Abstract:
The article outlines the scientific approaches to the formation of digital technologies of the ecosystem of professional education and management of the formation of human capital for the real sector of the Russian economy. It has been proposed to highlight specific competences as training units (quantums), digitize them, create a level classifier and build an ordering system, a system of choice used for order fulfillment, a continuous (from general education to professional education for a given position) professional education system based on individual educational trajectories with well-defined (digitized) parameters and focused investments in human capital. Using the formed systems, it has been proposed to provide digital modernization of the main didactic processes with guaranteed achievement of specific diagnosed learning outcomes in accordance with the order.For new competencies it is possible to develop ontological models of employee professional activities. Herewith it is planned to solve several important tasks, including the development and adoption of a general concept of continuous professional education, the selection and classification of didactic units for specific professions, the development and introduction of a classification system for educational organizations according to their levels of competence, the development and introduction of a system for qualifying teachers, formation of a system of educational trajectories (necessary competencies) for business, development of pedagogical technologies standards that guarantee the achievement of results (the right people - in the right place - at the right time). It has been offered to select several branches of the real sector of the economy for the implementation of pilot projects with the subsequent dissemination of experience throughout the Russian economy.

Abstract:
Today, a brand new strategy that can foster agricultural production is being shaped based on IT solutions. The paper characterizes the state and prospects for the development of digital farm management, the challenges of mastering digital innovations by agricultural enterprises and ways to tackle them at the present stage. A study is relevant due to the lack of a conceptual approach to the evolution of information digital systems in the sector of ameliorative economy in the context of growing requirements for environmental safety and competitiveness of agricultural production. The solutions to create a common information environment uniting an enterprise with suppliers of resources and consumers of products (services) are also increasingly relevant today. A methodological toolkit rests on some general scientific approaches, including analysis and synthesis, methods of deduction and systems analysis, cluster approach. After careful evaluation of automated processes at reclamation enterprises, there can be no doubt that it is necessary to improve the efficiency of information and technological support for management decisions by digital systems. The challenges are related to: lack of proper concept and methodology of modern digital systems, as well as procedures for the integration cooperation of information resources and a digital management system operations for managing them; unified algorithms for handling information; automation operations that meet the present management requirements; qualified experts encouraged to improve the use of digital technologies. The basic procedures for enhancing digital systems at enterprises include: analytical evaluation of current production situation, development of a functional design and model of the integrated digital system; creation of a mechanism for its implementation. In the process of transforming digital support for managerial actions, the following actions are possible: modification of the structure of existing processes; automation of conventional technological and organizational production procedures; alignment of existing processes subject to the technologies being integrated; identification of new opportunities for operations.

Abstract:
In most advanced countries of the world, the transition of public administration to “digital tracks” is proceeding rather slowly; development is far behind officially defined and announced schedules. In this regard, the digital modernization of the public administration system becomes particularly relevant. The purpose of the article is to identify the prerogatives for digital modernization of the public administration system, based on an assessment of the development of digital government and identification of major barriers. Based on the assessment, a high level of development of the digital government in Kazakhstan has been determined, despite the special emphasis of government agencies on automation in recent years, the visible results of the conversion of public services into electronic format are still unsatisfactory. The article discusses the main barriers and prerogatives of digital modernization of the public administration system. The authors conclude that active digital modernization of the public administration system implies the expansion of methods for analyzing and evaluating the implementation of government programs and projects, including the audit of the effectiveness and efficiency of their implementation.

Abstract:
Purpose The purpose of this paper is to substantiate the importance of an educational platform for digital modernization of modern Russia’s regions in Industry 4.0 and to determine the functions and conceptual foundations of organization of regional market of educational services for execution of functions for stimulation of digital modernization of Russia’s regional economy. Design/methodology/approach The authors use the method of regression analysis for studying the influence of the indicators of adaptation of the market of educational services to the conditions of Industry 4.0 on efficiency of digital modernization of economy of the regions of the Volga Federal District of the Russian Federation as of late 2018-early 2019. The information and empirical basis of the paper is materials of the index “Digital Russia” of the Moscow School of Management “Skolkovo.” Findings It is determined that the market of educational services plays an important role in the process of transition of regions of modern Russia to Industry 4.0, performing two functions: training of personnel who are capable of working with digital technologies and training of personnel who are capable of creating new digital technologies at a region’s companies. As a result, the educational platform of digital modernization of the regional economy is formed. The developed conceptual foundations of an organization of the regional market of educational services for execution of its functions on stimulating the digital modernization of Russia’s regional economy allow for three variants of the process of training of personnel: within execution of the order of partner companies in a regional technological park, within participation of the region’s companies in a tender for training of personnel and within an independent initiation of the process of training of personnel by universities based on the results of digital marketing. Originality/value The offered authors’ recommendations ensure the following advantages during the creation and development of the educational platform of a region’s digital modernization in Industry 4.0: high marketing activity of universities, direct sequence of training of personnel and improved treatment of the effectiveness of regional universities as the ratio of efficiency in personnel training to expenditures, which stimulates competition between universities and maximization of effectiveness of educational platform of a region’s digital modernization in Industry 4.0.

