Abstract:
In modern conditions, the main vector of development of almost all spheres of activity is digitalization. The implementation of digital technologies is associated with the solution of strategic tasks in the economy and public administration. Digitalization makes it possible to use various sources to collect data in order to make management decisions after their analysis and evaluation. The results of digitalization of public administration are expected to digitalize the functions of authorities, increase citizens' satisfaction with the quality of state and municipal services and the speed of their receipt, create conditions for interaction between the population, business and the state using information technology. The paper attempts to determine the possibilities of digital transformation of public administration. The essence of this process is considered, the analysis of experience, including foreign, and problems of using information and communication technologies (ICT) in public administration is carried out, prospects in this area are identified. As a methodology, general theoretical meta-odes and special tools were used: analysis, synthesis; system, complex, dialectical approaches. It is summarized that the digital transformation of public administration in Russia is at the initial stage. The problems of using ICT in public administration are determined by the presence of separate unrelated information and analytical systems, the lack of integration between them, their lack of flexibility, the inability to assess the real effect of the implementation of initiatives, projects, government programs for socio-economic development or a specific group of the population. The next stage of digitalization provides for data–centricity – the use of objective data in public administration.

Abstract:
Companies and governments have embraced digital transformation as the elixir of the 21st century. But what impedes digital transformation? This case study article is based on data gathered from field research with the Italian Parliament and the Digital Transformation High Commissioner’s Office in the Ministry of the Interior. The case surfaces the context, challenges, and solutions for large-scale public administration digital transformation. The case study highlights how public administration digital transformation in a large democracy is never a technical but a sociotechnical solution. Successful digital transformation needs to understand, address, and change sociopolitical and sociotechnical mores that often define the culture. Underscoring this research is an analysis of digital transformation within the Italian public administration. Public administration encompasses all governmental and public services, including services provided by federal, regional (e.g. states and provinces), municipalities, and local agencies. The Italian public administration, with 60 million people, 8000 municipalities, and 22,000 local administrations, highlights how a digital renaissance is a preface for innovative disruption challenges. The Digital Transformation case uses Italy as the backdrop and Team Digitale, a team of talented individuals embarked on building public administration efficiencies and rebooting Italy’s digital innovation footprint, as the protagonist. For granularity, the case focuses on two digital transformation projects: ANPR, a unified public registry for all Italian residents, and PagoPA, a universal digital payment platform for public administration. This case surfaces the best practices and challenges faced when trying to tackle a mega-project across an entire economy. The case offers digital transformation recommendations, generalizable across any global democracy. The case analysis and recommendations bring to light how, contrary to private organizations, institutionalizing a disruptive innovation in a democratic country at a time of fiscal austerity highlights interesting decision-making issues and facets.

Abstract:
Digital transformations are the defining trend of the current society development stage. Digitalization covers all areas of human life, identifying both opportunities and threats. The state is called to ensure the use of digital development, creating an appropriate institutional and legal environment, institutional infrastructure, and eliminate the negative effects of digitalization, which highlights the study. The aim of the study is to determine the content and features of modern transformations of the Ukrainian public administration system in conditions of digitalization and promising areas of administrative state influence to realize the potential of digital technologies in various fields. The methodological basis of the study are methods of systems analysis, functional analysis, index. The study considers the categories of "public administration", "transformation", "digitalization", based on the generalization of which the content of transformations of the Ukrainian public administration system in conditions of digitalization is determined and structured. It analyzes the index of digital economy and society, which characterizes the digital development of EU countries and emphasizes the key role of digitalization processes. The paper groups the directions of digitalization in public administration and identifies the advantages and disadvantages of digitalization for public administration. The authors also consider the main tasks of public administration on digital transformation and describe the international cooperation of Ukraine on digital transformation processes. Based on the analysis, they substantiate the need to develop the state concept of digital competencies in order to eliminate digital gaps and digital "inequalities". The practical significance of the study is identifying promising areas for further transformation of the public administration system in order to ensure the use of the benefits of digital development. Important areas of further research are the development of security technologies for digital rights guarantees, educational digital models, the development of the model of public administration platform and simplification of public services, the formation of the digital economy model - the product state.

