Abstract:
Introduction. Environmental contamination by vehicles is one of the main and important questions. Road transport is on the first place by quantity of harmful substances released into the atmosphere. The railway transportation pollutes environment by 3 %, planes — by 6 % from the total amount of pollution. The rest is motor transport. As it is known, the maximum quantity of harmful substances is thrown out in an idle mode of work of the engine, i.e. at idle times at stops. The improvement of an ecological situation on transport highways is possible by the optimization of movement of city public transport. Problem Statement. The task was to develop a project that allows you to eliminate violations of the dispatch schedule of city buses. It is proposed to use the computer program "Line Dispatcher" developed by the authors and a mobile application to monitor the compliance with the dispatch schedule. Theoretical Part. The field observations carried out on one of the most intense sections of the transport arteries of Rostov-on-Don — the ring at the intersection of Vavilova and Koroleva streets — show how many buses produce harmful emissions only on one section, stand idle at the stop, do not fulfill the dispatching schedule, and, thereby, worsen the environmental situation in the city. The authors have developed a computer program "Line Dispatcher", which allows you to: download a map of the city or a district, the information about the stops on the route and the timetable; choose the desired route; monitor the movement of the bus according to the schedule. The mobile app can be installed on any smartphone of the driver and dispatcher. Conclusion. A practical solution is proposed to optimize the activity of public transport, which will eliminate downtime at stops due to electronic control of the dispatch schedule and reduce emissions of harmful substances by urban public transport.

In this paper, we discuss issues surrounding aircraft surface movement that were uncovered through a series of ethnographic investigations, including (a) observations of surface movement operations, (b) structured interviews with airline ramp control and dispatch personnel, and (c) critical incident reports. These results are part of the “problem identification” stage of a study aimed at the design of cognitive tools to improve the safety and efficiency of aircraft surface movement. This study is focusing on such issues from an airline operations control perspective (i.e., ramp control and dispatch). We have identified areas of opportunity for aiding airline staff and controllers in this information-intensive cognitive work, which will lead to identifying the nature of cognitive tools and procedures that could improve prioritization, planning, and coordination during surface movement

Abstract:
In this research, we address the railway multiterritory dispatch planning (RMTDP) problem. The goal of the RMTDP problem is to find the optimal movement of trains across consecutive dispatch territories, and it is one of the major challenges that decision makers face on a daily basis. It ideally takes into account the correct placement of maintenance windows, remaining capacity of terminals, and availability of train crews, among other critical aspects such as locomotive balance, fueling locations, and inspections. Although these train movement plans are made at the corridor level, which comprises several dispatch territories, when it comes to execution, the meet–pass decisions are made at the individual dispatch territories. This notion causes disruptions and misalignment at the boundaries of dispatch territories. The approach in this paper aims at finding a holistic conflict-free master plan by optimally matching train lineups at territory boundaries and smoothly routing trains through bottlenecks. We propose an efficient solution approach that iteratively constructs a master scheduling plan while minimizing the amount of train delay within a given planning horizon. This is accomplished by designing a time–space network model to identify feasible schedules and developing a mathematical programming–based heuristic to solve the underlying model. A thorough computational study shows the effectiveness of our heuristic approach, as we report reasonable average run times of 3.0 and 6.5 minutes to solve instances of moderate to large size problems, respectively. The results obtained from the algorithm using test snapshots from a Class I railroad company have been shown to assistant chief dispatchers and have received encouraging feedback for applicability.

With recent advances in mobile platforms, hybrid sensor networks are becoming very popular technology. Mobile sensors can dynamically move to monitor uncovered areas and thus improve the coverage quality. Due to the obstacles may exist in the monitor fields, mobile sensors need to find an obstacle-free moving path for mobile sensor movement. However, in practical, sensors are difficult to obtain the geographic information of obstacles. Additionally, sensors have resource constraints. Hence, this work proposed an obstacle-free and geographic-free dispatch scheme (OGDS) for mobile sensor navigation with low computational complexity. The moving path for mobile sensor dispatch has obtained by using the Dynamic Source Routing protocol (DSR) protocol. Experimental results reveal that the proposed scheme can be efficiently executed.

In this paper, a new algorithm based on krill herd actions, named as Antarctic krill Herd Algorithm (AKHA) is proposed for solving optimal reactive power dispatch problem. The AKHA algorithm is based on behavior of krill individuals. The minimum distance of each individual krill from food and from uppermost density of the herd are deliberated as the foremost mission for the krill movement. Projected AKHA algorithm has been tested in standard IEEE 30 bus test system and simulation results shows clearly about the good performance of the proposed algorithm in reducing the real power loss and voltage stability also improved.

Abstract In recent years, with the increasing of gas-fired power plants and the development of power-to-gas (P2G) technology, and the interdependence between the power system and the natural gas system has gradually deepened. This paper proposes a day-ahead optimal scheduling model for an electricity-gas integrated system. Based on P2G, it can realize the two-way movement of energy between the power system and the natural gas system, promote the coordinated and optimized operation of the two energy systems, and improve energy utilization. The model proposed in this paper minimizes the total cost of both systems. Firstly, the power system sub-model and the natural gas system sub-model in the collaborative optimization model are studied separately, and the constraints between the two systems are considered. Then, the piecewise linearization method and DC power flow simplification method are adopted, the nonlinear problem is transformed into a mixed integer linear programming problem. Finally, the load forecast value of the day-ahead dispatch is loaded, and the 24-hour dispatch result is obtained through the simulation platform, and the P2G is used for joint dispatch.

