maize harvest (Sanders, 1977). The city of Teotihuacan was one of the largest Mesoamerican cities, which apparently reached population sizes of 80,000 to 100,000 inhabitants by AD 300 (Cowgill, 1997; 2015a). Following the “Great Fire”, which dates approximately to AD 550, population decreased to lower levels and many buildings were abandoned (Cowgill, 2015). Because of the apparent reliance on rainwater capture (Linn é, 2003) and spring-fed agriculture in the Teotihuacan valley to ensure food security and drinking water, food production and domestic water supplies should have been sensitive to rainfall variations that recharge the surficial aquifer that sustained spring discharge prior recent groundwater extraction.

Chapter 4 talks about how CRF is involved in two quite striking processes: metamorphosis and parturition. Both of these processes revolve around the wondrously vital feature of radical change. In both instances, we are discussing the changing of form and the maturation of an organism. While one change is ancient and one more modern, both continue to be important features of life on this planet, and they represent the importance of development and its responsiveness to changing environments. Our story of metamorphosis, however, is about change and adaptation or preadaptation and the expansion of use and capability. CRF is fundamentally tied to the world in which animals are adapting to changes including the seasons, times of day, droughts, and breeding cycles. Cycles of stability and change set the conditions for adaptive viability; underlying such events is predictive coherence, where diverse information molecules drive physiological and behavioral adaptations.

Fish die. Seagulls starve. Economies wither. And that's just in the coastal villages. El Niño—The Christ Child—and its climatological opposite, La Niña, are global events so powerful and strange they virtually have personalities. Many remember the El Niño seasons of 1982-83 and 1997-98, which brought floods, tornadoes, droughts, and snow to unusual locales. Similar drivers across mediterranean-type climate (MTC) regions have selected for plants with comparable traits (Chapters 3 and 6). This has resulted in the assembly of MTC region plant communities (groups of interacting populations of organisms) that are broadly similar, both structurally and functionally. However, there are also many different types of communities within MTC regions that may be quite divergent from one another even though they occur within a single region. These differences in community types also reveal both similarities and differences among the different MTC regions. This chapter briefly introduces and describes the composition and structure of the main types of plant communities that are found within MTC regions, including the iconic evergreen sclerophyllous shrublands, known as mediterranean-type vegetation (MTV), and other types of shrublands (drought-deciduous soft-leaved shrubs, desert shrublands along arid margins), grasslands, woodlands, and forests.

Is this the emerging signal of climate change, and should we expect more of this? Media reports vary widely, but one mysterious agent has risen to prominence in many cases: the jet stream. The story begins on a windswept beach in Barbados, from where we follow the ascent of a weather balloon that will travel all around the world, following the jet stream. The interannual variability of Indian summer monsoon is probably one of the most intensively studied phenomena in the research area of climate variability. This is because even relatively small variations of about 10% to 20% from the mean rainfall may have dramatic consequences for regional agricultural production. Forecasting such variations months in advance could help agricultural planning substantially. Unfortunately, a perfect forecast of Indian monsoon variations, like any other regional climate variations, is impossible in a long-term prediction (that is, more than 2 weeks or so in advance). The reason is that part of the atmospheric variations influencing the monsoon have an inherent predictability limit of about 2 weeks. Therefore, such predictions will always be probabilistic, and only likelihoods of droughts, excessive rains, or normal conditions may be provided. However, even such probabilistic information may still be useful for agricultural planning. In research regarding interannual Indian monsoon rainfall variations, the main focus is therefore to identify the remaining predictable component and to estimate what fraction of the total variation this component accounts for. It turns out that slowly varying (with respect to atmospheric intrinsic variability) sea-surface temperatures (SSTs) provide the dominant part of the predictable component of Indian monsoon variability. Of the predictable part arising from SSTs, it is the El Niño Southern Oscillation (ENSO) that provides the main part. This is not to say that other forcings may be neglected. Other forcings that have been identified are, for example, SST patterns in the Indian Ocean, Atlantic Ocean, and parts of the Pacific Ocean different from the traditional ENSO region, and springtime snow depth in the Himalayas, as well as aerosols. These other forcings may interact constructively or destructively with the ENSO impact and thus enhance or reduce the ENSO-induced predictable signal. This may result in decade-long changes in the connection between ENSO and the Indian monsoon. The physical mechanism for the connection between ENSO and the Indian monsoon may be understood as large-scale adjustment of atmospheric heatings and circulations to the ENSO-induced SST variations. These adjustments modify the Walker circulation and connect the rising/sinking motion in the central-eastern Pacific during a warm/cold ENSO event with sinking/rising motion in the Indian region, leading to reduced/increased rainfall.

