Abstract:
The study has produced a generic conceptual framework for action-oriented research to guide such research in multiple domains of application. The conceptual framework has been expressed in terms of the "vocabulary of agency." It contains the notions of agency, enhancing agency, resource, roles, mobility, form of interaction, agency-enhancing device, local learning, global learning, operational coupling, etc. The conceptual framework has been subjected to a multi-stage process of assessment. The assessment shows that the conceptual framework has a certain generality in addressing a whole range of issues being discussed in management systems thinking and action research fields. Besides, the framework also seems capable of functioning as an effective guide in designing and conducting action-oriented research projects in several domains of application. The framework is expected to facilitate transfer of insights from research fields which investigate complex, interactive, and collective phenomena. It is also expected to guide action-oriented research in the direction of increasing the general capacity to bring forth new and useful resources in multiple domains.

Abstract:
This thesis is an action research investigation into the influence of my Christian habitus on my consultancy practice. My research question: How does my Christian faith inform the work I do? is located within the academic field of Spirit at Work. The complexity and difficulties of my professional practice are explored using the literature on Christian spirituality. My investigation uses the research method of practical theology to explore: my own Christian perspective; my role as a spiritual mentor; the nature of spiritual formation; and, faith in relation to work. The analytical methods of theological reflection, narrative inquiry, and autoethnography support the critical reflection. Five themes emerge: the evangelical basis of my Christian perspective; an understanding of the grace of God; the consideration of resistance as sin; strategies to enable spiritual formation; and complex combinations of faith in relation to work. This study has enabled me to interrogate my approach to spiritual formation in relation to work. My inquiry in a variety of contexts – with colleagues, one individual, and with a client –has developed my ability as a reflexive practitioner, and has strengthened my vocation as a spiritual mentor. I have used the Holistic Development Model (HDM) to underpin my approach to spiritual mentoring, and created a Christian interpretation of it. Spiritual formation is explored through the topics of: church, faith, purpose and mission using scripture, adventure and leadership, and difficulty and struggle. The research provides insights into my work as a professional consultant in the area of leadership development. My reflexive learning, combined with participative inquiry, provides an insider perspective on living within an evangelical Christian worldview. Difficulties over how to interpret Christian faith in work contexts are explored, particularly with regard to inclusivity. The research links spiritual formation with leadership, concluding that, in my practice, faith takes precedence.

Abstract:
The study presented in this thesis investigates Offshore Information Technology Outsourcing (IT offshoring) relationships from clients’ perspective. With more client companies outsourcing their IT operations offshore, issues associated with the establishment and management of IT offshoring relationships have become very important. With the growing volume of offshore outsourcing, the numbers of failures are also increasing. Therefore, both clients (service receivers) and suppliers (service providers) face increasing pressure to meet with the objectives of IT offshoring initiatives. Improving the quality of the relationship between client and supplier has frequently been suggested in the literature as probable solution area, however not much literature and empirical evidence is available in this respect. The aim of the study is to make a theoretical and practical contribution by studying the interplay between the critical factors influencing the relationship intensity level of the exchange partners and suggest measures that can potentially increase the success rate in IT offshoring engagements. The objectives of this study are: 1. To identify the relevant critical factors and explore its causes and effects (antecedents and consequences) on the relationship intensity significance level. 2. To develop an integrated conceptual framework combining the hypothetical relationship among these identified critical factors. 3. To empirically validate the conceptual framework. To accomplish the first objective and building the theoretical platform for the second objective, three research questions are identified and answered through empirical study backed by literature evidence. The second objective is addressed through an integrative conceptual framework by analysing the related studies across other disciplines, gaps in the existing theories and models in the outsourcing literature. Coupled with literature gap analysis, the researcher adopted some of the relevant features from across various disciplines of management and social sciences that are relevant to this study. After that, the third objective, the research hypotheses are validated with empirical examination conducted in Europe. Seven research hypotheses are developed based on literature analysis on the relationship of the key constructs in the conceptual framework. This study is explanatory and deductive in nature. It is underpinned mainly by a quantitative research design with structured questionnaire surveys conducted with stratified sampling of 136 client organisations in Europe. Individual client firm is the unit of analysis for this study. Data analysis was conducted using partial least squares (PLS) structural equation modelling techniques. In this research, empirical support was found for most of the research hypotheses and conclusions of the study is derived. An investigation into trust as a concept is used to denote relationship intensity, as the central construct of the framework. The validated conceptual framework and tested hypothesis results are the main contributions of this study. The results of this study will also be useful in terms of adopting the conceptual framework linked with hypotheses as a point of reference to begin with, in order to accomplish a healthy exchange relationship. However, a further deep dive and fine tuning the sub-units/composition characteristics of each critical factor may be needed for individual outsourcing initiative(s). This study is particularly relevant to the client-supplier firms already engaged in a relationship but can also be useful to those clients who are planning to begin their journey in IT offshoring in the near future, as a preparatory platform.

