AbstractAlaska encompasses several climate types because of its vast size, high-latitude location, proximity to oceans, and complex topography. There is a great need to understand how climate varies regionally for climatic research and forecasting applications. Although climate-type zones have been established for Alaska on the basis of seasonal climatological mean behavior, there has been little attempt to construct climate divisions that identify regions with consistently homogeneous climatic variability. In this study, cluster analysis was applied to monthly-average temperature data from 1977 to 2010 at a robust set of weather stations to develop climate divisions for the state. Mean-adjusted Advanced Very High Resolution Radiometer surface temperature estimates were employed to fill in missing temperature data when possible. Thirteen climate divisions were identified on the basis of the cluster analysis and were subsequently refined using local expert knowledge. Divisional boundary lines were drawn that encompass the grouped stations by following major surrounding topographic boundaries. Correlation analysis between station and gridded downscaled temperature and precipitation data supported the division placement and boundaries. The new divisions north of the Alaska Range were the North Slope, West Coast, Central Interior, Northeast Interior, and Northwest Interior. Divisions south of the Alaska Range were Cook Inlet, Bristol Bay, Aleutians, Northeast Gulf, Northwest Gulf, North Panhandle, Central Panhandle, and South Panhandle. Correlations with various Pacific Ocean and Arctic climatic teleconnection indices showed numerous significant relationships between seasonal division average temperature and the Arctic Oscillation, Pacific–North American pattern, North Pacific index, and Pacific decadal oscillation.

Abstract:
The Western Pacific is the most oligotrophic sea on Earth, with numerous seamounts. However, the plankton diversity and biogeography of the Western Pacific in general and the seamount regions in particular remains largely unexplored. In this project, we quantitatively analyzed the composition and distribution patterns of plankton species in the Western Pacific seamount regions by applying metabarcoding analysis. We identified 4601 amplicon sequence variants (ASVs) representing 34 classes in seven protist phyla/divisions in the Western Pacific seamount regions, among which Dinoflagellata was by far the most dominant division. Among the 336 annotated phytoplankton species (including species in Dinoflagellata), we identified 36 harmful algal bloom (HAB) species, many of which displayed unique spatial distribution patterns in the Western Pacific seamount regions. This study was the first attempt in applying ASV-based metabarcoding analysis in studying phytoplankton and HAB species in the Western Pacific seamount regions, which may facilitate further research on the potential correlation between HABs in the Western Pacific seamount regions and coastal regions.

Abstract:
The dinoflagellate Alexandrium pacificum can produce paralytic shellfish toxins and is mainly distributed in the Pacific. Blooms of A. pacificum have been frequently reported in offshore areas of the East China Sea, but not along the coast. To investigate the bloom dynamics of A. pacificum and their potential origins in the Taiwan Strait, we performed intensive sampling of both water and sediments from 2017 to 2020. Ellipsoidal cysts were identified as A. pacificum and enumerated based on microscopic observation. Their abundances were quite low but there was a maximum of 9.6 cysts cm−3 in the sediment near the Minjiang River estuary in May 2020, consistent with the high cell abundance in the water column in this area. Cells of A. pacificum were examined using a quantitative polymerase chain reaction, and they appeared to be persistent in the water column across the seasons. High densities of A. pacificum (103 cells L−1) were observed near the Jiulongjiang and Minjiang River estuary in early May 2020, where high nutrients (dissolved inorganic nitrogen and phosphate), and relatively low temperatures (20–21 °C) were also recorded. Strains isolated from the East and South China Sea exhibited the highest division rate (0.63 and 0.93 divisions d−1) at 20 and 23 °C, respectively, but the strain from the Yellow Sea showed the highest division (0.40 divisions d−1) at 17–23 °C. Strains from the East and South China Sea shared similar toxin profiles dominated by the N-sulfocarbamoyl toxins C1/2, but the strain from the Yellow Sea predominantly produced the carbamoyl toxins GTX1/4 and no C1/2. Our results suggest that both cyst germination and persistent cells in the water column might contribute to the bloom formation in the Taiwan Strait. Our results also indicate that the East and South China Sea populations are connected genetically through similar toxin formation but separated from the Yellow Sea population geographically.

