The object of research is the employee at the Regional VII BKN office. The research method is associative using primary data. The population of this study was 140 employees, the sample selection technique used in this study was a probability sampling technique with a cluster random sampling method obtained through the formula of Isaac and Michael as many as 100 employees. The analysis technique used is multiple linier regression analysis. The results showed tha 1) simultaneously competence, job placement and job satisfaction had a significant effect on employee performance at Regional Office VII BKN, 2) competence had a significant effect on employee performance at Regional Office VII BKN, 3) job pacement had a significant effect on employee performance. At Regional Office VII BKN 4) job satisfaction has a significant effect on employee performance at Regional Office VII BKN

Abstract:
This study aims to determine the basic application of the regional head office limitation model in Indonesia and how the implementation of the regional head office limitation in various countries. The research method used is normative juridical which uses primary and secondary legal materials and uses the statutory approach, the historical approach, and the comparative approach. The results showed that the underlines of application of the model for limiting the term of office of regional heads are the policy of legislators who equate the model of limiting the position of the head of state government based on Article 7 of the 1945 Constitution also several Constitutional Court decisions which further clarify the technical limitations of the term of office of regional heads. A comparison of the model for limiting the term of office of regional heads in several countries shows that each country applies a different model for limiting the term of office. However, the four countries have one thing in common, namely that the limitation on the term of office of regional heads is a different model from the limitations applied to the positions of heads of state governments. Ideally, the limitation of the term of office of regional heads is a matter that should be decentralized to the regions so that regional regions can determine their policy of limiting their term of office depending on the will of their constituents in the region which is regulated by local provisions.

Abstract:
Electronic office is all work related to office management which is done electronically with communication equipment and information systems. The purpose of this study was to analyze the application, benefits, and constraints and challenges of the electronic office at the Salatiga City Regional Secretariat. The method used is descriptive with a qualitative approach. Data collection techniques were carried out by means of observation, interviews, and also documentation studies. Data analysis activities are carried out through the stages of data condensation, data presentation, and drawing conclusions. The results show that the Salatiga City Regional Secretariat office has implemented the use of electronic office. In the process of implementing the electronic office, the initial steps and components as well as the planning stages of the electronic office are very important and needed to simplify the implementation process. There is also an electronic office that has different benefits according to each section in the Salatiga City Regional Secretariat office. However, there are also obstacles and obstacles that result in the process of implementing and using electronic office at the Salatiga City Regional Secretariat office not yet functioning and playing an optimal role. The implication of the application and use of the electronic office at the Salatiga City Regional Secretariat is to assist employees in completing work effectively and efficiently.

Considering the small population above, the researcher used the entire population as a sample, where this research is called census research. Thus, the sample in this study was 49 permanent employees at PT. Pegadaian (Persero) Regional Office I Medan. The data collection technique in this research is a questionnaire. The data analysis techniques used are the classical assumption test, path analysis, t test, and F test and determinant coefficients. Based on the results of research tests conducted, it shows that the financing variable has a positive and significant effect on employee performance, the motivation variable has a positive and significant effect on employee performance. The dependency variable has a positive and significant effect on job satisfaction. The motivation variable has a positive and insignificant effect on job satisfaction. Job satisfaction is unable to mediate between motivation and employee performance. Job satisfaction is able to mediate between compensation and employee performance.

This study aims to analyze the effect of work culture and employee performance on service quality at the NTB regional Bulog office. The type of research used is descriptive quantitative research. The population in this study were all employees of the NTB Regional Logistics Office and partners who collaborated with the NTB Regional Logistics Office. The number of samples used in this study were 51 employees and 51 partners. Data collection techniques used were interviews, documentation and distributing questionnaires containing questions about work culture, employee performance and service quality. The analytical tool used is multiple linear regression analysis. The results of data analysis show that; 1) Work culture has a positive and significant effect on the service quality of the NTB Regional Bulog Office, 2) Employee performance has a negative and significant effect on the service quality of the NTB Regional Bulog Office, 3) Work culture and employee performance together have a significant effect on the service quality of the Bulog Office West Nusa Tenggara Region.

