Abstract:
Review and reflection have been made on the evolving discipline of science diplomacy from the point of view of state, pattern and trend in West and Central Africa. While the state is embryonic and implemented consciously or unconsciously, the pattern indicates business is done with friends other than former colonial powers. From the three roles of science diplomacy – science in diplomacy, science for diplomacy and diplomacy for science – West and Central African states have been engaged with the latter. The priority areas involved aimed at creating capacity for science, technology and innovation through education and technology transfer. The players involved included governments, private sectors and individual scientists. Challenges were many but most important was the non-respect of commitments made by partners leading to failure to achieve stated objectives and targets. Suggestions for improvement have been made. Most important among these are transparency, clarity and respect of commitments earlier agreed. To benefit from the three roles of science diplomacy, states of the region need to create adequate critical capacity/mass based on a common vision founded on collective aims. Une revue et une réflexion ont été effectués sur l’évolution de la discipline de la diplomatie scientifique du point de vue de l’état, du modèle et de la tendance en Afrique de l’Ouest et Centrale. Alors que l’état est embryonnaire et mis en œuvre consciemment ou inconsciemment, le modèle indique que les affaires se font avec des amis autres que les anciennes puissances coloniales. Des trois rôles de la diplomatie scientifique - la science dans la diplomatie, la science pour la diplomatie et la diplomatie pour la science - les États d’Afrique de l’Ouest et Centrale ont été engagés avec cette dernière. Les domaines prioritaires concernés visaient à créer des capacités pour la science, la technologie et l’innovation par le biais de l’éducation et du transfert de technologie. Les acteurs impliqués comprenaient les gouvernements, le secteur privé et les scientifiques individuels. Les défis étaient nombreux, mais le plus important était le non-respect des engagements pris par les partenaires, ce qui a conduit à l’échec de la réalisation des objectifs et des cibles fixés. Des suggestions d’amélioration ont été faites. Les plus importantes d’entre elles sont la transparence, la clarté et le respect des engagements pris antérieurement. Pour tirer parti des trois rôles de la diplomatie scientifique, les États de la région doivent créer une capacité/masse critique adéquate fondée sur une vision commune reposant sur des biens communs collectifs.

Abstract: The evolution of the EU multilevel governance unleashes new dynamics that hold a potential to contribute to the theory-building of paradiplomacy and honing of a more nuanced understanding what is to be understood with science diplomacy in the EU specific setting. When evaluated in the context of a broader body of literature on paradiplomacy and science diplomacy, new empirical examples from the EU macroregional governance level, such as the discussed role of the Free and Hanseatic City of Hamburg in coordinating a flagship of the EU Strategy for the Baltic Sea Region called “Baltic Science Network,” should be treated with caution in terms of paying full attention to the distinct institutional environment in which a sub-national actor operates and pursues its initiatives.Resumen: La evolución de la gobernanza multiniveles en la UE desencadena una nueva dinámica que podría contribuir a la teorización de la para-diplomacia y a una comprensión más matizada de diplomacia científica en el marco específico de la UE. Cuando se evalúan en el contexto general de la literatura sobre para-diplomacia y diplomacia científica, los nuevos ejemplos empíricos de gobernanza macro-regional europea, como el controvertido papel de la Ciudad Libre y Hanseática de Hamburgo en la coordinación del “Baltic Science Network” como parte de la estrategia europea para la región del Mar Báltico, deben tratarse con cautela con respecto a la atención al entorno institucional diferenciado en el que un agente sub-nacional opera y lleva a cabo sus iniciativas.Résumé: L’évolution de la gouvernance multi-niveaux de l’UE génère une nouvelle dynamique qui pourrait contribuer à la théorisation de la paradiplomatie et à une compréhension plus nuancée du concept de diplomatie scientifique dans le cadre spécifique de l’UE. Lorsqu’ils sont évalués dans le contexte d’ensemble de la littérature sur la paradiplomatie et la diplomatie scientifique, les nouveaux exemples empiriques de gouvernance macro-régionale au sein de l’UE, tels que le rôle disputé de la Ville Libre et Hanséatique de Hambourg dans la coordination d’une stratégie de l’UE pour la région de la mer Baltique appelée “Baltic Science Network”, doivent être traités avec prudence pour ce qui est de l’attention portée à l’environnement institutionnel distinct dans lequel un acteur sous-national opère et poursuit ses initiatives.