Abstract:
The Internet is one of the most significant information and communication technologies to emerge during the end of the last century. It created new and effective means by which individuals and groups communicate. These advances led to marked institutional changes most notably in the realm of commercial exchange: it did not only provide the high-speed communication infrastructure to business enterprises; it also opened them to the global consumer base where they could market their products and services. Commercial interests gradually dominated Internet technology over the past several years and have been a factor in the increase of its user population and enhancement of infrastructure. Such commercial interests fitted comfortably within the structures of the Philippine government. As revealed in the study, state policies and programs make use of Internet technology as an enabler of commercial institutional reforms using traditional economic measures. Yet, despite efforts to maximize the Internet as an enabler for market-driven economic growth, the accrued benefits are yet to come about; it is largely present only in major urban areas and accessible to a small number of social groups. The failure of the Internet’s developmental capability can be traced back to the government’s wholesale adoption of commercial-centered discourse. The Internet’s developmental gains (i.e. instrumental, communicative and emancipatory) and features, which were always there since its inception, have been visibly left out in favor of its commercial value. By employing synchronic and diachronic analysis, it can be shown that the Internet can be a vital technology in promoting genuine social development in the Philippines. In general, the object is to realize a social environment of towards a more inclusive and participatory application of Internet technology, equally aware of the caveats or risks the technology may pose. It is argued further that there is a need for continued social scientific research regarding the social as and developmental implications of Internet technology at local level structures, such social sectors, specific communities and organizations. On the meta-level, such approach employed in this research can be a modest attempt in increasing the calculus of hope especially among the marginalized Filipino sectors, with the use of information and communications technologies. This emerging field of study—tentatively called Progressive Informatics—must emanate from the more enlightened social sectors, namely: the non-government, academic and locally-based organizations.