A hypothesis that is in order following “Allegedly there is a significant positive effect of the spatial planning and the office of the chief of staff of the regional office of manpower Cirebon City” Of hypotheses it can be formulated hypothesis statistic i.e. H0 (hypothesis zero): rs count “of rs table, hence the formulation the problem is “there is no positive influence and significant between spatial planning of of office by the head of labor productivity of employees in the regional office of manpower cirebon city.” and Ha (alternative hypotheses ): rs count & gt; of rs table, hence the formulation the problem is “there are the influence of a positive and significant between spatial planning of of office by the head of labor productivity of employees in the regional office of manpower cirebon city”. In research results obtained that spatial planning office done by the head of the regional office of manpower the city of cirebon has is good enough but not optimal as is apparent from the success of spatial planning of the office that 53 % with a score of 412, total and labor productivity employees have good enough but still low as 53 % with a total score 412. The implementation of the spatial planning of the head of the office part by having influence that tightly against labor productivity employees in part of the regional office of manpower the city of cirebon regions with a value of rs count 0,876 and if in rs compare with table worth 0,464. Because rs count larger than rs table, there is the influence of a positive and significant between spatial planning of of office by the head of labor productivity of employees in the regional office ofmanpower of cirebon city .Thus H0 ( hypothesis zero ) were rejected and Ha (alternative hypotheses) accepted.

Abstract We explored how a geographic information system modeling approach could be used to quantify supporting ecosystem services related to the type, abundance, and distribution of landscape components. Specifically, we use the Integrated Valuation of Ecosystem Services and Tradeoffs model to quantify habitats that support amphibians and birds, floral resources that support pollinators, native-plant communities that support regional biodiversity, and above- and below-ground carbon stores in the Des Moines Lobe ecoregion of the U.S. We quantified services under two scenarios, one that represented the 2012 Des Moines Lobe landscape, and one that simulated the conversion to crop production of wetlands and surrounding uplands conserved under the USDA Agricultural Conservation Easement Program (ACEP). While ACEP easements only covered 0.35% of the ecoregion, preserved wetlands and grasslands provided for 19,020 ha of amphibian habitat, 21,462 ha of grassland-bird habitat, 18,798 ha of high-quality native wetland plants, and 27,882 ha of floral resources for pollinators. Additionally, ACEP protected lands stored 257,722 t of carbon that, if released, would result in costs in excess of 45-million USD. An integrated approach using results from a GIS-based model in combination with process-based model quantifications will facilitate more informed decisions related to ecosystem service tradeoffs.

