Full text
Abstract:
Abstract The salt print is an important part of photography, both in its historic value and in the tonal range it can provide. This tonal range is greater than any other photographic printing process available to date attributed to the inherent masking ability of the metallic silver. However the intrinsic production problems have made it a 'forgotten' process. There are five key problems. 1. The difficulties in achieving the potential extensive tonal range. 2. The varying colour of the print. 3. Staining that appears in the print, during and after processing. 4. Instability and longevity of the salt print. 5. Contradictory and inaccurate information in material published on the salt print. Although the emphasis of the research is on exploring and controlling the colour and tonal range, the staining problems and stability of the print are also addressed. The materials used for contact negatives today vary in both capture and output, from analogue film processed in the traditional wet darkroom to a variety of transparent film printed from digital files. Inadequate density and tonal range can affect all types of negatives. To provide sufficient exposure time for the salt prints extended tonal range adjustments to the negative were necessary. These long exposures then converted sufficient silver salts to the image making metallic silver, utilising the intrinsic self-masking process. Ultimately this research has uncovered ways to control colour and tonal range and certain aesthetic qualities of the salt print, while simultaneously resolving some of the conflicts in published information. Accurate and consistent methods of processing eliminate staining, providing some stability to the print. The activities and steps carried out to make a salt print are manual; precise duplication is therefore almost unattainable. Nevertheless, although tests on a densitometer may display numeric differences, visual differences are barely noticeable.

Abstract:
Digitalization is hitting the energy industry by empowering energy producers and retailers, butmore importantly it’s empowering the end customers and the energy producers and retailers areno longer in possession of all power. Due to digitalization, energy networks are beingmodernized and new emerging technologies called smart grids and smart meters have beenintroduced. Smart grids can automatically monitor energy flows and adjust to changes in energysupply and demand. Smart meters on the other hand empowers the consumers to adapt theirenergy usage in both time and volume to different energy prices throughout the day by costcuttingtheir energy. With empowered and conscious end-customers, electricity retailers will have to compete in newways or risk losing their business. There is a risk that the majority of the over 100 electricityretailers in Sweden will be wiped out with time if data and information is not leveraged to theend-customers. This is potentially also threatening the business of TSU as well as othercompanies providing IT solutions to the energy market. For long Tieto Smart Utility (TSU) has offered IT services for both electricity retailers anddistributors across the Nordics. In relation to recently developed solutions as well as theopportunities and challenges created by digitalization and disruptive technologies such as smartmeters, the Nordic countries are in the forefront. Hence, TSU sees a potential in increasing itspresence in Western Europe to provide services to the retailers and distributors. However, inorder to expand to Western European countries TSU seeks to have a greater marketunderstanding of the different markets, in terms of for example market size, market structure, regulations. The problem is to have a structured and comprehensive way to increase marketunderstanding when assessing new West European energy markets due to the major differencesin each country. This thesis therefore aims to develop a framework which enables IT solution providers toconduct a market opportunity analysis in order to increase market awareness and assess theopportunities and potential in Western European markets, influenced by the smart-meter roll outand thus facilitate strategic decisions.A framework has been developed on the foundation on existing frameworks and applied onTSU by conducting a case study on a market opportunity assessment tool for energy IT solutionproviders. The framework consists of three levels of analysis; European-, Country- andCustomer Level which intends to identify market opportunities and potential. This thesis provides a framework for companies who wants to assess market opportunities andfacilitates strategic decisions regarding the potential of entering the markets. The findings of thisthesis has shown that the market opportunities for TSU are the greatest in Germany especiallydue to the market magnitude as well as the status for the smart meter roll-out. Furthermore, since IT solution providers usually offers many different services and solutions, the findings canbe used in a larger extent in order to asses the potential depending on type service and solution.

