Abstract:
<p>Reorganizing a layout entails a massive adjustment and thorough planning is essential before a new layout implemented. This project is to reorganize layout at dispatching area of a manufacturing industry which produces apparel accessories products. Current arrangement at the dispatching area of the company shows an interrupted flow path of activities and scattered of queuing cartons at area of activities in the dispatching line which brought to operating issues. The project aims to identify problem in current arrangement of dispatching layout, analyze the the problem and propose an alternative layout that reduces dispatching time. Time studies were applied to collect data on current performance, developing alternative arrangement, and evaluation the alternative through Witness simulation. The finding showed total dispatching time of current layout consumes 30.77 minutes to complete one dispatching job with distance travel of 162.83 meters. Better alternative layout is developed by the approach of facility planning process. Results showed the dispatching time has reduced by 32.79%, which the alternative layout only consumes 20.68 minutes to complete one dispatching job with shorter distance travel of 109.44 meters.<br /><br /></p>

Abstract:
The algorithm of reactive power dispatching "per generator" realization is presented in the paper. Dispatching "per generator" and "per grid" are two modes of reactive power dispatching used by coordinated reactive power and voltage regulator (GRRS). Reactive power dispatching "per generator" ensures equal heating of the generators, while dispatching "per grid" ensures maximal reactive power reserve when generated reactive power either increases, or decreases. Reactive power dispatching "per generator" is more complex for realization because the dispatching criterion may have wider generator's reactive power operation area than the working capability curve. In these cases, the additional limiting of the generator reactive power is necessary, while other generators take over the remaining reactive power, still considering the reactive power dispatching criteria "per generator" and the limits of the remaining generators. Both reactive power dispatching modes are presented in two examples, while operating near and far from the limit area. Eventually, as the verification of the algorithm and its realization, the operating results of GRRS while dispatching "per generator" is active, are presented.

In the process of emergency relief material dispatching, most of the traditional algorithms for dispatching are for single rescue point and single material dispatching, which cannot solve the problem of multirescue emergency relief dispatching. The various supply and demand points for emergency relief materials and the multiple emergency relief material dispatching are utilized to create the multiobjective planning model, which is then used as the optimization objective to create the best material dispatching plan. Genetic algorithm (GA) is used to solve the optimal material dispatching scheme and symbolic coding; special pulse crossover operator and variational operator are used to ensure the quality of the solution. The experiment proves that the simulation method of the aviation emergency rescue process considering the application scenario characteristics is efficient in the emergency rescue process and can meet the application requirements of material dispatching in the process of civil emergency disaster relief.

Abstract:
In this paper, a comprehensive evaluation factor model of a truck dispatching system in open-pit mines is constructed from the three dimensions of optimal route, traffic flow planning, and real-time dispatching, and the final combined weight of the factor is determined according to game theory. On this basis, a comprehensive evaluation model of a truck dispatching system in open-pit mines based on gray relational analysis—technology for order preference by similarity to an ideal solution (GRA-TOPSIS) is established. Taking the truck dispatching system in five open-pit mines as the research background, the advantages and disadvantages of the dispatching system were comprehensively evaluated, and the differences between the dispatching systems were analyzed using the radar chart method. The research shows that the evaluation results of the comprehensive evaluation model of the truck dispatching system in open-pit mines based on GRA-TOPSIS are in line with the reality, which is more conducive to analyzing and comparing the advantages and disadvantages of the systems, effectively identifying the differences of various systems, and making the evaluation of truck dispatching systems more scientific. The research results of this paper broaden the evaluation of truck dispatching systems and provide a theoretical basis for the optimization of truck dispatching systems.