Economic Dispatch (ED) is one of the major concerns for the efficient and economical operation of the modern power system. Actual ED problem is non-convex in nature due to Ramp Rate Limits (RRL), Valve-Point Loading Effects (VPLE), and Prohibited Operating Zones (POZs). It is generally converted into a convex problem as mathematical programming based approaches cannot handle the non-convex cost functions except dynamic programming, which also suffers from the curse of dimensionality. Heuristic techniques are potential solution methodologies for solving the non-convex ED problem. Artificial Algae Algorithm (AAA), a recent meta-heuristic optimization approach showed remarkable results on certain MATLAB benchmark functions but its application on industrial problem such as ED is yet to be explored. In this paper, AAA is used to investigate convex and non-convex ED problem due to valve-point effects and POZs while considering the transmission losses. The robustness and effectiveness of the proposed approach are validated by implementing it on IEEE standard test systems (3, 6, 13 and 40 unit Test Systems), which are widely addressed in the literature. The simulation results are promising when compared with other well-known evolutionary algorithms, showing the potential and stability of this algorithm.

Well-structured reactive power policies and dispatch are major concerns of operation and control technicians of any power system. Obtaining a suitable reactive power dispatch for any given load condition of the system is a prime duty of the system operator. It reduces loss of active power occurring during transmission by regulating reactive power control variables, thus boosting the voltage profile, enhancing the system security and power transfer capability, thereby attaining an improvement in overall system operation. The reactive power dispatch (RPD) problem being a mixed-integer discrete continuous (MIDC) problem demands the solution to contain all these variable types. This paper proposes a methodology to achieve an optimal and practically feasible solution to the RPD problem through the diversity-enhanced particle swarm optimization (DEPSO) technique. The suggested method is characterized by the calculation of the diversity of each particle from its mean position after every iteration. The movement of the particles is decided based on the calculated diversity, thereby preventing both local optima stagnation and haphazard unguided wandering. DEPSO accounts for the accuracy of the variables used in the RPD problem by providing discrete values and integer values compared to other algorithms, which provide all continuous values. The competency of the proposed method is tested on IEEE 14-, 30-, and 118-bus test systems. Simulation outcomes show that the proposed approach is feasible and efficient in attaining minimum active power losses and minimum voltage deviation from the reference. The results are compared to conventional particle swarm optimization (PSO) and JAYA algorithms.

Statistical methods can be used on the data collected by the dispatch systems to identify major losses in time, tonnage and finances in productivity management. In this study, three ranking methods (a base case and two modified ranking methods) were used to evaluate the significance of the deviation and correlation parameters in productivity losses. A load and haul productivity loss ranking model was developed using data obtained from Mempeasem Gold Mine’s from January to October 2018 and tested with data obtained in November 2018. The results show that the ranking model can be used in the analysis of production data over any period of time and that the model is applicable in the analysis of the performance of all types of discrete load and haul equipment (trucks and excavators), either operating individually or in combination. Aim. Currently, when creating intelligent information systems in various fields of practical activity, machine learning methods are used. The article shows the possibilities of using these methods in automating the detection of obstacles in the interest of improving safety and reducing the number of emergencies at level crossings. Materials and methods. The article discusses advanced computer vision technologies used as the basis of an intelligent system for detecting obstacles to the movement of a train through a railway crossing. Results. Based on the analysis of the conditions and features of the functioning of the technologies considered, the relevance of introducing a similar system is shown, options for constructing its structure and operating principle are proposed, approaches are formulated when developing a machine learning model for classifying of the used images. Conclusions. The approach underlying the formation of an intelligent system for detecting obstacles to the movement of a train through a railway crossing allows it to be used as an additional independent security tool that implements an alarm for a duty officer on a specific section of the railway and / or to a traffic control dispatch center to prevent emergencies.

Abstract:
Purpose The purpose of this paper is to examine coverage of the Black Lives Matter (BLM) movement in seven US-based newspapers to determine whether the protest paradigm, “a pattern of news coverage that expresses disapproval toward protests and dissent,” and other marginalizing techniques are present, and racialized. Design/methodology/approach Relevant articles published during a six-month period of 2014 near the death of Michael Brown were retrieved from the selected outlets, including the New York Times, the Los Angeles Times, and the St Louis Post-Dispatch. Textual and content analyses were performed. Findings The articles heavily followed the paradigm. An additional characteristic, blame attribution, was also identified. Language of crime, lawlessness, violence, blame for nearby acts of violence, and inflammatory quotes from bystanders and official sources were often present. There was little discussion of key issues associated with the formation of BLM. Research limitations/implications Mainstream outlets rather than social media or alternative outlets were examined. Future research should study coverage of BLM in other outlets. Practical implications Measures to avoid marginalizing protests and racialization of coverage, including increased diversity in the newsroom and monitoring for racialized language are suggested. Social implications Racialization of news and coverage of BLM has widespread negative consequences, such as association of Blacks with criminality that may affect their quality of life. The protest paradigm has the ability to squelch participation in social movements, which have the possibility to bring about needed social change. Originality/value This interdisciplinary paper highlights the important role of mainstream media and news routines in affecting the BLM movement. It uses diversity research to make recommendations for media practitioners to avoid racialization of news.

