Regional libraries have a fundamental role in changing regional civilizations, Librarians become an important slice in realizing the role to be optimally active, in various library activities that have undergone various changes caused by the development of science and technology, really need adequate readiness to be able to meet community expectations. The development of e-government as one method to be able to maximize government business efficiency and can streamline the section relating to the service channel to the public, information dissemination is very fast and even, can reduce the cost of printing (publishing) by making an electronic version of the documents available, so it is possible to make cost savings. As for one of the many ways done is by building a website or government site on the Internet. Librarians who work in regional libraries are expected to be adaptive to the development of information technology to provide maximum service to users of regional libraries.

Abstract:
University libraries exist to support the teaching , learning and research needs of their institution. This is done by providing the latest information sources for the academic community as university library users. This mission can be achieved well through effective and periodic marketing of information and library services, one of which is through reference services. This article discusses the use of reference and information services in supporting distance learning as one of the impacts of the spread of the Covid 19 outbreak (current situation and the way forward). The research method is quantitative descriptive research, with 78 respondents and using literature related to the transformation of reference services in the digital era. Data collection is processed based on the results of observations, interviews of the IAIN Batusangkar library reference service and other college libraries in providing online reference services. The analysis explains the presence of a reference service for students, especially Library Science students at IAIN Batusangkar. Analyzing how the media can help reference librarians in providing optimal services to the academic community remotely. Describe the strategies that reference librarians can use in creating real time reference transactions in a technology environment while maintaining the main function of reference services. Introducing the idea of a ‘new face’ model of reference and information services for the IAIN Batusangkar library in the period of distance learning, especially the rapid change in learning systems as a result of the corona virus outbreak ( covid 19). Libraries need to improve the reference service system they provide, so that the academic community can meet their information needs through library services remotely, anytime and anywhere. At the end of this paper, it is intended that librarians, especially reference librarians. Continue to serve readers with different needs, librarians must walk across the library, access computer screens from all campus intranet systems, answer emails and explore other interactive tools to reach customers in an effective, practical and effective way. Efficient in order to always satisfy users and keep closer to them, as the main purpose of the presence of reference services.

Abstract This article presents an overall reflection on the libraries that were assembled in scientific institutions in France and Italy in the eighteenth century using case studies and comparative approaches. It focuses in particular on five scientific academies (located in Turin, Florence, Paris and Brest) and two Florentine institutions, the Museo di Fisica e di Storia Naturale and the Santa Maria Nuova Hospital. Decisions made regarding library premises, book procurement policies, catalogue publications and whether or not to open to the public were all investments that demonstrated the role of the written culture in the identity of scholarly communities, including those (such as the naval and surgeons’ communities) whose members had long been seen as professionals firmly rooted in a manual practice that was detached from theory. This article thus shows how libraries participated in the institutionalisation of scientific activities, the definition of professional knowledge and the formation of scholarly collectives.

Abstract The purpose of writing this paper is (1) Describe how the librarian's code of ethics is implemented in the Tanah Datar District Public Library; (2) Knowing the relationship between librarians and visitors in the Tanah Datar District Public Library; (3) Describe the relationship between librarians and fellow librarians in the Tanah Datar District Public Library; (4) Knowing the relationship between librarians and their service to libraries in the Tanah Datar District Public Library; (5) Knowing the relationship between librarians working in the Tanah Datar District Public Library and professional organizations; (6) Describe the relationship of librarians working in the Tanah Datar District Public Library with the community in the library. Writing this paper uses descriptive research methods. Data is collected based on interviews with librarians and visitors. Based on the results of the study it can be concluded as follows. First in achieving excellence librarians participate in activities in the library field. Librarians consider decisions professionally by choosing activities about library science. The advantage gained by librarians in serving users is inner satisfaction, lots of acquaintances and motivation to read. Second, librarians serve visitors who come to the library fairly. Scientific works can only be read in the library. Third, librarians achieve excellence in the profession by attending library science training. In establishing relationships with colleagues in the library, a small number of librarians have not been able to establish good relationships with colleagues in the library and question the differences that occur. Fourth, librarians attend training whose knowledge can be utilized for library development. Librarians collaborate with reading parks, and all types of libraries. Fifth, librarians never pay any fees in the library because the activities to be carried out at the library are funded by the local government. Most librarians can distinguish between personal life views and professional needs. Sixth, librarians work with communities in library fields such as literacy tree houses and reading parks established by students. Librarians contribute to the development of culture in the community in the form of a mobile library that can be utilized by the community.Keywords: implementation; librarians; code of ethics.

