Abstract:
The article outlines the scientific approaches to the formation of digital technologies of the ecosystem of professional education and management of the formation of human capital for the real sector of the Russian economy. It has been proposed to highlight specific competences as training units (quantums), digitize them, create a level classifier and build an ordering system, a system of choice used for order fulfillment, a continuous (from general education to professional education for a given position) professional education system based on individual educational trajectories with well-defined (digitized) parameters and focused investments in human capital. Using the formed systems, it has been proposed to provide digital modernization of the main didactic processes with guaranteed achievement of specific diagnosed learning outcomes in accordance with the order.For new competencies it is possible to develop ontological models of employee professional activities. Herewith it is planned to solve several important tasks, including the development and adoption of a general concept of continuous professional education, the selection and classification of didactic units for specific professions, the development and introduction of a classification system for educational organizations according to their levels of competence, the development and introduction of a system for qualifying teachers, formation of a system of educational trajectories (necessary competencies) for business, development of pedagogical technologies standards that guarantee the achievement of results (the right people - in the right place - at the right time). It has been offered to select several branches of the real sector of the economy for the implementation of pilot projects with the subsequent dissemination of experience throughout the Russian economy.

Abstract:
Today, a brand new strategy that can foster agricultural production is being shaped based on IT solutions. The paper characterizes the state and prospects for the development of digital farm management, the challenges of mastering digital innovations by agricultural enterprises and ways to tackle them at the present stage. A study is relevant due to the lack of a conceptual approach to the evolution of information digital systems in the sector of ameliorative economy in the context of growing requirements for environmental safety and competitiveness of agricultural production. The solutions to create a common information environment uniting an enterprise with suppliers of resources and consumers of products (services) are also increasingly relevant today. A methodological toolkit rests on some general scientific approaches, including analysis and synthesis, methods of deduction and systems analysis, cluster approach. After careful evaluation of automated processes at reclamation enterprises, there can be no doubt that it is necessary to improve the efficiency of information and technological support for management decisions by digital systems. The challenges are related to: lack of proper concept and methodology of modern digital systems, as well as procedures for the integration cooperation of information resources and a digital management system operations for managing them; unified algorithms for handling information; automation operations that meet the present management requirements; qualified experts encouraged to improve the use of digital technologies. The basic procedures for enhancing digital systems at enterprises include: analytical evaluation of current production situation, development of a functional design and model of the integrated digital system; creation of a mechanism for its implementation. In the process of transforming digital support for managerial actions, the following actions are possible: modification of the structure of existing processes; automation of conventional technological and organizational production procedures; alignment of existing processes subject to the technologies being integrated; identification of new opportunities for operations.

Abstract:
In most advanced countries of the world, the transition of public administration to “digital tracks” is proceeding rather slowly; development is far behind officially defined and announced schedules. In this regard, the digital modernization of the public administration system becomes particularly relevant. The purpose of the article is to identify the prerogatives for digital modernization of the public administration system, based on an assessment of the development of digital government and identification of major barriers. Based on the assessment, a high level of development of the digital government in Kazakhstan has been determined, despite the special emphasis of government agencies on automation in recent years, the visible results of the conversion of public services into electronic format are still unsatisfactory. The article discusses the main barriers and prerogatives of digital modernization of the public administration system. The authors conclude that active digital modernization of the public administration system implies the expansion of methods for analyzing and evaluating the implementation of government programs and projects, including the audit of the effectiveness and efficiency of their implementation.