Abstract:
The comprehensive and effective utilization of multiple renewable sources involving water, solar, and other energies have been receiving more and more attention, and the coordinated dispatching considering multiple uncertainties has become one of the research focuses currently. To cope with the stochastic dispatching of cascaded hydro-PV-PSH (pumped storage hydropower, PSH) complementary power generation system, this paper has proposed a two-stage optimized dispatching method combining uncertainties simulation and complementary dispatching schemes optimization. Firstly, a modified PCPS (probabilistic chronological production simulation) method is proposed to simulate the uncertain power output of each energy type, and thus the complementary dispatching schemes and performance parameters are obtained. In the simulation process, a special treatment method combining overall uncertainties, overall dispatching measures, and interstage distribution for cascaded hydropower stations is given out. Secondly, a dual-objective optimized model considering reliability and economic performance and MOQPSO algorithm is introduced to calculate the optimal Pareto solution set of stochastic dispatching schemes. The results of the case study verified the feasibility and calculating performance of the proposed method in developing optimized dispatching schemes.

Abstract:
The scheduling problem of LED chip sorting workstation is a multiprocessor open shop scheduling problem. In practice, this problem is usually solved with finding a dispatching rule to achieve certain performance indexes. Experimental design was applied to find a proper rule, and dispatching rule, wafer quantity, wafer mix type, and bottleneck location were chosen as independent variables. Maximum make-span and average queuing time were selected as dependent variables. Five dispatching rules were considered in the dispatching rule factor. Experimental results showed that all independent variables are significant on all dependent variables. While make-span as the performance index, three dispatching rules common in applying LPT in bottleneck machines obtained better results. A dispatching rule with applying SPT in non-bottleneck machines has least average queuing time among those three, and this rule is recommended for practical application.

Abstract:
Objective – The research objective of this paper is to establish an efficient awareness model of emergency supplies dispatching for tropical cyclone disasters, so as to timely deliver emergency supplies to each disaster area at the lowest cost. Methodology/Technique – Taking the disaster caused by super typhoon No.1409 "Rammasun" to cities and counties in Guangxi as an example, 24 counties (districts) belonging to 7 prefecture-level cities with more than 1000 people in need of emergency transfer and resettlement are selected as the research objects. Findings– The linear programming method is used to establish two kinds of emergency supplies dispatching models: level-by-level centralized dispatching model and unified dispatching model of provincial emergency management center. By comparing the calculation results of the two models, it is found that the level-by-level centralized dispatching model adopted by Guangxi government departments is relatively high in cost although it is simple and convenient. Novelty– The total cost of the improved unified dispatching model of provincial emergency management center is 31.72% less than that of the level-by-level centralized dispatching model, which has greater promotion value. The research results can provide a better reference for the government departments at all levels in Guangxi to formulate the emergency supplies dispatching scheme for tropical cyclone disasters. Abstract:
Application of fully automated systems for truck dispatching plays a major role in decreasing the transportation costs which often represent the majority of costs spent on open pit mining. Consequently, the application of a truck dispatching system has become fundamentally important in most of the world’s open pit mines. Recent experiences indicate that by decreasing a truck’s travelling time and the associated waiting time of its associated shovel then due to the application of a truck dispatching system the rate of production will be considerably improved. Computer-based truck dispatching systems using algorithms, advanced and accurate software are examples of these innovations. Developing an algorithm of a computer- based program appropriated to a specific mine’s conditions is considered as one of the most important activities in connection with computer-based dispatching in open pit mines. In this paper the changing trend of programming and dispatching control algorithms and automation conditions will be discussed. Furthermore, since the transportation fleet of most mines use trucks with different capacities, innovative methods, operational optimisation techniques and the best possible methods for developing the required algorithm for real-time dispatching are selected by conducting research on mathematical-based planning methods. Finally, a real-time dispatching model compatible with the requirement of trucks with different capacities is developed by using two techniques of flow networks and integer programming.