ENGLISH ABSTRACT: The purpose of this thesis is to determine the perceptions and expectations of employees at regional offices about the service delivered to them by central head office. A further objective is to establish what employees at regional offices expect from head office, attempting thereby to establish the current position of the head office (perceived image) in relation to their expectations (ideal image). The method of data collection is quantitative with a survey design technique in the form of questionnaires to be completed by all employees at regional offices in order to assess their perceptions and expectations. The basis of the theoretical and legislative framework of this research is service delivery. It is within the context of service delivery that internal customer service within the organisation, in particular, is conferred. The legislative framework is also dedicated to Batho Pele and the eight principles to highlight public service delivery. These principles should equally be applied when it comes to internal customer service. The main findings from this study are that employees and the four regional offices per se have different perceptions and expectations about the internal service delivered by central head office. This must be taken cognisance of because perceptions can be the core element of most organisational behaviour and the expectations that employees hold is important for the morale and effectiveness of organisations. The following objectives were achieved: A review of the policies, documents and annual reports to determine to what extent the central head office delivers an internal service to the regional offices. An evaluation as to how internal service delivery is being perceived. An evaluation of the ideal central head office. Established the shortcomings of the current internal service being delivered. It is also recommended that future research can be to ascertain how those negative feelings impacts on job satisfaction and commitment to the organisation and how it affects employee turnover.
AFRIKAANSE OPSOMMING: Die doel van hierdie tesis is om die persepsies en verwagtinge van werknemers by die streekkantore, oor die diens wat aan hulle verskaf deur sentrale hoofkantoor, te bepaal. 'n Verdere doel is om vas te stel wat werknemers by die streekkantore verwag van hoofkantoor. Sodoende probeer om vas te stel wat die huidige stand van die hoofkantoor (waargenome beeld) in verhouding tot hul (werknemers) verwagtinge (ideaal beeld) is. Die metode van data-insameling is kwantitatief met 'n opname ontwerp in die vorm van vraelyste. Hierdie vraelyste sal deur alle werknemers by die streekkantore voltooi word, om hul persepsies en verwagtinge te assesseer. Die basis van die teoretiese en die wetgewende raamwerk van hierdie navorsing is dienslewering. Dit is binne die konteks van dienslewering wat interne kliënte diens binne die organisasie, in die besonder, toegeken word. Die wetgewende raamwerk is ook toegewyd aan die agt beginsels van Batho Pele en dus openbare dienslewering te versterk. Hierdie beginsels moet ook toegepas word wanneer dit kom by die interne kliënte diens. Die belangrikste bevindings van hierdie studie is dat die werknemers en die vier streekkantore as sulks het verskillende persepsies en verwagtinge oor die interne diens gelewer deur die sentrale hoofkantoor. Dit moet kennis geneem word want persepsies kan die kern element van meeste organisatoriese gedrag wees en die verwagtinge wat werknemers hou is belangrik vir die moraal en doeltreffendheid van organisasies. Die volgende doelwitte was bereik: „n Hersiening van die beleid, dokumente en die jaarlikse verslae om te bepaal tot watter mate die sentrale hoofkantoor „n interne diens aan die streekkantore lewer. „n Evaluering oor hoe interne dienslewering waargeneem word. „n Evaluering van die ideale sentrale hoofkantoor. Die tekortkominge van die huidige interne diens wat gelewer word is vasgestel. Dit word aanbeveel dat toekomstige navorsing toegewy word om vas te stel hoe negatiewe gevoelens impak op werkstevredenheid en verbintenis tot die organisasie en ook hoe dit werknemer omset beïnvloed.

Abstract:
This study presents an examination of office development in the regional city in the period 1960-1987. The economics and structure of the development industry are analysed and related to an examination of the property markets of Leicester, Nottingham and Northampton. Information was obtained from observation surveys, unpublished material (planning records), questionnaire surveys covering estate agents, development interests and investors in office property and a postal questionnaire to property development companies. Many office buildings constructed in regional cities are developed by highly centralized development companies. The relationship between this type of company and the space-economy forms a central component of this study. The organizational and structural constraints which restrict property companies' search strategies to specific locations and types of property are identified. A detailed examination is undertaken of the information sources development companies use to identify individual sites. The structure of the site identification process is identified and analysed in the context of the overall structure of the development industry. Two classifications of development companies are examined and criticized for their failure to consider the role of space. The development process must be considered as a key spatial process since it provides the link between the economy and the land surface. A new classification of developers is formulated which explicitly accounts for differences in the spatial extent of their activities. This classification is used to analyse the development decision making process and a modified version is used in the case studies. The examination of the structure of relations between the interests involved in the property development process is an important component of this study. Previous research has failed to consider the relationship between the four capitals involved in the development process. A series of development intermediaries are identified which mediate between these capitals and the space-economy. It is argued that the actions of occupiers, property developers, investors, and development intermediaries are influenced, determined and often manipulated by the structure of the existing financial and property markets.

