Abstract:
With Chiptech’s current growth rate and size it has become necessary to develop a Quality Management System to enable repeatability, meet customer demands, and protect Chiptech from staff turnover. ISO 9001 was identified as a base for development, with the imperative that the system identified and developed must deliver value for Chiptech. Several frameworks were investigated, along with journal articles and discussions with industry members in order to determine the aspects that would deliver value, and determine the key success factors. Two factors were identified as critical: employee involvement, and the utilisation of metrics – both of which were leveraged for the project results and recommendations. The systems developed have already proved they offer benefits, however, in order to maintain performance Chiptech must a) keep evaluating the measured results, b) ensure that quality forms an integral part of the organisational culture and, c) continue the systematic approach of continual improvement.

Abstract:
There is a lot of talk about there not being enough spectrum available for use by either government or industry. One would thus suppose that there are clear answers to the questions, "How much spectrum is being used?" and "How much spectrum would be used if it was available?" Unfortunately, clear answers do not exist. In fact, even if you collected data, analyzed it, and generated charts, there is likely to be (and, in fact, have been) long debates about the meaning of those charts. A fundamental problem is that there are no standard metrics for reporting spectrum usage. A well-defined and documented set of metrics would aid in any analysis and discussion of spectrum usage. The Range Commander's Council (RCC) Frequency Management Group (FMG) has initiated a formal Task, FM-37, to develop and standardize a set of spectrum management metrics. These metrics will go beyond simple usage and provide metrics for analysis of spectrum management in general, such as spectrum usage requirements, scheduling efficiencies, and prediction of impacts to spectrum availability. This paper overviews an initial draft of the document being developed under Task FM-37.

Abstract:
Ever evolving and changing market scenarios have increased the competition between organizations to maximize the performance of their products and operations. In this challenging environment performance of product portfolio management (PPM), new product development (NPD), rapid product development (RaDe) have significant impact on their monetary values. To deal with the existing scenarios, the performance management of the product development and its related internal process of portfolio management is very crucial. NPD and RaDe processes result in a new sales item which needs to be effectively introduced in the product portfolio, but the performance measurement is required to develop the sales item and maintain them in the portfolio. This study is researched and worked upon in five stages. The existing targets and KPIs are studied after a through literature review. The current practices of case companies were identified and the similarities and differences were observed. In the end, a new performance management frameworks was developed to manage NPD and RaDe projects including their impacts to the product portfolio. The developed new performance management framework for NPD and RaDe divides the activities into two phases, planning and development. During the planning phase the PPM targets and KPIs will provide analysis and decision making concept to start NPD or RaDe type of product development to create new sales items into the portfolio. The second phase, the NPD and RaDe development, provides metrics for the NPD and RaDe project execution. The developed framework is generic and will be suitable for both RaDe and NPD activities. In the framework, the company and PPM strategy is aligned with the success factors to achieve the required targets, measured through quantifiable or non-quantifiable KPIs to evaluate the success of the new product and its impact to the product portfolio.

Abstract:
Studies have shown that knowledge management is an enabler of organisational processes and helps achieve projected objectives. This research is aimed at investigating the role of knowledge management in enabling development project management to achieve the following objectives; project success, faster completion times, efficiency, innovation, knowledge sharing and best practices. The research conceptual model (The CRAI-Codification, Reproduction, Assimilation and Interpretation model) focused on four types of primary knowledge needed by development projects for successful execution. These are: -Interpretative knowledge, Assimilative knowledge, Reproductive knowledge and Codified knowledge. Using a mixed method approach, qualitative and quantitative data were collected from over 1000 respondents from development organisations in 8 regions in 11 development project areas. Data were obtained using web questionnaires, structured interviews and organisational documentation. The selection of case studies arose as a result of responses to the online survey. The research used four case studies which exhibited KM 'consciousness and other criteria which enabled the researcher to identify them as knowledge generating projects. The cases were drawn from Nigeria, Uganda and Senegal. The research applied the CRAI model within these case studies and also compared the results of the survey data with the case study data. The survey achieved a 30.3% (303) response rate. The data gathered were analysed using quantitative analysis tools (SPSS) and techniques (regression, correlation, hypothesis testing, analysis of the model and other general analysis techniques). The survey and case studies focused on identifying best practices, knowledge sharing and management practices, knowledge processes in the project management cycle as reflected by the conceptual model, technology and other aspects of Knowledge Management. Some of the findings made by the research are: (a) No standard best practice exists across the board among development projects. Each project has a set of practices that represent best practices for managing their projects; (b) KM was found to be a factor in speeding up project completion times. It was also linked to project success, knowledge sharing, innovation and efficiency; and (c) The CRAI model was found to be applicable to development projects and the type of knowledge projects embody. The model positively correlated with each of the expected outcomes-innovation, completion times, efficiency, project success and knowledge sharing. Recommendations made by this research include: 1. Development Projects should begin to design KM strategies as part of Project Management systems; 2. A development project should begin with mapping essential knowledge needed by the project; 3. Development PM should pay closer attention to the existence of communities in the project; 4. KM should be included in the list of critical success factors; and 5. DPs should use PM technologies which integrate KM capabilities.

