Abstract:
The aim of this thesis is to develop a framework for the classification of documents, as a basic tool for the records management system of the Valencian Parliament, with a view to facilitate the administrative management, the decision making and the retrieval of information.The methodology employed understands two stages: a review of the history of the Institution, its policies, procedure and function and, secondly, an actualised bibliographical review about the doctrine relative to the parliamentary control of government, and archival theories about document classification.The result is a functional table for document classification which is homogenous for the entire institution and allows adequate control, protection and records management, the standardization and simplification of procedure and the optimal exploitation of information from the Chamber.In conclusion, the system designed has been seen to be valid for the institution, achieving the expected goals in affording access to all users, including managers, politicians and researchers

Abstract:
In the current context of the Information Society, taking into account the central and important role of information as a dynamic motor of organizations, one of the biggest challenges facing information professionals, especially those who play functions in archives, is the creation, maintenance and long-term preservation of authentic electronic records. Thus, the analysis of dynamic, organic and functional context of organizations and the content analysis - fundamental methodological operation in the construction of scientific knowledge about information - must be based on the principles, concepts and methods of Archival Science – discipline into the scientific area of Information Science – and Contemporary Diplomatics, in order to provide the organization an understanding of administrative, legal, social and functional contexts in which it operates, to be able to identify the main factors influencing the need to create and maintain records and also to determine the requirements that ensure the authenticity, trustworthiness, integrity, significance and usability of the information produced as well as the basis for its long-term preservation. To this end, it becomes necessary to emphasize the definition of authenticity in order to reach a consensual definition of authentic digital object and obtain their essential elements. Considering that Archives have the mission to ensure the preservation and provide access to electronic records of continuing value in their context of creation over time, it is crucial the early intervention of their professionals in the design and implementation of archival systems to ensure that all electronic records with secondary value, produced by a system, are preserved as authentic, reliable, understandable and usable. Thus, by the light of a new post-custodial, dynamical, informational and scientific paradigma, information professionals have today a new role as information managers acting in any organic context that produces informational flow.

Abstract:
The use of social media has also become an integral part of archiving. Many archives already have a Facebook profile or maintain their own blog. However, only a few make use of the full potential of Web 2.0. A concept for the strategic use of social media applications has so far been a desideratum in archival science. In this thesis such a Web 2.0 concept is created. The aim of the thesis is to answer the question of how archives can find out which Web 2.0 applications are best suited for the implementation of their work and how these are effectively implemented in the archive work. This will be illustrated using the example of the historical archive of the Ostdeutscher Sparkassenverband. At the beginning the term Web 2.0 is clarified and the most important applications are shown. This is followed by the development of the current state of research on social media applications in archives and the presentation of the practical example. The determination of the current state of the archive in the field of social media is followed by the definition of the objectives. For this purpose, the specific strengths and weaknesses of this business archive are highlighted with the help of various business management instruments. In addition, it is shown which environmental factors and participants the archive has to consider. The STEP-, SWOT- and stakeholder-analyses form the strategic basis for the discussion of the existing weblog, the introduction of a Facebook profile as well as the design of appearances at the services SlideShare and Open Gallery and the establishment of a Wiki. The practice-oriented part of the work explains the introduction and operation of the previously selected Web 2.0 applications. It also shows which marketing strategies are best suited for certain platforms and which personnel resources should be planned for this. The final part of the concept is the elaboration of success measurement. For this purpose, quantitative key figures are collected, and the objectives are then discussed. The conclusion from this elaboration is that archives should not use social media indiscriminately. Rather, one's own situation should be analyzed in order to develop individual strategies for which applications are suitable to address specific users.

Abstract:
The study aims to clarify whether or not the method of cataloguing used by the Handschriftensammlung of the Wiener Stadt- und Landesbibliothek and the Österreichisches Literaturarchiv of the Österreichische Nationalbibliothek fulfil the needs of the user and if the information being provided by the data base is enough. Last but not least the question of using standards is very important, because otherwise the library cannot become a member of cooperation, g.ex. MALVINE or LEAF. The research methods have taken a combined approach that has included both quantitative and qualitative research methods. On the one hand interviews were conducted to find out, what the users want and on the other hand the information provided by the data base was analysed. The results of the interviews show that the users are mostly satisfied with the information. There were some things mentioned which could certainly be improved. The conclusion was drawn that there are a number of benefits for the libraries if they take part in cooperation. Recommendations for further actions have been made by proposing a catalogue of measures on how the databases should be changed. Furthermore the fact that cooperations are considered as important by users should receive attention.