In this article, a novel dynamic economic load dispatch with emission based on a multi-objective model (MODEED) considering demand side management (DSM) is presented. Moreover, the investigation and evaluation of impacts of DSM for the next day are considered. In other words, the aim of economical load dispatch is the suitable and optimized planning for all power units considering different linear and non-linear constrains for power system and generators. In this model, different constrains such as losses of transformation network, impacts of valve-point, ramp-up and ramp-down, the balance of production and demand, the prohibited areas, and the limitations of production are considered as an optimization problem. The proposed model is solved by a novel modified multi-objective artificial bee colony algorithm (MOABC). In order to analyze the effects of DSM on the supply side, the proposed MODEED is evaluated on different scenarios with or without DSM. Indeed, the proposed MOABC algorithm tries to find an optimal solution for the existence function by assistance of crowding distance and Pareto theory. Crowding distance is a suitable criterion to estimate Pareto solutions. The proposed model is carried out on a six-unit test system, and the obtained numerical analyses are compared with the obtained results of other optimization methods. The obtained results of simulations that have been provided in the last section demonstrate the higher efficiency of the proposed optimization algorithm based on Pareto criterion. The main benefits of this algorithm are its fast convergence and searching based on circle movement. In addition, it is obvious from the obtained results that the proposed MODEED with DSM can present benefits for all consumers and generation companies.

Objective. Development of automated balance flow-sheets in commodity and feedstock depots. Methods. Methods for modelling balance flow-sheets of commodity and feedstock depots, taking into account petroleum products movement and shipping plans, were applied. Results. Examples of automated balance flow-sheets of commodity and feedstock depots specific to refineries are given with the description of technological processes or oil product shipment processes. Rail, road, water, and pipelines shipment automation processes are shown. Operational and daily summaries of balance objects, such as a tank or a group of tanks (commodity group), are graphically shown. An example of an automated dispatch sheet formed on the basis of corresponding automated balance flow-sheets is given. Conclusion. The implementation of automated flow-sheets for all significant production facilities at a refinery, in particular for commodity and feedstock depots, will ensure the visibility and transparency of information on balance objects, which is subsequently used to close a balance sheet for the enterprise as a whole.

The article develops a methodology for scheduling an orbital channel resource with operational priority assignment based on the calculation of the parameters of a non-Markov service model with a limited residence time of a request in the system, which differs from known methods in that it takes into account the priority of various network subscribers, taking into account the high dynamics of their movement and the average waiting time in the service system with priority in the allocation of the orbital channel resource of the satellite command-relay system. The analysis of the influence of service quality indicators of information data flows is carried out.It is shown that the developed method of priority scheduling makes it possible to meet the requirements for the quality of service. A complex of experimental studies was carried out, which showed the possibility of ensuring the required level of stability with the deterioration in difficult conditions of radio electronic equipment, which made it possible to formulate practical proposals for improving the complex of coordination and distribution of resources of in the satellite command relay system.

The forwarding operations and company strategy differ from one company to another, by providing different value-added services. Customer satisfaction plays an important role in business. The present study aimed to find out the challenges faced by freight forwarders in their operations. Due to various factors, they face challenges and that could be the reason for their failures. In some cases, due to hindrance, they may not be able to satisfy the customer needs. The major challenges faced are due to government policies and regulation (GST), importers or exporters, port authorities, warehousing of the goods, red tapism of insurance companies, customs clearance, liner companies, infrastructure problems etc. The study involves both primary and secondary data. The topical issues of development of automated control systems of gas control stations (GCS) and ways of reliable and economical functioning of the gas supply system in modern conditions have been considered in the article. The implementation of European innovative technologies, which are associated with using the modern equipment, telemetry tools to transmit the equipment operation parameters to the dispatcher control panel are the one of the ways to increase the safety and efficiency of GCS performance. The characteristic of the modern complex of telemetry, the raising of efficiency, reliability and safe operation of the gas supply systems due to the possibility of monitoring, technological control and management from the central dispatcher control room are given. The complex of telemetry helps to prevent emergency situations at facilities and to ensure control over unauthorized entry into the GCS premises by unauthorized persons. The article discusses the use of the automated system of operative-dispatching management (ASODM). It is a multi-level automated system that ensures the reliable functioning of the gas supply system at all levels of the hierarchy. It has been shown that the result of the creation of the ASODM are equipping of the control object with microprocessor control and management devices, the integration of various automation tools into a single information management system. It has been proven that the development of ASODM of GCS on the basis of local control and management modules using traditional approaches to creation of automation systems and using the cellular telephone communication as data transmission channels based on GSM-technologies are most rational. The digital control device, which is made on the technological platform of the programmable logic integrated circuit (PLIC), is the main element of the local control and management module. Digital control device (PLIC controller) is a relatively inexpensive and reliable equipment in an automated local GCS control system. The method of data transmission via GSM / GPRS wireless communication channel is considered. The use of GSM-modems and GPRS technology allows to remove restrictions on the distance of data transmission, as well as allows to fully automate the process of transmission and processing of information. The use of GSM / GPRS-technologies in the vehicles of the emergency dispatch service is also shown. The dispatcher can fully monitor the movement of the car with registration on the map of the city where the car is located.

