Yeryüzünde meydana gelen dinamik hareketlerin tespit edilmesinde GNSS (Global Navigation Satellite System) sensörüne dayalı birçok konum belirleme yöntemi (Bağıl Kinematik, Gerçek Zamanlı Kinematik (RTK), Hassas Nokta Konumlama (PPP), Gerçek Zamanlı (RT)-PPP vb.) kullanılmıştır. Kullanılan bu yöntemler ikinci bir GNSS alıcısı, internet bağlantısı, uydu yörünge ve saat düzeltme bilgisi gibi harici parametreler gerektirir. Bu çalışmada herhangi bir harici parametreye ihtiyaç duymadan gerçek zamanlı (Real-Time) dinamik hareketleri doğrudan yakalayabilen VADASE (Variometric Approach for Displacement Analysis Stand-Alone Engine) yaklaşımının düşey yönlü dinamik davranışları belirleyebilme yeteneği incelenmiştir. Çoklu-GNSS gözlemlerine dayalı bu yöntem, zaman ve frekans alanında bağıl konum belirleme (RP) yöntemi referans alınarak PPP yöntemi ile karşılaştırılmıştır. Sonuçlara bakıldığında düşey dinamik hareketlerin baskın frekans değerlerinin üç yöntem için de aynı olduğu görülmüştür. Baskın frekansa karşılık gelen genlik değerlerinde ise deneylerde referans alınan RP yöntemine göre RT-VADASE yönteminde 1.6 mm ila 3.2 mm arasında değişmekteyken PPP yönteminde bu farklılık 1.1 mm ila 1.6 mm arasında değişmektedir. Ayrıca zaman alanında tüm deney durumlarına incelendiğinde RT-VADASE yönteminin PP-PPP yöntemine göre KOH değerleri arasında milimetre düzeyinde (1-2mm) küçük farklılık bulunmaktadır. Sonuçlar, RT-VADASE yaklaşımının anlık olarak düşey dinamik hareketleri doğru ve güvenilir bir şekilde tespit edebileceğini göstermektedir. Bununla birlikte, RT-VADASE yöntemi deprem, rüzgâr, trafik yükü gibi dinamik yüklerin, yapıda meydana getirebileceği etkiyi anlık olarak tespit etmek ve yapı sağlığını tehdit edebilecek durumlarda yapının hızlı tehlike değerlendirilmesi yapılarak insan hayatını tehlikeye düşürecek durumlarda erken uyarı sistemine entegre bir sensör olarak kullanılabileceği gösterilmiştir.

This study aims at creating a framework describing how the interaction capabilities between dynamic marketing and service innovation can influence service excellence. In this study market sensing, market learning, market targeting or positioning are classified as dynamic marketing capabilities (DMC), while sensing, seizing, and transformi ng are classified as service innovation capabilities (SIC). Hence, the drivers of service excellence for the framework being developed are divided into three main categories: dynamic marketing capability, service innovation capability, and their interaction. The findings of the study on three hotels, ranging from 4-star to 5-star hotels and operating in Indonesia, suggest that both capabilities and their interaction play their roles in achieving service excellence.Abstrak: Riset ini bertujuan untuk menciptakan kerangka yang menggambarkan bagaimana kapabilitas interaksi antara pemasaran dinamik dan inovasi jasa dapat mempengaruhi keunggulan layanan. Dalam riset ini, penginderaan pasar, pembelajaran pasar, target pasar serta positioning diklasifikasikan sebagai kapabilitas pemasaran dinamik (DMC), sementara penginderaan (sensing), merebut (seizing), dan transforming diklasifikasikan sebagai kapabilitas inovasi jasa (SIC). Oleh karena itu, penggerak keunggulan layanan untuk kerangka yang dikembangkan dibagi menjadi tiga kategori utama: kapabilitas pemasaran dinamik, kapabilitas inovasi jasa, dan interaksi diantara kedua kapabilitas. Temuan studi pada tiga hotel yang dijadikan sebagai studi kasus di hotel bintang 4 (empat) dan 5 (lima) yang beroperasi di Indonesia, menunjukkan bahwa kedua kapabilitas dan interaksinya memainkan peran mereka dalam mencapai keunggulan layanan.

Contingency studies have found that business strategies affect on performance indicators. Performance indicators mediate the effect of business strategies on business performance. This study use contingency theory and dynamic capability view to explain that business strategies promote dynamic capabilities indirectly through dynamic capabilities. Using 47 pharmaceutical strategic business units (SBUs), this study finds that business strategies have direct effect on dynamic capabilities. Business strategies increase dynamic capabilities indirectly through financial performance indicators. But, business strategies decrease dynamic capabilities indirectly through non-financial performance indicators

The aim of this study is to investigate the role of environmental dynamism in relation to dynamic capabilities and competitive advantage. This study uses a quantitative approach and type of explanatory research. The survey was conducted at 130 MSMEs in Malang Raya. Hypothesis testing using SEM-PLS. The findings of the study prove that environmental dynamism is a driver for dynamic capability, while providing evidence that environmental dynamism acts as a negative moderator for achieving competitive advantage. Another finding is that dynamic capabilities have a major effect on competitive advantage while simultaneously acting as fully mediating environmental dynamism with competitive advantage. The implication is important for MSMEs to develop dynamic capabilities in order to deal with environmental dynamism so that MSMEs can increase competitive advantage because if they do not develop dynamic capabilities, environmental dynamism will reduce MSME's competitive advantage.

AbstractThe COVID-19 pandemic has negatively affected the 82.9% of MSMEs. They experienced a significant decrease in operating profit due to fixed production costs or increased production costs while the sales declined. Therefore, it requires various strategies to boost the financial performance of MSMEs through digitalization and dynamic capability. The sample consisted of 282 respondents from MSMEs in Central Java which then all primary data were processed using structural equation model analysis. The results of the study showed that digitalization and dynamic capability could enhance the MSMEs' financial performanceand the variable of dynamic capability succeeded in mediating the effect of digitalization on the MSMEs' financial performance. The balancing exercise of the ?single-ocean model? and reexa - mination of Jurassic paleogeographic conditions and tectonic interaction allowed the reconstruction of the mosaic of independent microplate margins and sutured northwestern Tethyan realm (Vardar Ocean). The overprinted Mesozoic convergent margin referred to as the ?Zvornik suture? was of special interest in the reconstruction of the displaced ophiolite belts of Dinarides and Vardar Zone. The surface?subsurface constraints of these mixed crustal units, in particular the polyphase strike-slip character of the ?Zvornik suture? yields the presence of at least two of Neotethyan basins extrapolated in the vicinity of the northwestern segment of this paleosuture - related fault system. The restoration and synopsis shows a limited capability for obduction-related emplacement of the Vardar oceanic lithosphere (West Vardar Zone) accounting the polyphased strike-slip tectonics. The balancing and the proposed tectonic/paleogeographic recon struction does not exclude obduction, but it shows a limited capability with much shorter across-strike width of the highlydeformed West Vardar ophio lite. The presence of the two distinct autochthonous Tethyan oceans divided by this important dextral strike-slip fault zone is suggested: The Inner Dina ric?(Mirdita?Pindos) Ocean or Dinaric Tethys (identified by the Inner Dinaric Ophiolite Belt) and the Vardar Ocean (identified by the West Vardar Zone). The West Vardar Zone remains to be a subzone of the principal composite Neotethyan suture referred to as the Vardar Zone s.s., whereas the Dinaric Tethys have been (re)incorporated to the area of Dinarides (Adria microplate). The northern segments of these two landlocked basins were on both sides of the Inner Dinaridic continental ridge (referred to as the Drina-Ivanjica block), divided by the protracted strike-slip activity of the ?Zvornik suture?.

Green manufacturing mulai diimplementasikan secara luas pada industri manufaktur untuk mengurangi dampak negatif kegiatan industri pada lingkungan. Berbagai faktor, baik eksternal maupun internal, mempengaruhi implementasi green manufacturing. Hal ini menyebabkan implementasi green manufacturing tidak mudah untuk dilakukan. Penelitian ini membahas keterkaitan faktor internal perusahaan pada praktik green manufacturing, yaitu keterkaitan antara kapabilitas dinamis hijau perusahaan, kemampuan untuk menyerap pengetahuan (absorptive capacity) dan green manufacturing (dalam hal ini terdiri dari green design dan green process). Penelitian dilakukan pada 34 perusahaan manufaktur di Jawa Barat, Indonesia. Model penelitian terdiri dari empat konstruk dengan lima hipotesis keterkaitan antar konstruk. Hasil pengujian model menunjukkan bahwa green dynamic capability berpengaruh positif dan signifikan terhadap green process akan tetapi tidak berpengaruh pada green design. Absorptive capacity berpengaruh signifikan terhadap green dynamic capabilities dan berpengaruh secara tidak langsung terhadap green process. Hal ini menunjukkan bahwa kapabilitas dinamis berperan memediasi hubungan absorptive capacity dengan green process.

The role of the aircraft maintenance industry as an aircraft maintenance service which is expected to be able to maintain the survival of the aircraft itself. For example, PT GMF Aero Asia is one of the Strategic Business Units (SBU) owned by PT Garuda Indonesia which is specialized in aircraft maintenance, repair and overhaul services which include aircraft frames, engines, components and their support. In this study, a quantitative assessment of the availability and capability of maintenance facilities was carried out using a preventive maintenance method with a dynamic system model approach that describes the level of availability and maintenance capability of aircraft batteries. Calculations have been made with a computer program, POWERSIM, in actual conditions that in December 2020 the total number of batteries in maintenance was 102 batteries for Airbus types and 80 batteries for Airbus types. With the assumption that starting in 2021 there will be an increase in the number of aircraft by 1 (one) unit per month, then at the end of the study period until July 2021 the calculation of the utility factor will be as follows, the total utility factor for Boeing is still below 1, while for Airbus starting April 2021 the utility factor is above 1. So that the operator's ability to handle Airbus type battery maintenance is not sufficient. For this purpose, an alternative scenario needs to be created, namely scenario 1 by adding one operator per shift and scenario 2 by increasing the operator's workload in handling the number of batteries handled to as many as 6 battery units. The results of the calculation of the utility factor show that in both conditions the scenario gives a value below 1. The best choice in terms of simplicity in handling the number of operators, then the choice of condition scenario 2 is the best choice.