Abstract:
In modern conditions of emergence of a new “digital” picture of the world, the study interest is represented by the changes taking place in the system of public administration in Russia, as well as the main barriers hindering the digital transformation of management practices. To this end, the authors of the article analyzed statistical data for 2019-2021, characterizing the “digital maturity” of domestic authorities, conducted their own sociological study on the problems of digitalization of public administration. The results obtained indicate that, in addition to the insufficient and uneven pace of technological change (in the context of Russian territories), the lack of necessary digital skills among employees and the population, the effectiveness of digital transformation significantly reduces the lack of understanding by civil servants of the value, essence of digital transformation and its tools. In addition, modernization of the state system in the interests of the population is impossible without effective communications “population-government”, the construction of which is currently complicated by mutual distrust.

Abstract:
Technological progress, having reached the digital level of its development, has set before society the tasks of digital transformation of the entire structure of social and economic life. In particular, this also applies to the reengineering of the public administration system. The impact of digitalization on public authorities is reflected in changing the way of acting and communicating with citizens in order to achieve the integration of civil society institutions and government. In Ukraine, as in the rest of the world, important steps are being taken in this direction. However, there is clearly a long way to go in digital adoption as many public sector organizations continue to use legacy legacy systems and technologies that need to be replaced. Taking this into account, the purpose of the study is to determine the main promising areas of digital transformation in public administration based on the study of documents and a comparative analysis of world experience.Among the areas of digital transformation of public administration, the most promising are identified as: the development of digital competencies of public officials, digitalization of territorial communities, digital transformation of municipal government, development of digital interaction between government and business, the introduction of digital technologies into the electoral system. These directions are analyzed taking into account the world experience and the prospects for their formation in Ukraine are outlined. In conclusion, it is noted that the transfer of world standards to national soil will be mediated by local characteristics, but the attempts in this direction will contribute to digital transformations of society and increase the efficiency of public administration. Further developments and research in this area are promising in all spheres of economic and public life, without exception, but it is digitalization in the field of public administration that will either give an impetus to the country's further progress, or become a brake on this movement.

Digitalization is more than ever the top topic in economics, science and societal developments. Infrastructures and competencies are at the forefront of many debates. The question of which industry is or will be affected by digitization next and to what extent is not only driving executives around. While information technology innovations were something for so-called ‘(hyper-)nerds’ until recently, it has become an everyday item. We seem to have embarked on permanent change. But where does the journey actually go? Are large amounts of data a threat or an opportunity? Can we even process them or do we need fundamentally changed tools and methods - such as Visual Analytics, Virtual Reconstruction, Virtual Engineering? The 22nd GeNeMe has taken up these issues and will present them in various discussions. [... from the introduction]

Abstract:
NYCKELORD: Förändringsledning, mellanchef, digital transformation, ledarskap, offentlig sektor.
TITLE: The Change Agent within the Public Sector - A qualitative multiple case study of how the middle manager in the public sector conducts change management in digital transformation AUTHORS: Ebba Jonsson and Jennifer Lindén SUPERVISOR: Janet Johansson BACKGROUND: The society is going through a digital transformation. Citizens are increasingly digitalizing their everyday life and they require that the public sector is following the technological development. The digital transformation requires technical competencies, but studies show that leadership is crucial for a successful digital transformation. The middle manager situated between the strategic management and the operational level will have an important role in the change process. The digital transformation comes with major and rapid organizational changes. An interest awakens to examine the digital transformation in the context of the public sector, which according to previous literature is stable and inert. AIM & RESEARCH QUESTIONS: The aim of this study is to create deeper understanding of how the middle manager within the public sector conducts change management within digital transformation. - Based on Kotter’s model, how do the middle managers within the public sector create a solid ground for implementing a change? - How do the middle managers within the public sector handle hindering factors, such as resistance to change from the employees, when leading a change? CONCLUSION & CONTRIBUTION: The study contributes to the literature on leadership and change management in digital transformation by focusing on the middle manager in the public sector. The study shows that the middle manager role is complex and versatile. Having an organizational structure that encourages change together with a clear mission, the middle manager can handle and balance pressure and interests from both external and internal stakeholders. The middle manager's structural proximity to both the operational forces and the strategic management lead to that the change can be anchored in all parts of the organization and adapted to the operations. The middle manager can be a key player, working as a change agent, within the digital transformation. KEY WORDS: Change Management, Middle Manager, Digital Transformation, Leadership, Public Sector.