This edition of Pacific Journalism Review has a gender theme. Sex is a fundamental division in all societies; all human behaviour has a biological base. The differences between men and women often involve inequalities, and this stratification is frequently seen as due to innate characteristics present in all societies. But what we do with our biological capacities is mainly a matter of learning. Anthropologists tell us that people learn their gender roles; knowing how to be a woman or a man in any society, is culturally learned. Historically, the diversity of traditional gender roles across the Pacific reveals many forms of gender difference. Women’s status varied in the region. The complexity of cultural behaviour and belief systems, the variability in the gender divisions of labour and sociopolitical systems show there were a range of determinants of female and male activities. Men and women were treated differently and behaved differently.

Flower and spur characteristics of eight apple cultivars were determined at bloom and following cell division and related to fruit growth over the season. Flower number per spur was higher in `Jonagold', `Fiesta', `Southern Snap', `Royal Gala', than in `Red Chief Delicious', `Pacific Rose' and `Fuji', and the latter three cultivars also had the lowest total flower dry weight per spur. Generally, pedicel length of the king flower was shorter than the lateral, with `Fuji' having the longest king flower pedicel and `Red Chief' and `Pacific Rose' the shortest. At full bloom, `Jonagold' and `Fiesta' had the most leaves/spur, followed by `Fuji', `Southern Snap', `Royal Gala', `Pacific Rose', with `Red Chief' having fewer leaves/spur than all other cultivars. Leaf area/spur was highest in `Jonagold', `Fiesta', `Royal Gala', and `Fuji', followed by `Southern Snap', with `Red Chief' and `Pacific Rose' having lower leaf areas and fruit set than all other cultivars. At the end of cell division, `Fuji' and `Jonagold' had the highest leaf area per spur and `Fuji' and `Royal Gala' the highest bourse leaf area. `Braeburn' and `Red Chief' had lower bourse leaf areas than all other cultivars. `Royal Gala', `Southern Snap', and `Fuji' had the longest bourse shoots and `Red Chief' the shortest.

Transfer price is an important field of study for profit maximization. As more multinational enterprises (MNEs) are involved in global trading in the recent decades, the objective to set an optimized transfer price is more crucial than ever since the difference in tax rates and tariffs have sophisticated impacts on the overall profit for the corporation. In this thesis, which focuses primarily on Asia Pacific, I will review historical transfer pricing methods, explore the factors that affect transfer price determination, and construct a mathematical model to determine the optimal transfer price by comparing and contrasting the different transfer pricing methods with data from a hypothetical company. Particularly, I will illustrate the effects of taxes and tariffs on the determination of transfer price. Consequently, I will perform sensitivity analysis with respects to tariffs, taxes, and shipping costs. The thesis will conclude with recommendations on the optimized transfer pricing methods and insights on the implications for the method.

Abstract:
Nigeria’s federal system of government is grossly problematic. It is characterized by an inordinate concentration of powers and fiscal resources in the central government. Not only is this centralist division of powers antithetical to the idea of federalism, it also fosters the dictatorship of the central government vis a vis the other levels of government. Furthermore, it indirectly entrenches the domination of the minority ethnic groups by the larger ones. So centralized is Nigeria’s ‘federal’ arrangement that it is, perhaps, better described as a unitary contraption designed to perpetually establish the hegemony of the central government. As we shall later see in this thesis, the existing division of powers among the levels of government in Nigeria has been the source of protracted acrimony, conflict, and rancour threatening to tear the federation apart. Through theoretical analysis, this thesis examines the suitability of the existing power allocation structure for a country like Nigeria. The thesis argues that the ethnically diverse character of the Nigerian federation and the age-long clamour for autonomy by the constituent units of the federation make the existing division of powers absolutely untenable and unsuitable for Nigeria. This thesis thus proposes a complete abrogation of the existing constitutional framework for the division of powers among the levels of government in Nigeria, and its replacement with a restructured federal framework that is popularly designed by the Nigerian people and cognizant of the country’s diversity. Further to this, the thesis advocates a division of powers that entrenches state and local government autonomy without compromising the unity of the Nigerian federation. It is argued that only a framework such as this will conduce to the federation’s peace and stability, and help to stem the secessionist tide currently rocking the country.