In the past 50 years, human activities and climatic variability have caused major environmental changes in the semi-arid Sahelian zone and desertification/degradation of arable lands is of major concern for livelihoods and food security. In the wake of the Sahel droughts in the early 1970s and 1980s, the UN focused on the problem of desertification by organizing the UN Conference on Desertification (UNCOD) in Nairobi in 1976. This fuelled a significant increase in the often alarmist popular accounts of desertification as well as scientific efforts in providing an understanding of the mechanisms involved. The global interest in the subject led to the nomination of desertification as focal point for one of three international environmental conventions: the UN Convention to Combat Desertification (UNCCD), emerging from the Rio conference in 1992. This implied that substantial efforts were made to quantify the extent of desertification and to understand its causes. Desertification is a complex and multi-faceted phenomenon aggravating poverty that can be seen as both a cause and a consequence of land resource depletion. As reflected in its definition adopted by the UNCCD, desertification is “land degradation in arid, semi-arid[,] and dry sub-humid areas resulting from various factors, including climate variation and human activities” (UN, 1992). While desertification was seen as a phenomenon of relevance to drylands globally, the Sahel-Sudan region remained a region of specific interest and a significant amount of scientific efforts have been invested to provide an empirically supported understanding of both climatic and anthropogenic factors involved. Despite decades of intensive research on human–environmental systems in the Sahel, there is no overall consensus about the severity of desertification and the scientific literature is characterized by a range of conflicting observations and interpretations of the environmental conditions in the region. Earth Observation (EO) studies generally show a positive trend in rainfall and vegetation greenness over the last decades for the majority of the Sahel and this has been interpreted as an increase in biomass and contradicts narratives of a vicious cycle of widespread degradation caused by human overuse and climate change. Even though an increase in vegetation greenness, as observed from EO data, can be confirmed by ground observations, long-term assessments of biodiversity at finer spatial scales highlight a negative trend in species diversity in several studies and overall it remains unclear if the observed positive trends provide an environmental improvement with positive effects on people’s livelihood.

Water, not temperature, governs life in West Africa, and the region is both temporally and spatially greatly affected by rainfall variability. Recent rainfall anomalies, for example, have greatly reduced crop productivity in the Sahel area. Rainfall indices from recent centuries show that multidecadal droughts reoccur and, furthermore, that interannual rainfall variations are high in West Africa. Current knowledge of historical rainfall patterns is, however, fairly limited. A detailed rainfall chronology of West Africa is currently only available from the beginning of the 19th century. For the 18th century and earlier, the records are still sporadic, and an interannual rainfall chronology has so far only been obtained for parts of the Guinea Coast. Thus, there is a need to extend the rainfall record to fully understand past precipitation changes in West Africa.The main challenge when investigating historical rainfall variability in West Africa is the scarcity of detailed and continuous data. Readily available meteorological data barely covers the last century, whereas in Europe and the United States for example, the data sometimes extend back two or more centuries. Data availability strongly correlates with the historical development of West Africa. The strong oral traditions that prevailed in the pre-literate societies meant that only some of the region’s history was recorded in writing before the arrival of the Europeans in the 16th century. From the 19th century onwards, there are, therefore, three types of documents available, and they are closely linked to the colonization of West Africa. These are: official records started by the colonial governments continuing to modern day; regular reporting stations started by the colonial powers; and finally, temporary nongovernmental observations of various kinds. For earlier periods, the researcher depends on noninstrumental observations found in letters, reports, or travel journals made by European slave traders, adventurers, and explorers. Spatially, these documents are confined to the coastal areas, as Europeans seldom ventured inland before the mid-1800s. Thus, the inland regions are generally poorly represented. Arabic chronicles from the Sahel provide the only source of information, but as historical documents, they include several spatiotemporal uncertainties. Climate researchers often complement historical data with proxy-data from nature’s own archives. However, the West African environment is restrictive. Reliable proxy-data, such as tree-rings, cannot be exploited effectively. Tropical trees have different growth patterns than trees in temperate regions and do not generate growth rings in the same manner. Sediment cores from Lake Bosumtwi in Ghana have provided, so far, the best centennial overview when it comes to understanding precipitation patterns during recent centuries. These reveal that there have been considerable changes in historical rainfall patterns—West Africa may have been even drier than it is today.