Abstract:
Purpose The purpose of this paper is to substantiate the importance of an educational platform for digital modernization of modern Russia’s regions in Industry 4.0 and to determine the functions and conceptual foundations of organization of regional market of educational services for execution of functions for stimulation of digital modernization of Russia’s regional economy. Design/methodology/approach The authors use the method of regression analysis for studying the influence of the indicators of adaptation of the market of educational services to the conditions of Industry 4.0 on efficiency of digital modernization of economy of the regions of the Volga Federal District of the Russian Federation as of late 2018-early 2019. The information and empirical basis of the paper is materials of the index “Digital Russia” of the Moscow School of Management “Skolkovo.” Findings It is determined that the market of educational services plays an important role in the process of transition of regions of modern Russia to Industry 4.0, performing two functions: training of personnel who are capable of working with digital technologies and training of personnel who are capable of creating new digital technologies at a region’s companies. As a result, the educational platform of digital modernization of the regional economy is formed. The developed conceptual foundations of an organization of the regional market of educational services for execution of its functions on stimulating the digital modernization of Russia’s regional economy allow for three variants of the process of training of personnel: within execution of the order of partner companies in a regional technological park, within participation of the region’s companies in a tender for training of personnel and within an independent initiation of the process of training of personnel by universities based on the results of digital marketing. Originality/value The offered authors’ recommendations ensure the following advantages during the creation and development of the educational platform of a region’s digital modernization in Industry 4.0: high marketing activity of universities, direct sequence of training of personnel and improved treatment of the effectiveness of regional universities as the ratio of efficiency in personnel training to expenditures, which stimulates competition between universities and maximization of effectiveness of educational platform of a region’s digital modernization in Industry 4.0.

Abstract:
The issue of the use of educational communications in university students’ training and prospects of their development in the digital society have been analyzed. The methodological basis for the study of prognostic aspects of modernization of educational communications is the combination of systematic, axiological, cultural and individual-oriented approaches. The aim of the paper is to carry out theoretical analysis of the issue and experimentally confirm the effectiveness of educational communications in psychological, pedagogical, social, economic and technological aspects. The analysis of modern philosophic and pedagogical studies of Ukrainian and foreign scholars demonstrated that the development and innovative use of educational communications is influenced by globalization and integrative processes, dynamic changes on international, national and regional labour markets, intensive implementation of informational support, rapid development of commercial activity and the sphere of educational services, including online services. The pedagogical experiment carried out at the National Aviation University, Ukraine, has verified the effectiveness of integrated use of educational communications in distant education. The result of the study proved that the development, modernization and use of educational communications are determined by the following factors: flexibility of educational communications and their orientation towards society requirements; their forward-looking character and focus on dynamic changes in all social, economic and industrial spheres, taking into account digitalization and new educational requirements of different segments of population connected with it; modernization of teaching content, forms, technologies and methods in different educational subsystems; equal access to quality education for all segments of population in the country. The approaches to pedagogical forecasting, development, modernization and the use of educational communications on national, regional and field levels have been offered. It has been found out that upgrading educational communications in the digitized society requires modernization of legislation in view of foreign and domestic innovative experience, increasing demands of employers, educational establishments of different levels of accreditation, state employment service and educational requirements of different segments of population.

The number of older adults with cancer is increasing. Over the past 3 decades, geriatric oncology research has focused on improving the assessment of frailty and fitness of older adults with cancer as well as methods of improving their outcomes. At the same time, advances in digital health technologies have opened new frontiers for reaching this goal. Digital health technologies encompass a variety of solutions, from electronic patient-reported outcomes (ePROs) to big data and wireless sensors. These solutions have the potential to further advance our understanding of patients’ experiences during cancer treatment. Whereas the data on the feasibility and utility of such solutions in the care of older adults with cancer are limited, interest from digital health oncology researchers to further explore the benefits of these products is increasing. In this article, we describe the focus of geriatric oncology, the rationale behind the need to explore digital health technologies in this setting, and emerging data and ongoing studies, as well as provide guidelines for proper selection, implementation, and testing of digital health solutions in the context of geriatric oncology.

