CV. Milkinesia Nusantara is micro scale fresh milk processing business in Ponorogo Regency. CV. Milkinesia Nusantara will develop pasteurized milk production by Pulsed Electric Field technology and build new production place. Therefore, document that must be prepared is standard operating procedure document of production to support production activities. The data collection method for preparing SOP documents in this final project is qualitative descriptive methods. In addition, the TPC of milk samples are also tested in the laboratory as data to verify the adequacy of pasteurization. The results obtained are draft of production SOP document which is consist of introduction, overview of pasteurized milk processing, and the stages of each process. The combination of pre-heating (70oC; 20 minutes) and Pulsed Electric Field (18 kV; 4 minutes; frequency 8.197 kHz; pulse width 66 μs) in pure cow’s milk as data to verify the adequacy of pasteurization is able to reduce the total number of microbes by 99% (2 log cycles) which data is in accordance to the SNI for pasteurized milk, but the microbial reduction isn’t in accordance with the minimum limit on the 5D concept. In general, the evaluation of SOP document draft in CV. Milkinesia Nusantara were responses, inputs, and suggestions related to draft of SOP.

Since 1998, the Scottish Government has periodically issued guidance for child protection practice. This has grown from seventy-seven pages to two hundred and seventy pages in the latest draft iteration – The Draft National Guidance for Child Protection in Scotland (2020). This review of the Draft Guidance takes a rare, because critical and problematising, look at a policy document intended to influence social work practice with children and families. The review points to omissions, questions inclusions and looks at the ways that the Draft Guidance seeks to claim our attention for some matters and not others. With a focus upon appearances and the author's impressions, close reading of text and language usage, the review offers strategies for critical reading of policy documents.

Abstract Background The transition of older persons between care settings is recognised as a particularly critical and vulnerable period (Renom-Guiteras et al. 2014). Appropriate documentation and processes are key in assisting the provision of quality, safe, person-centred care when transferring older persons from residential to acute care settings. This paper reports on the design phase of a national transfer document for older persons. The objective was to inform the development of a draft national transfer document. Methods Development consisted of two phases 1) an integrative review and 2) focus group interviews with stakeholders. The review was guided by Whittemore and Knafl‘s (2005) integrative review framework. Data from studies using both quantitative and qualitative methodologies were extracted and thematically analysed. Using a qualitative descriptive approach, focus group interviews (n=8) were conducted with a convenience sample of key stakeholders (n=68) to establish their perspectives regarding transfer documents. Data were analysed using content analysis. Results from both phases were integrated to guide the development of the draft document. A multidisciplinary panel of experts in older persons care, reviewed and provided feedback on the draft transfer document. Results Within the review, thirty identified papers focused on transfer documentation between residential and acute care. Results indicated that using a standardised document can potentiate the delivery and acceptance of relevant person-centred information between all parties when transferring an older person between residential and acute care settings. Qualitative interview findings highlighted important aspects for consideration regarding the layout, content and format of future transfer documentation. Following collaboration with the expert panel the transfer document was developed for piloting. Conclusion Consistency and clarity of information is key for a successful transfer of older persons from residential to acute settings. Information needs to be evidence-based, current, and subject to response and change in accordance with best available international practice.

A draft "API Recommended Practice for Design, Analysis, and Maintenance of Mooring for Floating Production Systems" was developed recently by the API Task Group on Mooring Design for Floating Structures. This document is closely related to API RP-2P, "Recommended Practice for the Analysis of Spread Mooring Systems for Floating Drilling Units." because both documents address mooring of floating units. However, this document is also different in many ways from API RP-2P because there are significant differences between a floating drilling mooring system and a floating production mooring system. Major differences of this document from API RP-2P are:The design environment is significantly more severe.Dynamic instead of quasistatic mooring analysis is recommended; tension limits are relaxed.Guidelines for thruster-assisted mooring are included.Fatigue analysis is required. In the course of developing the Draft RP, the API Task Group has done some fundamental work to establish a rational design practice for FPS mooring systems. This paper highlights the new design practice, presents its basis, and points out areas where future work is needed.