The atmospheric circulation in the mid-latitudes of both hemispheres is usually dominated by westerly winds and by planetary-scale and shorter-scale synoptic waves, moving mostly from west to east. A remarkable and frequent exception to this “usual” behavior is atmospheric blocking. Blocking occurs when the usual zonal flow is hindered by the establishment of a large-amplitude, quasi-stationary, high-pressure meridional circulation structure which “blocks” the flow of the westerlies and the progression of the atmospheric waves and disturbances embedded in them. Such blocking structures can have lifetimes varying from a few days to several weeks in the most extreme cases. Their presence can strongly affect the weather of large portions of the mid-latitudes, leading to the establishment of anomalous meteorological conditions. These can take the form of strong precipitation episodes or persistent anticyclonic regimes, leading in turn to floods, extreme cold spells, heat waves, or short-lived droughts. Even air quality can be strongly influenced by the establishment of atmospheric blocking, with episodes of high concentrations of low-level ozone in summer and of particulate matter and other air pollutants in winter, particularly in highly populated urban areas.Atmospheric blocking has the tendency to occur more often in winter and in certain longitudinal quadrants, notably the Euro-Atlantic and the Pacific sectors of the Northern Hemisphere. In the Southern Hemisphere, blocking episodes are generally less frequent, and the longitudinal localization is less pronounced than in the Northern Hemisphere.Blocking has aroused the interest of atmospheric scientists since the middle of the last century, with the pioneering observational works of Berggren, Bolin, Rossby, and Rex, and has become the subject of innumerable observational and theoretical studies. The purpose of such studies was originally to find a commonly accepted structural and phenomenological definition of atmospheric blocking. The investigations went on to study blocking climatology in terms of the geographical distribution of its frequency of occurrence and the associated seasonal and inter-annual variability. Well into the second half of the 20th century, a large number of theoretical dynamic works on blocking formation and maintenance started appearing in the literature. Such theoretical studies explored a wide range of possible dynamic mechanisms, including large-amplitude planetary-scale wave dynamics, including Rossby wave breaking, multiple equilibria circulation regimes, large-scale forcing of anticyclones by synoptic-scale eddies, finite-amplitude non-linear instability theory, and influence of sea surface temperature anomalies, to name but a few. However, to date no unique theoretical model of atmospheric blocking has been formulated that can account for all of its observational characteristics.When numerical, global short- and medium-range weather predictions started being produced operationally, and with the establishment, in the late 1970s and early 1980s, of the European Centre for Medium-Range Weather Forecasts, it quickly became of relevance to assess the capability of numerical models to predict blocking with the correct space-time characteristics (e.g., location, time of onset, life span, and decay). Early studies showed that models had difficulties in correctly representing blocking as well as in connection with their large systematic (mean) errors.Despite enormous improvements in the ability of numerical models to represent atmospheric dynamics, blocking remains a challenge for global weather prediction and climate simulation models. Such modeling deficiencies have negative consequences not only for our ability to represent the observed climate but also for the possibility of producing high-quality seasonal-to-decadal predictions. Abstract:
Nationalism: Past as Prologue began as a single volume being compiled by Ad Akande, a scholar from South Africa, who proposed it to me as co-author about two years ago. The original idea was to examine how the damaging roots of nationalism have been corroding political systems around the world, and creating dangerous obstacles for necessary international cooperation. Since I (Bruce E. Johansen) has written profusely about climate change (global warming, a.k.a. infrared forcing), I suggested a concerted effort in that direction. This is a worldwide existential threat that affects every living thing on Earth. It often compounds upon itself, so delays in reducing emissions of fossil fuels are shortening the amount of time remaining to eliminate the use of fossil fuels to preserve a livable planet. Nationalism often impedes solutions to this problem (among many others), as nations place their singular needs above the common good. Our initial proposal got around, and abstracts on many subjects arrived. Within a few weeks, we had enough good material for a 100,000-word book. The book then fattened to two moderate volumes and then to four two very hefty tomes. We tried several different