This article analyses the Ottoman government’s attempt to encourage Indian Muslims to purchase its treasury bonds during the Balkan Wars in 1912–13. It contrasts this largely unsuccessful scheme with the enormous contributions of Indian Muslims to the parallel campaign to raise relief funds for Ottoman soldiers and refugees. While this latter movement involved the intermittent dispatch of remittances to the Ottoman Ministry of Finance and Red Crescent, the bond drive demanded a multi-year commitment and conjured up a variety of financial and religious dilemmas for Indian Muslim constituencies. To better contextualise these divergent outcomes, this article first examines the infrastructures of Indian Muslim religious and financial exchange with the Ottoman Empire from the mid-nineteenth century. It then charts the charitable campaigns organised by Indian Muslims between 1877 and 1912, before turning to the Balkan Wars. The foundering of the bond drive stemmed from problems on both the supply and demand side, namely, International Financial Control (IFC) in the Ottoman context, informational asymmetries, fears of Ottoman insolvency and an aversion by some to accepting interest. Nevertheless, Indian Muslim capital enjoyed a freer degree of circulation than in the post-Ottoman environment, where new powers sought to curtail or control it in an age of financial de-globalisation.

The development of equipment and technology of train operation, railway automation systems and new methods of train driving open the way for further intensification of train operation, reducing the time spent on standard operation procedures. Virtual coupling allows you to reduce a train-to-train interval. Automated schedules of the executed movement record performance of train operation, automate the formation of a train-dispatcher’s reports and delivery of orders to station attendants, allow timely detection of the causes of train delays and take appropriate measures. The points of growth in traffic intensity and volume could be in enhancing the level of intelligence of automation and telemechanics systems. Modern dispatch and electrical centralized systems contain archiving subsystems that store prompt train operation conditions and operator orders. But such data is used only when analyzing emergency situations - there is no systematic analysis of archive information to find hidden patterns and extract knowledge useful for optimizing the transportation process. In this paper, we propose a method for estimating the current train operation load of a railway station, and provide relative criteria for evaluating the actual load and algorithms for determining their numerical values. The analysis of the time series of the proposed criteria obtained for a single station equipped with a relay-processor centralized system is carried out. The analysis indicated a weekly cycle of train operation load of a station with good repeatability. The fact of reducing the speed of trains before the input signal in the through-pass routes with a preset route was revealed. Smoothing out the identified irregularities can positively affect the carrying capacity of a railway section as a whole.

An optimal receiving device for information signals of tonal rail circuits has been synthesized. The signals are observed against the background of an additive five-component interference. The first component of the interference is broadband Gaussian noise. The other four components of the interference are structurally determined: single impulse interference, interference from an adjacent tonal rail circuit, and multiharmonic interference from alternating traction current combined with the power line and from the locomotive traction converter. The presence of a complex of interference leads to errors in decision-making regarding the regulation of train traffic. This puts the participants in this movement before the danger of threatening emergencies. Therefore, it is necessary to develop and study means of noise-immune reception of information signals and the formation of dispatch decisions. The decision on the presence or absence of a signal is made by comparing two values of the mean square of the approximation error. This error is understood as the difference between the input voltage of the receiver and the sum of the signal with structurally determined interference. The first value of the error is calculated assuming the presence of a signal in a mixture with structurally determined noise. The second error value is calculated on the assumption that there is no signal in this mixture. The noise component is assumed to be present in both cases. The solution corresponds to a channel with a lower mean squared error. The block diagram of the device is presented. Analytically, it has been shown that the average value of the error in recognizing situations of presence or absence of a signal is two orders of magnitude less than the admissible value according to regulatory requirements. High noise immunity of the developed device will improve the safety of train traffic

The architecture of the fire information management geographic information system has been developed using standard extensions for SQL servers and includes at least 7 layers, some of which have interactive connections with additional databases. The developed architecture allows to solve a complex of questions of management of fire divisions, both at a stage of designing of building of local territory and during management of process of fire extinguishing in this territory. Integrating data with the distribution of fire risk in the local area and the location of fire and rescue units in an interactive form will optimize the location of fire and rescue units at the construction stage, as well as determine the relevance of existing buildings to fire risk levels. Integration into the geographic information system of the database with the description of poten-tially dangerous objects and objects of increased danger allows the fire chief to promptly obtain information about the object, to determine in advance the existing dangers, methods of extinguishing, location of forces and means and to establish operational communication with representatives of the object for successful firefighting. Interactive information on the availability of rescue equipment in the relevant units and the state of the transport network on the way to the fire allows the fire chief and the operational dispatch service to quickly determine what type and number of equipment and personnel can be used to eliminate a fire, determine the arrival time to the place of the call, as well as quickly redirect reserves if necessary. The combined use of the developed architecture of the geographic information system with a satellite traffic control system allows to control the movement of rescue units and redistribute forces and resources within the local area.