Abstract:
Multi functional health monitoring wearable devices are quite prominent these days. Usually these devices are battery-operated and consequently are limited by their battery life (from few hours to a few weeks depending on the application). Of late, it was realized that these devices, which are currently being operated at fixed voltage and frequency, are capable of operating at multiple voltages and frequencies. By switching these voltages and frequencies to lower values based upon power requirements, these devices can achieve tremendous benefits in the form of energy savings. Dynamic Voltage and Frequency Scaling (DVFS) techniques have proven to be handy in this situation for an efficient trade-off between energy and timely behavior. Within imec, wearable devices make use of the indigenously developed MUSEIC v2 (Multi Sensor Integrated circuit version 2.0). This system is optimized for efficient and accurate collection, processing, and transfer of data from multiple (health) sensors. MUSEIC v2 has limited means in controlling the voltage and frequency dynamically. In this thesis we explore how traditional DVFS techniques can be applied to the MUSEIC v2. Experiments were conducted to find out the optimum power modes to efficiently operate and also to scale up-down the supply voltage and frequency. Considering the overhead caused when switching voltage and frequency, transition analysis was also done. Real-time and non real-time benchmarks were implemented based on these techniques and their performance results were obtained and analyzed. In this process, several state of the art scheduling algorithms and scaling techniques were reviewed in identifying a suitable technique. Using our proposed scaling technique implementation, we have achieved 86.95% power reduction in average, in contrast to the conventional way of the MUSEIC v2 chip’s processor operating at a fixed voltage and frequency. Techniques that include light sleep and deep sleep mode were also studied and implemented, which tested the system’s capability in accommodating Dynamic Power Management (DPM) techniques that can achieve greater benefits. A novel approach for implementing the deep sleep mechanism was also proposed and found that it can obtain up to 71.54% power savings, when compared to a traditional way of executing deep sleep mode.

The All-Out Defense education textbooks currently used by senior high schools (or vocational high schools) are mostly textbooks of intellectual content (such as: cross-strait relations, international situations, national defense technology and national defense policy, etc.). If the traditional one-way teaching method is adopted to give lessons, it can easily make students feel that the course is rigid and lose interests. This study transforms the more rigid All-Out Defense education curriculum into a themed board game, which allows students to learn national defense knowledge and improve national security awareness during the game. In order to achieve the research goal, based on the ADDIE model, this study goes through the five stages of analysis, design, development, construction and evaluation to analyze the content of the teach-ing materials, the learning environment and other issues, and develop the "South Chi-na Sea Contention" board game and related assessments regarding the teaching plans for the "South China Sea Issues" as specified in the Sections of “International Situa-tions” from the All-Out Defense education textbooks. As the National Defense board game and course supplements are incorporated in the course, students can be more interested in learning through discussions, interactions and other student-centered teaching methods. The participants of this study are the first-year students from the Data Processing Section of the Kaohsiung Municipal Sanmin Home Economics & Commerce Voca-tional High School. 33 people in the Ziyiqin class are in the control group, where the traditional one-way teaching method is used to teach the class, while the other 33 people in the Ziyihe class are in the experimental group, where interactive teaching methods for flipped education are used to teach the class. The total number of two classes is 66, and the relevant assessment on the teaching effectiveness is evaluated after different teaching methods are implemented for 3 weeks. The results show that after the experimental group uses the National Defense board teaching aids, the ex-perimental group is higher than the control group in terms of the five aspects, includ-ing: learning motivation, teaching quality, learning environment, learning effectiveness of national defense expertise and national defense awareness. The research results verify that compared with students who are taught under the traditional one-way teaching method, students perform better in terms of their learning outcomes and sat-isfaction after they participate in the national defense board game. It is hoped that the revolutionary education model proposed by this study will provide a valuable refer-ence for senior high school (vocational high school) instructors and teachers that will teach national defense knowledge in the future.

Main purpose of research is to set up 5P model. The 5P model is a model includes five stages such as preparation, promotion, process, purpose, prosperity. Five stages have 16 important factors inside. To analyze different factors above, research started with 202 employees from developing countries and developed countries. After finishing 202 surveys of questionnaire 1 named ―which level is your company standing‖, we discovered 152 candidates are working in the companies with same level. These candidates will be invited to do the second questionnaire named ―Company needs 5P to move up‖ again. By doing an independence T test of 107 answers from 152 employees, the largest difference between two groups was occurred by strength factor in promotion stage. All of factors in 5P excluding examination in process stage made the significant difference between two groups. The more difference between two groups is higher in-group 1 than group 2. Activity in process stage is most important factor for group 1; strategy in prospective stage is most important factor for group 2. Employees of group 1 chose time in preparation, strength in promotion, activity in process, product in purpose, strategy in prospective stage is most important factor. Employees of group 2 chose employee in preparation, competitive in promotion, activity in process, service in purpose, and strategy in prospective stage is most important factor. Beside the main methodology (T test), research did the frequency test to show a general view of scores answer for two questionnaire surveys. Questionnaire 1 showed the number of employees working in each level. A large number of employees are working in companies using Ecommerce. All of answers in questionnaire 2 are higher than slightly scale. Almost employees of group 1 chose strongly and neutral scale and employees of group 2 chose neutral and slightly scale for their answer. By setting up and analyzing 5P Model, companies will find out the factors need to be innovated for its system. Therefore, research showed that employee of group 1 has different choices with employees of group 2 for innovative factors.