Abstract:
The issue of the use of educational communications in university students’ training and prospects of their development in the digital society have been analyzed. The methodological basis for the study of prognostic aspects of modernization of educational communications is the combination of systematic, axiological, cultural and individual-oriented approaches. The aim of the paper is to carry out theoretical analysis of the issue and experimentally confirm the effectiveness of educational communications in psychological, pedagogical, social, economic and technological aspects. The analysis of modern philosophic and pedagogical studies of Ukrainian and foreign scholars demonstrated that the development and innovative use of educational communications is influenced by globalization and integrative processes, dynamic changes on international, national and regional labour markets, intensive implementation of informational support, rapid development of commercial activity and the sphere of educational services, including online services. The pedagogical experiment carried out at the National Aviation University, Ukraine, has verified the effectiveness of integrated use of educational communications in distant education. The result of the study proved that the development, modernization and use of educational communications are determined by the following factors: flexibility of educational communications and their orientation towards society requirements; their forward-looking character and focus on dynamic changes in all social, economic and industrial spheres, taking into account digitalization and new educational requirements of different segments of population connected with it; modernization of teaching content, forms, technologies and methods in different educational subsystems; equal access to quality education for all segments of population in the country. The approaches to pedagogical forecasting, development, modernization and the use of educational communications on national, regional and field levels have been offered. It has been found out that upgrading educational communications in the digitized society requires modernization of legislation in view of foreign and domestic innovative experience, increasing demands of employers, educational establishments of different levels of accreditation, state employment service and educational requirements of different segments of population.

Objetivo – O objetivo geral do estudo foi conhecer a avaliação de ouvidores e demais servidores de ouvidorias públicas do Poder Executivo federal sobre a adoção do sistema e-Ouv. Em seus objetivos específicos, pretendeu: descrever a percepção do público-alvo sobre facilitadores, benefícios, satisfação e qualidade, por meio de nove fatores; identificar as mudanças na gestão das ouvidorias; e identificar pontos de melhoria do sistema. Metodologia – Empregou-se pesquisa de natureza descritiva, com abordagem mista - quantitativa e qualitativa, ambiente de campo e recorte transversal. A coleta de dados empregou levantamento eletrônico, por meio de questionário. Os dados foram tratados com uso de estatística descritiva e análise de conteúdo categorial temática. Resultados – Os resultados das análises indicaram: bons níveis de concordância dos pesquisados com os nove fatores avaliados; características positivas e de mudanças de modernização, em 10 dimensões, com ganhos não apenas para as ouvidorias, mas também para os cidadãos usuários do serviço; e pontos de melhoria em oito dimensões, com destaque de frequência para três temáticas: relatórios, filtros de pesquisa e pesquisa de satisfação. Contribuições práticas – Considerando os aspectos investigados, constatou-se que o e-Ouv é uma solução tecnológica bem-sucedida para apoiar a gestão das ouvidorias do Poder Executivo federal, facilitar o acesso do cidadão ao serviço e promover a transparência. Contribuições sociais – O estudo supre uma lacuna avaliativa sobre o e-Ouv, cujos resultados podem fornecer subsídios à Ouvidoria-Geral da União e auxiliar órgãos e entidades do Poder Executivo federal na decisão de aderir ao e-Ouv. Originalidade – A literatura é relativamente limitada no foco escolhido (tecnologias digitais em unidades de ouvidoria). Além disso, é a primeira investigação empírica sobre o sistema e-Ouv.
Purpose – The general objective of the study was to know the evaluation of ombudsmen and other professionals from public ombudsman offices of the federal Executive Branch on the adoption of the e-Ouv system. In its specific objectives, it aimed to: describe the perception of the target audience about facilitators, benefits, satisfaction and quality, through nine factors; identify changes in the management of ombudsmen; and identify points of improvement of the system. Design/Methodology – Research was of descriptive nature, with a mixed approach - quantitative and qualitative, field environment and cross section design. The data collection used an electronic survey, with a questionnaire. The data were treated with the use of descriptive statistics and analysis of thematic categorical content. Findings – The results of the analyzes indicated: good levels of agreement of the respondents with the nine factors evaluated; positive characteristics and modernization changes, in 10 dimensions, with gains not only for the ombudsman offices, but also for the citizens who use the service; and improvement points in eight dimensions, with emphasis on frequency for three themes: reports, research filters and satisfaction survey. Practical implications – Considering the aspects investigated, it was verified that e-Ouv is a successful technological solution to support the management of the ombudsman's offices of the federal executive branch, facilitate citizen access to the service and promote transparency. Social implications – The study fills an evaluative gap on the e-Ouv, whose results can provide subsidies to the Ombudsman-General of the Union and assist agencies of the federal Executive Branch in the decision to join the e-Ouv. Originality – Literature is relatively limited in its chosen focus (digital technologies in ombudsman offices). In addition, it is the first empirical investigation of the e-Ouv system.