Abstract:
An academic interest in the topic of digital economy is caused by the ever increasing digital technology possibilities as a new production factor. In digital production, added value is obtained as a result of information procession using digital technology, the final products of which are new products and services. Digital economy contributes to the rethinking of existing economic relations and formation of new pure digital economy sectors as the basis for a new information economy. In this paper, we analyze theoretical aspects of the evolution of the «digital economy» concept; examine various scientific and expert opinions and views on current issues. The authors’ approach to the definition of «digital economy» concept follows from the economic theory of «productive forces and production relations,» and is based on the premise of «new production relations». This paper critically rethinks the state of digitalization in Kazakhstan, the implementation of the Digital Kazakhstan Program, which really showed the impact of the 2019-2020 coronavirus pandemic on digitalization, especially within healthcare, education, and public administration. The results of the study suggest that at present, digital knowledge and digital literacy skills are becoming an urgent need for most citizens to improve their efficiency of work and the employee qualification. A comparative analysis of the digital economy’s development level across leading and developing countries has shown a number of significant factors that hinder digitalization in Kazakhstan, such as the lack of a fullfledged digital infrastructure (IT capacity, limited technological capabilities, etc.).As a result of the study, we have determined a lag in both implementation of digital communication technologies and development of digital business in Kazakhstan. Simulation results show that the effective digital economy development in Kazakhstan requires ensuring a positive dynamics of such key digital growth indicators, as the availability of digital communication technologies and the volumes of digital business, which have a positive correlation with the development of digital literacy, and the level of e-government. Mathematical methods we used in writing this paper have allowed us to develop a predictive model of the digital economy development in Kazakhstan in the medium term. We have made specific conclusions and recommendations for the development of the digital economy in Kazakhstan for the near future.

Purpose:the Article is based on the results of a set of author's studies, which reveal the reasons why the long-term introduction of scientific and technological progress, including modern high-tech achievements of the 21st century, only intensifies the crisis in the social and economic development of Russia and the global world as a whole. The main purpose of the work is to outline the main conditions for solving these problems for the successful formation, development and implementation of the digital economy, as well as understanding the role of the state in this process.Methods: the study is based on the use of new methodological tools, in accordance with the author's approach to setting goals and the features of the development of the human system with a worldview position.Results:the ideological foundations of the study of patterns in the development of the human system made it possible to determine the paradigm of its development in which a certain model of relations between people is formed. This model does not conflict with digital technologies and other achievements of the 21st century and allows finding an adequate mechanism of functioning. Such a mechanism prevents the emergence of possible risks for each individual and society as a whole, and fully reveals the creative potential of the digital economy.Conclusions and Relevance: the article presents new methodological grounds that were not previously used in fundamental research and in science. They allow not only to determine the conditions of formation and mechanisms for achieving an effective digital economy, but also to expeditiously solve all the tasks set by the President of the Russian Federation in the Address to the Federal Assembly of the Russian Federation of March 1,2018.

Abstract:
A digital transformation strategy enables companies to build competitive advantages by improving interaction with their consumers and suppliers, and entering new markets. However, the creation of own trading platform by regional companies is not always economically effective. In this regard, it is important to establish digital platforms at the regional level with support from the region, in which several companies would participate. Such platforms will be able to compete more successfully not only with corporate platforms of large companies, but also with such platforms as Amazon and AliExpress. The strategic initiative for the development of regional digital platforms is primarily aimed at innovative companies, which promote their products to end users (BtC). However, regional platforms can serve different markets and different industries, including promotion of industrial products (BtB) produced in the regional industrial clusters of Kuzbass, as well as in other areas, for example, for monitoring indicators of environment pollution. The article discusses in detail the regional investment and financial platform, which is could be developed on the basis of the Kuzbass Investment Portal. Another promising digital platform is a digital system that allows to coordinate strategies at various levels – from federal, regional and industry, to local and private companies. A serious challenge in implementing strategic initiatives to establish regional platforms is the growing competition from foreign platforms. The author proposes to reduce the risks by introducing target restrictions on the operations of foreign platforms, as well as introducing a balanced level of data provision by platform participants.