Santos, Ângelo Emanuel Neves dos. "Design and simulation of a smart bottle with fill-level sensing based on oxide TFT technology." Master's thesis, 2016. http://hdl.handle.net/10362/19593.

Abstract:
Packaging is an important element responsible for brand growth and one of the main rea-sons for producers to gain competitive advantages through technological innovation. In this re-gard, the aim of this work is to design a fully autonomous electronic system for a smart bottle packaging, being integrated in a European project named ROLL-OUT. The desired application for the smart bottle is to act as a fill-level sensor system in order to determine the liquid content level that exists inside an opaque bottle, so the consumer can exactly know the remaining quantity of the product inside. An in-house amorphous indium–gallium–zinc oxide thin-film transistor (a-IGZO TFT) model, previously developed, was used for circuit designing purposes. This model was based in an artificial neural network (ANN) equivalent circuit approach. Taking into account that only n-type oxide TFTs were used, plenty of electronic building-blocks have been designed: clock generator, non-overlapping phase generator, a capacitance-to-voltage converter and a comparator. As it was demonstrated by electrical simulations, it has been achieved good functionality for each block, having a final system with a power dissipation of 2.3 mW (VDD=10 V) not considering the clock generator. Four printed circuit boards (PCBs) have been also designed in order to help in the testing phase. Mask layouts were already designed and are currently in fabrication, foreseeing a suc-cessful circuit fabrication, and a major step towards the design and integration of complex trans-ducer systems using oxide TFTs technology.

Rosa, Michel Fernandes da. "Os Atingidos de Belo Monte: experiências de sofrimento e agravos à saúde no contexto de um megaprojeto hidroelétrico na Amazônia brasileira." Doctoral thesis, 2016. http://hdl.handle.net/10316/31193.

Abstract:
~This thesis consists of a sociological study from the case of Belo Monte Hydroelectric Power Plant, under construction in the State of Pará, in the Brazilian Amazon. The aim of this study was to dedicate a look at the issue of health from the perspective of the people affected by hydroelectric megaproject. The work begins with a presentation of the history of the Xingu River dam projects in the mid-1970s From the first studies of the watershed of the Xingu to the early work of Belo Monte it took about thirty years and during this period, many controversies and disputes involving the populations concerned, politicians, intellectuals, artists, scientists, activists and social movements. It is also discussed in this thesis the Brazilian model of economic development, to understand how is the option for the construction of large infrastructure projects, such as the case of Belo Monte. From this first approach to megaproject, then I give emphasis to the perspective of populations affected by Belo Monte. Therefore, it was necessary, firstly, to know the universe of affected populations, composed of urban, rural populations, coastal communities and indigenous people. Through the empirical work done in Brasilia / DF and Altamira / PA, it was possible to know and recognize the diversity of these populations and thus identify some important issues that were not subject to discussion with the government and the entrepreneur. It's what Boaventura de Sousa Santos (2006) calls invisibilities. Using the theoretical framework of South epistemologies (Santos, 2002) allowed the recognition of these invisibilities, allowed to see how changes in the environment and ways of life of the populations affected by Belo Monte affect the health and quality of life of that people. It is from this lens that is dedicated to looking at the health of the populations, and the questioning of this issue is carried out in this thesis having as protagonists the affected populations themselves. Thus it was identified as one of the relevant issues arising from the construction of the Belo Monte Hydroelectric Plant the relationship between the suffering experienced by the affected populations and the emergence of health problems. The diffuse suffering is a concept developed by Valla (2001) which will be discussed in this thesis since it is found as a result of Belo Monte. This is because it was not planned or discussed as a possibility, or the Environmental Impact Study (EIA), or in their respective Environmental Impact Report (RIMA). It was also not perceived as a worthy position of attention by the supervisory body responsible for the design of the licenses that allowed Belo Monte is built, the Ibama. Also, the relationship between suffering and health problems of the affected population was not the target of public policies in the field of public health. Thus, this work aims to contribute to the discussion on the health of populations affected by Belo Monte mega-project, from the recognition of the people affected as having relevant knowledge.

