Abstract:
Health insurance is one of social health guarantees programs provided to the society in accessing health services in Indonesia. This program is implemented as a solution of equality problems on health services. This paper aims to analyze effect of health insurance ownership on accessibility health services to people with disabilities who included as vulnerable communities. This research have 1.288 respondents of people with disabilities from Indonesia Family Life Survey that analyzed by multinomial logit regression models. The results show that health insurance ownership of disabilities are not effective enough in accessibility of disabilities health services. To access health service, people with disabilities have main obstacle factor namely physical mobiltity services. Furthermore head of household, chronic disease, transportation costs, and years education variables have significant effect on preventive and curative health services to people with disabilities. Abstract:
This research is a conceptual study that examines the legal protection of right to vote for persons with disabilities in the conduct of general elections in Indonesia. The main problem in this article is how Indonesian government is committed to be protected the right by availaibility of Indonesian regulation, in particular regulation on person with disabilitiies. The method used is a normative research method. This study concludes that Indonesian Government has a full commitment in terms of protecting right to vote for persons with disabilities. The evidence seemed by the availability of legislation both produced through the ratification of international conventions and those produced by the national legislation process. The availability of these rules starting from Indonesian constitution of 1945 to the rules technical issues issued by the election organizer in this case the General Election Commission.

Abstract:
Penelitian ini bertujuan untuk mengetahui bentuk afirmatif kebijakan pemerintah dalam fasilitasi kerja bagi penyandang disabilitas di Provinsi Jawa Tengah, persepsi penyandang disabilitas terhadap afirmatif kebijakan pemerintah, dan mengetahui kendala yang dihadapi dalam pelaksanaan afirmatif kebijakan pemerintah tersebut. Jenis penelitian ini adalah yuridis sosiologis dengan menggunakan pendekatan deskriptif. Hasil penelitian menunjukan bahwa kuota minimal hak kerja bagi penyandang disabilitas tidak terpenuhi. Namun pemerintah masih berupaya untuk mewujudkan hal tersebut. Upaya ini diwujudkan melalui afirmatif kebijakan pemerintah dalam fasilitasi kerja bagi penyandang disabilitas, yaitu dengan memberikan pelatihan keterampilan, bantuan sosial bagi penyandang disabilitas dan pembentukan Peraturan Daerah Provinsi Jawa Tengah Tentang Pemenuhan Hak Penyandang Disabilitas yang sejauh ini masih dalam tahap Rancangan Peraturan Daerah (Raperda). Persatuan Penyandang Cacat Indonesia menilai bahwa pelatihan yang diberikan pemerintah dirasa sudah tidak sesuai lagi dengan perkembangan jaman dan kebutuhan hidup penyandang disabilitas. Hal serupa turut disuarakan oleh Gerkatin. Sedangkan tentang kehadiran Raperda, baik Persatuan Penyandang Cacat Indonesia maupun Gerkatin memberikan respon positif. Adapun faktor penyebab afirmatif kebijakan pemerintah yang berlaku saat ini belum dapat berjalan dengan baik dikarenakan ketidakpatuhan pihak – pihak serta ketidaktahuan pihak perusahaan mengenai adanya aturan tentang kuota minimal hak kerja bagi penyandang disabilitas.<br /><br /><em>The purposes of this study are to knows the form of affirmative policies of local goverment to facilitating of work to disabilities, to knows how the respons of disabilities, and to knows what the obstacles to implementation those policies. This study is using sosio - juridical with descriptive approach. The result of this study is showing that the minimum quota of disabilities’s work right is insatiable. But the local goverment’s keeping try to actualizing it with their affirmative policies. These affirmative policies exist to faciliting disabilities to get their’s work right. The local goverment give it by training skill of disabilities, giving social capital, and by formating the draft of local regulation about acquirement of disabilities rights. The unity of Indonesia’s Disabilities and The Unity of Deaf People of Indonesia give positive respons to the policies. But the policies which applicating by the local goverments is getting obtacles. The obtacles of application is causing by disobediently by the people and knowless of the people obout the regulation which regulating the minimum qouta of disabilities’s work right.</em>