Abstract:
This thesis is an examination of the implementation of New Public Management into a Ministry of Education regional office over the period 1989-1996. An institutional analysis within a state theoretical framework is used to explore the shift from one logic of administrative action - Old Public Administration - to another - namely New Public Management. To be 'successful', a logic of administrative action has to ensure congruence between the apparatus of the state and the state's political project - in this case, neo-liberalism. Secondly, a logic of administrative action must also align actors within the state so that the 'right things' are done in the 'right way'. The Management Centre provides a case study revealing the uneven success in achieving both kinds of alignment. The relative strength and weaknesses of the logics of Old Public Administration and New Public Management and the eventual compromise in the form of the latter are explained by factors at the micro-level of the Management Centre, the meso-level of the public sector and the macro-level of the governance role of the state in education. It is suggested here that a compromise in the form of New Public Management was inevitable because of the nature of the state's governance role in education and because of the institutional characteristics of the shift to New Public Management. Through unpacking the 'black box' of the state this thesis explains how the neo-liberal objectives of the state were realised unevenly within parts of the state apparatus over the 1989-1996 period.

ENGLISH ABSTRACT: e-Governance refers to the utilisation of technology to improve on service delivery, sharing of information, client participation as well as to advance government through the transformation of its internal and external relationships (Shilubane, 2001:40).e-Governance further implies that government disseminates information and renders services to the public through “electronic means” (Manohar, Pulapa and Mellam, 2009:243). On the other hand, e-government is not entirely about electronic service delivery, but part of the continuous restructuring of government to ensure participation from its partners for improved efficacy and success. Therefore e-government is participatory in nature when implemented correctly. This study assesses and evaluates the current infrastructure and current e-initiatives of the South African Social Security Agency (SASSA) Regional Office Western Cape and the extent to which the agency and its customers are ready to adopt e-government. The e-Governance Road Map (ERM) developed by Ernst & Young India for the New Delhi government was used to guide the researcher to assess the level of e-readiness of the SASSA Regional Office Western Cape. The Information and Communication Technology manager and customer care manager of the SASSA Regional Office Western Cape were interviewed and the beneficiaries of SASSA were requested to participate in the completion of questionnaires. The study found that the customers of SASSA were not as interested in electronic services as in mobile services such as reminders and notifications through short message service (SMS). There are, however, several impediments at SASSA such as an adoption of e-government and m-government, low budget for information and communication technology (ICT) as well as to conduct research among a larger group of SASSA customers. The study mainly recommends that the SASSA Regional Office Western Cape conduct a research study on a larger scale than this research study and to determine the needs of customers in respect of e-services and m-services. Should the agency decide to conduct an e-readiness assessment, the National e-Government Plan (NeGP) of India could be a useful guideline for the implementation of e-governance. The research study strongly recommends that SASSA develops a capacity-building roadmap for the successful implementation of e-governance.

Aan die ander kant, e-regering het nie slegs betrekking tot elektroniese dienslewering nie, maar sluit ook in die deurlopende herstrukturering van die regering om deelname van sy vennote te verseker om doeltreffendheid en sukses te bewerkstellig. e-Regering word dus as deelnemend beskou wanneer dit korrek geïmplementeer word. Hierdie studie bepaal en evalueer die huidige infrastruktuur en e-inisiatiewe van die Suid Afrikaanse Agentskap vir Maatskaplike Sekerheid (SAAMS) Streekkantoor Wes-Kaap en die mate waarin die agentskap en sy kliënte gereed is om e-regering aan te neem. Die e-regering kaart wat ontwikkel is deur Ernst en Young Indië vir die Nieu-Delhi regering was gebruik as riglyn om die vlak van e-gereedheid van die SAAMS Streekkantoor Wes-Kaap te bepaal. Onderhoude was gevoer met die Inligting en Kommunikasie tegnologiebestuurder en die kliëntediensbestuurder van die SAAMS Streekkantoor Wes-Kaap en die begunstigdes van SAAMS was versoek om deel te neem in die voltooiing van vraelyste. Daar is egter verskeie hindernisse wat die aanvaarding van e-regering en m-regering bemoeilik soos byvoorbeeld 'n lae begroting vir inligting en kommunikasie tegnologie (IKT) asook om navorsing te doen onder 'n groter groep van SAAMS kliënte. Die studie beveel hoofsaaklik aan dat SAAMS Streekkantoor Wes-Kaap 'n navorsingsprojek doen op 'n groter skaal as hierdie navorsing en die behoeftes van kliënte ten opsigte van e-dienste en m-dienste te bepaal. Indien die agentskap besluit om 'n e-gereedheid assessering uit te voer, word die Nasionale e-Regering Plan (NeGP) van Indië aan beveel as 'n nuttige riglyn vir die implementering van e-regering. Die navorsing beveel sterk aan dat SAAMS 'n vermoë-opbouplan vir die suksesvolle implementering van e-regering ontwikkel.