Abstract:
This research analyses key aspects of the academic management and current regulations that are needed for the development and implementation of a special certificate entitled University Expert in Information and Documentation, Archives and Data Protection by the University of Las Palmas de Gran Canaria (ULPGC). We study a number of threats and opportunities that justify the creation of this certificate. First, this certificate is not included in the official studies of the ULPGC. Secondly, it would meet the needs of new professionals that the labour market demand in these three specialties and, thirdly, it updates the training of university graduates in order to face the technological changes and the evolution of the socio-economic environment. Next, we develop a syllabus, which consists of five common subjects in the first year and six subjects for each specialty in the second year ending with the completion of an internship and a final degree dissertation. In conclusion, it is a special certificate taught online, which includes three different formative specializations in Information and Documentation, in Archives and Electronic Administration and in Data Protection. In addition, we specified the competences and skills that the person who passed this academic education must fulfil. Finally, the procedure and economic management of this proposal is examined. Abstract:
This thesis gives an overview on German film libraries, film archives, and other libraries with film information stock. Questionnaires were sent out to different institutions that deal with film in a broader sense. The methodic approaches for this study as well as the overview of film information stock in Germany, resulting from this analysis, are well documented. A number of non-German film institutions have been surveyed and described to compare handling of information stock in Germany and abroad. The presentation of informational institutions is followed by the attempt to systemize the different types of institutions and their various focal points in stock.

Abstract:
This research is based on the premise that the strategies raised in defending the scientific status of the archival science are poorly made. It will not reach a status of science through the strategies of establishing paradigms, an object, a method, a purpose and a terminological consensus inside the field. But its scientific must be based before in the expansion of its theoretical and methodological elements. The archival discipline in their aspirations of clarify their scientific claims is immersed in ongoing epistemological debate. Under these debate is that has sought to apply the classical models of the philosophy of science emerged in the 20th century, such as the models of the Vienna Circle, Feyerabend, Lakatos, Popper, Kuhn, etc Among These studies, are stand out the efforts made by the authors, to consolidate the scientific discipline from the model of Thomas S. Kuhn. These positions, developed inside the field, are discussed in the present investigation So, is presented the discussion in lathe to the question about whether the establishment of paradigms, object, method and purpose, and a terminological consensus of the archival discipline, is essential to clarify their scientific claims. For this, it carries out a brief historical review of the evolution of the field, and a review of the literature on the different existing positions within the discipline, when it comes to substantiate its scientific status. Identifying three main argumentative lines: the identification of the archival discipline paradigms; the establishment of the method, the object and purpose; and the terminology within the archival discipline. Of the issues raised above, is that, the majority positions within the archival discipline, subscribe to the idea that it is imperative to establish some of the three aforementioned argumentative lines to consolidate itself as a science. Therefore the basis of epistemological analysis of this work is to use some of the arguments provided by Thomas S. Kuhn, in order to identify and elucidate the problems that take place within the archival discipline, when implementing its claims of scientific. Finally, it is considered that the establishment of paradigms, an object, a method and a purpose, as well as terminological consensus within the discipline, is not necessary to determine the scientific area. At the same time, it means wrong to resort to philosophical models to clarify the scientific status of the discipline, as sciences that have been consolidated, have not done so using these strategies, but by the establishment of a successful tradition of solving problems.