Abstract This community service activity focuses on the 2020 Pilkada for People with Disabilities in East Karawang District. The purpose of this service is for persons with disabilities to know and get information related to the implementation of the 2020 Karawang Regency Pilkada. Conducted with the lecture method, question and answer discussions by visiting some people with disabilities in the East Karawang area, as well as webinars for people with disabilities and village and sub-district government officials in East Karawang, a video was made that was shown to candidates with disabilities who were contesting the Pilkada . The results of the implementation of this service activity are knowing that people with disabilities who are still marginalized, with the socialization carried out providing education for persons with disabilities to be willing and not to be ashamed to participate in giving their voting rights in the 2020 Karawang elections, increasing the motivation of some people with disabilities who have never been want to come to enlightened polling stations to intend to come to give their political rights on election day. Conclusion on the implementation of this service activity is still low attention given by the government and election organizers who embrace all levels of society in terms of political participation, never directly socialization activities to the grassroots level, so this activity is felt to be very helpful for the role of the government and election administrators who only conducted one-time election dissemination for persons with disabilities only through the community of persons with disabilities. It is hoped that the impact of this activity is given motivation to persons with disabilities who have not participated so far, they are eager to come to the polling station to give their voting rights. With direct visits, persons with disabilities feel that their existence is significant in community life. ABSTRAK Kegiatan pengabdian pada masyarakat ini fokus pada Pilkada Bagi Penyandang Disabilitas 2020 di Kecamatan Karawang Timur. Tujuan dari pelaksanaan pengabdian ini adalah agar para penyandang disabilitas mengetahui dan mendapatkan informasi terkait pelaksanaan Pilkada Kabupaten Karawang tahun 2020. Kegiatan ini dilaksanakan dengan metode ceramah, diskusi tanya jawab dengan mendatangi sebagian penyandang disabilitas yang berada di wilayah Karawang Timur, serta webinar untuk penyandang disabilitas dan aparat pemerintah desa dan kecamatan di Karawang Timur, dilakukan pembuatan video yang diperlihatkan kepada kaum disabilitas para calon yang berkontestasi dalam Pilkada. Hasil pelaksanaan kegiatan pengabdian ini adalah mengetahui bahwa para penyandang disabilitis yang masih termarginalkan, dengan sosialisasi yang dilaksanakan memberikan pendidikan bagi penyandang disabilitas untuk mau dan jangan malu berpartisipasi memberikan hak suaranya dalam Pilkada Karawang tahun 2020, meningkatkan motivasi sebagian para penyandang disabilitis yang selama ini tidak pernah mau datang ke TPS tercerahkan untuk berniat datang memberikan hak politiknya pada hari pemilihan. Simpulan atas pelaksanaan kegiatan pengabdian ini masih rendahnya perhatian yang diberikan pemerintah dan penyelenggara Pemilu yang merangkul semua lapisan masyarakat dalam hal partisipasi politik, tidak pernah secara langsung kegiatan sosialisasi sampai pada level akar rumput, sehingga kegiatan ini dirasakan sangat membantu peran pemerintah dan penyelenggara pemilu yang hanya melakukan satu kali sosialisasi pilkada untuk penyandang disabilitas yang hanya melalui komunitas penyandang disabilitas. Dampak dari kegiatan ini diharapkan setelah diberikan motivasi kepada para penyandang disabilitas yang selama ini tidak ikut berpartisipasi, mereka bersemangat untuk datang ke TPS memberikan hak suaranya. Dengan adanya kunjungan secara langsung para penyandang disabilitas merasa keberadaannya pun berarti dalam kehidupan masyarakat.

Abstract:
Many recent studies across the world present a dire lack of research on Emotional Intelligence (EI) in the field of individuals with disabilities. This study could be an academic call to conduct more research on the (EI) of students with disabilities. The purpose of the study is to examine the differences in (EI) between students with learning disabilities (LDs) and students with intellectual disabilities (IDs) in the kingdom of Saudi Arabia. One hundred students participated in the study: fifty students with learning disabilities aged six to twelve years and fifty students with intellectual disabilities aged eight to fifteen years. The Emotional Intelligence Picture Scale for Disabled Children (prepared by the researcher) was the standardized scale used to collect data. The results showed that there were differences between students with LDs and students with IDs in the total score and components of Emotional Intelligence. There is a relationship between age and Emotional Intelligence for both students with LDs and students with IDs. The study concluded that there is a need to introduce EI counseling programs to improve the components of EI. It can help students with IDs gain better control over their emotions and teach necessary skills for daily living. The study recommended that it is important to deal with EI over the lifespan of the disabled students to try to introduce counseling programs for the students who have problems in EI. It is useful for inclusion schools in the kingdom of Saudi Arabia, to implement the EI pictogram scale to identify the level of EI of students with disabilities.

Las madres fantasean con un hijo con características normales y regularmente esa imagen nunca se corresponde con la realidad. Este hijo discapacitado movilizará en las madres sus fantasmas y fantasías en torno a lo que hicieron mal. La presente investigación muestra 9 casos de madres que tuvieron hijos con discapacidad congénita, adquirida al momento del parto y por accidente y analiza las repercusiones que este acontecimiento trajo a la vida de las mujeres madres.

