XXI Century television is undergoing a process of transformation. New actors, new products and new ways of consuming television are on the lookout. Interactivity will make the traditional concept of television disappear. Television viewers can design their own grids independently of the operator’s schedule. The convergence of television and computer, Internet, telephone and video games bring us a new concept of television. Television faces two big transformations: digital transformation and that of the concept of «general public». The computer, the computer screen, has the calling of turning into a reception screen in which both computer and television functions fuse. Latest generation mobile telephony is integrating itself is this multimedia complex, in connection with television. Future television cannot dissociate from the Internet. La televisión del siglo XXI está en proceso de transformación. Nuevos actores, nuevos productos y nuevas formas de consumir televisión se atisban en el horizonte. La interactividad con la televisión hará desaparecer el concepto de televisión tradicional. El telespectador puede confeccionar sus propias parrillas, independientemente de la programación del operador. La convergencia de la televisión con el ordenador, Internet, el teléfono y los videojuegos nos llevan a un nuevo concepto de la televisión. La televisión se enfrenta a dos grandes transformaciones: la transformación digital y del concepto «público general». La nueva televisión propiciará una nueva forma de ver la televisión, en la que el espectador se olvidará del mundo para dialogar con la máquina e incluso, tomar decisiones que afecten a la programación. El anunciado apagón digital, previsto en España para 2010, va a revolucionar el panorama televisivo español. La oferta se ampliará y se sumará a la oferta del cable, satélite y teléfono. Se ampliarán las ofertas de televisión de pago. Estaremos ante un panorama absolutamente cambiante.

Abstract:
In this paper, first, three implicits insights are identified regarding relationships between education and television. Next is the description of one kind of development from television programs «sort of educational» to the properly educational television programs. Finally, we focus in the ideal of interactivity in one television alreadey converged, in some cases, with internet. In the epilogue, an insight is proposed regarding two platonic miths, one about participation in the communication and another about the breaking of the unidirectionality and of the mass communication media like television seems to carry us.En el presente artículo se identifican, en primer lugar, los tres implícitos principales en las relaciones entre educación y televisión. Se describe a continuación una evolución desde los programas de tipo educativo a los propiamente educativos. Y se apunta, finalmente, hacia el ideal de la interactividad en una televisión que ya ha convergido, en algunos casos, con el medio Internet. En el epílogo, se aporta una reflexión a propósito de dos mitos platónicos referridos a la participación en la comunicación y a la ruptura de la unidireccionalidad y de la comunicación de masas hacia la que parecían abocarnos medios como la televisión.

Il passaggio al digitale ha cambiato radicalmente il modo di “guardare” la televisione: questa rivoluzione culturale, percettiva e cognitiva ha trasformato gli spettatori da consumatori passivi in manipolatori e produttori dei messaggi. Un fattore di novità è l’interconnessione tra i diversi codici semiotici, verbali e non verbali, che cooperano alla costruzione del messaggio. L’articolo tratta il tema della divulgazione e della didattica in televisione, commentandone alcune forme e suggerendo, con esempi concreti, come usare nella didattica dell’italiano a stranieri prodotti televisivi nati con altri scopi. The digital shift has radically changed the way of 'watching' television: this cultural, perceptual and cognitive revolution has transformed viewers from passive consumers to manipulators and producers of messages. A new factor is the interconnection between the different semiotic codes, verbal and non-verbal, that cooperate in the construction of the message. The article deals with the theme of popularisation and teaching in television, commenting on some of its forms and suggesting, with concrete examples, how to use television products born with other purposes in teaching Italian to foreigners.

