Abstract:
In 1971, Stephen Hearst, head of the BBC Music and Arts department, commissioned John Berger to make a television series on topics of his choosing. With Mike Dibb, then a young producer/director in the department, Berger made the four-part television series Ways of Seeing. Following its success, BBC Publications commissioned Berger and Dibb to turn the television programme into a book, a project for which Richard Hollis, a graphic designer Berger had previously worked with on the magazine New Society and his novel G., was brought in. Together with script consultant Chris Fox and artist Sven Blomberg, this group produced the book Ways of Seeing, jointly published by the BBC and Penguin Books in 1972. In this conversation with Juliette Kristensen, Mike Dibb and Richard Hollis discuss the history of the making of the television series and the book, Ways of Seeing.

Abstract:
Artificial insemination results can be improved using fixed-timed AI (FTAI). Currently, progesterone release devices, indispensable in FTAI procedures, such as DIB® (Schering-Plough, Kenilworth, NJ, USA), are made of silicone, a nonbiodegradable biocompatible polymer. Recently, biodegradable progesterone (P4)-releasing devices made of poly(3-hydroxy)butyrate-valerate copolymer (PHB-V) and poly-ϵ-caprolactona (PCL) have been developed. To investigate the efficiency on pregnancy rate of FTAI programs using a new intravaginal device made of PHB-V (Progestar®, Innovare, São Paulo, Brazil), 240 Nellore (Bos indicus) cows, between 3 and 8 years of age, were randomly assigned to 2 experiments. In experiment 1, new P4 devices DIB (control group, DIB1; n = 60) were compared with PHB-V (Progestar1; n = 76); in experiment 2, previously used DIB (DIB2; n = 52) and PHB-V (Progestar2; n = 52) devices were compared. All groups were treated with 2 mg of estradiol benzoate i.m. (Innovare) and received the intravaginal device according to group (Day 0). Together with P4 device withdrawal (Day 8) all animals received 300IU of eCG i.m. (Novormon®, Schering-Plough) and 150 μg i.m. of D-cloprostenol (Croniben®, Biogenesis-Bagó, Buenos Aires, Argentina). On Day 9, all cows were treated with 1 mg of estradiol benzoate and the FTAI was performed 30 h later. The data were submitted to ANOVA (PROC GLM of SAS, SAS Institute, Cary, NC, USA), separating as causes of variance the effect of treatment, postpartum period (PPP1-45 until 70 days and PPP2-71 until 90 days), body condition score (BCS4, BCS5, and BCS6 using a 1 to 9 scale), cyclicity (cycling and noncycling) and clean-up bulls (5 bulls nominated with numbers 1 to 5). Significant differences were considered to have P < 0.05. In experiment 1, interactions were not significant, there was no effect of treatment on FTAI (DIB1: 66.7% v. Progestar1: 65.8%) or breeding season pregnancy rates (BSPR; DIB1: 95.0% v. Progestar1: 94.7%) and no effect of other variables on FTAI pregnancy rates (FTAIPR) and BSPR. In experiment 2 there was no effect of treatment on FTAIPR (DIB2: 61.6% v. Progestar2: 55.8%) and BSPR (DIB2: 94.2% v. Progestar2: 88.5%). As ANOVA indicated a significant effect of clean-up bulls on BSPR, Tukey test was used to split it up. A bull of the Progestar2 group had lower performance (41.7%) causing the difference (albeit nonsignificant) on BSPR. This experiment showed that Progestar and DIB had the same efficiency on pregnancy rate and both treatments have the potential to produce FTAIPR >50% and BSPR >90%. Abstract:
In order to control a system or process a PID-regulator is often used although they can be difficult to tune so that they give the system a preferred behaviour. The goal with this project is to tune a PID-controller that controls the temperature of a large water tank. The initial systems temperature fluctuates around the set temperature by +/- 1◦C and our goal is to reduce it to +/- 0.5◦C. The project will use the parametric method of a step response in order to evaluate the systems behaviour into a transfer function model that can be PID-tuned. The system was modeled into a a first order model that matches the heating and cooling separately although not together since they have different time constants. Therefore a second order model was made. This model did not match the collected data very good but is used to get a better understanding of the system and figure out what kind of parameters that are required in order to create a better matching model. The final conclusion is that in order to get a matching transfer function of the plant a second order model or higher must be uses and also that more data distributed along more parameters need to be logged in order to understand the entire system behaviour.

