Abstract:
The article is dedicated to solving the scientific task of generalizing theoretical and methodological approaches to detecting the efficiency of foreign economic activity in modern economic conditions, depending on goals and expectations of the stakeholders. The analysis of works of domestic research scientists on the concept essence of efficiency of foreign economic activity has shown the need to study it as an integrated category that characterizes the enterprise’s potential and level of achieving foreign economic activity goals. It has been proven in the article that amidst business internationalization, the successful development of foreign economic activity of an enterprise is determined by its ability to solve the issues of accurately assessing the results of such an activity and increasing its efficiency. Thus, the efficiency of foreign economic activity of an enterprise needs to be detected based on the actual efficiency of separate operations (separate directions) of foreign economic activity and in comparison with the set goals that have to do with each separate operation (separate direction). Considering the fact that the efficiency of foreign economic activity is a relative concept, the factors that influence the formation of income and expenditure have been studied, as well as the need for an enterprise to respond flexibly to the change of these factors, as it has direct influence on the results of its economic activity. The critical analysis of approaches to assessing the efficiency of foreign economic activity has revealed that there usually tend to be two directions: the efficiency of export-import operations and the overall efficiency of foreign economic activity, that directly depend on the absolute profit value, however, this does not take into account the fact that foreign economic activity is tightly connected with other areas of an enterprise, which do not have a clear financial expression, and, thus, are ignored in such approaches. The expediency of using methods of complex diagnostic of foreign economic activity, which provides a choice of an optimal way of entering the foreign market and prolonging its effective functioning there, has been substantiated. It is noted that the diagnostic of the efficiency of foreign economic activity is a process of identification and analytical assessment of the influence that different factors have on foreign economic activity of an enterprise in order to reveal and solve all the existing and probable problems in the field of maintenance and performance of particular actions (stages) of entering foreign (international) markets and ensuring sustainable functioning there. Based on the conducted analysis, diagnostic of the efficiency of foreign economic activity is suggested to be carried out in 3 stages (informational and analytical support stage, analytical and calculation stage and management stage) and the content of each stage is revealed.

The increasing role of the economic security of particular regions is characteristic of the present time since the totality of their indicators largely determines the level of national security. Therefore, in management, one should pay significant attention to the issues of increasing economic security in the region. The paper presents the study of economic security indicators in the Novosibirsk region. The authors analyzed some specific indicators and indices necessary for the formation of a comprehensive opinion on the economic security level of the territory, such as real incomes of the population, the employment level, depreciation of fixed assets in the region, the share of foreign investments in the total volume of investments in fixed assets, the growth rate of real incomes, and others. The analysis of economic security indicators allowed identifying some factors that should be given special attention. When managing the economic security of the Novosibirsk region, it is necessary to focus on reducing the population with substandard incomes, increasing the investment activity of citizens, and the attractiveness of the territory for foreign investors. The authors analyzed the level of economic security of the Novosibirsk region. The study revealed both the positive factors in this aspect and some indicators, the value of which causes significant anxiety. Among the positive factors, it is necessary to note the high employment of the population and low unemployment, as well as the indicators showing the R&D investments, which can have a positive effect on the scientific and innovative development of the region. Among the negative indicators, one can note a high level of poverty and low investment activity in the territory.