No presente quadro da modernização da Administração Pública, fomenta-se cada vez mais, nos seus diversos domínios, a promoção de boas práticas com a reestruturação dos modelos de organização, a simplificação dos procedimentos, a agilização dos processos, a partilha de serviços comuns e a melhoria da qualidade dos serviços públicos prestados. Assim, o presente trabalho de projecto a implementar na Direcção de Serviços de Contabilidade e Controlo, da Área da Cobrança da DGCI, designado “Gestão de Processos e Arquivo Digital”, pretendeu promover a melhoria na qualidade dos serviços prestados aos cidadãos e dar resposta às necessidades de informação da organização, tendo sempre presente a melhoria de resultados (eficiência e eficácia) da Direcção de Serviços. O mesmo foi sustentado pelas tecnologias de informação e comunicação e de interacção electrónica (web), enquanto instrumento potenciador de trocas informacionais, destacando-se a transparência alcançada e a potencial partilha de informação ao nível interno, geradora de mais-valias. Com a implementação deste software foi possível obter conhecimento sobre a quantidade e tipo de solicitações dirigidas à DSCC, contributo essencial para a adequação e optimização dos recursos da organização às reais necessidades dos cidadãos e modernizar e racionalizar o arquivo documental de forma dinâmica e eficaz.
In this framework of public administration modernization, it’s often encouraged, in its various areas, the promotion of good practices with the restructuring of organizational models, simplification of procedures, streamlining processes, sharing common services and improving the quality of public services provided. Thus, this project work to be implemented in the Direcção de Serviços de Contabilidade e Controlo, da Área da Cobrança da DGCI, named “Gestão de Processos e Arquivo digital” wished to encourage improvements in quality of services to citizens and the organization's needs of information, always bearing in mind the improvement of results (efficiency and effectiveness) of the Direcção de Serviços. This model was sustained by information technologies and electronic communication and interaction (Web), as informational exchanges instrument, namely the achieved transparency and the gains generated internally by potential sharing of information. With the implementation of this software it was possible to obtain knowledge about quantity and type of requests addressed to the DSCC, essential contribution to the adequacy and optimization of the organization's resources to the real needs of citizens, and to modernize and rationalize the documentary file dynamically and effectively.