In a developing society and community with limited rehabilitation and care services there are major challenges for mothers with disabled children and the responsibility of a child’s growth falls solely on the shoulders of the mother or caregivers. Understanding the resilience in mothers (caregivers) is becoming more important as a process in the area of disabilities, for quality development and caring of children with disabilities. The question tthat comes to mind is, what factors make some families do well in adverse conditions while others fight to keep their family life functional, when they are subjected to similar stresses? The aim of this research is to explore the role of resilience factors in mothers having children with disabilities. This study was conducted to assess the resilience of mothers who have children with disabilities. In this scientific study all 300 mothers (100 mothers with intellectual disability, 100 mothers with locomotor disability, and 100 mothers of normal children) were selected from northern India. The resilience scales were administered to assess the resilience variable; the scale has the 4-factor solution, which had 31 items: the alpha reliability coefficient was 0.95. The result of the study shows that the F-value for resilience in mothers of intellectually disabled children, children with locomotor disabilities and of normal children the F value for resilience is 198.379 which is significant at 0.001 levels of significance. This shows that there is difference within the group of mothers of intellectually disabled children, children with locomotor disabilities and normal children. Findings reveal that the level of resilience is different in mothers of intellectually disabled children, children with locomotor disablilities and normal children. The dentification of factors that promote resilience in mothers of children with intellectual disabilities is likely to advance clinical practice by providing new emphasis in clinical areas in family- centered care. Evidence supports the theory that resilience is linked to the availability and accessibility of culturally relevant resources. The results are especially important for building a group of resilient mothers who will be involved in their children’s recovery.

La lectura del braille consta de tres componentes básicos: sensibilidad táctil, memorización de la colocación de los puntos y percepción o detección posicional de la situación de los puntos en la celda braille. Cualquier dificultad relativa a alguna de dichas áreas causa problemas a la hora de descodificar las palabras. La existencia de una discapacidad del aprendizaje de carácter visual y espacial reduce notablemente la capacidad que tiene un estudiante de fijar la percepción de las posiciones. Las estrategias de lectura multisensoriales han demostrado su efectividad en el caso de lectores con visión normal que sufren de discapacidades del aprendizaje. El objeto de este estudio es determinar la efectividad de las estrategias multisensoriales en el caso de un lector de braille con una discapacidad visual y espacial. Se comprobó la efectividad de las mismas durante la realización de este estudio. Indicaremos cuáles fueron las estrategias utilizadas en el caso de este alumno.

Currently there are more than 43 million Americans that have one or more physical or mental disabilities, accounting for nearly 17 percent of our population. The percentage of persons with disabilities continues to grow as a result of the aging “baby boom” generation that is now entering their 50's. The idea of legislation to protect the rights of the disabled was first introduced in 1988 and was then re-introduced in 1989. Finally, after much debate, President George Bush signed the Americans with Disabilities Act (ADA) on July 26, 1990. The Act took effect in July, 1992. It bans discrimination against the “disabled” and requires businesses with 25 or more employees (from July 26, 1994, with 15 or more) to provide reasonable accommodations” for qualified disabled workers and job applicants. Penalties can reach $500,000 and the EEOC says 17,355 charges have been filed, but only five (5) EEOC-sponsored suits have been filed.1 This paper attempts to point out the ADA does help, but not much. Congress intentionally left the definition of disability under ADA open-ended to ensure that as many people as possible are protected. ADA has generated action and confusion. Because of social legislation, Congress kept it vague and ambiguous. This has created problems. Although the employer is not required to lower quality or quantity standards, the employer must make a “reasonable accommodation”. Reasonable accommodation might include providing or modifying equipment or training materials or policies, establishing part-time or modified work schedules, reassigning a disabled employee to a vacant position, providing readers and interpreters, and making the work environment readily accessible and usable by individuals with disabilitie.2. The problem seems to stem from the vague terms used in the law such as “essential function”, “reasonable accommodation”, “readily achievable”, etc. Employers are scared of the law and are holding tight until the terms of the law are defined in the courts. The courts must settle a number of test cases before employers will readily hire the persons with disabilities. Only then will we know if the law meets its goal of mainstreaming persons with disabilities.