Through in-depth theoretical and empirical study, it can be presented a conceptual model of the dynamic collaboration capabilities to enhance the business performance of Islamic financial institutions. The population was Islamic Financial Services Cooperatives in Central Java with 151 respondents spread over several districts and cities in Central Java. The study used purposive sampling and Structural Equation Model (SEM) to analyze the data.

States, however, are still the main actors in International Relations. Although the Cold War had formally ended in 1991, as a matter of fact, the military competition still exists, including at the regional level. This article attempts to analyze the arms dynamic in Southeast Asia during the 2010-2015 periods. By using three models – action-reaction model, the domestic structure model, and the technological imperative – simultaneously and analyzing the data published by both the IISS and SIPRI, this study shows that conflict in the South China Sea had been the primary motive of several countries in increasing their military spending and enhancing their military capabilities, both qualities as well as quantities. Several countries accelerating their military strength had been Singapore, Malaysia, Vietnam, the Philippines, Myanmar, Thailand, and Indonesia. However, Singapore had been the leading actor that has significant efforts in strengthening its military power. Relizing the difficulty to identify the actual motives of these several countries enlarging their hard power, the author argues that, within this arms dynamic, there is also a possibility or even the long-term tendency in terms of arms race as long as these major actors that relates directly to the South China Sea territorial conflict are not able carefully to maintain their security dilemma and perceived threats. This research adopts a dynamic capability lens to study how small business entrepreneurs try to survive and grow in the entrepreneurial ecosystem affected by covid-19. The research method is using a qualitative design, 5 MSMEs in Malang City have been interviewed to assess how the entrepreneurial ecosystem in Malang City has been affected by covid-19. This allows a contemporary and realistic understanding of how small entrepreneurs are adapting to crises. The findings suggest that the entrepreneurs in this study can leverage their capabilities in terms of how they scan the current business environment and make decisions accordingly. Furthermore, small business entrepreneurs adopt a flexible approach to be able to react to the unexpected changes of covid-19 and the affected market environment. Business agility will help entrepreneurs to respond to internal and external changes in an efficient manner. Many business functions cannot resume due to the covid-19 pandemic. Marketing techniques that were considered profitable and successful before 2020 will not develop now. This is because small businesses work with fewer resources and are under financial pressure. To get the most out of fewer resources is to adapt to more digital-based functions.

The demand of garlics in Bali is considerably high and exceed the capability of farmers in Bali to produce garlics. Therefore garlics were supplied from other islands of Indonesia. Demand of garlics will increase along with the increasing number of population and the number of foods industry. The aims of this research were to determine the factors that affect demand and supply garlic, to analyze the stock of garlics, and policy recommendations which can be implemented to provide sufficient garlics in Bali, therefore the price will remain stable. This research was conducted in Bali Province using a system dynamics modelling, with the length of simulation period from 2012 to 2024. The research results showed the factors that affected of garlic stock in Bali were the production of garlics, demand of garlics, inter island supply and price. Further, the simulation results showed that the production of garlics in Bali wasn’t able to fulfill the demand of garlics therefore it affected the price. So, it requires inter-island supply to stabilize price and to fulfill the demand of garlics. Based on some simulation scenarios, the most effective policy could be developed in order to minimize inter-island supply and stabilize prices is through increasing garlic planting area of 35%/year and increasing land productivity of garlic plantation of 5 ton/year.

The requisite of intelligent classroom’s saving the information from speakers inside the class using ubiquitous computing concept. It said the most profound technologies are those that disappear, and they weave themselves into fabric of everday life until they are indistinguishable from it. It requires a few capability such as tracking the speaker and record it. Therefore it will be require the system that can tracking the speaker in real time, ignore the other speaker, and recording speaker’s activity. The system consumes 168.02 ms in one move, like detection using statis camera, send the centroid to microcontroller, second detection using dinamis camera, and record it. The system had an accuracy of 93.37 % to fits the speaker at the middle of frame record. The system is also had an accuracy of 98% to detecting the correct speaker.

The purpose of study is to determine the feasibility of learning processes and increase science literacy skills of learners using ‘Scientific Inquiry’ model of learning on the fluid dynamic. Data katerlaksanaan activity of teacher and students is obtained through observation sheets, while data on the literacy skills of learners is obtained through the test description.The method used in this research is pre-experiment. The study was conducted in Muhammadiyah Al-Furqon senior high school Tasikmalaya class XI IPA-B. The sample in the study were 28 students who were selected using random sampling techniques. The results obtained in this study: (1) feasibility study by using 'Scientific Inquiry' model of learning is in very good category; (2) the literacy skills of learners sins increase in gain results. The magnitude of the increase scientific literacy of students can be seen from the average N-Gain learners of 0.67 categorized being. Thus there is increasing scientific literacy capability of learners through the 'Scientific Inquiry' model of learning in fluid dynamic.

Furthermore, this study also examines the influence of dynamic capabilities on strengthening the digital ecosystem of SMEs. If SMEs are ready to change and have agile leadership, it will increase their dynamic capabilities. This dynamic capability of SMEs will ultimately improve the lives and long-term sustainability of SMEs in the digital world. This type of research is explanatory research to analyze SMEs’ digital ecosystem improvement. This research uses regression analysis methods and path analysis in managing data. The sampling technique used non-random sampling with a purposive sampling method. Data were collected from 250 SMEs in Central Java through a questionnaire. The results of the study show that readiness for change and agile leadership can increase the dynamic capabilities of SMEs. The increasing dynamic capabilities of SMEs are proven to be able to strengthen the digital ecosystem for SMEs. The results of this study are expected to contribute to SMEs strengthening the growth of the digital economy in Indonesia. The urgency of this research relates to factors that can strengthen the SME digital ecosystem and contribute to improving the economy.

The aim of this descriptive explorative research was to identify the performance aspects namely satisfaction, participation, tricks, procedures and competence of each stakeholder of the national logistic company named Dinamika Muda Mandiri in Jakarta, Indonesia. Some problems related to logistic were the indication of bottleneck in the warehouse performance process which led to high lead time as well as the absence of warehouse performance evaluation. This research was analyzed using the method of Performance Prism with the supporting method of Analytical Hierarchy Process and with measurable factors such as satisfaction and contribution of stakeholder, strategy, process, and capability. The conclusion of this research with the aid of Analytical Hierarchy Process method was that in general the company warehouse of Dinamika Muda Mandiri could do the job well in accordance with the wish of stakeholders, like management and investors, but it needed to be improved in the customer side. Performance Measurement using the method of Performance Prism was expected to be periodically reviewed in order that the performance variables and Key Performance Indicators could be aligned with the recent condition progress.

In order to be able to seize the opportunities that a dynamic operating environment opens up, entrepreneurial SMEs have to reconfigure their existing asset base and processes. This study explores the effect of behavioral commitment on entrepreneurial orientation process and a firms reconfiguring network capabilities on performance by using survey data from 105 owners/manajers of batik SMEs in Sragen batik centrer, Central Java. Our findings indicate that indirectly, a SMEs entrepreneurial orientation have higher influence on SMEs performance through behavioral commitment; and reconfiguring network capabilities have an effect on its international performance and provide empirical support for the dynamic capability view of the firm. Entrepreneurial orientation process combined with behavioral commitment reconfiguring capabilities constitutes a potential source of competitive advantage.
Dalam rangka untuk mendapatkan peluang usaha di lingkungan yang dinamis dan terbuka, UKM yang berorientasi wirausaha harus mengkonfigurasi lagi proses-proses bisnis dan asset yang dimiliki saat ini. Studi ini mengeksplorasi pengaruh komitmen perilaku terhadap proses orientasi wirausaha dan pengaruh konfigurasi kapabilitas jejaring perusahaan/UKM terhadap kinerja usaha. Penelitian ini menggunakan metode survey. Data yang digunakan berasal dari 105 pemilik/manajer UKM batik di sentra batik Kabupaten Sragen. Temuan dari penelitian ini adalah: secara tidak langsung orientasi wirausaha mempunyai pengaruh yang lebih besar terhadap kinerja usaha UKM yang dimediasi oleh variabel komitmen perilaku; dan rekonfigurasi kapabilitas jejaring usaha mempunyai pengaruh terhadap kinerja internasionalnya dan memberikan bukti dukungan empiris terhadap pandangan kapabilitas dinamis perusahaan. Proses orientasi wirausaha dikombinasikan dengan komitmen perilaku mekonfigurasi lagi kapabilitas yang menjadi sumber potensial keunggulan daya saing.