Abstract:
Purpose As researchers are writing a draft paper with incomplete structure or text, one of burdensome tasks is to deliberate about which references should be cited for one sentence or paragraph of this draft. In view of the rapid increase in the number of research papers, researchers desire to figure out a better way to do citation recommendations in developing their draft papers. The purpose of this paper is to propose citation recommendation algorithms that enable the acquisition of relevant citations for research papers that are still at the drafting stage. This study attempts to help researchers to select appropriate references among the vast amount of available papers and make draft papers complete in reference citation. Design/methodology/approach This study adopts a model for recommending citations for incomplete drafts. Four algorithms are proposed in this study. The first and second algorithms are unsupervised models, applying term frequency-inverse document frequency and WordNet technologies, respectively. The third and fourth algorithms are based on the second algorithm to integrate different weight adjustment strategies to improve performance. Findings The proposed recommendation method adopts three techniques, including using WordNet to transform vector and setting adjustment weights according to structural factors and the information completeness degree, to generate citation recommendation for incomplete drafts. The experiments show that all these three techniques can significantly improve the recommendation accuracy. Originality/value None of the methods employed in previous studies can recommend articles as references for incomplete drafts. This paper addresses the situation that a draft paper can be incomplete either in structure or text or both. Recommended references, however, can be still generated and inserted into any desired sentence of the draft paper.

This paper presents an original natural language processing (NLP) approach for building of back-of-the-book indexes. Our indexing system, IndDoc, exploits some terminological tools and automatically builds an index draft of the analysis of the document text. The indexer then has to validate that index draft through a dedicated interface. This approach has been tested on several documents with promising results. Relying on our experience in developing and testing the IndDoc indexing system, we aim at assessing the contribution of terminological analysis as well as the level of maturity that computational terminology has reached in the indexing perspective.

If a paper document is sent to the institution through regular mail, the artifact is immediately scanned and digitized. In fact, it turned out to be quite the opposite. The more a company uses computers for digital workflows, the more it documents and prints. Above all, every document must be authenticated. A document without a signature is only a draft or an information note. To get the signature, the documents are printed and then often scanned, and the original documents are kept on file. It is now clear that the (paperless) workflow cannot be implemented without electronic digital signatures. In this study, an improved public key infrastructure-based Digital Signature Authentication Service is proposed for higher key storage system. In this method, the CAs included in the list provide certificate-based digital identifiers and time stamping services that comply with global regulations, such as the eIDAS standard. Electronic digital signatures are already supported for most popular office document formats. Timestamps are supported, including multi-person document signatures.

Purpose: We aimed to review and provide a quality improvement for the document utilized by the relevant Korean government body to verify and evaluate foreign university/college graduates’ eligibility for nursing and qualification to take the Korean nursing licensing examination.Methods: This was a descriptive study. We analyzed the current Korean qualification system for foreign graduates to Korean nursing licensing examination and the same system utilized in some other countries. Then, we created a draft of the reviewed qualification standards document based on the 2 prior analyses and their comparisons, and applied a questionnaire in an open hearing with 5 experts to enhance the draft’s quality. Finally, we presented and discussed the final draft.Results: The reviewed criteria of the qualification standards included confirming whether the foreign graduate’s university has an accreditation provided by its relevant government body, the exclusion of foreign graduates’ provision of several documents previously required, a minimum number of credits (1,000 hours) for their original course, a 3-year minimum enrollment period for their original course, and a mandatory reassessment of the foreign graduates’ university recognition in a 5-year cycle.Conclusion: We believe that by creating a review draft that addresses the flaws of the current document utilized to determine the qualification for foreign graduates to take the Korean nursing licensing examination, we have simplified it for a better understanding of the application process. We hope that this draft will contribute to a more objective and equitable qualification process for foreign university nurse graduates in Korea.