titles as good submissions swelled. We also discovered that our best contributors were experts in their fields, which ranged the world. We settled on three stand-alone books:” 1/ nationalism and racial justice. Our first volume grew as the growth of Black Lives Matter following the brutal killing of George Floyd ignited protests over police brutality and other issues during 2020, following the police assassination of Floyd in Minneapolis. It is estimated that more people took part in protests of police brutality during the summer of 2020 than any other series of marches in United States history. This includes upheavals during the 1960s over racial issues and against the war in Southeast Asia (notably Vietnam). We choose a volume on racism because it is one of nationalism’s main motive forces. This volume provides a worldwide array of work on nationalism’s growth in various countries, usually by authors residing in them, or in the United States with ethnic ties to the nation being examined, often recent immigrants to the United States from them. Our roster of contributors comprises a small United Nations of insightful, well-written research and commentary from Indonesia, New Zealand, Australia, China, India, South Africa, France, Portugal, Estonia, Hungary, Russia, Poland, Kazakhstan, Georgia, and the United States. Volume 2 (this one) describes and analyzes nationalism, by country, around the world, except for the United States; and 3/material directly related to President Donald Trump, and the United States. The first volume is under consideration at the Texas A & M University Press. The other two are under contract to Nova Science Publishers (which includes social sciences). These three volumes may be used individually or as a set. Environmental material is taken up in appropriate places in each of the three books. * * * * * What became the United States of America has been strongly nationalist since the English of present-day Massachusetts and Jamestown first hit North America’s eastern shores. The country propelled itself across North America with the self-serving ideology of “manifest destiny” for four centuries before Donald Trump came along. Anyone who believes that a Trumpian affection for deportation of “illegals” is a new thing ought to take a look at immigration and deportation statistics in Adam Goodman’s The Deportation Machine: America’s Long History of Deporting Immigrants (Princeton University Press, 2020). Between 1920 and 2018, the United States deported 56.3 million people, compared with 51.7 million who were granted legal immigration status during the same dates. Nearly nine of ten deportees were Mexican (Nolan, 2020, 83). This kind of nationalism, has become an assassin of democracy as well as an impediment to solving global problems. Paul Krugman wrote in the New York Times (2019:A-25): that “In their 2018 book, How Democracies Die, the political scientists Steven Levitsky and Daniel Ziblatt documented how this process has played out in many countries, from Vladimir Putin’s Russia, to Recep Erdogan’s Turkey, to Viktor Orban’s Hungary. Add to these India’s Narendra Modi, China’s Xi Jinping, and the United States’ Donald Trump, among others. Bit by bit, the guardrails of democracy have been torn down, as institutions meant to serve the public became tools of ruling parties and self-serving ideologies, weaponized to punish and intimidate opposition parties’ opponents. On paper, these countries are still democracies; in practice, they have become one-party regimes….And it’s happening here [the United States] as we speak. If you are not worried about the future of American democracy, you aren’t paying attention” (Krugmam, 2019, A-25). We are reminded continuously that the late Carl Sagan, one of our most insightful scientific public intellectuals, had an interesting theory about highly developed civilizations. Given the number of stars and planets that must exist in the vast reaches of the universe, he said, there must be other highly developed and organized forms of life. Distance may keep us from making physical contact, but Sagan said that another reason we may never be on speaking terms with another intelligent race is (judging from our own example) could be their penchant for destroying themselves in relatively short order after reaching technological complexity. This book’s chapters, introduction, and conclusion examine the worldwide rise of partisan nationalism and the damage it has wrought on the worldwide pursuit of solutions for issues requiring worldwide scope, such scientific co-operation public health and others, mixing analysis of both. We use both historical description and analysis. This analysis concludes with a description of why we must avoid the isolating nature of nationalism that isolates people and encourages separation if we are to deal with issues of world-wide concern, and to maintain a sustainable, survivable Earth, placing the dominant political movement of our time against the Earth’s existential crises. Our contributors, all experts in their