Aplikasi PERKASA mampu menyediakan berbagai informasi yang bermanfaat bagi alumni, dengan memetakan pasar kerja calon alumni, merencanakan pengembangan kurikulum dan mengadakan pelatihan agar dapat memetakan pasar kerja secara dinamis. Namun, hingga saat ini belum ada evaluasi dan monitoring yang dilakukan pada aplikasi PERKASA untuk mengetahui masalah serta tingkat pelayanannya. Berdasarkan permasalahan ini, maka pada artikel ini akan dilakukan evaluasi aplikasi menggunakan COBIT5 untuk mengetahui apakah sistem yang digunakan sekarang sudah berjalan baik dan dapat mencapai target yang telah ditentukan. Evaluasi aplikasi PERKASA menggunakan domain Monitor Evaluate and Assess (MEA01) dan Deliver, Service and Support (DSS01) dengan proses pengumpulan data menggunakan kuesioner. MEA01 Monitor, evaluate and assess performance and conformance berfokus pada mengumpulkan, memvalidasi, serta mengevaluasi tujuan proses dan standar kegiatan, sedangkan DSS01 Manage Operation berfokus pada merumuskan langkah perbaikan yang dapat dilakukan untuk meningkatkan kapabilitas proses. Hasil dari penelitian ini adalah nilai capability level, nilai gap dan rekomendasi strategi perbaikan. Berdasarkan hasil pengumpulan data yang telah dilakukan, didapatkan nilai capability level saat ini berada pada level 4 (Predictable Process). Hasil analisis gap pada MEA01 menunjukkan kondisi saat ini sebesar 3,65 dengan target 3,89 dan kondisi sekarang DSS01 sebesar 3,78 dengan target 3,99. Berdasarkan hasil analisis gap pada masing-masing sub domain, maka perlu adanya perbaikan dan usulan rekomendasi dalam mencapai target dalam mendukung tujuan organisasi.

"Observing the evolution of military actions in the Ukraine conflict, one feels the need to capitalise on the lessons identified as a result of the innovative ways of applying the principles of military art, in the conditions of real war. Thus, within this approach, I set out to identify how the evolution of the conflict in Ukraine influenced military art in general. In essence, this approach is a corollary of the results obtained as a personal contribution to the development of knowledge in the field of military sciences. Analysing the existing situation, following evaluations of the potential national response capabilities in the event of an armed conflict in the vicinity of the Black Sea, I identified didactic ways to update the doctrinal contents. The didactic approach was based on the handiest research validation tool, the war game, by testing some tactical scenarios, experienced in the Russian-Ukrainian conflict. From a didactic point of view, the result was useful for updating the analytical programs in the master’s degree programs, however, the benefit from this research comes from the action-structural field, regarding the ways of responding in the maritime environment with existing capabilities or identifying the capability requirements, emphasising the importance of military services and branches cooperation during the joint coastal defence operation."

On the other hand, most of export ad tea (96,7%) is still in the bulk form. One of the factors to increase competitiveness and added value of Indonesian tea commodity is technology. Currently, technology is the main factors to gain the national competitiveness. This paper describes the role of technology increasing competitiveness and also explains, some strategies to increase the capability of technology such as bench marking, reengineering, kaizen, Deming cycle, and quality management system ISO 9000, the condition of technology capability in Indonesia tea industry, and the synthesis of technology capability system in Indonesia tea industry. Most of the existing works on the topic studied emphasized the interest of both states and their intention to enhance military power to secure their claimed territory. However, the previous studies have not explained that the selection of Vietnam's policies to strengthen its military capabilities would impact the occurrence of arms races in the region or only a form of balancing of the opposing military forces. This research is applying qualitative research methods with data sourced from primary and secondary data from official documents, books, journals, online news. One characteristics of startups compared to conventional MSMEs is the use of data. Utilization of data starts from business intelligence & analytics. The knowledge generated together with other dynamic capabilities will support each other in creating value to improve startup business performance. The purpose of this study was to determine the relationship between business intelligence & analytics, absorptive capacity, innovation ambiance, and entrepreneurial orientation towards startup business performance.Data obtained by survey distributed by email to 194 startups in West Java. PLS-SEM was used to estimate model in this study. We propose and test a model that integrates the domains of dynamic capability, knowledge management, and entrepreneurship. The main findings show that the use of BI&A has a positive association with the ability to balance competitive innovation activities, supported by entrepreneurial orientation, in turn improving startup performance.This study integrates insights gained from the application of IT value creation and dynamic capabilities perspectives to explain how the use of BI&A is associated with the ambidexterity of innovation and business performance and through entrepreneurial orientation. Salah satu ciri startup dibandingkan UMKM konvensional adalah penggunaan data. Pemanfaatan data dimulai dari business intelligence & analytics. Pengetahuan yang dihasilkan bersama dengan kapabilitas dinamis lainnya akan saling mendukung dalam menciptakan nilai guna meningkatkan kinerja bisnis startup. Tujuan dari penelitian ini adalah untuk mengetahui hubungan antara business intelligence & analytics, absorptive capacity, innovation ambidexterity, dan entrepreneurial orientation terhadap kinerja bisnis startup. Data didapatkan dari survei yang disebarkan melalui email kepada 194 startup di Jawa Barat. PLS-SEM digunakan untuk mengestimasi model dalam penelitian ini. Kami menguji model yang mengintegrasikan domain dynamic capabilities, manajemen pengetahuan, dan kewirausahaan. Temuan utama menunjukkan bahwa penggunaan BI&A memiliki hubungan positif dengan kemampuan mengimbangi aktivitas inovasi kompetitif, didukung oleh orientasi kewirausahaan, yang pada gilirannya meningkatkan kinerja startup. Studi ini mengintegrasikan wawasan yang diperoleh dari penerapan perspektif penciptaan nilai TI dan kapabilitas dinamis untuk menjelaskan bagaimana penggunaan BI&A dikaitkan dengan innovation ambidexterity dan kinerja bisnis dan melalui orientasi kewirausahaan.

Variasi tiga blade dan enam blade, dengan diameter turbin 0.44 m x 0.15 m pada turbin luar dan 0.18 x 0.14 m pada turbin bagian dalam, panjang chord 0.10 m dengan variasi sudut serang 0º sampai dengan 360º, variasi kecepatan air pertama 0.3 m/s, variasi kecepatan aliran air kedua 0.65 m/s. Kecepatan air 0.3 m/s enam blade, torsi statik 0.3 Nm, torsi dinamik nya 0.384 Nm, kecepatan air 0,65 m/s torsi dinamik 0.432 Nm dan torsi statik nya 0.384 Nm, pengujian turbin Darrieus tiga blade kecepatan air 0,3 m/s nilai torsi dinamik 0.336 Nm dan dengan kecepatan yang sama torsi statik nya 0.264 Nm. Pada kecepatan air 0.65 m/s nilai torsi dinamik sebesar 0.384 Nm, dan nilai torsi statik 0.336 Nm. Variation of three blades and six blades, with a turbine diameter of 0.44 mx 0.15 m on the outer turbine and 0.18 x 0.14 m on the inner turbine, chord length 0.10 m with variations in angle of attack 0º to 360º, variation of first water velocity 0.3 m / s second water flow velocity 0.65 m / s. Water velocity 0.3 m / s six blades, static torque 0.3 Nm, dynamic torque 0.384 Nm, water velocity 0.65 m / s dynamic torque 0.432 Nm and static torque 0.384 Nm, Darrieus three blade turbine test water speed 0.3 m / s dynamic torque value of 0.336 Nm and with the same speed its static torque is 0.264 Nm. At 0.65 m / s water velocity, the dynamic torque value is 0.384 Nm, and the static torque value is 0.336 Nm. From the measurement data, it can be concluded that the six-blade turbine variation has a higher value of static torque and dynamic torque than the three-blade turbine, the number of blades greatly influences the absorption of water kinetic energy to be converted into static torque and dynamic torque. <p>Agar robot bencana bisa melaksanakan tugas tertentu pada medan yang tak beraturan dan tidak diketahui keadaannya secara dinamis, harus memiliki kemampuan pemetaan. Berdasarkan peta yang telah dibuat, maka robot bisa bergerak sesuai dengan peta tersebut. Makalah ini membahas implementasi pemetaan dan navigasi robot, dengan menggunakan algoritma <em>bug</em>untuk membuat lintasan yang dapat menghindari halangan. Lintasan tersebut kemudian dioptimalkan dengan menggunakan jaringan syaraf tiruan untuk memilih lintasan terpendek. Metode yang diusulkan ini kemudian diuji baik menggunakan perangkat lunak dan eksperimen di medan laboratorium.</p><p> </p><p class="Judul21"><strong><em>Abstract</em></strong></p><p class="Judul21"><em> In order to perform certain task in a cluttered and unknown dynamic field, a disaster robot should have mapping capability. Based on the map, then robot will move accordingly. This paper describes the implementation of mapping and navigation of the robot by using bug algorithm to avoid the obstacle. The paths optimized by using artificial neural networks to select the shortest one. The proposed method then implemented both by simulation and experimental in lab scale field.</em></p>

The expansion of global higher education is convincingly beginning to seep into higher education connections in Indonesia. Foreign universities access into Indonesia will be a kind of ‘contestational’ and ‘exotic’ journey heavenly for business profits of ‘global education capitalists’ networks which mainly focus on two main objectives: ‘teaching’ and ‘research’. On the contrary, it becomes a momentum for us to stimulate the development of domestic campuses in order to be more dynamic in welcoming opportunities and challenges to create and innovate relevantly to the demands and the needs of the people of Republic of Indonesia through solid coordinations and supervisions in encouraging and accelerating national development through the sense of Nusantara characters. Sooner or later, the expansive academic infiltration of global higher education is beginning to drive our higher educations to compete among the superiors. Thus, the government of Republic of Indonesia has to endorse the capability, credibility and accountability of higher education institutions through the common sense on the basic values of higher education as non-profit organization being mandated by our national constitutions and laws in intensifying community service and welfare. Make everything closer to the community, not by adopting randomly all commercial motives of global higher education which are capitalist and liberal sensed. To sum up, a set of pro-public rules, controls and policies must be strategically prepared with adequate supports based on scientific truths, benefits, reasonings, justice, virtue, affordability, honesty, sustainability, and religious responsibilities and social diversities.