Nos últimos anos, a Administração Pública (AP) tem sido palco de grandes e profundas transformações, associadas ao abandono dos modelos de gestão tradicionais fortemente burocráticos e à introdução de sucessivas reformas administrativas, impulsionando as organizações públicas para novos desafios de gestão e práticas organizacionais. Os esforços associados ao processo de modernização da AP têm por base objetivos de inovação, simplificação, desburocratização, eficiência, eficácia e qualidade dos serviços públicos, centrando a prioridade na satisfação das necessidades dos cidadãos/utentes. Neste quadro de mudança das organizações públicas, emerge uma nova cultura organizacional, colocando o ênfase nos seguintes fatores essenciais: (a) a criação de cultura orientada para os objetivos; (b) reforço da comunicação organizacional quer interna quer externa e em particular com o recurso às novas tecnologias de informação e comunicação; (c) comprometimento dos trabalhadores, desenvolvendo mecanismos de participação e envolvimento. Colocando o foco na comunicação digital organizacional, salienta-se que no contexto atual em que vivemos, as organizações enfrentam uma nova dinâmica de produção e transmissão de mensagens e informações organizacionais, bem como de construção do quadro de interação com os seus públicos internos e externos, tirando partido das novas tecnologias de informação e comunicação e dos suportes digitais. Garantir a informação e a comunicação adequadas exige o recurso a tecnologias avançadas que suportem desde a recolha, tratamento, disponibilização até à divulgação e partilha de informação. A intranet autárquica surge como um elemento facilitador neste processo. O presente trabalho de investigação teve como objetivo central compreender a perceção dos trabalhadores de uma autarquia sobre a comunicação digital organizacional. No âmbito do quadro da pesquisa exploratória, a opção metodologia foi a de estudo de caso, escolhendo como caso uma autarquia local. Foram mobilizadas múltiplas fontes de informação para recolha de dados, designadamente, a entrevista aos dirigentes com responsabilidade na área de recursos humanos e de modernização e tecnologias de informação, o inquérito por questionário aos trabalhadores, a análise documental e a observação participante. Os resultados obtidos indicam que a perceção dos trabalhadores da organização sobre a comunicação digital organizacional, e em particular sobre a operacionalização dos meios e suportes de comunicação digital, é tendencialmente positiva em relação aos fatores de eficácia dos meios e facilidade no acesso e utilidade do conteúdo informativo, assim como às vantagens associadas a estes suportes.
Abstract: In recent years, the Public Administration has been the scene of great and profound transformations due to the abandon of traditional management models strongly bureaucratic and the introduction of successive administrative reforms, inducing public organizations to new challenges in management and organizational practices. Efforts related to modernization of the Public Administration are based on innovation objectives, simplification, reducing bureaucracy, efficiency, effectiveness and quality of public services, aiming the priority on meeting the needs of the citizens. In this context of change and transformation of public organizations, emerges a new organizational culture, which focused on the following key factors: (a) the creation of oriented culture objectives, (b) strengthening of organizational communication both internal and external, and in particular with the use of new information technologies and communication, (c) workers commitment, developing mechanisms of participation and involvement. Placing the focus on organizational digital communication, we emphasize that in the current context in which we live, organizations face a new dynamic production and transmission of messages and organizational information, as well as building the framework of interaction with their internal and external audiences, taking advantage of new information and communication technologies and digital supports. Ensure the appropriate information and communication requires the use of advanced technologies that support from the collection, processing, dissemination and availability to information sharing. The intranet appears as a facilitator in this process. The main purpose of this work is to understand the employees’ perception of a local public organization on organizational digital communication. To achieve this goal, the methodology chosen was case study, that included the use of multiple sources of information for data collection, namely: interviews of leaders with responsibility in human resources and modernization and information areas, questionnaires to workers, documental analysis and observation. The results indicate that the employees’ perception on organizational digital communication, and in particular the use of digital supports tends to be positive in relation to the effectiveness of the supports and easier access and usability of the information fators, as well as the advantages associated with the use of those supports.