fields, each have assumed responsibility for a country, or two if they are related. This work entwines themes of worldwide concern with the political growth of nationalism because leaders with such a worldview are disinclined to co-operate internationally at a time when nations must find ways to solve common problems, such as the climate crisis. Inability to cooperate at this stage may doom everyone, eventually, to an overheated, stormy future plagued by droughts and deluges portending shortages of food and other essential commodities, meanwhile destroying large coastal urban areas because of rising sea levels. Future historians may look back at our time and wonder why as well as how our world succumbed to isolating nationalism at a time when time was so short for cooperative intervention which is crucial for survival of a sustainable earth. Pride in language and culture is salubrious to individuals’ sense of history and identity. Excess nationalism that prevents international co-operation on harmful worldwide maladies is quite another. As Pope Francis has pointed out: For all of our connectivity due to expansion of social media, ability to communicate can breed contempt as well as mutual trust. “For all our hyper-connectivity,” said Francis, “We witnessed a fragmentation that made it more difficult to resolve problems that affect us all” (Horowitz, 2020, A-12). The pope’s encyclical, titled “Brothers All,” also said: “The forces of myopic, extremist, resentful, and aggressive nationalism are on the rise.” The pope’s document also advocates support for migrants, as well as resistance to nationalist and tribal populism. Francis broadened his critique to the role of market capitalism, as well as nationalism has failed the peoples of the world when they need co-operation and solidarity in the face of the world-wide corona virus pandemic. Humankind needs to unite into “a new sense of the human family [Fratelli Tutti, “Brothers All”], that rejects war at all costs” (Pope, 2020, 6-A). Our journey takes us first to Russia, with the able eye and honed expertise of Richard D. Anderson, Jr. who teaches as UCLA and publishes on the subject of his chapter: “Putin, Russian identity, and Russia’s conduct at home and abroad.” Readers should find Dr. Anderson’s analysis fascinating because Vladimir Putin, the singular leader of Russian foreign and domestic policy these days (and perhaps for the rest of his life, given how malleable Russia’s Constitution has become) may be a short man physically, but has high ambitions. One of these involves restoring the old Russian (and Soviet) empire, which would involve re-subjugating a number of nations that broke off as the old order dissolved about 30 years ago. President (shall we say czar?) Putin also has international ambitions, notably by destabilizing the United States, where election meddling has become a specialty. The sight of Putin and U.S. president Donald Trump, two very rich men (Putin $70-$200 billion; Trump $2.5 billion), nuzzling in friendship would probably set Thomas Jefferson and Vladimir Lenin spinning in their graves. The road of history can take some unanticipated twists and turns. Consider Poland, from which we have an expert native analysis in chapter 2, Bartosz Hlebowicz, who is a Polish anthropologist and journalist. His piece is titled “Lawless and Unjust: How to Quickly Make Your Own Country a Puppet State Run by a Group of Hoodlums – the Hopeless Case of Poland (2015–2020).” When I visited Poland to teach and lecture twice between 2006 and 2008, most people seemed to be walking on air induced by freedom to conduct their own affairs to an unusual degree for a state usually squeezed between nationalists in Germany and Russia. What did the Poles then do in a couple of decades? Read Hlebowicz’ chapter and decide. It certainly isn’t soft-bellied liberalism. In Chapter 3, with Bruce E. Johansen, we visit China’s western provinces, the lands of Tibet as well as the Uighurs and other Muslims in the Xinjiang region, who would most assuredly resent being characterized as being possessed by the Chinese of the Han to the east. As a student of Native American history, I had never before thought of the Tibetans and Uighurs as Native peoples struggling against the Independence-minded peoples of a land that is called an adjunct of China on most of our maps. The random act of sitting next to a young woman on an Air India flight out of Hyderabad, bound for New Delhi taught me that the Tibetans had something to share with the Lakota, the Iroquois, and hundreds of other Native American states and nations in North America. Active resistance to Chinese rule lasted into the mid-nineteenth century, and continues today in a subversive manner, even in song, as I learned in 2018 when I acted as a foreign adjudicator on a Ph.D. dissertation by a Tibetan student at the University of Madras (in what is now in a city called Chennai), in southwestern India on resistance in song during Tibet’s recent history. Tibet is one of very few places on Earth where a young dissident