The study aims to determine the place and role of transit transport of temperature-sensitive goods across Russia and within the Eurasian space via global communication lines as an efficient direction for the development of transit economy, an innovative method of transport, and a highly profitable form of export for transport services.Tasks. The authors examine, systematize, and analyze the organizational and institutional directions for the evolutionary development of transit transport of temperature-sensitive goods and formulate proposals for implementing the most efficient corporate mechanisms for the development of transit economy in Russia and formation of a global Eurasia.Methods. This study uses the methods of evolutionary-institutional theory, systems analysis, theory of engineering and manufacturing balance, and historical approach.Results. It is determined that the development of transport of temperature-sensitive and other sensitive goods should be evolutionary. In the early 21st century, the transport of fish and seafood from the Asia-Pacific region to the European Union is becoming increasingly important for meeting the demands of retail trade and the food service industry. The benefits (competitive advantages) and shortcomings (market problems) of transit transport of temperature-sensitive goods by different modes of transport are identified. A set of organizational and institutional measures has been developed to improve the traceability of movement of Russian food products for the purpose of development, dispatch, and regular operation of a fleet of “cold express trains”.Conclusions. One of the organizational and institutional directions for the evolutionary development of transit transport of temperature-sensitive goods involves the activity of supranational political and integration entities, primarily the Eurasian Economic Union (EAEU) and the Shanghai Cooperation Organisation (SCO), and their efforts to create a unified transport space and to combine infrastructure and integration projects. The establishment of a supranational Eurasian Transit Transport Company (ETTC) should serve as a corporate framework for integration processes within the global Eurasian space in terms of linking transport and communication systems.

AbstractThe use of flow control (FC) technology on civil transport aircraft is seen as a potential means of providing a step change in aerodynamic performance in the 2020 time frame. There has been extensive research into the flow physics associated with FC. This paper focuses on developing an understanding of the costs and design drivers associated with the systems needed and certification. The research method adopted is based on three research strands:1. Study of the historical development of other disruptive technologies for civil transport aircraft,2. Analysis of the impact of legal and commercial requirements, and3. Technological foresight based on technology trends for aircraft currently under development.Fly by wire and composite materials are identified as two historical examples of successful implementation of disruptive new technology. Both took decades to develop, and were initially developed for military markets. The most widely studied technology similar to FC is identified as laminar flow control. Despite more than six decades of research and arguably successful operational demonstration in the 1990s this has not been successfully transitioned to commercial products. Significant future challenges are identified in cost effective provision of the additional systems required for environmental protection and in service monitoring of FC systems particularly where multiple distributed actuators are envisaged. FC generated noise is also seen as a significant challenge. Additional complexity introduced by FC systems must also be balanced by the commercial imperative of dispatch reliability, which may impose more stringent constraints than legal (certification) requirements. It is proposed that a key driver for future successful application of FC is the likely availability of significant electrical power generation on 787 aircraft forwards. This increases the competitiveness of electrically driven FC systems compared with those using engine bleed air. At the current rate of progress it is unlikely FC will make a contribution to the next generation of single-aisle aircraft due to enter service in 2015. In the longer term, there needs to be significant movement across a broad range of systems technologies before the aerodynamic benefits of FC can be exploited.

By accurately sensing unsafe events at the perception layer, network layer, and application layer, the vehicle driving trajectory state is divided into several simple semantic representations. The semantic representation is analyzed, and then the moving target detection and moving target tracking algorithms needed to extract the vehicle trajectory are introduced. Through video detection and tracking of moving vehicle targets, the driving trajectory of the vehicle is obtained, and the movement characteristics of the vehicle in each frame of image are extracted. According to the relationship between the trajectory of the vehicle and the lane line, the vehicle trajectory analysis is realized, and then it is judged whether the vehicle has abnormal trajectory. Compared with the traditional method of manually detecting the driving condition of the vehicle, the abnormal trajectory detection of the vehicle based on the integration of the Internet of Things and 5G can quickly detect the abnormal trajectory of the vehicle in the traffic monitoring video.

AbstractOver the last few decades social movements and race scholars have begun to uncover and critically examine the social, economic, and political linkages shared between Puerto Ricans and African Americans. Much of this literature has focused exclusively on the period of the Civil Rights Movement with particular emphasis on the Young Lords and Black Panthers. Despite this rich and informative literature, we know very little of the connective social histories and relationships between African Americans and Puerto Ricans that preceded these later social movements. This article traces the historically contingent and multifaceted ways in which African American journalists, between 1942 and 1951, found new political meanings in Puerto Rico as the island underwent a massive economic and social transformation, and how they used that knowledge to reconceptualize challenges to Black personhood in the United States. Examining the Black popular press in Puerto Rico during this period reveals that Black journalists took an active interest in the island because it represented a useful point of comparison for understanding the internal colonial model of social inequality hampering the U.S. African American community during the first half of the twentieth century. The racialized nature of U.S. colonialism experienced by the island, the sociopolitical and economic effects of its monocultural sugar economy, and the second-class citizenship of Puerto Ricans were among the most salient factors that led African American journalists to a broader anti-imperialist understanding of racism, illuminating the lack of civil and economic rights Blacks experienced within the United States.