This essay reproduces in its entirety a translated version of a hitherto neglected document from 1941, entitled “Armed Services’ and Foreign Ministry’s Revised Draft, April 21.” The revisions pertain to the so-called “Draft Understanding between Japan and the United States,” a plan for peace in the Pacific which Ambassador Nomura Kichisaburō submitted to U.S. Secretary of State Cordell Hull on 14 April, and then to Japanese Prime Minister Konoe Fumimaro on 17 April. The revisions – or, to be more exact, the scarcity of revisions – suggest that even the Imperial Japanese Army viewed the Draft Understanding with an equanimity that has escaped previous scholarship. In so doing, the reproduced document raises important questions about the gulf separating Japan’s armed services and hardline Foreign Minister Matsuoka Yōsuke.

Abstract:
Public policies and regulations strongly influence research and manufacturing in pharmaceutical sector. Therefore, it is of critical importance that these policies and regulations are of high quality as well as appropriately balanced between general rules and detailed solutions. The process of public consultations prolongs adoption of novel documents. On the other hand, comments from different stakeholders like academia, industry, public administration and patients allow 360-degree critical evaluation of the document and a better understanding of the topic. This mini-review summarizes the contributions of numerous members of ORBIS project team in open consultations of draft regulatory documents published by European Medicines Agency (EMA) and the International Council for Harmonisation of Technical Requirements for Pharmaceuticals for Human Use (ICH). ORBIS project feedback on the Pharmaceutical Strategy for Europe is also presented. ORBIS project members contributed to open consultations of two ICH draft guidelines, and three EMA draft documents. ORBIS project was also active during the European Commission’s efforts to develop Pharmaceutical Strategy for Europe. The interaction between representatives of academic and industrial sectors allowed to form balanced comments. We hope that this paper will inspire more researchers to participate in future open consultations on public policies.

The legislative and other activities of the Moscow City Duma (Duma) are associated with an intensive document flow. The entire array of documents created and received in the course of the Duma’s activities forms its documentary fond, the most important part of which goes for archival storage to the fond no. R-3303 “The Moscow City Duma.” The procedure for submitting draft city laws and Duma resolutions to the Duma is regulated by the City Law of Moscow no. 70 “On Laws of Moscow and Resolutions of the Moscow City Duma” and Articles 44 and 45 of the Duma Regulations. Initially, the drafts are submitted to the Organizational Department (OD). The Commission for Organizing the Work of the Duma makes a decision on the draft document’s compliance with the requirements for the design of projects. In case of a positive decision, the OD places the draft document in the information system for supporting legislative activities. The accompanying materials are also submitted: conclusions of the State Legal Department, Prosecutor’s Office, Mayor of Moscow, Duma Commission, Chamber of Control and Accounts of Moscow, independent anti-corruption expertise, as well as list of amendments. The Duma’s documentary fond is formed in accordance with consolidated nomenclature of files. The nomenclature of files is developed and approved by the Duma to ensure the order of formation and accounting of files, determining terms of their storage and basis for compiling series for transfer to archival storage. According to the Federal Law no. 125-FZ of October 22, 2004 “On Archiving in the Russian Federation,” the Duma is an acquisition source of the Archival Fond of the Russian Federation. The documents are transferred to the Archive Fond after examination of the documents’ value. The examination is carried out with the participation of the Duma Apparatus. The documents transfer for permanent state storage is carried out by the Department of the Duma Archival Fond of the Directorate for Documentation Support. For the Duma, a ten-year period of documents temporary storage in the Archive Fond is established, after which the documents are to be transferred to the Central State Archive of the Moscow City for permanent storage. Currently, documents dating from 1993 to 2009, that is, for the period of the 1st to 4th Duma convocations, have been submitted to fond no. R-3303. The article describes this archival fond for the first time and concludes that it is of great importance for studying modern history of the Moscow city administration.