Abstract:
The deep-rooted changes that have taken place in the media world over recent years have brought about changes in both television itself and in the relationships established with this medium. Consequently, it is important to understand how young people watch television today, in order to design strategies to help them develop the capacities they require to ensure responsible use. With this aim, the present study analyzes the television viewing habits of 553 adolescents (267 boys and 286 girls), aged between 14 and 19, from Ireland, Spain and Mexico. Through the implementation of two questionnaires (CH-TV 0.2 and VAL-TV 0.2), four viewing patterns were detected that can be generalized to all the contexts studied. Two of these patterns clearly distinguish between boys (critical-cultural) and girls (social-conversational), with boys viewing more cultural and information-oriented programs, and girls tending to watch shows with a view to talking about them later with their friends. Two of the variables which best distinguish between the other two patterns identified are the perception of a conflictive climate (conflictive-passive viewing) and the perception of responsible parental mediation (committed-positive viewing). Moreover, preferred television genre was found to be the factor with the greatest discriminatory power in relation to these patterns, while time spent watching television, perceived realism and cultural context were not found to be significant. Los profundos cambios acaecidos en la configuración del contexto mediático en los últimos tiempos, han generado cambios tanto en el medio televisivo como en las relaciones establecidas con él. Es por ello que, resulta necesario conocer cómo consumen la televisión los jóvenes actuales en aras de crear estrategias que ayuden a capacitarlos en la utilización de este medio. Con este fin, en esta investigación se han estudiado las pautas de consumo televisivo de 553 adolescentes (267 chicos y 286 chicas) de Irlanda, España y México, de edades comprendidas entre 14 y 19 años. Mediante la aplicación de dos cuestionarios (CH-TV 0.2 y VAL-TV 0.2), se han podido detectar cuatro pautas de consumo generalizables a todos los contextos estudiados. Dos de estas pautas, diferencian el consumo entre hombres (Crítico-Cultural) y mujeres (Social-Conversacional), siendo ellos los que realizan un consumo más cultural e informativo y ellas, más dirigido a entablar conversación con sus amistades. En lo que a las otras dos pautas se refiere, la percepción de un clima conflictivo (consumo Conflictivo-Pasivo) o la de una mediación responsable (consumo Comprometido-Positivo) son algunas de las variables que marcan las diferencias. Además, se han detectado aquellos factores que presentan mayor poder discriminativo en la configuración de estas pautas, siendo la preferencia mostrada hacia los géneros televisivos el factor más discriminante entre los estudiados. Sin embargo, la permanencia, el realismo percibido y el contexto cultural no han resultado ser determinantes.

In 2005, the current socialist government has set out to undertake the greatest update in broadcasting policy since 1956, the moment in which television was born in Spain. This transformation is related to the quick digital reconversion that television has suffered in the latest years. Despite the changes in the law and some reasons to be optimistic about technological development in a recent future the television of the 21st century can not do without being profitable in a social, cultural and educative sense. This is a challenge which many countries have not faced yet and Spain is among these countries. Some models of public television in the world have consolidated proposals of broadcasting contents that make a priority out of the cultural and educative role of television. España inició el siglo XXI con un sistema televisivo sometido a una evidente dispersión legislativa, denunciado por infinidad de instancias por la baja calidad de los contenidos ofrecidos por las diversas ofertas televisivas, una televisión pública exageradamente endeudada y que relegaba los objetivos de servicio público a un papel secundario frente a la utilización partidista de los espacios informativos y un irregular desarrollo de las ofertas de televisión de pago. En 2005, el gobierno socialista ha asumido la mayor actualización legislativa coordinada en materia audiovisual. Han pasado casi 50 años desde el inicio de las emisiones televisivas. Este cambio no afecta sólo al ámbito de la televisión pública sino que además lleva aparejada una transformación global del marco de leyes que contribuirá al desarrollo de la radiotelevisión digital que se impondrá tras el apagón analógico previsto para 2010. Los cambios se ven guiados por la convergencia tecnológica y también por la imperiosa necesidad de atajar ese gran lastre que ha significado tener que pensar hasta hace poco tiempo en una radiotelevisión del pasado. La televisión que ya deberíamos estar viviendo en presente continuo debe concebirse desde las potencialidades que abre la transformación digital y el desarrollo de estrategias multimedia.

