Abstract:
The monograph examines topical issues of reforming the organization of public power in our country in connection with the adoption in 2020 of the Law on Amendments to the Constitution of the Russian Federation. The logic of changes in the organization of public power and the directions of concretization of constitutional values, taking into account the laws of the development of the constitutional system of Russia, are revealed. The most significant characteristics of the updated model of interaction of federal public authorities in accordance with the principle of separation of powers are identified, the trends of constitutional transformations in the spheres of federal relations and local self-government, ensuring the fulfillment by public authorities of international obligations of the Russian Federation are investigated. Particular attention is paid to the development of the legal mechanism of interaction between public authorities and civil society. The authors of the book take into account the results of legislative support for the reform of public power in 2020-2021, a forecast assessment of the implementation of the relevant constitutional and legislative novelties is given, including taking into account the existing legal risks. Solutions are proposed to a number of legal issues of legislative regulation of public power, which can increase the efficiency of its functioning. For researchers, teachers, students and postgraduates, deputies of representative authorities, state and municipal employees, as well as anyone interested in constitutional law issues.

Abstract:
How can development programs deliver benefits to marginalized citizens in ways that expand their rights and freedoms? Political will and good policy design are critical but often insufficient due to resistance from entrenched local power systems. The book is an ethnography of one of the largest development programs in the world, the Indian National Rural Employment Guarantee Act (NREGA), and examines in detail NREGA’s implementation in the South Indian state of Andhra Pradesh. It finds that the local system of power is extremely difficult to transform, not because of inertia, but because of coercive counter-strategy from actors at the last mile and their ability to exploit information asymmetries. Upper-level NREGA bureaucrats in Andhra Pradesh do not possess the capacity to change the power axis through direct confrontation with local elites, but instead have relied on a continuous series of responses that react to local implementation and information, a process of patching development. Patching development is a top-down, fine-grained, iterative socio-technical process that makes local information about implementation visible through technology and enlists participation from marginalized citizens through social audits. These processes are neither neat nor orderly and have led to a contentious sphere where the exercise of power over documents, institutions, and technology is intricate, fluid, and highly situated. The book throws new light on the challenges and benefits of using information and technology in novel ways to implement development programs. While focused on one Indian state, the implications for increasing citizen participation and government transparency have global relevance.

Abstract:
The division of Germany separated a nation, divided communities, and inevitably shaped the life histories of those growing up in the socialist dictatorship of the East and the liberal democracy of the West. This peculiarly German experience of the Cold War has so far mostly been seen through the lens of the divided Berlin or other border communities. What has been much less explored, however, is what division meant to the millions of Germans in East and West who lived far away from the Wall and the centres of political power. This book is the first comparative study to examine how villagers in both Germanies dealt with the imposition of two very different systems in their everyday lives. Focusing on two villages, Neukirch (Lausitz) in Saxony and Ebersbach (Fils) in Baden-Württemberg, it explores how local residents experienced and navigated social change in their localities in the postwar era. Based on a wide range of archival sources as well as oral history interviews, the book argues that there are parallel histories of responses to social change among villagers in postwar Germany. Despite the different social, political, and economic developments, the residents of both localities desired rural modernization, lamented the loss of ‘community’, and became politically active to control the transformation of their localities. The book thereby offers a bottom-up history of the divided Germany which shows how individuals on both sides of the Wall gave local meaning to large-scale processes of change.