Pretende este projecto lançar as bases para projecção de novas atribuições no concerne ao âmbito e acção dos municípios em prol da dignificação das gentes que neles habitam, trabalham ou cruzam habitualmente. É um facto comummente aceite que a acção das forças locais têm de assumir um papel preponderante no crescimento dos níveis de cidadania nacionais. No entanto, essas acções ficam, muitas vezes, aquém dos mínimos exigíveis. A verdade é que demasiados condicionalismos e barreiras se levantam à produção de medidas que permitam o enriquecimento, no seu todo, da dimensão cidadania entre munícipes, e não só. A apresentação deste projecto ambiciona, sustentando-se em financiamentos provenientes dos actuais apoios comunitários – QREN –, nomeadamente na sua vertente Programa Operacional Potencial Humano, fomentar a “cidadanização”, estimulando a integração social através da apresentação e inclusão no “mundo digital”. A aplicação deste projecto, no Concelho de Loures, insere-se na dinâmica interna da própria Organização no sentido de dinamizar, por todos os meios ao seu alcance, a revitalização do tecido social do concelho em prol da consciencialização de cidadania e inclusão social. Tendo em conta a sua génese populacional, com forte preponderância das camadas mais jovens e das mais idosas. A concretização das medidas preconizadas, que constituem este projecto, assumir-se-ão de extrema importância para que se possa atingir os objectivos de acréscimo de conhecimento e de integração social subjacentes. Mantendo, sempre em linha de vista, o fortalecimento das vontades e dinamização de acções que permitam ao maior número possível de cidadãos reconhecerem-se como infoexcluidos e avançarem para a sua integração digital. Sendo que essa mesma integração digital será uma porta aberta à integração social, permitindo a cada um assumir a sua verdadeira dimensão enquanto cidadão de pleno direito.
The aim this project laid the groundwork for projection of new tasks in terms of scope and activities of municipalities in favors of the dignity of the people who live, work or cross usual. It is commonly accepted that the action of local forces must assume a leading role in the growth levels of national citizenship. However, such actions are often below the minimum required. The truth is that too many constraints and barriers are raised to produce measures allowing the enrichment as a whole dimension of citizenship among householders, and beyond. The presentation of this project, is sustaining itself in financing from the current Community support - QREN - in particular in its Operational Programme Human Potential, promoting "citizention" by encouraging social integration through the presentation and inclusion in the "digital world”. The implementation of this project, in the Municipality of Loures, is part of the internal dynamics of the Organization itself in order to boost, by all means at its disposal, the revitalization of the social structure of the county to promote awareness of citizenship and social inclusion. Taking into account its genesis population, with a heavy preponderance of young people and older. The implementation of the measures advocated, which constitute this project, assume will be of extreme importance in order to achieve the objectives of increased knowledge and underlying social integration. Keeping, where line of sight, the strengthening of wills and promotion of actions to the greatest possible number of citizens recognize themselves as info-outsiders and can advance to its digital integration. Since that, digital integration will be an open door to social integration, allowing each one to assume its full extent as a citizen as of right.

Até aos finais do século XIX o Estado tinha uma atitude de alheamento, após a segunda guerra mundial passou a ter uma intervenção directa que durou até finais do século XX e no século XXI tornou-se num regulador indirecto. Por sua vez, foi surgindo um novo tipo de governação que redefine e configura o estado, designado como o paradigma da regulaçãoe que defende o desenvolvimento científico e a evolução dos paradigmas. A governança global veio estabelecer novos modos de regulação e de integração da sociedade e nova ordem internacional. Com base no assunto acima citado, o primeiro capítulo deste trabalho de projecto apresenta as principais perspectivas teóricas que reflectemos vários tipos de reforma do Estado e da administração pública criando novos paradigmas. Dando continuidade ao enquadramento, o segundo capítulo desenvolve uma proposta de modernização para os serviços público aduaneiro, em que assenta nas tecnologias de informação e comunicação. Que consiste na implementação de softwarede informação, para ser aplicado na plataforma de informação digital da DGAIEC, com o objectivo de oferecer mais informação ao cidadão/cliente nos locais de atendimento aos utentes da DGAIEC. Por fim, o terceiro capítulo defende que o presente trabalho de projecto será uma mais -valia para a DGAIEC e para os cidadãos, pois, oferece mais informação ao cidadão, moderniza os serviços público aduaneiro e contribui para uma melhor performance dos serviços da DGAIEC.
The State and the public administration have had throughout the great times transformations, developing themselves of diversified form. Until the ends of century XIX the State had a transference attitude, after World War II started to have an intervention direct that it lasted until ends of century XX and in century XXI indirect became in a regulator. In turn, a new type of governmentwas appearing that redefines and configures the state, appointed as the paradigm of the regulation and that it defends the scientific development and the evolution of the paradigms. The global governancelode to establish new ways of regulation and integration of the society and new international order. On the basis of the subject above cited, the first chapter of this work of project presents the main theoretical perspectives that reflect some types of reform of the State and the public administration creating new paradigms. Giving continuity to the framing, as the chapter it develops a proposal of modernization for the services public customs, whe re it seats in the technologies of information and communication. That it consists of the implementation of information software, to be applied in the platform of digital information of the DGAIEC, with the objective to offer to more information to the citizen/customer in the places of attendance to the usuaryof the DGAIEC. Finally, the third chapter defends that the present work of project will be a more-value for the DGAIEC and the citizens, therefore, offers more information to the citizen modernizes the services public customs and contributes for one better performance of the services of the DGAIEC.