Perluasan pendidikan tinggi global secara meyakinkan mulai meresap ke dalam koneksi pendidikan tinggi di Indonesia. Akses universitas asing ke Indonesia akan menjadi semacam perjalanan 'kontroversial' dan 'eksotis' surgawi untuk keuntungan bisnis dari 'jaringan kapitalis pendidikan global' yang terutama berfokus pada dua tujuan utama: 'mengajar' dan 'penelitian'. Sebaliknya, itu menjadi momentum bagi kita untuk merangsang pengembangan kampus dalam negeri agar lebih dinamis dalam menyambut peluang dan tantangan untuk menciptakan dan berinovasi secara relevan dengan tuntutan dan kebutuhan masyarakat Republik Indonesia melalui koordinasi yang solid dan pengawasan dalam mendorong dan mempercepat pembangunan nasional melalui rasa karakter Nusantara. Cepat atau lambat, infiltrasi akademik yang luas dari pendidikan tinggi global mulai mendorong pendidikan tinggi kita untuk bersaing di antara para atasan. Electric vehicles (EV) have gained worldwide attention since the implementation of a wireless power transfer (WPT) to charge their batteries. With WPT, it can be very convenient for EV to be charged dynamically. Nevertheless, there are some issues in dynamic WPT, such as maintaining the power transfer efficiency. Several factors that lead to these problems include disruption of the alignment and the optimum distance between the transmitter and receiver coils. It is thus contributing to the loss of power efficiency when charging the EV. Not to mention, manufacturers build different specifications of EV charging station for different types of EV models in order to meet customer demands. An incompatible charging device will not utilize EV wireless charging to its maximum potential. Hence, to improve the power output capability as well as stabilizing the maximum power transfer during the charging process, a compensation circuit is added to the system. This article focuses on comparing two available compensation circuits (series-series (SS) topology and series-parallel (SP) topology) under the application of dynamic wireless charging. The simulations are conducted using NI Multisim based on the relationship of power transfer efficiency with resonance frequency, coefficient of coupling, and the load resistance. The WPT efficiency for SP-topology shows that it is sensitive to the change of resonance frequency and coupling coefficient, whereas SS-topology maintains good efficiency during the WPT process. Nonetheless, SS-topology performance suffers efficiency loss when paired with a higher load, while SP-topology acts differently. This article will observe the best conditions on the selected compensation designs for better application in EV charging systems in a moving state. ABSTRAK: Kenderaan elektrik (EV) telah menarik perhatian dunia sejak pelaksanaan alih kuasa wayarles (WPT) bagi mengecas bateri. Melalui WPT, EV lebih mudah kerana ia boleh dicas secara dinamik. Namun, pengecasan dinamik WPT turut mengalami masalah, seperti mengimbang kecekapan pemindahan kuasa. Beberapa faktor yang membawa kepada masalah ini adalah kerana terdapat gangguan penjajaran dan jarak optimum antara gegelung pemancar dan penerima. Kerana ini, ia menyumbang kepada kehilangan kecekapan kuasa semasa mengecas EV. Pengeluar juga membina spesifikasi stesen pengisian EV berlainan mengikut jenis model EV demi memenuhi permintaan pelanggan. Namun, platform pengecas EV yang berbeza, tidak dapat mengecas EV secara wayarles dengan maksimum. Oleh itu, bagi membaiki keupayaan jana kuasa serta menstabilkan pengeluaran kuasa maksimum semasa proses pengecasan, litar gantian ditambah ke dalam sistem. Artikel ini memberi keutamaan pada dua litar gantian berbeza (topologi bersiri (SS) dan siri-selari (SP)) di bawah aplikasi pengecasan wayarles dinamik. Simulasi dibuat menggunakan NI Multisim mengikut kecekapan pemindahan kuasa dengan frekuensi resonan, pekali gandingan dan rintangan beban. Kecekapan WPT bagi topologi-SP menunjukkan ianya sensitif pada perubahan frekuensi resonan dan pekali gandingan. Manakala topologi-SS kekal cekap semasa proses WPT. Walau bagaimanapun, prestasi topologi-SS berkurangan ketika diganding dengan beban besar, begitu juga berbeza bagi topologi-SP. Artikel ini akan mengkaji keadaan terbaik pada reka bentuk gantian terpilih bagi aplikasi EV dalam sistem pengecasan bergerak.

The amphibious robot, which has the capability of multi-mode motion, can maneuver diverse environments with high mobility and adaptability. These are employed in the area of reconnaissance, search and rescue operations, and monitoring. The existing amphibious robots have lower maneuverability over the crawling period on uneven and slope surfaces on the land. In this paper, a kinematic model of the amphibious robot based on virtual prototyping is designed for multi-mode locomotion. ADAMS (Automated dynamic analysis of mechanical systems) is a multi-body dynamic solver adopted to build the simulation model for the robot. The novel amphibious robot employs a Rockerbogie mechanism equipped with wheel paddles. The locomotion analysis on land involves straight-going and obstacle negotiation, which is simulated using ADAMS. The simulation analysis result demonstrates increased maneuverability, achieving a robot's velocity of 1.6 m/s. Normal forces on the front and rear wheels show equal load distribution, contributing more to the robot’s equilibrium over uneven terrain. The simulation result reflects the accurate kinematic characteristics of the amphibious robot and provides a theoretical basis for developing an algorithm for robot motion control and optimization. Further, this research will concentrate on the kinematic simulation maneuvering in water mode with the wheel paddle. ABSTRAK: Robot amfibia yang memiliki berbilang mod pergerakan, dapat bergerak dalam persekitaran berbeza dengan ketinggian mobiliti dan adaptasi. Kebolehan ini dapat digunakan dalam kawasan pengintipan, operasi pencarian dan menyelamat, dan peninjauan. Robot amfibia sedia ada mempunyai kurang kebolehgerakan sepanjang tempoh merangkak pada permukaan cerun dan permukaan tidak rata pada tanah. Dalam kajian ini, model kinematik robot amfibia berdasarkan prototaip maya dibentuk berdasarkan gerak alih pelbagai mod. Sistem Mekanikal Analisis Dinamik Automatik (ADAMS) adalah penyelesai dinamik berbilang badan telah diadaptasi bagi membina model simulasi robot. Robot amfibia baru dicipta berdasarkan mekanisme Rockerbogie beserta padel tayar. Analisis gerak alih atas tanah ini termasuk gerakan-lurus dan rundingan halangan, disimulasi menggunakan ADAMS. Dapatan simulasi kajian menunjukkan peningkatan kebolehgerakan, mencapai halaju robot sehingga 1.6 m/s. Daya tujahan normal pada depan dan belakang tayar menunjukkan keseimbangan agihan beban, menyumbang lebih kepada keseimbangan robot ke atas permukaan yang tidak rata. Dapatan kajian dari simulasi menunjukkan ciri-ciri kinematik yang tepat pada robot amfibia dan menyediakan teori asas bagi membangunkan algoritma kawalan pergerakan dan pengoptimuman. Seterusnya, kajian ini mengfokuskan simulasi gerakan kinematik dalam mod air beserta padel tayar.

Predictive Functional Control is a simple alternative to the traditional PID controller which has the capability to handle process constraints more systematically. Nevertheless, the most basic form of PFC has suffered from ill-posed prediction due to its simplicity in formulation and assumption of constant future input dynamics. Although some constraints can be satisfied, nevertheless the performance may be very conservative due to this issue. The main objective of this paper is to improve the constrained performance of a PFC controller with a minimum modification of the existing formulation. Specifically, a novel constraint handling approach for PFC is proposed based on an implied closed-loop prediction. Instead of assuming a constant input as deployed in the conventional open-loop prediction, the implied closed-loop input dynamics are utilised to detect future constraint violations. In addition, a future perturbation is introduced into the prediction structure as an extra degree of freedom for satisfying the constraints. Two simulation results confirm that the proposed approach gives far less conservative constraint handling and thus better control performance compared to the nominal PFC. Furthermore, this novel implementation also alleviates the well-known tuning difficulties and prediction inconsistency issues that are associated with conventional PFC when handling constraints. ABSTRAK: Kawalan Kefungsian Ramalan adalah alternatif mudah kepada kawalan tradisional PID yang mempunyai kekangan keupayaan bagi mengawal proses secara lebih tersusun. Namun, keadaan paling asas pada kesan PFC adalah daripada ramalan tak teraju-rapi yang disebabkan oleh formula ringkas dan anggapan dinamik input yang sama bagi masa depan. Walau kekangan ini dapat diatasi, namun prestasi akan berubah secara konservatif disebabkan oleh isu ini. Objektif utama kajian ini adalah bagi membaiki kekangan prestasi kawalan PFC dengan modifikasi minimum formula yang ada. Secara spesifik, pendekatan nobel kawalan PFC dicadangkan berdasarkan ramalan lingkaran-tertutup. Selain anggapan input tetap seperti yang dilakukan pada ramalan lingkaran-terbuka yang konservatif, dinamik input yang dibuat pada lingkaran-tertutup telah digunakan bagi mengesan kekangan masa depan yang bertentangan. Tambahan, gangguan yang bakal berlaku pada masa depan telah diperkenalkan ke dalam struktur ramalan sebagai tambahan darjah pada kebebasan bagi mengatasi kekangan. Dua dapatan simulasi kajian menyetujui pendekatan yang dicadangkan dan menyebabkan sangat kurang kekangan pengendalian pada sistem konservatif, oleh itu kawalan yang lebih bagus pada prestasi berbanding pada PFC nominal. Selain itu, pendekatan nobel ini juga menghilangkan kesukaran pelarasan yang dikenali ramai dan ramalan isu tidak konsisten yang terdapat pada PFC konvensional apabila mengendali kekangan.