Abstract The aim of this paper was to review and evaluate drafts of forest policy documents that have been developed for the purpose of updating the Polish “National Forest Policy” of 1997, but never entered into force. A total of 14 documents were covered in this analysis including 13 Regional Operational Programmes of the National Forest Policy and the draft of the National Forest Programme (NFP) developed in 2000–2005, as well as nearly 300 recommendations for the “second” NFP, elaborated in 2012–2016. Very soon after the “National Forest Policy” came into force, it turned out that it needed to be adjusted to changing legal, social and economic conditions. The first attempts to revise and amend the document were made already in 2000. As a result, until 2004, 17 Regional Operational Programmes of the National Forestry Policy were developed and, on that basis, until mid-2005 a draft for a new NFP was worked out. However, the draft was neither adopted nor did it ever enter into force. The second attempt to work out the NFP was made in 2012 and resulted in the development of nearly 300 recommendations to the programme. However, to date, the NFP itself has not been finished. Most of the documents examined here refer to the current priorities of the European forest policy, and thus they would close gaps in the Polish “National Forest Policy”. In this context, the recommendations to the “second” NFP are of great importance, because they were prepared through a wide participation of various stakeholders and they refer to a wide range of problems, propose specific legal regulations, as well as indicate directions for further development of the Polish forest sector. However, the completion of the NFP is a matter of political decision that rests with the Council of Ministers.

The Draft Constitution of the Ukrainian People’s Republic (UNR), was prepared by the Commission of the Central Council of Ukraine in December 1917, had almost not been reflected in contemporary Ukrainian historiography. The subject of the research is the results of the work of the Legal Document Preparation Commission, which gave a legitimacy to the restoration of the Ukrainian statehood and were embodied in the Draft Constitution of the UNR. The methodology of the article is determined by the requirements of historical and legal research. The method of comparative legal analysis of legislative acts and normative documents allows comparing the Draft Constitution of the UNR with the Statute on the State System, Rights and Freedoms of the UNR, worked out on the basis of the above mentioned Draft. The analysis of the constitutional draft was carried out taking into account the specific historical conditions and circumstances of its emergence, according to the historical method of the interpretation of law. The method of qualitative analysis of legal documents was used to scrutinize the norms enshrined in the Draft Constitution of the UNR. The usage of various research methods allows following the evolution of the constitutional entrenchment of the restoration of Ukrainian statehood in the Universals of the Central Council of Ukraine, in laws and constitutional documents, as well as presenting Mychailo grushevsky’s vision of components of the future constitution, his confidence in the democratic character of the Ukrainian state, giving an opportunity to analyze the draft Constitution of the UNR, published in December 1917, and comparing it with the Statute on the State System, Rights and Freedoms of the UNR, which was approved by the Small Council in April 1918. According to the constitutional draft, the UNR, consisting of 10 provinces, should become an autonomous part of the Russian Federal Republic. The Draft Constitution included also the principles of popular sovereignty, democratic system, the division of powers, the creation of check-and-balance system in the functioning of the authorities, judicial guarantees of the sovereignty of the Ukrainian republic, decentralization and development of self-government, protection of the citizen rights and the rights of national minorities.

If a paper document is sent to the institution through regular mail, the artifact is immediately scannedand digitized. In fact, it turned out to be quite the opposite. The more a company uses computers for digitalworkflows, the more it documents and prints. Above all, every document must be authenticated. A documentwithout a signature is only a draft or an information note. To get the signature, the documents are printed and thenoften scanned, and the original documents are kept on file. It is now clear that the (paperless) workflow cannot beimplemented without electronic digital signatures. In this study, an improved public key infrastructure-based DigitalSignature Authentication Service is proposed for higher key storage system. In this method, the CAs included inthe list provide certificate-based digital identifiers and time stamping services that comply with global regulations,such as the eIDAS standard. Electronic digital signatures are already supported for most popular office documentformats. Timestamps are supported, including multi-person document signatures.

Data for this study were collected through documentary research, gathering various documents related to the Draft National Education System Law as of August 2022. Data analysis was conducted by comparing and contrasting the content of Article 52 with the objectives of existing non-formal religious education and within the context of national education. The results of this analysis provide a comprehensive understanding of the concept and potential implementation of non-formal religious education within the proposed legal framework. The findings also illustrate potential implications in the context of national education. The publication of the document Draft Tactics. For the Overthrow of the Military Dictatorship. For the Establishment of a National Democratic Government is preceded by an introductory article which examines the development path of the Egyptian communist movement. The focus is on a key moment in the history of the movement, namely the communist attempt to oppose the military regime of the Free Officers established in the country in 1952. Having failed to become their ally, the Egyptian supporters of the Marxist idea chose a course of open confrontation with the army officers. A typewritten copy of the Draft Tactics is held at the Russian State Archive of Contemporary History (RGANI). This document is part of a larger dossier that includes minutes from the August 1955 meetings of the “unity committee” that resulted in the creation of the Unified Egyptian Communist Party. The documents were translated from Arabic by Soviet embassy officials in Cairo and, according to a note accompanying the dossier and signed by Soviet Foreign Minister A.A. Gromyko, were sent by Soviet Ambassador in Egypt D.S. Solod to the Soviet Foreign Ministry, from where they were forwarded to the CPSU Central Committee.