Abstract:
This thesis exists to contextualise, document, and evaluate the knowledge contributed by the practice as research PhD project: The Development of Dialogic Music. The area of this project's investigation is expressed by the phrase 'experimental sonic performance', a term used to describe my own practice. This practice is historically positioned in relation to a broad selection of artistic activities, ranging from Luigi Russolo's (1913) The All of Noises to the relatively recent activities of musical groups such as AMM and Einsturzende Neubauten. Within this project I have primarily focused on the possibility of dialogue, as described by Martin Buber, and its actualisation within music making activities. The thesis attempts to clarify misconceptions regarding Buber's study of humanity's 'twofold attitudes' towards relation, whilst also exploring Walter Kaufmann's critique of dualism in an attempt to augment Buber's dialogic ontology. While partially relying on knowledge gained from such philosophizing as a starting point, my own understanding of dialogue has developed through a process of sonic experimentation through performance. The resulting five practical works, and their generative processes, have been recorded and summarised in the form of an audio-visual documentary, made available as part of this thesis. Interlaced with documentation of workshops, rehearsals, instrument construction and performances are extracts from a series of interviews that present the reflections of research participants including codirectors, performers, designers, and audience members. This practical work is presented in two parts. 'Documentation of Early Practical Investigations' presents material that was created during the preliminary stages of the project, prior to the written articulation of my theoretical framework. 'Documentation of Later Practical Investigations' provides a form of access to the work that was developed in parallel to this project's written components. In both parts the documentation is presented in a linear order clearly to illustrate the developmental process that took place during the project's realisation. Knowledge gained through feedback, conversations, and personal reflection on this body of work has been communicated in the form of an ethic of practice. It should be made clear that my use of the term 'ethic' relates more directly to its older relationship with the word 'ethos', rather than to a dogmatic set of rules, or maxims. This ethic has beendesigned to challenge dominant notions regarding how one should go about perceiving and making music. Further, in this section I hope to challenge and/or affirm individual artistic practitioners and active listeners who feel that a certain responsibility exists within their actions. Also included within this ethic is a workshop programme for directors of musical ensembles. This programme attempts to encourage the reader to take the 'idea of dialogue' presented by this thesis, and attempt the more meaningful leaming experience accessible in the actualisation of dialogue. The thesis concludes with an epilogue, which makes explicit the project's multiple contributions to knowledge, the relationships between these contributions, and their significance to the field. The epilogue continues to stress the importance of an approach that does not aim to generate definitive results, but rather emphasises the need for continual development. In light of this notion, the epilogue concludes by pointing to the possibilities for future research.

Abstract:
Research into the use of information by health care professionals has generally been conducted in countries dominated by the biomedical model. In these contexts, illness is considered to have a scientifically identifiable physical cause, and treatment practices within the formal health care sector are prescribed and managed in accordance with this definition. Yet there are also contexts where other belief systems inform and guide the way that people think about their health. In comparison to the biomedical model, these contexts have contributed very little to our understanding of how health professionals develop their knowledge. This research investigates how primary health care workers (PHCWs) in one such context, Papua New Guinea (PNG), develop their knowledge about the health services they provide. In order to discover and understand the differing views of these PHCWs, 69 semi-structured interviews were conducted in three culturally and geographically diverse regions of PNG. In explaining the diagnostic and treatment practices they use, these participants provided insights into not only how PHCWs engage with information but also how it informs their professional practice. These data were analysed, interpreted and discussed using a framework consisting of four, primary but interconnecting aspects: the context in which information was provided, the interactions with the sources of information, the processes by which information was understood, and the outcomes realized as a result of the information being used. Findings indicated that the majority of participants in this study acknowledged, if not incorporated, information pertaining to biomedicine, Christianity and Indigenous belief systems into their diagnostic and treatment practices. Even when these belief systems clearly contradicted each other, PHCWs did not in general feel the need to make a conscious choice between them. From their comments it would appear that four factors contributed to this ability to incorporate diverse and often conflicting ideas into the way that patients were cared for. First, all of the belief systems were considered legitimate by at least one group of people connected to the community in which the PHCW worked. Second, although varying in degrees of availability and accessibility, members of these groups were able to disseminate information pertaining to the belief system they supported. Third, the PHCW had no particular affiliation with any one of these groups but instead regularly interacted with a range of different people. Lastly, the PHCW worked in situations where health practices were not generally well supervised by their employers and therefore they were relatively free to choose between various diagnostic and treatment practices. The qualitative interpretive approach adopted in this thesis contributes to the field of human information behavior by affirming that conflict is in the eye of the beholder. When a number of belief systems coexist and all are considered legitimate, information about them is freely available, and the recipients actions are neither constrained by their own dogma, nor imposed upon by others, individuals may quite comfortably embrace diverse beliefs. These findings may also contribute to a better understanding of health management practices in developing countries by suggesting that health professionals are not merely personifications of a biomedical model. Instead, the study demonstrates that multiple belief systems can be combined by PHCWs, and that in turn this benefits the formal health care sector through increased treatment options that are both appropriate and effective in such circumstances.