<p>Ikan Malalugis adalah ikan pelagis kecil yang merupakan hasil tangkapan utama nelayan di perairan Laut Sulawesi. Pada tahun 2012 dilaporkan bahwa perikanan pelagis kecil menjadi salah satu hasil perikanan yang penting, dan hasil tangkapan yang dominan dari perikanan pelagis kecil tersebut adalah ikan malalugis biru (Decapterus macarellus). Jenis ikan malalugis memiliki sifat bermigrasi dan membentuk gerombolan kecil yang mana sangat dipengaruhi oleh kondisi lingkungannya. Tipe arus pasut di Teluk Manado (Laut Sulawesi) merupakan arus pasut bolak balik (reversing current). Banyaknya arus yang begitu aktif merupakan salah satu faktor yang mendukung habitat ikan malalugis. Diduga kekhasan sifat distribusi arus di daerah laut Sulawesi ini yang membuat kelimpahan ikan malalugis relatif tinggi di perairan Sulawesi Utara dibandingkan dengan daerah perairan lainnya di Indonesia. Kelimpahan ikan malalugis yang tinggi mendorong ikan ini menjadi komoditas penting dalam sektor perikanan di Laut Sulawesi. Meski demikian pada tahun 2012 dilaporkan bahwa tingkat produksi ikan malalugis mengalami penurunan. Hal ini diduga karena terlalu tingginya tingkat eksploitasi atau diakibatkan oleh adanya perubahan dalam kondisi ekosistem ikan tersebut di Laut Sulawesi. Oleh karena itu studi ini dilakukan untuk mengkaji tingkat daya dukung lingkungan terhadap keberlangsungan sumberdaya perikanan malalugis di wilayah perairan Laut Sulawesi.</p><p><br /><em>Malalugis fish is a small pelagic fish that constitute the main catch of fishermen in the waters of North Celebes Sea. In 2012 it was reported that small pelagic fishery became one of the important fishery products and it was dominated by the species of Malalugis (Decapterus macarellus). This species has a typical behavior which was highly mobility and forming fish schooling and strongly influenced by environmental conditions. The type of tidal current in North Sulawesi coast is reversing current. This kind of current could make a very active current in the water which is suitable for the habitat of Malalugis. This distinctiveness of current was considered as a trigger for relatively high abundance of Malalugis in this area compared to its </em><em>abundance in other water body of Indonesian territory. In 2012, total catch of this species has been reported to be decreased; thismay caused by either high level of exploitation nor changing on its habitat or even both. This study was conducted to investigate the capability of ecosystem and habitat of Malalugis to support its sustainability.</em></p>

The relation between Indonesia and China sparks a new era by the signing of a strategic partnership agreement in 2005. The signing of strategic partnership and similarities in infrastructure booming in both countries initiates the significant flow of capital and cooperation. Under the presidency of Joko Widodo, Indonesia’s program of domestic connectivity, which dubbed as Global Maritime Fulcrum (GMF), has opened more extensive opportunity for China to invest and build complementarities of her Belt and Road Initiatives (BRI). Despite the fact that two countries could move into a strategic partnership, other factors have hampered the relations between the two. Indonesia's foreign policy doctrine will not allow herself to become fully aligned with other great power politics in the region. Indonesia has been long pursued an international activism based on free and active doctrine and dynamic equilibrium. These doctrinal factors in another sense become the primary foundation of Indonesia's middlepowermanship foreign policy. The challenge in this case is the contradiction between economic and political interests that has forced Indonesia to balance between her political interests and economic interests. While growing relations with China could help Indonesia implement her strategic infrastructure development that leads to a better economic capability, the situation could erode her aspiration as middle power country (middlepowermanship). This article would like to find how Indonesia juggles between those interest without undermining her position and credibility as an emerging middle power. This article proposes that even though domestic politics plays important role in fostering Indonesia position as middle power countries, at the same time Indonesia needs to strengthen her relations towards other countries and especially manage the centrality of ASEAN in the region to secure principle of dynamic equilibrium and the role of bridge builder. Tantangannya dalam hal ini adalah bagaimana upaya Indonesia menyeimbangkan antara kepentingan politik dan ekonominya. Perkembangan hubungan ekonomi dengan Tiongkok dapat membantu Indonesia melaksanakan pembangunan infrastruktur strategis yang akan berdampak pada peningkatan kapabilitas ekonomi. Namun begitu, kedekatan yang tidak terimbangi akan dapat mengganggu politik luar negerinya sebagai kekuatan negara menengah (middlepowermanship). Industri asuransi jiwa di Indonesia memiliki kontribusi yang signifikan dalam industri keuangan Indonesia meskipun mengalami fenomena tingkat penetrasi yang rendah, literasi yang buruk, perlindungan konsumen dan praktik misselling. Kajian ini menggunakan pendekatan studi kasus melalui serangkaian wawancara mendalam pada beberapa perusahaan asuransi jiwa dengan mengeksplorasi pengamalam transformasi digital mereka. Kajian ini mengeksplorasi kondisi eksisting perusahaan asuransi jiwa Indonesia dalam mengembangkan kapabilitas dinamis berbasis digital serta kapabilitas transformasional penyediaan layanan dalam menciptakan SCA digital untuk bertahan di industri asuransi jiwa Indonesia. Studi ini mengidentifikasi dan membahas tiga tema utama yang terdiri dari pengembangan perjalanan pelanggan yang tepat, mendapatkan kepercayaan, dan tantangan utama sebagai faktor kunci keberhasilan dalam mengembangkan dan menggunakan kemampuan tersebut. Penelitian ini menghasilkan tiga proposisi dan menyarankan studi eksplanatori lebih lanjut untuk mengkaji proposisi-proposisi tersebut. Life insurance is important as it offers protection to mitigate risks for the policyholders. Life insurance industry in Indonesia has a significant contribution in Indonesia financial industry although it experiences phenomena of low penetration rate, poor literacy, consumer protection and misselling practices. This study used case study approach through series of deep dive interviews with selected life insurance companies exploring their digital transformation experiences. This study explored the existing conditions of Indonesia lifeinsurance companies in developing their digital based dynamic capabilities as well as the service provisioning transformational capability in creating the digital SCA to survive in Indonesia life insurance industry. This study identified and discussed three key themes consisted of development of the right customer journey, earn trust, and key challenges as key success factor in developing and exercising the said capabilities. The study resulted in three propositions and suggested further explanatory study to examine the propositions.

Kesadaran pemuda untuk aktif, kreatif, dan inovatif yang masih kurang di Dusun Soropaten dan Jangkungan, merupakan permasalahan utama pemberdayaan masayarakat di wilayah tersebut. hal ini disebabkan oleh empat faktor yaitu: (1) Minimnya peran pemuda dalam segala aspek di pedesaan, (2) Kurangnya kesadaran pemuda dalam mengelola sumber daya yang tersedia, (3) Belum terbentuknya sistem manejemen dan sistem pengorganisasian pemuda yang optimal, (4) Rendahnya daya inovasi pemuda di wilayah tersebut. Metode yang digunakan dalam program ini adalah metode deskriptif kualitatif dengan melakukan penggalian data menggunakan teknik wawancara dan observasi. Dua teknik ini digunakan sebelum program dilakukan agar pelaksanaan program benar-benar berdasar kebutuhan di lapangan dan tepat sasaran. Pembentukan program Pengkaderan Pemuda Penggerak Desa (P3D) dengan melakukan Youth Capabilty Building dan praktik pemberdayaan melalui Comunity Engagement merupakan upaya yang tepat untuk mengatasi permasalahan tersebut. Dalam pelaksanaan program P3D dilakukan pemaparan materi wajib yang terdiri dari materi kepemimpinan, materi advokasi, dan materi pengorganisasian masyarakat. Pemaparan materi wajib, merupakan upaya dalam meningkatkan kapabiltas para pemuda di Dusun Soropaten dan Jangkungan. Selain itu terdapat materi khusus tentang asassement sumber daya, problem solving dan moderasi agama. Program ini menghasilkan kader pemuda lingkungan, sosial, dan kegamaan yang berkompeten untuk memaksimalkan sumber daya wilayah, menghadapi dinamika sosial, memecahkan persoalan di masyarakat, dan meningkatkan kapasitas potensi keagamaan.

This article aims to investigate the contribution and impact of PT. Socfindo to the society around the company and to show the response of the society toward existing of PT. Socfindo. The research method used in this article is a qualitative approach. The theory used is the community empowerment theory. The results show that CSR program that is running still in a stage like charity, philanthropy dan infrastructure development. CSR nowadays did not exist yet an aspect of human resources development or community capability development. The existing of the company has an impact on society, that is a social conflict between society and company. Also, it has an impact on the living environment, like air pollution, waste leak, and dust. The economic impact has not been seen significantly. The company has not up to economic empowerment program. Society response to the company shows the distrust or skepticism caused by many dynamics. AbstrakArtikel ini mengkaji tentang bagaimana kontribusi dan dampak PT. Socfindo terhadap masyarakat sekitar perusahaan dan bagaimana respon masyarakat terhadap kehadiran PT.Socfindo. Metode penelitian yang digunakan dalam penelitian ini adalah kualitatif dengan teknik pengumpulan data melalui observasi, wawancara mendalam dan dokumentasi. Teori yang digunakan adalah teori pemberdayaan masyarakat. Hasil penelitian menunjukkan bahwa program CSR yang dijalankan masih pada tahap-tahap program yang bersifat charity, phylantrophy dan pembangunan infrastruktur, CSR saat ini belum menyentuh pada aspek peningkatan sumberdaya manusia atau peningkatan kapasitas masyarakat. Kehadiran perusahaan berdampak pada sosial, yaitu konflik sosial antara masyarakat dengan perusahaan, dampak lainnya berupa dampak terhadap lingkungan hidup, polusi udara, kebocoran limbah, debu. Dampak ekonomi belum terlihat secara signifikan, perusahaan belum sampai pada program pemberdayaan ekonomi. Respon masyarakat terhadap perusahaan menunjukkan ketidakpercayaan yang disebabkan oleh banyaknya dinamika.