Abstract:
This thesis offers an empirical examination of the programme of state modernization developed in France, between 2014 and 2017, around the concept of the ‘Platform State’. It examines the state’s interest for the technological modernity of public administrations – often labelled digital. The state modernisers’ mandate was as follows: simplify the implementation of administrative procedures, assess and improve the quality of public services for users, invest in digital infrastructure, experiment with new modes of government, involve users and public officials. This programme did not claim to transform the state as a whole. I argue that it constituted rather a technological swelling on the administrative landscape, a fold. To account for this new world of modernisation and its political and material consequences, my work is positioned at the crossroads of science and technology studies, the sociology of activity and the sociology of the state. Based on an ethnographic study carried out in the Prime Minister’s department in charge for the coordinated activity of state reform, I analyse this modernisation in-the-making as a process, and a project. The thesis starts with review of the literature on the reform of the state and the phenomena of modernisation. It is then divided into four chapters, each analysing one specific project. All projects, instrumented by design, ergonomics, computer science, economics and sociology, engage different facets of the state’s transformation, and explore different sites of the state

Abstract:
Today's organizations struggle to remain competitive due to challenges regarding changing technology and customer expectations. Although many organizations strive to digitally transform their business, they still fail due to digital incompetence, unpreparedness and ignorance. Thus, the thesis aims to investigate how to transform organizations into digital businesses, the required competencies of digital leaders and the interaction between digital leadership and digital transformation strategies. For this purpose, we conduct a systematic literature review to build a conceptual framework that, by hypotheses and propositions, may serve as a point of departure for future empirical research. With this model, we propose that leaders with higher levels of digital leadership, in terms of management skills, customer skills, digital skills and organizational skills, have a positive influence on the establishment of digital transformation strategies. Thus, this thesis contributes to an understanding of digital leadership, digital transformation strategies and the interlinkages between these.

Abstract:
Background: Research in digital transformation has previously focused on understanding top management and operational roles but the role of middle management has rarely been examined. This despite several studies showing that the middle manager has a central role in change processes. A few studies have shed light on how the middle manager influence and contribute to digital transformation, however, there are few empirical studies that examine how the middle manager works to drive change in digital transformation. Purpose: The purpose of this study is to create a deeper understanding about middle management’s role in digital transformation.  Methodology: This is a qualitative case study of a company in household services. It is based on five semi-structured interviews and a literature review. The study has adopted an abductive approach. Conclusion: The study shows that the middle manager acts as a connecting link between management and operational level. The results show that middle managers drive change in digital transformation by identifying problems and business opportunities, initiating change, interpreting and translating management language for employees, promoting and raising ideas from the operational activities and following up and modifying change processes to achieve better results. They have the opportunity to do this because of their intermediate position in the organization.

Abstract:
This dissertation poses that the digital transition is best understood as simultaneously a technological and cultural phenomena. As a physical change in the means of distribution, transmission, and reception of media content, the digital transition is an important factor in changing technological, aesthetic, and legal norms. As a cultural form, the digital is positioned as a moderator between continuity and discontinuity. Through a reading strategy inspired by Walter Benjamin this dissertation reads the physical and cultural implications of the digital transition in television in the United States through political categories. The chapters are case studies in the adoption of digital televisions for home use, digital television production technologies, digital transmission technologies, and digital distribution systems. Each case study examines the tenuous production of publics in the context of the dialectical pressures of the digital. By taking this approach I intend to contribute to the rhetorical dimension of television studies, the digital turn in rhetorical and public sphere studies, and the legal and aesthetic dimensions of production studies. The dialectical approach to the digital allows the study of television to theorize the trajectory of emerging media and the political implications of that movement.

