Abstract:
The purpose of this research is to analyze the relationship between the executive and legislative branches of American federal government, during periods within which these two branches are led by different political parties, to discover whether the legislative branch attempts to independently legislate and enact foreign policy by using "the power of the purse" to either appropriate in support of or refuse to appropriate in opposition to military engagement abroad. The methodology for this research includes the analysis and comparison of certain variables, including public opinion, budgetary constraints, and the relative majority of the party that holds power in one or both chambers, and the ways these variables may impact the behavior of the legislative branch in this regard. It also includes the analysis of appropriations requests made by the legislative branch for funding military engagement in rejection of requests from the executive branch for all military engagements that occurred during periods of divided government from 1946 through 2009.

Abstract:
In chapter 1, we examine the nature and scale of the relationship between returns on sector Equity Traded Funds (ETFs) and their volatility. We discuss the source and direction of the effect between returns and risk and whether behavioral biases are prominent among sector ETFs. The study has implications for financial sector practitioners and investors, as it provides more information about the risk in sector ETF and whether that risk differs from that of other investment instruments. To this end, we test three hypotheses based on the relevant literature on volatility and returns: the leverage effect hypothesis, feedback hypothesis, and behavioral biases in assets pricing. We employ two measures of volatility in this chapter; specifically, we use the GARCH (1, 1) model and the Range-based autoregressive model. Chapter 2 presents an examination of the factors that affect payout policy in a frontier market. MSCI classifies the Saudi stock exchange as a large frontier market and proposes to be reclassified as an emerging market by next year. The Saudi market is characterized by the high governmental influence and dominance of individual traders on daily transactions. By studying the 12-year panel data, we assess the effect government, board characteristics, social norms and major shareholder on Saudi firms’ decision to distribute dividends. The government presence and investor taste, especially for Islamic-compliant firms, are discussed. This chapter provides valuable information for investors and practitioners by identifying the factors that should be considered when making finance and investment decisions in frontier markets.

Abstract:
This thesis examines the ability of the United Nations to use military forces to aid in the resolution of intrastate conflicts. The new spirit of multilateral activism has nurtured the belief that intervention in the internal conflicts of a state is legitimate and necessary to the peace and security of the world community at large. The purpose of this thesis is not to examine the validity of this claim. The purpose is to examine the ability of the United Nations to carry out this task. This thesis is structured around four chapters. Chapter II surveys the 'evolution' of the concept of peacekeeping and new roles assigned to U.N. forces. This chapter also examines an emerging trend in conflict in the late twentieth century - state disintegration. Chapter III investigates the ability of the United Nations to execute these new missions given its inherent limitations as a system of highly diverse political actors. Chapter IV evaluates the problems intrinsic in this new class of mission, such as the efficacy of the use of force and the requirements for the control of large tracts of territory. Chapter V is a case study of the political process as it emerged in the United Nations Transitional Authority in Cambodia (UNTAC). In the final analysis, this thesis contends that the United Nations security apparatus, as it presently exists, is ill-suited to deal with situations as intractable as Cambodia or Somalia. Abstract:
This thesis studies a group of Poles embroiled in the American Civil War. They span three generations and share culture, nationality and devotion to their ideals. The common thread running through their lives is that they came from a country that had basically disintegrated at the end of the previous century, yet they carried the concepts of freedom that they inherited from their forefathers with them to America. Their ancestral Poland had been openly democratic and deemed dangerous to the autocratic imperial neighbours that partitioned it. These men came to a new country, then exercised their “Polishness” as they became embroiled in the great American upheaval, the Civil War. Of the nine of them examined, four sided with the North and four with the South. Another began in the Confederate cavalry and finished with the Union. In a war commonly categorized as a struggle between two American regions, there has not been significant attention devoted to Poles and foreigners in general. These men carried their belief in democratic liberalism with them from Europe in to the American War. Whether fighting to keep a Union together or to establish the new Confederacy, they held to their ideals and made a significant contribution.