Abstract:
This study aims to determine the number of human resources needed by the library of UIN Raden Fatah Palembang. This research was conducted using a quantitative descriptive method. The data is processed by referring to Law Number 43 of 2007 concerning Libraries and the Regulation of the Head of the National Library of the Republic of Indonesia Number 26 of 2017 concerning Guidelines for the Preparation of the Functional Position Formation of Librarians. The results of this study indicate that the ideal number of librarians in an agency is 24 people. Meanwhile, the number of librarians in the central library of UIN Raden Fatah Palembang is only 4 people. So it is recommended that there is an increase in the number of librarians who have a D II, D III and D IV background or a bachelor (S1) in Library Science.

Dalam beberapa tahun ini keberadaan perpustakaan di lingkungan satuan kerja LIPI mulai dipertanyakan dan dipermasalahkan karena pemustaka yangdatang secara langsung sudah mulai berkurang. Penelitian ini bertujuan untuk mengetahui persepsi kepala satuan kerja serta para peneliti di lingkungan LIPI Kawasan Jakarta tentang keberadaan dan keberlanjutan perpustakaan dan kepustakawanan di lingkungan LIPI Jakarta. Digunakan metode kualitatif dilengkapi dengan wawancara mendalam. Penelitian dilakukan terhadap Kepala Satuan Kerja serta para peneliti di lingkungan LIPI Jakarta, meliputi PDDI, Pusat Penelitan Politik, Pusat Peneltian Ekonomi, Pusat Penelitian Kemasyarakatan dan Kebudayaan, Pusat Penelitian Kependudukan, LIPI Press, Pusat Penelitian Oseanografi, Pusat Kebijakan dan Manajemen Iptek dan Inovasi dengan jumlah responden sebanyak 30 orang. Hasil dan kesimpulan menunjukkan bahwa Perpustakaan tetap diperlukan, karena informasi yang ada di perpustakaan merupakan harta kekayaan intelektual yang harus dipelihara dan dilestarikan agar bisa diwariskan untuk generasi mendatang serta dikembangkan agar didapat kekayaan intelektual yang baru. Namun disarankan agar perpustakaan dilengkapi dengan, sarana dan prasarana yang lengkap dan nyaman, serta diharapkan pustakawan meningkatkan kompetensi agar dapat memberikan layanan dengan lebih baik. Within the Indonesian Institute of Sciences (LIPI) there are libraries located in each work unit. In recent years the existence of libraries in the LIPI work unit environment has begun to be questioned and questioned because users who come directly have begun to decrease. This study aims to determine the perceptions of the head of the work unit as well as researchers in the JakartaLIPI environment about the existence and sustainability of libraries and librarians in the Jakarta LIPI environment. Used a qualitative method supplemented with in-depth interviews. The study was conducted on the Head of the Work Unit and researchers in the LIPI Jakarta, including the Center for Scientific Data and Documentation, the Center for Political Research, the Center for Economic Research, the Center for Community and Cultural Research, the Center for Population Research, LIPI Pressm,the Center for Oceanographic Research, the Center for Policy and Management Science and Innovation with 30 respondents. The results and conclusions show that the Library is still needed, because the information in the library is intellectual property that mustbe preserved and preserved so that it can be inherited for future generations and developed in order to obtain new intellectual property. However, it is recommended that the library be equipped with complete and convenient facilities and infrastructure, and it is hoped that librarians will increase their competence in order to provide better services.