Ngragi merupakan bagian dari proses membuat berbagai makanan tradisional dari bahan yang sederhana tetapi menghasilkan jajanan yang enak untuk dinikmati. Ngragi jemblung memiliki pengertian yang sama yaitu mengolah kembali kesenian Jemblung tradisional untuk dinikmati kembali sehingga memiliki nilai kekinian. Karya musik yang berjudul “Ngragi” terinspirasi dari kesenian Jemblung Tanjungsari yang mengalami stagnasi dengan menurunnya aktivitas dan regenerasi. Proses penciptaan karya musik ini mengembangkan gending-gending Jemblung melalui proses garap. Pengembangan komposisi musik dengan penggarapan dinamika, pengembangan garap vokal tunggal, bersama, saut-sautan. Garap vokal dalam bentuk karya baru lebih menonjolkan pada aktratif kemampuan peraga dalam bentuk sajian accapela, perpindahan laras, pengalihan suara gamelan dengan suara mulut. Pengemasan sajian karya musik Jem- blung dikolaborasikan dengan tradisi masyarakat yaitu sepasaran bayi dengan tujuan melestarikan budaya masyarakat sebagai penggambaran kebersamaan dalam kehidupan masyarakat. Artikel ini mencoba mengeksplorasi konsepsi kepemimpinan kiai di pondok pesantren dalam konteks kekuasaan (power) dan otoritas (authority) dalam lingkungan yang multikultural (multicultural environment). Kepemimpinan merupakan seni memengaruhi (the art of influence) agar orang melakukan sesuai dengan tujuan yang diinginkan. Kekuasaan (power) adalah kesempatan bagi manusia atau sekelompok manusia untuk menyadarkan individu atau kelompokindividulainnya terhadap kemauan yang diinginkan. Kekuasaan menjelma dalam ragam bentuk, seperti: pengaruh, persuasi, manipulasi, kekuatan (force), dan koersi. Sedangkan otoritas merupakan wewenang yang diberikan kepada seseorang atau kelompok atau instansi secara sah agar patuh terhadapnya karena didukung oleh norma dan peraturan yang dibuat. Jadi, kekuasaan terkait erat dengan kemampuan; sedangkan otoritas merupakan hak untuk mengambil tindakan yang diperlukan agar tugas dan tanggungjawab dapat dilaksanakan secara efektif dan efisien. Produktivitas kekuasaan dan otoritas selalu berjalan dinamis di dalam lingkungan multikultural. Konsepsi kepemimpinan dalam konteks lingkungan multikultural inilah yang dipraktekkan oleh founding fathers bangsa kita dulu.

Abstract
The article is trying to explore the concept of leadership of kiai in pesantren (Islamic boarding school) in the context of power and authority on multicultural environment. Leadership is the art of influence in order to be acted by others in accordance with what he or she wants others do. Power is an opportunity for human being or community to make individual or others aware to the willingness of what he wants. Power incarnates to various forms, for instance: influence, persuasion, manipulation, force as well as coercion. On the other hand, the authority is a right given to someone or community or institution legally in order to obey because of the rules and norms as well that made. So, power is related to capability; the authority is a right to make decision as needed so that the task or assignment as well as responsibility can be carried out effectively and efficiently. The productivity of power and authority is on the tract dynamically in the context of multicultural environment. This concept of leadership in the context of multicultural environment had been practiced by our founding fathers.

In achieving Good Governance, the Bandung City Government implements e-Government to improve the quality of its performance. The implementation of e-Government is expected to increase the convenience, efficiency and accessibility of public services. One form of e-government implementation, the Bandung City Personnel, Education and Training Agency (BKPP) implements a Dynamic Work Allowance (TKD) system based on Electronic Performance Remuneration (e-RK). -RK affects the achievement of employee performance as expected so that it can give birth to solutions or recommendations for the smooth implementation of activities in government agencies, especially in the city of Bandung. The research method used is a quantitative approach. To measure which dimensions are inadequate, the authors use the TPC (technology performance chain) theory from Goodhue and Thompson (1995) which shows four dimensions including Task Characteristics, Technologies Characteristics, Task-technology fit, and Utilization. The performance theory used is Mitchel's theory in Sedarmayanti (2001) where there are five dimensions in assessing performance, namely Promptness, Quality of Work, Initiative, Communication, and Capability. ). The researcher used a sampling technique, namely the proportionate stratified random sampling technique with a total sample of 46 people. The results showed that e-RK had a high effect on the performance of BKPP employees. The results showed that the contribution given by e-RK had an effect of 87.8% on employee performance. Then for the rest as much as 12.2% is the influence of other contributions not examined in this study. Based on the hypothesis test, the value of tcount > ttable (17.807 >2.01537) was obtained. So it can be concluded that Ho is rejected and there is a significant effect on the implementation of e-RK on the performance of BKPP employees. Dalam mencapai Good Governance, Pemerintah Kota Bandung menerapkan e-Government untuk meningkatkan kualitas kinerjanya. Penerapan e-Government diharapkan dapat meningkatkan kenyamanan, efisiensi serta aksesibilitas yang dari pelayanan publik. Salah satu bentuk penerapan e-government, Badan Kepegawaian, Pendidikan, dan Pelatihan (BKPP) Kota Bandung menerapkan sistem pemberian Tunjangan Kerja Dinamis (TKD) yang berbasis Elektronik Remunerasi Kinerja (e-RK).Tujuan dilakukannya penelitian ini yaitu untuk menjelaskan apakah penerapan E-RK berpengaruh terhadap tercapainya kinerja pegawai sesuai yang diharapkan sehingga bisa melahirkan solusi ataupun rekomendasi bagi kelancaran pelaksanaan kegiatan di instansi-instansi pemerintah khususnya di Kota Bandung. Metode penelitian yang digunakan yaitu pendekatan kuantitatif. Untuk mengukur dimensi mana yang tidak memadai, penulis menggunakan teori TPC (technology performance chain) dari Goodhue dan Thompson (1995) yang menunjukan empat dimensi diantaranya Task Characteristic, Technologies Characteristic, Task-technology fit, dan Utilization. Adapun teori kinerja yang digunakan ialah teori Mitchel dalam Sedarmayanti (2001) dimana terdapat lima dimensi dalam menilai kinerja, yaitu Ketetapan Waktu (Promptness), Kualitas Kerja (Quality of Work), Inisiatif (Initiative), Komunikasi (Communication), dan Kemampuan (Capability). Peneliti menggunakan teknik penarikan sampel yaitu teknik proportionate stratified random sampling dengan jumlah sampel sebanyak 46 orang. Hasil penelitian menunjukkan bahwa e-RK berpengaruh tinggi terhadap kinerja pegawai BKPP. Hasil penelitian menunjukan bahwa kontribusi yang diberikan e-RK berpengaruh sebesar 87,8% terhadap Kinerja Pegawai. Kemudian untuk sisanya yaitu sebanyak 12,2% merupakan pengaruh dari kontribusi lain yang tidak diteliti pada penelitian ini. Berdasarkan uji hipotesis, diperoleh nilai thitung > ttabel (17,807 >2,01537) . Sehingga dapat disimpulkan bahwa Ho ditolak dan terdapat pengaruh signifikan penerapan e-RK terhadap Kinerja Pegawai BKPP.

<strong>English</strong><br />Chili includes a strategic commodity in Indonesia because of its high price volatility that makes it a major determinant of national inflation dynamics. The government always tries to improve its capability in implementing the chili price stabilization policy. The objective of the study is to assess the volatility of curly chili price volatility in Indonesia by using the ARCH GARCH approach with daily price data of January 2011 to December 2015. The results showed that the right model to calculate chili price volatility is ARCH (1). The price volatility was low and price movement was only influenced by the volatility in the previous day, not by the price variant, so the chili price volatility in the future will be smaller. Low volatility indicates that demand and supply characteristics were predictable. Price changes gradually and predictable. Farmers’ protection policy through import restrictions improves stability of domestic supply. The policy reduces the risk of drastic decline in prices due to imported chili, so the price volatility of chili in the period 2011–2015 was lower than the previous period. However, the seasonal price variation remains. Therefore, the policy should be supported with all season chili availability assurance.<br /><br /><br /><strong>Indonesian</strong><br />Cabai termasuk komoditas strategis di Indonesia karena harganya volatil sehingga menjadi salah satu penentu utama dinamika inflasi nasional. Untuk itu, pemerintah senantiasa berusaha meningkatkan kemampuannya dalam melaksanakan kebijakan stabilisasi harga cabai. Penelitian ini bertujuan untuk mengkaji volatilitas harga cabai keriting di Indonesia dengan pendekatan ARCH GARCH dan data harga harian cabai keriting periode Januari 2011 hingga Desember 2015. Hasil penelitian menunjukkan bahwa model yang tepat untuk menghitung volatilitas harga cabai keriting adalah ARCH(1). Hasil pendugaan model menunjukkan volatilitas harga cabai keriting rendah dan pergerakan harga hanya dipengaruhi oleh volatilitas pada satu hari sebelumnya, tidak dipengaruhi varian harga, sehingga diperkirakan volatilitas harga cabai keriting di masa datang akan semakin kecil. Volatilitas yang rendah menunjukkan karakteristik waktu permintaan dan penawaran cabai keriting dapat diprediksi. Perubahan harga terjadi bertahap dan dapat diperkirakan. Kebijakan perlindungan petani melalui pembatasan impor cabai menyebabkan penyediaan cabai di dalam negeri menjadi lebih stabil. Kebijakan ini mengurangi risiko penurunan harga secara drastis akibat masuknya cabai impor, sehingga volatilitas harga cabai pada periode 2011–2015 lebih rendah dibandingkan periode sebelumnya. Namun, masih terdapat variasi harga musiman. Oleh karena itu, kebijakan ini perlu diperkuat dengan upaya jaminan sediaan cabai sepanjang musim.

