Abstract:
Rheumatoid arthritis (RA) can be initiated and driven by immune responses to multiple antigenic epitopes including those in cartilage proteoglycan (PG, aggrecan) and type II collagen. RA is driven by T helper 1 (Th1) or Th17 pro-inflammatory T cell responses. LEAPS (Ligand Epitope Antigen Presentation System) DerG peptide conjugate vaccines were prepared using epitopes from PG that elicit immune responses in RA patients: epitope PG70 (DerG-PG70, also designated CEL-4000) and the citrullinated form of another epitope (PG275Cit). The LEAPS peptides were administered alone or together in Seppic ISA51vg adjuvant to mice with PG G1 domain-induced arthritis (GIA), a mouse model of RA. Each of these LEAPS peptides and the combination modulated the inflammatory response and stopped the progression of arthritis in the GIA mouse model. Despite having a therapeutic effect, the DerG-PG275Cit vaccine did not elicit significant antibody responses, whereas DerG-PG70 (alone or with DerG-PG275Cit) induced both therapy and antibodies. Spleen T cells from GIA mice, vaccinated with the DerG LEAPS peptides, preferentially produced anti-inflammatory (IL-4 and IL-10) rather than pro-inflammatory (IFN-γ or IL-17) cytokines in culture. Similarly, cytokines secreted by CD4+ cells of unvaccinated GIA mice, differentiated in vitro to Th2 cells and treated with either or both DerG vaccine peptides, exhibited an anti-inflammatory (IL-4, IL-10) profile. These results suggest that the two peptides elicit different therapeutic immune responses by the immunomodulation of disease-promoting pro-inflammatory responses and that the combination of the two LEAPS conjugates may provide broader epitope coverage and, in some cases, greater efficacy than either conjugate alone.

Abstract:
Addis Ababa University has established a notable record for scholarly production in a constantly changing, but never sympathetic, political environment. The imperial regime of Haile Sellassie discouraged liberal and critical thinking, and succeeding Derg tried to bring the university under its ideological and institutional control. The guerrilla movement which overthrew the Derg has proven no more tolerant of intellectual or institutional independence. Ethiopian scholars have had to define the meaning of scholarship and then to carry it out in daunting, shifting, and, at times, hazardous, conditions. This makes their achievements even more worthy of respect.

Abstract:
In 1974 the Ethiopian government of Emperor Haile-Sellasie was overthrown and replaced by the Provisional Military Administrative Council (PMAC). Also known as the Derg, the PMAC adopted socialism, embarked on radical social changes, and retained power for over two decades under its leader, Mengistu Hayle-Maryam, eventually was overthrown in 1991. The Ethiopian Revolution and the Derg are the topics of several authors, including those publishing close to the events, such as Raul Valdes Vivo, Fred Halliday and Maxine Molyneux, and John Markakis and Nega Ayele, and those writing later, such as Christopher Clapham, Edmond Keller, and Bahru Zewde, to name just a few publishing in English. But other publications, in Amharic and English, remain the focus of a lively academic and public debate in Ethiopia. Most of these writings were produced by participants in events, or, in one case, are transcripts of interviews with participants. Some of the raconteurs were revolutionaries, others were their opponents, and still others were members of the imperial regime. Taken together, these publications shed light on the genesis of the Ethiopian Revolution (the February 1974 movements), the consolidation of Derg (in November 1977), and its aftermath. This note examines some of these materials to bring them to the attention of readers of this journal.

Full text
Abstract:
This thesis is an analysis of the interrelationship between international and domestic determinants of state action in Ethiopia in the period 1974 - 1995. It uses an historical materialist framework to show that the Ethiopian state acts to further the interests of domestic merchant capital, and that continuities between successive regimes express a deeper underlying continuity in the structures of the social formation. It discusses the ways in which land reform further entrenched peasants in their existing conditions of production, in response to which the Derg regime undertook to extend state interventions in trade. State involvement in trade has been crucial to the ability of successive regimes to preserve and expand state structures. The alliance with merchant capital which underpinned the state's role in trade explains the decision to nationalise industry. Nationalisation led to a decline in industrial production to the benefit of domestic merchant capital. However the dominance of merchant capital exists alongside low-levels of capital accumulation which renders the state dependent on external alliances and therefore makes regimes highly susceptible to changes at the international level. The low-level of development of the productive forces has retarded the integration of Ethiopia and strengthened regional identities. The resulting fragmentation of power has been an enduring theme of Ethiopian politics. These continuities in underlying structures have contributed to continuities in regime action at the level of the degree of state penetration, the formation of state revenues, and the military basis of regime legitimacy. Finally, it suggests that the model offered here, of a state supporting a domestic merchant class, may be useful in explaining the relationship between states and classes elsewhere in sub-Saharan Africa.

Abstract:

Abstract:
Abstract This study builds a decision support tool to evaluate when it is a good economic decision (least cost with minimum discomfort) for the residential customer to invest in distributed energy resources (DERs) based on different electricity rate structures, DER ownership frameworks, and DER rebates offered by electric utilities. The tool is demonstrated using empirical electricity consumption data from Pecan Street Inc. (a non-profit entity based on Austin, Texas), residential rates from Austin Energy (the municipal electric utility in Austin, Texas), DER ownership costs from various nationwide pilot programs, and incentives offered by electric utilities in the United States. Results show that for constant electricity rates, the overall expenditure is least when the customer owns solar panels without storage, while for time-varying pricing structures, the least expensive scenario is one where the customer does not own any DERs. As the capital costs for DERs decline, utilities incentivize customer ownership of DERs, and more residential customers face the decision of whether to invest in DERs, this study aims to be a key tool in aiding that decision-making process.