Abstract:

This report is the result of a 20-points project at the University of Jönköping. The project was carried out in form of a case study with the object of analysing the value flow at DIAB AB’s confection department in Laholm. The aim of this project is to submit proposals to the production management on how to increase the efficiency of the production flow at the confection department and reduce the capital accumulation in form of products in work.

The information in this report is gathered from interviews, observations and measurements. Furthermore, a literature study was carried out in view to find suitable theories when analysing present as well as future suggested production conditions.

This report is based on four main questions:

• What does the existing process of the value flow for the most produced product family look like?

• How does the process of the value flow for GS perform considering the through-put-time?

o How long through-put-time does a representative product of the GS-family have?

o How long is the value- and no value adding time for that product along its production flow?

• Which production related disturbances and cost prompters exist in the present value flow process?

• How could the process of the value flow for GS be made more efficient, less persistent to disturbances and more competitive?

The existing process of the value flow for the most producing product family has been mapped and is illustrated in appendix 3. For now, the process includes nine working stations along the production chain.

The through-put-time of a representative GS-product is according to my survey 18,5 days. The value adding time is only 16,1 minutes, that is 0,061 % of the entire through-put-time. The remaining time, in other words the no value adding time, is 440 hours and it represents mainly storage and transport of products.

The representative production disturbances and cost prompters that characterise the process of the value flow contain material related disturbances, a high number of long shifts, long storage time prior to the customer order point and with that, high capital accumulation and finally unnecessary transports.

Improvement proposals aim to increase the efficacy of the process of the value flow and reduce the capital amounts by shifting from the present production strategy involving manufacturing towards order (TMO) to assembling towards order (MMO).

In order to make this possible a semi-manufactured storage will be introduced after the standard confection which will represent the new decoupling point. The production at the standard confection will then occur according to the semi-manufactured storage. The standard confection should produce in larger aggregated order quantities based on prognosis in order to benefit from the advantages of economy of scale and the production must proceed in a continuous flow according to the FIFU-system (First In First Out). In addition to that, the special confection must produce according to a pull-system and only when the customer makes a request.

The tact-time of the GS products should constitute a limit for all the cycle times along the production chain, both on the standard- and special confection. This is partly due to creating a constant and balanced production flow which enables short through-put-time and partly due to avoiding in-between-storage as a result of various bottlenecks.

Ce travail est une etude du mode d'action du produit du gene dicb, une proteine inhibitrice de la division cellulaire de escherichia coli. Tout d'abord, des mutants resistants a l'inhibition dicb-dependante ont ete isoles et caracterises. Les mutations appartiennent principalement a deux classes affectees dans le controle de la division cellulaire. L'une d'entre-elles regroupe des mutations localisees dans le gene rpob codant pour la sous-unite beta de l'arn polymerase. Ces mutations conduisent a un phenotype de surdivision qui pourrait resulter d'une surexpression relative du gene declencheur de la septation ftsz. L'autre categorie est constituee de mutations situees dans le locus minb. Ce locus, quoique non essentiel pour la cellule, est necessaire pour le positionnement correct des sites de septation. Des donnees genetiques nous ont suggere que ce locus codait pour les fonctions cibles de la proteine dicb. Pour eprouver ce modele, nous avons entrepris d'etablir une correlation fine entre les phenotypes (resistance et taux de divisions polaires) et les sequences des mutations minb#, isolees durant ce travail et par d'autres equipes. Ces resultats nous ont permis de confirmer et d'etendre les donnees deja publiees sur le fonctionnement de l'operon minb, ainsi que d'etablir une modelisation sur les interactions entre dicb et les produits des genes minc, mind et mine de l'operon minb. En outre, un systeme permettant de surproduire la proteine dicb, hautement toxique, a ete developpe dans une optique preparative. Parallelement, l'etude de sa localisation cellulaire a fourni des donnees importantes quant au mode d'action de l'inhibiteur et pour la determination des conditions optimales de sa purification