The present article is a study of the lengthy draft of the 1275 Freiburg legislation. The document did not become an official charter, but remained only a draft. The lengthy draft modified and supplemented some of the provisions of an earlier charter, the short draft of 1275, and an even earlier city law book, the 1218 Stadtrodel. There are new laws related to civil law in the lengthy draft. At the will of the lord of the city, additions were made to the text of the charter, regulating the levying of land taxes (der Zins) on townsfolk and restricting the ability of fugitive dependents from lords’ estates to reside in Freiburg. The main changes relate to the activities of city councils. In contrast to the short draft, the lengthy draft sets out the powers of the so-called Junior Council. Despite the fact that the lengthy draft did not become official laws, it became the basis for writing the current city charter of 1293.

In accordance with the Program for the Development of federal accounting standards, a new Federal Accounting Standard 27/2021 “Documents and Document management in Accounting” was adopted back in 2021, but questions about its application in practice do not stop. Despite the fact that the draft of this standard was developed by the state regulator of accounting — the Ministry of Finance of the Russian Federation, there is a need to link this document with other legal norms. The article uses examples to reveal the order, composition and procedure for processing primary documents in various situations and reveals the possibilities of rational but legitimate document management. During the research, such methods as analysis and synthesis, comparison, grouping, analogy, logical and systematic approaches were used. The research results obtained in this article can be applied in the practical work of modern organizations, in the educational process of higher educational institutions and in the development and reform of regulatory documents on accounting, reporting and auditing. Introduction. In 1275, two drafts of town law of Freiburg im Breisgau were created. This article presents an analysis of one of these texts, namely the short draft. Methods and materials. The main research method is comparative historical analysis. The contents of two charters are compared, namely the 1218 Rodel draft and the short draft of 1275. Analysis. There are 6 thematic clusters uniting the laws by branches of law: 1) privileges of citizens and rights of the Town Lord; 2) criminal procedure law; 3) civil law; 4) town administration; 5) trade law; 6) various laws. The first part of the laws from the short draft is a translation of the Rodelian laws, the second one represents reformulated Rodelian norms, while the last one contains new laws in the legislation of Freiburg. Results. Though the document did not become an official town charter, it manifested the changes in the town law of the 13th century, compared to the previous 1218 Town Charter. In addition, the laws in the draft reflected the political struggle for power between the Town Lord of Freiburg, the City Council of 24 and the town community. The Town Lord regained his previously lost rights, in particular the legislative initiative. However, at the same time, the short draft significantly limited Lord’s arbitrariness towards the property of citizens as well as Freiburg citizens themselves. According to the short draft, the City Council of 24 strengthened and expanded its power in the town, becoming a full-fledged legislative and executive body of the town administration. The town community, on the other hand, was losing its privileges and rights, for example, it lost the opportunity to elect some of the civil servants and members of the Council of 24.