Abstract:
In the context of the ongoing reformatting of world economic relations, Latin American countries have increased opportunities for technological upsurge and digital modernization of key sectors of national economies. At the same time, Latin American entrepreneurs and politicians seek to act rationally and cautiously. In particular, in the energy sector, the states of the region are trying to combine the transition to carbon neutrality based on the predominant use of new technologies and renewable energy carriers with the intensive exploitation of traditional energy sources, including conventional and shale hydrocarbons. In the mining industry, the main task of Latin American countries is to decarbonize the production process with the help of “green” hydrogen and the most advanced methods of extraction and processing of raw materials. Of global importance are the huge reserves of lithium located in Latin America, without which the further deployment of the technological revolution is extremely difficult. This explains the significant interest shown by transnational corporations in the development of deposits of the “lithium triangle”. In the field of agriculture in Latin America, profound changes are taking place, the system of so-called precision farming is shaping. The role of Latin American countries (primarily Brazil) as suppliers of food to the world market is constantly increasing. All this, and much more, signals new trends in the region that change its usual economic appearance. As shown in the article, the rapid growth of the technology sector in Latin America based on digitalization, “green” energy and precision farming can lead to a deep modernization of the key sectors of the economy and ensure the transition of the region to the “new business normal”, which is the consistent structural transformation and adaptation of Latin American countries to post-Covid world economic realities.

A meaningful characteristic of modern industrial production is given and prospects for the modernization of the Belarusian industry through new industrialization are identified in the paper. In this regard, the objectives of the study have been determined: to consider modern concepts of the transformation of economic systems under the influence of technological progress, to substantively characterize the new industrialization, including to describe the technological and organizational features of the new intentional production, to identify its distinctive features, to determine the prospects for using the concept of new industrialization for modernization of the Belarusian industry. The methodological basis was the general scientific methods and principles of сognition, namely: the method of deduction and induction, the method of comparative analysis, historical approach. The author considers the new industrialization as an economic structure that has developed as a result of the spread of digital technologies in a modern socially-oriented, predominantly market economy. The technological basis of the new industrial production is cyber-physical production systems that operate through the industrial Internet of things, the Internet of services and network mechanisms of interaction between all participants in the value added chain. The development of digital production and digital services entails the digitalization of business models. The result is flexible, adaptive, individualized industrial production through the triad of digital production, digital services and digital business models. When modernizing the Belarusian industrial complex, aimed at developing high-tech and knowledge-intensive industrial production and increasing the efficiency of traditional industries through the use of a wide variety of new technologies, the priority should be the comprehensive digitalization of production, services and business models.

The existing international education system is a product and simultaneously an element of the rst industrial revolution, functioning on the basis of the principles of ow-type production established more than a hundred years ago, and solves the problem of maximum penetration of a typical set of knowledge into the masses of the population, rather than maximizing the quality of the obtained knowledge and its individualization.New industrial revolution based on wide digitalization and networking, which we are witnessing, requires modernization of most economic institutions, including education system, and offers for this modernization not only a new set of technologies, but also new principles of exibility, individualization, maximization of ef ciency. The subject of electronic education has been developing in different countries for quite a long period. By now the necessary set of technologies and organizational elements has been created. However, it is during the 2019-2021 pandemic that suf cient conditions have emerged for the non-alternative widespread implementation of a new holistic education system based on remote mode and adaptive digital content. The article considers the modernization of the education system, the creation of the Digital SMART University or University 4.0. The main problems of implementing the new educational system and approaches to their solutions are analyzed. The modernization of the educational system has many parallels with the digital transformation of other sectors of the economy. This makes it possible and necessary to use the experience and knowledge accumulated in other areas of economic activity, their systematization and analysis of applicability.The main tasks in creating a new e-university are the introduction of new processes of design, production, systematization, storage and delivery of educational content, as well as modernization of management and administration of the educational process. Implementation of e-learning is based on integrated organizational and functional structures, IT-architectures with their own rules, responsibilities, people, processes, system of interaction and relationship, i.e. the new business structure, which is built into the overall corporate information system and business architecture of the university system. The paper examines the business processes, services, IT infrastructure of the university, providing a new form of e-learning. The object of the study is the electronic educational environment of the university, which is an electronic educational platform of a new set of educational IT-services. The term «service» de nes a service for the educational business, which is quanti ed by a set of business metrics, the metrics of availability, continuity, security, reproducibility, repeatability and scalability. The result of the implementation of the new University 4.0 should be a progressively developing catalog of electronic educational services of the university, which can be used as a basis for designing specialized educational trajectories and use in various educational institutions.