Pretende-se estudar a estratégia de governação digital, salientando a criação de valor através da TIC, assente em valores de abertura e participação. O presente trabalho procura enquadrar e delinear desafios e estratégias do desenvolvimento da governação eletrónica e o seu impacto em Portugal. Em particular, a integração da informação e a interoperabilidade como um pilar da modernização administrativa, fundamental no princípio only-once do e-Gov, parte da estratégia global de gestão de informação na administração pública (AP), recorrendo a um conjunto de sistemas interoperáveis entre si e com outros sistemas externos. A questão que se coloca é se o caminho que se tomou foi o melhor? O que pode ser melhorado? Temos de conseguir quantificar de forma ágil e uniforme os benefícios e poupanças decorrentes dos projetos de alinhamento estratégico TIC 2020. Today’s society is information based, and adequately using Information and Communication Technologies (ICT) becomes competitive, modernization and qualification advantage for organizations. The implementation of an electronic government, in Portugal, and its role as a trust and change catalyst, highlights the need for a coherent strategy definition for the development of a nation and sectorial e-government (e-Gov), supported in digital platforms. The digital government strategy is studied, focusing value creation through (ICT), based on openness and participation values. This analysis will frame and define challenges and strategies for the e-Gov development and its impact in Portugal. In particular, the integration and interoperability of the information, as a pillar for the administrative modernization, fundamental in de e-Gov only-once principle, part of the information management global strategy for the public administration, and based on a set of interoperable systems, both internally and externally. The question is if the path taken is adequate and if it can be enhanced. The benefits and savings obtain trough strategically aligned TIC 2020 projects need to be quantified in an agile and uniform way. Clearly, a digital society and economy require a digital government, making the public sector digital transformation a decisive factor, built on top of synergies and strategies definition, defined in operational objectives, promoting innovation, competencies and enhanced digital public services.

O seu objetivo é proporcionar o acesso às tecnologias digitais de informação e comunicação por cidadãos que, devido a restrições socioeconômicas, não têm o acesso. O tema é um relevante objeto de estudo, considerando o elevado incentivo às políticas sociais governamentais pela inclusão social, redução das desigualdades socioeconómicas e regionais através de programas públicos para a inclusão digital. Os Telecentros Comunitários são iniciativas de apoio a espaços públicos, comunitários e sem fins lucrativos, que oferecem acesso à infraestrutura de informática e telecomunicações. O perfil da população assistida são pessoas que não possuem computador ou serviço de Internet em casa ou noutro local de uso cotidiano, e/ou que frequentam os espaços de inclusão digital para a realização de atividades de desenvolvimento local em diversos sentidos: económico, social, cultural, educacional, científico, tecnológico, ambiental. É necessário observar os efeitos da política pública na utilização dos Telecentros, e nas práticas educacionais de inclusão digital através do acesso ao computador e da Internet. Como consequência da investigação, propõe-se a reflexão sobre a inclusão digital como um meio para transformação social da comunidade.
This study sets out to analyse public policy regarding digital inclusion community teleservice centres in Brazil. Their primary aim is to provide socio-economically disadvantaged people with access to digital information and communication technologies. This topic is viewed as particularly relevant due to the high degree of focus on public policies such as social inclusion and the reduction of socioeconomic and regional inequalities. Teleservice centres are initiatives that provide communities free access to computer and telecommunications infrastructure. Typical users are people who do not have everyday access to a computer or the Internet at home or beyond. Furthermore, they may make use of the teleservice centres to participate in a broad range of community development activities, which can be economic, social, cultural, educational, scientific, technological or environmental in nature. This study evaluates how public policy has affected the community´s use of the teleservice centres and improved users´ computer literacy through the provision of computers and Internet access. The main outcome of the research carried out is to consider digital inclusion as a means of social change.

This thesis "Current development of the European legislation regarding copyright" deals with the current EU proposals on the modernization of copyright. For the purposes of this work, I have determined as "current" the proposals and documents published between 2015 and 2017 due to the consistency of the pursued objectives and the close interrelation between relevant EU documents. The main target of this work is to present key documents, whether accepted or proposed, to update European copyright for the needs of the digital world. This work is divided into eight chapters representing not only the proposals but also the environment into which they will be incorporated. For this reason, the first three chapters briefly address the introduction of the basic concept of copyright, as well as the harmonization of rights in the EU and the existing legislative framework in Europe (including international treaties and EU measures). In the following chapter, I introduce digitization and the internet as important factors, which affected copyright to such an extent that it appears in some ways to be completely incompatible with modern age. Agnès Varda’s Vagabond (1985) begins and frequently returns to images of the French landscape, and it constructs an allegory that binds the stories and images of its main character, the nation, and the land. At the heart of this and Varda’s subsequent films is an engagement with the significance of the land as a fragile part of an ecosystem, a gendered space, and a powerful symbol of the nation and its patrimony. Rather than view the landscape as an unbreakable link between the nation and the national past preserved in nature, she frames the natural world as a modern phenomenon in a state of ruin and develops an aesthetic of the landscape attuned to this condition. In Vagabond and her later digital documentaries Varda imagines her relationship to the land and history as a process of gleaning from the vibrant possibilities left behind after the process of modernization has run its course.