The subject. The introduction of electronic technologies into management processes has led to the need to regulate the issues of the use of electronic personnel document management (further - EPDM). In the spring of 2020, Russia was conducting a legal experiment on the use of electronic documents related to work. As part of this experiment, according to the rules established by federal law, individual employers voluntarily refuse to issue certain types of personnel documents in paper form. It concerned employment contract and other contracts with an employee (on financial responsibility, apprenticeship), a vacation schedule, employee statements, as well as regulatory and organizational and administrative documents of the employer on labor (orders on admission, dismissals, penalties, etc.). The results of this experiment became the basis for the introduction of appropriate amendments to the Labor Code of the Russian Federation.The main purpose of the study is to develop recommendations for improving the current labor legislation for the legalization of electronic personnel document management as part of a system of measures to achieve the maximum balance of interests of employees and employers.The main methods of the research are the analysis and generalization of judicial practice on labor disputes related to the evaluation of electronic evidence, the practice of using electronic personnel document management by individual employers, both participating and not participating in the legal experiment conducted at the federal level.The main results, scope of application. The preliminary results of above mentioned experiment have been summarized and an assessment of the validity and potential effectiveness of the draft law submitted to the Russian Federal Assembly has been given. The authors propose the results of a critical analysis of the interim results of the legal experiment on the introduction of EPDM. The authors demonstrate the pros and cons of electronic document management in terms of the readiness of the current legislation for it, as well as subjects of labor relations. The innovations of the prepared draft law on the introduction of a new article 22.1 to the Russian Labor Code as well as its positive aspects and some shortcomings are considered. Not only legal and technical shortcomings are indicated, but also some fundamental substantive contradictions. For example, a negligent attitude to the involvement of employees in making managerial decisions in the social and labor sphere due to the establishment of a trade union monopoly in a number of issues of social dialogue when introducing electronic personnel document management. The draft law does not consistently address issues related to security, enhanced qualified signature and the costs associated with obtaining it by an employee. The modern attitude of Russian courts to electronic evidence in labor disputes is demonstrated by the example of judicial practice. These examples demonstrate the most pressing issues of the introduction and use of EPDM, which need to be resolved at the legislative level. There is a need for effective protection of all participants in labor relations in the context of the development of digital technologies and their implementation in the daily life of each person.Conclusions. Adoption of new federal law regulating EPDM was necessary to establish general rules for employee-employer interaction in the digital environment, as well as for legalization of the exchange of electronic documents as a way of labor management.

In this regard, it is very relevant today to study the regulations of the draft International Financial Reporting Standard IFRS S1 “General requirements for disclosure of sustainability-related financial information” (hereinafter — the draft IFRS S1). This document is aimed at developing uniform regulations for the presentation by organizations to users of their financial reporting of sustainability-related financial information. Such information, according to the this project, should include data on 1) governance, 2) strategy, 3) risk management, 4) metrics and targets. The regulations of the draft IFRS S1 regarding the provision of sustainability-related information on the first two components — on governance and strategy — are analyzed by us in this article. The rules of this document regarding the disclosure of information about the other two components — risk management and metrics and targets — will be explored by us in the next article. During the research, such methods as analysis and synthesis, grouping method, comparison, analogy method, systematic approach, logical approach were used. As a result of the research, this article presents proposals for solving problems arising from the regulations of the draft IFRS S1 in relation to the presentation of sustainability-related information on governance and strategy to users of financial reporting.

The prepared draft of the new international financial reporting standard IFRS (IAS) 1 makes significant adjustments to the regulations for the formation of financial statements. The changes envisaged by this document provide new opportunities for improving the preparation of these reports, but at the same time, the requirements in it lead to several significant problems in this area. The study’s objectives are analysing these opportunities and problems, as well as the development of proposals for their solution. Methodological analysis includes synthesis, grouping and analogy methods, comparison, logical and systematic approaches. Also, it is based on a critical analysis of the draft new IAS 1, both in terms of the terminology used in this document and the approaches provided for in it to compile various reporting forms. The research results can improve both international financial reporting regulations and Russian requirements in this area. As prospects for the study should be called an assessment of further changes made by the IASB to the draft new IAS 1, identifying the problems that arise in this case and finding ways to solve them.