Abstract:
While journalistic ethics exists in the Untied States today, it works primarily to address dilemmas in the profession, as opposed to working to comprehensively understand journalism in relation to its public duties. This role in United States journalism is not only misunderstood by the majority of journalists working in the media industry, it is also misunderstood by the public. This misinterpretation is directly linked to the concepts of cultural separation between the 'natural' laws that run the market place and those things in society that influence everything else. In this sense, journalism has become an industry working in the market place. Essentially, the product of completely corporatising the media industry has created a gap between the role of journalism in a democratic society and the current state of journalism in the United States. That said, the relationship between the media and democracy can be traced back through the history of United States democracy and the subsequent history of journalism as a profession that was an essential part to keeping the public sphere of democratic debate healthy. A section of journalists, public journalists, currently attempt to heed the public responsibility needed to create this space for democratic debate. However, these journalists, though earnest in their pursuit to rebuild the type of journalism needed to create this democratic sphere, cannot reach the masses effectively without more funding and more autonomy. Likewise, the public broadcast station (PBS) in the United States could be enhanced in many ways with more funding and more autonomy. Such funding and autonomy for media in the United States could come from a tax-payer funded public broadcast station. And though not all media need to bear the responsibility of journalism focused on public life and politics, a section of the mass media should commit itself to creating a sphere to enhance democratic debate. This thesis explores the necessity of a government funded mass media source in the United States. Given that United States media and democracy are inherently linked, as I will aim to show through the development of democratic history and the development of liberal democracy in the United States today, the ethical need for a media source that can fulfil its democratic duties.

Abstract:
This thesis is a study ofthe policy which the Heath Government of 1970-74 pursued towards the United States. The established interpretation of the Govern...'Tlent's policy is that, unlike all other post-war governments, it chose to give clear priority to Britain's relationship with the EEC over that with America, with Heath himself being primarily responsible for this re-orientation in British foreign policy. The thesis seeks to re-assess the Government's policy by conducting a detailed examination of the range ofissues which affected Anglo-American relations (except in intelligence gathering). It has been based primarily upon the government's records but also draws on interviews and correspondence with some of those involved, together with a range of other material. The thesis demonstrates that Edward Heath did not dictate the policy which his Government pursued and that this was based upon close consultation between ministers and officials who attached·great importance to Britain's relationship with / the us. It reveals that, while entry to the EEC had a very important effect on L.'J.e Anglo-A.'Tlerican relationship, a number of other major factors, particularly defence policy, were also very important in determining the Government's relationship with America. British interests in a number of areas, therefore, required the Government to work with the us to influence its policies. The thesis examines in detail the policies which the Government pursued and demonstrates that many ofthe assumptions made about its approach to, for example, the 'Year ofEurope' and the October War during 1973, are profoundly mistaken. Like its predecessors, the Heath Government sought to achieve a balance in its relationships with America and the Community, consciously seeking to get the best ofboth worlds, rather than opting decisively to give priority to the Community over America.

Abstract:
Small business leaders (SBLs) underutilize billions of dollars of U.S. government funding for small business subcontracting. The role of small business in the United States is important to local economies as well as a major contributor to the U.S. economy. Using the resource-based view as the conceptual framework for this study, the purpose of this qualitative multiple case study was to explore the strategies 5 government support sector SBLs in the mid-Atlantic region used to obtain U.S. government subcontract awards to remain sustainable. The selection criteria for this study consisted of small businesses in the mid-Atlantic region that have obtained subcontracts on prime government contracts. The data collection process included a review of the small business documents and participants' responses to semistructured interviews. The data analysis process included case study analysis and cross-case comparisons using methodological triangulation. Based on the data analysis, themes that emerged from the results of this study included education, experience, and networking related to strategy creation and implementation by the SBLs to obtain subcontracts on prime contracts. The findings of this study may contribute to social change by providing SBLs an opportunity to learn strategies to obtain subcontracts, which could increase organizational opportunities, promote job creation, and help to improve local economies through increases in tax revenues that could help the elderly, children, and others within the community.

This study examines existing theories regarding local government consolidation and applies them to four case studies. From existing theories, thirty-four factors that influence the outcome of consolidation attempts are identified. These thirty-four factors are applied to four case studies. These are Nashville/Davidson County (1958), Cleveland/Cuyahoga County (1959), Nashville/Davidson County (1962), and Jacksonville/Davidson County (1967). Thirty of the thirty-four factors prove to be less influential than theorized. Four factors prove to be essential to any successful consolidation attempt. They are as follows:1. The presence of long standing unsolved problems that are under the jurisdiction of the local government.2. The presence of a crisis situation.3. Favorable state laws regarding the types of voting majorities needed for passage of consolidation measures.4. The presence of a strong grassroots campaign for consolidation.

This thesis analyzes a crucial period in the relations between the Federal Republic of Germany and the United States of America, through the use of US government internal documents. Willy Brandt brought forth a new vision of Ostpolitik that was starkly different from policies that the US had dealt with before, subsequently leaving the Nixon Administration largely unsure of how to react. The change in FRG economic positioning vis-à-vis the United States, and catalyst political events in the 1960’s, created the impetus for Brandt’s vision of OStpolitik, which culminated in the interim West German control of the Western Alliance’s Eastern Politics.