Abstract:
The global financial and economic crisis, which began in 2007, is difficult to overcome as it has numerous negative consequences. Ukraine, like the entire post-Soviet space, is burdened with problems of the transformation period, is experiencing difficult times. In recent years, the economic system in the country didn’t get signs of stable development. The crisis, as it is known, is able to break the balance in any sector of the country's economy and in a separate enterprise. The global financial and economic crisis, political instability, imperfection of legislation and insufficient level of state regulatory policy make a significant impact on the activity of domestic enterprises. In order to prevent the negative impact of risk factors on both the external and internal environment, it is necessary to review and improve special tools and approaches of crisis management that are used in the practice of economic activity. Taking into account these and other factors, the article considers the question of the essence and the objective necessity of using of crisis management approaches in the current conditions of agrarian sector enterprises activity. The necessity of forming of crisis management system, conducting of anti-crisis monitoring of the state of enterprises and diagnostics, as its specific function, determining of acceptability of various diagnostic models, need in developing of anti-crisis approaches and strategies for the development of agricultural enterprises have led to the relevance of the chosen topic. Despite the fact that a huge amount of theoretical and applied material has been developed in the world, the theme of crises, crisis management and diagnostics, as its providing component, remains in the sight of foreign and domestic scientists. This problem was particularly acute in agrarian enterprises of Ukraine, due to certain objective reasons. First of all, this is due to the lack of generalized methodological approaches, recommendations and criteria sufficiently adapted to the specific conditions of the domestic agrarian economy and good accounting and reporting system. The purpose of the article is to substantiate the necessity of carrying out diagnostics as the basic function of crisis management; approbation of the use of the most common foreign and domestic methods of diagnosing the crisis, assessing the possibility of their use in the conditions of agricultural enterprises. Ukraine has a strong agro-industrial potential and significant prospects for its future development. This is an essential component of the financial and food safety of the country, which guarantees the further economic development of the country as a whole. The results of agricultural enterprises activity do not correspond with the resource potential and opportunities of the industry. The current crisis, remaining difficult and tense, is a reflection of the accumulated internal economic and political problems reinforced by the effects of the global financial crisis. Opposition to crisis phenomenons and the revival of the normal course of business activity of entrepreneurs need to improve the practice of crisis management of enterprises, increased attention to issues of diagnosis of the level and causes of the crisis, the development of sufficiently adapted methods for its implementation. Diagnostics, being the category of crisis management, aims in-time recognition of the signs and nature of the crisis, the localization of its undesirable effects, is a meaning of obtaining reliable, high-quality information about the actual state and capabilities of the enterprise in the initial stage of the crisis, the basis for the introduction of special methods and mechanisms of crisis management. Bankruptcy diagnostics is a system of targeted financial analysis in order to find and identify the parameters of crisis development that can disbalance the system, reduce its risk-taking and pose a threat of the bankruptcy in the future. Individual features of agricultural enterprises, their condition, reasons and depth of crisis signs require different methods of getting out of a crisis state. There are no universal methods for dealing with the crisis. Therefore, each enterprise must independently develop its plan of anti-crisis actions that will ensure its survival. World experience and practice of crisis management at the enterprise level today offer a number of techniques for conducting bankruptcy diagnostics, both quantitative and qualitative; express and deep analysis of crisis signs. The most well-known and used multifactorial models for the diagnosis of the crisis situation and the prediction of bankruptcy, developed by foreign authors are: the models based on the Z-coefficients of Altman, Springate, Biver, Liss, the predicted models of Taffler and Tisshaw, the Fulmer model, Beerman model, the model of rating numbers of Sayfulin and Kadykov, the score method of Argenti and others. Despite the fact that these models are quite actively used in Ukraine, it is obvious that they are weak in their adaptation to national realities, peculiarities of management, the specifics of domestic practice, and sectoral operating conditions. This explains the possibility of obtaining wrong, biased conclusions, significant errors in evaluating and forecasts. Native theory and practice of crisis management also offer a number of methods for assessing the probability of bankruptcy. Among the most well-known are methods of Yershova N., Matviychuk A., Tereshchenko O., methodology for solvency assessment of Ligonenko L. and Kovalchuk G., Hayvoronskaya Y., and others. They are more adapted to domestic realities and reduce imperfections of foreign models. At the same time, due to individual characteristics and factors of each enterprise, there is no universal model of bankruptcy forecasting. The publication deals with the most common models for predicting of the crisis situation of enterprises, their special features of using and disadvantages. The possibility of using of some foreign and domestic models in the diagnosis of the crisis state of enterprises in order to prevent bankruptcy is explored. Checking of the possibility of using of different models and the objectivity of the obtained results is made on the basis of analytical data of one of the structural subdivisions of the Ukrainian Scientific and Educational Consortsium, the State Enterprise "Experimental Farm "Salyvonkivske" of the Institute of Bioenergetic Cultures and Sugar Beet of the National Academy of Agrarian Sciences of Ukraine. Calculations were carried out according to the models of Altman, Springate, Liss, Biver, which basically operate on indicators of operational, investment and financial activity of the enterprise, and considered with their different level of relaions and mutual influence. Among the national models the methodology of O.Tereschenko and the six-factor model approved by the Ministry of Economy of Ukraine have been used. The obtained results of calculations and their comparison with the limit values demostrate full capacity of the state enterprise "DG" Salyvonkivske" to continue its activity, show condition of financial well-being and the absence of bankruptcy risks. There were no discrepancies in the obtained results. Foreign models are suitable for using in Ukrainian conditions with certain conditions, as evidenced by numerous publications. All of them have their advantages and disadvantages, which are manifested in varying degrees, depending on the features and specifics of the object of analysis, its financial and economic state. It is recommended when using foreign models of diagnostics, to choose such approaches that would enable to obtain a more reliable and accurate assessment of the financial and economic condition, relying on the results of one model analysis is not worthwhile. Careful selection and integrated using of several models at the same time, including specially designed and recommended for domestic enterprises, will significantly increase the reliability and ensure maximum accuracy of forecasts. Conducting of anti-crisis monitoring will enable to detect unwanted deviations in a timely manner and prevent problems, ensuring a stable financial position, which is the main objective of crisis management.