This research is a qualitative research with a descriptive approach. The subjects of this study were students and school librarians at SDN Gunung Batu 2, Bogor City. This research was conducted in the odd semester of 2019/2020. The data collection techniques used were observation, documentation, and interviews. Data collection techniques using the Miles and Huberman method, namely data reduction, data display, and drawing conclusions are carried out continuously until it is complete so that the data is saturated. Test the validity of the data using triangulation of sources and techniques as well as conducting a member check. And the research results show some findings, namely the background of the role of librarians in increasing students 'reading interest as a form of librarian's success in increasing students' reading interest and habits at SDN Gunung Batu 2, Bogor City. Furthermore, based on the results of observations, interviews, and documentation carried out in the field to related parties who know the problems of this thesis. Librarians provide a mandatory library system for all scheduled classes, hold reading corners, provide good service, hold the latest collections in the library, cooperate with regional libraries, always attend seminars or workshops, always include students in storytelling competitions, read poetry which is related to increasing students' reading interest and habits. In increasing students 'reading interest and habits, librarians certainly have a positive impact on students' reading interests and habits in accordance with the expectations of the librarian's own role. Because the role of the librarian has shown good development for students to be more like, happy, and enthusiastic about visiting the library so that the interest and reading habits of students at SDN Gunung Batu 2 Kota Bogor have increased every year according to the existing percentage.

The presence of libraries in the school environment is basically a process of exchanging information between authors and library users. Various definitions of libraries are discussed in various sources, but the library is defined simply by some people as a place to store collections, especially in the form of prints. This type of research uses descriptive research methods. Descriptive research is a method for examining the current state of a group of people, objects, conditions, systems of thought, or classes of events. Luigi Balsamo was a librarian, a bibliographical superintendent, an AIB member, a professor of Bibliography, the editor of "La Bibliofilia", and an important international personality, especially in the Anglo-Saxon and Iberian area, author of numerous writings on public libraries and the history of books, including 'La bibliografia. Storia di una tradizione' (translated both in English and in Spanish). Less well known is his interest in poetry, which he cultivated from his youth. The liryc 'Autumn' is part of an unpublished collection, entirely private and hitherto jealously guarded within the family circle.