Abstract:
Abstract With the rapid development of the scale and structure of the power grid, the power dispatching center has built a complete dispatching exchange communication network, which can meet the daily dispatching communication needs, but various problems are also emerging in the dispatching process. Aiming at the problem of high integration of physical power grid and information system, this paper proposes a voice backtracking system for power dispatching based on knowledge base, which includes knowledge base establishment, knowledge storage, knowledge question answering sorting and knowledge base front-end question answering. Abstract:
Nowadays, it is difficult to imagine an open-pit mining (OPM) enterprise without an automated dispatching system operating in it, which provides control over the operation of technological shovel-truck systems (STS). The objective of this article is to review and document the mine dispatching systems' (DS) models and algorithms. The purpose is to understand these algorithms and the proposed academic solutions in this area to identify any gaps in the current literature and to open up opportunities to establish research questions that need to be addressed in an integrated simulation and optimization operational planning research framework. In this article, we review industrial mine dispatching systems and the main academic models behind such systems. The dispatching systems are divided into three subsequently related problems to review: the shortest path, production optimization and real-time dispatching. Finally, the limitations of current algorithms for dispatching systems are documented in terms of mining practice feasibility and optimality of the solution on large-scale problems. The results of this literature review enable us to evaluate the logical links between major components of an integrated simulation and optimization operational planning framework with current theory of mine dispatching systems.

Abstract:
Nowadays, Power Dispatching System is not only facing disturbances caused by electrical data, but also facing disturbances caused by non-electrical data, such as working conditions and communication failures. Currently applied power system simulation software is either only facing monitoring personnel or only facing some application functions, without comprehensive consideration of the disturbance environment brought by the Power Dispatching System itself. This disturbance may reduce the reliability of Power Dispatching System, and even have a great impact on its reliable operation. This paper proposes a simulation system used as building disturbance environment for the test of Power Dispatching System. It proves that the established environment could effectively test a variety of functions of Power Dispatching System under the following situations, normal operation, disturbance, fault and avalanche. By applying this system, some functional and performance test that could not be done in Factory Acceptance Test (FAT) can be implemented, thus can be used to assist on Power Dispatching System’s security test.

Abstract:
This paper investigates the photolithography area scheduling problem in wafer fabrication system, with the objective of simultaneously optimizing multiple performance measures. It has been known that photolithography area is usually the bottleneck work center of a wafer fab, and the scheduling problem in this area plays a significant role in improving the performance of the fab. Most studies of this problem have been focusing on only single objective. Therefore an approach for composite dispatching rule design is proposed to tackle this problem with multiple objectives, and the composite dispatching rule is a linear combination of several elementary dispatching rules with relative weights. Results demonstrate that the composite dispatching rule achieved a great improvement on every objective, compared to the performance of single elementary dispatching rule.

Abstract:
Vehicle routing problems are highly complex problems. The proposals to solve them traditionally concern the optimization of conventional criteria, such as the number of mobilized vehicles and the total costs. However, in online vehicle routing problems, the optimization of the response time to the connected travelers is at least as important as the optimization of the classical criteria. Multi-agent systems on the one hand and greedy insertion heuristics on the other are among the most promising approaches to this end. In this paper, we propose a multi-agent system coupled with a regret insertion heuristic. We focus on the real-time dispatching of the travelers' requests to the vehicles and its efficiency. A dispatching protocol determines which agents perform the computation to answer the travelers' requests. We evaluate three dispatching protocols: centralized, decentralized and hybrid. We compare them experimentally based on their response time to online travelers. Two computational types are implemented: a sequential implementation and a distributed implementation. The results show the superiority of the centralized dispatching protocol in the sequential implementation (32.80% improvement in average compared to the distributed dispatching protocol) and the superiority of the hybrid dispatching protocol in the distributed implementation (59.66% improvement in average, compared with the centralized dispatching protocol).