Modernization of education programs is carried out through the digital technologies integration into the education system, in particular, into the primary education system. This leads to the integration of courses and disciplines into curricula for the development of digital competences of future primary school teachers. The purpose of the investigation was to study the features of modernization of education programs in order to form digital competences of future primary school teachers. 48 scientific publications have been examined, studied and systematized, where the integration of disciplines for the study of digital competences into the educational process of teaching future teachers is considered; consequently, three dimensions of modernization of curricula have been investigated. The first one concerns the development of general digital competences, the second one - the competence to integrate technology into educational practice, the third one - professional digital competence. It has been revealed that general digital competences are consistent with the context of the education system. Competence to integrate technologies into teaching practice focuses on the context of integration, preparing future teachers for the opportunity to use technology in future teaching of pupils, critically assess the use and teach children, using digital devices in education process. The academic paper proposes the concept of professional digital competence as the ability of a teacher to work in the context of a school education system with a digital form of education, including the process of teaching, managing digital learning environments and professional activities of a teacher. Further research should additionally explore professional digital competence in the framework of primary teacher education.

The presented study identifies the channels through which digital transformation affects the system of socio-economic relations, particularly relations associated with employment, and substantiates the transformations in the system of government regulation caused by digitalization.Aim. The study aims to develop proposals to improve the national economic policy in the field of employment regulation with allowance for the current and future challenges of digitalization and the experience of developed (in terms of information technology) countries.Tasks. The authors provide a brief description of the modern revolution in information technology manifested in the form of large-scale digitalization of socio-economic relations; assess the speed, focus, and problems of development of the digital sector of economy in Russia in comparison with other countries; determine the scale and channels through which digitalization affects the well-being and employment of the population; propose directions for improving the national economic policy in the field of employment regulation with allowance for Russian peculiarities.Methods. This study uses the methods of institutional, structural, and statistical analysis with regard to digital transformation processes and in the context of the examination of changes in the socio-economic system and employment structure. The problems of the impact of digital transformations on socio-economic relations are examined using a systems approach and the methodology of comparative analysis and benchmarking — in a comparative analysis of the situation in Russia and other countries. Results. The authors believe digitalization to be a new trend that determines the direction of socioeconomic development in the medium term. In terms of the level of digitalization, Russia is significantly lagging behind developed and many developing countries, which impairs the sustainability of the national economy and national economic security. At the same time, the existing lag allows us to critically study the foreign experience of large-scale digitalization, particularly in terms of its impact on the labor market, employment, and social structure, to form an efficient national policy for regulating the digital transformation of the economy and society. The study proposes several directions aimed at early recognition and neutralization of the potential negative effects of digitalization on the Russian socio-economic system.Conclusions. It is advisable to improve the national economic policy in the field of employment regulation and related fields with allowance for the current and future challenges of digitalization and the experience of developed (in terms of information technology) countries with a focus on certain areas, such as taking into consideration the prospective requirements of the labor market for “future specialists” (creativity, humanistic orientation of thinking and actions, leadership skills, psychological stability, cognitive flexibility, etc.) when developing and updating educational standards, and paying more attention to the development of continuous education. It is also necessary to strengthen government support for self-employment and individual entrepreneurship as legal forms serving as substitutions for hired labor in the digital economy, taking into account the “forced” (in some cases) nature of such entrepreneurship, which calls for government support in both economic and social terms. Convergence of the national policy in the field of social protection and social security with business policy plays an important role, as does the prevention of digital inequality and its “fusion” with traditional property and income inequality.