Abstract:
There are many reasons why smaller businesses should have an environmental management system, but also many difficulties, such as limitations in the time and resources available, and the size of the environmental impacts. How can a small business providing intellectual services make environmental improvements by creating and implementing an environmental management system (EMS)? This report is a case study on how to create an EMS. It was carried out with the management consultancy Radical Sports Management (RSM), a UK registered company based in Chamonix, France. Background studies on EMS, international standards of certifications of EMS, green procurement and carbon offsetting were carried out. With this background knowledge an EMS was developed in association with the company on site in Chamonix, France, and by correspondence. The environmental management system itself included An environmental policy A baseline assessment where the activities were divided into different areas, and their environmental aspects were scored from 1-5 on significance, potential and manageability to separate the more relevant aspects from the not so relevant. The process revealed that the most important environmental aspects were linked to production and handling of waste, transport and development of sports equipment. An investigation of the concerned legislation in France (which handles waste and chemicals) A research of how to decrease the environmental impact of relevant aspects An action plan where the chosen solutions to the environmental problems and the environmental targets were listed together with the methods to implement these and make them functional A monitoring document where the management can rate the progress of the different actions An auditing document to aid in the evaluation of the EMS Recommendations of how to make continuous improvements The following conclusions were made during this project: A small actor is dependent on its partners, suppliers, and other actors around it. It can make a difference by influencing its partners by providing information to open their eyes to existing possibilities and supporting them when they choose to take steps towards environmental solutions. The input from both management and employees is vital to have an organic EMS that evolves with the company. Establishing responsibilities at all levels of the enterprise is an effective method to reach a higher level of involvement, but it is also important that there is a feedback in the system, and lines of communications that are in function. The level of detail, the number and size of improvements to be made, the cost of the improvements and the documentation of the EMS must be kept at a level where it feels manageable to the company. Environmental Management Systems Tove Fritzell For a company such as RSM, that doesn’t have any large costs of material, energy and handling emissions and waste, the primary benefits of the EMS will be competitive advantage, attracting new customers and markets; and improved image towards public, regulators, investors and lenders, which make communication, marketing and advertising essential. Quantification of activities associated to environmental is important to perform a good baseline assessment, achieve better target formulations, monitoring and reviews of environmental performance.

Abstract:
The purpose of this study was to explore how organizations can apply the Strategic Sustainable Development (SSD) Framework (Robèrt et al. 2006) as a lens and filter to a Knowledge Management Framework to move an organization towards sustainability. A conceptual framework of Knowledge Management (KM) was developed and then utilized to conduct a sustainability assessment on The Natural Step (TNS) organization as a case study. The researchers explored how an understanding of KM can support SSD and aid an organization in leveraging their existing knowledge. To achieve the objective, the most commonly accepted KM frameworks were summarized through a literature review. Then the researchers’ understanding of a conceptual KM Framework was developed. The SSD lens was used to identify gaps within the KM frameworks when an organization’s ultimate goal of success is sustainability. The conceptual KM Framework viewed through the SSD lens was utilized in conducting a sustainability assessment on TNS as a case study. The authors attempted to illustrate how using SSD as a lens could assist any organization, not just NGO’s with a sustainability mandate, to enhance any Quality Management System, such as KM, to tackle global issues. The scope of the analysis was focused on understanding the role of KM as it relates to an organization’s journey towards sustainability. Specifically a strengths and weaknesses assessment was conducted. The assessment was used to identify gaps and successes in the following areas: knowledge sharing, sharing methodology and sustainable practices.

