Abstract:
This chapter examines Bley's early compositions. According to Bley, her earliest mature work is the twelve-bar blues in F called Donkey, which she probably composed in Los Angeles in 1958. In a collection of her piano music published in 1981, Bley called the melody of the piece “a blues line,” even though it flies by at a rapid pace and seems more akin to bebop melodies than to anything else. Likewise, the short explosion of Ictus (also dated 1958) is to be played “as fast as possible.” Unlike Donkey, which she considered a blues, Ictus does not have chord symbols written in the way then standard for jazz scores. Indeed, many of her early works have a tendency to obscure any sense of metrical regularity through irregular placements of short phrases, held notes across the bar lines, and plenty of rests.

After a brief return to the USA during which Edith completed The Theory of the Growth of the Firm, in 1957 she and Penrose took up positions at the University College of Arts and Sciences of Baghdad, in Iraq, where they taught for two years, establishing the Economics Department. This experience triggered Edith’s lifelong interest in the Middle East, the oil industry, and the international firm. She grasped the opportunity of researching the international oil companies, convinced few economists had done this satisfactorily. She also demonstrated the commitment to her students which she was always to show, believing she had a responsibility to mentor them as, in her view, trained economists were as essential to the development of the state as doctors, agriculturalists, or engineers. E. F. Penrose studied the dynamic politics of Iraq, including the revolution of 1958. On leaving Iraq, Edith drove to Cambridge for an interview.

Abstract:
Ending poverty is a noble goal, relevant today as much as it was two decades ago when four women rose to prominent positions in their government and decided to make it their central objective. As the world strives to achieve the Sustainable Development Goals, we may find inspiration in the work of Eveline Herfkens from the Netherlands, Hilde F. Johnson from Norway, Clare Short from the United Kingdom, and Heidemarie Wieczorek-Zeul from Germany who became ministers in charge of their governments’ international development policies in 1997–8. They believed that the best way to end global poverty was to join forces in changing the policies of the international institutions where decisions affecting the poor all over the world are made and to reform donor countries development programmes. They came to be known as the Utstein Four, after the Norwegian Utstein Abbey where they formalized their collaboration in 1999. They called their collaboration ‘a conspiracy of implementation’ to contrast their action-oriented approach with the lofty pronouncements leaders agree to in big global conferences only to forget them when they return home. This volume discusses Utstein’s many contributions ranging from helping relieve the poorest countries of their debt, using debt relief to actually lift individuals out of poverty, achieving primary education for all, especially girls, and putting developing country partners in charge of setting priorities and implementing programmes of assistance. It is a story of women’s empowerment which lasted for only about half a dozen years as the original Utstein Four moved on to other positions. But their influence continues to be felt because their approach to improve aid effectiveness was codified in international agreements and practices of global institutions. The last part of the book discusses the legacy of the Utstein group and the lessons that their experience offers to the continuing challenges of eradicating poverty and achieving sustainable development.

Computational linguistics is the scientific study of language from a computational perspective. It aims is to provide computational models of natural language processing (NLP) and incorporate them into practical applications such as speech synthesis, speech recognition, automatic translation and many others where automatic processing of language is required. The use of good linguistic resources is crucial for the development of computational linguistics systems. Real world applications need resources which systematize the way linguistic information is structured in a certain language. There is a continuous effort to increase the number of linguistic resources available for the linguistic and NLP Community. Most of the existing linguistic resources have been created for English, mainly because most modern approaches to computational lexical semantics emerged in the United States. This situation is changing over time and some of these projects have been subsequently extended to other languages; however, in all cases, much time and effort need to be invested in creating such resources. Because of this, one of the main purposes of this work is to investigate the possibility of extending these resources to other languages such as Spanish. In this work, we introduce some of the most important resources devoted to lexical semantics, such as WordNet or FrameNet, and those focusing on Spanish such as 3LB-LEX or Adesse. Of these, this project focuses on FrameNet. The project aims to document the range of semantic and syntactic combinatory possibilities of words in English. Words are grouped according to the different frames or situations evoked by their meaning. If we focus on a particular topic domain like medicine and we try to describe it in terms of FrameNet, we probably would obtain frames representing it like CURE, formed by words like cure.v, heal.v or palliative.a or MEDICAL CONDITIONS with lexical units such as arthritis.n, asphyxia.n or asthma.n. The purpose of this work is to develop an automatic means of selecting frames from a particular domain and to translate them into Spanish. As we have stated, we will focus on medicine. The selection of the medical frames will be corpus-based, that is, we will extract all the frames that are statistically significant from a representative corpus. We will discuss why using a corpus-based approach is a reliable and unbiased way of dealing with this task. We will present an automatic method for the selection of FrameNet frames and, in order to make sure that the results obtained are coherent, we will contrast them with a previous manual selection or benchmark. Outcomes will be analysed by using the F-score, a measure widely used in this type of applications. We obtained a 0.87 F-score according to our benchmark, which demonstrates the applicability of this type of automatic approaches. The second part of the book is devoted to the translation of this selection into Spanish. The translation will be made using EuroWordNet, a extension of the Princeton WordNet for some European languages. We will explore different ways to link the different units of our medical FrameNet selection to a certain WordNet synset or set of words that have similar meanings. Matching the frame units to a specific synset in EuroWordNet allows us both to translate them into Spanish and to add new terms provided by WordNet into FrameNet. The results show how translation can be done quite accurately (95.6%). We hope this work can add new insight into the field of natural language processing.