can get shot to death for singing a song that troubles China’s Quest for Lebensraum. The situation in Xinjiang region, where close to a million Muslims have been interned in “reeducation” camps surrounded with brick walls and barbed wire. They sing, too. Come with us and hear the music. Back to Europe now, in Chapter 4, to Portugal and Spain, we find a break in the general pattern of nationalism. Portugal has been more progressive governmentally than most. Spain varies from a liberal majority to military coups, a pattern which has been exported to Latin America. A situation such as this can make use of the term “populism” problematic, because general usage in our time usually ties the word into a right-wing connotative straightjacket. “Populism” can be used to describe progressive (left-wing) insurgencies as well. José Pinto, who is native to Portugal and also researches and writes in Spanish as well as English, in “Populism in Portugal and Spain: a Real Neighbourhood?” provides insight into these historical paradoxes. Hungary shares some historical inclinations with Poland (above). Both emerged from Soviet dominance in an air of developing freedom and multicultural diversity after the Berlin Wall fell and the Soviet Union collapsed. Then, gradually at first, right wing-forces began to tighten up, stripping structures supporting popular freedom, from the courts, mass media, and other institutions. In Chapter 5, Bernard Tamas, in “From Youth Movement to Right-Liberal Wing Authoritarianism: The Rise of Fidesz and the Decline of Hungarian Democracy” puts the renewed growth of political and social repression into a context of worldwide nationalism. Tamas, an associate professor of political science at Valdosta State University, has been a postdoctoral fellow at Harvard University and a Fulbright scholar at the Central European University in Budapest, Hungary. His books include From Dissident to Party Politics: The Struggle for Democracy in Post-Communist Hungary (2007). Bear in mind that not everyone shares Orbán’s vision of what will make this nation great, again. On graffiti-covered walls in Budapest, Runes (traditional Hungarian script) has been found that read “Orbán is a motherfucker” (Mikanowski, 2019, 58). Also in Europe, in Chapter 6, Professor Ronan Le Coadic, of the University of Rennes, Rennes, France, in “Is There a Revival of French Nationalism?” Stating this title in the form of a question is quite appropriate because France’s nationalistic shift has built and ebbed several times during the last few decades. For a time after 2000, it came close to assuming the role of a substantial minority, only to ebb after that. In 2017, the candidate of the National Front reached the second round of the French presidential election. This was the second time this nationalist party reached the second round of the presidential election in the history of the Fifth Republic. In 2002, however, Jean-Marie Le Pen had only obtained 17.79% of the votes, while fifteen years later his daughter, Marine Le Pen, almost doubled her father's record, reaching 33.90% of the votes cast. Moreover, in the 2019 European elections, re-named Rassemblement National obtained the largest number of votes of all French political formations and can therefore boast of being "the leading party in France.” The brutality of oppressive nationalism may be expressed in personal relationships, such as child abuse. While Indonesia and Aotearoa [the Maoris’ name for New Zealand] hold very different ranks in the United Nations Human Development Programme assessments, where Indonesia is classified as a medium development country and Aotearoa New Zealand as a very high development country. In Chapter 7, “Domestic Violence Against Women in Indonesia and Aotearoa New Zealand: Making Sense of Differences and Similarities” co-authors, in Chapter 8, Mandy Morgan and Dr. Elli N. Hayati, from New Zealand and Indonesia respectively, found that despite their socio-economic differences, one in three women in each country experience physical or sexual intimate partner violence over their lifetime. In this chapter ther authors aim to deepen understandings of domestic violence through discussion of the socio-economic and demographic characteristics of theit countries to address domestic violence alongside studies of women’s attitudes to gender norms and experiences of intimate partner violence. One of the most surprising and upsetting scholarly journeys that a North American student may take involves Adolf Hitler’s comments on oppression of American Indians and Blacks as he imagined the construction of the Nazi state, a genesis of nationalism that is all but unknown in the United States of America, traced in this volume (Chapter 8) by co-editor Johansen. Beginning in Mein Kampf, during the 1920s, Hitler explicitly used the westward expansion of the United States across North America as a model and justification for Nazi conquest and anticipated colonization by Germans of what the Nazis called the “wild East” – the Slavic nations of Poland, the Baltic