The public sector healthcare system is facing challenges of demographical changes. The solution of digitalization is expected to decrease costs and increase efficiency. Digitalization is the collective concept of differing and interrelated phenomena which are rearranging traditional market conditions and causing a turbulent and competitive environment. In response to these impacts, organizations seek organizational change through digital transformation. IS researchers has contributed with limited findings of digital transformation within the public sector healthcare. This thesis investigates organizational response towards digitalization and conditions of digital transformation through a case study within public sector healthcare in Sweden. The study successfully identifies external tensions of digitalization which underlie the reorganization and internal tensions which motivates progress towards digital transformation.

Abstract:
Background: As the world is moving from an industrial to a digital one an increasingly important factor for companies has become their digital transformation. This, Industry 4.0, has brought forward a new set of challenges but conventional strategy-making has not been able to keep up with them, whilst considering that change, in practice, is difficult to implement. The strategy execution for digital transformation has therefore become increasingly important but the challenges faced has not been researched to a sufficient degree. Research question: What are the main challenges with strategy execution during a digital transformation process and how can they be managed? Purpose: The purpose of this thesis is to find and describe the main challenges with strategy execution for digital transformation that has been experienced and or perceived by practitioners working in companies that are a part of a concern. These findings will be conceptualised out of which guiding principles will be created and presented.    Method: In this study a qualitative method has been used together with an abductive approach to reasoning. Semi-structured interviews have been performed with eight respondents chosen by a strategic selection for their knowledge about the studied field. Theoretical frame of reference: Theories about strategy execution, change-management, what a digital transformation is, and how it evolves as well as the activity-based process model have been put forward. Within digital transformation some earlier seen challenges that has been a basis for this research are discussed. Conclusions: An overall conclusion that can be drawn from the analysis is that the primary areas that have been looked at, i.e. strategy development; strategy execution and digital transformation, in themselves create challenges. Whether they are correlated with each other or would exist no matter the other factors cannot be discerned from the findings of this thesis, resulting in the fact that the results of the analysis while able to give a foundation and interpretive thoughts, are, in their nature, uncertain. This would mean that albeit an answer to the research question can be presented by the conceptualisation and guiding principles they should not be seen as general for any given population but rather as a description and analysis of the studied population.

Abstract:
AbstractDigital transformation of the German public sector is embedded in a large-scale reform focussing on digitalisation and de-bureaucratisation of public services. By 2022, 575 public services will have been digitised. Digitalisation is, however, a contested topic in Germany: modernisation efforts have been stalled resulting in backlogs and the delay of IT consolidation of outdated legacy systems. At the same time, however, innovation pockets are emerging across all levels of government. The chapter first provides an overview of the legal basis of digital transformation, centralised and decentralised organisational embeddedness of administrative responsibilities and then highlights insights into selected implementation cases.

Abstract:
AbstractHuman resource management (HRM) reform has not been the focus of attention in Germany despite its obvious relevance for effective policy implementation. Although there is a general trend worldwide towards convergence between public and private HRM strategies and practices, management of the workforce in German public administration still remains largely traditional and bureaucratic. This chapter describes and analyses German practices regarding the central functions and elements of HRM such as planning, recruitment, training and leadership. Furthermore, it explores the importance and contribution of public service motivation, performance-related pay and diversity management in the context of German practices. The chapter concludes by highlighting some of the major paradoxes of German public HRM in light of current challenges, such as demographic change, digital transformation and organisational development capabilities.

Abstract:
Approaches to the concept of "transaction costs" in the field of public ad-ministration that arise in the implementation of the functions of the state are analyzed. It was concluded that transaction costs over time change the source of the occurrence and it is impossible to "get away" from them. Accordingly, the authorities set themselves the goal of reducing transaction costs, as one of the means of achieving which digitalization has become.