Abstract:
Smart realization involves a steady increase in inverter-based components like Distributed Energy Resources (DER), energy storage systems, and plug-in electric vehicles. The harmonics related to DER inverters and the spread of power electronic devices raises concerns for utilities and customers. Harmonics can create component failures, thermal losses and control system malfunctions. In this paper the authors analyze the impact of multi-source harmonics from DERs inside distribution networks. The harmonics impacts are evaluated by harmonic measurement indices. Harmonic emission in a real distribution circuit is simulated with the help of power flow analysis. The results are presented with visualization techniques to give a better picture of harmonic propagation vs. different levels of harmonic source magnitude and angle. Due to effect of harmonic on network efficiency, a sensitivity analysis considering power factors is conducted.

Abstract:

Abstract:
Film-cooling is commonly used in modern gas turbines to increase inlet temperatures without compromising the mechanical strength of the hot components. The main objective of the study reported here is the critical evaluation of the capability of CFD, to predict film-cooling on three-dimensional engine realistic turbine aerofoil geometries. To achieve this aim two different film-cooling systems for NGV aerofoils are predicted and compared against experiments. The application concerns the following turbine vanes: • the AGTB-B1 blade investigated by the “Institut fur Strahlantriebe of the Universitat der Bundeswehr Munchen (Germany)”; • the MT1 HP NGV investigated by QinetiQ (ex DERA, UK). In the first test case the application mainly focuses on the interaction between the main flow and the coolant jets on the leading edge of the cooled aerofoil. In the second case, vane heat transfer rate is predicted with the film-cooling system made of six rows of cylindrical holes in single and staggered configuration.

Abstract:
Prothrombinase is the multi -component enzyme composed of factor Xa and the cofactor, factor Va, that assemble on a phospholipid surface in the presence of calcium ion. Fluoresence stopped-flow kinetic studies of prothrombinase assembly in the absence of the substrate, prothrombin were undertaken at saturating concentrations of calcium ion, using phospholipid vesicles (PCPS), factor Va and factor Xa modified at the active-site with the fluorophore dansyl-glutamylglycinylarginylchloro methylketone (DEGR-Xa). The substantial fluorescence enhancement of DEGR-Xa in the presence of factor Va, PCPS and calcium ion was used as a continuous measure of prothrombinase complex formation. The rate of complex formation studied under pseudo-first order conditions was most rapid when factor Va was reacted with the DEGR-Xa-PCPS binary complex. Under these conditions, the rate increased linearly with increasing PCPS concentrations and was independent of the concentration of factor Va. The reaction between Va and PCPS assessed by stopped-flow light scattering produced identical rates. The data indicate that the rate-limiting step in the reaction between Va and PCPS-bound DEGR-Xa is the initial formation of a Va-PCPS binary complex (8.4×107M−1s−1) followed by the very rapid reaction (>3×109M−1s−1) between PCPS-bound DEGR-Xa and Va. When complex formation was initiated by mixing DEGR-Xa and Va with PCPS or by mixing DEGR-Xa with Va-PCPS, the pseudo-first order rates were substantially lower. Under these conditions, increasing concentrations of factor Va inhibited the rate of prothrombinase complex formation which could be overcome by increasing PCPS concentrations. The data are consistent with the interpretation that the initial formation of the DEGR-Xa-PCPS complex is a prerequisite for prothrombinase assembly. The second order rate constant for the reaction between DEGR-Xa and PCPS (9.5×109M−1s−1 ) was independently determined by stopped-flow light scattering. Collectively, the data indicate that prothrombinase assembly proceeds via the initial formation of DEGR-Xa-PCPS and Va-PCPS binary complexes. The lipid-bound constituents then rapidly react via diffusion over the vesicle surface to form prothrombinase.(Supported by NIH grants HL-35058 and HL-34575)

Abstract:
Depth-Image-Based Rendering (DIBR) can synthesize a virtual view image from a set of multiview images andcorresponding depth maps. However, this requires an accurate depth map estimation that incurs a high compu-tational cost over several minutes per frame in DERS (MPEG-I’s Depth Estimation Reference Software) even byusing a high-class computer. LiDAR cameras can thus be an alternative solution to DERS in real-time DIBR ap-plications. We compare the quality of a low-cost LiDAR camera, the Intel Realsense LiDAR L515 calibrated andconfigured adequately, with DERS using MPEG-I’s Reference View Synthesizer (RVS). In IV-PSNR, the LiDARcamera reaches 32.2dB view synthesis quality with a 15cm camera baseline and 40.3dB with a 2cm baseline.Though DERS outperforms the LiDAR camera with 4.2dB, the latter provides a better quality-performance trade-off. However, visual inspection demonstrates that LiDAR’s virtual views have even slightly higher quality thanwith DERS in most tested low-texture scene areas, except for object borders. Overall, we highly recommend usingLiDAR cameras over advanced depth estimation methods (like DERS) in real-time DIBR applications. Neverthe-less, this requires delicate calibration with multiple tools further exposed in the paper.