En el contexto actual colombiano y la realidad que viven las mujeres en el mundo el enfoque de género no solo es un tema coyuntural sino fundamental para la construcción de políticas públicas que garanticen los derechos y libertades de las personas, en este sentido partiendo del rol que tienen las instituciones de educación superior como entidades a cargo de la formación de los futuros profesionales y el fortalecimiento de las estructuras sociales para el desarrollo sostenible de las sociedades a través de las funciones sustantivas que la integran, la investigación, docencia, proyección social y extensión, definidas por Fabre (2005) como: La docencia como proceso de enseñanza y aprendizaje de los conocimientos, producidos a través de investigación científica representada en las diferentes ciencias y constituye el contenido de las disciplinas. La extensión universitaria interrelaciona la docencia y la investigación a través de la promoción de estas acciones al entorno social para satisfacer las necesidades del desarrollo cultural y la solución de problemas de la práctica social (p.3). Y definidas también por la UNESCO en su informe a la comisión internacional sobre la educación superior para el siglo XXI como centros de ciencia y fuente de conocimientos que llevan a la investigación teórica o aplicada a la formación de profesores, medio de adquirir calificaciones profesionales, conforme a unos contenidos adaptados constantemente a las necesidades de la economía, en la que se reúnen los conocimientos teóricos y prácticos a un alto nivel y plataforma privilegiada de la educación durante toda la vida, al abrir sus puertas a los adultos que quieran reanudar los estudios, adaptar y enriquecer sus conocimientos o satisfacer sus ansias de aprender en todos los ámbitos a la vida cultural. (Delors, J., Amagi, I., Carneiro, R., Chung, F., Geremek, B., Gorham, W., ... & Stavenhagen, R, 1997). En este sentido la educación superior desde una perspectiva transformadora e integral tendría que estar abierta a la transformación constante de la persona, reinventándose y deconstruyendo sus contenidos en torno a los hechos actuales, pero cuando estas realidades confrontan las relaciones de poder que surgen entre los seres humanos por su condición de raza, sexo, etnia, religión, clase social, etc. no son tan sencillas de asimilar y por tanto se convierten en conflictos que trascienden en el tiempo y que muestran las grandes dificultades de las personas para construir relaciones en torno al diálogo desde la diferencia, es precisamente esto lo que ha hecho que las mujeres sean consideradas párate de las poblaciones en condiciones de vulnerabilidad, pues el mundo ha sido construido y diseñado por hombres, blancos, ricos y con una fe arraigada en las religiones más antiguas que difícilmente avanzan en el tiempo y acogen las realidades del mundo contemporáneo y en este sentido estructuras rígidas frente a otras formas de ver y vivir el mundo. El empoderamiento de la mujer a lo largo de la historia en gran parte ha sido gracias a la educación, desde que se le ha permitido acceder a nuevos conocimientos sus expectativas de vida y construcción personal se ha ampliado, tanto así que su interés por participar activamente en la construcción de sociedad va en aumento y su participación activa en las lucha social, la construcción de escenarios de pensamiento para las mujeres donde se les permita estar, hacer y ser desde sus propias experiencias de vida y donde los roles que ocupan la fortalezcan.