Abstract:
The issues of setting goals, planning and forming a system of indicators of the effectiveness and efficiency of the penal system are considered. The criteria for determining the goals-tasks that are adequate to the public goals of the system are justified. Quantitative indicators corresponding to the criteria were developed, based on the contribution of the criminal justice System to reducing the socio-economic losses of society from recidivism. The contribution of the system is determined by changes in the criminal potential of convicted persons during the period of serving a sentence under a court sentence. Criminal potentials are estimated by predictive values of the aggregate of three groups of characteristics of the criminal potential of convicts, determined by the stages of the cycle of recidivism. The practical results of the use of sound methods and developed tools are based on the use of a significant amount of empirical data on the institutions of the criminal justice system and its systematic expert and statistical analysis. The monograph is a generalization and development of the works carried out by the authors during 2012-2017 in the process of preparing masters of Management for the penal system. It is intended for managers and specialists of the bodies and institutions of the Criminal Justice System, researchers, teachers of higher educational institutions who train specialists for law enforcement agencies.

Hintz, Lisel. Identity Politics Inside Out. Oxford University Press, 2018. http://dx.doi.org/10.1093/oso/9780190655976.001.0001.

Full text
Abstract:
Teasing out the complex link between identity politics and foreign policy, this book turns the concept of identity politics as traditionally used in IR scholarship inside out. Rather than treating national identity as a cause or consequence of a state’s foreign policy, it rethinks foreign policy as an arena, alternative to domestic politics, in which contestation among competing proposals for national identity takes place. It argues that elites choose to take their contestation “outside” when their identity gambits are blocked at the domestic level by supporters of competing proposals, theorizing when and how internal identity politics becomes externalized. Turkey offers an ideal empirical window onto these dynamics because of dramatic challenges to understandings of Turkishness and because its identity is implicated in multiple international roles, such as NATO ally, EU candidate, and OIC member. Using intertextual analysis, the book extracts competing proposals for Turkey’s identity from a wide array of pop culture and social media sources, interviews, surveys, and archives. It then employs process tracing to demonstrate how elites sharing an Ottoman Islamist understanding of identity counterintuitively used an EU-oriented foreign policy to challenge the institutional grip of pro-Western, secular Republican Nationalism back home, thus clearing the way for an increased presence of Islam domestically and a renewed role in the Middle East. The framework developed closes the identity-foreign policy circle, analytically linking the “inside-out” spillover of national identity debates in foreign policy with changes in the contours of these debates produced by their contestation abroad.

Abstract:
This chapter outlines how the term “out-of-the-body experience” emerged in spiritualist and parapsychological literature. As is shown, “psychical researchers” such as Frederic W. Myers and William James made a significant contribution. The chapter also deals with the “filter” theory or “transmission” theory, i.e., the idea of the brain as a means for the inhibition of consciousness. This theory, as is shown, has been developed in close interaction with phenomena “near death”—in particular, the “panoramic life review.” The filter theory, discussed in subsequent chapters 2.6. and 2.7, too, is still favored by many recent protagonists of near-death experiences (e.g., Moody). Finally, the chapter turns to the increase of autoscopic out-of-body experiences, discussed as a phenomenon attesting a changing relationship of the disembodied consciousness toward its own body.