This thesis investigates the effectiveness and potential longevity of Knowledge Management in three international development charities, in order to compare their experiences with the commercial context in which Knowledge Management originated. By this means, the research explores how well, or otherwise, Knowledge Management can be fitted into a different setting. It also throws significant light on the transfer of business practices more generally.Chapter one assesses the evolution of the discipline Knowledge Management. It also provides key information about International Development Charities. Chapter two identifies the theoretical foundations of Knowledge Management as a prescription for organisational effectiveness, together with recommended best practices. Two environmental factors are emphasised: the role of information technology and, given the historic link to Japanese workstyles, ideas about organisational `culture'. In chapter three, the methodology for practical enquiry, derived from organisational system theory, is presented, and the problems in assessing effectiveness are discussed. Chapters four and five provide the substantive outcome of the fieldwork. Patterns that emerge from the data are drawn together in chapter six, highlighting the selective nature of Knowledge Management in application and demonstrating both similarities to and divergences from the original concept. In particular, there are specific challenges posed by the international reach of development charities The overall conclusions in chapter seven confirm that Knowledge Management undoubtedly chimes with the broad aims of international charities. At the same time, the transferability of Knowledge Management depends crucially upon its adaptability to the organisations' aims, resources, and `culture'. Where it is accepted that knowledge handling is needed to build organisational capacity, then Knowledge Management can provide a framework which, when combined with technological advances, is a tool, rather than the answer, for international charities engaged in the continuing struggle to abolish poverty

ENGLISH ABSTRACT: The Government of South Africa introduced the Reconstruction and Development Programme (RDP) as a means of addressing the sub-standard, living conditions many underprivileged and disadvantaged societies were experiencing in the country. That gave community development impetus. The RDP, as a government policy, presupposed that public institutions would be responsible for its implementation. That implied that public officials, inter alia, would have to facilitate community development. This change agent status of public officials also implied that they would have, out of necessity and demand, to acquire or to demonstrate knowledge of project and community development management skills. Management sciences argue that an organisations' effectiveness is, amongst other, the result of interplay between the internal capacity (inputs), outputs (production) and outcomes (impacts). Internal capacity includes, among others, the training of personnel for the achievement of goals. This study, as stated in the research question, seeks to explain the relationship between project management training and effective community development. It seeks to establish whether there are a significant number of public officials who are trained in project management for community development. The study focuses on the Province of the Eastern Cape, especially the Department of Sport, Recreation, Arts and Culture, with special reference to cultural officers. The study further presents the Willowvale Case Study to demonstrate in a practical way the relevance of project management skills to the implementation of community development programmes. This case study also serves as base to launch arguments in favour of trained public officials. The research results suggest that public officials, especially cultural officers, lack project management skills. These findings presuppose that the implementation of some community development projects may be flawed, delayed or postponed. The study recommends that the Province of the Eastern Cape consider setting up an interdepartmental body for the purpose of establishing an integrated project and community development training policy, in consultation with relevant tertiary institutions for support and advice.
AFRIKAANSE OPSOMMING: Die Suid-Afrikaanse regering het die Heropbou- en Ontwikkelingsprogram (HOP) ingestel as instrument om die substandaard lewensomstandighede wat verskeie minderbevoorregte en agtergestelde gemeenskappe in die land ervaar, aan te spreek. Die HOP, as regeringsbeleid veronderstel dat openbare instellings verantwoordelik is vir die implementering daarvan. Dit impliseer dat openbare amptenare, onder andere, gemeenskapsontwikkeling moet fasiliteer. Hierdie veranderingsagent status van openbare amptenare impliseer dat hulle as 'n noodsaaklikheid vaardighede in projekbestuur en gemeenskapsontwikkeling moet bekom of oor beskik. In die bestuurswetenskappe word geargumenteer dat organisatoriese effektiwiteit onder andere die resultaat is van 'n verwantskap tussen interne kapasiteit, uitsette en uitkomste. Interne kapasiteit fokus onder andere weer op opleiding vir die bereiking van doelwitte. Hierdie studie poog om die verhouding tussen projekbestuursopleiding en effektiewe gemeenskapsontwikkeling te verklaar. Die studie probeer bepaal of 'n saakmakende hoeveelheid openbare amptenare opgelei is in projekbestuur vir gemeenskapsontwikkeling. Die studie fokus op die Provinsie van die Oos-Kaap, spesifiek die Department van Sport, Ontspanning, Kuns en Kultuur, met spesiale verwysing na kultuurbeamptes. 'n Gevalstudie van die Willowvale gemeenskap demonstreer op 'n praktiese wyse die relevansie van projekbestuursvaardighede vir die implimentering van gemeenskapsontwikkelingprogramme. Die gevalstudie verskaf ook 'n basis vir argumente ten gunste van opgeleide openbare amptenare. Die resultate van die studie suggereer dat openbare amptenare, veral kultuurbeamptes projekbestuursvaardighede kortkom. Hierdie bevindinge dui daarop dat die implementering van sekere gemeenskapsontwikkelingsprojekte beperkinge het, vertraag word en selfs gestaak kan word. Die studie beveel aan dat die Provinsie van die Oos-Kaap dit oorweeg om 'n interdepartementele liggaam te vestig. Die doel hiervan moet wees om 'n geïntegreerde Projek- en Gemeenskapsontwikkeling Opleidingsbeleid in konsultasie met relevante tersiêre instellings in te stel.

