Abstract:
Introduction. Environmental contamination by vehicles is one of the main and important questions. Road transport is on the first place by quantity of harmful substances released into the atmosphere. The railway transportation pollutes environment by 3 %, planes — by 6 % from the total amount of pollution. The rest is motor transport. As it is known, the maximum quantity of harmful substances is thrown out in an idle mode of work of the engine, i.e. at idle times at stops. The improvement of an ecological situation on transport highways is possible by the optimization of movement of city public transport. Problem Statement. The task was to develop a project that allows you to eliminate violations of the dispatch schedule of city buses. It is proposed to use the computer program "Line Dispatcher" developed by the authors and a mobile application to monitor the compliance with the dispatch schedule. Theoretical Part. The field observations carried out on one of the most intense sections of the transport arteries of Rostov-on-Don — the ring at the intersection of Vavilova and Koroleva streets — show how many buses produce harmful emissions only on one section, stand idle at the stop, do not fulfill the dispatching schedule, and, thereby, worsen the environmental situation in the city. The authors have developed a computer program "Line Dispatcher", which allows you to: download a map of the city or a district, the information about the stops on the route and the timetable; choose the desired route; monitor the movement of the bus according to the schedule. The mobile app can be installed on any smartphone of the driver and dispatcher. Conclusion. A practical solution is proposed to optimize the activity of public transport, which will eliminate downtime at stops due to electronic control of the dispatch schedule and reduce emissions of harmful substances by urban public transport.

In this paper, we discuss issues surrounding aircraft surface movement that were uncovered through a series of ethnographic investigations, including (a) observations of surface movement operations, (b) structured interviews with airline ramp control and dispatch personnel, and (c) critical incident reports. These results are part of the “problem identification” stage of a study aimed at the design of cognitive tools to improve the safety and efficiency of aircraft surface movement. This study is focusing on such issues from an airline operations control perspective (i.e., ramp control and dispatch). We have identified areas of opportunity for aiding airline staff and controllers in this information-intensive cognitive work, which will lead to identifying the nature of cognitive tools and procedures that could improve prioritization, planning, and coordination during surface movement

Abstract:
In this research, we address the railway multiterritory dispatch planning (RMTDP) problem. The goal of the RMTDP problem is to find the optimal movement of trains across consecutive dispatch territories, and it is one of the major challenges that decision makers face on a daily basis. It ideally takes into account the correct placement of maintenance windows, remaining capacity of terminals, and availability of train crews, among other critical aspects such as locomotive balance, fueling locations, and inspections. Although these train movement plans are made at the corridor level, which comprises several dispatch territories, when it comes to execution, the meet–pass decisions are made at the individual dispatch territories. This notion causes disruptions and misalignment at the boundaries of dispatch territories. The approach in this paper aims at finding a holistic conflict-free master plan by optimally matching train lineups at territory boundaries and smoothly routing trains through bottlenecks. We propose an efficient solution approach that iteratively constructs a master scheduling plan while minimizing the amount of train delay within a given planning horizon. This is accomplished by designing a time–space network model to identify feasible schedules and developing a mathematical programming–based heuristic to solve the underlying model. A thorough computational study shows the effectiveness of our heuristic approach, as we report reasonable average run times of 3.0 and 6.5 minutes to solve instances of moderate to large size problems, respectively. The results obtained from the algorithm using test snapshots from a Class I railroad company have been shown to assistant chief dispatchers and have received encouraging feedback for applicability.

Abstract:
With recent advances in mobile platforms, hybrid sensor networks are becoming very popular technology. Mobile sensors can dynamically move to monitor uncovered areas and thus improve the coverage quality. Due to the obstacles may exist in the monitor fields, mobile sensors need to find an obstacle-free moving path for mobile sensor movement. However, in practical, sensors are difficult to obtain the geographic information of obstacles. Additionally, sensors have resource constraints. Hence, this work proposed an obstacle-free and geographic-free dispatch scheme (OGDS) for mobile sensor navigation with low computational complexity. The moving path for mobile sensor dispatch has obtained by using the Dynamic Source Routing protocol (DSR) protocol. Experimental results reveal that the proposed scheme can be efficiently executed.

In this paper, a new algorithm based on krill herd actions, named as Antarctic krill Herd Algorithm (AKHA) is proposed for solving optimal reactive power dispatch problem. The AKHA algorithm is based on behavior of krill individuals. The minimum distance of each individual krill from food and from uppermost density of the herd are deliberated as the foremost mission for the krill movement. Projected AKHA algorithm has been tested in standard IEEE 30 bus test system and simulation results shows clearly about the good performance of the proposed algorithm in reducing the real power loss and voltage stability also improved.