Analog television systems are rapidly being replaced by digital television systems accross the world. Turkey is not an exception to this development since the government has recently decided to shut-down analog television transmission across the country by 2016. In this context, subject matter of this study is the adoption of digital television in Turkey. And the study&rsquo
s main aim is to understand and explain the economical and political rationale behind the conversion to digital television. In the switch process to digital television, digital television has been presented as a new &ldquo
revolutionary&rdquo
technology which is primarily to enhance the television &ldquo
service&rdquo
for viewers by the champions of the process and the governments. However, this study takes a critical position against this argument and argues that the adoption of digital television is primarily shaped by the commercial stakes of private broadcasting organisations and administrative concerns of governments. In this respect, this thesis argues that even though the digital television has technical superiorities to analog television systems which facilitates the introduction more television channels with higher audio-visual quality, the adoption of digital television does not include any project to improve the quality of television content, the equal access to information in the society and thus citizenship in a democratic society. Quite the contrary, since digital television facilitates and improves pay television implementations, digital television seems to deteriorate the imbalance in the society in accessing the information. It is therefore necessary to put &ldquo
reserve&rdquo
on the expectations from digital television. To articulate this thesis, different national contexts including USA and Britain as leading countries and Turkey in digital television conversion process are dealt with in the study. Firstly, the American and Britain experience of digital television which does not exclude the European context are examined in terms of common developments as well as the pecularities of the countries concerning to switch to digital television. Lastly, in the framework given above, the developments as to the digital television in Turkey are examined in detail. As well as the assessments about recent developments as to the issue, interviews carried out with the representatives of the broadcasting industry and regulatory authorities are also included in the analysis. Hence, this study should be considered as a descriptive research which aims to contribute the academic efforts to develop a conceptual framework to the digital television debate in Turkey.

A televisão nos dias atuais tem sofrido inúmeras inovações tecnológicas nos campos das transmissões multimídia, qualidade audio-visual e diversidade de funcionalidades. Entretanto, esta essencialmente mantêm sua característica de fornecer informações de forma quase que instantânea à população. O ambiente atual da televisão digital é caracterizado pela coexistência de inúmeros dispositivos capazes de oferecerem uma experiência televisa, associando-se computadores pessoais, smartphones, tablets e outros eletrônicos de consumo. Ainda, pode se incluir a este cenário a disponibilidade de inúmeras redes de transporte de dados tais como a radiodifusão, satélite, cabo e redes em banda larga. Este cenário diversificado, em termos de dispositivos e redes, é denominado de cenário de televisão digital híbrida, a qual destaca-se a interação do expectador com os diversos dispositivos. Estes cenários, por sua vez, motivam o desenvolvimento de tecnologias que permitem o aperfeiçoamento da pervasividade e dos meios pelos os quais os aplicativos possam ser suportados em diferentes plataformas. Este trabalho propõe ambientes interoperáveis envolvendo a televisão digital interativa e outros eletrônicos de consumo, aos quais foram realizados estudos e experimentos para se observar diferentes técnicas de sincronização e comunicação entre plataformas de interatividade para a televisão digital híbrida. Os resultados apontam para a possibilidade de cenários interoperáveis envolvendo o uso de marcadores e também recursos de redes e serviços TCP/IP, levando em consideração a eficiência e eficácia nos diferentes métodos. Conclui-se que os resultados odem motivar o desenvolvimento de cenários diferenciados envolvendo a televisão digital interativa e dispositivos de segunda tela, o que incrementa a interatividade e as formas de entretenimento.
The television is nowadays under a wide number of technological innovations in the fields of multimedia broadcasts, audio-visual quality and diversity of features. However, TVs essentially retain their characteristic to provide information almost instantly to the population. The current environment of digital television is characterized by the coexistence of numerous gadgats capable of providing a experience aggregating personal computers, smartphones, tablets and other consumer electronics. Thereafter, you can include this scenario the availability of numerous data transmission such as broadcasting, satellite, cable and broadband networks. This scenario in terms of devices and networks, is called hybrid digital television, which highlights the interaction of the viewer with the various devices. By the way, these scenarios motivate the development of technologies which allow the improvement of the pervasiveness and ways that applications can be supported by different platforms. This work proposes interoperable environments involving interactive digital TV and other consumer electronics, which were carried out studies and experiments to observe different synchronization techniques and communication between interactive platforms for hybrid digital television. The results pointed out to the possibility of interoperable scenarios involving the use of tags and also network resources and services such as TCP/IP, taking into account the efficiency and effectiveness of the different methods. The results could lead the development of different scenarios involving interactive digital TV and second screen devices, which increases the interactivity and forms of entertainment.