This chapter examines the link between information commodification and structuration by focusing on the economics of internet connectivity and the fight over which international institutions are responsible for the regulation of digital information flows. It also discusses the uneven relationship between connectivity and economic growth as well as the economic motivations behind criticism of the International Telecommunication Union's (ITU) potential role in internet governance. The chapter first considers how the U.S. government, with the aid of the private sector, wired the world and profited handsomely as a result. It then explains how economies of scale strongly favor established actors in the Internet economy, challenging the idea that increased connectivity is equally profitable for all. It also looks at the controversy surrounding the World Conference on International Telecommunications (WCIT), with particular emphasis on how the negotiations were shaped by economic concerns. Finally, it describes economic externalities, the basis for a “network effect” theory, and suggests an alternative framing to the neoliberal, modernization, and “information sovereignty” discourses that often dominate debates surrounding internet governance.

The article emphasizes the importance of information and digital technologies in pre-service training of primary school teachers, substantiates the content and components of information and digital competence of prospective primary school teachers. It points out that the main purpose of information and digital training in the pedagogical higher educational institutions (HEI) is to ensure the formation of digital competence of future primary school teachers, to prepare them for developing primary students’ digital literacy in classes on various academic subjects, for active use of ICT in primary school teachers’ professional activities. An integrated approach to the modernization of information and digital training of pre-service primary school teachers, which covers the main forms of the educational process – training sessions, independent work, practical training, and control activities is justified. The article presents the results the pedagogical experiment aimed at testing the effectiveness of the integrated approach to the modernization of information and digital training of prospective primary school teachers. The results are determined by the level of digital literacy and the ability of students in the control and experimental groups to use information and digital technology in the educational process of primary school.

Abstract:
The article deals with the formation of informational and digital competence of high school students. First and foremost, the existing digitalization strategies for society already approved in the world and in Ukraine, including the implementation of STEM education and the Digital Agenda, are considered. On the other hand, attention is paid to the inconsistency of the level of ownership and frequency of use of digital technologies with the requirements of these initiatives. The concept of informational and digital competence is analyzed in detail. Existing publications identify key components, skills and competencies required to achieve this competence. A survey is conducted to better understand the current situation. One of the tasks is to determine the level of use of digital information in the classroom by teachers and in students’ preparation at home. The second task was to show how developing students’ informational and digital competence can be done by active introduction of existing software and hardware in the educational process in physics, in particular, a laboratory workshop. The example of laboratory work carried out in educational institutions shows how modern software can be used to analyze the movement of bodies and determine the physical characteristics of this movement. The concrete ways of performing laboratory work, analyzing its results and drawing conclusions are given. It is in the combination of existing teaching practices with modern gadgets, specialized and general programs that the basic way of forming informational and digital competence is seen. Further ways of modernization and improvement of described methods for increasing the level of information and digital competence are proposed.

During 2014–2015, a team of researchers conducted a series of primary and secondary studies on land record modernisation initiatives across Haryana, Himachal Pradesh, Bihar and Gujarat, which were published as part of a five-volume set on Land Records Modernisation in India. The second edition of these volumes incorporates new initiatives, technological updates and legislative amendments in each of these states, as well as the changes in the national level policy and programmes. Based on extensive on-ground research, this set of volumes presents a review of the land records management processes and the status of current efforts to modernise land records, against a larger historical background of land and revenue relations in each state. The volumes on the respective states are accompanied by an institutional, legal and policy review at the national level, which provides a summary of various crucial aspects of land records modernisation in India. It also appraises the impact of the Digital India Land Records Modernization Programme, its gains and limitations, as well as possible steps forward. Combining detailed state-level analysis with a national review, this is a much needed intervention in the study of land records administration and modernisation in India. This set of volumes would be a vital resource for researchers and practitioners alike, as well as for policymakers at both the state and central level.