AbstractThe determinants of residential, office and commercial rent are each analyzed by taking the 10 min walking distance area around Shibuya Station in Tokyo as the research target area. Conventional physical and quantitative factors such as distance from the nearest station, the width of the frontal road, age of the building, the number of floors, total floor area, contracted floor area, building structure etc. are included in the multiple-regression analysis as well as qualitative factors such as the visible area representing visibility on a main street and the integration value representing street network centrality—easy accessibility from other locations such as any intersection points—based on the space syntax measures (SS measures) used in the analysis by Jake Desyllas from University College of London. It is shown that both SS measures affect the rent for all the residential, office and commercial uses with the statistically significant level of 5%. It is quantitatively confirmed that the residential rent increases in a secluded location, and the office and commercial rent rise in a location with high street network centrality and good access, which would suggest that the SS measures are crucial important rent factors for residential, offices, and commercial uses in other places in Japan.

AbstractIn residential real estate market, agents have an incentive to steer their clients to their own listings or buyers rather than offering the best value transaction, which is derived from allowing dual agency and information asymmetry among buyers, sellers, and agents. We estimated the commission levels and sale prices of real estate brokers through a questionnaire survey and found that seven out of ten brokers are closing dual-agency deals and lowering sale prices. We could not find any effects of the number of employees, location of office, and major types of contract on dual agency.

AbstractThis chapter examines the Napoleonic subprefects who have been in office in the Netherlands and Northwest Germany. Within the prefectoral system, these sous-préfets were the highest officials at arrondissement (disctrict) level. Activities of subprefects, somewhat neglected by historians, give insight into how French tried to rally the locals, and how this affected the daily functioning of the Empire. Discussed are subprefects’ sociocultural backgrounds, imperial careers, and perception of Napoleonic governance. Subprefects had to balance national, local, and personal interest. Integration at district level was hard when the letter of the administrative legislation and the precise instructions from above were rigidly adhered to. Subprefects traveling the Empire linked events in the Netherlands and Northwest Germany to developments elsewhere, promoting integration into the Empire. Circulation patterns reflect different ideas on the required level of integration. It is argued that the figure of the subprefect was a potential ‘tool of integration’. That subprefects were close to the ground could contributed to the effectiveness of Napoleonic governance. But subprefects also coped with demanding prefects, and interference of other agents of the central state. Reversely, unwilling subprefects were in a position to hinder the integration process.

AbstractThe increase of land plots with unknown owners, namely, land plots whose owner’s name and address are not easily identifiable through repeated inheritance, etc., has emerged as a prominent social issue. The major reason for this phenomenon is the Civil Code that unconditionally allows the sharing of real estate by an unlimited number of co-owners, for one thing, and the registration system of real estate that does not require the true owner to register and thus does not show the real rights of real estate, for another. To reduce the increase of land plots with unknown owners as a proactive measure and to utilize them as a reactive measure, it is necessary to establish the one-owner principle with a ban of the sharing of real estate even through inheritance, to abolish fixed asset tax on buildings and houses, to require the new owner of real estate to register the right upon the transfer of ownership and for the registration office to make it public, to amend the Land Expropriation Act to facilitate the purchase of the land plots for public purpose without owner identification, to create an institutional arrangement that allows the will of the owner to be fictionally replaced, and to amend the Civil Code to allow the disposal of shared real estate by the majority of the co-owners.