As medical device manufacturers operating in the Asia-Pacific region are planning for increased demand in the near future, they must evaluate their manufacturing footprint strategies to determine if they are getting the most value out of their supply chains given the various incentives and costs associated with regional manufacturing. Company X is investigating manufacturing expansion opportunities for medical devices due to the significant revenue growth rates expected for the Asia-Pacific region, especially in the emerging markets. This thesis deals with the development of a repeatable methodology that can be used to evaluate various medical device products and manufacturing capabilities for Asia-Pacific sourcing. The methodology was tested on a selected subsidiary to determine if a regional manufacturing opportunity exists. Furthermore, a business process, which includes insights into data collection, team formation, and implementation of footprint decisions, was developed for Company X to use in determining its overall network strategy for the sector. Other manufacturers can apply the methodology and the business process in the development of their manufacturing footprint strategies as well. Although the results from the decision analysis did not favor expansion of the manufacturing operations for the selected Product Line B in the Asia-Pacific region, they helped in identifying the key factors that would favor regional expansion. In addition, crucial factors that may be difficult to quantify, such as intellectual property rights, must be considered before making a expansion decision, even if it is the favored outcome based on the results of the decision analysis for other product lines or subsidiaries.

Historians John W. Dower, Craig Cameron, and Ronald Takaki argue that the Pacific War was a war of extermination fueled by race hate. Therefore, the clash between the military forces of the Japanese Empire and United States of America yielded a "kill or be killed" environment across the battlefields of the Pacific. This work examines the conduct of the Second Marine Division during its campaign of conquest against the Japanese held island of Saipan from June 15, 1944-July 9, 1944. It is based upon traditional military history sources to test their theories in context of the conduct of Marines toward Japanese soldiers and civilians during the Saipan campaign. Did Marines practice a war of extermination or conduct themselves in a humane manner?

TESIS PARA OPTAR AL GRADO DE MAGÍSTER EN CONTROL DE GESTIÓN
El presente proyecto de grado fue desarrollado sobre la Unidad Estratégica de Negocios Gerencia División Banca Personas de “Banco Security”, que corresponde a una de las 4 divisiones especializadas de crédito que actualmente posee el banco, orientada al desarrollo de la banca de ingresos altos, cuenta con más de 55.000 clientes, 28 sucursales a lo largo del país, con una participación de un 3% en colocaciones en el mercado bancario/financiero. El presente estudio tiene por propósito dar respuesta a dicho desafío aplicando un modelo de control de gestión derivado del sistema integral de gestión de circuito cerrado de seis etapas propuesto por (Kaplan y Norton en su libro “The Executión Premium” 2012) El modelo aplicado en este estudio consta de tres fases: formulación estratégica, desarrollo de la estrategia y alineamiento organizacional; En la formulación estratégica se establecen el propósito, objetivos de largo plazo y límites valóricos de la Gerencia División Banca Personas través de la definición de la misión, visión y creencias, respectivamente. Dichas declaraciones estratégicas apuntan esencialmente al rol social que cumple la unidad al ser un socio de los clientes. El análisis estratégico efectuado permitió identificar las capacidades y recursos con que cuenta la unidad estratégica de negocios para generar ventajas competitivas y enfrentar las complejidades del entorno que podrían afectar el cumplimiento de su misión y visión. Posteriormente se define la propuesta de valor ofrecida a sus clientes, sus atributos (soluciones oportunas e integrales y servicio de atención de excelencia) y se relaciona su cumplimiento con los resultados del análisis FODA. Se concluye que tanto las creencias como los recursos y capacidades de la unidad impulsan el cumplimiento de los atributos de su propuesta de valor. La formulación estratégica concluye con la definición de la propuesta de valor, la que relaciona los atributos y el análisis FODA. En la segunda fase de desarrollo de la estrategia, mediante el modelo CANVAS se modela la lógica cómo la Gerencia División Banca Personas opera y crea valor para la sociedad y articula su propuesta de valor. El análisis de rentabilidad del modelo permite identificar tres estrategias que actualmente utiliza la unidad: segmento por perfil del cliente, de excelencia operacional y de alianzas, y las vincula con el cumplimiento de los atributos de la propuesta de valor. Al analizar el modelo en búsqueda de alcanzar un mayor nivel de rentabilidad (cumplimiento de los atributos de la propuesta de valor al menor costo posible), se identifican propuestas de mejora en las estrategias de:  Segmento: segmentar a los clientes, para impulsar el cumplimiento del atributo integral y oportuno.   Excelencia operacional: introducir cambios en los procesos, mejorar la infraestructura y sistemas de información para impulsar el cumplimiento del atributo soluciones oportunas.  Alianzas: generar alianzas con proveedores y otros grupos de interés para impulsar el cumplimiento de los tres atributos: soluciones oportunas e integrales y servicio de atención de excelencia. Una vez definido el modelo de negocios y la estrategia se genera el mapa estratégico. Éste muestra cuáles son los activos intangibles con que debe contar la unidad y cómo los procesos relevantes de la Gerencia División Banca Personas aportan al cumplimiento de los atributos de su propuesta de valor e impulsan el cumplimiento de su misión. Luego se elabora el cuadro de mando integral que asigna indicadores y metas a los objetivos definidos en el mapa, con el propósito de evaluar el éxito de la estrategia y de generar iniciativas que impulsen el cumplimiento de los objetivos. La tercera fase y final del estudio corresponde al alineamiento organizacional. Esta etapa comienza con la elaboración de los tableros de control del departamento de operaciones y del departamento de desarrollo comercial, ambos dependientes de la Gerencia División Banca Personas. Dichos tableros surgen a partir del desdoblamiento estratégico y apuntan a generar objetivos y estrategias específicas para cada departamento, que se traducen en indicadores y metas propias, alineadas con los objetivos y estrategia de la Gerencia División Banca Personas. Esta fase concluye con el análisis del actual modelo de incentivos de la Gerencia División Banca Personas y se efectúa una propuesta de mejora de dicho modelo, sobre la base de sus tableros de control. Abstract:
A four-year war in Croatia in the early nineties left Eastern Slavonia and the Vukovar region struggling with the consequences of inter-ethnic conflict and human suffering. Poorly addressed post-ethnic reconciliation issues resulted in many challenges in everyday living for the people of Vukovar, especially so with the segregation of the public educational system based on language and ethnicity. This research explored the outcomes of the policy in Vukovar to divide the student body based on the language they spoke. The literature review examined issues of inter-ethnic conflict, post-war reconciliation, and the process of grieving and transition in order to define how these processes affect people involved in public schooling in Vukovar today. I have examined literature in intercultural sensitivity, intercultural conflict, reconciliation, cultural marginality, and identity formation. I compiled data through in-depth interviews with five specialists in the field of public educational system in Vukovar. They included a journalist and author, a teacher, administrators, and parents. I found the presence of slow but consistent increase in readiness for the process of rejoining schools in Vukovar. This convergence in attitudes of the majority and the minority groups regarding their public school education might be the best indicator that Vukovar is shifting from the position of grieving to a place more open to the new solutions and agreements. However, one should not forget that bringing students together is not a key to reconciliation. Even though it appears that parents and teachers have motivation and good incentives to accomplish the process of reuniting, the students themselves lack the understanding of the importance of the same. I hope that this study will provide insight into the state of affairs in Vukovar's educational system today and may provide insight into the ways of managing the larger issues of reintegration and reconciliation between the diverse cultural communities.