Abstract:
Herder developed a very powerful and influential philosophy of mind. He was the source of Hegel’s famous threefold distinction between subjective, objective, and absolute mind (or Geist). Concerning the fundamental mind–body question he wavered between neutral monism and materialism, but developed a theory that has marked advantages over rival theories such as dualism, mind–brain identity, and behaviorism. Accordingly, he also developed a naturalized reconception of immortality. He also worked out an important theory of the unity of the mind’s faculties. In addition, he argued both that minds are fundamentally social and that they nonetheless include individuality. And finally, he developed a rich and original theory of the unconscious. These positions are not only of great intrinsic value, but also exercised a powerful influence on successors such as Hegel, Schleiermacher, and Nietzsche.

Abstract:
AbstractThe FENIX project has started to develop future business models for the efficient recovery of secondary resources. It would not be enough just to improve business models based on traditional linear approaches. Rather, new approaches must be developed with a particular focus on environmental and climate changes. Electronic scrap is no longer scrap, but must be seen as valuable material. Using the mobile phone as an example, FENIX has developed technologies to get recyclable materials out of scrapped mobile phones and to process them into new materials and final products. The developed technological approaches are not limited to mobile phones, but can be used for all types of electronic waste. FENIX has only focused on the logistic chain from the dismantling of the cell phones to the manufacturing of new materials and products (recycling chain). This, of course, involves a lot of effort in dismantling the e-waste, as the recycling process was not yet considered when developing the products currently on the market. Such eco-design approaches would certainly reduce the disassembly effort in the future. FENIX business models should not only be based on economic success but also consider ecological effects at the same time. Therefore, an accompanying Life Cycle Performance Assessment (LCPA) has been carried out to prove the advantages of the developed business models. From the interim assessment, recommendations for further technical development directions were repeatedly given to achieve the best possible economic and ecological solutions.

Abstract:
The restaurant in its modern form was an important addition to the nineteenth-century urban landscape. It epitomized the new forms of metropolitan culture. The restaurant is explored here through the way in which it developed forms of commercial hospitality, which were in turn, integral to the discourses of the West End. Pleasure districts function partly through a discourse of hospitality which makes them inviting. Eating out was never just about the consumption of food; it was about the facilitation of forms of social interaction. The chapter looks at elite restaurants such as Romano’s on the Strand, which were crucial to the nightlife of the rich. It then looks at the way the West End developed food for the masses by delving into two business empires. First, it studies the world of Lyons catering, which established a hugely successful franchise of tea shops, starting in the West End. It then looks at the world of the Gattis, who owned cafeterias, music halls, and theatres. The Gatti’s restaurant on the Strand was a major West End venue which attracted middle-class diners in an opulent setting but with affordable prices.

This chapter traces the emergence of recreational camping during the summers of 1869 and 1870. During this “rush,” thousands of campers first headed out from America's northeastern cities to the wilder areas of central New York's Adirondack Mountains. At the forefront of this multitude was an unexpected leader, William H. H. Murray, a well-known Congregationalist minister. Murray served in a succession of increasingly prosperous and prestigious churches in Connecticut and Massachusetts between 1864 and 1878. During these years, Murray developed a reputation as a church leader, a public defender of temperance, and an eloquent, engaging speaker. At the same time, however, Murray became notorious for his outdoor sporting activities, which were met with resistance at each of his new churches.

Full text
Abstract:
R-22 (also known as HCFC-22) is one of the most widely used refrigerants in U.S. Army air-conditioning and refrigeration (AC&R) systems since the phase-out of R-12 refrigerant in 1995. The need to phase out R-22 is attributed to its global warming potential and high ozone-depleting capability. The U.S. Army has tens of thousands of aging AC&R systems that will remain dependent on R-22, or one of the recently developed substitutes for R-22, until they reach the end of their operational life. This project conducted a survey to understand the current R-22 usage and types of R-22 AC&R equipment that are in use across U.S. Army Installation Management Command (IMCOM) installations. This study describes several methods to remove or retrofit R-22 from typical AC&R equipment and implementation strategies to meet the stated goal of eliminating R-22 from IMCOM installations. The scope of this project included the review of BUILDER SMS data for IMCOM installations, which included data on 13,000 pieces of comfort cooling equipment for 31 installations. The report also provides an analysis of several R-22 alternatives and their physical properties and compatibility. Mission critical tactical cooling that uses R-22 refrigerant was not within the scope of this project.

