Full textThe objectif of this thesis is to give some elements for the understanding of the process which have provoked the birth of a strong regional concience in el bajio (this region is located in the middle-ouest of mexico and is considered-s the best representative of national life) and how this territorial concience has been modified in our epoch. The work has been divided into four chapters: the first one shows that the prespanish era has been a stage of important incubation for the future regional integration of el bajio; the second one, the colonial era, shows the different phases of his colonisation-exploitation, and it shows how the economical process brought by the spanish has provoked a special process of economical integration and a phenomenon of territorial cohesion. The third chapter is an attempt to show how the integration process of el bajio was interrupted with the independence mouvement, the civil wars and the territorial politics of unification that was created and defended to consolidate the national territory, in order to deny the differences between regions. Finally, the fourth chapter shows what is el bajio today with the mental images of the persons that live there. According to the regional perception of the abajenos, can el bajio be considered as an exemple of what the french geographe fremont names "region eclatee"? It is sure that the present image of el bajio has nothing to do with reality, but with imagination or evocation of the past. Consequently, we shall say that el bajio is a functional area

Full textHaving "geoplitics" and "geomatics" as double sources of inspiration , the present thesis offers a reflexion on the contribution of the tools of geomatics' to the analysis of the evolution of Tunisian administrative boundaries. It divides into three main parts. The first part, entitled "territory changes and politics of geographical data", exposes the stakes of territorial organisation which, as is the case with other countries, is a matter of an "unconscious rationality of compromises" among different actors. The second part is devoted to the "conception of a temporal geogaphical information system for the study of the evolution of the Tunisian administrative boundaries". The approach adopted consists in a systematic formalisation of administrative boundaries by analysing the administrative unit in its different contexts (horizontal and vertical). Formalisation assigns an important place to the notion of change which allows for the temporal reconstitution of boundaries. The third part is empirical in nature and proposes a "dynamic cartography approach applied to demographical data". It doesn't restrain itself to the logic of cartographic mono-representation and supplies differentiated ad adapted answers to the various questions which the planners and decision-makers might pose

Full textThe combination of Cellular automata (CA) and distributed systems provide a simple way to model environmental and social issues by dividing the relevant areas into discrete spatial segments for parallel computation. The state evolution of each segment is divided into discrete time steps. Geographic divisions as irregular cell space give a chance to take advantage of Open Data in feeding the simulation systems. Data are analyzed to deduce the transition rules bringing distributed influences in a neighborhood. A case study of epidemic propagation modeling based on geographic divisions is presented. Given an assumption that the epidemic is spreading to people living in the neighborhood, a simulation system is generated based on adjacent neighbors with initial conditions collected from the government open data portal. A hybrid approach is introduced with the cooperation between regular tiles and irregular cellspaces in modeling shore activities. Environmental simulation is needed to represent ground and sea characteristics modeling spreading occurring on both spaces. These characteristics are very different due to soil capability and reaction, and sea behavior, in particular currents and tides. The problem of green tides is modeled when nutrients arepresented in high concentrations and entrapped by tidal currents

Full textThe political configuration of Quebec metropolitan area, provincial capital (600. 000 inhabitants), merging municipalities, the Quebec urban community and surrounding associated municipalities provide the basis for the identification of problems linked to the overall organisation resulting in the juxtaposition of several schemes within one metropolitan area. The formulation of such a scheme, at first opposed by local councils, was finally imposed by the provincial government. When, after ten years of delaying tactics, the municipalities constituting the Quebec urban community agreed on a scheme it was already too late to ensure the future of the community. More and more, urban development has expanded beyond the scope of this obsolete structure incessantly contested by local councils to the advantage of outskirt suburbs and to the prejudice of both the urban centre of the main city and of the region as a whole. The latter, becoming progressively severed from the capital, loses faith in the repeated promises of economic benefits supposed to be granted by a policy of development focussed on the regional capital. Surveying the performance of the Quebec metropolitan area leads to the conclusion that political power is needed at metropolitan and regional levels in order to fill the present void and lack of any development policy as can be discovered by geographical analysis through a direct active approach and involvement over a long period. The present experiment in urban and regional geopolitics may open new vistas to the discipline in as much as it brings political analysis within the scope of urban study