Abstract:
The traditional method for solving the dynamic emergency vehicle dispatching problem can only get a local optimal strategy in each horizon. In order to obtain the dispatching strategy that can better respond to changes in road conditions during the whole dispatching process, the real-time and time-dependent link travel speeds are fused, and a time-dependent polygonal-shaped link travel speed function is set up to simulate the predictable changes in road conditions. Response times, accident severity, and accident time windows are taken as key factors to build an emergency vehicle dispatching model integrating dynamic emergency vehicle routing and selection. For the unpredictable changes in road conditions caused by accidents, the dispatching strategy is adjusted based on the real-time link travel speed. In order to solve the dynamic emergency vehicle dispatching model, an improved shuffled frog leaping algorithm (ISFLA) is proposed. The global search of the improved algorithm uses the probability model of estimation of distribution algorithm to avoid the partial optimal solution. Based on the Beijing expressway network, the efficacy of the model and the improved algorithm were tested from three aspects. The results have shown the following: (1) Compared with SFLA, the optimization performance of ISFLA is getting better and better with the increase of the number of decision variables. When the possible emergency vehicle selection strategies are 815, the objective function value of optimal selection strategies obtained by the base algorithm is 210.10% larger than that of ISFLA. (2) The prediction error of the travel speed affects the accuracy of the initial emergency vehicle dispatching. The prediction error of ±10 can basically meet the requirements of the initial dispatching. (3) The adjustment of emergency vehicle dispatching strategy can successfully bypassed road sections affected by accidents and shorten the response time.

Abstract:
The Yangtze River, which has the largest freight volume in the world, is a golden waterway of most importance in China. But there are still some sections with poor navigation standards that impede the potential of the channel from being fully exploited. This paper aims to investigate the possibility of navigation capacity improvement through the joint dispatching optimization of the controlled reservoir group in the upper Yangtze River. The construction and operation situations of the controlled reservoir group are introduced, and the contribution of the current joint dispatching scheme to the Yangtze River Waterway is then analysed. Based on the growing demand for inland water transportation, the possibility of navigation capacity improvement through the joint dispatching optimization is further investigated. The results show that the channel dimension of Yibin-Chongqing and Yichang-Chenglingji section has improved to a certain degree under the current joint dispatching mode, further promotion is possible through the optimization of joint dispatching for those years when the amount of suppliable water during dry seasons is much greater than the shipping demand. Policy suggestions on joint dispatching are finally proposed.

Abstract:
In an era of information and advanced computing power, emergency medical services (EMS) still rely on rudimentary vehicle dispatching and reallocation rules. In many countries, road conditions such as traffic or road blocks, exact vehicle positions, and demand prediction are valuable information that is not considered when locating and dispatching emergency vehicles. Within this context, this paper presents an investigation of different EMS vehicle dispatching rules by comparing them using various metrics and frameworks. An intelligent dispatching algorithm is proposed, and survival metrics are introduced to compare the new concepts with the classic ones. This work shows that the closest idle vehicle rule (classic dispatching rule) is far from optimal and even a random dispatching of vehicles can outperform it. The proposed intelligent algorithm has the best performance in all the tested situations where resources are adequate. If resources are scarce, especially during peaks in demand, dispatching delays will occur, degrading the system’s performance. In this case, no conclusion could be drawn as to which rule might be the best option. Nevertheless, it draws attention to the need for research focused on managing dispatch delays by prioritizing the waiting calls that inflict the higher penalty on the system performance. Finally, the authors conclude that the use of real traffic information introduces a considerable gain to the EMS response performance.

Abstract:
Currently, the ocean energy strategy is rapidly developing, and a high proportionate tidal current energy grid connection presents significant obstacles to the planning and secure and stable operation of an island microgrid. For an island microgrid with high proportion tidal current energy access and demand response resources, this research suggests a multiple time scales rolling coordinative dispatching method. An MPPT control based on Q-Learning algorithm is first developed for real-time maximum power tracking of tidal current energy generation after the island microgrid’s topology has been examined. Following that, a multiple time scales rolling coordinative dispatching’s fundamental architecture and implementation method are provided, with equal time intervals coordinated in a step-by-step recursive way. In the example analysis of an island microgrid, we consider the rigid demand load that does not participate in the demand side response, and the ship load and controllable load that participate in the demand side response. On sea islands, ship loads on the long timeframe achieve traffic and energy interaction, and dispatchable loads on the short timescale participate in supply and demand balancing. This is due to the multiple time scales properties of demand response resources. In addition, a multiple time scales rolling coordinative dispatching model for an island microgrid is developed. It includes day-ahead, intraday, and real-time components. Finally, example analysis is used to confirm the dispatching method’s usefulness and advancement, and we conclude that the tidal current energy consumption rate of the island microgrid is increased by 17.08%.