The top management of enterprises, as a rule, have to solve several strategic issues when concluding a foreign trade contract, among which the choice of strategic direction of activity and the counterparty country is the highest priority. Methods. General and specific methods of system-structural analysis and synthesis were used to formulate the author's definition of "development strategy", to identify the interrelated stages of the development strategy formation; correlation-regression analysis was applied to determine the correlation density between imports and exports for the countries involved in Ukraine’s foreign trade in metallurgical products. Results. The theoretical study of approaches to the formation of a development strategy has allowed formulating the author's definition that the enterprise development strategy is a long-term plan, which contains complex decisions on choosing the direction of enterprise’s development, defining the major goals and models of actions for the formation and effective use of its potential; it also allows the enterprise to create favourable internal and external conditions for successful completion of the main stages of development. It has been found that analysis, monitoring, diagnostics of external and internal environment are a commonly-accepted component of any process of strategy formation. The results of the correlation between import and export as elements of the system have been obtained; it has been proved that a change in import volumes occurs simultaneously with the proportional change in export volumes. Enterprises will be advised to perform foreign economic activities only with counterparties in the countries for which the correlation coefficient between exports and imports is significant. Discussion. The density of export - import links for individual types of metallurgical products is greater than 0.5, indicating a significant correlation between the two considered features. The foreign economic relations between the metallurgical enterprises in Ukraine and various countries of the world are relatively balanced in the field of exports - imports of certain types of metallurgical products. The obtained results should be taken into account in the formation of a strategy for those metallurgical enterprises in Ukraine, which are to perform or expand their foreign economic activity. At the same time, it is necessary to take into account other factors influencing the resultant indicator, i.e. import, and to introduce advanced methods for their detection and research, which, in turn, will reduce the negative impact of the environment. Keywords. Development strategy, import, export, correlation, foreign economic activity, metallurgical enterprises, metallurgical products.

Abstract:
The purpose of the article is to statistically assess the internal indicators of small business and analytical confirmation of the identified trends in their development to ensure the objectivity of information flows on the state and role of small business in the economy of Ukraine. A modern feature of the development of entrepreneurship in the economy of Ukraine is the growth of self-employment and mass labor migration. According to the results of the static assessment, it was found that the receipt of foreign currency in the form of remittances of labor migrants became a source of formation of the foreign exchange market, as their size is 30% of revenues from exports of goods from Ukraine. However, the amount of economic losses in the economy of Ukraine due to labor migration is much higher than foreign exchange earnings and is 6 % of total sales (goods and services) in Ukraine. Small business accumulated 48 % of the total number of employees in the economy of Ukraine, which turned it into a powerful politically and socially influential formation. The economic capacity of the small business remains traditionally low. In the structure of the country's economy, small enterprises (80 % of the total number of enterprises) bring only 19 % of income to the economy. The burden of the single tax for small enterprises is identical to the burden of paying income tax on medium-sized enterprises, which indicates relatively equal tax conditions for small and medium-sized businesses in Ukraine. Responsibility and autonomy of enterprises for the development and management decisions is growing extremely nowadays, what should provide further effectiveness of their activities. Ensure effective management is possible only through a comprehensive analysis and diagnostics business enterprise that meets modern requirements of economic development. The competitive situation in which today must engage in economic activities domestic enterprises of any form of ownership and industry sector is quite unstable, shaky, unpredictable and completely devoid of adverse external factors. Therefore, the company appears quite vulnerable to unlimited competitive space, and lack of improved methods of state regulation and favorable policy protectionism deepens an already tough situation. In such circumstances, company cant relied on anyone except themselves, involving the activity of experienced professionals that can simulate variable development of the company in a competitive environment and to predict the consequences of any move made by management in the form of decisions