states, Ukraine, and Russia, most of which were under control of the Soviet Union. The Volga River (in Russia) was styled by Hitler as the Germans’ Mississippi, and covered wagons were readied for the German “manifest destiny” of imprisoning, eradicating, and replacing peoples the Nazis deemed inferior, all with direct references to events in North America during the previous century. At the same time, with no sense of contradiction, the Nazis partook of a long-standing German romanticism of Native Americans. One of Goebbels’ less propitious schemes was to confer honorary Aryan status on Native American tribes, in the hope that they would rise up against their oppressors. U.S. racial attitudes were “evidence [to the Nazis] that America was evolving in the right direction, despite its specious rhetoric about equality.” Ming Xie, originally from Beijing, in the People’s Republic of China, in Chapter 9, “News Coverage and Public Perceptions of the Social Credit System in China,” writes that The State Council of China in 2014 announced “that a nationwide social credit system would be established” in China. “Under this system, individuals, private companies, social organizations, and governmental agencies are assigned a score which will be calculated based on their trustworthiness and daily actions such as transaction history, professional conduct, obedience to law, corruption, tax evasion, and academic plagiarism.” The “nationalism” in this case is that of the state over the individual. China has 1.4 billion people; this system takes their measure for the purpose of state control. Once fully operational, control will be more subtle. People who are subject to it, through modern technology (most often smart phones) will prompt many people to self-censor. Orwell, modernized, might write: “Your smart phone is watching you.” Ming Xie holds two Ph.Ds, one in Public Administration from University of Nebraska at Omaha and another in Cultural Anthropology from the Chinese Academy of Social Sciences, Beijing, where she also worked for more than 10 years at a national think tank in the same institution. While there she summarized news from non-Chinese sources for senior members of the Chinese Communist Party. Ming is presently an assistant professor at the Department of Political Science and Criminal Justice, West Texas A&M University. In Chapter 10, analyzing native peoples and nationhood, Barbara Alice Mann, Professor of Honours at the University of Toledo, in “Divide, et Impera: The Self-Genocide Game” details ways in which European-American invaders deprive the conquered of their sense of nationhood as part of a subjugation system that amounts to genocide, rubbing out their languages and cultures -- and ultimately forcing the native peoples to assimilate on their own, for survival in a culture that is foreign to them. Mann is one of Native American Studies’ most acute critics of conquests’ contradictions, and an author who retrieves Native history with a powerful sense of voice and purpose, having authored roughly a dozen books and numerous book chapters, among many other works, who has traveled around the world lecturing and publishing on many subjects. Nalanda Roy and S. Mae Pedron in Chapter 11, “Understanding the Face of Humanity: The Rohingya Genocide.” describe one of the largest forced migrations in the history of the human race, the removal of 700,000 to 800,000 Muslims from Buddhist Myanmar to Bangladesh, which itself is already one of the most crowded and impoverished nations on Earth. With about 150 million people packed into an area the size of Nebraska and Iowa (population less than a tenth that of Bangladesh, a country that is losing land steadily to rising sea levels and erosion of the Ganges river delta. The Rohingyas’ refugee camp has been squeezed onto a gigantic, eroding, muddy slope that contains nearly no vegetation. However, Bangladesh is majority Muslim, so while the Rohingya may starve, they won’t be shot to death by marauding armies. Both authors of this exquisite (and excruciating) account teach at Georgia Southern University in Savannah, Georgia, Roy as an associate professor of International Studies and Asian politics, and Pedron as a graduate student; Roy originally hails from very eastern India, close to both Myanmar and Bangladesh, so he has special insight into the context of one of the most brutal genocides of our time, or any other. This is our case describing the problems that nationalism has and will pose for the sustainability of the Earth as our little blue-and-green orb becomes more crowded over time. The old ways, in which national arguments often end in devastating wars, are obsolete, given that the Earth and all the people, plants, and other animals that it sustains are faced with the existential threat of a climate crisis that within two centuries, more or less, will flood large parts of coastal cities, and endanger many species of plants and animals. To survive, we must listen to the Earth, and observe her travails, because they are increasingly our own.