Abstract:
As a new generation of Public Bicycle-sharing Systems (PBS), the Dockless PBS (DL-PBS) is an important application of cyber-physical systems and intelligent transportation. How to use artificial intelligence to provide efficient bicycle dispatching solutions based on dynamic bicycle rental demand is an essential issue for DL-PBS. In this article, we propose MORL-BD, a dynamic bicycle dispatching algorithm based on multi-objective reinforcement learning to provide the optimal bicycle dispatching solution for DL-PBS. We model the DL-PBS system from the perspective of cyber-physical systems and use deep learning to predict the layout of bicycle parking spots and the dynamic demand of bicycle dispatching. We define the multi-route bicycle dispatching problem as a multi-objective optimization problem by considering the optimization objectives of dispatching costs, dispatch truck's initial load, workload balance among the trucks, and the dynamic balance of bicycle supply and demand. On this basis, the collaborative multi-route bicycle dispatching problem among multiple dispatch trucks is modeled as a multi-agent and multi-objective reinforcement learning model. All dispatch paths between parking spots are defined as state spaces, and the reciprocal of dispatching costs is defined as a reward. Each dispatch truck is equipped with an agent to learn the optimal dispatch path in the dynamic DL-PBS network. We create an elite list to store the Pareto optimal solutions of bicycle dispatch paths found in each action, and finally get the Pareto frontier. Experimental results on the actual DL-PBS show that compared with existing methods, MORL-BD can find a higher quality Pareto frontier with less execution time.

One of the key responsibilities of the RMC batch plant manager is to provide Ready Mixed Concrete (RMC) to construction sites. The manager of the RMC batch plant must create a productive schedule for deploying RMC trucks in order to maximize operations both at the batch plant and on construction sites. The current dispatching schedule is primarily influenced by the preferences of the site and the dispatching manager's past experiences. Check to see if the RMC plant manager sends more and more RMC trucks to the necessary construction site. This may cause a lineup of RMC trucks at one site and keep other sites waiting for RMC truck arrivals, which is referred to as a "interruption." Abstract:
According to the existing widely applied impartial and open dispatching models, operation fairness was mainly emphasized, which severely restricted the optimization space of the economy of the overall system operation and affected the economic benefits. To solve the above problems, a scheduling model based on Gini coefficient under impartial and open dispatching principle is proposed in this paper, which can consider the balance between the fairness and economy of system operation. In the proposed model, the Gini coefficient is introduced to describe the fairness of electric energy completion rate among different generation units in the form of constraint conditions. Because the electricity production schedule can reflect the economic income of the electric power enterprise, and the Gini coefficient is used as an economic statistical indicator to evaluate the fairness in the overall distribution of income in social statistics, it is more appropriate to be used to measure the fairness of the power generation dispatching. The objective of the proposed model is to minimize the total operation costs. In the model, the balance between the system operation economy and fairness can be realized by adjusting the Gini coefficient value. The simulation results show that the proposed model is an extension of the traditional model. Compared with the traditional economic dispatching model and normal “impartial and open dispatching” model, the proposed model can better coordinate the relationship between fairness and economy. It could provide more choices for power generation dispatchers. It could also provide a reference for regulatory departments to formulate relevant policies by adjusting the threshold value of the Gini coefficient. Case studies show that the power dispatching decisions according to the proposed model can provide a scientific and fair reference basis for dispatching schemes, and could reduce the generation costs and also achieve optimal allocation of resources on the basis of ensuring fair dispatching.