With reference to the framework of studies on school libraries special attention is given to the concept of information literacy, an educational opportunity that allows each today’s student and tomorrow's citizen to own methodological tools for a correct access to information and knowledge. Starting from a collaboration with the Ministry of Education (M.I.U.R) on the analysis of the projects posted at BiblioRete 21- Una rete di biblioteche scolastiche per le competenze chiave del XXI secolo , it was possible to observe if the dual mission of school libraries was achieved, as originally intended. The two main objectives were: to promote among children the reading of fiction books for pleasure, and to encourage them to carry out more scientific researches thanks to non-fiction books. Nonfiction book is indeed the favorite source of information used in school libraries and schools. Objectives and scope of the research The aim of this research is to identify the features of the nonfiction science children's book and its potential role in information literacy in primary school pupils, teachers and librarians to provide a tool (Strumento di analisi) to assess their quality and potential. The research questions are: what features - in a research information activity - should a nonfiction children's book have for information literacy? What instruments do teachers and librarians have to assess nonfiction books? What indicators should a tool to assess nonfiction children's books have? Methodology and tools The research, mostly qualitative, has been declined, from a methodological perspective, as follows: a. descriptive analysis of some data related to "BiblioRete 21", in order to verify how the school library is used for information research; b. comparative analysis between the different definitions and features of nonfiction children’s books in critical literature in order to prepare a nonfiction children book’s assessment form (Strumento di analisi); c. observation in information research with children (observation, collection audio and video experience, teachers interviews, logbook, analysis paper-pencil). Fieldwork has had essentially an explorative meaning. Both children , and their teachers have participated actively to the research activity, which had a double scope: for children to deal with scientific subjects experiencing a new methodology; for the researchers to discover if those books used for the activity had the essential characteristics to be considered “good books”. Outcomes The analysis of observational research’s data collected during the fieldwork, integrated what emerged from teacher’s interviews, highlighting some key issues that have to be considered while choosing the nonfiction science children book, in regard to contents, images, interaction, and different ways of reading for the development of information literacy. The findings confirm the hypothesis drawn during the realization of the Strumento di analisi. Conclusion This research wants to give a small contribution to form a comprehensive framework concerning the nonfiction science children book critical-methodological-didactic assessment. In the future there will be many ways to implement the results of the analysis carried out through this research. For instance, in relation to the use of nonfiction enhanced e-book, and also in relation with the involvement of publishers in a constructive reflection on the design of nonfiction children books, to conclude with a deployment of the analysis form implemented in the Bibliorete21’s school libraries
Nell’ambito degli studi sulle biblioteche scolastiche particolare attenzione è posta sul concetto di information literacy, opportunità educativa che permette a ciascun allievo di oggi e al cittadino di domani di possedere strumenti metodologici per un corretto accesso alle informazioni e alla conoscenza. Partendo dalla collaborazione col M.I.U.R. nell’analisi dei progetti inviati in occasione di BiblioRete 21- Una rete di biblioteche scolastiche per le competenze chiave del XXI secolo , si è potuto verificare in che misura, almeno nelle intenzioni progettuali, viene assunta nelle biblioteche scolastiche la duplice mission legata alla promozione del piacere di leggere (frequentazione di opere di fiction) e alla promozione della ricerca (frequentazione di opere di non fiction). Fonte privilegiata di informazione usata nelle biblioteche scolastiche e nelle scuole è costituita dalle opere di divulgazione. Obiettivi Scopo della presente ricerca è di individuare le caratteristiche del libro di divulgazione scientifica e il suo potenziale ruolo nella information literacy in alunni di scuola primaria, per offrire ad insegnanti e bibliotecari uno strumento per la valutarne qualità e potenzialità. Le domande di ricerca che emergono sono: quali caratteristiche dovrebbe avere un libro di divulgazione per promuovere l’information literacy, per favorire l’attività di ricerca di informazioni? Che strumenti hanno insegnanti e bibliotecari per valutare i libri di divulgazione? Di quali indicatori si deve avvalere uno strumento atto a valutare i libri di divulgazione? Materiali e metodi Per dare una risposta alle questioni pedagogiche oggetto di questo lavoro, l'approccio metodologico scelto è stato di tipo prevalentemente qualitativo, con l’apporto di diversi strumenti, sia di tipo quantitativo (questionari), sia di tipo qualitativo (interviste semistrutturate, osservazione). La ricerca, da un punto di vista metodologico, è stata declinata nel modo seguente: o analisi descrittiva di alcuni dati relativi a BiblioRete 21, al fine di verificare quanto la biblioteca scolastica è usata per le attività di ricerca di informazioni; o analisi comparativa fra le diverse definizioni e caratteristiche dei libri di divulgazione date in letteratura critica, allo scopo di predisporre uno Strumento di analisi del libro di divulgazione; o osservazione in attività di ricerca di informazioni con i bambini (osservazione e raccolta di registrazioni audio e video dell’intervento con i bambini, interviste agli insegnanti, diario di bordo, analisi carta e matita). L’osservazione sul campo ha avuto prevalentemente una valenza esplorativa. Protagonisti della ricerca, insieme ai loro insegnanti, sono stati i bambini , che sono stati informati del fatto della duplice finalità dell’attività: per loro, affrontare un argomento di scienze secondo una metodologia nuova; per il ricercatore, osservare se i libri utilizzati per l’attività avevano le caratteristiche necessarie per essere dei “buoni libri”. Risultati L’analisi dei dati della ricerca osservativa, integrati con quelli emersi dalle interviste agli insegnanti, ha evidenziato alcuni aspetti fondamentali da tenere in considerazione per la scelta del libro di divulgazione scientifica per ragazzi, in relazione al contenuto, alle immagini, alla possibilità di interazione, alle differenti modalità di lettura per uno sviluppo della information literacy, che vanno a confermare le ipotesi individuate nella costruzione dello Strumento di analisi. Conclusione La presente ricerca ha inteso dare un piccolo contributo nel delineare un quadro complessivo e di valutazione critico-metodologico-didattica sul libro di divulgazione scientifica per ragazzi. Molteplici possono essere, in futuro, le vie di implementazione dell’analisi in relazione, ad esempio, all’uso degli enhanced e-book divulgativi, al coinvolgimento delle case editrici per una riflessione sulla progettazione dei libri di divulgazione, all’uso dello Strumento di analisi nelle biblioteche scolastiche aderenti alla Bibliorete21