Resumo: No entorno atual da televisão digital no Brasil, a interatividade é uma característica importante para se estabelecer uma plataforma de comunicação entre os usuários e as emissoras. O middleware Ginga, ainda em desenvolvimento, se apresenta como uma oportunidade para a interatividade por meio do Ginga-NCL, um framework que permite o desenvolvimento de aplicações usando as linguagens NCL e Lua. Porém, as formas de se implementar aplicações não são padronizadas, uma vez que os receptores no mercado são limitados em hardware e as aplicações nem sempre poderão ser executadas sem seguir algumas regras ou restrições para se otimizar as aplicações. Este trabalho oferece uma nova perspectiva sobre o desenvolvimento de gráfico de aplicações interativas, com técnicas para se otimizar os parâmetros limitantes, além de uma biblioteca de código aberto para se implementar um teclado virtual em qualquer aplicação Ginga-NCL
Abstract: Interactivity for digital television is, nowadays, a very important feature to stablish a communication pathway between users and broadcasters, due to digital television's current status in Brazil. The Ginga middleware, still in development status, presents an opportunity for achieving interactivity via Ginga-NCL, a framework that allows application development and deployment using NCL and Lua programming languages. However, there are not standardised ways to develop applications, the currently available receivers in the market are very limited in hardware, and released applications will not be able to always execute flawlessly without standards or guidelines to optimise them. The author's work offers a new perspective on graphical environment development for interactive applications with techniques to optimise against the limiting factors, and presents an open-source library for implementing a virtual keyboard in any Ginga-NCL application as well

Transmission of a binary signal representing a standard black-and-white television picture requires several forms of compression to reduce data to bit rates compatible with available telemetry links and equipment. Commercially-available compression systems are made for video teleconferencing, and use interframe coding which cannot provide fullmotion display required in many applications. In the full-motion system described here, some compression is obtained by a conversion process which causes no picture degradation at all; further compression results in loss of expendable picture characteristics. A brassboard system for use in television-guided missiles and remotelypiloted vehicles is built, tested, and demonstrated.

Still image and image sequence compression plays an important role in the development of digital television. Although various still image and image sequence compression algorithms have already been developed, it is very difficult for them to achieve both compression performance and coding efficiency simultaneously due to the complexity of the compression process itself. As a results, improvements in the forms of hybrid coding, coding procedure refinement, new algorithms and even new coding concepts have been constantly tried, some offering very encouraging results.In this thesis, Block Adaptive Classified Vector Quantisation (BACVQ) has been developed as an alternative algorithm for still image compression. It is found that BACVQ achieves good compression performance and coding efficiency by combining variable block-size coding and classified VQ. Its performance is further enhanced by adopting both spatial and transform domain criteria for the image block segmentation and classification process. Alternative algorithms have also been developed to accelerate normal codebook searching operation and to determine the optimal sizes of classified VQ sub-codebooks.For image sequence compression, an adaptive spatial/temporal compression algorithm has been developed which divides an image sequence into smaller groups of pictures (GOP) using adaptive scene segmentation before BACVQ and variable block-size motion compensated predictive coding are applied to the intraframe and interframe coding processes. It is found the application of the proposed adaptive scene segmentation algorithm, an alternative motion estimation strategy and a new progressive motion estimation algorithm enables the performance and efficiency of the compression process to be improved even further.Apart from improving still image and image sequence compression algorithms, the application of parallel processing to image sequence compression is also investigated. Parallel image compression offers a more effective approach than the sequential counterparts to accelerate the compression process and bring it closer to real-time operation. In this study, a small scale parallel digital signal processing platform has been constructed for supporting parallel image sequence compression operation. It consists of a 486DX33 IBM/PC serving as a master processor and two DSP (PC-32) cards as parallel processors. Because of the independent processing and spatial arrangement natures of most image processing operations, an effective parallel image sequence compression algorithm has been developed on the proposed parallel processing platform to significantly reduce the processing time of the proposed parallel image compression algorithms.