In accordance with guidelines set forth by the National Park Service Inventory and Monitoring Division, a quality-assurance plan has been created for use by the Pacific Island Network in the implementation of water quality monitoring protocols, including the marine water quality protocol (Raikow et al. 2023) and future water quality protocols that will address streams and standing waters. This quality-assurance plan documents the standards, policies, and procedures used by the Pacific Island Network for activities specifically related to the collection, processing, storage, analysis, and publication of monitoring data. The policies and procedures documented in this quality assurance plan complement quality assurance efforts for other components of the overall protocol workflow, including initial creation of the protocol as described in the protocol narrative and quality assurance plans for other monitoring activities conducted by the Pacific Island Network.

The meaning of clusters has evolved considerably over several decades. This presentation seeks to use a synthesis of the concept from the time of Mill and Marshall (industrial districts), and Smith and Young on differentiation and division of labour to encompass the work of Brusco, Becatini, Sabel, Sengenberger, Zeitlin, Pyke, Richardson, North, Lorenz, Wilkinson and Piore to extract the influence of socio-economic relationships (a blend of markets and trust-loyalty), and subsequently the contributions of Porter (traditional and high tech clusters) and Best (organizational change, techno-diversity, open-system flows and speciation). This presentation examines clustering in the electronics industry in Malaysia with a policy focus on the embedding environment within which this process has evolved in the two main regions of Penang and Kelang Valley. This presentation was presented at the Latin America/Caribbean and Asia/Pacific Economics and Business Association (LAEBA)'s 2nd Annual Meeting held in Buenos Aires, Argentina on November 28th-29th, 2005.