To develop the northern territories and ensure a normal life for people working there, significant quantities of construction materials, fuel, machinery, equipment, food and other goods are needed, a significant part of which must be transported to these territories. The peculiarity of the processes of transportation of goods to the Northern regions by road is that most of the transportation process is carried out using temporary roads which are called winter (or snow) roads [1, 2].Unlike permanent paved roads with corresponding infrastructure maintenance elements, winter roads have a traffic track representing a snow-cleared lane without specially prepared layers of pavement. The track has temporary landmarks [3, 4]. However, in bad weather, sudden changes in temperature, the route can be «lost», which negatively affects reliability and safety of the transportation process. Geoinformatics tools allow to create a virtual spatial model of a temporary road, which can be shown on an electronic map [5–7]. Satellite navigation tools form actual navigation data, which are « linked» to the route by means of geoinformatics. The current location of a vehicle on a winter road track can be displayed using an electronic terrain map on a display screen of an on-board telematic unit [8–10]. The objective of the article is to consider the main tasks that are solved by the supervisory control system when monitoring movement of vehicles on temporary winter roads. Using mathematical methods and special methods of analysis and planning of road transportation, a methodological basis has been developed to increase the level of automation of basic functions of the dispatch control of road transportation of goods in mixed multimodal traffic based on the use of information generated by GLONASS global navigation system. It is shown that the use of geoinformatics, mobile communications and satellite navigation will significantly improve reliability and safety of the processes of cargo transportation in the North of Russia. According to experts, the use of the proposed methodology allows reducing time for cargo handling by an average of 30 % and decision-making time by 50 %, as well as increasing the efficiency of using vehicles by reducing by 95 % the number of deviations from the planned schedule.

This paper presents the analysis o f measures to reduce pollutant emissions o f taxiing aircraft at Belgrade Airport, motivated by one o f the Flighpath 2050 goals that aircraft movements should be emission-free when taxiing. Fuel burn and pollutant emissions are quantified for basic scenario for year 2019, and compared to three alternative scenarios: single engine taxiing, dispatch towing and electric taxiing. For a mid-size airport like Belgrade Airport the priority should be given to single engine taxi procedure because it is not associated with additional implementation costs, unlike the other two scenarios; and estimated benefit is only somewhat smaller compared to electric taxiing case and almost the same as in dispatch towing case.

In this paper, we created an ambulance dispatching system for first aid, which is integrated with Information and Communication Technology (ICT) and performed on a cloud platform. In virtue of ICT, the system can readily monitor the movements of ambulance with Geographic Information System (GIS) and determine any ambulance dispatching task and saves more time spent in transporting an accident victim to a hospital. Furthermore, the system running on a cloud platform is characteristic of integrated medical resources and terminal equipment with or without powerful hardware that is flexibly added into or removed from the system for supporting dispatch.

Optimal reactive power dispatch plays a key role in the safe operation of electric power systems. It consists of the optimal management of the reactive power sources within the system, usually with the aim of reducing system power losses. This paper presents both a new model and a solution approach for the multi-period version of the optimal reactive power dispatch. The main feature of a multi-period approach lies on the incorporation of inter-temporal constraints that allow the number of switching operations in transformer taps and capacitor banks to be limited in order to preserve their lifetime and avoid maintenance cost overruns. The main contribution of the paper is the constraint handling approach which consists of a multiplication of sub-functions which act as penalization and allow simultaneous consideration of both the feasibility and optimality of a given candidate solution. The multi-period optimal reactive power dispatch is an inherently nonconvex and nonlinear problem; therefore, it was solved using the metaheuristic mean-variance mapping optimization algorithm. The IEEE 30-bus and IEEE 57-bus test systems were used to validate the model and solution approach. The results allow concluding that the proposed model guarantees an adequate reactive power management that meets the objective of minimizing power losses and keeping the transformer taps and capacitor bank movements within limits that allow guaranteeing their useful life.

Ağabeyler (“older brothers”) dispatched from Turkey remained in the background, while students and graduates of Dutch universities and colleges built up support networks in Dutch civil society and municipal administrations, finding official endorsement as well as subsidies for some of their initiatives. They encountered increasing opposition from a coalition of Kemalist and former leftist Turks and anti-Muslim Dutch politicians and journalists, reflecting changing attitudes towards Islam in Dutch popular discourse as well as power struggles in Turkey. Activities that had previously been praised and supported by Dutch counterparts, such as homework assistance centers, dormitories, and (secular) schools came under suspicion when public opinion was alerted that these were the initiatives of a non-transparent Muslim piety movement. In response to negative publicity that accused these schools of brainwashing and Islamic indoctrination, and to prove that it made positive contributions to social integration, the movement closed its dormitories for secondary school students. This was followed by intensified efforts to show success in secular ventures. The result turned the Gülen movement into arguably the most successfully integrated immigrant-based organization in the country.