Abstract:
Abstract In recent years, with the increasing of gas-fired power plants and the development of power-to-gas (P2G) technology, and the interdependence between the power system and the natural gas system has gradually deepened. This paper proposes a day-ahead optimal scheduling model for an electricity-gas integrated system. Based on P2G, it can realize the two-way movement of energy between the power system and the natural gas system, promote the coordinated and optimized operation of the two energy systems, and improve energy utilization. The model proposed in this paper minimizes the total cost of both systems. Firstly, the power system sub-model and the natural gas system sub-model in the collaborative optimization model are studied separately, and the constraints between the two systems are considered. Then, the piecewise linearization method and DC power flow simplification method are adopted, the nonlinear problem is transformed into a mixed integer linear programming problem. Finally, the load forecast value of the day-ahead dispatch is loaded, and the 24-hour dispatch result is obtained through the simulation platform, and the P2G is used for joint dispatch.

Abstract:
Economic Dispatch (ED) is one of the major concerns for the efficient and economical operation of the modern power system. Actual ED problem is non-convex in nature due to Ramp Rate Limits (RRL), Valve-Point Loading Effects (VPLE), and Prohibited Operating Zones (POZs). It is generally converted into a convex problem as mathematical programming based approaches cannot handle the non-convex cost functions except dynamic programming, which also suffers from the curse of dimensionality. Heuristic techniques are potential solution methodologies for solving the non-convex ED problem. Artificial Algae Algorithm (AAA), a recent meta-heuristic optimization approach showed remarkable results on certain MATLAB benchmark functions but its application on industrial problem such as ED is yet to be explored. In this paper, AAA is used to investigate convex and non-convex ED problem due to valve-point effects and POZs while considering the transmission losses. The robustness and effectiveness of the proposed approach are validated by implementing it on IEEE standard test systems (3, 6, 13 and 40 unit Test Systems), which are widely addressed in the literature. The simulation results are promising when compared with other well-known evolutionary algorithms, showing the potential and stability of this algorithm.

Abstract:
Well-structured reactive power policies and dispatch are major concerns of operation and control technicians of any power system. Obtaining a suitable reactive power dispatch for any given load condition of the system is a prime duty of the system operator. It reduces loss of active power occurring during transmission by regulating reactive power control variables, thus boosting the voltage profile, enhancing the system security and power transfer capability, thereby attaining an improvement in overall system operation. The reactive power dispatch (RPD) problem being a mixed-integer discrete continuous (MIDC) problem demands the solution to contain all these variable types. This paper proposes a methodology to achieve an optimal and practically feasible solution to the RPD problem through the diversity-enhanced particle swarm optimization (DEPSO) technique. The suggested method is characterized by the calculation of the diversity of each particle from its mean position after every iteration. The movement of the particles is decided based on the calculated diversity, thereby preventing both local optima stagnation and haphazard unguided wandering. DEPSO accounts for the accuracy of the variables used in the RPD problem by providing discrete values and integer values compared to other algorithms, which provide all continuous values. The competency of the proposed method is tested on IEEE 14-, 30-, and 118-bus test systems. Simulation outcomes show that the proposed approach is feasible and efficient in attaining minimum active power losses and minimum voltage deviation from the reference. The results are compared to conventional particle swarm optimization (PSO) and JAYA algorithms.

Abstract:
The most important reasons of the appearance of new literary movements in the Arabic countries can be the collapse of the Ottoman Empire, the dispatch of students and the people’s emigration to Europe, the establishment of printing, newspaper and magazine industry. In fact, the 19th century is the age of awakening of Arabic countries and their relationships with European countries. Meanwhile, thinkers such as Ahmad Fars Shadiaq have attempted more for opening the west civilization gates and advancement of the goals of this movement. In this era, the civilization gates were more opened to all groups living in the society and the cause of dehiscence of potential talents in Arabic countries was provided and it internalized the backgrounds of development, promotion and civil amendments of these countries. In the present study, the attempts have been made to investigate the shut-in-personality of Ahmad Fars Shadiiaq and the reflection of west culture in his works regarding the individual freedoms, social justice and women.

