Abstract:
Over recent years, there has been a sharp increase in the various possible forms of poverty and housing vulnerability: from the total lack of shelter of the homeless to the risk of losing their home that now threatens numerous families in medium-low income brackets. At the same time, the traditional linear and standardised housing policies appear no longer adequate to address these phenomena. This book contains the results of a study entrusted by the Tuscan Regional Authority to a working group from the University of Florence and the Fondazione Giovanni Michelucci. The research explores the field of practices for self-production of housing in Italy and the world, through a critical selection of significant experiences, revealing the architectural and social creativity exploited in a large variety of collective actions. The book also contains a reconstruction of housing problems in Tuscany and an overview of alternative approaches to housing policy. The last section is devoted to the research-action on the occupation of the Luzzi, the abandoned sanatorium on the border between Florence and Sesto Fiorentino, a case that illustrates the most significant contradictions and dilemmas gravitating around the housing issue for the new poor: the problem of homeless immigrants; the difficulty of the authorities in managing problems of extreme housing poverty; the role of the associations and organisations of social mediation, and the inherent complexity of achieving a participatory approach to social and town planning research.

Innovations create both opportunities and dilemmas. Innovations provide new and purportedly better opportunities, but—because of their newness—they are often more uncertain and potentially worse than existing options. There are new drugs, new energy sources, new foods, new manufacturing technologies, new toys and new pedagogical methods, new weapon systems, new home appliances, and many other discoveries and inventions. To use or not to use a new and promising but unfamiliar and hence uncertain innovation? That dilemma faces just about everybody. Furthermore, the paradigm of the innovation dilemma characterizes many situations even when a new technology is not actually involved. The dilemma arises from new attitudes, like individual responsibility for the global environment, or new social conceptions, like global allegiance and self-identity transcending all nation-states. These dilemmas have far-reaching implications for individuals, organizations, and society at large as they make decisions in the age of innovation. The uncritical belief in outcome optimization—“more is better, so most is best”—pervades decision-making in all domains, but this is often irresponsible when facing the uncertainties of innovation. There is a great need for practical conceptual tools for understanding and managing the dilemmas of innovation. This book offers a new direction for a wide audience. It discusses examples from many fields, including e-reading, online learning, bipolar disorder and pregnancy, disruptive technology in industry, stock markets, agricultural productivity and world hunger, military hardware, military intelligence, biological conservation, and more.

This chapter constructs an analytic framework for reconstructing the relationship between liberalism and empire through the optic of political economy. Extant studies of liberalism and empire tend to restrict the analysis to the explication of liberal texts in imperial contexts without explicitly theorizing the imperial contexts in question. To address this lacuna, the chapter elaborates the notion of “colonial capitalism” as a contextual theory and a hermeneutic key for interpreting the works of John Locke, Edmund Burke, and Edward G. Wakefield. Drawing on critical political economy, imperial social and economic history, and postcolonial theory, “colonial capitalism” captures the heterogeneous and globally networked property structures, exchange systems, and labor regimes that constituted Britain’s imperial economy. Against this background, it highlights the “dilemmas of liberalism” that materialized in the efforts to reconcile the peaceful, commercial, British self-imaginations and the coercive economic practices the Britons undertook in their imperial possessions.

Abstract:
This book analyzes the relationship between liberalism and empire from the perspective of political economy. It investigates the formative impact of “colonial capitalism” on the historical development of British liberal thought between the late seventeenth and early nineteenth centuries. It argues that liberalism as a political language developed through early modern debates over the contested meanings of property, exchange, and labor, which it examines respectively in the context of colonial land appropriations in the Americas, militarized trading in South Asia, and state-led proletarianization in Australasia. The book contends that the British Empire could be extolled as the “empire of liberty”—that is, the avatar of private property, free trade, and free labor—only on the condition that its colonial expropriation, extraction, and exploitation were “disavowed” and dissociated from the increasingly liberal conception of its capitalist economy. It identifies exemplary strategies of disavowal in the works of John Locke, Edmund Burke, and Edward G. Wakefield, who, as three liberal intellectuals of empire, attempted to navigate the ideological tensions between the liberal self-image of Britain and the violence that shaped its imperial economy. Challenging the prevalent tendency to study liberalism and empire around an abstract politics of universalism and colonial difference, the book discloses the ideological contradictions internal to Britain’s imperial economy and their critical influence on the formation of liberalism. It concludes that the disavowal of the violence constitutive of capitalist relations in the colonies has been crucial for crafting a liberal image for Anglophone imperialism and more generally for global capitalism.