Abstract:
Dans un contexte bipolaire Est-Ouest, l’accord de coopération spatiale franco-soviétique conclu lors de la détente demande la réalisation de programmes spatiaux engageant l’action des scientifiques. Cette recherche étudie les interactions entre les politiques publiques et la capacité d’agir des organismes délégués et des réseaux scientifiques en France et en URSS entre 1966 et 1988. L’analyse vise à appréhender la capacité des acteurs à répondre aux objectifs assignés à cette politique de coopération. L’objectif diplomatique vise à « dépasser l’affrontement entre les deux blocs » lancé en 1966 sur le long terme, faisant de la coopération bilatérale un instrument de diplomatie scientifique, et l’objectif visant à matérialiser la relation sous forme de projets spatiaux automatiques et de missions de vols habités. Des réseaux de scientifiques russes et français contribuent à l’internationalisation des sciences, comme le montrent en 1986 le projet VEGA et les missions de vols habités PVH et Aragatz. La manière dont ces objectifs interfèrent avec des facteurs structurels externes met en lumière la capacité des acteurs à établir une gouvernance au moyen d’une communication innovante, formelle et informelle. Dans un contexte de relations internationales parfois tendues, la démonstration de cette aptitude renforce le champ de la diplomatie spatiale. Il s’agira de contribuer à une histoire croisée de la coopération spatiale en France et en URSS. L’ambition est de rendre compte, par l’analyse des interactions des réseaux scientifiques du spatial avec le politique et dans le contexte des relations internationales des Etats, de leur capacité à coopérer en situation concurrentielle. Cette démarche entend contribuer à la relecture d’une séquence de la guerre froide que l’historiographie récente revisite par les circulations Est-Ouest
In the East-West bipolar context, a Franco-Soviet space cooperation agreement demanding the implementation of space programs involving the work of scientists was concluded in 1966. This thesis examines the interactions between the public politics applied in centralised institutions between 1966 and 1988, and the capacity of delegated bodies and scientific networks in France and the USSR to act in a situation characterized by periods of retraction and détente.The analysis draws on the role of politics of cooperation having two distinct objectives: the superior and long-term political goal of "overcoming the confrontation of the two blocs" launched in 1966, for which bilateral cooperation becomes the instrument of scientific diplomacy, and the objective to materialise the relationship in the form of joint robotic space and human spaceflight projects. The way in which these objectives are influenced by external factors highlights the capability of actors to establish a system of governance through innovative formal and informal communication. In a context of sometimes tense international relations, the demonstration of this aptitude reinforces the field of a space diplomacy. This work will contribute to an intertwined history of space cooperation between France and the USSR. The ambition is to account for their ability to collaborate in a competitive situation by analysing the interactions between scientific networks in space and politics intertwined with international relations between the states.This approach aims to contribute to the re-reading of a sequence of the Cold War that recent historiography revisits through East-West circulations

Cette présente recherche dresse un panorama holistique de la reproduction humaine à travers une démarche comparative où la génétique et le social s'interpénètrent. Nous mettons en lumière la manière dont les conditions socio-culturelles, politiques et biologiques façonnent la bioéthique et les possibilités offertes à la recherche en santé reproductive. Par une méthodologie transdisciplinaire, nous incorporons cet objet d'étude à la construction des politiques publiques de la santé des populations et de la recherche. Nous démontrons que la reproduction humaine, et tout particulièrement les biotechnologies, incarnent les paradoxes les plus intrinsèques à notre espèce où tradition et modernité se fondent l'une dans l'autre. Les technologies et les progrès scientifiques ont métamorphosé la qualité de vie et perfectionné la prise en charge médicale de la santé reproductive. La recherche et la reproduction sont des enjeux politiques reflétant les représentations sociales de chaque culture et la façon dont sont régis les rapports de pouvoir du national à l'international. Notre recherche pose les jalons d'une approche globale de la bioéthique et de la santé
This research provides a holistic overview of human reproduction, using a comparative approach in which the genetic and the social interpenetrate. We highlight the ways in which socio-cultural, political and biological conditions shape bioethics and the possibilities offered to reproductive health research. Using a transdisciplinary methodology, we incorporate this abject of study into the construction of public policies on population health and research. We demonstrate that human reproduction, and biotechnologies in particular, embody the paradoxes most intrinsic to our species, where tradition and modernity merge. Technologies and scientific progress have metamorphosed the quality of life and perfected the medical management of reproductive health. Research and reproduction are political issues, reflecting the social representations of each culture and the way in which power relations are governed from national to international levels. Our research lays the foundations for a global approach to bioethics and health