Development of digital technology opens up new opportunities for corporate governance. At the same time, modern law faces a difficult task – to find a balance between creating conditions for development of technologies including by means of non-interference, and providing the stakeholders in corporate governance with proper legal guarantees. This paper considers the impact of some of the most significant digital technologies on corporate governance, such as distributed ledger technology, smart contracts and artificial intelligence. There are certain legal trends and challenges arising from such innovations including the pursuance of sociability, peer-to-peer and decentralization of corporate governance which in many cases is associated with abolishing of bodies (of a part of bodies) for a corporation management, or transferring their powers (a part of powers) to the corporation members and/or to a computer program (artificial intelligence, algorithm, smart contract). The digital transformation and the changes generated in the R&D field determine the high importance of information and digital literacy for researchers. Research and academic libraries have a great potential in the development of information and digital competencies. This is confirmed by many publications of domestic and foreign library specialists. One of the promising areas to increase information and digital literacy of researchers, is the implementation of the educational function in research and academic library in the distance format. Since 2010, the Central Scientific Library of the Ural Branch of the Russian Academy of Sciences organizes the educational course “Information School for Scientist”. Digitalization-based changes in research field and the relevance of distance training have resulted in the need to process the course deeply. The purpose of the article is to determine the way to modernize the educational course in the Central Scientific Library UB RAS. The article presents the direction of content transformation of the course and the option to convert it into a distance format. Content changes suggest the addition of a number of topics, the choice of which is based on an analysis of the components of information and digital knowledge necessary for a modern researcher. The creation of the online course is supposed, will be based on the Moodle course management system. The author concludes that the updated thematic content and presentation format of the course “Information School for Scientist” will increase significantly the level of information and digital literacy of researchers. It is possible due to synchronization of the course with the tasks facing modern researchers; organization of on-the-job training, the availability of the exhaustive complex of training materials on one and the same platform, and the expansion of students’ geography.

Evolving aircraft and engine technologies, as well as advancements in avionics, have resulted in a new generation of fighter aircraft. In order for an air force to remain survivable in such an environment it must face the necessity of either acquiring new aircraft or upgrading its fleet. Today, acquisition of new aircraft may not be an economically or politically viable solution. The newest aircraft, those with a thrust-to-weight ratio exceeding 1 to 1, generally exceed $20 million, exclusive of support costs. Politically, sale of such state-of-the-art aircraft to friendly countries may not be possible given the current FX aircraft export policy, and the fiscal posture of the country. However, there is an alternative to new aircraft acquisition, and that is functional modernization: the modernization of potentially viable systems through the implementation of new and available technologies. The Boeing Military Airplane Company and Pratt & Whitney have teamed in the newest aircraft functional modernization proposal, the F-4 Super Phantom. The full modernization package includes a new centerline conformal fuel tank, new digital avionics, and re-engining with new PW1120 engines. This paper examines the initial feasibility study conducted by Pratt & Whitney and Boeing to determine the feasibility of a functionally modernized F-4.

In this study, the author considers the main problems of digital modernization concerning enforcement proceedings in the Russian Federation. Generation and further enhancement of the digital space have determined the vector of legal regulation in the implementation of any social processes several years ago. Various aspects of the economic, legal and other spheres of public life were reformed. Changes in various areas of enforcement proceedings occurred in stages, sequentially and in plain consideration with the specific features of legal relationships. However the digital transformation of enforcement proceedings has not yet come to its final stages. Many researchers note the “unavailability” of both legislation and law enforcement procedure for the changes that are taking place as well as to the final establishment of such changes as the basic and fundamental rules of law enforcement. In addition, the existing fragmentary regulation in the process of law enforcement gave rise to many problems. In this article the author attempts to identify the positive and negative experience of digital modernization of Russian law enforcement practice and define suggestions that could improve the process.