Abstract:
Through a study of Boston and federal social policy, this dissertation analyzes the rise of public-private partnerships between government and nonprofit organizations in the United States over the second half of the twentieth century. A mixture of community mobilization and an elite knowledge economy positioned Boston at the forefront of a growing nonprofit sector that repeatedly captured the attention of funders in government and philanthropy. A policy shift in the 1960s for the first time authorized federal agencies to issue grants to private, nonprofit organizations as a strategy of poverty reduction and urban governance. Outsourcing social welfare provision in this way positioned nonprofit organizations as responsible for the economic, physical, political, and social development of neighborhoods. Such public-private partnerships infused neighborhood-based nonprofits with resources and authority that increased community control over the distribution of public goods and services. This decentralized, privatized system of governance grew the size, reach, and activities of the American state, but did so in indirect and ultimately insufficient ways. The project pairs policy analysis with narratives of local implementation, attending as much to how programs operated and received funding, as to what they actually did. An approach combining urban, policy, and business histories is applied to the extant records of many Boston nonprofits—grant applications, government program manuals, nonprofit reports, legislation, financial data, and contract agreements—to follow the local careers of several federal programs, including the Juvenile Delinquency and Youth Crime Commission, War on Poverty, Model Cities, Law Enforcement Assistance Administration, Community Development Block Grants and Empowerment Zones. This emphasis on implementation in Boston neighborhoods reveals how liberalism and neoliberalism functioned as governing practices that transformed the shape of the American welfare state and the institutional landscape of cities. Delivering social welfare through private, local, and, increasingly, market-based mechanisms produced affordable housing, provided social services, and encouraged participation. At the same time, the rise of public-private partnerships did little to prevent the continued concentration of poverty and inequality that characterized American cities at the end of the twentieth century.

Abstract:
Political and institutional leaders in the Pacific Northwest have struggled over how best to manage Columbia River Basin development and the implications of that development since the early 1900s. Their efforts present a seeming paradox: whereas prominent political and institutional leaders believed some form of regional governance system was necessary, those same leaders refused to establish systems with the decision-making authority necessary to resolve the issues that led them to create the systems in the first place. This study examines the historical record at the institutional level to determine why. This study found twenty-six governance systems proposed since 1933 of which eleven were enacted. Prior to then, a private market oriented system dominated, assisted by supportive federal agencies with jurisdictional authority over individual resource domains. Since 1934, the Basin has experienced an unbroken succession of one governance system or another, at times with multiple systems operating in parallel. This study categorized each system under one of four governance models, distinguished by the locus of decision-making. Transitions from one system to another came about through evolutionary processes or the emergence of circumstances that allowed for dramatic shifts between models. Evolutionary change within models resulted in collapse due to internal structural weaknesses or shifts to improved systems through mutual agreement. Dramatic change between models occurred when a "critical situation" appeared that called existing governance systems into question and allowed new systems to rise in their place. Four such critical situations occurred between 1929 and 1999. These were the onset of the Depression, the end of World War II, the hydro-thermal crisis of the mid 1970s, and the first ESA listings of salmon in 1991. This study concluded that the conflicting interests of powerful institutions only partially explain the Basin's governance paradox. Differing worldviews and senses of institutional culture, identity, and values aggravated the conflict over competing interests by shaping the perspectives each party held over the goals and motivations of the others. This study recommends further research to determine how institutional values translate into individual level decision-making. It offers a theoretical framework under which such research might proceed.

This project investigates the viability of performing United States Air Forces Central (USAFCENT) government purchase card (GPC) purchases by utilizing reachback services. The study analyzed FY 2011 data to include the number of deployed contingency contracting officers (CCOs), GPC actions, and total contract actions at each Expeditionary Contracting Squadron. Using this data, models were developed that showed potential reductions in deployed CCOs if GPC actions were sent from USAFCENT area of responsibility to a stateside reachback cell. The study provides recommendations based on the potential reductions of deployed CCOs. One such recommendation is to stand up a test reachback cell. This cell will employ the recommended number of personnel developed by the models in this project..