Broadly speaking, hand gesture can be broken down into two categories: static gestures and dynamic gestures. For the initial type, the gesture the hand makes denotes a sign. For the type that follows which is dynamic gestures, there is a sequence of actions that takes shape of gestures, taking place which communicates certain message. Recognizing gestures can predict the intent of the user via a model without human interference. Recent times has seen tremendous amount of work done on designing, building, and upgrading existing Neural Network model into a different form of structure which carries the original purpose of classification but does so with even more promising accuracy and precision. The EfficientNet Model is one that has recently resurfaced. A model constructed by scaling the parameters of an existing Convolutional Neural Network. In this research, we suggest employing an EfficientNet Convolutional Neural Network to identify static hand motions. The process would involve extracting static hand gestures, converting them to gray scale to lessen the computational cost. Segregating the dataset obtained into training, testing, and validating datasets. Later in the upcoming Major Project, a CNN will be built with EfficientNet, and K-fold cross validation will be used for training and testing. We will later in the upcoming Major Project, compare our findings to earlier research and work done on the architecture of Neural Networks. The study focuses on assessing the representativeness and relevance of diplomatic documents for the study of key aspects of German domestic politics. Three issues are central to the analysis of the documents from the Archive of the Foreign Policy of the Russian Empire: the completeness of the indicated sources for understanding the factors of the German Empire’s inner policy; the assessment of the subjectivity of the author of diplomatic dispatches, i.e. how much the ambassador's personality determined the content of the dispatches that he sent to the ministry; the relevance of highlighting key issues of internal life in Germany from the point of view of Russian diplomats. Among constantly present in the messages, the most important was the problem of the socialist movement and the Social-Democratic Party’s activities. The socialists were mentioned for significant reasons: the repeal of the Law against the Socialists, the Berlin Conference on the Labor Protection (1890); elections to the Reichstag (1893, 1898); the Reichstag votes on issues important for Russia. The measures of counteraction to the socialists, discussed by the emperor and the government, also aroused interest. The study of archival documents (1890–1898) allows the author to draw the following conclusions. The dispatches adequately reflect the main trends in the socialist movement and the tactics of the SPD, therefore they can be used to study many internal problems faced by Germany in the course of its political evolution. The development of the social-democratic movement was rightly interpreted by Russian diplomats as one of the fundamental reasons for the internal instability of the German state during the reign of Wilhelm II. At the same time, the conclusion drawn by the diplomats can be primarily explained by the Russian imperial regime and its substantial characteristics, rather than the political realities within Germany itself. They considered parliamentarism, limiting the monarch actions (the state interests), to be the main reason for the high popularity and the broadest electoral support of the SPD. The key factor preventing the monarch from defeating the “coup parties” was defined as the activities of liberal political parties, which demanded the unconditional observance of the freedoms prescribed in the Сonstitution of 1871, as well as the prevention of the introduction of Exceptional Laws and other measures of an extraordinary nature.

In this scientific article, control sensors and control devices have been improved based on the method of counting arrows of the rolling stock of railway transport. The microprocessor-controlled control unit and control system have been simplified to manage traffic between two stations, and a self-monitoring, reliable and risky scheme has been developed. Wiring diagrams of existing transport relays have been updated for uninterruptible power supplies, microprocessor devices, and sensors. An automated schematic diagram with a microprocessor for signaling a collision of a railway with wagons has been created, and the order in which the speed of train movement approaches the crossing has been maintained. The complex functional control of rolling stock was improved based on the method of counting bullets, electronic archiving of the movement of orders of the train attendant and dispatcher, as well as the operation of devices for monitoring the technical condition of the station.

The application of artificial intelligence in the development of а decision support system for the implementation of transport traffic is presented. Such systems are designed to adjust the schedule of objects in cases of unforeseen situations. A fully connected artificial neural network with several hidden layers, trained using a genetic algorithm, is used. During training, the functionality that characterizes the deviation from the specified schedule is minimized. Railway traffic is one of the most important types of transport in Russia. Every year it becomes more and more intense, the density and volume of both cargo and passenger traffic increases. As a result, the requirements for the exact execution of the planned traffic schedule increase, since any deviation leads to significant penalties due, for example, to an increase in train delays, their cancellation, etc. The work of a dispatcher, a person who controls railway traffic, is quite time-consuming and becomes more difficult every day, so the development of dispatcher assistance systems is one of the most relevant areas in control automation in this area. At the same time, the existing high requirements for traffic safety, which impose additional restrictions, finally lead to the fact that in this kind of system, the final decision is left to the person, and computer development has a recommendatory character. This article describes the artificial intelligence apparatus in the form of training neural networks using a genetic algorithm to build an automated dispatcher that corrects movement.

Chronic rural disturbances have featured prominently in the modern history of Ireland. In particular, the period from the 1760s to the 1830s witnessed frequent and widespread disturbances, ranging over several counties and lasting for years. The disturbers — contemporaries sometimes called them ‘Whiteboys’ — were often sworn into secret societies which operated at night under the command of a mythical leader, known variously as Captain Right, Captain Steel or Captain Rock. Historical scholarship has shed light on many of these disturbances. However, the Rockites in the south of Ireland in the early 1820s remain somewhat mysterious. Although this was the only instance of rural unrest in Munster in the early 1820s, the Rockite movement nonetheless constituted one of the most extensive and serious rural disturbances in Ireland before the Famine. Five regiments of troops were dispatched from Britain, ‘for the purpose of putting down actual, & most formidable Danger in Ireland’, as the home secretary admitted. The Insurrection Act, with its curfew at night and trial without jury, was introduced into eight counties, and in its first year the act brought to trial more than 1,500 men in Munster, of whom more than 200 were convicted and transported. In County Cork, where the movement was at its most formidable, open engagements between thousands of the Rockites and the military occurred in several places, while incendiarism prevailed to an extent unprecedented in the history of Irish agrarian disturbances. The special commissions appointed in February 1822, specifically to try Rockites in the county, convicted thirty-six men of capital crimes.