Abstract:
Standardized information modeling is important for interoperability of CAx systems. Existing information standards such as ISO 10303 STEP have been proposed and developed for decades for this purpose. Comprehensive data structure and various implementation methodologies make such standards strong in support of different industry domains, information types, and technical requirements. However, this fact also leads to increased implementation complexity and workloads for CAx system developers. This licentiate proposes the development architecture, STEP Toolbox, to help users implement standards with a simplified development process and minimal knowledge requirements on standards. Implementation difficulties for individuals are identified with analysis on implementation of the information standards in three aspects: tasks, users, and technology. Then the toolbox is introduced with an illustration of design of behavior and structure. Case studies are performed to validate the toolbox with prototypes. Internal and external observation has shown the around two-month learning process skipped and a great amount of workload reduction in implementation with the utilization of this architecture.

This thesis deals with the procedures for and the issues in the analysis, design, and implementation of Library Loan Management System (LLMS). LLMS is a low-volume real-time transaction processing system intended for small or medium size libraries. It is designed to provide such library functions as library cataloging, patron registration, circulation, and reference services based on a relational database management system. We implemented prototype LLMS to run on IBM PC/AT or XT compatible microcomputer using dBASE IV. The developed prototype system has been documented in this thesis. We also discuss some issues in implementing LLMS in a networked environment.