In the article emphasizes that for Ukraine in the current conditions, the desire for effective public administration necessitates the formation of a strong bureaucracy, so the administrative work of public authorities becomes a field for innovation and modernize. Emphasis is placed on the internal work of public authorities, which under the influence of the digital transformation of society requires the modernization of administrative processes taking into account digital technologies. The implementation of practices in combination with digital technologies requires research for the success of modernization in the public authorities of Ukraine, which will take into account the existing values and principles that are accepted at the international level. The article argues that in the context of digital transformation of society, public authorities of democratic countries of the modern world should a priori use in their work the principles of the newest management concepts as exemplary guidelines for action. The article provides an overview of the main provisions of the newest management concepts «New Public Management», «Good Governance», «FAST Government», «Open Government». The article considers the components of these concepts through the impact on the main levels of administrative processes taking place in public authorities. Based on the results in 2019 study of electronic readiness of Dnipropetrovsk region, a description of the regional model of modernization of administrative processes, which consists of five levels: level of infrastructure, level of interaction, level of decision support, level of access to public information and level of service provision. A graphical representation of the regional model of modernization of administrative processes in public authorities is given, indicating the impact of the latest management concepts at its level. Based on this, it is determined that the implementation of the approaches of the newest management concepts in public authorities, based on the introduction of digital technology tools, has the character of a comprehensive focus on service activities.

AbstractThe article presents the equipment and digital signal processing methods used for modernizing the Polish Navy’s sonars. With the rapid advancement of electronic technologies and digital signal processing methods, electronic systems, including sonars, become obsolete very quickly. In the late 1990s a team of researchers of the Department of Marine Electronics Systems, Faculty of Electronics, Telecommunications and Informatics, Gdansk University of Technology, began work on modernizing existing sonar systems for the Polish Navy. As part of the effort, a methodology of sonar modernization was implemented involving a complete replacement of existing electronic components with newly designed ones by using bespoke systems and methods of digital signal processing. Large and expensive systems of ultrasound transducers and their dipping and stabilisation systems underwent necessary repairs but were otherwise left unchanged. As a result, between 2001 and 2014 the Gdansk University of Technology helped to modernize 30 sonars of different types.

В статье приведен обзор подходов к выделению функций изделий и сделан вывод о необходимости их новой классификации с выделением базовых и опциональных функций, а также отдельном рассмотрении управляющих и обеспечивающих функций и учета затрат на комплексную потребительскую характеристику. Данные и методы. Теоретической и методологической основой исследования являлись труды отечественных и зарубежных ученых, посвященных применению методов функционально-стоимостного анализа и функционально-стоимостного инжиниринга высокотехнологичной продукции, а также исследования о тенденциях кастомизации и цифровизации производства. Апробация предлагаемых в статье подходов проводилась на примере разработки высотного штабелера. Для выделения базовых и опциональных функций использовались методы анкетирования потребителей различных сегментов и определения конкурентной цены. Для построения функциональных карт применялись методы экономического и статистического анализа, метод экспертных оценок. Полученные результаты. Предлагаемый модернизированный подход позволил сократить на 50 тыс. руб. стоимость базовой комплектации изделия за счет определения и исключения опциональных функций. Разработанная авторская классификация функций, а также ступенчатый алгоритм распределения затрат на комплексную потребительскую характеристику, обеспечили более точное определение точек рассогласования и направлений снижения затрат при соблюдении необходимых требований к качеству. Заключение. Результаты исследования могут быть использованы в качестве научно-методической основы проектирования функциональных моделей при проведении функционально-стоимостного анализа (инжиниринга) технически сложных изделий. Introduction. The introduction of Industry 4.0 technologies and the strengthening of trends towards product customization lead to a fundamental change for the consumer in the importance of the functions of industrial products. The article provides an overview of approaches to the allocation of product functions and concludes that a new classification of functions with the allocation of basic and optional functions is necessary, as well as a separate consideration of control and supporting functions and cost accounting for a complex consumer characteristic. Data and methods. The theoretical and methodological basis of the research was the works of domestic and foreign scientists devoted to the application of the Value Analysis method and the Value Engineering method of high-tech products, as well as research on trends in customization and production digitalization. Approbation of the approaches proposed in the article was carried out on the example of the development of a high-rise stacker. To highlight the basic and optional functions, we used the methods of surveying consumers of various segments and determining a competitive price. To construct functional maps, the methods of economic and statistical analysis, the method of expert assessments were used. Results. The proposed modernized approach made it possible to reduce the cost of the basic configuration of the product by 50 thousand rubles by identifying and excluding optional functions. The developed author's classification of functions, as well as the stepwise costs allocation algorithm for a complex consumer characteristic, provided a more accurate determination of mismatch points and directions for reducing costs while meeting the necessary quality requirements. Conclusion. Research results can be used as a scientific and methodological basis for the design of functional models when carrying out a functional-cost analysis (engineering) of technically complex products.