Based on the lessons learned from the participating communities, the findings of this study confirm that the Tanzanian Government's aspirations for developing Early Childhood Care and Education (ECCE) policies and programmes that build on the strengths of indigenous child-rearing knowledge and practices are not only viable but achievable. What is required is a serious commitment from government to negotiated policy and programme development processes starting with families and communities. As indicated by the study community members, rural families and communities are eager to work together with government as equal partners in finding local solutions to improving the quality of care and early education of their young children in home and community settings as well as through the local services of clinics and schools.

Abstract:
Pucciniomycotina is a subphylum with a high diversity in terms of habitat and life history strategies that include plant parasites, animal associates (including opportunistic human pathogens), saprobes and antagonists of other fungi. The class Cystobasidiomycetes within this subphylum is a representative of such diversity and remains understudied. Their role in nature and the associations they establish with their hosts for most of the species is still unknown. In this study we used taxonomic and phylogenetic methods to present an inventory of strains in this class collected for more than 20 years from all over the world and preserved in the Aime Lab Culture Collection. Molecular and morphological data for six new species in the genera Bannoa, Buckleyzyma, Halobasidium and Sakaguchia were also presented. Additionally, mating experiments were performed by pairing strains of Bannoa; this is the second time in the genus that clamp connections and basidia are observed. We also found that newly described species of Bannoa can be co-inhabitants of sori of rust fungi. In general, antagonistic interactions can occur through: 1) direct physical contact between two fungi, i.e., mycoparasitism; or, 2) the production of antimicrobial compounds. In the Cystobasidiomycetes, direct physical antagonistic interaction which is associated with sexual states has been reported in species of Cystobasidium, Naohidea, Cyphobasidium and Occultifur. On the other hand, the production of antimicrobial compounds which mainly occurs between the yeast stage of the fungi and other organisms has only been reported in Cystobasidium pallidumand Hasegawazyma lactosa. We also hypothesize that the common ancestor to Cystobasidiomycetes is a mycoparasite due to the fact that this life strategy is present in most of the lineages in the class. To test this hypothesis, we grouped into five categories the host association or substrate from which strains of extant species in the Cystobasidiomycetes were isolated, i.e.,animals, plants, fungi, aquatic or decaying organic matter. We constructed a resolved phylogeny for the class based on seven locito study the evolutionary origins of mycoparasitism through ancestral character reconstruction with representation of all described species. Our analysis suggests that the most likely hypothesis is that the most recent common ancestor of the Cystobasidiomycetes was associated to fungi.

Abstract:
The portfolio explores the construction, representation and interpretation of internationalisation at the University of South Australia (UniSA) within the broader concept of internationalisation in higher education. The research is situated within a postmodern, postcolonial world and is influenced significantly by the work of Foucault ([1972] 2003), Fairclough (1989; 1992), Said (1995 [1978]) and Cherryholmes (1988). The portfolio consists of three related research reports and a meta-analysis which both connects these individual reports and conducts further analysis of the issues and themes arising from the research. The literature reviewed in Research Report 1 describes a range of approaches to internationalisation and issues associated with its definition and implementation in universities. It is concluded that internationalisation in higher education is part of a network of constantly developing and changing discourses all of which both influence and are influenced by political, social and economic contexts and agendas. The nature of the discourse of internationalisation at UniSA and the power/knowledge relations which are embedded within and support it are the focus of the second research report which consists of a critical discourse analysis of a corpus of documents related to internationalisation and Graduate Quality #7 at UniSA. Five discourses of internationalisation at UniSA are identified and the roles associated with the primary subjects of the discourse (academic staff, Australian students and international students) are described. Significant shifts in the discursive construction of internationalisation at UniSA over time are also identified, including the tendency for the economic discourse to be viewed as dominant and the associated ideology to be naturalised. The third research report consists of ‘snapshots’ of the experience of internationalisation in different places and from different perspectives. It strives for a deeper understanding of the complexity of internationalisation at UniSA through exploration of the construction of Graduate Quality #7 (that students of UniSA will develop international perspectives as professionals and citizens) in two different cultural and educational contexts ���������������� Adelaide and Hong Kong. The research highlights the need to embed and integrate intercultural learning into the culture of UniSA – to assist all staff and all students to move into uncomfortable intercultural spaces; to learn from and with each other within those spaces; to challenge their stereotypes and prejudices and to move on from them. The three reports are drawn together in the meta-analysis which concludes that although there are signs of ideological struggle within the discourse of internationalisation, the constructions of internationalisation and its subjects and actors at UniSA and beyond are consistent with a construction of internationalisation as a neo-colonialist activity. It suggests a modified approach to internationalisation – one that challenges the stereotypes and hegemonies currently associated with it. This has implications for the focus of professional development and student services to support internationalisation at UniSA and other Australian universities.