This paper proposes an optimized mathematical model for linear feature extraction from satellite images. The model is based on a developed ant colony model combined with the snake model (called Ant-Snake model) to identify and extract the linear features like roads from satellite images. The process is started with the developed ant colony model to recognize and identify interest object and then with a snake model extract object. The developed ant model is able to establish a pheromone matrix that represents the object information at each pixel position of the image, according to the movements of a number of ants which are dispatch to move on the image. And the snake model is a parametric curve which is allowed to deform from some arbitrary initial locations from pheromone matrix toward the desired final location by minimizing an energy function. Experimental results are provided to demonstrate the superior performance of the proposed approach.

Introduction. The process of forming zemstvo militias in defense of Tsar V.I. Shuisky and the whole country in the Moscow state began in late 1608 – early 1609 at the height of the confrontation between the Moscow and Tushino political regimes. The article examines the role of the government of V.I. Shuisky in governing the state, in particular, Perm the Great, and the participation of this remote region in military affairs. Researchers have merely addressed this aspect and come to opposite judgments. Methods and materials. We have a large complex of zemstvo correspondence at our disposal, preserved in the archives of the Solikamsk district court. Many documents were published as early as the 19th century but their detailed analysis was not carried out. Clarification of the dating and reconstruction of information both about the documents that have come down to us and the documents only mentioned, the introduction of unpublished acts into circulation allows us to restore the true picture of events. A fund-by-fund study was carried out by the method of mutual correspondence of documents. Analysis. In the course of the research, it was revealed that the first of the initiative documents that reached the Great Perm about the support of Tsar V.I. Shuisky in military affairs were formal replies from Galich and Vologda. Perm clerks F.P. Akinfov and N. Romanov received them on December 15, 1608, and they were read by the whole world. Active gatherings of military men in Perm the Great began only after January 1, 1609, when a list with a sovereign letter was brought to the Galicians. At that time the territory of Perm the Great consisted of 3 counties: Cherdyn, Solikamsk, Kaigorod. By January 10, 1609, the first gathering ended and 20 military men of Soli Kamskaya left on the way to Moscow. In Kaigorodok they were robbed, carts and weapons were taken away, the headman and worldly people did not give new carts in the ship’s hut, as a result they could not continue their journey, and there was a delay. In February, together with 20 Kaigorod military men, they moved on. On March 1, 1609, 50 Cherdynians left Perm the Great. The war men of Perm the Great came to Vologda at the end of March 1609 and were assigned to further service in the militia. Results. The article shows that the complete blockade of Moscow in the fall of 1608 did not materialize. However, regular communication between Moscow and the cities of Pomorie was disrupted. For the period from January 1 to mid-April 1609 in Perm the Great on behalf of Tsar V.I. Shuisky received 5 decree letters from the Novgorod discharge order on the issue of collecting military men and sending them to Moscow to fight the Tushin people, and 3 executive orders from the Novgorod quarter order on the sovereign’s treasury and sending bread to Siberian cities for salaries to service people. These documents were direct orders of the supreme power and were perceived by the order people in Perm the Great as a guide to action. In addition to them, the zemstvo correspondence with the nearest cities made it possible to find out news about the military events taking place in the country. The clerk Fedor Petrovich Akinfov and the clerk Naum Romanov tried to carry out the orders of the tsar, but they did not always manage to do this as quickly as was expected of them. There is no reason to consider the resulting delay in the dispatch of the Perm military men as unwillingness of the orderly people appointed from Moscow for 2–3 years to participate in the support of Tsar V. Shuisky and the Zemstvo movement. The delay is more likely due to the lack of clear administrative management at the local level: if in Soli Kamskoy they quickly responded to the request and sent 20 military men, then in Kaigorodok they began to put up obstacles not only in the form of robbery, but also at the level of mundane self-government, not obeying the regional leadership.

Abstract:
The number of Indonesian pilgrims every year is increasing. On the other hand, the allocation of the number of pilgrims to be dispatched is limited by the quota. This triggers the waiting list and the share of various hajj efforts despite the violation of the law. However, not pilgrims know that pilgrimage using other country’s passport is a violation of Law No. 12 of 2006 on Citizenship and possible losing of one's nationality. From historical perspective, Muslims’ pilgrim dated back from the 16th century. At that time, there was strong suspicion that upon returning from pilgrimage, Muslims tend to be “rebellious” and initiated movement against the Dutch colonial government. Thus, the Dutch made a strict regulation concerning the Hajj and scrutinized Muslims before pilgrimage, while staying in Mecca and after their return. Among the movement against the Dutch led by Muslim upon returning the Hajj was the Padri movement. Nowadays, the number of Muslims who intend to go Hajj is rising significantly, and the waiting list goes for 15 to 20 years. The long list caused some people to find a way to go for Hajj including manipulation of citizenship documents, such as using passport of other countries. In respond to this situation, the government tries to negotiate with the Saudi government to increase the Hajj quota for Indonesians. Another effort is borrowing the remaining quota of neighboring countries. There is also suggestion to close the Hajj registration for some time and the need to revise the Hajj Law.