Abstract:
The Inter-American Development Bank (IDB) holds the PPP Americas every two years in partnership with a national or subnational government. The regional forum brings together top professionals and public and private-sector representatives from Latin America and the Caribbean (LAC) to discuss groundbreaking topics and exchange ideas on planning, structuring, and managing public-private partnerships (PPPs). For the 2023 conference, the IDB is holding three preparatory events - the PPP Talks before the main event. During the PPP Talks, invited experts will lay the groundwork for the discussions to be held during the conference. The first PPP Talk will consist of two panels on December 1st, 2022: Climate Investment and Digital Transformation both topics are part of the thematic agenda of PPP Americas 2023. This Concept Note provides the conceptual framework of the two themes discussed during these panels. In addition, this note offers descriptions of key concepts, as well as the main opportunities and challenges that countries in Latin America and the Caribbean face in each area.

Abstract:
As they increasingly adopt digital infrastructure, public administrations worldwide are increasingly collecting, generating and managing data. Empirical researchers are, at the same time, collaborating more and more with administrations, accessing vast amounts of data, and setting new research agendas. These collaborations have taken place in low-income countries in particular, where administrative data can be a valuable substitute for scarce survey data. However, the transition to a full-fledged digital administration can be a long and difficult process, sharply contrasting the common leap-frog narrative. Based on observations made during a five-year research collaboration with the Senegalese tax administration, this qualitative case study discusses the main data management challenges the tax administration faces. Much progress has recently been made with the modernisation of the administration’s digital capacity ,and adoption of e-filling and e-payment systems. However, there remains substantial scope for the administration to enhance data management and improve its efficiency in performing basic tasks, such as the identification of active taxpayers or the detection of various forms of non-compliance. In particular, there needs to be sustained investment in human resources specifically trained in data analysis. Recently progress has been made through creating – in collaboration with the researchers – a ‘datalab’ that now works to improve processes to collect, clean, merge and use data to improve revenue mobilisation.

David, Raluca. Advancing gender equality and closing the gender digital gap: Three principles to support behavioural change policy and intervention. Digital Pathways at Oxford, March 2022. http://dx.doi.org/10.35489/bsg-dp-wp_2022/02.

Full text
Abstract:
Worldwide, interventions and policies to improve gender equality or close gender gaps often struggle to reach their targets. For example, women lag considerably behind in use of even simple digital technologies such as mobile phones or the internet. In 2020, the gap in mobile internet use in low- and middle-income countries was at 15%, while in South Asian and Sub-Saharan African countries, it remained as high as 36% and 37% respectively (GSMA, 2021). Use of the internet for more complex activities shows an even wider gap. In Cairo, in 2018, only 21% of female internet users gained economically, and only 7% were able to voice their opinions online (with similar statistics for India, Indonesia, Kenya, Uganda and Colombia, Sambuli et al., 2018). This is despite the fact that empowering women through digital technologies is central to global gender equality strategies (e.g. Sustainable Development Goals, United Nations, 2015), and is believed to facilitate economic growth and industry-level transformation (International Monetary Fund, 2020). Progress is slow because behaviours are gendered: there are stark dissociations between what women and men do – or are expected to do. These dissociations are deeply entrenched by social norms, to the extent that interventions to change them face resistance or can even backfire. Increasingly, governments are using behavioural change interventions in a bid to improve public policy outcomes, while development or gender organisations are using behavioural change programmes to shift gender norms. However, very little is known about how gendered social norms impact the digital divide, or how to use behavioural interventions to shift these norms. Drawing on several research papers that look at the gender digital gap, this brief examines why behavioural change is difficult, and how it could be implemented more effectively. This brief is addressed to policymakers, programme co-ordinators in development organisations, and strategy planners in gender equality interventions who are interested in ways to accelerate progress on gender equality, and close the gender digital gap. The brief offers a set of principles on which to base interventions, programmes and strategies to change gendered behaviours. The principles in this brief were developed as part of a programme of research into ways to close the gender digital gap.