This thesis analyzes cases of construction litigation involving the U.S. Naval Facilities Engineering Command (NAVFAC) for the period 1982-2003. NAVFAC construction litagation cases were extracted from the historical trail decision record of the Armed Services Board of Contract Appeals (ASBCA). The thesis provides trend data for all "first time" construction litigation cases brought before the board over the last 21 years. A total of 666 cases involving NAVFAC construction contracts were identified over this 21 year period. The characterization of these cases was accomplished through a review and tabulation of ASBCA identified primary causes and a subjective analysis of "root" causes from a random sample extracted from the total population. The random sample data set totals 30 cases and was taken from cases litigated in the last 10 years. Recommendation based on the findings are given to NAVFAC.

The taxation-accountability theory broadly states that if governments are dependent on taxation, they will become less corrupt and more accountable to citizens. The need to raise tax revenue is said to spark incentives that lead to mutually beneficial bargaining between government and citizens. Citizens agree to make tax payments in return for more accountable governance and increased influence in government decision-making. Several scholars have shown empirical evidence in support of this taxationaccountability theory at the national level, yet few have studied it at the local government level. This paper explores this theory in the context of Mexican municipal governments using a mixed methods research approach. It first surveys the relationship between taxation and accountability using econometric analysis and then employs a comparative case study of six urban municipalities that are under considerable pressure to raise their tax revenue. The latter is based on several months of field research conducted in the states of Guerrero, Tabasco, Baja California Sur, Aguascalientes, Yucatán and Coahuila. It reveals the processes that evolve from revenue pressure, whether they lead to tax bargaining, and the extent to which greater accountability can be expected as a result. The findings provide some evidence of tax bargaining and positive correlations between the importance of taxation in a government’s budget and accountability. However, the causal link to greater accountability is not straightforward and is greatly hindered by the institutional framework surrounding local government. While implicit agreements between government and citizens showed that equilibrium between taxation and accountability was consistently maintained, restrictions on local power and other institutional factors stood in the way of increased local taxation sparking greater local accountability. These factors may be remedied by reform.

In part 1 of this study I examine several models of competitive markets in which a group of uninformed traders uses the equilibrium price of a traded asset as an indirect source of information known to a group of informed traders. Four different models are compared in two homogeneous information cases plus one asymmetric information case, revealing a) an allocative efficiency benefit resulting from the opportunity to trade current consumption for future consumption, b) a 'dealer' benefit accruing to traders who are able to observe and act on demand fluctuations not apparent to other traders, c) a 'hedging' benefit accruing to all traders, and d) a loss of hedging benefits due to information dissemination before hedge trading can take place. The effect of an increase in precision of information given to informed traders is calculated for the above factors and for net welfare. In part 2, a two-factor model using the instantaneous rate of interest and the return on a consol bond to describe the term structure of interest rates - the Brennan-Schwartz model - is used to derive theoretical prices for American call and put options on U.S. government bonds and treasury bills. These model prices are then compared with market prices. The theoretical model used to value the debt options also provides hedge ratios which may be used to construct zero-investment portfolios which, in theory, are perfectly riskless. Several trading strategies based on these 'riskless' portfolios are examined.

The theoretical debate over the ability of parties and leaders in the House of Representatives to influence legislative decision-making is at the center of much of the literature on Congress. On the one hand, the Procedural Cartel perspective argues that while the tools used by the majority party leadership to assure the triumph of its preferences may vary depending on the institutional context, the basic ability of the leadership to impact legislative outcomes remains consistent. In contrast, Conditional Party Government (CPG) theory posits that any power the majority party and its leadership possesses over legislative decision-making is directly conditioned upon the amount of agreement within the majority party caucus as to collective goals, as well as the amount of ideological polarization that exists between the majority and minority parties. This thesis provides an original test of these two theoretical perspectives by evaluating their comparative ability to account for the proposal and passage of limitation riders on the House floor during the annual appropriations process since the 1980s. Limitation riders provide a good vehicle to test theories of congressional voting as they often have important policy implications in areas of significant controversy. In addition, the extent to which the individual members or legislative parties are able to successfully utilize limitation riders as a means of making substantive policy is indicative of larger patterns of committee or party domination of the floor process. After reviewing the relevant literature on congressional decision-making, this analysis proceeds to outline the theoretical predictions that the Procedural Cartel and CPG perspectives make regarding limitation riders. An original dataset comprised of over 800 limitation riders from the 97th through the 110th Congresses is analyzed both with respect to overall proposal and passage rates as well their party of origin. This study finds that while the CPG perspective is best able to account for what occurs during periods of low polarization and cohesion, Procedural Cartel provides the most accurate prediction of what occurs when polarization and cohesion are high. These findings suggest that, although these theories both have some ability to account for congressional decision-making on the House floor, both of these frameworks need to be revisited so that they can accurately account for what occurs during floor phase of the legislative process.