The plan layout, the extreme cantilevers and other geometric constraints demanded materials and options that are flexible and provide the opportunity to be built and modified in ways not</p><p>typically seen. Structural steel framing (after many rounds of test fits and studies of post tensioned concrete and other precast ides) was chosen for its ability to be built and designed to meet the needs of the building in ways other materials could not.</p>

COVID-19 brought the public’s attention to the critical value of transportation and supply chain workers as lifelines to access food and other supplies. This report examines essential job skills required of the middle-skill workforce (workers with more than a high school degree, but less than a four-year college degree). Many of these middle-skill transportation and supply chain jobs are what the Federal Reserve Bank defines as “opportunity occupations” -- jobs that pay above median wages and can be accessible to those without a four-year college degree. This report lays out the complex landscape of selected technological disruptions of the supply chain to understand the new workforce needs of these middle-skill workers, followed by competencies identified by industry. With workplace social distancing policies, logistics organizations now rely heavily on data management and analysis for their operations. All rungs of employees, including warehouse workers and truck drivers, require digital skills to use mobile devices, sensors, and dashboards, among other applications. Workforce training requires a focus on data, problem solving, connectivity, and collaboration. Industry partners identified key workforce competencies required in digital literacy, data management, front/back office jobs, and in operations and maintenance. Education and training providers identified strategies to effectively develop workforce development programs. This report concludes with an exploration of the role of Institutes of Higher Education in delivering effective workforce education and training programs that reimagine how to frame programs to be customizable, easily accessible, and relevant.

The USDA Forest Service hosted a two-day drought adaptation workshop in Atlanta, Georgia in January 2017 to share state-of-science information on drought and climate effects in the region and to develop management response strategies. The workshop was attended by regional experts from the Forest Service Southern Region, Southern Research Station, and Office of Sustainability and Climate; the USDA Southeast Regional Climate Hub; and state and federal climate offices. They met to address challenges, cultivate opportunities, and develop and expand the collective understanding of the most effective management strategies to adapt to and mitigate the effects of drought in the region. In 1992, the Population Council established the Family Planning Operations Research and Training (FPORT) Program in the Philippines. It brought together program managers and regional researchers to identify problem areas that might benefit from operations research. From Western Visayas (Region VI), the City Population Office (CPO) of Iloilo City in collaboration with the Social Science Research Institute of the Central Philippine University, identified a problem concerning the poor performance of volunteer family planning (FP) workers and undertook to study it. The study focused on the Barangay Service Point Officers (BSPOs) who assist in the delivery of FP services under the supervision of the CPO, and Barangay Health Workers (BHWs) who concentrate on maternal and child care but have minimal involvement in FP and are supervised by the City Health Office. As this report states, the objective was to compare the FP activities and performance of the BSPOs and BHWs in Iloilo City and determine the factors that influence their performance.

The review covered the entire JTF portfolio of country and regional NRTCs completed between January 2006 and December 2012 - a total of 265 projects with US$96.7 million in disbursements from the JTF. These operations financed programs in 25 of the 26 countries of Latin America and the Caribbean via loan preparation grants (LPGs) or stand-alone grants (SAGs) in practically all areas of IDB's work. The majority of these projects were approved between 2005 and 2009.

The study is based on two kinds of information inputs. The first is a study of sixteen education statistics systems in a sample of sixteen countries and other entities in LAC. The second set of inputs is a series of consultancy studies. Included in the study is a discussion and analysis on the condition of education statistics in the LAC region, categories of education statistics and indicators, and lessons learned from other regions.