From literature it is clear that there are many methodologies available for management development such as corporate universities, outsourcing to local accredited colleges and universities for specialised programs such as a formal MBA, mentoring programs, leadership development programs, self-directed learning and career development. Critical evaluation of these interventions however indicate that conceptual skills are addressed but that the social and emotional dimensions are lacking. The focus of development interventions must shift to a more holistic, integrated approach of employee well-being. Another question to be asked is do educators take cognisance of the fact that personality and or psychological types are learning in different ways under different circumstances. In literature there seems to be very little evidence that programs are adapted to cater for these differences. From the literature sufficient information regarding learning theories, andragogy, learning styles and management development models is available. The challenge however is to incorporate and integrate the available information effectively to address the needs of a psychological, culturally diverse population. The trend in management development is moving towards incorporation of emotional intelligence as one of the components of development programmes. The emotional competence framework focus on personal competence which determines how we manage ourselves, and on social competence which determines how we handle relationships. In order to be able to effectively manage ourselves we have to focus on self-awareness, self-regulation and motivation. Therefore the need exists for a selfmanagement intervention in management development programmes. Very little information is available in existing literature on self-management programmes. The outcome of this literature survey is a suggested framework for a self-management module. The framework suggests three phases namely phase 1: Self-discovery which entails the gathering of information regarding personality and learning styles, brain dominance and the emotional intelligence (EO) map. Phase 2: Self-transforming which starts with the analysis of the self-discovery interventions, followed up by a guided process of self-transforming which entails personal goal setting and action plans. Phase 3: Self-mastery which is an active working towards the goals in all spheres of one's life, and celebrating "victories" to reinforce newly acquired skills or competencies. A follow-up on this study would be to develop a detailed module, integrating all the principles, theories and models to ensure a management development intervention that succeeds in providing "self-managing managers"!
AFRIKAANSE OPSOMMING: Die veranderende omgewing en tye het 'n invloed gehad op bestuursvernuf en bekwaamheid. Die vraag is dus: Wat sal verwag word van die "Millennium Bestuurder"? Dit wil sê, watter bekwaamhede sal nodig wees om aan te pas by dié vinniger veranderende era en hoe moet beroepsopleiding aangepas word vir optimum ontwikkelingsgeleenthede. Alhoewel bestuur gevind word op alle vlakke en in alle funksies van 'n organisasie, vereis elke vlak en elke rol verskillende persoonlike kundighede vir die uitvoer van die bestuurstaak. Konsepsuele kundigheid, wat na die bestuurder se denkvermoë, beplanningsvernuf en interpersoonlike vaardighede verwys, is wedersyds ingeslote by alle bestuursvlakke. Vanuit die literatuur is dit duidelik dat daar baie metodes van studie beskikbaar is vir bestuursontwikkeling soos korporatiewe universiteite, plaaslike ge-akkrediteerde kolleges en universiteite vir gespesialiseerde programme soos 'n formele MBA, mentorskapprogramme, leierskapontwikkelingsprogramme, self-gedrewe leeraktiwiteite en beroepsontwikkeling. Kritiese evaluasie van die intervensies wys daarop dat konsepsuele kundighede wel geadresseer word, maar dat die sosiale en emosionele dimensies ontbreek. Die fokus van ontwikkelingsintervensies moet skuif na 'n meer holistiese geïntegreede benadering in terme van werknemersgesondheid. Ons kan die vraag afvra of opvoeders wel kennis neem van die feit dat persoonlikheids- en sielkundige tipes verskillend leer onder verskillende omstandighede. In die literatuur blyk daar min bewyse te wees van programme wat aangepas is om vir dié verskille voorsiening te maak. In die literatuur is daar wel genoegsame inligting oor leerteorieë, andragogie, leerstyle en bestuursontwikkelingsmodelle. Die uitdaging is dus om die beskikbare inligting te inkorporeer, integreer en die behoeftes van 'n sielkundig, kulturele diverse populasie effektief te adresseer. Die neiging in bestuursontwikkeling is die inkorporering van emosionele intelligensie as een van die komponente van ontwikkelingsprogramme. Die emosionelevaardigheidsraamwerk fokus op persoonlike vaardigheid, wat bepaal hoe individue hulself bestuur, en op sosiale vaardigheid, wat bepaal hoe individue verhoudings hanteer. Dus die behoefte bestaan vir 'n self-bestuurs intervensie in bestuursontwikkelingsprogramme. Baie min informasie in Suid-Afrikaanse navorsing is beskikbaar in bestaande literatuur op self-bestuursprogramme. Die uitkoms van dié literatuurstudie is 'n voorgestelde raamwerk vir 'n self-bestuurs module. Die raamwerk stel drie fases voor naamlik, Fase 1: Self-ontdekking wat insluit die invordering van informasie aangaande persoonlikheids-en-Ieerstyle, brein dominansie en die emosionele intelligensie kartering. Fase 2: Self-transformasie wat begin by die analise van die self-ontdekkings intervensies, gevolg deur 'n gereguleerde proses van selftransformasie wat omvat persoonlike doelstellings en aksie planne. Fase 3: Selfbemeestering wat 'n aktiewe strewe is na die bereiking van doelstellings in alle sfere van 'n individu se lewe en die viering van "oorwinnings" om nuutgevonde vaardigede en kundighede te versterk. 'n Opvolg op dié studie sou wees om 'n gedetailleerde module saam te stel wat al die beginsels, teorieë en modelle integreer om sodoende 'n bestuursontwikkelings intervensie te verseker met "self-besturende bestuurders" as uitkoms!

The overall goal of this project is to make the management of a large number of instruments easy at the Halmstad University workshop. An increase in the number of items borrowed needs to be managed. A lab instruments management system is developed and applied to manage the tools and instruments. The focus of the software is on managing information on borrowed instruments. The methods used come from the field of Java web application and include the methods object oriented programming, MySQL database, three-tier architecture and model-view-controller design pattern.The development of the management system is based on four features. Two features are maintenance of basic information of borrowers and instruments. The results showed that administrators can add, modify, delete, and query information of borrowers and instruments through web pages. The third feature is to borrow instruments, return instruments and to extend borrowing time. The last feature is to show statistics.The management system of instruments provides a multi-user platform for allowing the administrators to maintain user information and instrument information and helps the borrower to borrow, return and extend borrowing time. Simple statistical functions are implemented.