Agriculture is not only a country’s backbone of food, livelihood and ecological security systems, but is also the very soul of its sovereignty. In Kerala population density is high and land is scarce. To achieve sustainable advancement in quality of human life, meeting the domestic food requirement is to be given foremost priority in development plans. As the area of cultivation cannot be increased and growth of population cannot be controlled growth in food production is to be achieved by qualitative improvement in farming. This requires improvements in material inputs, farming techniques, storage technology and research. Effective integration of these factors is tied closely to adequate information flow, which can be ensured only by an efficient information system for agricultural education, research, extension and development. So evaluation and improvement of existing information services is very crucial for sustainable agricultural growth. The study evaluates the existing information resources, facilities, services, possibilities for resource sharing, accessibility of external sources, and the factors that affect the quality and efficiency of information services in agricultural sector. Coverage is limited to the State of Kerala. Sample consist 105 institutions of different levels, and information users consisting of 426 scientists and 220 farmers. Different sets of questionnaires and interview schedule were used to elicit information. The study found that agricultural research conducted at various institutions in the region at huge public expense has generated knowledge for improving production. Along with these huge collections of acquired content is also stored in the sector. But when a farmer, an extension worker, a scientist or an administrator needs information it is not easily accessible. The study found that agricultural sector fails to effectively bank on information resources available due to the lack of an information system and network. Recommends an Agricultural and Farm Information System for Kerala. Suggests a model plan for a computer communication network for resource sharing between the agricultural institutions in the State, which will also ensure, smooth flow of results of research down to the grassroots level to achieve maximum productivity in agriculture.

La prima sezione è un'analisi dei quattro attori fondamentali in materia di assicurazione di beni culturali, il collezionista, il restauratore, l'assicuratore e il perito, ed è accompagnata da uno studio approfondito delle polizze proposte da Axa Art e da una piccola digressione a proposito degli archivi, delle loro caratteristiche specifiche e delle problematiche peculiari per la sottoscrizione di polizze assicurative. I quattro attori portatori di interesse nella creazione di una polizza sono considerati in tre situazioni differenti: una fase statica di conservazione del bene, una fase relativa a un evento particolare (un trasporto), e una fase che prenda in considerazione le attività da mettere in atto in caso di sinistro. La seconda parte studia la fattibilità di un software ideato dal candidato che permetterebbe la creazione di un modello integrato di valutazione dello stato conservativo di un bene (coinvolgendo nella valutazione le tre figure portatrici di interesse: il collezionista, il restauratore e il perito) e delle migliori condizioni assicurative per la creazione di una polizza ad hoc. Infine l'elaborato si conclude con l'inserimento di casi studio considerando soprattutto le specifiche criticità e le opportunità che l'utilizzo del software avrebbe potuto presentare nei casi presi in esame.