The current research uses mail survey methodology to measure Indiana residents’ perceived optimism that emergent science and technologies will be beneficial to them and their families. A structured questionnaire was developed specifically for use in this study. After field-testing, the questionnaire was mailed to 4,500 Indiana households through a stratified random sampling design. Up to three contacts were made with subjects, resulting in receipt of usable responses from 1,003 households, or a 26% response rate.

Abstract:
This thesis aims to explore and analyse the experiences of participatory development projects in Sudan. The study focuses on participation in development, an issue that has attracted debate and discussion since the early 1970s. To contribute to this discussion and create more knowledge on this issue the White Nile Agricultural Services Project (WNASP) and North Kordofan Rural Development Project (NKRDP) were selected as case studies. Through various methods the nature and potential of participatory development approaches and interventions have been explored with the aim of identifying the factors that influenced people's participation, and suggesting ways to improve the practice of participatory development at grassroots level. The study found that although the projects encouraged and claimed to adopt participatory approaches, people were not engaged in a process through which participation could achieve empowerment or create real changes in their lives. The outcome of people's participation in the projects was influenced by development providers' policies, credibility and behaviour of staff, nature and amount of resources, socio-cultural norms, power relations, and communities' previous experiences, organisation and level of education. This suggests that primarily, designing participatory development programmes requires an in-depth understanding of prevailing social, economic, political and physical environments. Secondly, development providers should adopt approaches that accept negotiations with communities and challenge oppressive situations. Finally, if participatory development is to achieve its objectives, local communities must be provided with resources, information and skills. Based on evidence from powerful individuals in North Kordofan, this thesis suggests a moral-obligatory approach as one of the ways to improve the practice of participatory development in Sudan. This approach requires a fundamental change in development providers' policies, visions and credibility. If the essence of participatory development is adhered to, and if strategies and plans are designed collectively then there is an opportunity for making real change in the lives of those addressed by development interventions. This thesis concludes that more research is needed to explore the values, role, and impact of development providers and facilitators, as well as the nature and potential of local communities' participative values, organisations and practices.

Abstract:

Crude oil is a mixture of hydrocarbons so complex that it is predicted to comprise as many compounds as there are genes in the human genome. Developing methods to not only recover crude oil from the ground but also to convert crude oil into desirable products is challenging due to its complex nature. Thus, the petroleum industry relies heavily on analytical techniques to characterize the oil in reservoirs prior to enhanced oil recovery efforts and to evaluate the chemical compositions of their crude oil based products. Mass spectrometry (MS) is the only analytical technique that has the potential to provide elemental composition as well as structural information for the individual compounds that comprise petroleum samples. The continuous development of ionization techniques and mass analyzers, and other instrumentation advances, have primed mass spectrometry as the go-to analytical technique for providing solutions to problems faced by the petroleum industry. The research discussed in this dissertation can be divided into three parts: developing novel mass spectrometry-based methods to characterize mixtures of saturated hydrocarbons in petroleum products (Chapters 3 and 5), exploring the cause of fragmentation of saturated hydrocarbons upon atmospheric pressure chemical ionization to improve the analysis of samples containing these compounds (Chapter 4), and developing a better understanding of the chemical composition of crude oil that tightly binds to reservoir surfaces to improve chemically enhanced oil recovery (Chapter 6).