Artikel ini bertujuan mengakaji peluang dan tantangan pengembangan madrasah, khususnya yang berbasis pesantren. Artikel dibuat dengan meninjau dan mengumpulkan informasi dari berbagai referensi baik buku, artikel dan jurnal yang digunakan sebagai bahan dalam mempelajari dan menambah wawasan secara konseptual yang berhubungan dengan peluang dan tantangan pengembangan madrasah yang berbasis pesantren di era modern. Madrasah merupakan salah satu lembaga pendidikan alternatif dan mempunyai kesempatan yang sama untuk menjadi lembaga pendidikan yang diperhitungkan dalam dinamika perubahan sosial. Namun demikian sebagai sebuah konsekuensi logis, madrasah harus melakukan upaya-upaya agar mampu mengembangakan setiap sektor dalam rangka mewujudkan tujuan organisasinya. Upaya pengembangan madrasah di pesantren harus bisa mewujudkan kriteria pendidikan unggulan yang akan melahirkan sumber daya manusia yang memiliki kapabilitas dalam penguasaan pengetahuan dan teknologi yang dijiwai oleh nilai-nilai luhur keagamaan. AbstractThis article aims to examine the opportunities and challenges of developing madrasah, especially those based on Islamic boarding schools (pesantren). Articles are made by reviewing and gathering information from various references both books, articles, and journals that are used as a material in learning and conceptually adding insight related to the opportunities and challenges of developing pesantren-based madrasah in the modern era. Madrasah is an alternative educational institution and has the same opportunity to become an educational institution that is taken into account in the dynamics of social change. However, as a logical consequence, madrasah must make efforts to be able to develop each sector in order to realize the goals of the organization. Madrasah's development efforts in Islamic boarding school must be able to realize the criteria of the superior education that will give birth to human resources who have the capability in mastering knowledge and technology that are imbued with religious noble values. The realization of madrasah as an institution that is able to provide services in the form of superior education, the Islamic boarding school needs to be directed towards the integration of intellectual and skill excellence in the field of religious knowledge including excellence in the fields of personality, faith, and devotion, by opening up and accommodating towards aspirations and demands of the community and actualizing commitments to build quality education in an integrated manner throughout the whole process of implementing education through habituation to be able to understand the reality of education in accordance with the development of science and technology.

In the age of technology, microgrids have become well known because of their capability to back up the grid when an unpleasant event is about to occur or during power disruptions, at any time. However, the microgrid will not function well during power disruptions if the controller does not respond fast enough and the BESS will be affected. Many types of controllers can be used for microgrid systems. The controllers may take the form of Maximum Power Point Tracking (MPPT) Controller, Proportional Integral Derivative (PID) Controller, and Model Predictive Controller (MPC). Each of the controllers stated has its functions for the microgrid. However, two controllers that must be considered are PID and MPC. Both controllers will be compared based on their efficiency results which can be obtained through simulations by observing both graphs in charging and discharging states. Most researchers implied that MPC is better than PID because of several factors such as MPC is more robust and stable because of its complexity. Other than that, MPC can handle more inputs and outputs than PID which can cater to one input and output only. Although MPC has many benefits over the PID, still it is not ideal due to its complex algorithm. This work proposed an algorithm of simulations for the MPC to operate to get the best output for microgrid and BESS and compare the performance of MPC with PID. Using Simulink and MATLAB as the main simulation software is a very ideal way to simulate the dynamic performance of MPC. Furthermore, with Simulink, unpredictable variables such as Renewable Energy (RE) sources input and loads demands that are related to MPC can be measured easily. The algorithm of MPC is a cost function. Then the performance of the MPC is calculated using Fast-Fourier Transform (FFT) and Total Harmonic Distortion (THD). Lower THD means a higher power factor, this results in higher efficiency. This paper recorded THD of 9.57% and 12.77% in charging states and 16.51% and 18.15% in discharging states of MPC. Besides, PID recorded THD of 22.10% and 29.73% in charging states and 84.29% and 85.58% in discharging states. All of the recorded THD is below 25% in MPC and it shows a good efficiency while PID’s THD is above 25% shows its inefficiency. ABSTRAK: Pada zaman teknologi, mikrogrid menjadi terkenal kerana keupayaannya untuk menjana kuasa grid apabila kejadian yang tidak menyenangkan bakal berlaku atau ketika terjadinya gangguan kuasa, pada bila-bila masa. Walau bagaimanapun, mikrogrid tidak dapat berfungsi dengan baik semasa gangguan kuasa jika alat kawalan tidak bertindak balas dengan cukup pantas dan BESS akan terjejas. Banyak alat kawalan (pengawal) boleh digunakan bagi keseluruhan sistem mikrogrid. Setiap pengawal adalah berbeza seperti Pengawal Penjejakan Titik Kuasa Maksimum (MPPT), Pengawal Berkadar Terbitan Kamilan (PID) dan Pengawal Model Ramalan (MPC). Setiap pengawal yang dinyatakan mempunyai fungsinya yang tersendiri bagi mikrogrid. Walau bagaimanapun, dua pengawal yang perlu dipertimbangkan adalah PID dan MPC. Kedua-dua pengawal ini akan dibandingkan berdasarkan keputusan kecekapan yang boleh didapati melalui simulasi dengan memerhati kedua-dua graf pada keadaan pengecasan dan nyahcas. Ramai penyelidik menganggap bahawa MPC adalah lebih baik berbanding PID kerana beberapa faktor seperti MPC lebih teguh dan stabil kerana kerumitannya. Selain itu, MPC dapat mengendalikan lebih banyak input dan output berbanding PID yang hanya dapat menyediakan satu input dan output sahaja. Walaupun MPC mempunyai banyak faedah berbanding PID, ianya masih tidak sesuai kerana algoritma yang kompleks. Kajian ini mencadangkan algoritma simulasi bagi MPC beroperasi mendapatkan output terbaik untuk mikrogrid dan BESS dan membandingkan prestasi MPC dengan PID. Perisian simulasi utama yang sangat ideal bagi mensimulasi prestasi dinamik MPC adalah dengan menggunakan Simulink dan MATLAB. Tambahan, dengan Simulink, pembolehubah yang tidak terjangka seperti sumber Tenaga Boleh Diperbaharui (RE) dan permintaan beban yang berkaitan MPC boleh diukur dengan mudah. Algoritma MPC adalah satu fungsi kos. Kemudian prestasi MPC dikira menggunakan Penjelmaan Fourier Pantas (FFT) dan Total Pengherotan Harmonik (THD). THD yang lebih rendah bermakna faktor kuasa meningkat, ini menghasilkan kecekapan yang lebih tinggi. Kajian ini mencatatkan THD sebanyak 9.57% dan 12.77% dalam keadaan mengecas dan 16.51% dan 18.15% dalam keadaan nyahcas oleh MPC. Selain itu, PID mencatatkan THD sebanyak 22.10% dan 29.73% dalam keadaan mengecas dan 84.29% dan 85.58% dalam keadaan nyahcas. Semua THD yang direkodkan adalah di bawah 25% bagi MPC dan ia menunjukkan kecekapan yang baik manakala THD bagi PID adalah melebihi 25% menunjukkan ketidakcekapan.