Full text
Abstract:
Public employment services (PES) offer tools through different channels to both employers and job seekers. The multiplicity of services and channels, paired with processes that are sometimes inadequately mapped, creates challenges when implementing digital systems. This document discusses how using enterprise architecture can provide a framework for defining and representing a high-level view of the organizations processes and its information technology (IT) systems, as well as their relationship with different parts of the organization and external entities. Having a strategic vision and a high-level design allows implementing systems in phases and modules to organize services to improve their efficiency and effectiveness. This document aims to support policy makers, managers and officials working with employment policies in understanding the benefits of implementing a comprehensive digital transformation in institutions within the framework of a strategic tool such as enterprise architecture.

Abstract:
This field review explores how the benefits of access to computing for racialized and minoritized communities has become an accepted fact in policy and research, despite decades of evidence that technical fixes do not solve the kinds of complex social problems that disproportionately affect these communities. I use the digital divide framework—a 1990s policy diagnosis that argues that the growth and success of the internet would bifurcate the public into digital “haves” and “have-nots”—as a lens to look at why access to computing frequently appears as a means to achieve economic, political, and social equality for racialized and minoritized communities. First, I present a brief cultural history of computer-assisted instruction to show that widely-held assumptions about the educational utility of computing emerged from utopian narratives about scientific progress and innovation—narratives that also traded on raced and gendered assumptions about users of computers. Next, I use the advent of the digital divide framework and its eventual transformation into digital inequality research to show how those raced and gendered norms about computing and computer users continue to inform research on information and communication technologies (ICTs) used in educational contexts. This is important because the norms implicated in digital divide research are also present in other sites where technology and civic life intersect, including democratic participation, public health, and immigration, among others. I conclude by arguing that naïve or cynical deployments of computing technology can actually harm or exploit the very same racialized and minoritized communities that access is supposed to benefit. In short, access to computing in education—or in any other domain—can only meaningfully contribute to equality when minoritized and racialized communities are allowed to pursue their own collective goals.

Abstract:
Focusing on the dynamics between governments and big tech, on cybercrime, and on disinformation and fake news, this paper examines some of the risks that have been highlighted and aggravated as societies have transitioned at speed to a more virtual way of living. The COVID-19 pandemic has been called the ‘great accelerator’ of digital transformation, with technology at the forefront of countries’ response to the crisis. The experience of the past year has underscored that tech governance must be based on human-centric values that protect the rights of individuals but also work towards a public good. In the case of the development of track-and-trace apps, for instance, a successful solution should simultaneously be both respectful of individual privacy and robust from a cybersecurity perspective, while also effectively serving essential epidemiological goals. Ensuring a sound approach to tech policy has been made all the more complex by the context of the pandemic, as decision-makers have found themselves having to respond swiftly and decisively in a public health emergency. While there is considerable uncertainty as to the long-term consequences of their responses, the paper’s authors emphasize that a whole-of-society approach is needed that will restore and build greater public trust in the ability of governments and public-serving bodies to protect them, respect their rights and ensure the information they receive is solid and reliable.

Abstract:
Like other historic disruptions, the COVID-19 pandemic has triggered chain-reactions in innovation, adaptation, and rapid behavioral change. The Latin American and Caribbean Region is no exception. The COVID-19 crisis has exposed a vast, pent-up demand for improvements in the quality, convenience, and cost of basic public services. While the ongoing human and economic toll of the pandemic has overshadowed the potential for dramatic and lasting gains in areas such as health, education, and remote work, it is not too early to ask how these gains might be retained and reinforced. This report highlights opportunities in telemedicine, tele-education, and telework the three areas we think are best positioned to achieve a profound digital transformation in the near-term. For each area, we offer a summary of the status quo, examples of early movers and innovators, and key questions regarding policy actions that can accelerate current trends.