Workers with disabilities are generally found to have greater loyalty to the company, punctuality to the job, dependability, greater levels of cooperation and dedication, and lower turnover rates and absenteeism. Representing an estimated 10–19 percent of the general population worldwide, people with disabilities are seen as an untapped source of workers for hospitality labour [1]. Yet evidence shows that the hospitality industry has, so far, been a follower rather than a leader with respect to training and employment practices for people with disabilities compared to other industries [2]. Viewing disability as a product of the disabling wider social and attitudinal barriers around disability (known as the social model of disability [3]), there is an opportunity for the hospitality industry to contribute toward positive social change. Given the need to change negative societal attitudes before there can be an increase in the employment of people with disabilities, there is an important need to examine representations of disability in hospitality training and employment. Representations are important because they set expectations around behavioural norms and can help break down barriers by influencing the perceptions of those who receive them. Applying a constructionist approach [4], this research examined how hospitality work and training is represented in the popular television documentary series The Special Needs Hotel as it relates to training for young adults with learning disabilities1 – a group who are rendered more marginalised in employment than any other group of young people with disabilities. The three-part TV series, which aired on TVNZ in 2017, followed the experiences of young people with learning disabilities as they received hands-on hospitality training at the Foxes Hotel and Academy – a specialist catering college and residential training hotel in Somerset, U.K., that is also a fully operating hotel with paying guests (http://foxesacademy.ac.uk/). Over their three years of study, learners are trained in three vocational departments – house-keeping, food preparation and food service – before being prepared to apply for and seek hospitality employment. The research found that the series positively presents hospitality training as a means of enjoyment and of ‘achieving independence’ for the young adults with learning disabilities, with coping strategies and accommodations used to ensure the learners meet the necessary ‘realistic expectations’ and requirements of hospitality work. Through the intensive hands-on training, the learners are found to successfully acquire life skills, gain independence, find hospitality employment, and make plans for the future. However, this positive representation contrasts with the fear and realities of independence and struggles with the pressures of hospitality work for the trainees themselves (struggles that are both emotional and physical due to the nature of their disability). Our research highlighted that not all learners wanted independence, and often struggled with the training; for example, the stress and speed of service delivery, difficulties in communicating with customers, and having to work alone. Lessons from this research provide the opportunity to review and vary what is expected of the ‘look and feel’ of hospitality work and service delivery in order to increase employment for people with disabilities. In particular, if left unchallenged, the stereotyping of the ‘professionalism’ expected in hospitality work and training can render people with learning disabilities as being and looking unprofessional as hospitality workers and requiring accommodation to meet the standards of ‘doing hospitality’. There is a need to give greater attention to disability awareness training, including information geared toward working alongside employees with disabilities, and HR practices. There are challenges to employers about their attitudes toward employing people with disabilities and management of the physical and service environment with regards to how they can render it welcoming or unwelcoming for employees with disabilities. Above all, this understanding can open opportunities to review and realign hospitality employment and training with ethical and non-discriminatory principles and guidelines, which are essential if the employment of people with disabilities is to be improved. As this research concluded, the inclusion of people with disabilities can make the hospitality experience more diverse, personal, meaningful, unique and memorable. Abstract:
In Korean society, the right to mobility of persons with disabilities is at a considerably lower level from the perspective of legal theory as well as from a practical point of view. Under the current law, the definition of persons with disabilities recognizes disabilities as personal problems, a policy framework regards the mobility plans for them as ones that need to be solved through secondary or additional measures rather than seeking a fundamental solution. In addition, theory, the rights of persons with disabilities have also been confined to and discussed from the perspective of social welfare, not the perspective of freedom or equality. This not only goes against the global trend that views disabilities as a social problem but also neglects the duty of the state to come up with practical measures for persons with disabilities who are in desperate need of mobility. Above all, a thorough implementation of the plan to increase the number of means of transportation based on the existing laws must be guaranteed, and it is strongly required to revise the legal definition of disabilities and persons with disabilities in order to find the ways to fundamentally break down the social barriers to disabilities in the future.

The article is devoted to reveal correlations between reading disabilities and learning disabilities. These problems need to be explained and teachers need to have reasonable solutions. Number of school-children with learning disabilities is increasing and teacher is not able to find the best and most precise ways of diagnostics and treatment/intervention. Causes of learning disabilities are different: brain damage or distorted functioning of it; auditory or visual perception and operating problems; language acquisition or processing problems etc. Symptoms are mostly noticed in the main areas – reading, writing and mathematics. Reading disabilities are one of the most obvious and serious problems which are to be noticed and taken into account in teacher’s actions. It is necessary to diminish dropouts and to promote success of school-children. Main ideas of dyslexia are mentioned the same as findings in learning disabilities. Early warning signs of learning disabilities are mentioned and some suggestions for intervention are stated in this article.

This article deals with the integration of people with disabilities into the labor market based on the experience of the EU countries and Ukraine. There are four main components of the policy of integrating people with disabilities into the labor market, namely certain job quotas or jobseeker benefits, services provided by state employment services and non-governmental organizations, employer support, development and implementation of employment programs, including flex jobs organization. The authors highlighted the specifics of the functioning of each of these components. In particular, the expediency of setting the job quotes, the measures of employer support and certain types of activities of state and non-state services in the EU and Ukraine are discussed. Recommendations on the employer support and the implementation of EU experience in the activity of the State Employment Service of Ukraine are given. It has been proposed to develop and implement a national employment program for people with disabilities. The program consists of four stages: the analysis of public sector vacancies for people with disabilities; identifying people with disabilities who wish to occupy these positions, as well as analyzing their real needs and opportunities; adapting workplaces to the needs of people with disabilities and organizing vocational training for them; and on-the-job support.