A avalia??o da qualidade de vida est? alicer?ada na percep??o do indiv?duo de sua posi??o na vida no contexto da cultura e sistema de valores nos quais ele vive e em rela??o aos seus objetivos, expectativas, padr?es e preocupa??es. Diante desta perspectiva, este estudo teve como objetivo estudar a qualidade de vida dos idosos com diabetes mellitus (DM), atrav?s dos instrumentos WHOQOL-BREF e o WHOQOL-OLD. Para isto foi realizado um estudo observacional, descritivo e anal?tico do tipo corte transversal com 50 idosos diab?ticos e 50 idosos n?o diab?ticos que freq?entavam grupos de idosos do munic?pio de Conc?rdia SC. A amostra foi composta por 68% de idosos do sexo feminino e 32% do sexo masculino. As idades variaram de 60 a 83 anos, com uma m?dia de 68,7?5,1 anos. Entre os idosos n?o diab?ticos a m?dia de idade foi de 68,7 anos e entre os diab?ticos de 69,0 anos. Em rela??o ao grau de instru??o 40% dos idosos sem DM e 29% dos idosos diab?ticos tinham de 1 a 4 anos de estudo. Entre os idosos diab?ticos 47% possu?am outro problema de sa?de. A hipertens?o arterial atingia 47% deles e problema de cora??o 13%. Somente 10% dos idosos com DM referiram seguir a dieta prescrita e 92% referiram tomar a medica??o prescrita corretamente. O resultado do escore da avalia??o geral da qualidade de vida do WHOQOL-BREF foi de 73,5 ? 12,5 entre os idosos sem DM e de 66,2 ? 13,6 entre os idosos com DM (p=0,007). O escore total do WHOQOL-BREF foi de 78,6?8,1 para os idosos sem DM e de 73,8?9,5 para os idosos diab?ticos (p=0,008). No instrumento WHOQOLOLD o escore geral para os n?o diab?ticos foi de 79,6 ? 7,4 e para os diab?ticos foi de 76,0 ? 11,5 n?o havendo signific?ncia estat?stica entre os dois grupos. Nas facetas participa??o social e intimidades houve diferen?a estatisticamente significativa, (p=0,003) e (p=0,034), respectivamente, com menor percep??o para os idosos diab?ticos. A avalia??o do n?vel de qualidade de vida dos idosos com DM ? diferente quando comparado ao dos idosos sem DM. O escore total do instrumento WHOQOL-BREF e do WHOQOL-OLD tiveram uma menor percep??o entre os idosos com DM.