Abstract:
The invention of new technologies has been fulfilled the dreams of human life. After the advent of Information Technology (IT) the situations began changed, the printed information started to be digitized and made available to use through the help of computer devices and networks. The pace of globalization and the growth of new technologies, such as the internet, have been changing the teaching learning methods in schools, colleges, universities and research institutes. Digitization is a labor-intensive process by which physical or manual records are converted into digital form. Data digitization services offer a very good opportunity for India, due to the relatively lower costs and technical skills available. In the Greater Noida institutional area only 20% libraries have been using digital library software, 80% libraries have not till used; they are using only library automation software. All of them 60% have an under processing digital library where just 40% have an existing digital library. Their digital archrivals have been initiated by the library staffs with support of the IT staffs. A few libraries have used cooperation of resource sharing where none of them have used the support of an expert for their initiative. Almost 85% users have already benefited by the digital resources. The study found that digital resources are more useful than the printed resourced in the different stages in research and almost users need their libraries to be fully digitalized.

Abstract:
This thesis addresses issues concerning the deliberate and calculated attack on cultural heritage such as libraries, archives and museums in the armed conflict of Ex-Yugoslavia. Its cultural heritage reflected the diversity of the Yugoslavian people and was for this reason a popular target in the war 1991 - 1996. It illustrates how attacks on cultural property across all countries are political as well as symbolic acts and points out the significance of strategic warfare. Furthermore, the challenge of protecting them through the international community and UNESCO conventions is analysed. First, a review of literature about the protection of cultural material and institutions is undertaken in order to identify its utmost significance and the motivation for cultural destruction in armed conflicts. Further qualitative interviews have been conducted with library directors and museum curators in Sarajevo and Osijek. In addition, a written statement is obtained from the National Library in Vienna. The analysis of interviews and written statement aims at discovering the importance of cultural heritage and the challenge of protecting them during war. The main outcome of this thesis is that a nation’s memory stored in libraries, archives and museums is of vital importance in preserving cultural identities and in linking the past and the present. However, the international community may find itself powerless to intervene and protect it, as may be seen in the case of Yugoslavia. Hence this thesis documents the fact that utmost respect and worldwide attention is required, in order to protect cultural property more effectively and to prosecute the perpetrators who are responsible for its destruction.

Abstract:
Develop guidelines for the construction of a deontological code for Archivology professionals in Venezuela, with the purpose of serving as a foundation and delimiting attributes of ethical responsibility for the exercise of graduates in the area. The methodology is of a descriptive type with a documentary and field design, having as a sample 10 reference manuals from up to 8 countries in the world and 1 of an international nature, in its sections on compositional elements, structure and form. Next, it compares the deontological principles access to information, document conservation and preservation, document management, professional incorruptibility, privacy, user service, professional responsibility and social responsibility. After that, it characterizes the deontological, ethical and moral criteria of Archival professionals in Venezuela, achieved with the application of a survey to contextualize the national scope and strengthen or contradict the criteria obtained in the comparative documentary analysis. As a consequence, a code is obtained that contains the ethical principles studied contextualized to Venezuela. From the results it is obtained that the ethical principles of different countries are in line with each other and with the ethical requirements of the Venezuelan archivologists.

Knowledge as primary good of modern society is a topic widely discussed, so that the latter is often defined in terms of the first as "information society". But what about its particular form which much of today well-being depends on: scientific knowledge? Scholar needs to publish. Academic careers depend on publishing and without scientific pubblications it would not be possible for those who decide to undertake research, build anything: "we are like dwarfs on the shoulders of giants". Scholar, however, soon learns that the traditional scientific publications, except for the text adopted as manuals, are by no means profitable. Equally, the resulting texts are not public but private. In the hands of the publishers they become subject to restrictive policies aimed at maximizing profit, not at dissemination, as any scholar would like. Libraries are forced to buy back for their users something their colleagues have produced without any expectation, except the broader circulation. A third party, the publisher, becomes the filter and a real obstacle to dissemination of scientific knowledge. The argument presented here is based on this paradox, in the belief that speech technology and markets affect the word itself, suggesting a review of recent developments which have affected the scientific communication system and discussing the movement for Open Access to scientific literature, whose goal is precisely the reconciliation between the cultural practices of scholars and the economy these practices are based on.