Issues of laboratory soil studies standardization in offshore geotechnical survey are discussed in connection with the end of expertise of two new regulative documents – new edition of the Code of practice and Russian national standard developed on the basis of international ISO standard. Since these documents of different level belong also to different categories (geotechnical survey and oil and gas industry), the authors analyze their interrelation and consistency, from one hand, and the preparedness of Russian soil testing practice to implementation of the new standard which results from harmonization with international ones, from the other. Complete section of the standard draft related to soil laboratory testing is presented, preceded by commentary on some important issues regarding the implementation of its specific methodic statements. It is concluded that the new national GOST draft «Petroleum and natural gas industries. Specific requirements for offshore structures. Marine soil investigations» developed on ISO basis will be a useful document supported in general by Russian normative base but expanding a possible range of voluntary methods into well time-tested foreign approaches. Abstract:
This study will classify Twitter users' positive and negative opinions about the omnibus method using a frequency-inverse document frequency algorithm and a multi-layer perceptron method. The sentiment analysis process involves several stages, including B. Collecting and preprocessing data, calculating term weights using inverse term frequencies and document frequencies, and classifying data using multi-layer perceptrons. Additionally, the study visually represents Twitter's sentiment analysis results on the omnibus method. These visualizations include word cloud, top accounts, tweet frequency, hashtags, and sentiment. Three scenarios were considered to perform the classification experiments. Scenario 1 used 700 training data, scenario 2 used 800, and Scenario 3 used 900 training data. The findings show that the Term Frequency Inverse Document Frequency algorithm and the multi-layer perceptron method are adequate for sentiment analysis, with Scenario 3 yielding the highest accuracy rate of 88%.

The draft UN Declaration on the Rights of Indigenous Peoples, now before the UN Commission on Human Rights, is a far-reaching and innovative document that has resulted from more than 10 years of debate, lobbying and drafting by indigenous representatives, human rights experts and members of the UN Sub-Commission's Working Group on Indigenous Populations. The level and nature of indigenous participation in this elaboration of human rights standards has been unprecedented. The draft Declaration sets forth basic human rights that flow from long-established principles of international law and widely accepted concepts of human rights. The detailed provisions of the draft Declaration would reach out to protect indigenous communities as well as indigenous individuals from the discrimination, the deprivations and the abuses that they so often endure. The author praises the draft for its thoroughness and adherence to principle. The article summarizes and analyses the provisions of the draft Declaration and calls for others to provide futher commentary and analysis.

Abstract:
This is the first publication of the draft of the instruction on Military Historical Department of the Caucasus Military District Stuff activities. It was worked out by the Head of the District Headquarters Major General N.N. Belyavsky in 1900. The document helps to establish the area of responsibility of the institution that was a party in the foundation of the archival fund in the Caucasus region of the Russian Empire. It shows that the main concern of the Military Historical Department was research. Its members collected materials on military history, thus providing the source base for writing academic papers on the history of the Caucasus integration in the Russian Empire. Its areas of work included archiving, museum activities, and publishing. The published document provides valuable data on the problem of perished materials of regional military archives on the example of the Caucasus Military District. It is important that all Caucasus regional military archives were given into the management of the Military Historical Department. According to the instruction its stuff oversaw documents storage, compiling scientific reference apparatus, and destruction of the expired papers. Thus, the Military Historical Department was the institution that was directly responsible for the destruction of old files in the archives of regimens, directorates, and headquarters in the Caucasus Military District. The document may interest those who study the history of military institutions of the Russian Empire or preservation of cultural heritage. The instruction secured to the department such activities as sorting out, description, and control of safekeeping of documents kept in Caucasus military archives, as well as their publication and acquisition, which helped to set the scientific base for Caucasus military history studies. In its functions, the Military Historical Department was the predecessor of the Russian Military Historical Society. The published document is stored in Russian Archive for Military History (Moscow) in the fond of the Imperial Committee for Military Studies.

This article reproduces in its entirety a recently discovered document pertaining to the Draft Understanding between Japan and the United States that establishes the existence of hitherto unknown communication between the Imperial Japanese Navy and Ambassador Nomura Kichisaburōō. It challenges the long-standing historical consensus that Nomura worked independently of Tokyo in preparing the Draft Understanding. It reassesses Nomura's role in the confused process that led the Japanese government to conceive of the Draft Understanding as an American proposal and stresses the extent to which Navy Minister Oikawa Koshirōō was responsible for bringing the Draft Understanding to the point that it actually offered a chance at rapprochement. Finally, it investigates Oikawa's supine failure to act on his true responsibilities. In short, this article revises our understanding of a fateful step on the Japanese navy's path to Pearl Harbor.