This allows us to analyse the place of Ukraine in the tourism flows of these territories. Special attention is paid to the flow of tourists within the country and the analysis of the most attractive areas for foreign tourists in terms of regional territories. The aim of the study is a modernized vision of the problem of tourism flows within one of the countries of the Central and Eastern European tourism subregion (according to the UNWTO methodology). The study identified how the geography of tourist origin affects these processes in a particular country (on the example of Ukraine). Due to such research, it is possible to assess changes in the economic, social and political systems, as well as the culture of the country in general and its regions in particular. In addition, it is possible to assess the impact on the population around the world. Data & Methods. The study of international tourism flows is based on the recommendations of the UNWTO, as well as modern scientific research of national and foreign European researchers. The following research methods were used in the research process: analytical, descriptive, comparative, statistical. Results. The results of the previous empirical study confirmed that different social groups have their own specific patterns of tourism activity. It also showed what groups responded the most to globalization and the possible consequences it may have for tourism activities. The growing mobility of the population and the consequences of the outbound tourism development are some of the main consequences of globalization. The study showed that the geography of interest in Ukraine by foreign tourists is expanding. To some extent, this can be justified by the war, which significantly reoriented the composition and direction of international tourism flows in Ukraine.

Diagnosis of the current state of the domestic insurance market makes it possible to analyze its main indicators and identify promising areas of development with an emphasis on problematic issues that arise under the influence of a changing environment. In view of this, the importance of systematizing our knowledge in the field of insurance becomes especially relevant. Purpose. To diagnose the current state of the insurance market of Ukraine, which will determine the prospects for its development. Method (methodology). The research used such methods as logical, which allowed to analyze scientific works in the field of insurance; analytical, which was used to analyze and evaluate the main indicators of the insurance market; statistical, which allowed to systematize the basic data of the insurance market in a time range; graphical, which allowed to interpret the results in a visual form. Results. It is concluded that the current state of the insurance market in Ukraine is imperfect, which leads to a gradual decrease in the number of all its participants. The diagnostics of the main indicators of activity of insurance companies and the insurance market in general is carried out. The shortcomings of the insurance market are identified and their causes are identified. The necessity of adaptation of insurers to the certain perspective directions of their activity is substantiated. In particular, it is necessary to make adjustments to strengthen the position of insurance companies, integrate digitalization into their activities, diversify the process of providing insurance services, improve the regulatory framework and more. It also revealed the inability of insurance companies to fully adapt to today's challenges, in particular those caused by COVID-19. It is established that the practical aspects of the insurance market research need further study in the direction of accommodation of insurance companies to the conditions of permanent crisis phenomena.

Abstract:
Introduction. The paper is devoted to the problems of research of features and modern mechanisms of economic regulation of foreign economic activity of enterprises in Ukraine. The purpose of the paper is to improve the scientific and methodological basis for stimulating the development of foreign economic activity of enterprises and substantiation of the theoretical foundations of foreign economic activity of enterprises in order to further their development in the today's globalized world. Results. It is determined that one of the problems of foreign economic activity of enterprises is the problem of inefficient management system, lack of strategic and marketing approaches to enterprise management, and enterprises more often use the technique of short-term adaptation. An enterprise focused on the development of foreign economic activity should develop approaches to improve international marketing, especially in terms of making effective management decisions based on the processing of a significant amount of information data and assessing the factors of the international market environment. The main condition for the adaptation of enterprises to the rapidly changing external environment may be the formation of a system of strategic planning, which provides a more rational use of limited resources, promotes consistent development and implementation of management decisions, focuses on sustainable development in market conditions. The management staff should clearly formulate the principles of strategic research in order to intensify foreign trade in industrial enterprises, and most importantly – formed a marketing strategy for foreign trade. The main means of increasing the potential of foreign economic activity of enterprises are the formation of such economic conditions that would allow due to modernization of production to increase domestic production and services, introduce innovative technologies. Conclusion. In order to improve the foreign economic activity of Ukrainian enterprises, it is proposed to implement a policy aimed at increasing merchandise exports by introducing innovative developments to improve the quality of domestic products, which must meet international norms and standards necessary to create a sufficient level of competitiveness in domestic markets.