Concerning many problems founded on the imagetic records organization, I intend to discuss the specificity of such material. The solution adopted by Brazilians archivists usually analyzes and organizes the records based only on the images subject description, abandoning the motives that were responsible for their generation as a record. Brazilian examples on holdings of this kind of records are put under suspicion when they are collated with the principles posed by the Archival Science. I assumed that archival records (writing or imagetic ones) are, in first place, registers of an administrative action, preserved to prove that this action was made instead of ready-made sources for historical research.. In my proposal, the production context, as a directive to the archival organization, comes as a fundamental issue, capable to guarantee the comprehension of the imagetic record genesis, the identification of subjects, as well their utilization on the historical research. The argumentation, mediated by the discussion on the application of some methodological references posed by the tradition of the Warburg Institute, puts the general issue on a relational perspective.

Compared with classical objects (books, clay/tone boards, paper) the long-term preservation of digital objects places the scientists before new challenges. Since the runtime environment needed by digital objects can be obsolet, this fact leaves the question open over the future view or treatment of digital objects. Emulators are used in order to make the obsolote runtime einvironment available virtually. As software the emulators are exposed also to the old process. Therefore they are to be updated, in order to be adapted on the today's hardware architecture. T he update of a software requires execution certain tests, in order to guarantee that it fulfills its requirements. For the use in a archives system it is to be examined on the basis suitable tests whether the updated emulators received their past functionalities. In the current work a system was developed, which the admission of a emulator in a archives management system. The developed Framework have to give the user the possibility of create emulator tests and run it automatically. to support and thus the efficiency of the system.

Digitization of collections enables wide dissemination of content from our documentary heritage and increases access to rare documents and current research literature in library collections. Indian digitization initiatives have produced a vast amount of digitized documents. They are made accessible through intranets or Internet channels. However, maintaining an Internet-based online digital library system has several problems such as availability of web server for 24X7 timeframe, robust broadband connectivity, efficient retrieval engine, ownership of digitized documents, etc. This study address such issues affecting Indian initiatives. It also documents the digitization and digital preservation practices by many national and institutional initiatives. The study gives special reference to India’s largest digitization initiatives – Digital Library of India, theses and dissertations in universities, heritage items of Indira Gandhi National Centre for the Arts, National Mission for Manuscripts, and digitization of Indian journal collections. The study found that many Indian institutions have established a defined path of capacity, competency and capability development in digitization of documentary heritage. They have secured support from concerned stakeholders, parent bodies and various funding agencies. While multi-stakeholder participation is secured in digitization projects, self-sustainability of the project was also ensured. Every information system project has a life cycle. After completion of digitization project and establishment of an online or intranet-based retrieval system, normally digitization work gets discontinued. Information retrieval system needs to be continued to achieve project goals and objectives, and to serve the target audiences on long-term basis. Institutional support is also necessary for self-sustainability of such projects. Open Access to knowledge and information proves to be an efficient diffusion model for scholarly literature. Study observed that some Indian projects have established Open Access repositories at institutional or national level for worldwide dissemination of information. These repositories enhance international visibility of India’s research output

Background: This master’s degree dissertation has as its central theme policies on archival appraisal in practice in regional administration of the Autonomous Region of Madeira (RAM). An exploratory and comparative analysis to the concepts, models and theoretical and methodological influences, processes and procedures for archival appraisal is carried out, based on a theoretical scientific corpus and its international, national and regional legal-normative framework. Also, an analysis of procedures for the appraisal of archival information in the autonomous regional administration of Madeira (RAM) is made. This analysis is based on a corpus of records management ordinances published in the Jornal Oficial da Região Autónoma da Madeira, through which we identify semantic patterns around the objectives and strategic guidelines that the producers have adopted for the management and control of their informational resources. Objectives: The aim of the present study is to analyze the policies of archival appraisal from a scientific, legal and regulatory corpora, within the framework of the madeiran regional archival system, particularly around legal and normative dispositions (portarias de gestão de documentos) recommended by the regional law, as Decreto Legislativo Regional no. 26/99/M, de 27 de agosto and Decreto Legislativo Regional no. 5/2004/M, de 14 de julho. Design research and method: This master dissertation has a qualitative approach to the theoretical framework of organizational phronesis, through a review of literature and content analysis of textual corpora of the “portarias de gestão de documentos”. To support our content analysis, the specific software CADQAS was used. Results and conclusions: Regarding to the literature review around the scientific and legal corpora and the regulatory framework about records appraisal, we observe a methodological diversity practiced through different archival appraisal traditions, in particular the schellenberguian tradition, whose theoretical and methodological assumptions were incorporated by various national archival systems. The madeiran regional archival system, as extension of the national public administration, encodes the archival appraisal in records management ordinances. The results of content analysis show that the portarias de gestão de documentos are key instruments for public archival appraisal in regional public administration, for the purposes of reduction of information/documentation and for the constitution of the Archival Heritage. However, the majority of the ordinances for records appraisal focuses on idiosyncrasies of producer organization and the perspective of the archival appraisal processes and procedures only consist of a vertical relationship between the producer body and the management body of the regional system of archives. To cope with the obsolescence of the archival appraisal instrumenta and the subsequent problems of control of archival goods of the madeiran public government, we propose an increase of functions and attributions of the main managing body of the regional archival system and the regional archival network’s implementation to strengthen the existing architecture of the regional archival system.