Abstract: Railways plays a major role in freight and passenger transportation in the whole world. The Brazilian railway system has suffered a process of abandon and deterioration from 1960 to 1990. Since 1990 the privatization of the national railways brought new investments and in the last years the demand for railway transportation has increased significantly. Railway resources must be efficiently managed to match the increasingly transportation demand. This requires efficient strategic, tactical and operational planning. One of the main tasks at the operational planning level concerns train circulation and associated tools. Railway operation is a very dynamic process because trains are subject to many unexpected interferences. Computational tools to help trains circulation planning must provide solutions in a time range consistent with real-time needs. This work suggests algorithms for real-time train movement planning, using computational intelligence and fuzzy set theory methodology. One of the algorithms decides the preference between trains competing for a single line track at the same moment. The aim is to drive train circulation as dose as possible to reference trajectories supplied by human experts, global optimization algorithms or both. Other algorithm decides preference between trains and chose the velocity with which trains must travel to remain as dose as possible to its references. The third algorithm uses depth search algorithm to obtain a solution for train circulation problems. A comparative study considering the algorithms proposed herein and algorithms suggested in the literature. The comparative study is done using small railway system instances. Data of a major Brazilian railway is adopted to illustrate how the algorithms behave to solve larger instances. Results show that the algorithms here proposed obtain near optimal solutions for small instances and satisfactory solutions for the real case

In recent years, the research topic on multi-robot systems has received great attention since the cooperation characteristics of robots provides lots of advantages. To achieve the cooperation characteristics and information sharing, robots must maintain a good communication network while moving in order to share information. But in real implementation, information quantity could be a problem due to the hardware limitation. In this thesis, a multi-robot dispersion algorithm is proposed for robots to move under maintaining a good communication network. In particular, this algorithm utilizes only simple information, which is the communication density, or in other words, the number of communication links. This information could be easily obtained without complex equipments such as GPS, camera or radar. Hence the advantage of low information quantity is achieved. Moreover, for a base station that releases robots to search for targets, a dispatch rule is proposed based on the dispersion algorithm. With this dispatch rule the base station could flexibly resupply robots to enlarge the coverage area linearly with time. Extensive simulations of the dispersion algorithm and dispatch rule are well studied. Statistics on certain parameters, namely coverage area, partition rate, spending time and stop percentage, are discussed and good characteristics are found in them.

Abstract:
The quality of emergency medical services (EMS) prior to a patient's arrival at a hospital is directly affected by the efficiency to dispatch an ambulance for first aid. In this paper, we created an ambulance dispatching system for first aid, which is integrated with Information and Communication Technology (ICT) and performed on a cloud platform. In virtue of ICT, the system can readily monitor the movements of ambulance with Geographic Information System (GIS) and determine any ambulance dispatching task and saves more time spent in transporting an accident victim to a hospital. Furthermore, the system running on a cloud platform is characteristic of integrated medical resources and terminal equipment with or without powerful hardware that is flexibly added into or removed from the system for supporting dispatch.

Abstract:
This chapter highlights the process whereby the seemingly autonomous “citizen,” celebrated in the years around 1960 as a voluntary independent agent participating in social movements, has actually turned out to be a vulnerable subject forced into socially disadvantageous positions (although the category and corollary identity can be occupied by anyone). More specifically, “citizens” surface in contemporary discourse as precarious, flexible, and self-responsible subjects under the social conditions characterized by the notion of the risk society, neoliberalism, and decentralized power networks. The chapter especially highlights how women have taken a central but ambivalent position in this history of “citizens” who simultaneously serve as both agents developing new networks and advancing social movements and as vulnerable subjects of economic power regularly exploited as convenient sources of temporary or part-time labor since the enforcement of the Equal Employment Operation Law and the Laborers’ Dispatch Business Law in 1985. Building on Manuel Castells’s notion of “network society,” the final section of this chapter suggests that the networks in contemporary society can be classified into three types: power networks, territorializing-oriented “citizen” networks, and de-territorializing-oriented “citizen” networks. It illustrates how the first two types have developed in conjunction with the newly emerging social media, while leaving discussion of the last type for the next chapter.

Abstract:
This chapter explores the creation of Checks and Balances, a new group of conservative legal critics of the Trump administration. From his racist attack on the federal district judge ruling on the Trump University case and suspicions that he would appoint his own sister to the Supreme Court, to his threats to revise libel law so as to silence his rivals and his nearly total lack of constitutional discussion, Donald Trump was almost no prominent conservative lawyer's first choice. Once he dispatched all his Republican rivals, however, conservative lawyers were in a quandary. The death of Antonin Scalia, the most celebrated conservative jurist of his generation and a leader of the conservative legal movement, put the future of the Supreme Court squarely on the ballot. Once the character of Trump's governance became clear, Checks and Balances emerged to criticize the administration's legal conduct.

Abstract:
This chapter focuses on the government efforts to regulate, tax, and restrict transborder movement and enforce jurisdictional boundaries within the context of social and economic integration. As the threat of Apaches and filibusters faded, the border shifted from a site where the state proved its power through military defense of its territory to one in which sovereignty was measured in customs collected, immigrants rejected, and bandits arrested. All of these responsibilities demanded that U.S. and Mexican officials attempt to control who and what crossed it. As such, the U.S. and Mexican governments resurveyed the boundary line and established new ports of entry along it. They also dispatched a growing force of customs, immigration, and law enforcement officers to the border to enforce a growing number of conditional restrictions. With these efforts the nation-states increased their presence in everyday life along the border and laid the foundation for the modern border control apparatus.