На основе теоретических и методологических положений формирования и реализации стратегии модернизации сельскохозяйственной отрасли в условиях цифровой экономики и исследовании проблем теории и методологии развития агропромышленного комплекса проблематика модернизации сельскохозяйственной сферы раскрывается в научных работах Е. Н. Белкиной, В. Д. Гончарова, Н. К. Долгушкина, Л. Ф. Кормакова, В. З. Мазлоева, И. В. Митрофановой, А. В. Панина, А. Г. Храмцова и др. Проведенный анализ научной литературы говорит нам, что проблема перехода агропромышленного комплекса остается острой и до конца не изученной. Многие аспекты не подвергались исследованию. Полученные результаты. На основе намеченной цели были решены следующие задачи: рассмотрена сущность и содержание экономической цифровизации сельского хозяйства; проанализировано современное состояние цифровизации сельского хозяйства; изучен организационно - управленческий механизм модернизации в условиях цифровой экономики; проанализирован экономический эффект модернизации сельского хозяйства. Заключение. Результаты исследования в виде методики долгосрочного прогнозирования различных сфер экономики и управления, может стать действенным механизмом для решения проблем модернизации сельского хозяйства. Мы рассмотрели все возможные сценарии развития, предложили несколько моделей управления цифровизации в современных условиях. Introduction. The purpose of the work is to consider the theoretical and methodological provisions of the formation and implementation of the strategy of modernization of the agricultural sector in the digital economy. The object of research is agriculture as a leading branch of the economy. The subject of the study is organizational and managerial relations that determine the formation and implementation of the strategy of modernization of agriculture in the digital economy. Data and methods. Based on the theoretical and methodological provisions of the formation and implementation of the strategy of modernization of the agricultural sector in the digital economy and the study of the problems of the theory and methodology of the development of the agro-industrial complex, the problems of modernization of the agricultural sector are revealed in the scientific works of E. N. Belkina, V. D. Goncharov, N. K. Dolgushkin, L. F. Kormakov, V. Z. Mazloev, I. V. Mitrofanova, A.V. Panin, A. G. Khramtsov, etc. The analysis of the scientific literature tells us that the problem of the transition of the agro-industrial complex remains acute and has not been fully studied. Many aspects have not been investigated. The results obtained. Based on the intended goal, the following tasks were solved: the essence and content of the economic digitalization of agriculture were considered; the current state of digitalization of agriculture was analyzed; the organizational and managerial mechanism of modernization in the digital economy was studied; the economic effect of modernization of agriculture was analyzed. Conclusion. The results of the study in the form of a methodology for long-term forecasting of various spheres of the economy and management, can become an effective mechanism for solving the problems of modernization of agriculture. We have considered all possible scenarios of development, proposed several models of digitalization management in modern conditions.

The main challenges facing modern cities initiate review of approaches to management of city development. Combining of information systems and “smart” equipment used in various spheres of activity is analyzed. It causes digitization of social and economic processes which are not the optimal ones, and management mistakes are transferred to the sphere of digital transformation. In this research it is proposed to consider the development of digital platforms of a “smart city” according to systematic transformation of social and economic processes into the view optimal for management whilst taking into account psychological and cognitive characteristics of city dwellers. This issue may be solved by creating digital platforms of a new class which are based on neural management of knowledge and artificial intellect.