This work aims to understand the processes that have taken part in the deformation, both on a small and large scale, of metamorphic materials in Valdemorillo area, located in the west of the Community of Madrid and within the Spanish Central System. The objective is to understand the kinematic evolution and the specific mechanical behaviour of igneous-metamorphic materials from the area, deformed by certain efforts developed throughout the Hercynian Orogeny. Therefore, a structural analysis has been carried out throughout a geological mapping scaled 1: 25000 and the analysis of various petrographic studies by microscope. Thus, a total of 5 different deformations have been identified, which have allowed us to better understand the reconstruction of the processes generated in these materials and that we see today.

Abstract:
This document presents the deliverable D8.1 – the Data Management Plan (DMP) of work package 8 of the prodPhD project. It aims to present the plan for the management, generation, collection, security, preservation and sharing of data generated through the prodPhD project. The DMP is a key element for organizing the project’s data. It provides an analysis of the data, which will be collected, processed and published by the prodPhD consortium. The project embraces the initiatives of the European Commission to promote the open access to research data, aiming to improve and maximize access to and reuse of research data generated by Horizon 2020 projects. In this sense prodPhD will adhere to the Open Research Data Pilot (ORD Pilot) fostered by the European Commission, and this DMP will be developed following the standards of data storage, access and management. This plan will detail what data will be generated through the project, whether and how it will be made accessible for the verification and reuse and how it will be curated and preserved. In this context, the term data applies to the information generated during the different experimental campaigns carried out in the project, and specifically to the data, including associated metadata, to be used to validate the computational models and the technical solutions to be developed in the project. This document is the first version of the DMP and may be updated throughout the project, if significant changes (new data, changes in consortium policies, changes in consortium composition, etc.) arise.

Quail, Stephanie, and Sarah Coysh. Inside Out: A Curriculum for Making Grant Outputs into OER. York University Libraries, October 2020. http://dx.doi.org/10.25071/10315/38016.

Full text
Abstract:
Catalyzed by the passing of the York University Open Access Policy last year, a recognition has been growing at York University, like most other institutions, about the value of Open Educational Resources (OER) and more broadly, open education. This heightened awareness led to the formation of a campus-wide Open Education Working Group in January 2020. The group advocated that faculty members who receive internal funding for teaching innovation projects through York’s Academic Innovation Fund (AIF) should include a Creative Commons license on their grant outputs to facilitate the re-use, and potentially re-mixing, of the content by educators inside and outside of York University. A copy and/or link to their grant output would also be deposited into York’s institutional repository, YorkSpace. To support the 71 funded projects in achieving these lofty goals, an open education and open licensing curriculum was developed by two of the librarian members of the Open Education Working Group. This session describes how the librarians created the training program and participants will leave the session better understanding: How to develop learning modules for adult learners and apply these best practices when teaching faculty online (synchronously & asynchronously); How to access York’s open education training program and learn how they can remix the content for their own institution’s training purposes; The common types of questions and misconceptions that arise when teaching an open education and Creative Commons licensing program for faculty. Originally the program was conceived as an in-person workshop series; however, with the COVID-19 campus closure, it was redesigned into a four module synchronous and asynchronous educational program delivered via Moodle, H5P and Zoom. Modeled after the SUNY OER Community Course and materials from Abbey Elder’s OER Starter Kit, the program gave grant recipients a grounding in open educational resources, searching open course material repositories, copyright/Creative Commons licensing, and content deposit in York’s institutional repository, including OER metadata creation and accessibility considerations. The librarians modeled best practices in the use and creation of Creative Commons licensed resources throughout the program. Qualitative feedback was gathered at the end of each module in both the synchronous and asynchronous offerings of the program and will be shared with participants. The presenters will also discuss lessons learned, next steps, and some of the challenges they encountered. https://youtu.be/n6dT8UNLtJo

Inspired by a commitment that every child has the right to quality education, a growing global drive for inclusive education promotes an education system where children with disabilities receive an appropriate and high-quality education that is delivered alongside their peers. The global commitment to inclusive education is captured in the Sustainable Development Goal 4—ensuring inclusive and equitable education and promoting lifelong learning opportunities for all. This paper explores inclusive education for children with disabilities in Mongolia’s mainstream education system, based on a 2019 survey of more than 5,000 households; interviews with teachers, school administrators, education ministry officials, and social workers; and visits to schools and kindergartens in four provinces and one district of the capital city. Mongolia has developed a strong legal and policy framework for inclusive education aligned with international best practice, but implementation and capacity are lagging. This is illustrated using four indicators of inclusive education: inclusive culture, inclusive policies, inclusive practices, and inclusive physical environments. The conclusion presents a matrix of recommendations for government and education sector development partners.