As to design new strategies for the quality improvement of all services offered by the Marcel Roche Library (MRL) of the Venezuelan Institute of Scientific Investigations (IVIC) this work studies the beginnings and evolution of quality management improvement reviewing some of the studies presented by some of the most outstanding authors in this subject as well as analyzing the basic components and principles of the total quality management (TQM). This document also focuses on the analysis of the nature, evolution, characteristics and importance of current services inside the manufacturing industries as well as service industries itself. Having these concepts in mind, service quality can be defined as a mayor factor in the progress of all corporations due to the increasing demands and expectation of costumers nowadays, they no longer evaluate quality as the final product but as the result of all processes involved in the delivering of the final product. This paper also refers to the incorporation of the philosophy of quality services into the library scope, and marketing and strategic planning notions are studied as the concretion of management towards quality. To determine the factors which affect service quality, elements of quantitative and qualitative investigations were used, employing direct observation, questionnaires and focal group interviews techniques, being the latter the mayor provider of real and instant information, which helped us identify the needs and expectations of users as well as the perception of employees of MRL. Conversations with both audiences allowed us not only to know their answers to each question but also to observe their reactions towards them, adding value to the interpretation of these answers by helping us identify emotional ties associated to the offering and use of services. At last, as a consequence of the results obtained in this study of factors which influence the offering of services at MRL, nine application areas were defined for which specific strategies and actions were designed. Such areas are: personnel, organization, collection development, information recovery, documents reproduction, users education, physical infrastructure and technological platform, automated system of library management and marketing. Abstract:
This Master's Thesis presents a study of technological surveillance within the framework of the research organizations in the field of biotechnology, concretely within the National Center for Cardiovascular Research (CNIC) Foundation. The main objective is to show the importance of information specialists in development of surveillance processes, based on the fact that information is the key element to starting any surveillance study. In addition, we will develop a methodological proposal and will study sources and resources of interest for this type of work. Regarding the methodology, it’s a descriptive work, based on two main axes: one theoretical, which collects and reviews studies carried out on the subject of scientific and technological surveillance, and other practical, focused on the development and implementation of a methodology that serves the concrete needs and characteristics of the CNIC Foundation. Throughout this study we developed a methodology for a system of science and technology watch in this institution, describing the phases, as well as resources and databases that we consider most relevant from the Information’s Science point of view. Then we apply this proposal to some case studies carried out in recent months in the center and present some results. This is also an example of the collaboration between the Technology Transfer Unit and the Library and Information Service. Finally, the main conclusion we highlight is that a technology watch and competitive intelligence system is a process that must be performed by a multidisciplinary and diverse group of professional, where the collaboration of the Information specialist is essential.

This research approaches the profile of the university librarian in forming initiatives for Information Literacy (CoInfo), based on the three dimensions of Knowledge, Skills and Attitudes. Through literature review, shows the transformation of the concept of Information Literacy over the decades of its emergence and actual perspectives of the theme for the information society, including a bibliometric study about the dynamic of terms used to represent the Movement of Information Literacy in Brazil. Then, the theoretical framework is intended for mapping, systematization and description the attributes of Knowledge, Skills and Attitudes dimensions in the scenery of Information Literacy and professional features for university librarian active in forming initiatives for information literate users. In the academic environment, notes that the expected profile for the university librarian in actions aimed at the insertion and consolidation of Information Literacy is a researcher professional able to act in the exchange networks of librarians experiences, besides being a mediator of learning and promoter the practice of research on the process of appropriation the information and knowledge building. Therefore, this study identifies and analyzes the professional attributes of research librarians of the Rede de Bibliotecas das Unidades de Pesquisa do Ministério da Ciência, Tecnologia, Inovações e Comunicações (RBP/MCTIC) that can contribute to the construction and development of the researcher's profile the university librarian, whereas the network is formed by information professionals specialized and highly qualified in the technical of search and retrieval the relevant scientific and technological information to attend the demands and information needs of its users. The methodological approach of this research is mixed, being developed from the pragmatic conception. In the quantitative technique, uses the questionnaire based on the Likert scale as a research instrument, in order to verify the perception of the RBP´s librarians regarding the attributes of the three dimensions in the context of Information Literacy. In the qualitative and exploratory technique, employs Belluzzo®’s diagram with the RBP´s librarians, as a way to enable the detection of Knowledge, Skills and Attitudes required for a research librarian within their three actions: individual as search agent; support for others researchers or teams linked to research projects and strategic focused on the institutional guidelines or for policies of Research, Development and Innovation (RD&I). As a result of the mix research, indicates the contributions of the attributes related to the three dimensions in line with the development of Information Literacy in the ambience of the universities and the librarian action in the realization and promotion of research practice. Concludes that the research profile of the university librarian enables the progress of teaching, research and extension of universities, based on scientific and technological innovation factors.