O presente trabalho teve por finalidade desenvolver um protótipo de conteúdo educativo utilizando os recursos da TV Digital Interativa. No texto, são apresentadas as características da televisão digital interativa aberta como meio complementar para a educação. A metodologia utilizada é composta de quatro fases: dedução, análise, indução e síntese. Sua concepção toma como problema a necessidade expressa pela Unesco sobre o uso das Tecnologias de Informação e Comunicação (TICs) para a educação, bem como a possibilidade de aplicação da televisão digital em um processo educativo. O conteúdo é estruturado em formato de quiz, um tipo de jogo de perguntas e respostas utilizado como meio de educação não formal a alunos de ensino médio. O protótipo desenvolvido nesse trabalho é apresentado como roteiro e mapa estrutural, levando em conta as atividades e rotinas necessárias para seu funcionamento nos ambientes testados, eclipse, virtual set-top-box e Developer Box. As práticas de prototipação foram realizadas em NCLua, tendo como base o middleware Ginga. Como resultado, avalia-se que, de fato, o Ginga ofereceu suporte suficiente para realizar a tarefa, proporcionando características de interação para veiculação do conteúdo proposto, no momento da prática real
This work had as objective the development of a prototype of educational content, as an experimental process, making use of resources from the interactive digital TV. The characteristics of interactive digital terrestrial television are presented, in the form of a media mode capable of performing as a complementary source to eduation. The methodology used is composed of four phases: deduction, analysis, induction and synthesis. Its conception. Takes as issue the expressed need stated by UNESCO to use ICT (information and Comunications Technology) towards education, as well as the possibility of applying digital television in an educational process. The content is structured in the form of a quiz, a type of question-answer game as an informal way of education for high school students. The prototype developed in this work is presented as a structural script and map, taking into account the necessary activities and routines to put it into operation in the tested environments, eclipse, virtual set-top-box and Developer Box. The practice of prototyping was carried out in NCLua, based on middleware Ginga. As a result, we concluded that Ginga ofters enough support to carry out the task, providing characteristics of interaction to publish the proposed content, at the moment of the actual practice

O desenvolvimento tecnológico modificou os hábitos de consumo de informação e produção de conteúdos. Para os jornalistas, os avanços das tecnologias da informação e comunicação impactaram diretamente no modo de produzir notícias. Transformaram as redações em usinas de processamento e divulgação de informações em diversas plataformas digitais, ou seja, em redações convergentes. A televisão digital requer, nesse contexto, readequações nos processos produtivos para atender à maior demanda por conteúdos. Com base em pesquisa exploratória, bibliográfica e documental, descrevemos transformações nas redações e nos processos de produção jornalística para televisão e fazemos um mapeamento de competências informacionais desejáveis para atuação eficiente nas redações convergentes de televisão

Abstract:
The article examines the peculiarities of the regional media and the specifics of creating the content of the TV channel’s social networks. The prerequisites for the need to distribute TV content in modern forms of the virtual environment are provided. Ukraine is actively implementing digital technologies in television, which leads to the improvement of the quality and diversity of local media, as a result of which regional television becomes more flexible, interactive and adaptive to changes in consumer preferences and technological capabilities. The growing popularity of social media is being integrated into regional television strategies for audience engagement, engagement and rapid response to events. Regional TV channels increasingly use social networks to interact with viewers, publish news and ensure rapid dissemination of information. The process of adaptation of television content of the information and television agency «VITA» to social networks has been studied.