Abstract:
Site MLESYS (Multilevel education system) - multilevel educational Internet-system for the teachers (heads of scientific and educational groups) and the students (participants of groups) which allows teachers to create remote groups and also to form the storehouse of materials on their disciplines (lectures, manuals, presentations, tasks for independent work, etc.) with an opportunity of access to corresponding kinds of these materials by means of special links. Site MLESYS is developed on platform WordPress and on hosting Hostland. Site MLESYS allows: 1) for teachers: to create educational and scientific groups for remote communication of the participants of educational process, to include students in these groups; to place all necessary materials for the group (manuals, lectures, presentations, etc.); to form the storehouse of materials on each discipline (tests, tasks, cases, etc.), access to these materials can be carried out only by means of the link to the specific page; to communicate with participants of the group; 2) for the students: on condition of inclusion into remote group to have an opportunity to enter the group, to open and download the materials placed by the teacher; to get access to the materials by means of links (publications, tests, tasks, cases, etc.) of the corresponding teacher of a discipline from the storehouse of materials; to communicate with the teacher and participants of the group.

Abstract:
This paper describes the work carried out by the Inter-American Development Bank, the IDB Lab, LACChain, Cambridge Quantum Computing (CQC), and Tecnológico de Monterrey to identify and eliminate quantum threats in blockchain networks. The advent of quantum computing threatens internet protocols and blockchain networks because they utilize non-quantum resistant cryptographic algorithms. When quantum computers become robust enough to run Shor's algorithm on a large scale, the most used asymmetric algorithms, utilized for digital signatures and message encryption, such as RSA, (EC)DSA, and (EC)DH, will be no longer secure. Quantum computers will be able to break them within a short period of time. Similarly, Grover's algorithm concedes a quadratic advantage for mining blocks in certain consensus protocols such as proof of work. Today, there are hundreds of billions of dollars denominated in cryptocurrencies that rely on blockchain ledgers as well as the thousands of blockchain-based applications storing value in blockchain networks. Cryptocurrencies and blockchain-based applications require solutions that guarantee quantum resistance in order to preserve the integrity of data and assets in their public and immutable ledgers. We have designed and developed a layer-two solution to secure the exchange of information between blockchain nodes over the internet and introduced a second signature in transactions using post-quantum keys. Our versatile solution can be applied to any blockchain network. In our implementation, quantum entropy was provided via the IronBridge Platform from CQC and we used LACChain Besu as the blockchain network.

Abstract:
This report presents the findings of the first phase of an evaluation of IDB Lab, which until 2018 was known as the Multilateral Investment Fund (MIF). The mandate for this independent evaluation stems from the second capital replenishment of the MIF (MIF III), which was approved by MIF Donors in April 2017 and became effective in March 2019. The Agreement Establishing the MIF III lays out the expected functions of the Fund and establishes that, any time after the first anniversary of the MIF III, IDB's Office of Evaluation and Oversight (OVE) is to conduct an independent evaluation to: i. Review MIF results in light of the purpose and functions of the MIF III Agreement; ii. Assess MIF operations for relevance, effectiveness, efficiency, innovation, sustainability, and additionality; iii. Determine to what extent progress has been made on implementing the approved recommendations of OVE's 2013 evaluation of the MIF. Donors requested that OVE deliver an evaluation of IDB Lab in 2021 to inform discussions about the Lab's future and funding model. As a result, OVE included this evaluation in its 2020/2021 work program and developed an Approach Paper (Annex V) issued in October 2020. OVE is conducting the evaluation in two overlapping phases. The first phase, conducted from April 2020 to May 2021, evaluated the relevance of IDB Lab's mandate, strategic focus, and corporate setup. Its findings are presented in this report. A second phase of the evaluation, currently ongoing, evaluates IDB Lab operations. This is OVE's third independent corporate evaluation of the MIF requested by Donors.