Salah satu alat transportasi untuk orang dan barang yang banyak ditemui di kota Banjarbaru yaitu angkutan umum atau sering disebut angkot. Algoritma Klasifikasi Naive Bayes, algoritma di dukung oleh ilmu Probabilistik dan ilmu statistika khususnya dalam penggunaan data petunjuk untuk mendukung keputusan pengklasifikasian. Pada algoritma Naïve Bayes, semua atribut akan memberikan kontribusinya dalam pengambilan keputusan, dengan bobot atribut yang sama penting dan setiap atribut saling bebas satu sama lain, bahwa sistem ini berjalan baik dan memiliki tingkat keakuratan sampai dengan 90 % sebagai acuan dalam penilaian kelayakan angkutan kota. Naive Bayes Classification Algorithm, the algorithm is supported by probabilistic science and statistics, especially in the use of hint data to support classification decisions. In the Naïve Bayes algorithm, all attributes will contribute to decision making, with the same important attribute weights and each attribute being independent of each other, that this system is running well and has an accuracy level of up to 90% as a reference in the assessment of city transportation. ABSTRACT Agricultural, livestock, and domestic activities in the alluvial plains and the colluvial footslopes of the Pesing watershed have the potential to reduce groundwater quality in an unconfined aquifer. Environmental characteristics need to be identified spatially to determine the potential for groundwater contamination. The latest mapping technology also needs to be identified to determine its ability to disseminate information on potential groundwater pollution. The research was conducted to determine the potential for groundwater pollution and to identify the capability of a web-based GIS as a medium for disseminating geospatial information. Potential groundwater contamination was identified using the GOD method. The variables used include the type of aquifer, aquifer lithology, and groundwater depth. Variables of aquifer type and aquifer lithology are known through secondary data, namely drilling data, geological data, and literature studies. Variable groundwater depth is known through field surveys. Sampling method used is systematic random sampling. Each variable is classified and visualized in the form of a thematic map. Three variables were analyzed by the overlay method. Based on the results of the analysis, it is known that in the rainy season, the research area is classified into three classes of potential for groundwater pollution, namely extreme potential with a percentage of 27% area, high potential with a rate of 71%, and medium potential with a percentage of 2%. The potential for groundwater contamination during the dry season is classified into two classes: high potential with an area of 43% and medium potential with a percentage of 57%. Temporal dynamics of the potential for groundwater pollution are caused by a variable sensitive to seasonal changes, namely the depth of groundwater. The land uses that have the most influence on the potential for groundwater contamination are rice fields and livestock manure disposal. Web-based GIS can be used as a medium for disseminating information on potential groundwater pollution. The program can be appropriately operated on a variety of electronic devices. Web-based GIS is equipped with a variety of features that can be used interactively for fundamental to applied analysis. Karakteristik lingkungan perlu diidentifikasi secara spasial untuk mengetahui potensi pencemaran air tanah. Teknologi pemetaan terkini juga perlu diidentifikasi untuk mengetahui kemampuannya dalam mendiseminasi informasi potensi pencemaran air tanah. Penelitian dilakukan untuk mengetahui potensi pencemaran air tanah dan mengidentifikasi kemampuan sistem informasi geografis berbasis (SIG) web sebagai media diseminasi informasi geospasial. Potensi pencemaran air tanah diidentifikasi menggunakan metode GOD (groundwater occurrence, overall lithology of aquifer, depth to water table). Variabel yang digunakan meliputi jenis akuifer, litologi akuifer, dan kedalaman air tanah. Variabel jenis akuifer dan litologi akuifer diketahui melalui data sekunder, yaitu data pengeboran, data geologi, dan studi literatur. Variabel kedalaman air tanah diketahui melalui survei lapangan. Metode sampling yang digunakan adalah acak bersistem. Setiap variabel diklasifikasi dan divisualkan dalam bentuk peta tematik. Ketiga variabel dianalisis dengan metode overlay. Berdasarkan hasil analisis diketahui bahwa pada musim hujan daerah penelitian terklasifikasi menjadi tiga kelas potensi pencemaran air tanah bebas, yaitu potensi ekstrim dengan persentase luas 27%, potensi tinggi dengan persentase 71%, dan potensi sedang dengan persentase 2%. Potensi pencemaran air tanah pada musim kemarau terklasifikasi menjadi dua kelas, yaitu potensi tinggi dengan persentase luas 43% dan potensi sedang dengan persentase 57%. Dinamika temporal potensi pencemaran air tanah bebas disebabkan karena terdapat variabel yang sensitif terhadap perubahan musim, yaitu kedalaman air tanah. Penggunaan lahan yang paling berpengaruh terhadap potensi pencemaran air tanah adalah sawah dan lokasi pembuangan kotoran ternak. SIG berbasis web mampu digunakan sebagai media diseminasi informasi potensi pencemaran air tanah bebas. Program dapat dioperasikan dengan baik pada beragam perangkat elektronik. Covid-19 has changed the learning process from class attendance to distance learning using the Internet. Early childhood education is threatened to enter into the lost generation, due to distance learning, which causes confusion for teachers and parents to be able to provide the best stimulation for them. Therefore, the Indonesian government made a new policy on online learning. The objectives of this research are to find how effective at online learning policy formulation, how productive it is in policy implementation, and what are the obstacles of the implementation at Early-Childhood Education (ECE). This qualitative research uses a mixed method approach with an iterative analysis design, conducted in Central Java Province in 35 districts / cities with 1,899 respondents. Data collection techniques with open-closed questionnaires, study from 15 documentation, and in-depth interviews. Data analysis uses quantitative-qualitative software Nvivo12+, with Miles and Huberman models. The results showed the policy formulation of online learning at ECE has been effective. However, the implementation of online learning policy at ECE still takes a lot of effort to become more powerful in preventing a decline in learning. There are five obstacles in in applying this in the field, namely the ability of teachers, the ability of parents, economic capability, facility constraints, and pedagogical constraints.

The unappropriated quality between supply and demand of employment has trigged multidimensional problems in the job market. Empowerment of agricultural sector, informal sector and friendly manpower kind of industry along with the local entrepreneur reinforcing will be the important aspect in handling this kind of matter. Aside from that, the limitation of local capability should be upgraded with placing the employees to another countries or areas, such as AKAD and AKAN.

Kajian ini dijalankan untuk mengenal pasti kesan langsung dan tak langsung yang dimiliki oleh integrasi kelakuan kumpulan pengurusan atasan (KPA) ke atas dua keupayaan dinamik firma iaitu keupayaan pembelajaran dengan keupayaan konfigurasi semula, yang kedua-duanya diterjemahkan melalui pemboleh ubah kapasiti penyerapan dan ketangkasan organisasi. Analisis Partial Least Square ke atas maklum balas soal selidik daripada 159 buah firma perkilangan bersaiz besar dan sederhana di Malaysia menunjukkan terdapat hubungan positif yang signifikan antara integrasi kelakuan KPA dan kedua-dua kapasiti penyerapan serta ketangkasan organisasi. Hasil analisis juga menyokong hipotesis bagi hubungan tak langsung antara integrasi kelakuan KPA dan ketangkasan organisasi dengan kapasiti penyerapan sebagai faktor pengantara. Penemuan kajian ini menggesa KPA agar menonjolkan sikap yang mementingkan tingkah laku berkolaboratif, pertukaran maklumat yang berkualiti dan pembuatan keputusan secara bersama kerana ketiga-tiga aspek ini didapati secara kolektif memberi kesan yang positif kepada keupayaan dinamik firma. Dapatan kajian ini turut memberi isyarat kepada pengurusan atasan kepentingan untuk memastikan ketiga-tiga ciri ini dimiliki oleh calon yang bakal dipilih sebagai ahli KPA. Hasil kajian ini juga mampu menjadi titik rujuk kepada kajian lanjut yang dijalankan secara kualitatif yang dijangka dapat menyediakan gambaran lebih jelas mengenai peranan KPA dalam pembangunan keupayaan dinamik firma di Malaysia. Abstract This study was conducted to examine the direct and indirect effects of top management team (TMT) behavioural integration on two dynamic capabilities, that is, the learning capability and reconfiguration capability which have been translated through the absorptive capacity and organisational agility. The Partial Least Square analysis on the survey responses from 159 large- and medium-sized manufacturing firms in Malaysia shows that there are significant positive relationships between the TMT behavioural integration and both the absorptive capacity and organisational agility. The analysis results also support the hypothesis of an indirect relationship between the TMT behavioural integration and organisational agility with absorptive capacity as the mediator. The findings reveal the need for the TMT to emphasise collaborative behaviour, quality information exchange and collective decision-making as the three aspects are collectively found to have positive impacts on the firm's dynamic capabilities. The TMT also has to ensure that the candidates selected as its team members must have these characteristics. The results of the study can also be a reference point for qualitative studies conducted which can provide a clearer picture of the role of TMT in the development of dynamic capabilities of firms in Malaysia. ABSTRAK Tujuan penelitian ini untuk mengetahui pengaruh model pembelajaran berdasarkan masalah terhadap hasil belajar fisika mengenai listrik dinamis di SMA Negeri 1 Kisaran. Penelitian quasi eksperimen ini mempunyai populasi seluruh siswa kelas X Negeri 1 Kisaran sebanyak sepuluh kelas dengan mengambil sampel dua kelas dengan cara simple random sampling. Instrumen yang digunakan untuk mengetahui hasil belajar siswa adalah tes hasil belajar dalam bentuk essay tes dengan jumlah delapan soal. Hasil kemampuan siswa untuk kedua kelas sebelum perlakuan diberikan menunjukkan kemampuan yang relatif sama. Hasil kemampuan setelah perlakuan menunjukkan bahwa kemampuan kelas eksperimen yang menggunakan pembelajaran berbasis masalah lebih tinggi dibanding siswa yang berada di kelas kontrol dengan pembelajaran konvensional dinyatakan setelah analisis data menunjukkan uji-t dimana thitung >ttabel (2,47 >2,39) pada taraf signifikansi = 0,05. ABSTRACT This research aimed to know the effect of learning model based on problem to physics result about Dynamic electricity in SMA N 1 Kisaran. This quasi experiment research consist of senior high school student class X SMA N 1 Kisaran as many as classes with take two classes with sample random sampling design. Instrument used to know student learning outcomes is achievement test in the form of essay test with eight question. The result of the ability of students to class president before treatment is given show relatively similiar capabilities. The result of ability after treatment showed that the experimental class capability that uses problem-based on learning is higher than students who are in class control with conventional study revealed after the analysis of the data showed t-test where tarithmetic> ttable (2.47> 2.39) at significance level = 0,05. <p>Perkembangan dunia pertahanan dan keamanan global yang sedemikian cepat merupakan tantangan berat yang harus dihadapi Indonesia. Untuk itu, harus ada pemenuhan peningkatan dan pengembangan kualitas sumber daya manusia pertahanan Indonesia untuk merespon tantangan tersebut. Kualitas sumber daya manusia Indonesia di bidang pertahanan harus dimulai dari sumber daya pemimpin yang mumpuni dan siap bersaing secara global. Dalam dunia militer yang dinamis, pemimpin harus bereaksi cepat dengan wawasan yang tajam agar mampu menganalisa situasi dan mendorong anak buahnya untuk bersikap tanggap menghadapi tantangan yang muncul. Kemandirian industri pertahanan (<em>capability based planning</em>) di Indonesia menjadi <em>concern </em>utama semua <em>stakeholder </em>yang terkait di negeri ini. Jika sebuah negara mampu mandiri dalam pengadaan, maupun pengembangan industri pertahanannya, apalagi mampu meningkatkan penggunaan teknologi canggih dalam industri pertahanannya, posisi tawar negara tersebut pastilah lebih tinggi dalam percaturan politik internasional. Kepemimpinan menjadi penting karena bicara <em>capability based planning </em>tidak mungkin tidak diputuskan di tingkat pengambilan keputusan. Indonesia memerlukan alih teknologi <em>(Transfer of Technology) </em>untuk meningkatkan kualitas sumber daya pertahanannya. Kebijakan alih teknologi juga sangat berkaitan dengan kemampuan pemimpin-pemimpin kita. Itulah sebabnya faktor kepemimpinan yang berbasis pemberdayaan menjadi kunci kebijakan alih teknologi.