Asset Management, which evolved from maintenance management, is a set of processes, tools and measures that provide a shared understanding of an organisation’s physical assets. The process of asset management involves creation of a register of assets and recording of details of planned work. It also covers scheduling and recording of work done in order to create financial and technical history of assets. The life cycle of an asset consists of the acquisition operation, maintenance and disposal phases. These four aspects of an asset’s life represent the high level framework for asset management. This framework is crucial in development of asset management plans. The plan in turn, creates a road map for asset management excellence. By optimising the performance of asset management practices and processes a positive contribution can be made to the profitability of an organisation. The objective of this study was to develop a plan for the Coega Development Corporation (CDC) that would assist in management, maintenance, tracking and replacement of assets. The research primarily focused on the asset management requirements within the organizational context. The methodology employed in the study included a review of the relevant literature and case study conducted at CDC. The case study approach was very appropriate as it dealt with the current situation at CDC. Primary data was collected through interviews. Secondary data was collected from books, journals and other sources. Data was collected in words instead of numbers. The findings show that the CDC does not have an Asset Management Plan which results into the lack of information in the current asset register, a lack of specialist information systems, a lack of resources and an absence of a planning function in the skills sets of various units within the organisation. The Asset Register should work as a basic system for management of assets. The findings show that asset management can be used to comprehensively address the relevant elements of the organisations’ assets framework.

This thesis presents the Development ofKnowledge Management Systems for Manufacturing. The thesis was created through an action research longitudinal single case study based at Getrag-Ford Transmissions (GFT) in Halewood and aims to contribute to the extant literature regarding the implementation ofKM. A Knowledge Management System design and implementation methodology was developed to support the operation at GFT. The resulting methodology also provides a process for developing a KMS within other brown field manufacturing facilities. The KMS presented balances the soft and hard side ofKM through a bottom up approach to design and implementation. The successful implementation ofa KMS within a brown field manufacturing facility requires the consideration of cultural, technological and organisational issues. The bottom up design methodology presented in this thesis demonstrates clearly how these can be addressed whilst making a direct contribution to process improvements. Demonstration ofthese attributes enabled a successful implementation of the KMS at GFT. The implementation ofthe KMS was achieved through combining existing systems within the organisation which eventually resulted in employing Microsoft office tools to support the KMS framework. This least power approach led to significant reductions in the training and investment required to successfully implement the KMS. The use of Microsoft office tools also helped to deliver a KMS that was practical, cost effective and user friendly. The main contribution to knowledge is to present a methodology for the development of a KMS in a brown field site where there are complex operations, a large amount of legacy data and a limited IT infrastructure. Cultural issues within the existing workforce are acknowledged within the design methodology presented. The bottom up approach allowed the KMS to be piloted and developed without any major disruption to the organisation. It could develop without the need for major funding or approvals from high level board members. This approach allowed the .KMS to develop solutions to organisational problems in incremental stages ____TheJhesis also _coverstheapplicationof the KMS from an operational perspective. The KMS development team were given the opportunity to manage a production area according to the Getrag Ford Structured Week process which had been incorporated into the KMS. This resulted in the verification of the bottom up approach to developing KM and quickly gained the support of blue collar workers. The application of the KMS in production area one led to productivity improvements and cost reductions valued at over €200,000 per annum.