Abstract:
Chapter 2 recounts how the Chinese Communist Party reorganized industrial enterprises after taking power in 1949. Small numbers of party cadres, typically peasant veterans of the rural insurgency, were dispatched to factories to mobilize workers to attack capitalists and incumbent managers. Through a series of aggressive mass campaigns, the party established its control, recruiting workers to serve as factory leaders and creating party-led institutions of participation. After nationalization was completed in 1956, Mao—concerned that Communist cadres were becoming autocratic and arrogant—initiated a Party Rectification campaign, in which he encouraged unusually freewheeling criticism of “bureaucratism” among party officials. This opening unleashed a torrent of criticism by intellectuals as well as strikes by workers and inspired union leaders to push for greater independence from the party. The campaign, however, was quickly aborted and during the subsequent Anti-Rightist movement those who had spoken out were harshly punished, squelching prospects for autonomous activity.

Abstract:
London was rebuilt after the Boudican revolt, chiefly in the period AD 62–4. Military engineers set a new fort over the ashes of the city destroyed by British rebels, rebuilt the harbour with massive new quays, introduced new hydraulic engineering to supply London’s bathhouses, and established new roads and causeways to speed the movement of people and goods. The presence of detachments of auxiliary soldiers used to garrison the city after the revolt is witnessed by exchanges recorded in wooden writing tablets, and by finds of military and cavalry equipment. High status cemeteries included the tomb of the procurator Julius Classicianus, an exceptional group of exotic cinerary urns including one carved from Egyptian porphyry, and the inhumation of a woman dressed in a way that might identify her as a member of the pre-Roman aristocracy. Irregular and fragmented burials are also described, and it is suggested that these may witness practices of corpse abuse and necrophobic ritual. The mutilated corpses of those denied normal burial may have been dispatched to the underworld by disposal in water, and disturbed corpses besides London Bridge may include the victims of Roman retributive violence following the Boudican revolt.

Abstract:
In a number of venues, women appear more visible in chronicles and diplomatic dispatches than they had been in the Middle Ages as illustrated during the Savonarolan movement when women congregated in public places to debate for and against the friar’s prophecies and ideology. More striking was their increased appearance in popular revolt from their almost complete absence in popular revolt during the late Middle Ages in Italy. First, to defend their cities against occupying military regimes or in struggles for independence, women volunteered for non-combatant but dangerous roles of repairing fortifications, carrying messages across enemy lines, and scavenging the battle-fields to retrieve and nurse the wounded. More notable, they served as combatants and even leaders. During Pisa’s fifteen-year struggle for independence, a woman led two squadre of women fully armed who ‘valiantly’ fought against French and Florentine armies, and in Rome a woman led a fighting unit of men and women against an abusive military occupation of their city. Nonetheless, their increased involvement does not underlie sociological conclusions that women formed the back-bone of popular insurrection in ‘pre-modern’ Europe, determined by ‘their biological nature’ to defend their hearths. First, the mainstay of popular revolt in Italy, 1494–1559, was the male popolo, which comprised 89 percent of the revolts. Second, women’s courageous rebellious resistance came not in protecting their individual households from starvation but in defending their cities and territories from occupying armies.

Abstract:
From over a hundred chronicles, diaries, and the fifty-eight volumes of Marin Sanudo’s collections of reflections, mercantile letters, and diplomatic dispatches, this chapter presents rebels’ chants and their flags and other insignia unfurled during popular insurgency from 1494 to 1559. It then compares these chants and flags to those previously collected and analysed in my Lust for Liberty from the late thirteenth to the early fifteenth century. In contrast to the earlier period’s inventive cries and banners that extolled guild power, rallied to extend the political franchise, and decried new and regressive taxes, those of the Italian wars appealed to outside powers, almost invariably the enemies of their current regimes, to intervene. These included more simplistic chants such as ‘Franza, Franza’, for the French king, and most often, ‘Marco, Marco’ for the Republic of Venice. Moreover, popular rebels of the sixteenth century invented no new flags for their newly-minted causes or republics. These contrasted sharply with earlier flag making for popular movements in Naples, Rome, Florence, and elsewhere. The chapter ends by asking if the poverty of popular rebels’ chants and flags from 1494 to 1559 suggests that the social-science models of ‘pre-modern’ revolt had taken hold in Italy by the end of the fifteenth century. The remainder of the book rejects that hypothesis.