With its annual Payment Systems Report, Banco de la República offers a complete overview of the infrastructure of Colombia’s financial market. Each edition of the report has four objectives: 1) to publicize a consolidated account of how the figures for payment infrastructures have evolved with respect to both financial assets and goods and services; 2) to summarize the issues that are being debated internationally and are of interest to the industry that provides payment clearing and settlement services; 3) to offer the public an explanation of the ideas and concepts behind retail-value payment processes and the trends in retail payments within the circuit of individuals and companies; and 4) to familiarize the public, the industry, and all other financial authorities with the methodological progress that has been achieved through applied research to analyze the stability of payment systems. This edition introduces changes that have been made in the structure of the report, which are intended to make it easier and more enjoyable to read. The initial sections in this edition, which is the eleventh, contain an analysis of the statistics on the evolution and performance of financial market infrastructures. These are understood as multilateral systems wherein the participating entities clear, settle and register payments, securities, derivatives and other financial assets. The large-value payment system (CUD) saw less momentum in 2019 than it did the year before, mainly because of a decline in the amount of secondary market operations for government bonds, both in cash and sell/buy-backs, which was offset by an increase in operations with collective investment funds (CIFs) and Banco de la República’s operations to increase the money supply (repos). Consequently, the Central Securities Depository (DCV) registered less activity, due to fewer negotiations on the secondary market for public debt. This trend was also observed in the private debt market, as evidenced by the decline in the average amounts cleared and settled through the Central Securities Depository of Colombia (Deceval) and in the value of operations with financial derivatives cleared and settled through the Central Counterparty of Colombia (CRCC). Section three offers a comprehensive look at the market for retail-value payments; that is, transactions made by individuals and companies. During 2019, electronic transfers increased, and payments made with debit and credit cards continued to trend upward. In contrast, payments by check continued to decline, although the average daily value was almost four times the value of debit and credit card purchases. The same section contains the results of the fourth survey on how the use of retail-value payment instruments (for usual payments) is perceived. Conducted at the end of 2019, the main purpose of the survey was to identify the availability of these payment instruments, the public’s preferences for them, and their acceptance by merchants. It is worth noting that cash continues to be the instrument most used by the population for usual monthly payments (88.1% with respect to the number of payments and 87.4% in value). However, its use in terms of value has declined, having registered 89.6% in the 2017 survey. In turn, the level of acceptance by merchants of payment instruments other than cash is 14.1% for debit cards, 13.4% for credit cards, 8.2% for electronic transfers of funds and 1.8% for checks. The main reason for the use of cash is the absence of point-of-sale terminals at commercial establishments. Considering that the retail-payment market worldwide is influenced by constant innovation in payment services, by the modernization of clearing and settlement systems, and by the efforts of regulators to redefine the payment industry for the future, these trends are addressed in the fourth section of the report. There is an account of how innovations in technology-based financial payment services have developed, and it shows that while this topic is not new, it has evolved, particularly in terms of origin and vocation. One of the boxes that accompanies the fourth section deals with certain payment aspects of open banking and international experience in that regard, which has given the customers of a financial entity sovereignty over their data, allowing them, under transparent and secure conditions, to authorize a third party, other than their financial entity, to request information on their accounts with financial entities, thus enabling the third party to offer various financial services or initiate payments. Innovation also has sparked interest among international organizations, central banks, and research groups concerning the creation of digital currencies. Accordingly, the last box deals with the recent international debate on issuance of central bank digital currencies. In terms of the methodological progress that has been made, it is important to underscore the work that has been done on the role of central counterparties (CCPs) in mitigating liquidity and counterparty risk. The fifth section of the report offers an explanation of a document in which the work of CCPs in financial markets is analyzed and corroborated through an exercise that was built around the Central Counterparty of Colombia (CRCC) in the Colombian market for non-delivery peso-dollar forward exchange transactions, using the methodology of network topology. The results provide empirical support for the different theoretical models developed to study the effect of CCPs on financial markets. Finally, the results of research using artificial intelligence with information from the large-value payment system are presented. Based on the payments made among financial institutions in the large-value payment system, a methodology is used to compare different payment networks, as well as to determine which ones can be considered abnormal. The methodology shows signs that indicate when a network moves away from its historical trend, so it can be studied and monitored. A methodology similar to the one applied to classify images is used to make this comparison, the idea being to extract the main characteristics of the networks and use them as a parameter for comparison.