This thesis is a qualitative case study of curriculum change within a contemporary Australian university. The curriculum change involved a repositioning of early childhood teacher education into a course structure that would qualify teachers to work across both the early childhood and primary years. The study explores the ways some of the institutional social practices of a university at a particular socio historic moment constructed ways of 'being' for the people involved in the change process. In particular, the research investigates language as a social practice within the university and focuses on the ways university curriculum texts privileged some discourses over others, legitimating particular versions of teaching and excluding others.

Abstract:
A Phenomenological Analysis of Emergent Design is performed based on the foundations of General Schemas Theory. The concept of Sign Engineering is explored in terms of Hermeneutics, Dialectics, and Ontology in order to define Emergent Systems and Meta-systems Engineering based on the concept of Meta-dialectics. Phenomenology, Ontology, Hermeneutics, and Dialectics will dominate our inquiry into the nature of the Emergent Design of the System and its inverse dual, the Meta-system. This is an speculative dissertation that attempts to produce a philosophical, mathematical, and theoretical view of the nature of Systems Engineering Design. Emergent System Design, i.e., the design of yet unheard of and/or hitherto non-existent Systems and Meta-systems is the focus. This study is a frontal assault on the hard problem of explaining how Engineering produces new things, rather than a repetition or reordering of concepts that already exist. In this work the philosophies of E. Husserl, A. Gurwitsch, M. Heidegger, J. Derrida, G. Deleuze, A. Badiou, G. Hegel, I. Kant and other Continental Philosophers are brought to bear on different aspects of how new technological systems come into existence through the midwifery of Systems Engineering. Sign Engineering is singled out as the most important aspect of Systems Engineering. We will build on the work of Pieter Wisse and extend his theory of Sign Engineering to define Meta-dialectics in the form of Quadralectics and then Pentalectics . Along the way the various ontological levels of Being are explored in conjunction with the discovery that the Quadralectic is related to the possibility of design primarily at the Third Meta-level of Being, called Hyper Being. Design Process is dependent upon the emergent possibilities that appear in Hyper Being. Hyper Being, termed by Heidegger as Being (Being crossed-out) and termed by Derrida as Differance, also appears as the widest space within the Design Field at the third meta-level of Being and therefore provides the most leverage that is needed to produce emergent effects. Hyper Being is where possibilities appear within our worldview. Possibility is necessary for emergent events to occur. Hyper Being possibilities are extended by Wild Being propensities to allow the embodiment of new things. We discuss how this philosophical background relates to meta-methods such as the Gurevich Abstract State Machine and the Wisse Metapattern methods, as well as real-time architectural design methods as described in the Integral Software Engineering Methodology . One aim of this research is to find the foundation for extending the ISEM methodology to become a general purpose Systems Design Methodology. Our purpose is also to bring these philosophical considerations into the practical realm by examining P. Bourdieu?s ideas on the relationship between theoretical and practical reason and M. de Certeau?s ideas on practice. The relationship between design and implementation is seen in terms of the Set/Mass conceptual opposition. General Schemas Theory is used as a way of critiquing the dependence of Set based mathematics as a basis for Design. The dissertation delineates a new foundation for Systems Engineering as Emergent Engineering based on General Schemas Theory, and provides an advanced theory of Design based on the understanding of the meta-levels of Being, particularly focusing upon the relationship between Hyper Being and Wild Being in the context of Pure and Process Being.