This thesis presents the results of an investigation into the development of quality management in Thailand. The research was conducted in order to draw up an overall picture of quality progress in Thai industry, to provide useful insights for Thai companies and policy-makers, as well as to compare Thailand with other developing countries. This research has adopted an integrated approach to research methodology comprising both survey and case study methods. Four linked empirical research projects were conducted to obtain an insight into quality management, particularly the ISO 9000 series of quality systems standards, Total Quality Management (TQM), and a 'foundation level' quality system, within Thai industry. The in-depth study of ISO 9000 implementation identifies the driving forces encouraging Thai industry to pursue ISO 9000; four types of ISO 9000 implementation process; implementation factors and obstacles; the impact of implementation process and future plans after a company has achieved ISO 9000 registration. The study of TQM implementation in companies located in Thailand reveals that the companies studied have each adopted different, but successful, approaches to TQM implementation. The Thai Foundation Quality System Standard (TFQSS) has been proved to be suitable for Thai SMEs. Findings from the four individual research project together provide some new insights into the development and implementation of quality management in a Thai perspective. As a result of the study, a TQM framework was developed. The framework identifies three broad dimensions of quality management in a Thai organisation, which are: - Three aspects of quality management; Five stages of development; and Four implementation paradigms. An organisation that wishes to embark on a quality journey can examine its status against the framework in order to start, or to improve a particular aspect that is found to be unsatisfactory. After identifying some criteria for the assessment of national quality development, a simple model of quality management in developing countries is proposed to depict comparative characteristics of quality management within these countries. It is concluded that, among developing countries in South and East Asian region, Thailand is in the middle of the spectrum of development.

All manufactured systems exhibit some degree of variation. Manufacturing organizations should be aware of those parameters whose variation will impact product performance and customer satisfaction. Such parameters are called Key Characteristics. Their variation plays a large part in the success of manufacturing programs; planning for too little variation can lead to low production yields, while planning for too much variation can lead to over-design. The chance for low yields or over-design is referred to as variation risk. Although most companies realize the importance of understanding variation, many still have difficulty implementing variation risk management programs. For some the challenge lies in changing the organizational culture to operate in a concurrent engineering environment that implements variation risk management. For others who are ready to make the change, the challenge is more technical in nature: even if Key Characteristics can be identified, their variation may not be known, especially if used in a new product whose sub-systems have never been through the production line.

This thesis addresses the challenges of variation risk management encountered during an internship at Raytheon Company, and presents a unique solution for overcoming a lack of information regarding Key Characteristic variability. Once information is obtained, analysis is conducted to assist with identifying trade-offs and making program-level decisions. Although many problems presented are unique to Raytheon Company, the concepts can be applied across a wide range of manufacturing industries.

ENGLISH ABSTRACT: The introduction of Affirmative Action Programmes in South Africa has left managerial development at the centre of management focus with the growing realisation that there is no quick fix. It is argued that, in order to make a substantial contribution to the managerial development process, management should not only seek to obtain the goals of the organisation, but first to obtain the goals of the individual within the organisation after which the first will follow. Against this background mentoring has been used successfully to develop high potential managers to build a diverse organisation and to foster the management of change. The study aimed to highlight not merely the many benefits to be gained from successfully implemented mentoring programmes, but also the many complexities inherent to the process. In the final analyses, mentoring programmes can only add value if the process and underlying critical success factors are understood. It is hoped that this research will result in more mentoring programmes being implemented across a broader spectrum of employees in order to create a sustainable and competitive advantage through the retention of knowledge and increased competencies of employees. The cost of such programmes is relatively low compared to their value if implemented correctly and may well hold the key to unlocking a wealth of talent.
AFRIKAANSE OPSOMMING: Die implementering van Regstellende Aksie Programme in Suid Afrika het bestuursontwikkeling op die voorgrond geplaas met die toenemende besef dat daar geen maklike oplossing voor is nie. Ten einde 'n substansiële bydrae tot die gebied van bestuursontwikkeling te maak sal bestuur nie alleenlik die doelwitte van die organisasie moet nastreef nie, maar ten eerste die doelwitte van die individue binne die organisasie moet nastreef waarna die eerste vanself sal volg. Teen hierdie agtergrond is mentorskapprogramme al suksesvol gebruik om potensiële bestuurders te ontwikkel, om diverse organisasies te bou en om die bestuur van verandering suksesvol te fasiliteer. Die werkstuk sal nie alleenlik die voordele van suksesvol geïmplimenteerde mentorskapprogramme uitlig nie, maar ook die komplekse aard daarvan onderstreep. Mentorskapprogramme kan slegs waarde toevoeg indien die proses en onderliggende kritiese suksesfaktore verstaan word. Die doel van die werkstuk is om mentorskapprogramme as bestuursontwikkelingstrategie te bevorder en sodoende 'n breër spektrum van werknemers te bereik ten einde volhoubare kompeterende voordeel te bewerkstellig.