A popula??o mundial e brasileira est? envelhecendo, tornando-se importante considerar os v?rios aspectos que acompanham o envelhecimento, entre eles as mudan?as fisiol?gicas e as doen?as comumente verificadas no paciente idoso. O diabetes mellitus tipo II, muito comum nessa faixa et?ria, provoca, muitas vezes, ao longo do tempo, um aumento da glicemia, levando ? necessidade de uso de medicamentos e contribuindo para uma situa??o de polifarm?cia. Por isso a import?ncia de uma conduta correta do paciente com a terapia medicamentosa, para que o avan?o da doen?a seja retardado. Um dos problemas existentes ? a falta de ades?o ao tratamento. O objetivo desse trabalho ? verificar as mais diversas vari?veis que possam interferir no controle do diabetes mellitus em idosos. Para isso, foram utilizadas duas amostras populacionais, uma advinda do Estudo Multidimensional dos Idosos de Porto Alegre (EMIPOA), realizado no Instituto de Geriatria e Gerontologia (IGG) da Pontif?cia Universidade Cat?lica do Rio Grande do Sul (PUCRS). Nessa amostra foram analisadas vari?veis s?cio-demogr?ficas, cl?nicas e referentes a dieta habitual, comparando com os dados de ades?o obtidos atrav?s de um question?rio autorelatado. A segunda amostra foi composta por um grupo de idosos diab?ticos que participaram de um ensaio cl?nico para verificar a efic?cia do Projeto Emprego da Constru??o do Conhecimento em um Plano de Interven??o Farmac?utica para Promover a Ades?o ? Prescri??o de F?rmacos Hipoglicemiantes em Idosos. Foi tamb?m um estudo transversal onde apenas os dados coletados antes da interven??o foram utilizados. Esse projeto analisou a ades?o atrav?s de question?rio de auto-relato e contagem de comprimidos esquecidos. Foram analisadas vari?veis s?cio-demogr?ficas, farmacol?gicas, cl?nicas, cognitivas e as estrat?gias de mem?ria utilizadas pelos idosos para tomar a medica??o. Os resultados obtidos mostram que existe influ?ncia da faixa et?ria sobre a ades?o, por?m, ao contr?rio do que se imagina, a mesma melhora com a idade. Assim como o n?mero de medicamentos, que aumenta com o aumento da frequ?ncia de idosos aderentes. Esta dissertação investiga soluções para o problema genérico de geração de vistas sintéticas a partir de um conjunto de imagens utilizando a abordagem Depth-Image-Based Rendering. Essa abordagem utiliza um formato compacto para a representação de imagens 3D, composto basicamente por duas imagens, uma colorida para a vista de referência e outra em tons de cinza com a correspondência de disparidade para cada pixel. Soluções para esse problema beneficiam aplicações como Free Viewpoint Television. O maior desafio é o preenchimento de regiões sem informação de projeção considerando o novo ponto de vista, genericamente denominados holes, além de outros artefatos como cracks e ghosts que ocorrem por oclusões e erros no mapa de disparidade. Nesta dissertação apresentamos técnicas para remoção e tratamento de cada uma das classes de potenciais artefatos. O conjunto de métodos propostos apresenta melhores resultados quando comparado com o atual estado da arte em geração de vistas sintéticas com o modelo DIBR para o conjunto de dados Middlebury, considerando-se as métricas SSIM e PSNR.
This dissertation investigates solutions to the general problem of generating synthetic views from a set of images using the Depth-Image-Based Rendering approach. This approach uses a compact format for the 3D image representation, composed basically of two images, one color image for the reference view and other grayscale image with the disparity information available for each pixel. Solutions to this problem benefit applications such as Free Viewpoint Television. The biggest challenge is filling in regions without projection information considering the new viewpoint, usually called holes, and other artifacts such as cracks and ghosts that occur due to occlusions and errors in the disparity map. In this dissertation we present techniques for removal and treatment of each of these classes of potential artifacts. The set of proposed methods shows improved results when compared to the current state of the art generation of synthetic views using the DIBR model applied to the Middlebury dataset, considering the SSIM and PSNR metrics.

Abstract:
We look at what we call 'universalism' through Mohammed Dib's writings, its origins, manifestations and implications, and find illustrations and applications of this 'philosophy' within other authors' works and observations. We start by defining a theoretical framework and a human context within which this concept can be grasped and traced. Having established that universalist aspirations tend to derive from a state of exile, we look into the historical origins of this disturbing experience which seems to permeate practically all of French literature from the Maghreb. We then see how Dib's personal life has influenced his vision and we examine the evolution of his ideological focus and writing technique. We analyse the major and recurrent themes in a number of his novels, as we wish to demonstrate that they are all interdependent within the coherent system of thought that is universalism. We attempt to identify what this concept might correspond to, either in reality (past and present) or in definitions and theories available today. We thus are led to analyse what we feel compelled to call 'anti-universalism', as it seem to constitute, in its manifestations, an antithesis of universalism. We argue that the two movements, although opposite, seem to stem from similar aspirations and are linked in so far as they are different responses to the same stress that situations of exile and exclusion cause. Finally, we formulate some hypotheses concerning the future of these opposing forces and attempt to answer a few questions. We advocate a cultural strategy within French literature to promote universalism and 'true francophony' as a safeguard against what we conclude to be its perilous alternative: 'anti-universalism' and 'false francophony', which amounts to disinformation and demagogy, France, Europe, the 'Western World' might not be able to continue to hold onto a narrow definition of universal literature.