Abstract:
This thesis bridges narrative theory and the practice of developing narrative exhibitions in museums. It aims to show how an understanding of narrative theory provides a dynamic context for evaluating ongoing exhibition practices and adapting them to changing attitudes and aspirations. For practitioners within the museum sector it introduces a rich body of previously under-utilised scholarship along with a method of interfacing it with museum practice. The idea of deriving ideas for museums from other sectors is not new. Museums increasingly embraced narrative in the 1980s after seeing its value in attracting audiences to film, theatre and theme-parks. Then it was assumed that what was relevant in one sector would be equally relevant in another. However, the interim upsurge of Media Studies suggests that rigorous examination of how each medium operates is necessary in order to identify similar constraints and affordances before scholarship from one area of practice can be appropriately applied in another sector. In opening a path for museum practitioners to gain insight from narrative practitioners in other sectors, the thesis intends also to open the way for knowledge to flow from the discipline of museum studies out into other areas of narrative practice, where cross-disciplinary approaches have already gained ground. At the outset, a context is established through a review of narrative literature. Two different approaches are used. Firstly a broad review of different ways to approach narrative is carried out and a typology of narrative is developed. Secondly commonalities are identified between narrative in exhibitions and narrative practice in other media. Exhibition practices are then described in detail, focusing on experience at the Museum of New Zealand Te Papa Tongarewa, where research was enriched by in-depth interviews with exhibition development staff. Te Papa’s development of narrative exhibitions is traced, and two case studies demonstrate how their model is put into practice to achieve narrative delivery within the museum galleries. For museum professionals and narrative practitioners in other fields, this thesis provides an opportunity to examine processes of narrative delivery against a backdrop of theory. It makes a useful link between the museum sector and other areas of narrative practice.

Abstract:
This study seeks to improve the understanding of Indigenous Enterprise Development (IED) efforts undertaken on communal Indigenous land in the Northern Territory of Australia. Success in enterprise may support the achievement of a range of social, political and economic objectives for Indigenous peoples. The thesis offers a contribution to knowledge and literature on IED by bringing understanding to the meaning of success for Indigenous enterprise, identifying those factors that contribute to its success as well as presenting the barriers that prevent it. This study is the most recent rigorous scholarly work of IED on Indigenous land in the Northern Territory. The focus of this research is on Indigenous commercial enterprise development at a communal and individual level. Indigenous enterprise development is said to be different from other forms of enterprise development because of the legal rights of Indigenous peoples and because of particular cultural attributes, such as different perceptions of property rights in the Indigenous context and an emphasis on values like collectivism and sharing. These differences are found to shape notions of success and approaches to development. The research reviews literature in the international and domestic context on Indigenous economic development and Indigenous entrepreneurship. It also draws from internal and external documents of relevant institutions and news sources. These sources and findings are then built upon with fifty six in-depth, face-to-face interviews of selected participants who are experts or opinion leaders on IED in the region. These participants represented a variety of interest groups such as the government, academia, the Indigenous community and businesses from both Indigenous and non-Indigenous cultures in the Northern Territory. This study used a qualitative research approach for data collection and analysis. The researcher utilized a qualitative data analysis method, including the reporting of field notes, preparation of field notes into transcripts, coding of data, display of data, the development of conclusions, and creation of a report. This study identified five categories of barriers to successful enterprise development on Indigenous land in the Northern Territory. These barriers are: high levels of conflict and mistrust, socio-cultural norms and values that can work against success, a lack of human capital, a poor institutional framework and economic and structural factors. There were four categories of factors found that support the development of successful Indigenous enterprise: developing business acumen, integrating culture within the enterprise, separating business from community politics and greater independence from government. While definitions of success varied across the region there were common objectives for Indigenous enterprise, such as eliminating welfare dependency and maintaining a link to land. Ultimately, success for Indigenous enterprise was deemed to be business survival, but in ways that are congruent with each Indigenous community?s values. The findings in this research emphasize that certain cultural attributes may act to constrain successful enterprise development, but can be integrated into an enterprise through changes in enterprise structure, or practice, to support successful economic outcomes. The research also emphasizes the importance of institutional settings on human capital and successful enterprise development in the region. This study?s findings can potentially guide and inform further research in this field. The research develops a number of policy recommendations which offer potential support to policymakers in addressing the important social problem of Indigenous disadvantage through enterprise development initiatives.
