Abstract:
This paper compares the changes experienced by transit systems in two state capitals of similar size: Columbus, Ohio, and Sacramento, California. Over the past two decades, Sacramento added a light rail transit (LRT) starter line and experienced significant ridership growth on its multimodal rail and bus system, while Columbus remained all-bus and experienced a decline in patronage. Reasons underlying the divergent performances of these two systems are analyzed and discussed. It is concluded that, in Sacramento, willing political leadership took good advantage of a one-time opportunity for federal funding to build an LRT starter line; that adding LRT made transit more visible and effective and encouraged voter approval of additional local operating and capital funding; and that all of this resulted in a synergy that attracted more riders to the total LRT and bus transit system and led to extension of the rail system to a third corridor in 2003. Although planning for LRT was begun in Columbus during these same years, a serious interruption in the flow of local funds hampered transit development, required cuts in bus service, and prevented development of that region's planned LRT line. Columbus currently has an LRT project in preliminary engineering, and recent reports suggest a consensus to proceed may be emerging.

Signed into law in 1975 by President Ford, the Home Mortgage Disclosure Act (HMDA) requires most financial institutions to disclose information on their mortgage lending. Annually, this information creates a publicly accessible data set that includes millions of records and covers about 90 percent of mortgage lending in the United States (Gerardi, Willen, and Zhang, 2020). More information on HMDA can be found in the summary "What is HMDA and why is it important?" Several years ago, the Cleveland Fed examined data for seven large urban counties in the Fourth District. At that time, we looked at how these counties performed post-Great Recession. In this report, we revisit those seven counties and examine how they performed during the COVID-19 pandemic and in an environment of record-low interest rates. This report is an analysis of HMDA data from 2018 through 2021 in seven counties: Allegheny, Pennsylvania (Pittsburgh); Cuyahoga, Ohio (Cleveland); Fayette, Kentucky (Lexington); Franklin, Ohio (Columbus); Hamilton, Ohio (Cincinnati); Lucas, Ohio (Toledo); and Montgomery, Ohio (Dayton). It focuses on several aspects of mortgage lending categorized by borrower race and income.

Abstract:
This project developed a prototype multi-axis automatic welding system with adaptive control and tracking for use on in-service welding repairs on liquid and gas transmission pipelines. The system is capable of deploying either gas metal arc welding (GMAW) or flux cored arc welding (FCAW) to weld pressure-containing sleeves (Type B), to weld reinforcement sleeves (Type A), or to directly deposit a layer of weld over an area to replace metal loss due to corrosion. The welding system was field tested at TransCanada in North Bay, Ontario and was demonstrated during a workshop at Edison Welding Institute in Columbus, Ohio. In addition, preliminary in-service welding trials with GMAW and FCAW were performed on high strength pipeline steels (X80, X100 and X120) to determine the susceptibility of hydrogen cracking, under simulated in-service welding conditions.