The advent of 3D-TV in homes has led the 3D-tv technology to develop rapidly even though voices have been raised that the technology is not mature enough to fully replace the current technology with 2D-displays. Viewers have experienced that viewing 3D-video for an extended period of time by using most of the com- mercially available techniques will cause the viewer to feel discomfort. Increasing comfort for the viewer is at the core of solving the problems with market penetration of 3D-TV. One reason for discomfort is inaccurate depth in a 3D video; another may be the technology in the display used to render the video. In this thesis the problems related to inaccurate depth information will be assessed. If there is a good way to measure whether depth is poorly recorded or estimated various methods can be applied to increase comfort at the cost of decreasing 3D- experience for the viewer. This can be done by smoothing poor depth such that it improves the comfort at the cost of reducing the 3D effects. In this report it is shown how the depth in a 3D-video for DIBR systems can be evaluated and in the case where the depth information is a poor estimation of the actual depth it is shown how discomfort can be decreased with simple methods. Suggestions for how to extend it to more fine-grained methods are also given. Objective results are used to estimate what the subjective experience would be like. Different aspects of the quality of the 3D movie are determined by assigning a score to each of them. These scores are multiplied with a set of weights which are attained from a subjective evaluation phase. This subjective evaluation phase gives reference values to the algorithm. The aspects examined are: Variance in color frames Movement in color frames Contour matching between color frames and depth maps.

Abstract:
In this work, a recently developed method for forming copolymer-stabilized interfaces (CSI) between aqueous droplets is pursued to as a means to construct smart materials and systems. The ABA type copolymer employed consists of two hydrophilic (PEO) groups sandwiching a hydrophobic PDMS core. Aqueous droplets submerged in triblock copolymer (PEO-PDMS-PEO)-oil mixtures are rapidly coated in copolymer monolayers, however, unlike phospholipid-stabilized droplet interface bilayers (DIBs), electrical measurements reveal that there is no spontaneous formation of a “thinned” interface with droplet contact alone. The capacitance of the interface begins increasing significantly only upon application of sufficient voltage (>100mV), and capacitance then stabilizes within minutes. Further, the interfacial capacitance and area decreases when applied voltage is reduced back to 0mV, and droplets eventually return to their initial separated state. The fact that droplet adhesion and formation of the interface is voltage dependent and completely reversible clearly distinguishes a CSI from a DIB, and the novel polymer based interface is significantly more robust with average rupture potential of ≥ 800mV compared to 200–300mV with DIBs. Durable and stable CSIs could feasibly be used in applications ranging from sensing and energy harvesting to mechanical actuation. To demonstrate, this work introduces a new version of the DIB based hair cell sensor, now replacing lipids with block copolymers to provide greater durability, stability, and resistance to rupture when subjected to airflow. We calculate the current generated by the vibrating membranes in DIBs and CSIs to study the influence of surfactant selection on the hair cell durability and the related airflow operation range. We conclude that the hair cell constructed using triblock copolymer, as opposed to a DIB, withstands higher nominal airflow speeds (45m/s) and higher applied bias voltages (i.e. 0.1–1V) without rupturing. The ability to apply higher voltages provides a means of tuning the hair-cell sensitivity. Separately, the results of initial trials demonstrate the possibility for voltage-controlled shape change using networks of droplets and CSIs. The ability to apply large voltages and induce change in interfacial area leads to rearrangement of the droplet networks due to conservation of volume. Several embodiments of possible actuators based on this mechanism are discussed. In concert, the various aspects of this work highlight the potential use of CSIs in developing novel, reliable smart materials for sensing and actuation.