Background: This master’s degree dissertation has as its central theme policies on archival appraisal in practice in regional administration of the Autonomous Region of Madeira (RAM). An exploratory and comparative analysis to the concepts, models and theoretical and methodological influences, processes and procedures for archival appraisal is carried out, based on a theoretical scientific corpus and its international, national and regional legal-normative framework. Also, an analysis of procedures for the appraisal of archival information in the autonomous regional administration of Madeira (RAM) is made. This analysis is based on a corpus of records management ordinances published in the Jornal Oficial da Região Autónoma da Madeira, through which we identify semantic patterns around the objectives and strategic guidelines that the producers have adopted for the management and control of their informational resources. Abstract:
Considerando o distanciamento existente entre a geração da informação legislativa oficial e sua divulgação nos meios de comunicação, objetivou-se realizar um estudo temático-comparativo entre os projetos elaborados pelo Poder Legislativo mariliense e as consequentes informações veiculadas no Jornal da Manhã e no boletim A Verdade, de modo a verificar o grau de consonância ou de oposição dos jornais face ao poder vigente. Para tanto, aplicou-se o método diplomático, que permitiu analisar e categorizar tematicamente os projetos legislativos veiculados oficialmente pelo jornal Diário Marília Notícias e compará-los às temáticas convergentes publicadas como notícia nos jornais acima citados. Como resultados, observou-se, primeiramente, a viabilidade instrumental da Diplomática para a área de Análise Documentária, particularmente no que se refere à análise e representação temática de ementas de projetos legislativos publicadas em editais. Ademais, observou-se que embora o Jornal da Manhã tenha publicado expressivamente mais notícias sobre projetos que o A Verdade, nenhum dos veículos abordou na totalidade as informações legislativas de interesse público. Em relação à orientação política dos veículos informacionais analisados, verificou-se que o Jornal da Manhã, embora não tenha tomado partido explicitamente do poder vigente, beneficiou-o em diferentes momentos mediante a aplicação de técnicas que levaram à abordagem jornalística generalizadora, enquanto o boletim A Verdade, com orientação política explícita de instrumento político na oposição ao poder vigente, valeu-se de “técnicas jornalísticas” de falseamento, encobrimento e polarização de conceitos (maniqueísmo jornalístico). Enfim, constatou-se que ambos os meios de comunicação pouco agregaram, em suas publicações, informações que orientaram o leitor ao conhecimento total dos fatos, em virtude do emprego das citadas técnicas jornalísticas, corroborando a hipótese de que veículos dessa natureza, em virtude de aspectos econômicos e/ou políticos, distanciam-se do conceito de construção da “sociedade da informação”.

This work aims to place the digital repositories within the Digital Preservation subject, and analyze how these can be considered trustworthy by their users. In this sense, it addresses standards and other documents that present requirements as an end for certification, and as elements that promote and strengthen the trust in digital repositories, also including a comparison proposal between the TRAC, the ISO 16363:2012, and the NESTOR standards. Also in this context is presented the RODA, a long-term preservation-oriented digital repository, venturing its assessment based on the requirements proposed by the said documents.