This paper focuses on developing a closed fluidic environment for packaging biomolecular unit cells, which consists of a synthetic lipid bilayer and other biomolecules contained in a near solid-state material with two regions that contain hydrophobic oil (i.e. nonpolar solvent) surrounding aqueous droplets. This research provides a stepping-stone towards an autonomic biomolecular material system, whereby a packaged system will allow for precise droplet interface bilayer (DIB) formation without the interference of outside contamination for long-term applications. Also, substrate materials need to maintain droplets and preserve the self-assembly and stimuli-responsive properties of biomolecules within the unit cell. A critical feature of an encapsulating material is that it does not absorb either of the liquid phases required to form DIBs. Oil depletion tests within sealed, polymeric substrates show that polydimethylsiloxane (PDMS) absorbs full volume of injected hexadecane in approximately 27 hours. However, polyurethane substrates maintain the original amount of oil injected even after several weeks. Bilayer lifetime is also monitored within an environment in which the oil is also depleting. The results of this test show the longevity of a DIB to be shorter than oil lifetime. The lipid-encased droplets disconnect after approximately 10 hours, when there is only approximately <60% amount of oil present. In addition, an initial microfluidic substrate is designed such that a single T-junction intersection can be used to form monodisperse droplets within a primary oil-filled channel and a downstream increase in channel width can be used to connect droplets to form DIBs.

Applying feedback control strategies to biological materials establishes a new paradigm for creating controlled biomolecular systems. Specifically, current tracking and feedback voltage amplification are demonstrated separately on bilayer lipid membranes (BLMs) formed via the droplet-interface bilayer (DIB) method. Ion channel induced degradation of the bilayer is studied in order to provide a convenient method for causing changes to the bilayer which can be monitored using proportional-integral (PI) feedback voltage control. Alpha-hemolysin (αHL) from Staphylococcus aureus was shown to cause large scale reductions (+90%) to the resistance of the lipid bilayers formed at the interface of connected water droplets within 90 minutes of bilayer formation. Feedback integral current control was demonstrated on pure 1,2-diphytanoyl-sn-glycero-3-phosphocholine (DPhPC) DIBs not containing αHL and provided accurate current tracking of a 100pA desired current signal driven at a rate of 10mHz and less. Voltage amplification monitoring was achieved on DPhPC DIBs containing αHL, providing a way to detect decreasing resistance and capacitance of the bilayer and nonlinear current-voltage relationship.

Abstract This work draws inspiration from totipotent cellular systems to design smart materials whose compositions and properties can be learned or evolved. Totipotency refers to the inherent genetic potential of a single cell to adapt and produce all types of differentiated cells within an organism. To study this principal and apply it synthetically, tissue-like compartmentalized assemblies are constructed via lipid membrane-separated aqueous droplets in a hydrophobic medium through the droplet interface bilayer (DIB) method. Within our droplets, we explore synthetic totipotency via cell-free reactions including actin polymerization and cell free protein synthesis (CFPS). The transcription and translation of our CFPS reactions are controlled by stimuli-responsive riboswitches (RS). Via this scheme, adaptable material properties and functions are achieved in vitro via protein production from cell-free machinery administered through RS governance. Here, we present thermally or chemically-triggered riboswitches for orthogonal production of representative fluorescent protein products, as well functional proteins. To characterize the material properties of target proteins, we study the formation of polymerized actin shells to stabilize organically-encased droplets and span DIBs. We present a modified protocol for chemically-triggered actin polymerization as well as a thermally triggered actin RS. We characterize theophylline (TP)-triggered production of alpha hemolysin (α-HL) through CFPS and synthesized an organic-soluble trigger that can be sensed from the oil phase by a RS in an aqueous bioreactor droplet. We also demonstrate increased droplet conductivity when CFPS α-HL products are incorporated in DIBs. This interdisciplinary work involves cell culture, gene expression, organic synthesis, vesicle formation, protein quantification, tensiometry, droplet aspiration, microplate fluorescence/absorption experiments, fluorescent microscopy, and electrophysiology. This project is an essential design analysis for creating smart, soft materials using synthetic biology and provides motivation for artificial tissues capable of adapting in response to external stimuli.

This work explores incorporating ferrofluids with droplet interface bilayer (DIB) membranes. Ferrofluids contain magnetic nanoparticles in solution with a stabilizing surfactant, providing a magnetically-responsive fluid. These fluids allow for remote mechanical manipulation of ferrofluid droplets through magnetic fields, and will allow for better control over the characteristics of networks of stimuli-responsive cellular membranes created through by DIB technique. This work involves several phases. First, a suitable biocompatible ferrofluid is synthesized, containing a neutral pH and a biocompatible surfactant. Once a proper ferrofluid is identified, it is tested as the aqueous phase for the creation of DIB membranes. Interfacial membranes between ferrofluid droplets are created and compared to non-ferrofluid DIB membranes. The interfacial membrane between two ferrofluid droplets was tested for leakage and stability, and the electrical characteristics of the interfacial membrane were studied and compared to non-ferrofluid DIB membranes. Once it is confirmed that the ferrofluid droplets do not negatively interfere with the formation of the artificial cellular membranes through the electrical measurements, the magnetically-responsive nature of the ferrofluid droplets are used to form large networks of DIB membranes through a simple magnetic field. These networks are easy to assemble and may be remotely manipulated, providing a significant step towards the rapid and simple assembly of DIB networks advancing towards the tissue scale.

In recent years, Latin America has seen the introduction of innovative pay-for-success mechanisms to fund social programs, including Social Impact Bonds (SIBs) and Development Impact Bonds (DIBs), outcome-based contracts that incorporate the use of private financing from investors to cover the upfront capital required for a provider to set up and deliver a social service. In this context, IDB Lab established a SIB Facility in 2014 to promote the focus on outcomes in social programs and increase outcomes-based commissioning. The SIB Facility has resulted in IDB Lab providing support to developing SIBs in Colombia (first SIB launched in a middle-income country), Argentina, Chile, Mexico and Brazil. Since then, several employment SIBs have launched in Colombia and Argentina and prefeasibility studies for SIBs on other topics are currently underway in Chile. This Technical Note aims to capture the lessons learnt from developing SIBs in Latin America, focusing on the five countries where the SIB Facility played a pioneering role. The study takes a retrospective view in examining what has been done and a prospective view in considering how challenges can be overcome and how lessons learnt might be considered within the IDB Lab, both at SIB level and at ecosystem level looking at the SIB ecosystems that have started to emerge. In the study, we find that the SIBs that have launched in the study countries were well designed and that there had also been thorough consideration of the advantages and disadvantages of the model.

In this study, we examine potential temporal changes in coda Q values for two significant Canadian earthquakes in different tectonic environments: the 2017 (Mw 5.9) Barrow Strait earthquake along Canada's northern margin and the 2012 (Mw 7.8) Haida Gwaii subduction earthquake on Canada's west coast. Waveforms from 124 earthquakes (2.0 &amp;lt;/= M &amp;lt;/= 4.6) for ~30 years prior to the January 8, 2017 Barrow Strait earthquake and 66 events (mainly aftershocks of M 2.0-5.3) in about 4 years after the mainshock recorded by the closest seismic station (RES) of the Canadian National Seismograph Network (CNSN) were utilized in this study. Based on our analysis, overall average of Q0 (Q at 1 Hz) decreased from 92 (before the mainshock) to 81. The most significant decrease in the frequency range between 2 and 16 Hz is observed for areas corresponding to ellipse parameter a2 of 50, 70 and 80 mainly related to aftershock activity. Precursory Q changes could not be evaluated before the mainshock due to the lack of reported seismicity within 100 km of the recording seismic station for almost 2 years from April 2015 to January 2017. Coda Q values before and after the October 28, 2012 Haida Gwaii earthquake in British Columbia show a similar pattern. Waveforms from 249 earthquakes (2.0 &amp;lt;/= M &amp;lt;/= 4.9) in 2 years before the mainshock and 498 events (2.5 &amp;lt;/= M &amp;lt;/= 6.3) in 2 years after the mainshock recorded by the three closest seismic stations of the CNSN were utilized. Overall average of Q0 decreased from 89 (before the mainshock) to 69 (station BNB), from 90 to 79 (station DIB) and from 86 to 78 (station VIB). In general, these results are in agreement with other global studies that show a decrease in Q0 following a major earthquake, likely the result of increased fracturing and fluids in the epicentral region.
